The German theologian Johann Baptist Metz (1928–2019) called for a spirituality that sees more suffering, not less, the more liberated it is; he has described this as a “mysticism of open eyes.” This theological vision involves all people, living and dead, becoming free to stand as subjects before God. Caryll Houselander (1901–1954), an English author, developed a liturgically infused mysticism focused on seeing Christ in each person. Her vision of Christ in others was rooted in creatively portraying the particularities of human life in the great “rhythm” of the Christ-life lived in the Mystical Body and expressed in the liturgy. This article proposes that juxtaposing these two authors reveals a “liturgical mysticism of open eyes,” playing off Metz’s initial phrasing. The work of Metz and Houselander together presents a fruitful liturgical theology for Christian communities during and in response to the pandemic as they engage questions of suffering, justice, and responsibility. By rooting our decisions about liturgical and social lives in a “liturgical mysticism of open eyes,” the church may remain rooted to a liturgical spirituality, while also recognizing and being open to the suffering of individuals and communities while liturgies are altered, moved online, or postponed altogether.

Some Critics complain that American literature has done a poor job of accurately depicting blacks and that an authentic portrait presenting the black man as a free American citizen has not yet been painted. In the main, these complaints draw upon the notion that early and modern American fiction confined the images of African Americans to stereotypically limited depictions, exemplified as primitive characters that needed the protection of the 'benevolent' whites they served. Black authors had found that obtaining access to correct narrativerepresentation was not simple: to turn the field into a viable space for black representation would require genuine social hanges that many whites were unwilling to make.A dramatic change took place, nevertheless. On the 15th of September, 1963, racially motivated bombing of the Sixteenth Street Baptist Church in Birmingham killed four black girls, and this incident generated an unprecedented literary response from black writers, who started to gain more of a sense in black pride and cultural identity as well. This paper aims at examining how Anthony Grooms's novel Bombingham has contributed to representing black characters and constructing a black identity that challenges the stereotypical depictions dominating the pre-Birmingham era. Almost as soon as blacks could write, it seems, they set out to redefine – against already received racist stereotypes – who and what a black person was. (Henry Louis Gates: 1984, 131)..

The article “Legislative Framework of In-house Procurement” examines the importance of the concept of the in-house transactions in Public Procurement. The purpose of the work is to analyse the Legislative Framework from the perspective of the principle of free competition. The study of free competition is based on works and the main ideas of the following authors: Adam Smith, Jean-Baptiste Say, David Ricardo, Thomas Robert Malthus, John Stuart Mill, John Maynard Keynes, Friedrich August von Hayek and Milton Friedman. Having done the analysis of the EU directives and regulations concerning In-house Procurement (Directive 2014/24/EU; Directive 2014/25/EU; Directive 2013/34/EU; Case C-107/98, Case C-26/03, Case C-84/03, Case C-295/05, Case C-480/06, Case C-324/07, Case C-573/07, Case C-196/08, Case C182/11 and C183/11), as well as normative regulations of several countries, the author made a conclusion, that In-house Procurement contains considerable threats to the principle of free competition in Public Procurement. In-house Procurement contains considerable threats to the principle of free competition in Public Procurement. The data obtained confirm this hypothesis. The results obtained allow us to develop recommendations for the Legislative Framework of In-house Procurement. The results of the research can be used by procurement theoreticians and practitioners.

Purpose – Church giving and attendance are two important indicators of church health and performance. In the literature, they are usually understood to be simultaneously determined. The purpose of this paper is to estimate if there a sustainable church congregation size using Wintrobe’s (1998) dictatorship model. The authors want to examine the impact of youth and adult ministry as well. Design/methodology/approach – Using the data collected from among Canadian Baptist churches in Eastern Canada, this study investigates the factors affecting the level of the two indicators by the panel-instrumental variable technique. Applying Wintrobe’s (1998) political economy model on dictatorship, the equilibrium level of worship attendance and giving is predicted. Findings – Through various simulation exercises, the actual church congregation sizes is approximately 50 percent of the predicted value, implying inefficiency and misallocation of church resources. The paper concludes with insights on effective ways church leaders can allocate scarce resources to promote growth within churches. Originality/value – The authors are the only researchers getting the permission from the Atlantic Canada Baptist Convention to use their mega data set on church giving and congregation sizes as per the authors’ knowledge. The authors are also applying a theoretical model on dictatorship to religious/not for profits organizations.

