Abstract Subject and purpose of work: The purpose of this research is to the a ssess the Indo-French bilateral cooperation in the Indo-Pacific region. The study aims to identify the main areas of cooperation between India and France. This paper assesses a roadmap for the broader strategy for the „Indo-Pacific Parks Partnership”. Materials and methods: It uses the empirical approach to know to what extent the Indo-French cooperation achieves its goal. Further, this study answers the following research questions to test a hypothesis. What kind of bilateral partnerships are the two countries shaping for deeper comprehensive cooperation? Why is the Indo-Pacific the central part of the Indo-French partnerships? India and France strategically shifted their bilateral partnership towards the Pacific and Indian Ocean regions for deeper cooperation. Results: The bilateral partnership between India and France has been tremendously accelerating for the last decade. Both the countries are better attuned in the context of Maritime Security and trade cooperation in the Indo-Pacific region. Conclusions: The article concludes that India and France need a deeper partnership in the Indo- Pacific region to accelerate trade and business in the maritime domain.

Abstract Greek Company Law has its origins in the French “Code de Commerce” of 1807, which, although never legislated in Greece, applied as a Greek law to the business transactions even before the Greek Independence (1830). The German influence took over progressively early in the 20 th century. Such influence is visible in the important Law on SAs (1920), the chapter of the Greek Civil Code on the contract of society (1946) and more recently in Law 4072/2012 on commercial partnerships. The list of business associations available in Greece includes the usual business forms (general and limited partnerships, silent partnership, and capital companies) provided in continental Europe. Recent legislative developments include a new law on SAs (2018) and a new company form, the Private Company (2012), which is mostly used by small and medium entreprises. The Greek Sarl is fading out. The introduction of a new entity has been envisaged (but not yet adopted), imitating the “individual enterprise with limited liability” of French law.

Civil/ordinary partnerships as non-commercial entities play a vital role as an alternative form of doing business in various jurisdictions. Though the issue of where they should be regulated is becoming nonsensical in recent times, it is wise to have a well-structured legal framework which regulates these entities. This article aims to conduct a comparative analysis of the regulation of Ethiopia’s ordinary partnership with the French civil code partnership and the Thai ordinary partnership only on issues of formation, transfer of share, management, liability of partners, dissolution of partnership, distribution of profit and loss, and expulsion of a partner. The comparative analysis shows that in many areas of regulation, the Ethiopian law has more commonalities with that of Thai ordinary partnership and French civil code partnership legal regimes. This article also finds that the Ethiopian law of ordinary partnership ought to be improved as regards the issues of the transfer of shares related to ascendants and descendants, on the distribution of profits and losses, on the role of partners in a dissolution of the partnership, and on the expulsion of a partner.

Small businesses face multiple constraints on innovating that open innovation (OI) has potential to help overcome. The aim of this study is to examine the association between business group affiliation and the extent of OI engaged in by SMEs. Unlike independent SMEs, those that have affiliations might benefit from internal and also external networks to initiate partnerships to innovate. We analysed data collected from 711 French SMEs that engage in innovation to assess the association between business group affiliation and open innovation practices. We found that business group affiliation has no significant relationship with the degree of engagement in open innovation or with partnership openness. Nevertheless, we found that affiliation to an international group influences the geographical openness of SMEs’ innovation. These findings contribute to our understanding of open innovation among SMEs by acknowledging the geographical challenges of partnerships in open innovation.

This article examines the role of French as a heritage language in the United States within the context of a multilingual world and a framework of respect for other languages and cultures both locally and globally. As more than 10M Americans are of French ancestry and 2M speak French in the home in the US, French language and Francophone culture are part of American history and cultural identity. In addition, French is a global language spoken by 300M around the world, so French language skills and understanding of Francophone culture are also part of the global skills set. The history and current status of French in the US along with French language and Francophone cultural organizations, French language learning, and organizations and initiatives aimed as valuing the French language and Francophone culture in the US are examined. The article concludes with a discussion of the future of French, the importance of partnerships, the role of advocacy, and an affirmation of the importance of French language and Francophone culture in a globalized multilingual world and an increasingly multilingual American society.

J. C. Penney, one of Americas largest department stores, and Sephora U.S.A. Inc., an affiliate of the French cosmetics chain, entered into a partnership in 2006. The agreement allowed Sephora to exclusively operate cosmetics stores within J. C. Penney stores and to service J. C. Penney online customers through a link from J. C. Penney web-site to Sephora web-site. The purpose of this case study is to stimulate a critical evaluation of the decision by these companies to enter into a partnership instead of a merger or an acquisition. The case can be used as a tool to facilitate broader discussion of various corporate strategies and their relative merits and demerits. The accompanying teaching note refers the reader to an analytical framework that can be used to determine when to go for corporate partnerships instead of mergers or acquisitions and applies that framework to this case.

This article challenges the notion of French “influence.” It traces a network of like-minded reformers in France and the Balkans that came together in the early nineteenth century to further popular education. Examining interactions between actors in a cultural, scientific, and political center (France) and their allies on the periphery (in present-day Greece and Romania), the article reassesses these relationships, revealing the extent to which French individuals and organizations depended on such partnerships. Conceiving of joint Franco-Balkan reform agendas as programs of development, it offers a model and a vocabulary for the study of French soft power in post-Napoleonic Europe.

