Łemkowscy generałowie i wyżsi oficerowie Każda wspólnota etniczna szczyci się swoimi wybitnymi postaciami, niezależnie od tego, czy funkcjonują one wewnątrz grupy, czy wykazują jakikolwiek związek ze wspólnotą. Wśród Łemków informacje o takich postaciach przekazywano z pokolenia na pokolenie, a także utrwalano w publikacjach, źródłach drukowanych. W artykule dokonano przeglądu informacji o kilku wyższych oficerach wojskowych, w tym o generałach, o których wspominano, że byli Łemkami. Badania zawierają główne informacje biograficzne o nich i wykazują, że choć istotnie większość z tych osób była pochodzenia łemkowskiego, to jednak nie wszyscy.

Resumen
The article studies the social space of the officer service of the Life Guards of the Preobrazhensky Regiment in the late XIX - early XX centuries on the basis of archival documents and sources of personal origin. The set of the main social indices of officers and generals of the regiment is analyzed. The gender aspects of officers’ everyday life and their impact on the military institute are considered. The influence of the social and household space of family life on the service of officers and generals-commanders of the regiment, their mental experiences and the formation of career trajectories is highlighted. In conclusion, the conclusion is made about the special place of the officers of the transfiguration in the process of formation of the military-political elite of the transition period.

The article is about analysis of group of Polish Army officers which under the law got rights to general title. In that time rights achieved 100 offices. The largest group were the ex Austro – Hungarian soldiers – 53 officers (more than the half of promoted). Second group were Russian (Tsarist army) – 38 persons. There were five officers form ex – German army and 2 from Polish Legions. Zdzisław Dmochowski has never served in the army. His past requires more research. The largest group of generals were infantry army – 36, and doctors – 24, troopers – 13, gunners – 8, sappers – 5, authorizing officers – 6 and controllers – 3 and train troops – 2. Another services had only once representative.

Resumen
Although the U.S. Army has significantly increased racial diversity in the aggregate, non-white Americans remain underrepresented as commissioned officers, especially in the General Officer ranks. This is a significant defense policy problem because research shows a strong correlation among the diversity of senior leaders and effectively processing complex information to generate innovative, creative, and efficient solutions. These positive traits of diversity will help General Officers prepare for and manage the long-term and strategic threats posed by peer or near-peer competitors and violent non-state actors. Increased diversity also improves the civil-military relationship by ensuring Army Generals mirror the nation they serve and the soldiers they lead. This paper addresses the lack of racial diversity among U.S. Army General Officers by using descriptive statistical analysis to outline racial diversity trends over the past 10-years and then identifying where and how policies can be most effective. The paper’s findings provide policy makers three options to increase U.S. Army General’s racial diversity.

The staff officers of the armies of Napoleon ; During the course of the Napoleonic wars the French army benefited from superbly well organised military staffs at all levels, to support the command. At the top of the organisational pyramid stood the Imperial General Staff. This consisted of three bodies : the ‘Imperial Household’, the ‘Emperor’s General Staff’, and the ‘War Administration’. The military staffs of subordinate formations (army corps and divisions ) were divided into three in exactly the same manner. Whatever level one examines in the Napoleonic French army, the staffs all shared the common characteristic of providing the commanding general with the means to plan and direct the movement of his formation’s constituent units. It was this that made possible in that era the material and technical ‘way of war’ that Napoleon pursued. Within each of the military staffs there were specialists, adjutant-majors and their assistants, who ran the offices that generally dealt with non-tactical business, whilst the other officers (including the aides-de-camp to the generals and Napoleon’s personal adjutant officers) took care of observation missions and troop inspections, and acted as courriers -roles that did not require specialist training.

Following the formation of the Popular Front in 1934, French generals feared that the alliance, which included the French Communist Party (pcf), could foreshadow a coming revolt in Paris. Generals Maxime Weygand and Maurice Gamelin responded by preparing to implement Plan Z, a plan to defeat a Parisian revolt. Given politicians’ fear that many French officers were antirepublican, the French Army would have faced a major political crisis if Plan Z had leaked. Plan Z called for a multidivisional assault on Paris, which showed that the General Staff believed a large-scale revolution was possible. Understanding the development of Plan Z adds to scholars’ recognition of French officers’ long-term fear of communism and mistrust of civilians. It reveals that senior officers were more politicized and afraid of civilians than most scholars have realized and helps explain the military’s central role in betraying the Third Republic and creating the Vichy Regime in 1940.