AbstractThe main substance of this article is an extended review of a recent book by a Southern Baptist historical theologian, Malcolm Yarnell, entitled The Formation of Christian Doctrine, which aims to root the development of doctrine in a free-church ecclesiology. This review offers the opportunity to examine a spectrum of ecclesiologies that has recently emerged among Baptists in the Southern region of the United States of America. Four 'conservative' versions of ecclesiology are identified, which are named as 'Landmarkist', 'Reformed', 'Reformed-Ecumenical' and 'Conservative Localist'. Four 'moderate' versions are similarly identified, and named as 'Voluntarist', 'Catholic', 'Moderate Localist' and 'World-Baptist'. While these categories are not intended to be mutually exclusive, the typology is useful both in positioning Yarnell's particular thesis, and in making comparisons with recent Baptist ecclesiology in Great Britain, which has focussed on the concept of covenant. Yarnell's own appeal to covenant is unusual in Southern Baptist thinking, and means that he cannot be easily fitted into the typology suggested. Though he belongs most evidently to the group named here as 'Conservative Localists', and is overtly opposed to any concept of a visible, universal church except in an eschatological sense, it is suggested that his own arguments might be seen as tending towards a more 'universal' view of the reality of the church beyond its local manifestation. His own work thus offers the promise that present polarizations among Baptists in the southern United States might, in time, be overcome.

The interplay of religion, politics, and state in National Socialist Germany continues to defy facile characterizations. In 1934, mere weeks following the Röhm Putsch in which the Nazi regime committed dozens of political assassinations, Berlin hosted thousands of Baptists from across the globe who would unanimously decry nationalism and racialism and advocate for the separation of church and state. Held from August 4–10, 1934, the fifth Baptist World Congress marks the zenith of German Baptist publicity and international Baptist cooperation during the interwar period. The Congress thus provides a focal point for analyzing interwar British and German Baptist relations. This relationship reflected both international cooperation and the gradual divergence of doctrine along nationalistic lines. German Baptists experienced greater freedom of exercise under the Third Reich than under previous regimes, and they leveraged their international connections in order to further their mission. They refused to become involved in the well-documented “Church Struggle” of the Confessing Church and the “German Christian Movement,” and this refusal strained international partnerships. The German Baptist experience challenges many assumptions concerning the churches under the Third Reich as it illustrates the Nazi regime's permissive toleration of a biblicist Free Church group with propagandistically valuable international connections.

This article describes present day reaction of Ukrainian Baptist community on the current geopolitical situation in Ukraine and its reflection in first modern independent theological steps of named Late Protestant denomination. It is stressed, that complete process of theology creation is a maker of healthy and protected, factually free religious life in certain boundaries of country or land. In an attempt to identify motivating factors involved in decisions to publish in Open Access (OA) journals, individual interviews with biomedical faculty members at the University of North Carolina at Chapel Hill, a major research university, were conducted. The interviews focused on faculty identified as early adopters of OA/free full-text publishing. Searches conducted in PubMed and PubMed Central identified faculty from UNC-Chapel Hill who have published works in OA/free full-text journals. The searches targeted authors with multiple OA citations during a specified 18 month period. Semi-structured interviews were conducted with the most prolific OA authors. Individual interviews attempted to determine whether the authors were aware they published in OA journals, why they chose to publish in OA journals, what factors influenced their publishing decisions, and their general attitude towards OA publishing models. Interview questions were based on a review of the literature and consultation with a scholarly communication working group. The interview results were analyzed to see whether these faculty members made conscious efforts to publish in OA/free full-text journals, and if so why.

