Resumen
In the paper, the authors deal with the issue of identity and nations in the post-Yugoslav area, since from the 19th century until today there have been many disagreements and ambiguities on this issue, which should be clarified. The basic question concerns the origin and development of nations in this area, that is, the construction of synthetic identities and nations as agreed nations. Therefore, in the first part, the authors provide an overview of scientific knowledge concerning nations and identities and derive a theoretical model of synthetic nations, as an attempt to comprehensively respond to a complex phenomenon. In the second part of the paper, based on previous scientific knowledge, the authors analyze the process of the creation of the Bosniak nation and its development from the 19th to the end of the 20th century, when it was internationally recognized. Finally, aware of the facts about the process of the creation of the Bosniak nation, that is, the new Bosniakism of Alija Izetbegović, the authors derive security risks for the Republic of Srpska.

This study analyzes the alignment between (1) the scientific publications generated within a nation-state, and (2) the United Nations resolutions on climate change research and sustainable development guidelines to which that nation-state is a signatory. Starting with a characterization of Chile’s modern scientific journal output using extensive scientometrics databases, this work contrasts the resulting Chilean analysis with United Nations (UN) resolutions generated at the fifth UN Environment Assembly held in Nairobi in March of 2022. Chile is an interesting choice because the most recent political election installed an environmentally progressive president who has described his administration as the “first ecological government in the history of Chile”. Chile also held a constitutional referendum shortly after the presidential election that would have replaced the existing constitution from 1980 with a more progressive constitution designed to shift the country towards expanded social and environmental rights. The study covers different dimensions and scales, from the interaction of authors, institutions, and disciplines, to the current conditions regarding authors’ gender and the co-author inertia existing in every niche of scientific publication in Chile. The results and recommendations presented in this paper are intended to assist in developing policies for improved scientific–technical knowledge management at the national level.

Resumen
Even though more than a hundred years have passed since the end of the First World War, the Hungarian historical consciousness has still not been able to fully come to terms with the lost war and its consequences, namely the Treaty of Trianon. One important reason for this phenomenon, which many authors consider to be a „cultural trauma”, is that the „Hungarian national space” imagined by Hungarian national activists at the time of the unfolding of Modern Nationalisms collapsed in 1918, as recorded in the 1920 peace treaty and reaffirmed in the 1947 one. From the outset, the space considered by the Hungarian elites as Hungarian overlapped with the similar visions of neighbouring non-Hungarian national movements, and at the end of the First World War the latter’s concepts were realised – at the expense of the Hungarian. The present essay traces the process of the emergence, competition and reorganisation of Hungarian and rival “national spaces” from the 19th century to the present day.

This article provides an overview of international translation of health behavior interventions. The ideas expressed in this article serve to provide direction when developing a health behavior program for a host country, utilizing previous programmatic knowledge from elsewhere. First, the authors discuss constituents of country-level variables about which international translation might focus. Next, they suggest two general sorts of adaptations reflecting country-level differences: surface versus deep-level changes and language. Then, they highlight the importance and means of cooperation in international translation. Two examples of international translation protocols are presented.

Background The ubiquitous presence and functionality of mobile devices offers the potential for mobile health (mHealth) to create equitable health opportunities. While mHealth is used among First Nations populations to respond to health challenges, the characteristics, uptake, and effectiveness of these interventions are unclear. Objective This review aimed to identify the characteristics of mHealth interventions (eg, study locations, health topic, and modality) evaluated with First Nations populations and to summarize the outcomes reported for intervention use, user perspectives including cultural responsiveness, and clinical effectiveness. In addition, the review sought to identify the presence of First Nations expertise in the design and evaluation of mHealth interventions with First Nations populations. Methods The methods of this systematic review were detailed in a registered protocol with the International Prospective Register of Systematic Reviews (PROSPERO, CRD42019123276). Systematic searches of peer-reviewed, scientific papers were conducted across 7 databases in October 2018. Eligible studies had a primary focus on mHealth interventions with experimental or quasi-experimental design to respond to a health challenge with First Nations people from Canada, Australia, New Zealand, and the United States. Two authors independently screened records for eligibility and assessed risk of bias using the Joanna Briggs Institute checklists. Data were synthesized narratively owing to the mix of study designs, interventions, and outcomes. The review was reported in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses statement. Results Searches yielded 1053 unique records, after review and screening, 13 studies (5 randomized controlled trials and 8 quasi-experimental designs) were included in the final analysis. Studies were conducted in Australia (n=9), the United States (n=2), and New Zealand (n=2). The most common health challenge addressed was mental health and suicide (n=5). Intervention modalities included text messaging (n=5), apps (n=4), multimedia messaging (n=1), tablet software (n=1), or a combination of short messaging service (SMS) and apps (n=1). Results showed mixed engagement with the intervention (n=3); favorable user perspectives, including acceptability and cultural appropriateness (n=6); and mixed outcomes for clinical effectiveness (n=10). A diverse range of risks of bias were identified, the most common of which included a lack of clarity about allocation and blinding protocols and group treatment for randomized controlled trials and a lack of control group and single outcome measures for quasi-experimental designs. First Nations expertise informed all mHealth studies, through authorship (n=8), affiliation with First Nations bodies (n=3), participatory study design (n=5), First Nations reference groups (n=5), or a combination of these. Conclusions mHealth modalities, including SMS and apps, appear favorable for delivery of health interventions with First Nations populations, particularly in the area of mental health and suicide prevention. Importantly, First Nations expertise was strongly embedded within the studies, augmenting favorable use and user engagement. However, evidence of efficacy is limited.

