The work of the distinguished French political theorist and philosopher Etienne Balibar has emerged as profoundly significant in shaping post-1968 debates around class, race, national sovereignty, citizenship, and international human rights. The following essay is particularly relevant to this issue of PMLA insofar as the essay signals the importance of the border as a limit case for globalization and reflects on what the philosophical bases of citizenship would be in a postnational order of Europe.Borders, Balibar suggests, are products of the state's attributing to itself a right to property, which becomes, in turn, a limit case of institutions (their means of self-stabilization) that allows them to control subjects rather than be subject to their control. The police power of border control is the state's most undemocratic condition, its discretionary exemption from democracy. To democratize the border, he maintains, one must democratize this nondemocratic aspect of democratic sovereignty, a task that would be juridically difficult but that would be an act of political realism none the less, since borders inevitably shift whether nations want them to or not, redefined by socially trans bordered, culturally transnational, and economically global spaces.

AbstractThe police station in Irun, a border town between the Spanish and French states, has the highest inter-annual data of arrests of foreigners in irregular situations when compared to other police stations in the Basque Country. This pattern, of which many are unaware, is due to police identity checks in the border surroundings. The place where the border barrier was once, was occupied by a car toll booth constructed with a very particular structure: as a border, with cabins for police officers. In addition, the data for border readmission between these two states, under an agreement signed in 2002, requires special attention: 300,000 people were deported across the Northern border. 70% of the people detained in the French Detention Centre at Hendaia in 2015 were caught at the border. This case study on the Spanish-French border will shed some light on a disregarded topic: internal borders. Regulation in these areas is diverse. Many exceptions and specificities apply, in parallel or alternatively to the ordinary immigration rules, as a matter of exception to the law. In considering this, we need to rethink the image of a borderless Europe as stated by the Schengen agreement. Since the publication of Balibar’s essay ‘What is a border?’ (2005), the controls have multiplied all along the territory as a kaleidoscopic vision. Theeuinternal borders have never disappeared, but have mutated into a police managed model of internal borders.

The Guianas are an important migratory field in the Caribbean migratory system, whereby goods, objects, currencies, and populations circulate for different reasons: geographical, cultural proximity, climatic, geopolitical and socioeconomic factors. From the 1960s and 1970s, Haitian migration increased in the Guianas. Five decades later, after the January 2010 earthquake, the migratory spaces were intensified in the region, Brazil became part of them as a country of residence and transit to reach French Guiana and Suriname. In 2013, the routes were altered. Some migrants started to use the Republic of Guyana to enter Brazil through the border with Roraima, in the Amazon, or to cross the border towards Suriname and French Guiana. This article is divided into two levels. First, it describes the way in which migrants' practices and trajectories intersect national borders in the Guianas. Then, it analyzes the migratory system, documents and papers, and the problems that the different Haitian migratory generations raise in space and time. The ethnographic research is based on the Triple Border Brazil, Colombia and Peru, but also in Suriname, French Guiana and Haiti.

This article explores unaccompanied adolescent minors’ (UAMs) experiences of deterrent practices at internal EU borders while being on the move. Previous studies have acknowledged the securitisation of external borders through gatekeeping and fencing practices; however, there is a recent and continued renationalisation of internal EU borders by the member states. Like other migrants who are travelling irregularly, UAMs also often face harsh living conditions and repeated rights violations in border areas, regardless of their specific rights to protection and psychological needs. Research has called for a renewed focus on migrant children’s experiences as active agents at the borders, but until now studies exploring UAMs’ experiences at internal EU borders remain scarce. Drawing on Agamben’s notion of “legal exception,” we seek to explore how deterrent practices are confusingly intertwined and affect UAMs’ psychological wellbeing and subjectivities in the Ventimiglia border space. Participant observations and in-depth interviews conducted with UAMs at the French-Italian border provide unique insights into how these bordering practices affect migrant children’s legal and psychological safety and reshape their subjectivities. This contribution highlights UAMs’ conflicting needs and feelings of institutional “abandonment” when left without institutional welfare protection in the border space, on the one hand, and feeling pressured to act responsibly towards their relatives, on the other.