La transparence, la semi-transparence, la translucidité ou encore la personnalité fiscale sont autant d’images fiscales formant le paradigme français de la fiscalité internationale des sociétés de personnes, en ce sens que ces images sont mobilisées pour poser et répondre aux problématiques relatives à l’imposition française du revenu réalisé sous la forme d’une société de personnes en situation d’extranéité. Par ce recours aux images fiscales, la conception française de la fiscalité internationale des sociétés de personnes distingue les sociétés de personnes de droit français de celles de droit étranger. D’une part, les sociétés de personnes de droit français, réputées semi-transparentes et disposant d’une personnalité fiscale distincte de leurs associés, sont considérées comme les sujets d’une imposition pourtant assumée par leurs associés. Sur ce fondement, ces sociétés sont qualifiées de résident au sens des conventions visant à éliminer les doubles impositions. Les règles conventionnelles de territorialité sont alors appliquées au niveau de la société et non à celui de leurs associés. D’autre part, le droit fiscal français accepte de recevoir la transparence fiscale des sociétés de personnes étrangère pour appliquer les conventions fiscales à leurs associés. Il en résulte une conception française de la fiscalité internationale des sociétés de personnes difficilement compréhensible, non seulement au regard de celle pratiquée par les droits étrangers, mais également au regard du droit interne. En se détachant du recours constant aux images fiscales pour se concentrer sur une étude des textes français, britannique et américain, la conception française de la fiscalité internationale des sociétés de personnes peut être écartée. Par cette étude critique des images fiscales, l’altérité véhiculée par les images fiscales entre les sociétés de personnes de droit français et les partnerships de droits anglais, écossais et américain peut être dépassée au profit d’une unité (Partie 1). Celle-ci renverse les fondements de la conception française de la fiscalité internationale des sociétés de personnes et offre alors la perspective de son renouvellement (Partie 2)
Transparency, semi-transparency, translucency or fiscal personality are tax images used as a paradigm in the French conception of partnerships in international tax law, in that those images are used to think and resolve the issues raised by the taxation, in France, of international partnerships. Based on those images, the French conception of international taxation of partnership distinguishes between local partnerships and foreign partnerships. On the one hand, local partnerships are said to be semi-transparent or translucent and to have a fiscal personality distinct from their partners. Thusly, local partnerships are construed as the subject of a tax that is yet paid by the partners. Consequently, local partnerships are qualified as resident for the purpose of the bilateral conventions and the foreign partners cannot claim the application of the treaty. On the other hand, the recognition of the transparency of foreign partnerships is accepted in French tax law so the partners may claim the stipulations of the bilateral convention. This conception of international taxation of partnerships, founded on a dual approach of partnerships, is isolated from the taxation known in others countries and lacks coherence in the view of the French tax law. With a critical study of tax images in the light of the British law and the American law, this conception may be challenged. The comparison between French partnerships and British and American partnerships permits to overcome the otherness suggested by the resort of tax images, and to demonstrate instead the unity among those entities (Part 1). Once it has been ascertained, this unity challenges the foundation of the French conception of international taxation of partnership and allows the prospect of its renewal (Part 2)

This thesis explores the relationship of collaboration and conflict between France's state-owned oil group, the Societe Nationale Elf Aquitaine, and successive governments during the critical decade, 1976-1986, before wide-scale privatisation was initiated. The group's development reflects the broader trend in government - industry relations away from dirigisme to market economics by both senior managers and politicians alike. Created as an instrument of government with a "national interest" mission, the group was expected to work for and with governments. This partnership was conditioned by the international nature of the oil industry. Directly exposed to the impact of the oil crisis, the group suffered from the switch made in France from oil to nuclear energy as the main source of power. This development accelerated not only the diversification of the group's product range and multinationalisation of its activities but also modified its relations with government. It remained in public ownership, but became financially independent and acted increasingly like a private company. Governments were also affected by the economic crises of the 1970s, and by France's closer integration into Europe. While Elf maximised its profits, governments relied on the oil group's wealth. This confusing combination of dependence and governments' use of their powers of ownership produced many conflicts. Yet Elf's leaders could also exploit the state link through grand corps networks to achieve their own goals. These ambiguities were sharpened during the decade because Elf was shifting between two modes of relationship; an instrument of government enjoying privileged links with the state and an independent private multinational. Partial privatisation in 1986 somewhat resolved the contradictions but heralded new challenges. Under the impact of the Single Market programme and GATT agreements, French governments divested themselves of powers they could no longer exercise, French firms shifted partnership with the state to partnership with foreign firms and the development of each individual firm became subject to its performance in the market.