First Nations experience disproportionate rates of suicide when compared to the general population. Various risk factors are identified to increase understanding of the prevalence of suicide among First Nations, but environmental dimensions of suicide are understudied. This study asks whether water insecurity, as reflected by long-term drinking water advisories (LT-DWA), has any bearing on the distribution of suicide in First Nations across Canada, and specifically in Ontario. To assess this, we established the proportion of First Nations with LT-DWAs in Canada and in Ontario that have had suicides occur between 2011 and 2016 through a review of media archives. This proportion was compared to census data on the proportion of First Nations with suicides in Canada and in Ontario between 2011 and 2016, and statistical significance of difference was determined through chi-square goodness of fit test. Overall, the findings were mixed. Nationally, there was no significantly difference of proportion of First Nations with LT-DWAs with combined (confirmed and probable) reported suicides occurring when compared to census proportions; however, at the provincial level, findings had significant differences. The authors conclude that water insecurity in First Nations, as indicated by the presence of a LT-DWA in First Nations across may be an important environmental dimension of suicide, contributing to enhanced risk for suicide in First Nations.

Purpose The purpose of this paper is to provide an updated and authoritative measure of individualism vs collectivism (IDV-COLL) as a dimension of national culture. Design/methodology/approach Rather than focus solely on Hofstede’s classic work, the authors review the main nation-level studies of IDV-COLL and related constructs to identify the salient cultural differences between rich societies and developing nations. The authors conceptualize and operationalize IDV-COLL on the basis of those differences and propose a new national IDV-COLL index, using new data from large probabilistic samples: 52,974 respondents from 56 countries, adequately representing the national cultures of all inhabited continents. Findings The proposed index is a new, valid measure of IDV-COLL as it is strongly correlated with previous measures of closely associated constructs. As a predictor of important cultural differences that can be expected to be associated with IDV-COLL, it performs better (yields higher correlations) than any known measure of IDV-COLL or a related construct. Research limitations/implications An important facet of IDV-COLL – in-group favoritism vs out-group neglect or exclusionism – does not transpire convincingly from the authors’ operationalization of IDV-COLL. The study relies on self-construals. Respondents are unlikely to construe their selves in terms of such concepts. Practical implications The new IDV-COLL measure can be used as a reliable, up-to-date national index in studies that compare the cultures of rich and developing nations. The new IDV-COLL scale, consisting of only seven items, can be easily used in future studies. Originality/value This is the first IDV-COLL measure based on the communalities of previous studies in this domain and derived from large probabilistic samples that approach national representativeness. The superior predictive properties of the authors’ new measure with respect to extraneous variables are another important strength and contribution.

This paper presents the story of the world’s first multilateral double taxation treaty, a treaty concluded in Rome after the end of World War I by all the successor states of former Austria-Hungary with the exception of Czechoslovakia. On the centennial of this treaty the authors first present its historical, legal and economic background and attempt to determine which of the quite few already existing double taxation treaties served as the model for a document which preceded the work done under the auspices of the League of Nations on the topic of double taxation. Concluding that it was the 1899 Austria-Hungary/Prussia double taxation treaty which served as inspiration for the drafters of the 1922 Rome double tax convention, the authors continue to analyse and compare their individual provisions. Subsequently, the authors turn to the question of why this multilateral treaty never came into force and present interesting historical data found in the archives of Yugoslavia. In the end, the authors conclude that the tale of the Rome double taxation convention reminds us in our modern environment about the values of common sense even in adverse political circumstances and clearly shows that multilateralism should not be abandoned as a prospective option. The author of this article shows two types of values that are present in those pronouncements when the Pope recalls examples from belles-lettres. First and foremost, he speaks of the humanistic values rooted in the philosophy of the essence, namely the truth, goodness and beauty that are widely found in works of both less and more well-known authors of different nations. The aforementioned values, having a transcendent backdrop, open up the theological world. Some of those references unveil the three theological virtues which actually represent Christian axiology. For the Pope, the belles-lettres works become locus theologicus. In his pronouncements, the Pope not only mentions various authors from the particular nations he visited (e.g. Rabindranath Tagore from India, Jon Svensson from Island), but also those authors whose works now belong to the whole world (such as Fyodor Dostoyevsky, mentioned in Australia, or St. Augustine in France and Brazil). Recalling those authors and their works, the Pope connected with those nations he visited, and created a special place in order to bring to those nations the greatest works of world literature. He was adamant that humanistic and theological values can be placed equally next to each other.