The new borders of Hungary in 1920 cut cities and agglomerations inducing their fallback, but the new situation favoured the creation of new functional centers. The closed boundaries after World War II resulted the development of spatial structures inside the national borders. At the same time, in Western Europe border urban areas organic development started, and they shaped cross-border agglomerations. The soundest example is the French-Belgian Lille cross-border metropolis. After the political changes, the cross-border cooperation based on real common socio-economic interest has become possible in Hungary. This processus is encouraged by the EU through its regional (Interreg, Espon) and urban (Urban, Urbact) programs. The analysis of cross-border agglomerations may be one of the axes of the Hungarian regional researches in the near future.

This contribution is aimed at discussing different current policies of convergence as well as questioning whether these exploit the opportunities of digital media to their full potential, especially with regard to transmedia storytelling, interactivity, participation and networking. Taking the portfolio of the ‘European Culture Channel’ ARTE as an example, I draw a sketch of existing and emerging industrial strategies as well as of new formats and user practices. In the second part of the article, I examine one specific genre within this context I look at the collaborative, networked transmedia documentary Prison Valley to consider transformations at both the macro and the micro level. Last but not least, I question whether ARTE fulfils its promise to be the first “100% bi-medial channel” (according to ARTE’s mission statement), or whether it promotes an ‘extended side-by-sideness’ of devices and practices, which would constitute the first steps towards the synergetic potential of media convergence.

Abstract The introduction traces the long history of fashion’s movement across cultural, national, and political borders. After brief case studies of early twentieth-century French and Spanish styles imagining fashion as an engine of transnational amity, the introduction highlights how fashion navigates some of the most troubled borders of recent years, including the conflict between Russia and Ukraine and racial violence. Fashion forces viewers and consumers to choose sides, whether through national identification or through recognition of the long history of black and brown bodies producing fashionable objects. To advance the global history of fashion, the introduction briefly discusses the work of designers Rawan Maki (Bahrain), Laurence Leenaert (Belgium), and Kim Jones (Great Britain), examining how each upends gender, race, class, or fashion binaries, and analyzes how LVMH and Uniqlo, brands at opposite ends of the contemporary style spectrum, underline the very different ways in which fashion traverses the globe in the twenty-first century. The introduction concludes with the hope that this issue will raise questions about fashion’s articulation of the relation among the local, the national, and the global, as well as about the human experience of interacting with the fashion industry in one national context while living in a globalized world.

AbstractAfter France's 1830 invasion of Algeria, Algerians residing outside of the new French colony could potentially be considered French subjects. A number of Moroccans, eager to partake of the legal and financial advantages of foreign nationality, crossed the border into Algeria and obtained documentation falsely attesting to their Algerian origins; they then returned to Morocco, where they convinced French consular authorities to register them as French subjects. This article uses the story of one such pseudo-Algerian, Masʿud Amoyal, to explore the phenomenon of Moroccans who assumed the legal identities of Algerians. In Morocco and elsewhere in the Middle East, the responses of individuals like Amoyal to new legal categories created by European colonization point to the importance of expanding colonial historiography beyond the borders of imperial states. Examining the strategies of pseudo-Algerians in Morocco demonstrates the value of a transnational approach for understanding the full impact of European imperialism.

Case studies of corporate providers of long-term care in the UK demonstrate that their mode of organization has important implications for both user choice and the organization of care work. The purpose of this case study was to examine one learner’s (Keira) personal trajectory in an online, transnational telecollaborative learning environment, focusing on how she negotiated (1) her own sense of identity, (2) her perspective on French and American cultures, and (3) the possibility of a transcultural dialogue. The data (observations, journals, interviews) showed that early on, Keira’s expectations of the class shifted drastically. Consequently, she began to engage her own conception of self and being American through introspection and, ultimately, a redefinition of her own subjectivity. Keira progressively developed her own transcultural stance and reached a point where her sense of the conditions of possibility of culture learning and the transcultural encounter, buttressed by a much deeper and nuanced knowledge of both culture(s), led to a completely new understanding and repositioning of her posture in this encounter, which she called “an opportunity for liberation.” This study supports the effectiveness of technology-mediated learning communities (MLCs) in fostering transcultural learning seen as a developmental process, a dynamic trajectory.