COORDENAÇÃO DE APERFEIÇOAMENTO DO PESSOAL DE ENSINO SUPERIOR
Nas últimas décadas, a literatura sobre Gerenciamento da Cadeia de Suprimentos (GCS) tem ressaltado a necessidade de colaboração entre os diversos atores (empresas participantes) dentro da cadeia de suprimentos (CS). Assim, as empresas necessitam de novos instrumentos para monitorar não só o seu desempenho, mas também o desempenho da cadeia como um todo. O desenvolvimento da tese está formulado segundo duas óticas. A primeira, conceitual, refere-se ao tema avaliação de desempenho na cadeia de suprimentos. A segunda, gerencial, com a escolha da cadeia para o desenvolvimento da pesquisa empírica. Nesse caso optou-se pela cadeia de alimentos (frutas e vegetais) frescos e minimamente processados do Reino Unido. Para direcionar a pesquisa, dois objetivos principais foram formulados. O primeiro consiste em comparar os elementos operacionais das parcerias da cadeia de frutas e vegetais, identificados na pesquisa empírica, com os benefícios e processos de relacionamento observados na literatura. O segundo objetivo visa formular um modelo teórico de avaliação de desempenho para a cadeia de suprimentos de alimentos frescos - MADCS. Para alcançar o primeiro objetivo, uma hipótes principal, cinco hipóteses complementares e seis questões exploratórias foram formuladas e estatisticamente testadas. O segundo objetivo foi alcançado através da formulação do MADCS utilizando-se a revisão bibliográfica em conjunto com os resultados empíricos obtidos. A pesquisa amostral (survey) foi escolhida como estratégia de pesquisa, e como instrumento de pesquisa desenvolveu-se um questionário. Foram enviados 303 questionários com retorno de 99 (32%). Para o teste das hipóteses foram utilizados os seguintes testes estatísticos: análise fatorial, teste qui-quadrado, análise da variância, regressão logística e regressão linear simples. Como conclusão dos testes estatísticos tem-se que tanto os Benefícios, quanto os Processos de Relacionamento (Individuais e Conjuntos) foram parcialmente confirmados. Com relação às hipóteses complementares, três foram estatisticamente confirmadas e em duas não havia evidências estatísticas para confirmação. Na formulação do Modelo de Avaliação de Desempenho para a Cadeia de Suprimentos (MADCS) foi identificada a necessidade de incluir a avaliação dos processos de relacionamento nos modelos até então identificados na avaliação de desempenho das parcerias.
Supply chain management (SCM) has emerged as an important strategic weapon for manufacturers seeking sustainable competitive advantage. As a result, collaboration between trading partners is replacing confrontation as the preferred approach to buyer-supplier relationships. The focus of SCM is the coordination and control of key business processes throughout the supply chain, within and between firms. As a result, researchers have sought to develop integrated models of supply chain management in which firms are treated as integral parts of four distinct flows - information, value-added products, funds and knowledge . This thesis has two main objectives: the first is to identify and to compare the partnership capabilities (benefits and processes) from the UK fresh produce industry with the benchmark indicators from the literature. The second one is to create a theoretical framework contributing to the theory of supply chain performance measurement. One main hypothesis, five complementary hypotheses and six exploratory questions were formulated in relartion to the primary research objective. In pursuit of the second objective a performance measurement model for fresh produce - MADCS was formulated. This model is supported by the performance measurement theory and by empirical results. A survey was choosen as the empirical research strategy. To capture the data 303 questionnaries were sent in February 2002 to UK fresh produce suppliers with turnover of more than £ 1 million. To test the hypotheses, chi-square, simple linear regression, factor analysis and logistics regression techniques were used. Overall, the results support the main hypothesis and three of the remaining sub-hypotheses. However, there results do not support the other two hypotheses.