This thesis examines five religious organisations which existed in the Canadian provinces of New Brunswick, Nova Scotia and Prince Edward Island, collectively known as the Maritime Region, between 1880 and 1920. Each of these denominations emphasised holiness theology, albeit in varying degrees. They include, in order of their establishment in the region, the Methodist Church, the Free Christian Baptist Conference, the Salvation Army, the Reformed Baptist Alliance of Canada and the Pentecostal Church of the Nazarene. This study assesses these religious bodies in a number of ways. First, it examines their theological beliefs, comparing them with one another and tracing any changes which occurred in them between 1880 and 1920. Second, it considers the various associations which each of these denominations developed with the late nineteenth-century American holiness movement. The enquiry devotes particular attention to the response of each religious body to a spiritual encounter, known as ‘entire instantaneous sanctification’, popularised especially during the last quarter of the nineteenth century by the holiness movement in parts of Canada, Great Britain and the United States. Third, a review of the unique strengths and weaknesses of each of the five institutions offers an explanation for the numerical and financial growth of several of these groups early in the twentieth century, as well as the degeneration of others. Fourth, the study discloses much of the opposition which was directed towards Maritime holiness movement sympathisers, offering a number of explanations why some of these individuals left their traditional religious affiliations to join holiness bodies which they perceived to be true advocates of scriptural holiness. Fifth, it appraises the strong leadership which a number of individuals offered to the holiness cause in the Maritime region, taking into account the education, religious training, financial status, gender and ancestral origin of these men and women. Finally, a thorough statistical analysis of each constituency highlights the unique composition of each denomination’s membership. Taken together, these features inform the primary argument of the thesis, which is that significant transformations occurred in some of these religious bodies at the same time as large percentages of constituents became wealthier and more socially acceptable. These changes eventually facilitated the merger of the Methodist Church and the Free Christian Baptist Conference, the two oldest denominations, with national mainline religious bodies. This thesis contends that such unions may not have occurred had these groups not attained public recognition. Furthermore, in realising these achievements both of these denominations relinquished the more radical elements of their heritage, as well as much of the spiritual passion linked with it.

This thesis is a contribution to a hitherto neglected area of research: The African Pentecostal Churches, that do not belong to those called African Indigenous Churches (AICs). It is a case study from the perspective of southern Burundi, the periphery of the ancient kingdom. The Pentecostal Movement in Burundi was born in the encounter between Swedish Pentecostal missionaries and the population in the southern part of the country. This study highlights what happened in that encounter. The thesis consists of six parts. The first is a survey of the Pentecostal Movement in Sweden. The diachronic structure of parts two to five focuses on the development within the Burundian Pentecostal Churches and their relationship to the Burundian society 1935-1960. In the sixth part the diachronic approach is augmented by structural analyses, showing how aspects in the Pentecostal Movement developed. The Pentecostal missionaries accepted in part the traditional world view, the belief in a spiritual world and non-rational explanations to misfortunes in life. They encouraged the Burundians to do spiritual experiences, and especially the baptism in the Holy Ghost. The Burundian evangelists and church elders played a decisive role. It was their task to reformulate the Pentecostal message in Kirundi, which was not spoken by the missionaries. They moulded the message into a Burundian Pentecostal message, at the same time respecting the teaching of the early missionaries. They succeeded in doing that so well that the Pentecostal Movement became a popular movement, in certain places the dominating Christian denomination, in spite of the parallel work done by the Catholic Church, encouraged and supported by the Belgian state. This thesis builds on material taken mainly from unpublished sources from archives in Burundi, Sweden, Rome, Great Britain and Denmark. These are supplemented by interviews, most of them made by the author.