The work is built around an essay on the use of comics in the debate of historical notions about the conflicts between the US and Mexico, the installation of the republic in Mexico, and geographic: with the perception of notions of limit, territory and frontier . It emphasizes how the geographical notions are built around a debate between nature and social behavior, historically constructed. Based on two albums of the character Lieutenant Blueberry of the French comics. Methodologically applies content analysis and hermeneutical critique to associate images and concepts. He concludes by suggesting that by way of the reading exercise and historical setting of these HQs can become an important ally in the hands of teachers who are interested in developing knowledge and skills of both geographical and historical aspects in their students.

During the period of reunification of the two German states in the declining period of the Cold War, France and Poland collaborated on issues related to the reunification conditions, in particular the borders of the united Germany. France’s policy was based on political calculations and was a continuation of the line taken by Paris with regard to the German issue after 1945. A certain similarity of the positions of the two states on the final shape of the borders was visible even before the beginning of the 2 + 4 process. France has not withdrawn from its border declarations of the 1950s. At the crucial moment, when Germany was being reunited, it made efforts to take the voices of Germany’s neighbours into account and held regular consultations with Poland.

Analyzes cultural exchanges and the formation of identities, specifically looking at Maroon societies established on the borders of colonial Brazil and French Guiana. Author identifies forms of micropolitical agency among slaves and escaped (former) slaves in this area in light of Portuguese and French colonial policies in the 18th and 19th c. First, he reconstructs the history of slavery in French Guiana and bordering Brazil, and especially of slave escapes across colonial borders, resulting in Maroon communities, and how the colonial authorities dealt with these escapes. He points out that the created Maroon societies affected and altered the world of those who were still enslaved, as well as of the entire surrounding society. Further he discusses transnational connections, particularly the impact of the Haitian Revolution on slaves, and of other ideas regarding freedom.

This paper retraces the author’s personal experience of the COVID-19 lockdown from March to July 2020 at the Franco-German border from a threefold perspective: that of a cross-border worker living in Kehl, Germany, and working in Strasbourg, France; that of a Franco-German citizen with a family and children of both French and German nationality; and that of a researcher specialized in border studies. The paper deals with national re-bordering policies and their direct personal and psychological consequences for borderlanders, and also questions whether such measures are adequate to contain the pandemic, especially in a context of European Union integration which is based on the principle of a “Europe without borders”.

The article is devoted to studying the toponymic picture of the Alsace historical region from the point of view of linguistic limology. An attempt is made to define the limological approach in linguistic research and describe the peculiarities of coexistence and development of the Alsatian dialect, German and French languages in a cross-border region. The authors of the article attempt to trace the interdependence of changes in national borders and geographical names in a linguo-historical context. The article presents an analysis of the views of Russian and foreign researchers on the meaning of the term limology and investigates the process of «francisation» of toponyms which coexist on the same territory (in a cross-border region) of the Romance and Germanic languages. The novelty of the study lies in the fact that for the first time an attempt is made to answer the following questions: how does the movement of national borders affect the toponymy of the region, what linguistic transformations can be traced in geographical names, and how great is the interplay of languages and cultures in cross-border regions (for example, the historical region of Alsace). The analysis of the practical material made it possible to identify the following types of transformations of Alsace toponymic picture in the French-speaking environment: literal transcription, phonetic adaptation, alternation of suffix forms, translation. The identified types of transforming the toponymic picture of Alsace demonstrate the complexity and diversity of the cross-border region linguistic picture. In the conclusion the authors underline the change in the function of language: from a means of communication it turns into a sign of the preservation of ethnic identity.