This thesis considers the critical implications of a cross-cultural reading of First Nations women’s writing in this time of sensitivity to the issues of appropriation and power inequities between dominant and minority cultures. A genre-based study, it is written from a deliberately split perspective: reading as both a white academic implicated in the dominant culture's production of meaning and value, and as a lesbian alienated from these same processes, I both propose and perform several modes of response to First Nations texts. Interspersed with a conventional commentary is a secondary, personal commentary that questions and qualifies the claims of the critical. Then, another level of response, in the form of fiction and poetry based on my own experiences growing up with my Assiniboine sister, also proposes the appropriateness, in this critical power dynamic, of a third response of simply answering story with story. Chapter One examines the construction of individual identity and responsibility in Maria Campbell's Halfbreed, particularly as the text demands an emotionally-engaged response conventionally discouraged in critical discourse, and as a result redefines the genre of autobiography. Chapter Two considers the possibility of a communal and spiritual, as well as an individual, emotional, response to First Nations texts, examining the community of stories that comprise each of the novels Slash, In Search of April Raintree, and Honour the Sun. From this consideration of narrative as eliciting emotional and spiritual reading practices, Chapter Three discusses the nature of language itself as a vehicle of spiritual transformation and subversion, specifically in the poetry of Annharte and Beth Cuthand. Chapter Four, on the mixed-genre The Book of Jessica, shifts focus from the discursive strategies of First Nations writing, to examining the way these practices redefine time and history as newly accessible to First Nations spiritual construction. Finally, the Conclusion re-examines the reading strategies developed throughout the thesis, noting the pitfalls they avoid, while discussing their limitations as cross-cultural tools. The ultimate effect is to propose the very beginning of the kinds of changes the academy must consider for a truly non-appropriative cross-cultural interaction.

AbstractThis chapter begins by examining the importance of resilience in response to extreme weather events, before considering the role of performing arts projects in dealing with the aftermath of disaster. Including First Nations approaches, examples from diverse cultural settings and the powerful potential of digital technology, it reveals how performing arts endeavours afford aesthetic opportunities that can give voice to and make sense of crisis experiences that precipitate mental health and wellbeing challenges as devastating as the events themselves. Drawing on critical research findings including those from the 10-year Beyond Bushfires study in Australia, the authors demonstrate how empathy and social bonding can be fostered through artistic engagements to develop personal and community resilience and support creative recovery. Forewarning the accelerating and intensifying unpredictable character of disasters driven by climate change, the authors go on to underscore the need for significantly greater preparedness for future crisis events. Engaging with a small body of existing work, the authors investigate the possibilities of ‘performing preparedness’ – embracing storytelling, embodied performance practices and digital technology as routes to developing agency, empowerment, understanding and strategies that can build capacity for dynamic readiness in rapidly evolving and unforeseen crises.

This essay reflects on the historical and ongoing colonial appropriation of land and resources from Indigenous peoples. Beginning with the 1493 Inter Caetera Papal Bull, which laid the foundation for the Doctrine of Discovery, and continuing through subsequent colonial expansions, the authors trace a narrative of systematic appropriation of Indigenous land and resources by European powers, in connection with the emergence of Canada as a major player in the global mining sector over the past 150 years. The essay highlights how Indigenous peoples have long fought to reclaim their rights, examining repeated legal precedents that have affirmed Indigenous rights and title, and the need to consult and accommodate First Nations in the management of resources on their territories. Indigenous leadership will be essential in shaping the future of the mining industry, calling for a fundamental shift towards environmentally and socially responsible mining practices, rooted in mutual respect and a shared commitment to the stewardship of Earth’s resources for future generations.