The Maiden Association in Asker was founded in 1865 20 kilometers southwest of Örebro in the county of Närke. A group of unmarried women closely connected to the Asker Baptist congregation met for prayer, bible reading and conversations with early democratic overtones. They gathered in a time of change in a variety of areas, both social as well as church-related. The surviving material from these women – in the form of protocols, membership registers, etc. – provides an insight into their reflexive process. The local Maiden Association in Asker becomes a window, a vantage point into something that would otherwise be hard to access: in other words, the situation and thinking of "ordinary" women. The overall aim of this study has been to contribute to the understanding of how continuity and changes during the latter part of the 19th century, mainly in the realm of church history, could influence the thinking and life ideals of nonconformist Christian women. Based on my meeting with the source material, two central questions have been formulated: 1. How did the Maiden Association in Asker, during the time period 1865–1903 and in its context, formulate and shape the identities as Christian, woman and young? 2. Why were they formulated and shaped in this way? The method selected may be described as church historical and hermeneutic, with an inductive approach. The source material is derived from two distinct periods in the life of the association, 1865–1880 and 1888–1903, which has given the opportunity to identify changes over time. Two theoretical perspectives have been established – one based on identity and one based on intersectionality. The investigation shows the clear influence of the holiness movements at the local level in the shape of the Holiness Union and the Örebro Mission Association. But the study also shows that the lives and thinking of women were not only characterized by change, but also by continuity. The church historical changes that the nonconformist religious women in Asker took part in were not a clean-cut break with previous lutheran traditions and conventions.
Jungfruföreningen i Asker startade 1865 två mil sydväst om Örebro i Närke. En grupp ogifta kvinnor i nära relation till Askers baptistförsamling möttes för bön, bibelläsning och samtal med tidigdemokratiska förtecken. De hade en egen vald styrelse bestående av uteslutande kvinnor. I föreningen gällde allas rätt att rösta och göra sin röst hörd i samtalen långt innan kvinnlig rösträtt genomfördes i Sverige. I sammankomsterna formulerade de själva frågor, vilka de resonerade kring och sedan nedtecknade de sina slutsatser i samtalsprotokoll. Den lokala Jungfruföreningen i Asker blir ett fönster, ett titthål in i historien. Föreningens kvarlämnade spår i form av protokoll m.m. ger en möjlighet att se in i en svunnen tid och in i en grupp frikyrkligt präglade kvinnors tänkande och livsideal. Dessa ”vanliga” unga kristna kvinnor, de flesta och för de flesta okända, konstruerade sina identiteter som kristen, kvinna och ung i en tid av samhälleliga och inte minst kyrkohistoriska förändringar. Studiens frågeställningar fokuserar på hur dessa identiteter formulerades och gestaltades och varför det skedde på detta sätt, under perioden 1865–1903.

Drawing on approaches to speech and thought presentation initially applied to the study of English language texts, the chapter shows that direct speech and free direct speech are the main techniques employed by Indonesian authors to represent the speech and thought of adolescent characters. It is argued that the observer’s remark is not an indication that the language in Teenlit is indeed like conversational language. Rather, it represents an intuitive judgment that attests to the authors’ effective use of the techniques.

It mentions Camp Saxton that was the home of the First South Carolina Volunteers, the first regiment of Black soldiers mustered into the US Army. It also recounts Rev. Dr. W. H. Brisbane, who was a former slaveholder that had emancipated the people he held in bondage on Lawtonville Plantation in Beaufort and had been the pastor of Beech Branch Baptist Church. The chapter points out how most elite South Carolinians, like Brisbane, were born and bred into a class which believed people of African descent were created by God to labor. It highlights the “grand triumph” of the Northerners who had left their homes and families to assist Blacks in Beaufort and on the Sea Islands in the Port Royal Experiment.

Abstract The origins of the Afro-Baptist church lie in the antebellum South. For the sake of clear analysis, the history of this church is best seen as developing in three stages before the Civil War. The first stage begins with the European colonization of North America in the seventeenth century and ends approximately in 1750, two decades before the American Revolutionary War. The second stage begins in the mid-eighteenth century as the first waves of the Great Awakening revival reached the American colonies. The last stage begins in the second decade of the nineteenth century, after the winding down of the Second Awakening revivals, when the ominous threats of slave insurrections convinced many planters to convert their chattel en masse. This last stage concludes with the South’s military defeat by the Union army and the freeing of black bondsmen after the Civil War.

The present research aims at testing the effects of disbelief in free will on overriding impulsive decisions in Japan. Past research conducted in Western countries has found that induced disbelief in free will can weaken motivation of self-control. In the present research, the authors tested the generalizability of the findings in a study involving Japanese students. Results show that participants whose belief in free will was challenged reported less likelihood and desirability of overriding the impulsive decision. These findings suggest that some basic assumptions of the effects of disbelief in free will could be generalized across cultures.

A new method is proposed in order to compute dynamic behaviours of a liquid free surface. The method is based on a discrete singularity method, and enables us to simulate sloshing problems very easily and efficiently. The authors consider the free surface in a two-dimensional rectangular container that is vibrated vertically. It was found that there is the optimum clearance of singularity from a boundary, which makes surface error minimum. Furthermore, the authors conducted some experiments, and have observed three sloshing modes, and their stability regions. Then, we confirm that for the method is effective for 2D-sloshing problems.