The purpose of this research aims to study and collect data with detailed information of the cross Thai-Cambodian border’s commerce in the past from French’s documents and to provide information as a guideline for potential development of Thai-Cambodian Border Trade. The method used in this research is the qualitative research. The research instrument used historical methods by collecting information from primary and secondary sources, then to analysis process. The research discovered the pattern of trade between Cambodia and Siam that started to be affected when borders were established. Since Cambodia was under French’s rule as one of French’s nation, France tried to delimit and demarcate the boundary lines which divided the community that once cohabitated into a community under new nation state. In each area, traditions, rules and laws are different, but people lived along the border continued to bring their goods to exchange for their livings. This habit is still continuing, even the living communities are divided into different countries. For such reason, it was the source of "Border trade” in western concept. The Thai-Cambodian border’s trade during that period under the French protectorate of Cambodia was effected because of the rules and law which illustrated the sovereignty of the land. At the same time, customs have been defined including several details that have affected the traditional trade. The border’s commerce was more sophisticated. The products had transformed according to the needs of the developed world market and social conditions.

The purpose of this study is to determine the causes of reduced competitiveness among French companies. Using a mixed methodology approach of qualitative and quantitative techniques, we surveyed 75 companies from different sectors.According to the analysis, the authors deduced that French SMEs’ competitiveness has been declining due to both “price factors” and “non-price factors”. Resumen: La comisaría de Policía Nacional de Irun, ciudad situada en la frontera entre los Estados españoles y franceses, en comparación con otras comisarías de la Comunidad Autónoma del País Vasco, tiene los datos más altos de arrestos de extranjeros en situación irregular. Aunque es común encontrar controles policiales cerca del entorno fronterizo esto choca con la idea de eliminación de fronteras en el Unión Europea. El lugar donde estaba la barrera fronteriza ha sido ocupada por un peaje de automóviles construido con una estructura muy particular: con cámara de vigilancia, con garitas para policías, etc. El 70% de las personas detenidas en el Centro de Detención francés de Hendaia en 2015 fueron capturadas en la frontera. Además, los datos de readmisión fronteriza entre los dos estados, en virtud de un acuerdo firmado en 2002, son algo contundentes: 1500 personas han sido expulsadas de media anual (6.000 a lo largo de la frontera). Este estudio de caso de la frontera hispano-francesa pretende ser un estudio exploratorio de una temática desatendida: las fronteras internas. La regulación en estas áreas es diversa. Muchas excepciones y especificidades se aplican, paralelamente o alternativamente a las normas ordinarias de inmigración de los Estados miembro. Teniendo en cuenta todo esto, tenemos que repensar el imaginario de una Europa sin fronteras que se afirma en el Acuerdo de Schengen. Las fronteras interiores de la UE nunca han desaparecido sino mutado en un modelo de gestión policial de las fronteras internas Abstract: The police station in Irun, a town on the border between the Spanish and French States compared to other police stations in the Basque Country has the highest data of arrests of foreigners in irregular situation is concerned. It is normal, since it is common to find identity police controls near the border surroundings. The place where the border barrier was once was occupied by a car toll constructed with a very particular structure: as a border, with cabins for police men. In addition, the data of border readmission between these two states, under an agreement signed in 2002, is something to look at with special attention: 6.000 people deportaed along the Northen border. 70% of the people detained in the French Detention Centre of Hendaia in 2015 were caught at the border. This case study of the Spanish-French border will put some light in a disregarded topic and object: the internal borders. Regulation in these areas is diverse. Many exceptions and specificities apply, parallel or alternatively to the ordinary immigration rules, as a matter of exception of the Law. Considering all this we need to rethink the imaginary of a borderless Europe stated by the Schengen agreement. Following Balibar in “What is a border?” (2005) the controls multiplied all along the territory as a kaleidoscopic vision. The EU internal borders never disappeared but mutated into a police managed modelo of internal borders.