AbstractUsing interviews with various families and mediators/lawyers involved in three types of out-of-court procedures in England and Wales, this contribution assesses, first, to what extent the interests of the child are in focus in such procedures. And second, whether in certain types of cases, the interests of the child are better protected by means of in-court procedures. The authors find that, while out-of-court procedures are generally child-focused, it is less common that they are child-inclusive or that the clear voice of the child is represented in the adult decision-making. Further, in the out-of-court context, ‘child welfare’ tends to be understood in terms of ongoing contact with both parents and co-parenting. Consequently, the protection of children from an abusive parent can be under-emphasized. In some instances, concerns about children tend to be overshadowed by the financial dispute. Additionally, given there is growing evidence that many children would like to be consulted in out-of-court family dispute resolution, and that (where it is appropriate and safe) this can be a positive influence on their wellbeing. Consideration is given to how current practice in family dispute resolution fits with the rights expressed in Article 12 of the United Nations Convention on the Rights of the Child. In conclusion, the authors highlight a need for distinguishing between different types of conflicts and adjusting procedures accordingly. For example, in high-conflict cases and/or those involving issues of child safety, the interests of the child might be better protected in court, rather than through out-of-court dispute resolution. Whereas in other situations, barriers to hearing the child’s voice out-of-court must be overcome.

AbstractThis paper tracks down the process of writing non-fiction books on national culture for Vietnamese children to help them understand their identity and respect cultural differences in the age of globalisation. By self-reflecting on the writing experience, this essay elucidates the process of building intercultural competence in its relationship with national identity through the case study of “Kể chuyện văn hóa Việt”. The paper provides a discussion among the three authors in the format of an interview with the co-author who also wrote the non-fiction book series that we focus upon. The first part reflects on intercultural competence as a concept, and the second half considers how the book series emerged and put this concept into practice. The research results show that constructing national identity, individual agency, and intercultural competence for children must be transferred naturally from each book’s topic to the flow of the story. In this case, the most striking feature is the main character’s interaction with his family. In addition, the context needs to integrate both global and local elements. The series creates situations in which there is a comparison between the past and the present, between Vietnam and other countries. It helps readers engage in different worldviews and address diversity by examining their community and nation, thus becoming more tolerant of others. This paper suggests guidance for creating similar books and helps the audience understand the author’s journey to create a trade book series featuring culture-related content.

AbstractFinland has been the first country in the world to conduct a comprehensive evaluation of the national implementation the Agenda 2030. The purpose of the evaluation was to support efficient implementation of the agenda by producing information on the nation’s sustainability work for all administrative branches. The evaluation results are used for coherence in the policies and long-term sustainable development activities. The evaluation produced concrete recommendations on future directions for sustainable development policy. It also proposed future evaluation approaches.In this chapter, the authors present the evaluation approach and discuss the key results and their usage. They identify the essential elements of the utility of the evaluation in contributing to national progress of sustainable development policy. The Agenda 2030 evaluation approach was developmentally oriented and conducted in a very participatory manner. The authors reflect on the evaluative lessons learned and future options. They encourage emphasis on learning throughout the evaluation process even more in policy-level evaluations, and special attention to usefulness of the evaluation results already in evaluation design. Designing inclusive evaluation processes is a crucial precondition for evidence-informed learning and decision making in promoting transformative policy in the country context.

This chapter focuses on protographical literature written by those who articulated the culture of the conquerors. The Greeks of Alexander's era saw themselves as the peers and heirs of the Near Eastern civilizations they were about to conquer. They accepted foreign contributions to their culture but were also confident in their own achievements, presaging the skill with which Greek rulers in the Near East would adopt the native traditions of those they conquered while expanding the influence Greek learning. In contrast, Ibn Qutayba and Pliny, wrote after the conquests and thus had to differentiate the conquerors' culture from that of the conquered following decades or centuries of foreign influence. Unlike the Greek authors, the two men are modest about the cultural achievements of the conquerors (Roman and Arab), reflecting the conquerors' genuine lack of a native learned high culture comparable to those they conquered. This lack of sophistication also caused both men to worry about the cultural influence of their imperial predecessors (Greek for Pliny, Iranian for Ibn Qutayba) on the new empires.

Abstract American Indian (AI) and Alaska Native (AN) people represent a diverse, fast-growing population across the United States, represented by 574 federally recognized tribes and villages. This chapter addresses knowledge, awareness, and best practices for school-based practitioners working with the AI/AN population. The authors discuss two of the most important elements practitioners in school settings should be aware of: identity and cross-cultural communication with AI/AN children and families. The best practices fall into three categories: counseling and therapeutic interventions; school-based prevention programs; and family- and community-based programs. Finally, a step-by-step guide to implementing a promising intervention is illustrated through a practice case example.

Abstract Teaching is global, so the purpose of this chapter is to provide an international perspective on classroom instruction. In the first part, the authors summarize findings from two international investigations (conducted by others). The first is a video observational study involving eight nations reporting their typical teaching practices in terms of classroom management, social-emotional support, and quality of instruction. The second is a survey-based study involving 19 nations in which teachers self-reported their job satisfaction and teaching efficacy. In the second part, the authors invite educators from 19 different countries to participate in a virtual roundtable discussion to communicate what is special about teaching in their particular nation. Each educator answered this question: What can the rest of the world learn from what teachers in your nation do so well? The roundtable participants highlight their teachers’ work ethic, engagement in professional learning communities, commitment to inclusion and democratic education, and opportunities for both autonomy and collaboration.