La fin de la Seconde Guerre mondiale, la guerre froide, la cohabitation pacifique, les mouvements d’indépendances, la fin du monde bipolaire, les crises multiformes et successives (culturelle, sociale économique et financière), voici autant d’événements qui ont changé les conceptions et la vision même du monde. L’initiative privée est à nouveau plébiscitée sur la scène mondiale. En effet, la rencontre entre le savoir-faire (financier et technique) du secteur privé et un secteur public ambitieux mais très limité, symbolisée dans le sigle « PPP », devient la formule gagnante.De nouveaux espaces font leurs apparitions, encouragées par le vent de l’intégration régionale et économique. Le mouvement de décentralisation propulsant celui de la coopération transfrontalière, nous assistons de plus en plus à une lente mais très prometteuse reconfiguration des dynamiques transfrontalières un peu partout dans le monde. Certaines régions offrent des perspectives très intéressantes, aussi bien sur le plan de la coopération transfrontalière que des PPP. C’est notamment le cas de la région francophone de l’Afrique des Grands Lacs. Cerner les PPP et la coopération transfrontalière, vérifier leur complémentarité et enfin suivre le mécanisme de réappropriation de ces deux concepts dans la région francophone de l’Afrique des Grands Lacs : voici les principaux objectifs que s’est assigné ce travail de recherche
The end of the Second World War, the cold war, the peaceful cohabitation, the movements of independences, the bipolar end of the world, the multi-form and successive crises (cultural, social economic and financial), here is so many events which changed the designs and the vision of the world. The private initiative is again approved by a large majority on the world scene. Indeed, the meeting enters the know-how (financial and technical) of the private sector and the ambitious but very limited public sector, symbolized in the initials "PPP", becomes the winning formula.New spaces make their appearance encouraged by the wind of the regional and economic integration. The movement of decentralization propelling that of the cross-border cooperation, we assist more and more a slow but very promising reconfiguration of the cross-border dynamics almost everywhere in the world. Certain regions offer very interesting perspectives, as well from the point of view of the cross-border cooperation as the PPP. It is in particular the case of the French-speaking region of Africa of Great Lakes. Le droit des règlements pécuniaires entre époux consécutifs au divorce a pendant longtemps été fondé sur l’idée de sanctionner le conjoint responsable de la rupture que ce soit en France, au Canada ou dans la province canadienne de Québec. Bien que de traditions juridiques différentes, les droits français et canadien reconnaissaient ainsi un rôle central à la faute dans leur droit du divorce. Face à l’évolution concomitante des sociétés française et canadienne vers un individualisme plus marqué et une volonté croissante de pacifier les conflits, ces droits ont dû tendre vers une plus grande objectivation du divorce et de ces conséquences. Parallèlement à un mouvement de quasi-disparition de la faute, de nouvelles institutions sont apparues dans les droits étudiés, institutions fondées sur des idées de compensation, d’équité mais aussi de solidarité avec la survie ou l’apparition d’obligations alimentaires. Aujourd’hui, les droits étudiés sont marqués par une diversité d’institutions avec pour certaines des fondements multiples et des intitulés qui, malgré la différence de tradition juridique, peuvent se répondre comme, par exemple, la pension alimentaire non compensatoire canadienne qui n’est pas sans rappeler la prestation compensatoire que nous qualifions d’alimentaire française. Cette diversité amène alors à s’interroger sur la nécessité de repenser et de rationaliser les institutions existantes pour les rendre tout à la fois plus compréhensibles mais aussi plus accessibles par les futurs ex-époux. Cette simplification doit en effet s’accompagner d’une plus grande liberté contractuelle permettant aux conjoints divorcés de se réapproprier leur séparation avec l’aide d’un avocat, d’un médiateur ou encore du juge. Le divorce pacifié, se pose alors la question de la pacification de la rupture des autres couples que sont les unions libres ou encore les PACS et union civile. Ces unions hors mariage se développant, il est nécessaire aujourd’hui de prendre en considération les conséquences de leur dissolution voire d’envisager un droit commun des règlements pécuniaires consécutifs à toute séparation
Historically post-divorce laws between spouses was based in France, Canada and Quebec on penalizing the responsible party of the separation. Although from different law traditions, Canadian and French law recognized an important place to the fault in their divorce laws. However, the tendency of the French and Canadian societies to be more individual and to pacify conflicts, divorce law had to change to become more objectivized. The movement of removing the fault in divorce permitted the creation of new institutions based on compensation, equity and solidarity which is symbolized by spousal support and alimony. The studied laws are characterized by diverse institutions, are founded on different grounds. These institutions inspired by different law traditions are thus very similar such as the Canadian on compensatory spousal support and the French compensatory obligation that we call "alimony compensatory obligation". This diversity impose us to think about the possibility of a renewal and rationalization of the existent institutions in order to be simplified and comprehensible for the future divorce spouses. A greater freedom of contract should also ensure the appropriation of the divorce's consequences by the divorced spouse with help of lawyers, mediators and judges. Once the divorce humanized, the question of the pacification of the dissolution/ ruptures of other types of union such as common law marriage or civil partnership. The increasing number of those new couples, it is becoming a necessity to take in consideration the consequences of their dissolution and draw a new common law for their dissolution

Le partenariat public-privé est un instrument d’externalisation de l’action publique qui s’inscrit dans ce mouvement profond et durable qu’est la globalisation. La présente thèse se propose d’analyser la trajectoire prise par le modèle de partenariat public-privé adopté par le Brésil à la lumière du dispositif mis en place en France, depuis leur introduction concomitante dans ces deux pays il y a une quinzaine d’années. En s’inspirant du modèle britannique de Private Finance Initiative, la France comme le Brésil ont cherché à importer ses avantages, en particulier celui de pouvoir répondre rapidement à un besoin de modernisation des infrastructures sans compromettre - au moins à court terme - l'équilibre des finances publiques. Séduits par une technique contractuelle qui leur apparaissait pertinente pour mettre en œuvre leurs projets, les gouvernements français et brésilien ont déployé les efforts nécessaires pour implanter et développer ce nouveau mode d’action contractuelle ; mais à des degrés variables.La thèse analyse, dans une première partie, quelles ont été les difficultés d’adaptation de ce modèle auxquelles la France et le Brésil ont été confrontés avant, dans une seconde partie, d’exposer comment sa mise en œuvre a conduit à une adaptation propre à chacune des réalités nationales. En dépit d’un discours homogène et largement répandu présentant le partenariat comme un outil permettant au secteur public comme au secteur privé d’« en tirer le meilleur », les disparités socio-économiques ainsi que les différences institutionnelles et juridiques existant entre la France et le Brésil ont produit des dispositifs bien différents. La circulation du modèle de partenariat public-privé en France et au Brésil se révèle alors hétérogène, mettant ainsi en évidence les limites de la globalisation juridique
Public-private partnership is an instrument for outsourcing public action that is part of the deep and lasting movement that is globalisation. This thesis proposes to analyse the trajectory taken by the model of public-private partnership adopted in Brazil in light of the mechanism set up in France, since their concomitant introduction into these two countries about fifteen years ago.Inspired by the British Private Finance Initiative model, France and Brazil have sought to import its benefits, in particular the ability to respond quickly to a need for infrastructure modernisation without compromising - at least in the short term - the balance of public finances. Attracted by a contractual technique that seemed relevant to each in order to implement their projects, the French and Brazilian governments made the necessary efforts to implement and develop this new contractual mode of action; but to varying degrees.The thesis analyses, in the first part, the difficulties of adapting this model faced by both France and Brazil, and secondly, how its implementation led to an adaptation specific to each national reality. Despite a consistent and widespread discourse presenting the partnership as a tool allowing the public and private sectors to "take the best of it", the socio-economic disparities as well as the institutional and legal differences between France and Brazil have produced quite different configurations. The distribution of the public-private partnership model in France and Brazil therefore proves to be heterogeneous, thus highlighting the limits of legal globalisation