The traditional design approach for most engineering problems, of which pipelines are no exception, is to segment the project and to present design solutions for each of these design items. When setting up a pipeline schedule, therefore, one will find an item called free span analyses and another called global buckling, which covers both lateral and upheaval buckling problems. This has been justifiable so far, because freespan vibrations have traditionally been treated totally dissociated from the axial force on the pipe, while lateral buckling is a problem to which, only recently, the industry has turned its attention. DNV has a tradition of being the regulatory agency, which has a lead on vortex shedding problems. This tradition has recently been confirmed, when they issued a new freespan vibration guideline [1], in which they are now considering the interaction of axial forces in the calculation of the pipeline vibration frequency. Shortly after this code was issued, the authors undertook three large pipeline projects, in which the use of the aforementioned code was a contractual requirement. If on one hand, however, the owner insisted upon the use of the new DNV code, on the other he was not willing to accept the very short free span limits, which were resulting from the calculations. Because of this, the authors were forced to look at the problem in further depth, thus resulting interesting conclusions, which will be presented in this paper. These point out some conservative aspects of the code, and make suggestions as to how this conservatism can be overcome, in order to use the DNV safety approach and still produce larger spans, by properly focusing on the freespan buckling problem. In addition to this, the authors have concluded that the freespan buckling problem cannot be dissociated from global buckling, because, in general, it was found that the pipe not seldom moves from a local span buckling mode to a global lateral buckling mode, thus giving the free span problem a completely different emphasis. The experience gained during these projects will be shared in this paper.

In generating high electroosmotic flows for use in microfluidic pumps, a limiting factor is faradaic reactions which appear at high electric fields. These reactions lead to higher power consumption and bubble generation at the electrodes. We are proposing a novel technique that can limit and even prevent gas generation. This will extend the current range of operation of electroosmotic pumps. This is achieved by applying a unidirectional pulsed DC voltage waveform. The optimum pulse voltage waveform (OPW) tested is based on a theoretical model developed by the authors [1]. The power consumed and the efficiency of an electroosmotic pump under the pulsed DC voltage is measured experimentally and compared with the conventional bipolar rectangular voltage waveform (BRW). Results show an increase in the efficiency for the OPW when compared to the BRW. This increase in efficiency is obtained by preventing the reverse cycle in the BRW which flows against the pumping direction.

Various factors determine the quality of basketball and the overall result. The game consists of different situations – three-point shots, rebounds, and many more. In intense games, free throws play a decisive role in determining the winning team. The player has the opportunity to prepare for their performance. Due to the global Covid-19 pandemic, many basketball games occur without spectators and, therefore, without additional noise. The study’s authors analyzed the statistics of free throws in Euroleague and National Basketball Association games – with and without spectators. The study’s authors emphasize significant trends in exploring the world’s strongest leagues. The accuracy of tree throws better in games when the presence of visitors is not allowed. The presented free throw statistics confirm that the players could take a free throw better without additional psychological stress. A pilot study with ten respondents was also conducted. As part of this, the basketball players took free throw shots with and without an additional external sound effect. The presented results showed that it is possible to take a free throw more accurately without sound. The statistical data collection method and the performance of basketball free throw tests were used within the research framework. Data was compiled with the Microsoft Exel program.

The authors report how to estimate stopping ability of full-scale ships using free-running model equipped with an auxiliary thruster. Theoretical analysis based on a modular mathematical model clarifies the similarity of three-degree-of-freedom stopping manoeuvre of a model ship to full-scale cannot be ensured by the use of auxiliary thruster. The authors, however, propose JSC, propeller advance ratio J and speed correction, ensuring the equality of J and the similarity of speed response of free-running model ship to full-scale during stopping manoeuvre. JSC is a control method of free-running model ship equipped with an auxiliary thruster for estimating stopping ability of full-scale ship from the viewpoint of safety. Numerical simulation confirms JSC gives safe side estimates of stopping ability with regard to the track reach and stopping time with acceptable margin. The analysis shown here proves the advantage of JSC comparing with possible other control methods of free-running model ships.