This study examined the geodiversity of researchers through a case study of publications related to the United Nations SDG 2: Zero hunger. We organised 60,000 hunger-related publications by country focus and by author country affiliation according to the 2021 Global Hunger Index country categories. Only 41% of hunger-related publications that focus on countries in the most severe GHI categories feature authors affiliated to institutions in those countries. Even fewer of those publications feature locally based authors in first or last position. These numbers gradually reverse as the level of hunger declines. We believe these findings can provide perspective in the debate on ‘helicopter’ research.

The financing of terrorism, as an illegal criminal act, was first proposed at the international level in the United Nations Declaration of 1994. The idea was further developed in United Nations Security Council Resolution No. 1373 adopted in 2001. This document obliged all member states of the UN Security Council to introduce into their criminal legislation norms governing prosecution for activities related to the provision or collection of funds to finance terrorism. This study aims to analyze the corpus delicti of terrorist financing and investigate the need to introduce this article into the legislation of the Russian Federation. Modern times are characterized by the high growth of terrorist crimes, involvement in terrorist groups, and financing this criminal activity. The problem of combating terrorism is international. Countering this phenomenon and strengthening international cooperation to maintain the rule of law and legal order has been relevant for the past few decades. The authors of the research work consider the obligations of the Russian Federation arising from the requirements of the international community and the international legal framework. International cooperation allowed to establish the official recognition of the financing of terrorism at the legislative level as criminal and punishable.

This paper provides a synopsis and characterization of the most important historiographically, politologically, and ethnologically oriented works published in the Czech Republic between 2000 and 2018 on the history and current evolution of Bosnia and Herzegovina. Czech works on the history of Bosnia and Herzegovina can be divided into two main groups. The first group includes monographs by historians who were familiar with the reality of Bosnian multiethnicity in the period before the breakup of Yugoslavia and in that context, therefore, continue in their books to support the idea of preserving Bosnia within its existing borders and in the form of a multinational state. The second group comprises books by Czech authors who primarily focus on analysing political events in the contemporary, socalled post-Dayton Bosnia, of which they are highly critical and as a result also highly skeptical when it comes to the prospect of continued coexistence between the nations of Bosnia. During the period in question, several works were published in the Czech Republic dedicated to the history of Czech-Bosnian relations and the synthetical treatment of the history of the Czech national minority living in Bosnia and Herzegovina.

Dr. Fahreddin Shovkat's work “Iran” was first published in 1923 in the newspaper “Sarıgamış Varlıq” and in 1925 in Istanbul as a 160-page book. In the article, the 2017 year's Ankara edition prepared by Prof. Dr. Darya Ors was used. Fakhraddin Shovkat says that to recognize Iran, which has more than a million Turkish people, is more important than to know any western country, it is also important for its own culture and industry. Chapter 8 of the book “Iran” was dedicated to the religion and the sects. This chapter of the book deals with religion and sects in Iran at the beginning of the 20th century, their attitude to each other, the preference of religion by Turkish, Persian and other nations living in Iran, the difference of Jafari sect from others, religious rites and so on and it is important for F. Shovkat’s wide, objective views and analyses. Fakhraddin Shovkat emphasizes that the Iranian Turks are loyal and extremely tend to Jafari sect and Persians mostly tend to Baha'i sect. In the article, will be given the comparison of opinions by Fakhraddin Shovkat about religion and sects in Iran with information in A. Semenov’s “How the Persians live”, V. Gurko- Kryazhin's “Short History of Iran” and others. This will enable us to reveal the differences and similarities of the views of the Turkish-Muslim author of the Ottoman Empire and Christian Russian authors of the Russian Empire about the religions and sects in Iran and the level of objectivity of the information. With specific reference to the issue of accessibility to cultural content and the inclusion of different audiences, the Authors point out an overview where museums usually tend to create educational activities and support assistive devices dedicated to specific audiences, rather than integrated solutions, that can “be usable by all people, to the greatest extent possible", as stated in the United Nations Convention on the Rights of Persons with Disabilities (2006).On the basis of previous studies on cultural accessibility and emotional appropriation, the Authors have recently carried out a survey focused in particular on archaeological museums audiences, considering their expectations, their reactions, and their prejudices. At the same time, they have conducted an extensive series of online interviews with Curators and Directors of many archaeological museums and sites in Europe and worldwide, including some in-depth site visits too. The investigations and surveys carried out have strengthened the awareness that museum spaces generate not only cognitive, but also physical and emotional reactions, and that the various publics react to cultural stimuli in very different ways. Therefore it is necessary, in designing museum communication, a disciplinary contamination involving in particular the field of neuropsychology. Such involvement would provide scientific support for the critical assessment of the effects that the environment and the cultural mediation trigger on the different publics.In particular, the Authors believe that the physical arrangement and the atmosphere are usually underestimated in the overall design of museums: on the contrary these two elements combined would allow each visitor to grasp the signals that best suit him or her, according to his/her senses and understanding. In other words, the atmosphere can play a key role in being an immersive communicative medium, in a truly inclusive way where everyone has the opportunity to "feel" and learn something.The Authors are developing a series of experiments that will be carried out first in the laboratory and then in some archaeological museums, in collaboration with a team of Neuropsychologists from the University of Turin and with the support of archaeological consultants and communication experts. By illustrating the current research and describing a series of examples (including best practices, problematic cases, ongoing projects), the paper aims at highlighting how the "design for all" in museums is a field in continuous development. Requiring an evolution in its approach, it also, and above all, represents a challenge in relation to the communication of particularly difficult cultural content, such as those related to the archaeological heritage.