Le développement de la finance islamique a attiré l’attention non seulement des banquiers et des juristes, mais également des pouvoirs publics français depuis quelques années. Cette finance, qui obéit à la loi islamique, fonctionne non pas sur la stipulation de l’intérêt, mais sur deux autres modes de rémunération des bailleurs de fonds : elle applique, d’une part, le principe du partage des profits et des pertes en fondant les transactions sur les contrats de société, et d’autre part, sur une marge bénéficiaire lorsque l’opération s’adosse à un contrat de vente et de location.Parmi les produits bancaires islamiques, les crédits islamiques sont les plus caractéristiques qui écartent la stipulation du ribâ (intérêt). La fixation de leur régime juridique français est tributaire de deux corpus juridiques, a priori, opposés. Bien qu’ils n’aient ni des fondements juridiques, ni des régimes juridiques clairs et précis en droit français, ce dernier arrive à les encadrer. Cet encadrement présente non seulement des points de convergence, mais également des points de divergence avec le droit musulman. La flexibilité de ces systèmes juridiques nous a conduit à définir tant un cadre juridique général pour définir les régimes français de la rémunération du dispensateur de crédit islamique, qu’un cadre juridique spécial pour régir la structuration des opérations adossées à des contrats de vente (comme la mourabaha, le tawarruq, le salam et l’istisna), de location (l’ijara et l’ijara muntahia biltamlik) et de société (comme la moudaraba, la mousharaka et la mousharaka dégressive)
The development of the Islamic finance drew the attention of the French public authorities, bankers and lawyers since a few years. This finance, which rules by the Islamic law, does not apply the interest, but two other methods of payment of the financiers: on the one hand, the principle of the profit and loss sharing, by backing the transactions on partnership contracts, and on the other hand, on profit margin when the operation backs on a sale and lease contracts.Among the Islamic banking products, the Islamic credits are the most characteristic. The French legal framework of those transactions depends, in fact, on two legal systems which are apparently in contradiction. Although they have neither legal sources, nor clear and precise legal regulation in French law, the latter could rule them. This framework presents not only some points of convergence, but also points of difference with the Islamic Law. Nevertheless, the flexibility of both Laws led us to define a general legal framework of the remuneration of the Islamic credit provider, and a special legal framework to rule the structuration of the operations backed to partnership (moudaraba, mousharaka et degressive mousharaka), sale (mourabaha, le tawarruq, le salam et l’istisna), and lease contract (ijara et ijara muntahia biltamlik)