The Spanish Doñana Biological Station, inaugurated in 1964, poses two historiographical puzzles. First, it was the first large project of the World Wildlife Fund, which is usually seen as a response to the very specific post-imperial challenges of African parks. Second, it was the first non-alpine park in Spain, and although it was designed and inaugurated in the midst of Francisco Franco’s nationalist dictatorship, it was an explicitly transnational project. This paper approaches Doñana’s unique story through the concept of ecological diplomacy. It points to the diplomatic strategies mobilized by a small group of ecologists with managerial and financial skills. Promoting Doñana, British ornithologists presented it as an African wilderness, which created tensions with Spanish ecologists, themselves colonial scientists. Ecological diplomacy, moreover, refers to a characteristic period between conservation diplomacy and environmental diplomacy. In it, conservation was understood as the top-down management of foreign territories for research purposes. While this can be partly understood as the globalization of the Swiss model for conservation, it arrived in Spain through the mediation of the French Tour du Valat station and of English ecology. Finally, stressing the ecological dimension of this type of conservation diplomacy helps in studying the role of the science of ecology and its transformations. As Doñana became a national park, the WWF’s early emphasis on research was replaced by a new attention to recreation. Max Nicholson’s participation in the International Biology Program granted him an opportunity to favor this model when Doñana became a national park. Transnational coproductions, multilingual dialogue, and border-crossing of many forms are growing increasingly common in contemporary cinemas. As a result, assigning a nationality to a film can prove a slippery and even arbitrary process. This article takes a new approach to films such as Sicario (Denis Villeneuve 2015) and Inglourious Basterds (Quentin Tarantino 2009), analyzing texts traditionally viewed as American through the lens of cinéma-monde (Marshall 2012). It focuses in particular on these films’ use of maps, and on their strikingly similar multilingual assassination scenes, reading them through Bill Marshall’s characterization of a cinema that “dramatically focuses attention on four elements: borders, movement, language, and lateral connections” (42). Each of these films was directed by an established auteur working in a “foreign” space and non-native languages, and each depicts continual border-crossing, code-switching, and violence committed across geographic and linguistic lines. With significant American and other characteristics, neither Sicario nor Inglourious Basterds could be neatly categorized as Quebecois nor French respectively. Yet these films implicate the French-speaking world in diverse ways. Ultimately, the ways in which these films traverse, theorize, and weaponize the border begs a questioning of how far the concepts of national cinemas, and indeed of cinéma-monde, can be extended.

Abstract Article 6.3 of the Return Directive 2008/115/EC allows a Member State to refrain from issuing a return decision to a third-country national staying illegally in their territory if they are taken back by another Member State under bilateral agreements between the two states. Due to a regressive interpretation of this precept, France has temporarily reinstated border controls and is summarily pushing back or even forcibly deporting undocumented migrants to Spain. This article will argue that the Return Directive does not repeal the obligation to follow a formal readmission procedure (which includes the recognition of a due process to the migrant) and that the French refus d’entrée (denial of entry) is not an adequate procedure for such cases. In other words, all rejections done without ‘taking charge’ of the undocumented migrants are in fact violating the Return Directive. One of the main conclusions is that recent legal reforms in France have given rise to a ubiquitous border regime that considers its borders with other Member States as external borders in order to avoid the (few) guarantees provided by European Union law.

The partition of German Togoland after World War I provides a natural experiment to test the impact of British and French colonization. Using data of recruits to the Ghanaian colonial army 1908–1955, we find that literacy and religious affiliation diverge at the border between the parts of Togoland under British and French control as early as in the 1920s. We partly attribute this to policies towards missionary schools. The divergence is only visible in the South where educational and evangelization efforts were strong. Contemporary survey data show that border effects that began in colonial times still persist today.

This article addresses the many borders crossed by historians and those we study. It focuses on two families involved in a custody dispute in German-occupied Paris during World War II. Sometimes freely and sometimes under duress, the family members crossed physical borders between occupied and unoccupied parts of France, and perhaps between countries. They also crossed boundaries of expected family roles, religion, and moral behavior. Anti-Jewish laws and attitudes affected their lives and options at every turn. Historians too confront boundaries of evidence: Our informed historical imagination can offer likely conclusions to the stories we tell, but, in the end, we cannot go beyond where the evidence leads us.

It was a radical and disturbing new form of materialism which made Derrida's thought so notorious: a philosophy of writing, of différance, of the movements of negation which always escape our grasp – with the effect that all theoretical trust in the idea of “presence” is undermined. Derrida develops his thought relentlessly on the border between form and content. It could be said that he balances on this border. And he conceives these diverse, experimental balancing acts, which are portrayed as readings of other texts, as a procedure in its own right – a procedure, called “deconstruction”, which has a distinctly irritating effect on the reader.