Purpose - Sustainable development is one of the key elements of any society’s progress. It includes economic vitality, equity, social cohesion, environmental protection and sustainable management of natural resources. Educating new generations for sustainable development will increase awareness, enable better governance, critical thinking and the development of new methods and tools for a safer and healthier world. The importance of education for sustainable development (ESD) was recognized in the 1990s and as a result the United Nations Economic Commission for Europe adopted the Strategy for Education for Sustainable Development in March 2005. At the United Nations Sustainable Development Summit the 2030 Agenda for Sustainable Development was adopted, setting 17 sustainable development goals. The 4th goal of the Agenda 2030 is to ensure inclusive and quality education and to promote lifelong learning opportunities. Accordingly, World Education Forum 2015 adopted the Incheon Declaration for Education 2030 and Framework for Action for the implementation of Sustainable Development Goal 4. The purpose of this paper is to determine the scope of application of the Strategy for Sustainable Development in the Republic of Croatia in higher education and areas for improvement and the possibility of implementing Incheon Declaration for Education 2030 in the Croatian education system with determining the knowledge and opinions of students about the above. The theoretical part of the paper explains sustainable development in general, principles, goals, elements and conceptually defines education for sustainable development. This is followed by the basic assumptions, goals, principles and implications of the Strategy and their application in Croatia. The empirical part of the paper includes the results of the primary research conducted in 2022 among students of Croatian higher education institutions. The research was conducted using the survey questionnaire technique. Their knowledge, education and interest in sustainable development are analyzed. The methods used in this paper are deductive, inductive, method of analysis and synthesis and descriptive method. The result of the paper is an overview of documents related to education for sustainable development, evaluation of the success of the implementation of the Strategy in the Republic of Croatia and the possibility of applying the Incheon Declaration to higher education and knowledge and opinions of students. The importance of sustainable development is also evidenced by the large amount of literature dealing with this topic, however, a small number of authors research ESD. In this sense, this paper contributes to the discussion of this concept in the context of higher education, and since it presents the results of primary research for the first time, it gives a concrete original scientific contribution to this topic and is a good basis for further research.

Abstract Developing effective sustainability strategies by oil and gas (O&G) companies requires that they embrace the global call to incorporate the United Nations’ Sustainable Development Goals (SDGs) into their business strategies and operations. However, more attention is needed in the academic literature regarding the analysis of the linkage between O&G companies and the SDGs. A previous study by the authors proposed an analysis process in order to assess sustainability strategies in the O&G sector, based on the combination of two sources of information provided by relevant international organizations in the energy field. This initial research focused on a small number of SDGs, which may not reflect the complexity of the approach to sustainability by an O&G company. Therefore, an extension of the analysis is introduced in this paper following a research with two stages. The first stage is based on case study methodology (taking a refinery in the Basque Country, in Northern Spain). This yields a qualitative identification of different avenues that the O&G company under study can follow to contribute to targeted SDGs with its own technological and industrial resources and current research and innovation projects. Building on this, the second stage of this line of research focuses on identifying which business relationships are the result of the activities and projects that contribute to SDGs. As a whole, the universe of business and non-business relationships constitute a growing multi-stakeholder innovation ecosystem on which the company relies to achieve its sustainability objectives. This innovation network around the refinery's operations encompasses a variety of stakeholders (companies, technology and research centers, universities and others) working on innovative projects related to hydrogen and synthetic fuels production, circular economy, electric vehicles, energy storage, renewable energy communities or digitalization, among other technologies and energy carriers. This ecosystem is supported by a web of public-private cooperation schemes at different government levels. The outcome of this approach to innovation reflects how, by adopting a multi-energy strategy, the analyzed company can act as a catalyst for innovation spillovers and synergies in the whole Basque Country region, which has implications that go beyond energy and climate issues.