Under traditional International relations theory, diplomacy relates to relations between sovereign nations. There have been two broad schools of thought on the dynamics behind these relations: the ‘realist’ school, which tends to consider power and conflict as the major lens through which such should be viewed, and the ‘idealist’ school which tended to focus on cooperation rather than conflict. Between these two extreme views, a third school, the English School of International Relations, also known as the British Institutionalists, provides somewhat of a compromise view, acknowledging the merit of both realism and idealism, by accepting that power remains an important element but also advocating that acceptance of common norms and institutions plays a significant role in determining relations, or the International Society between states. In 1977 Hedley Bull offered the following definition of International Society when he stated that International Society … exists when a group of states, conscious of certain common interests and common values, form a society in the sense that they conceive themselves to be bound by a common set of rules in their relations with one another, and share in the working of common institutions. This thesis is not specifically related to International Relations theory, which deals with inter-state relations. Whilst inter-state conflict and international relations remain important drivers of foreign and military policy, there is a growing recognition that it is intra-state conflict avoidance and post-conflict reconstruction which increasingly mitigate the risk to the safety, security, peace and prosperity of nations and regions. Much of this disquiet has its roots in maladministration, poor governance and a lack of justice. These are areas in which traditional approaches to foreign intervention via trade, aid and military force have limited effect, and in which effective consent-based policing and justice can play a significant part in building sustainable and peaceful outcomes. This thesis discusses the role played by a non-traditional actor in the international arena, the police, specifically the Australian Federal Police (AFP), in addressing some of these intra-state justice and governance issues in a constantly changing, unstable and unpredictable global and regional environment. The thesis is intended to outline the diversity and versatility of AFP activities and to contextualise them in terms of non-traditional New Diplomacy. The aspects of diplomacy of most significance relate to diplomatic qualities or traits of the individual police officer, diplomatic behaviours of these members, and diplomatic outcomes of their activities. As such the thesis does not relate directly to International Relations theory or to International Society, as espoused by Hedley Bull. There are, however, some interesting intersections which are worthy of note. There are some critics of the English School who argue that it is Eurocentric. Today’s International Relations originated in the 19th century when a number of European nations formed a club of ‘civilised’ states bound by international law, which expanded around the globe to involve all nations. This concept has been used to explain the lack of imperative for a supra-state or world government to maintain orderly inter-state relations, as the force which binds them is consent to agree to common interest and values within a global rules-based order. In terms of policing on an international scale, global government is simply too unwieldy. There are a number of global, consent-based institutions such as the United Nations and INTERPOL, which fulfil this requirement to a certain extent. The AFP has had long involvement with both of these global institutions, as well as several regional policing institutions. In terms of conflict-oriented ‘realism’ and cooperative ‘idealism’, policing walks both sides of the street. As this thesis will discuss, the whole posture of liberal-democratic policing is conflict prevention, and the means by which such police carry out their daily duties is by cooperation. This is the context in which replication or expansion of International Society should be considered in relation to the activities of the AFP internationally and regionally. This thesis is by definition Eurocentric, or more specifically Anglo-centric, due to the historical fact that the AFP draws all of its principles from Australia’s British antecedents and adheres to a largely ‘western’ or European notion of human rights values. This thesis explores the role of the AFP as an international actor. The thesis asserts that effective international policing has never been more important in linking the international with the domestic. The way the AFP operates in a landscape where traditional policing paradigms are rapidly changing, due to ever-changing, political, diplomatic, and transnational issues, is examined in the context of the ‘globalisation paradox’, of both needing and fearing, global governance simultaneously, as raised by Anne-Marie Slaughter in her book, A New World Order. The way the organisation has evolved from its origins, based on Western liberal-democratic policing values, approaches and skills, to an organisation involved in international policing and diplomacy at the highest levels, while still retaining its liberal-democratic credentials is explained. It is argued that in the contemporary international and Australian context, the AFP is an effective and experienced agency. It is further argued that this is a distinctive form of new diplomacy, appropriate to an increasingly globalised world. The AFP has established an extensive international network in more than 30 countries, has been a consistent contributor to national security, has participated in numerous international deployments over half a century, and continues to play a meaningful role in Australian foreign policy efforts. The thesis provides evidence to show how AFP officers exhibit diplomatic qualities similar to those listed by Daryl Copeland in his book Guerrilla Diplomacy , as well as those mentioned by Christopher Meyer in his book Getting Our Way. In all of its international endeavours, AFP members have demonstrated, in varying degrees, the three enduring elements of diplomacy as outlined by Jonsson and Hall in their book The Essence of Diplomacy. They have communicated and negotiated in some very challenging circumstances and they are representatives of the Australian Government and its humanitarian values. The AFP, as part of broader efforts with institutions such as the UN, have not so much sought a replication of international society, as mentioned by Jonsson and Hall, but have provided a supplement to international society, by effective networking, thereby addressing in large part, Slaughter’s ‘globalisation paradox’. It is not so much universal police homogeneity which is sought by such endeavours, as a balance between it, and the heterogeneity which is inevitably associated with cultures transitioning from custom and tradition, to 21st century expectations of nationhood. The way the AFP’s transnational operations, activities, and deployments, not only serve perceived national interests, but result in more effective regional governance, is identified as ‘diplomacy by default’, because formal Track I diplomacy is not their primary objective. It will be demonstrated how international diplomacy, while generally conducted with perceived national interests as its primary goal, has a secondary benefit, good international citizenship, and that the AFP has a credible history of serving both. It is argued that the AFP is well positioned within government, law and intelligence and security circles, in the Australian and international contexts, through an extensive liaison officer network in South-East Asia, the South-West Pacific as well as more broadly. It will be demonstrated how the AFP has shown itself as capable and ready to respond effectively to extant and emerging challenges, and as such, has earned a place in foreign policy discussions and considerations at the highest diplomatic levels, including the UN. The AFP provides a distinctive and direct link between the global, the regional, and the domestic, which matches the rapidly globalised community it represents. The thesis confirms that international policing acts as a distinctive aspect of Australian ‘firm’ diplomacy, and supplements the more traditional elements of international engagement, between the ‘soft’ or traditional diplomacy, and the ‘hard’ form of military intervention. The evidence provided shows how it is by this form of whole-of-government activity, inclusive of policing, that stability and security are enhanced, and peace and prosperity are encouraged. Overall, the thesis affirms the AFP as a transnational agency, which is well placed to link the international with the domestic, the contextual with the aspirational, and the theoretical with the practical, in a period of strategic uncertainty in international affairs at the dawn of the Third Millennium.