By analyzing examples ranging from the Sui-Tang transition to the An Lushan Rebellion, I argue that in a practice known as “letting the troops loose,” Tang generals frequently rewarded their officers and soldiers (and themselves) for a victory with the freedom to seize the wives, children, and property of the defeated with impunity, and to kill any who resisted. Attempts to censure or prosecute the generals responsible were rare and usually overruled, because military morale was seen as a higher priority than discipline or humaneness. Tang generals were also authorized to massacre surrendered enemy soldiers and conquered civilians for a range of strategic purposes. Moreover, taking slaves from a defeated population was a common prerogative among generals and officers even when an army was not “let loose.” When generals refrained from pillage, massacres, and enslavement, therefore, this was usually for reasons that were pragmatic and strategic, not moral or legal.

Abstract How does the presence of military officers in national government affect a state's likelihood of international conflict? We know a great deal about how overall regime type affects international conflict, but there is substantial variation within regime types in the participation of military officers in the government. We know little about how this variation affects a state's conflict propensity. In this Research Note, I examine three competing arguments for the effect of military participation in government on conflict initiation: Military Aggression, Military Conservatism, and Civil–Military Competition. Military Aggression suggests that military involvement in government will tend to guide the state toward conflict, given a military predisposition to favor the use of force. In contrast, Military Conservatism argues that military officers in government will lead the state to less conflict, given their personal familiarity with its costs. Civil–Military Competition holds that when military officers and civilians share political power, a variety of pathologies in national security deliberation and decision-making emerge, increasing conflict propensity. I test these three propositions cross-nationally using data on the number and type of positions held by military officers in cabinets and state councils and international conflict and find the strongest support for Civil–Military Competition.

The article indicates the factors influencing the representations of the rural population in the reports of the Siberian governors-general; demonstrates historiographic results of the analyses of these reports; substantiates the possible outcomes of using the discourse analysis for identifying their authors’ ideas on the subject matter. The reports were compiled by local-level imperial experts – functionaries and officers, who participated in gathering and handling of primary data; governors, who accumulated and relayed these data to governor-generals; governor-generals, at least, the ones, who actively participated in reports writing; the Emperor, leaving his notes on the reports; representatives of involved ministries and governmental offices, preparing answers to the “highest reprimands”. It is important that among the experts there were members of various public organizations, primarily, local departments of the Russian Geographical Society. It was found that representations of the rural population were quite conservative (traditional) and changed little over time. The peasantry was described in a paternalistic manner as an object of care and custody. Representations of the peasantry were influenced by central authorities’ stance towards both the region as a whole and specific groups of rural population; the perception of the peasantry by a governor-general and his surroundings; the standpoint of the we-groups, expressing public opinion, who were seen as influential by a governor-generals.

The officers of Parliament now form a group which includes the Auditor General and seven other "ethical regulators"i. Because of its independence and the nature of its members' mandates, this group is thought to be key to restoring the public's faith in government. However, the officers do not clearly fall within one of the three branches of government and are not fully subject to democratic accountability mechanisms, raising questions about the legitimacy of their exercise of authority. This thesis explores alternative theories for supporting the legitimacy of officers of Parliament and draws lessons from that exercise for the future development of this virtues-based institution.

The goal of the project was to design a two story general office building on a five acre parcel in Oro Valley, Arizona. As per the request of the client, the office building was to have an effective floor area of 30,000 square feet and a 900 square foot atrium. A preliminary geotechnical investigation of the site was conducted to determine soil properties of the location and decide which areas of the parcel would be adequate to support the support the weight of the building. Oro Valley zoning code was then used to determine allowable height clearances for the building and suggested parking lot arrangements. A hydrologic analysis was performed on the site to ensure that major flooding would not impact the productivity of the building when completed. Traffic analysis was conducted on the intersection of Linda Vista Boulevard and Oracle Road to estimate the impact of additional traffic at the intersection. The complete steel frame structure of the building was also designed and foundations were designed based off of the projected column loads. All structural and geotechnical design work was done using an adequate factor of safety. Finally, environmental and sustainability considerations were looked into and a LEED score was given to our project.