The aim of the paper is to compare four versions of the text of Waiting for Godot: the French original, Beckett’s own translation into English and two Polish renderings done by Julian Rogoziński and Antoni Libera. The article starts with a short discussion concerning rules governing the translation process and then its evaluation. While working on the transposition of the French original into English, Beckett introduced numerous changes, this being due to his sensitivity to the very quality of each of the languages and specific references characteristic of the two cultures. Antoni Libera, an expert in Beckett’s oeuvre, argues that Beckett’s translations should be more adequately described as second language versions and that the artist recommended further translations based on his two language versions. Libera himself followed this recommendation while translating Beckett’s works into Polish. Upon publication, he provided illuminating notes, shedding light on the differences in Beckett’s versions and providing critical insight into the texts. Julian Rogoziński, on the other hand, based his translation of Waiting for Godot only on the French original. This accounts for the fact that, at times, his rendering of the text lacks precision and may not even be quite understandable. Rogoziński’s version is less satisfactory than that of Libera due to the fact that it was written earlier and by an older man, which at times results in the use of old-fashioned, outdated Polish diction and structures.

Despite the important influence borders have on the development of borderlands, regional geography does not have a theory on this influence. In this paper, the authors implement Fischer's theory on regional development in the framework of a study of four municipalities in the Franco-Italian Alps. The authors point out that the effect of the border depends on the capability of regional Systems to cross the border. This capability in itself depends on the characteristics of the border. Furthermore the authors point at the importance of the way local actors adapt to external stimuli. After a brief overview of the development of the French municipalities of Briançon and Modane and the Italian municipalities of Susa and Bardonècchia, the hypotheses are tested. Recognizing the necessity of more refined studies on the subject the authors conclude that Fischer's theory is a very valuable one in the study of borderlands.

A century after they met to conclude a secret agreement dividing Ottoman territories into British and French zones of influence, Mark Sykes and François Georges-Picot have been back in the news. Images of an ISIS (the Islamic State of Iraq and Syria) bulldozer rolling over a small section of the frontier between Syria and Iraq in order to destroy the “Sykes-Picot” border shone a spotlight on the agreement. Western commentators reflecting on the centenary of the agreement have tended to share the view that colonial borders bear a share of responsibility for the ills of the region. The underlying argument is that the “artificial” boundaries drawn by European colonial powers produced faultlines that have driven subsequent conflicts.

As the nineteenth-century French state expanded its borders in North Africa and incorporated what came to be Algeria into France, French King Louis-Phillipe, President and then Emperor Louis Napoleon Bonaparte, and various ministers of war, governors general for Algeria, and other advisors and government officials all faced the question of how and if to naturalize the territory's inhabitants as French citizens. Recent literature on the French use of law to classify and control populations in Africa has focused on the French colonial administration. This article emphasizes instead the role courts played in sorting out the legal contradictions created by French colonialism, by using the Jews in Algeria as an example. The existing precedent of the Jews' forced de-corporation and naturalization in France made their collective religious rights in Algeria particularly problematic, and cases in the Algerian and French courts highlighting the anomalous legal status of Algerian Jews eventually led to Jewish, but not Muslim, naturalization by decree in 1870. This new interpretation of Jewish naturalization in French Algeria highlights the philosophical problem that Jewish collective rights forced the French courts and French state to confront, and the barriers to resolving it.

Since November 2018, a small but increased number of migrants have risked their lives attempting to cross the waters of the English Channel from northern France to reach Britain. Throughout and alongside the final protracted phase of the Brexit process, governing politicians, backed by an uncritical media, have framed these crossings as a threat to British border sovereignty that can only be repelled by ramping up border security. This article argues that the construction of the Channel Crossings as a ‘Border Spectacle’ is an ideological operation that deflects attention away from the UK-French border-zone, which constitutes an extended transnational hostile environment that is, in large part, responsible for producing the conditions of the ‘new migrant crisis’ at Britain’s southeastern land-sea border.