“Almost-driverless” cars are coming with an aim to improve the safety of our roads. Full automation of longitudinal and lateral control will enable the driver to become “hands and feet free” but without active control, one question remains. What is the driver actually doing? This paper looks at how multi-system automation that enables the driver to become “hands and feet free” may affect the driving system and the role of the driver within it. Using Operator Sequence Diagrams to explore Distributed Cognition in the driving system, the authors explore the interaction that may occur between the driver and vehicle subsystems in a “hands and feet free” driving system and how this may change the drivers position within the control-feedback driving loops. Acknowledging the role of the driver in this way highlights the need for ongoing Human Factors research into the implications of highly automated vehicles on driver behavior.

The authors had proposed a method, rudder effectiveness correction, to realize full-scale equivalent manoeuvring motion using scale models with the auxiliary thruster. In the method they introduced the rudder effectiveness correction factor to make the effective inflow velocity to rudder defined in a steady straight course similar to a corresponding full-scale ship. The method assumes the factor constant during manoeuvring motion for a model ship running at a constant propeller rate of revolution. In this report the authors propose by a numerical approach a detailed method ensuring more precisely the similarity of manoeuvring motion than the former one. The detailed method takes into account the similarities both of the speed response and rudder effectiveness. The time-varying control both of the propeller rate of revolution and rudder effectiveness correction factor, based on the new method, enables scale model ships to realize the similar manoeuvring motion to full-scale ships more accurately. Simulation calculations using the modular mathematical model of manoeuvring motion clarifies how well the detailed method raise the precision of the full-scale equivalent manoeuvring motion in free-running model ship testing comparing with the former method.

This paper argues for a multi-level explanatory model for understanding institutional reform. Using the case of Uruguay, the authors seek to show how a changed political environment combined with sector- specific configurations and political strategies of reformist leaders allowed for successful institutional reform. More specifically, the authors present that the dynamics of electoral politics and political learning are the clues that explain how the dynamics of cooperation and conflict in the political system in Uruguay moved from free rider behavior, to opposition restraint and finally to cooperative reformism thus enabling institutional reform. Furthermore, for the three cases of reform, technical accumulation and precise diagnosis, the power of administrative and beneficiaries corporations, the perception of the population regarding the quality of services and benefits, and the effects of the institutional diseases on the country as a whole appear as critical factors accounting for the intensity of the reformist impulse. Finally, the authors show how changes in the broad political environment were capitalized in social security and education and not in health and why.

This paper examines the effects of the expansion of the water network in urban shantytowns in Argentina. The authors find large reductions in the presence, frequency, and severity of diarrhea episodes among children in the households reached by network expansions relative to the control group. Moreover, expanded water connections induce savings, as these families are able to substitute piped water for more expensive and distant sources of water. These health and savings effects are also important for households that previously had clandestine self-connections to the water network, which were free but of low quality.