Des années 1960 jusqu’à la fin de la guerre froide, voire au-delà, l’influence voire la prépondérance de la France sur les territoires francophones d’Afrique noire est presque totale. Cependant, en ce XXIème siècle naissant, la compétition mondiale dans la recherche de nouveaux débouchés et de la sécurisation de l’approvisionnement énergétique amène inexorablement les grandes puissances à entrer en ‘‘conflit d’intérêts’’ par la pénétration réciproque des « arrière-cours ». Ceci est particulièrement vrai pour la France qui voit des pays tels que les Etats-Unis, la Chine, l’Inde, le Brésil, la Turquie, les pays du Golfe, etc., faire une entrée fracassante dans une région géographique qu’elle considère depuis longtemps comme sa « chasse gardée » compte tenu des liens historique, linguistique et politique. Ces nouveaux défis et enjeux pour la politique africaine de la France se mesurent désormais, à l’aune des transformations à l’œuvre sur la scène internationale avec la mondialisation et l’émergence de nouvelles puissances du Sud. Les défis et les enjeux sont importants pour l’action extérieure de la France et sa place dans le monde, compte tenu de la concurrence féroce des nouveaux acteurs et des changements des sociétés africaines en cours. Néanmoins elle possède encore des atouts économiques, diplomatiques et stratégiques susceptibles de lui permettre d’élaborer, grâce à l’espace culturel francophone, un projet original, ambitieux et porteur d’espoir. Pour ce faire, il faudra répondre aux deux interrogations suivantes : Comment réformer cette politique traditionnelle basée sur des relations étroites et privilégiées avec les dirigeants africains sans toutefois compromettre les avantages comparatifs de la France sur place? Quelle stratégie politique mettre en œuvre pour identifier les véritables intérêts communs des Français et des Africains francophones, en tenant compte des opportunités et des menaces, et les développer dans un partenariat mutuellement bénéfique ?
From 1960s to the end of the cold war, even beyond, the influence even the supremacy of France in the French-speaking territories in Sub-Saharan Africa is almost total. However, in this 21st century, the world competition in the research of new markets and the security of the energy supply leads inexorably the great powers to enter in “conflict of interests” by the mutual penetration of the “back-yards”. This is particularly true for France which has countries such as the United States, China, India, Brazil, Turkey, the Gulf Arab States, etc., to make a dramatic entrance in a geographical area where she judged it for a long time as her “exclusive domain” considering the historical, linguistic and political links. These new challenges and issues for the African policy of France are measured from now on, in the light of the transformations at work in the world with the globalization and the emergence of new powers of the South. The challenges and the issues are important for the external action of France and its place in the World, considering the fierce competition between new stakeholders and the ongoing African society changes. Nevertheless it still has economic, diplomatic and strategic assets which enable him to elaborate, thanks to the francophone cultural center, an original project, ambitious and promising. With this aim in mind, it will be necessary to answer to the two following questions: How to reform this traditional policy based on close and privileged relationships with African leaders without compromising, however, the comparative advantages of France on the spot? Which political strategy has to be implemented in order to identify the real common interests of the French and the French-speaking Africans, by taking into account the opportunities and threats, and to develop them in a mutually beneficial partnership?

Resumen
The expansion and deepening of the UK–French defence partnership that came with the signing of the Lancaster House Treaties of November 2010 is of particular importance for European armed forces. The UK–French agreement concerns Europe’s two main defence players and covers both nuclear and conventional matters. This chapter first analyses the incentives that led to the cooperation treaties being signed in November 2010. It argues that it has four drivers: converging defence policies, economic necessity, the waning of traditional bilateral partnerships, and frustration with regional defence cooperation. Then the chapter assesses the progress made in the different areas of defence: training and interoperability, procurement and industrial integration, cooperation in international crises and participation in military interventions, and nuclear cooperation. The chapter concludes with a study of the challenges faced by the two countries, while also underlining the positive effects of institutionalization on their security partnership.

The chapter explains why and how the institutional and social transformations that have taken place in France during the last decades with the advent of the new public management are at the origin of new forms of cooperation between social economy organisations provided in the past by public organisations or private companies providing public services and in charge of the missions entrusted to them. Today, public and social economy partnerships are encouraged by public enterprises, public non-market organisations or public authorities, which see it as a means to extend public service delivery in a context of reducing financial resources. These transformations have the advantage of the cooperation of different organisations to maintain or increase public service provisions for the benefit of citizens. However, the future of this emerging model raises three main interrogations: the capacity of social economy organisations to retain their own identity by becoming largely providers of public organisations or authorities; the resilience of the fundamentally centralist conception which permeates the French model and limits the scope of these new partnerships; and last the banalization of social economy organisations as a result of the deployment of new public management and the neoliberal conception that limit the ability to co-construct the general interest with the different partners.

The range of textiles available in markets across the western Mediterranean expanded significantly during the thirteenth century. Cloth retailers, or drapers, constituted a fundamental link between merchants and consumers, using a network of local markets with specific spaces for selling cloth. They were able to sell a wide range of commodities, including Flemish and French woollens, to satisfy a growing demand. Between 1250 and 1350, there were also tailors almost everywhere, some at the permanent service of an aristocratic court, such as the kings of Aragon, but most of them worked as independent entrepreneurs offering their services in exchange for specific payments. A new language-based global undergraduate mechanical engineering education program is being developed to produce “globally educated” mechanical engineers ready for practice in the 21st century. The Global Education Program is accomplished through partnerships established with middle and high schools, companies, a network of international engineering schools and Michigan State University. Typically the incoming students have studied French, Spanish, or German, but we also find students in increasing numbers who have had Japanese and Chinese. The MSU Mechanical Engineering Global Education Program begins by partnering with key middle and high schools for recruiting of top quality, properly prepared students. At Michigan State University during the first two years they complete their language preparation and their cultural awareness preparation. In the third year the students study and co-op abroad. In the fourth year the students serve as mentors to underclass students in the program. Industrial partners participate by sponsoring students, recommending international academic partners, helping in the development of curriculum, and by providing co-op opportunities. This partnership for education program has the long term goal of involving 50% of the MSU Mechanical Engineering BS graduates in a global education experience.