To support the real-time prediction of the student demographic features such as gender, age, study level etc., in different type of online surveys and questionnaires machine learning played a vital role. In this paper, the author's applied a five supervised machine learning algorithms to predict the student's association with their home land (native) towards the technology used in their university. For this, a primary dataset has been collected with google form from the two country university (Indian and Hungarian. The present model might be useful to identify the student category based on their native nation towards their thinking for the technology in higher education. The identification of the nation affiliation might help to understand the satisfaction, usability, technology available and attitude of student for the ICT as well. The best predictive model may be deployed on real-time web module to support demographic prediction system towards ICT. Considering the binary classification problem, the student's nation wise affiliation class set to as a response variable and rest of features was considered as predictors. A student's nation wise affiliation class has two values such as Hungarian student and Indian student. In the Weka experimental environment, the primary dataset of 331 records with 38 attributes were analyzed using the Logistic Regression (LR), Support Vector Machine (SVM), Multilayer Perceptron (MP), K-nearest neighbor (KNN) and Random Forest (RF). The performances and prediction time of each classifier was compared with statistical t-test at the 0.05 confidence level. The authors performed two major experiments with training ratio and cross-validation method using these classifiers. The first experiment found no significant difference between the accuracies of the classifiers in the affiliation prediction. Also, the RF classifier outperformed others with the highest prediction accuracy of 87.56% in 0.07 seconds. The findings of the second experiment proved that the RF attained the highest prediction accuracy of 89.33% as compared to others in 0.08 seconds. This experiment also evidenced the prediction accuracies of the KNN, MP, and LR are found a significant difference as compared to the RF and SVM classifier. The statistical t-test also proved that the prediction times of the SVM, KNN, and LR found significant different than others in each experiment. Hence, the authors presented the RF model to identify the student's affiliation (Indian or Hungarian) towards technological use after made a comparison of various performance measures.

In developing international humanitarian law (IHL), States have aimed in part to lay down the primary normative and operational framework pertaining to principled humanitarian action in situations of armed conflict. The possibility that certain counterterrorism measures may be instituted in a manner that intentionally or unintentionally impedes such action has been recognized by an increasingly wide array of States and entities, including the United Nations Security Council and the U.N. Secretary-General. At least two aspects of the contemporary international discourse on intersections between principled humanitarian action and counterterrorism measures warrant more sustained attention. The first concerns who is, and who ought to be, in a position to authentically and authoritatively interpret and apply IHL in this area. The second concerns the relationships between IHL and other possibly relevant regulatory frameworks, including counterterrorism mandates flowing from decisions of the U.N. Security Council. Partly in relation to those two axes of the broader international discourse, a debate has emerged regarding whether the U.N. Security Council may authorize one particular counterterrorism entity — namely, the Counter-Terrorism Committee Executive Directorate (CTED) — to interpret and assess compliance with IHL pertaining to humanitarian action in relation to certain counterterrorism contexts. In a new legal briefing for the Harvard Law School Program on International Law and Armed Conflict (HLS PILAC), Dustin A. Lewis, Naz K. Modirzadeh, and Jessica S. Burniske seek to help inform that debate by raising some preliminary considerations regarding that possibility. The authors focus on the possible implications of States and other relevant actors pursuing various responses or not responding to this debate. One of the authors’ goals is to help raise awareness of this area with a focus on perspectives drawn from international law. Another is to invite a broader engagement with the question of the preservation of the humanitarian commitments laid down in IHL in a period marked by a growing number — and a deepening — of the intersections between situations of armed conflict and measures to suppress terrorism.