The complexities inherent in managing child sexual abuse stem from the intersection of micro factors (e.g., personal values, histories of learning and trauma in some cases), exo level factors (such as agency mandates and professional codes) and macro factors (e.g., socio-economic and societal attitudes). Professionals in Barbados who deal with gender-based violence (including sexual exploitation) have a key role to play in addressing this problem. The ways in which they respond, through their criminal investigations, child protection assessments and interventions, are critical in assisting with the amelioration of the effects of CSA and reducing its prevalence. This study furthers our understanding and expands knowledge on the subject by examining professional behaviours in responding to child sexual abuse. Factors such as professional identity and codes of ethics, together with institutional regulations and cultural mores, determine how professionals are likely to respond. A grounded theory approach was employed, in an interpretative constructionist manner, to explore the responses of twenty one (21) participants, comprising ten police officers, eight child care officers and focus group members comprising three new participants and four others previously interviewed individually. Two theoretical paradigms were employed as conceptual lenses to assist data exploration and analysis of emerged meanings. These were the socio-cultural theory of ‘community of practice’, and the feminist perspective, which helped to inform how gender and power might impact on responses. Sitting alongside these approaches is the ecological systems theory, which I have used to ensure that the problem (child sexual abuse) has been located within its wider socio-cultural context. The grounded theory to emerge from the study is that professional responses to CSA result in, and from, multisystem actions within hierarchies of power and status, which validate particular narratives of abuse and minimise others. Professionals are embedded within these systems and, therefore, often find it difficult to respond to CSA in ways that address root causes and provide justice to its victims. The study highlights the need for the training of police officers and social workers to facilitate a greater level of reflection on issues such as power and gender inequality, and to create opportunities for collaborative practice.

AbstractFinding research on prison officers that does not emphasise their importance—even centrality—to prisons’ daily operation and to the implementation of prison ambition more generally proves almost impossible. Even so, depending on jurisdiction, uniformed prison staff’s portrayals range from ‘czars and gods’ to disempowered and hectored conductors of penal power that merely flows through them. Power lies at the heart of prison—prison is about power. In the current chapter, drawing on the case of Ukrainian prison officers, I discuss how officers in the same prison can understand and deploy their power differently. I underscore the limitation of presenting them as a dichotomy of a ‘powerful/powerless’ homogeneous group and explain how cultural legacies, legal and organisational ramifications of the anomic society in transition, and officers’ personal views, priorities, and considerations of legitimacy frame officers’ use of power. I highlight that even in a country where prisoners enjoy limited rights and the state grants staff enormous power, prison officers must inhabit their power carefully and maintain prisoners’ alignment to preserve workable order.

AbstractIntelligence officers – generally known as ‘spies’ – will not openly admit, even within their own family circles, that they work for an intelligence service. These agencies have neither local offices nor facilities, nor do they visit schools to talk about the daily life and work of their officers. Public media appearances are extremely rare, and it is usually only the director of the agency whose face is seen in public. Innate secretiveness and the inaccessibility of many official archives are obstacles to transparent research on intelligence services. In 1998, I commenced my doctoral thesis on the Spanish intelligence services. Far from being a passing adventure, the topic became my principal line of research for over two decades, during which time I completed almost 250 interviews, including 100 with members and ex-members of the intelligence services and another 50 with heads of government, Spanish and foreign intelligence service directors, military staff, politicians, and diplomats. In this chapter, I present my fieldwork experience of interviewing intelligence officers and the evolution of a young and somewhat naïve researcher into a more mature and distrustful one.

Resumen
In addition to general military knowledge and university education, current officers of the armed forces of the Slovak Republic must also possess professional skills depending on the specific position. The education of officers and the acquisition of practical experience is a continuous and systematic activity throughout the duration of the civil service. For the quality performance of the service, it is necessary that every single officer is an expert in his field and thus be able to be a good leader and commander for his subordinates. Completion of career courses and especially professional courses, whether in domestic educational and training facilities, but also in facilities of NATO member states, the EU, international organizations and in other countries, will ensure fast, flexible and correct decision-making by commanders. This will ensure the solid building of the capability of the Slovak Armed Forces and effectively face all the security challenges of today.