With the proliferation of Free Trade Agreements (FTAs) over the past decade, demand for quantitative analysis of their likely impacts has surged. The main quantitative tool for performing such analysis is Computable General Equilibrium (CGE) modeling. Yet these models have been widely criticized for performing poorly (Kehoe, 2002) and having weak econometric foundations (McKitrick, 1998; Jorgenson, 1984). FTA results have been shown to be particularly sensitive to the trade elasticities, with small trade elasticities generating large terms of trade effects and relatively modest efficiency gains, whereas large trade elasticities lead to the opposite result. Critics are understandably wary of results being determined largely by the authors’ choice of trade elasticities. Where do these trade elasticities come from? CGE modelers typically draw these elasticities from econometric work that uses time series price variation to identify an elasticity of substitution between domestic goods and composite imports (Alaouze, 1977; Alaouze, et al., 1977; Stern et al., 1976; Gallaway, McDaniel and Rivera, 2003). This approach has three problems: the use of point estimates as “truth”, the magnitude of the point estimates, and estimating the relevant elasticity. First, modelers take point estimates drawn from the econometric literature, while ignoring the precision of these estimates. As we will make clear below, the confidence one has in various CGE conclusions depends critically on the size of the confidence interval around parameter estimates. Standard “robustness checks” such as systematically raising or lowering the substitution parameters does not properly address this problem because it ignores information about which parameters we know with some precision and which we do not. A second problem with most existing studies derives from the use of import price series to identify home vs. foreign substitution, for example, tends to systematically understate the true elasticity. This is because these estimates take price variation as exogenous when estimating the import demand functions, and ignore quality variation. When quality is high, import demand and prices will be jointly high. This biases estimated elasticities toward zero. A related point is that the fixed-weight import price series used by most authors are theoretically inappropriate for estimating the elasticities of interest. CGE modelers generally examine a nested utility structure, with domestic production substitution for a CES composite import bundle. The appropriate price series is then the corresponding CES price index among foreign varieties. Constructing such an index requires knowledge of the elasticity of substitution among foreign varieties (see below). By using a fixed-weight import price series, previous estimates place too much weight on high foreign prices, and too small a weight on low foreign prices. In other words, they overstate the degree of price variation that exists, relative to a CES price index. Reconciling small trade volume movements with large import price series movements requires a small elasticity of substitution. This problem, and that of unmeasured quality variation, helps explain why typical estimated elasticities are very small. The third problem with the existing literature is that estimates taken from other researchers’ studies typically employ different levels of aggregation, and exploit different sources of price variation, from what policy modelers have in mind. Employment of elasticities in experiments ill-matched to their original estimation can be problematic. For example, estimates may be calculated at a higher or lower level of aggregation than the level of analysis than the modeler wants to examine. Estimating substitutability across sources for paddy rice gives one a quite different answer than estimates that look at agriculture as a whole. When analyzing Free Trade Agreements, the principle policy experiment is a change in relative prices among foreign suppliers caused by lowering tariffs within the FTA. Understanding the substitution this will induce across those suppliers is critical to gauging the FTA’s real effects. Using home v. foreign elasticities rather than elasticities of substitution among imports supplied from different countries may be quite misleading. Moreover, these “sourcing” elasticities are critical for constructing composite import price series to appropriate estimate home v. foreign substitutability. In summary, the history of estimating the substitution elasticities governing trade flows in CGE models has been checkered at best. Clearly there is a need for improved econometric estimation of these trade elasticities that is well-integrated into the CGE modeling framework. This paper provides such estimation and integration, and has several significant merits. First, we choose our experiment carefully. Our CGE analysis focuses on the prospective Free Trade Agreement of the Americas (FTAA) currently under negotiation. This is one of the most important FTAs currently “in play” in international negotiations. It also fits nicely with the source data used to estimate the trade elasticities, which is largely based on imports into North and South America. Our assessment is done in a perfectly competitive, comparative static setting in order to emphasize the role of the trade elasticities in determining the conventional gains/losses from such an FTA. This type of model is still widely used by government agencies for the evaluation of such agreements. Extensions to incorporate imperfect competition are straightforward, but involve the introduction of additional parameters (markups, extent of unexploited scale economies) as well as structural assumptions (entry/no-entry, nature of inter-firm rivalry) that introduce further uncertainty. Since our focus is on the effects of a PTA we estimate elasticities of substitution across multiple foreign supply sources. We do not use cross-exporter variation in prices or tariffs alone. Exporter price series exhibit a high degree of multicolinearity, and in any case, would be subject to unmeasured quality variation as described previously. Similarly, tariff variation by itself is typically unhelpful because by their very nature, Most Favored Nation (MFN) tariffs are non-discriminatory in nature, affecting all suppliers in the same way. Tariff preferences, where they exist, are often difficult to measure – sometimes being confounded by quantitative barriers, restrictive rules of origin, and other restrictions. Instead we employ a unique methodology and data set drawing on not only tariffs, but also bilateral transportation costs for goods traded internationally (Hummels, 1999). Transportation costs vary much more widely than do tariffs, allowing much more precise estimation of the trade elasticities that are central to CGE analysis of FTAs. We have highly disaggregated commodity trade flow data, and are therefore able to provide estimates that precisely match the commodity aggregation scheme employed in the subsequent CGE model. We follow the GTAP Version 5.0 aggregation scheme which includes 42 merchandise trade commodities covering food products, natural resources and manufactured goods. With the exception of two primary commodities that are not traded, we are able to estimate trade elasticities for all merchandise commodities that are significantly different form zero at the 95% confidence level. Rather than producing point estimates of the resulting welfare, export and employment effects, we report confidence intervals instead. These are based on repeated solution of the model, drawing from a distribution of trade elasticity estimates constructed based on the econometrically estimated standard errors. The article is devoted to the study of the problem of the cybersecurity basics teaching. The training of the ICT-specialties students using the course “CCNA Cyber Operations” of the network academy Cisco is considered. At present, many universities have similar academies, while others can open them. On the basis of free software platforms Apache CloudStack and EVE-NG Community authors designed and implemented a virtual cloud laboratory. It operates according to the “IaaS” model. Thanks to the technology of embedded virtualization, the work of many virtual machines, storing of their status, traffic analysis and visualization of network topologies are maintained. The article describes the experience of teaching students of the specialty “Pedagogical education. ICT” in the course “CCNA Cyber Operations” with the use of virtual cloud laboratories. The authors have been conducted a survey of students who studied at the course. Its purpose was to determine how much they satisfied were with the course. Statistical processing of the results was performed on the basis of the Rasch model using the software MiniSteps.