The E-LIVE project (Engaging Languages in Intercultural Virtual Exchange) is a three-year project funded by Erasmus+ Cooperation partnerships in school education (KA220-SCH). In this short paper, we report on two of the project’s initial teacher training actions. Firstly, a training needs analysis conducted via questionnaire and focus groups with 39 in-service L2 teachers from associate partner schools (nine primary and 30 secondary). We report on felt needs and anticipated training needs and three key project actions that the needs analysis informed: teacher voices workshops, expert webinars, and virtual exchange coaching. Secondly, we describe a virtual exchange conducted between trainee teachers enrolled in French, Dutch, and Colombian teacher training institutions. The pedagogical design of the virtual exchange is detailed and two of the final task productions showcased. Post-virtual exchange questionnaire and focus group data allow us to report on the trainee teachers’ perceptions of the virtual exchange activities. The paper concludes with a discussion of how to ensure the success of future virtual exchange initiatives based on the analysis of the questionnaire and focus group data.

The use of Constellations for weather science, security and disaster monitoring is a major challenge for space application services. Satellite to satellite communication using existing constellations has not been extensively explored yet. It can improve the communication times for small-satellite missions which have limited access to ground stations. Thus, a mission to demonstrate the feasibility of this link is required. Another element of interest in space application is Earth Observation, especially in the context of Climate Change. Gravimetry allows an understanding of mass transport in the Earth System through the remote sensing of the time variation of the Earth gravity field. CubeSats are low-cost small-scale and hence lower risk solutions to Earth Observation missions. University CubeSats have shown their success in demonstration and scientific missions, and have a great potential in providing students with practice and application on real space systems. In this context, the student associations ASTRE and SUPAERO CubeSat Club have joined in a CubeSat program called TOLOSAT, with the hope of demonstrating such technologies. Gathering 70 students from Toulouse, the team was split into subsystems in accordance with the concurrent engineering principles. The work performed followed recommendations from experts from the French National Centre for Space Studies (CNES) and the industry. The TOLOSAT payloads have to test and demonstrate new means of measuring gravity and addressing communication issues. Firstly, for the gravimetry mission, our approach relies solely on GNSS to compute the gravity field, avoiding expensive gravimeters. For the communication mission: the Iridium constellation will be used as an intermediate between the CubeSat and the ground station. Off-the-shelf components such as patch antennas are planned to prove their efficiency in orbit. This would improve the coverage and the communication window. The preliminary design was completed. TOLOSAT was designed as a 3-unit nanosatellite, on a 97.4° inclined, 500km high orbit. Margins were also ensured to allow a third payload to be defined in the future, that will be used for finance and partnerships. Detailed designs are still required, but the educational purposes have been fulfilled, in terms of discovery of the development of space missions as well as in the teamwork culture. The team is now moving on to a new phase, dedicated to a more detailed conception with an on-going focus on the introduction to students to technical - but not only - fields of knowledge applied to space systems

The article presents the key activities of a recent educational project (Lifelong learning of teachers of Romanian, English and French, in the knowledge society, POSDRU ID 87/1.3/S 62536), based on a teacher training program with ICT support. This project is implemented by Braila County School in partnership with the University of Bucharest, SIVECO Romania and TEHNE - The Center for Development and Innovation in Education, sustained in January 2011 - December 2013. Out of the 5000 teachers included in the target group were trained, using a form of applied curriculum, exchange experience and on-line collaboration. The aim of this paper is to describe an interesting link between the training curriculum and e-learning platform. We illustrate the results of the two training modules available on the project platform (Curriculum design and Differential education), both in interactive and text forms. The courses offered new curriculum design, implementation and assessment competences, adapting to pupils' features and current trends in (native and foreign) language teaching; new competences to develop learning experienced based on differentiated teaching, using interactive teaching-learning methods; develop capacities to interrelate within the professional community. We will present some evaluation results of the final report, including the impact of technology in teacher training. In this sense, the portal dedicated to teachers of Romanian, English, and French was appreciated as an efficient tool for professional communication. In synthesis, the project offered teachers new opportunities to develop a teaching career, through the certified training program and modern digital resources. In order to understand Mastery learning teaching models, this paper include a number of concrete examples of the lesson plans launched trough the national competitions, and presented during the two National Conferences.

This paper examines export diversification in Ecuador in the cases of fresh cut flowers, canned tuna, palm heart, broccoli and mangoes, using the theoretical framework on pioneers and discoveries developed by Hausmann and Rodrik (2003), as well as work by Sánchez and Butler (2006) on export costs and related uncertainties. It is found that the discoveries were mainly of traditional competitive advantage, with various degrees of technology adoption. The following policy implications are derived: i) innovative mechanisms to share the costs of new discoveries must be found and intellectual property rights strengthened; ii) cooperation among industry experts needs to improve; iii) deeper collective action to promote public-private partnerships should be undertaken; iv) relevant information and knowledge should be made available to all interested parties; and v) a national-level agenda should be undertaken to increase private investment in promising sectors while promoting the creation of public goods and minimizing rent-seeking behavior.