Aim/Purpose: [This Proceedings paper was revised and published in Informing Science: the International Journal of an Emerging Transdiscipline (InfoSci)] To develop and introduce a questionnaire that investigates the informing needs, information-seeking behavior, and supplier selection of procurement officers in Israel. The questionnaire’s internal consistency reliability is given. Additionally, we describe the demographic description of the procurement officers in Israel. Background: Procurement science is an important field that affects firms’ profits in the private sector and is significant to growth, innovation, sustainability, and welfare in the public sector. There is little research about the informing needs of procurement officers in general and particularly in Israel. Methodology: A quantitative questionnaire that is sent to all the procurement officers in Israel’s purchasing and logistics managers association. Contribution: The questionnaire that is developed in this paper may be used by other researchers and practitioners to evaluate the informing needs of procurement officers. Findings: The typical procurement officer is male, with a bachelor degree and is digitally proficient. Recommendations for Practitioners: The procuring side can use the questionnaire to develop better tools for obtaining information efficiently. The supplying side can use this knowledge to improve its exposure to potential customers and address its customer’s needs better. Recommendation for Researchers: The questionnaire can address theoretical questions such as how digital literacy affects the procurement process and provide empirical findings about active research areas such as supplier selection and information-seeking behavior. Future Research: Future research will examine the relationship between the various variables and demographic features to understand why specific informing needs and information-seeking behaviors arise.

A measure to mitigate the spread of the COVID-19 virus during the first year of the pandemic was to stay home. Thus, working and learning activities have migrated to dwellings under the so-called home office scheme. In this context, exploring the lighting conditions in home offices from the occupant's perspective is vital for understanding the quality of the perceived visual environment at home. Based on data collected in Brazil and Colombia, this preliminary study aimed to investigate occupant’s perception of the luminous environment in home offices and the influence of regional and personal characteristics. This study is part of broader research related to Subtask A of IEA Task 61, "Integrated Solutions for Daylighting and Electric Lighting." Occupant's subjective assessments were collected from December 2020 to March 2021 through an online survey with professionals working from home. The results show that most professionals have an entire room for the home office, and these are more satisfied with the visual environment. In general, higher satisfaction was achieved when the lighting level was perceived as brighter and strong reflections were associated with disturbing glare situations. Most of the occupants perceived the light and colours as neutral. Daylight is more appreciated than artificial light. Participants located between 20°S and 34°S latitude were less satisfied with the visual environment in the home office. The first approach is part of comprehensive research, generating new data about lighting in home offices to subside guidelines for improving housing projects.

Resumen
Despite the fact that the study of the civil war was the most important area of interest for Soviet historical science, the causes of the civil war in the Black Earth region were insufficiently understood. The main provisions on the causes of the war were formulated as early as the 1920s-1930s and did not develop further. The content of the civil confrontation in the Black Earth region was considered the class struggle against the kulaks, who found political and military-organizational support from the Socialist-Revolutionaries of all shades, the Mensheviks, as well as officers and non-commissioned officers who spoke out in defense of their land ownership and against the food policy of the Soviet government. At the same time, the position that the internal war, due to local, regional reasons, in the Black Earth region began only in 1920-1921 also turned out to be unreflected.

Resumen
An educational system of high quality within the educational police centers is of great importance for the achievement of maximum efficiency in the police duty in the part of application of the coercive methods. Meeting this requirement implies establishment and implementation of modern approaches and methods for learning martial arts which are in line with the professional requirements and needs. From an educational point of view, each training should contain a variety of approaches and methods in order for the police officers to be ready to act further in the performance of their duties. At the overall level, a generally accepted model for education of police officers does not exist, so this paper develops and analyzes several basic approaches and methods that we consider useful and necessary for learning martial arts and how to apply them in reality. In the part of the analysis, special attention is paid to DRRM - Dynamic Resistance Response Model which teaches and guides police officers how to act in specific security situations in which they face aggressive behavior and resistance. According to the allegations, the general conclusion is that police training plays a key role in gaining the necessary level of knowledge and skills to properly, legally and efficiently perform professional tasks and to find logical solutions to reduce the danger in conflict situations. Resumen
The paper presents a registration of occupancy and the use of (day)light in four buildings representing respectively offices, primary schools, universities, and industry buildings; it was done across Europe in 2020. A self-registration method was used, assisted with light technical measurements outdoors and indoors. In general, occupants consider the visual environment at the workplace when they are coming in or out of the room. It happens mainly at the beginning (adjustment of blinds and switching light on) and at the end of the working day (switching light off). In the primary school building, where users move in-out many times during the day, the adjustment happens more frequently. Also use of projector generates very low general light level; covering windows and switching off the electric light happens accordingly, but the pattern is not consistent. In general, the changes in the electrical lighting use follow the occupancy pattern, not the light levels.