In Colombia, increasing renewable energy generation requires a special emphasis on the department of La Guajira due to its world-class wind resources. According to the Mining-Energy Planning Unit (UPME), La Guajira is projected to have up to 45 wind farms by 2034, most located within the collective territory of the Wayuu Indigenous people. The authors of this report identify enabling factors of social acceptance of wind energy projects in this context and, more broadly, of a just energy transition in La Guajira. The findings represent insights gained from activities conducted during 2023, namely a workshop held by SEI and the University of La Guajira in the municipality of Uribia, La Guajira, with members of the Wayuu people and representatives of the municipal public sector. The research also included extensive fieldwork in communities surrounding wind farm locations and associated infrastructure, such as transmission lines, and a total of 45 semi-structured interviews with various relevant stakeholders, including developers, academia, civil society and the national and regional public sector. This report opens with the relevant context, including facets of the Colombian electricity sector, La Guajira department and the right to free, prior and informed consultation (FPIC). The authors then describe eight enabling factors of social acceptance of wind energy in La Guajira that they identified during the research, closing with their main conclusions.

I am delighted to welcome you to the 13th edition of the Association of Anaesthetists’ Trainee Handbook. The main objective of the handbook is to offer trainees a comprehensive resource as you navigate your way through your career. A vast array of high-quality authors have been commissioned to write about their specialist field or area of knowledge. Whatever path you choose to take, I believe you will find useful sections within this handbook. Training within anaesthesia is constantly evolving. As I write this foreword, a new training curriculum is being implemented. To reflect the changes ahead, this handbook is not only fully interactive but also a live document. Thus, it will be updated at regular intervals to ensure information remains accurate and relevant. Although this handbook is designed for you to dip in and out of, I strongly encourage you to read the chapters about taking care of yourself. Training is a challenging time, but here at the Association of Anaesthetists we are dedicated to supporting our trainee members. Resumen
This analysis characterizes the salient features of the policymaking process (PMP) in Chile. It emphasizes the influence of political institutions on the PMP and examines the linkage between policymaking and policy outcomes in Chile. The salient features of the Chilean PMP are the electoral system and the associated party system, characterized by two long-lived coalitions, a powerful Executive, with de facto control over the agenda, a relatively independent judiciary, a bureaucracy that is relatively free from corruption even by the standards of the OECD, and a series of veto points in the policymaking process that permit adversely affected actors to block policy change. Looking at policy areas in cross section, the authors find that policy areas in which policymakers' interests are more nearly aligned, and in which there is more rapid exogenous change, are associated with more successful efforts at reform, while in areas in which the interests of the Executive and the various veto players diverge, policy tends to stagnate.

This paper investigates how and why firms affected by Emissions Trading Schemes (ETSs) are financially accounting for carbon in a voluntary setting. Using institutional theory, the authors seek to identify the determinants of a firm’s decision to adopt a particular carbon financial accounting practice. We identify the recognition and measurement practices for carbon-emission allowances using data gathered from the annual reports of ETS-affected firms in Australia. These practices are identified in the five stages of carbon-emission allowance transactions, namely, when these are: (1) received for free, (2) purchased, (3) used, (4) sold, and (5) surrendered. Inconsistencies in carbon financial accounting practices are observed. The findings reveal that carbon-emission allowances are recorded as intangible assets, but most firms provide incomplete information on their carbon financial accounting practices. Firms also exhibit inconsistencies in specifying how they are ‘recognising’ and ‘measuring’ carbon-emission allowances. The results provide evidence of coercive (regulation) and mimetic (size, leverage, and listing status) pressures being the main determinants of carbon financial accounting practice.