The article desribes the main features of the publishing activity of the Ivan Franko National University of Lviv from the end of the 1990s and in the first two decades of the 21st century. The aim of the author was to show this activity with the help of stages of formation of the Publishing Centre at the University. For this purpose, he used historical method, the methods of analysis, synthesis, content analysis etc. One of the important landmarks of the end of the 20th century in the publishing activity of the Ivan Franko National University of Lviv which has its traditions in the past was the foundation of the mentioned Publishing Centre on the basis of Editing and Publishing Department, Machine Offset and Polygraphic Laboratories. This process was favoured by the administration of the University which supported the transfer of printing base to another building of the University. Professionals with respective qualification level and experience in the sphere of publishing and printing were gathered there. Another stage of the development of the Publishing Centre of the Ivan Franko National University of Lviv was the creation in 2006 of the Publishing Board within the University which became a generator of ideas on the development of scientific book publishing and actively cooperated with printing enterprises of Ukraine (the author of the article was a member of this board). The administration of the Ivan Franko National University of Lviv provided a substantial financial support for publication of educational and scientific literature of different genres and on different topics for educational needs both of the University itself and Ukrainian educational sphere in general. As a result of active publishing activity, the Publishing Centre of the Ivan Franko National University of Lviv since 1996 has published more than 4.5 million copies of publications whose authors are members of the academic community of the University. Among the significant publications of the Publication Centre of the last two decades the article notes Ivan Franko (10 volumes, authors – R. Horak and Ya. Hnativ), Encyclopedia. The Ivan Franko National University of Lviv (2 volumes), Social Geography (2 books, author – Prof. O. Shabliy) and others. The results of the activities of the Publication Centre of the Ivan Franko National University of Lviv were demonstrated during participation at Book Forums and other events in the publication and printing sphere. This article permits researchers in Humanities to analyze and evaluate the achievements and at the same time problems of the scientific publication activity of the Ivan Franko National University of Lviv.

In this blog post, the author examines the specifics of the work of minority media and minority journalists during the first six months of the war of aggression against Ukraine. The text is based on the author’s interviews with representatives of different types of minority media outlets – printed, digital, as well as the public broadcaster – operating in different regions of Ukraine. The key findings indicate a tendency towards scarcer reporting about the daily lives of ethnic communities and a more vulnerable situation for minority reporters, many of whom have fled abroad, of all media outlets scrutinized. Moreover, a significant decrease in broadcasting in minority languages through the public broadcaster is identified in one of the multi-ethnic regions.

The Regional Policy Dialogue has commissioned a two-stage research program focused at understanding national, integrated, government-directed systems. This report constitutes Phase I of this project and it is based on: a review of existing literature, three case studies completed by the authors, and consultation with experts on existing practice in Latin America on natural disaster programs. The report is focused around the following three research areas: the characteristics of existing national systems and institutional mechanisms, political sustainability of national systems, and the financial sustainability of national systems. This paper was presented at the Regional Policy Dialogue's First Meeting of the Natural Disasters Dialogue held on November 15th and 16th, 2001 in Washington, DC.

Resumen
The article is dedicated to the investigation of time-space measurements of journalistic works of Eugen Sverstiuk, a well-known Ukrainian journalist. In particular, the time-space continuum of his works is being discussed, which is characterized as comprehensive, continuous, filled with archetypical images which metaphorize the text, but at the same time structure it, and are beaded on the axis of time and documentarily located in the space. The logics of images initiated in the text is exaggerated by constant dwelling of the author in the time-space dimensions of the epoque, of which he was a contemporary, as well as precise knowledge of World and Ukrainian history and culture. Historical parallelism of journalism of E. Sverstiuk possesses double potential. On the one hand, the author provides arguments for confirmation of his own opinion, and on the other, he shows us historical collisions in the new aspect, which helps consider the past, better understand the present, and think of the future. Pages of his works is space for author’s considerations, which logics impresses by free transgression of the author in the time, and his ability to grasp the most essential, although sometimes precedent, sometimes sudden and forgotten, or even unknown historical facts in order to force them to resonate in the new historical realities, first of all to indicate the importance of national and the need for assigning to it more significance. Using retrospectives, E. Sverstiuk encourages us to return to the national sources and to seek in ourselves the reflections of nationality in order to return historical truth to our audience. This is what, according to E. Sverstiuk, was believed to be one of the most necessary conditions of existence to the independent state. Time-space continuum of E. Sverstiuk’s journalism is reproduction of comprehensive history as continuous process of the development of humanity, and of formation of comprehensive, total, and so to say epic reading and understanding of these processes via accentuation of reader’s attention on key events, phenomena, and facts.

This working paper first introduces tradable permits as part of an overall taxonomy of economic instruments in the field of water management. In this context, three fundamentally different fields of application of tradable permits systems relating to water are presented: tradable water abstraction rights, tradable rights to water-based resources and tradable water pollution rights. Next, the authors provide literature-based empirical evidence of the international experience with tradable water pollution rights (case studies from the US and Australia). Subsequently, the authors make recommendations on the strategies for introducing tradable water pollution rights, they point out opportunities and limitations and discuss the instrument's compatibility in instrument 'mixes'. This paper was prepared for the Technical Seminar on the Feasibility of the Application of Tradable Water Permits for Water Management in Chile, organized by the Inter-American Development Bank (IADB) and the National Environment Commission of Chile (CONAMA) held on November 13th and 14th, 2003 in Santiago de Chile.

The article explores Polish-Ukrainian relations, in particular, the Ukrainian question, on the pages of the journal “Sprawy Narodowośсiowe” during 1931-1935. The authors emphasize that the millennia-long history of Polish-Ukrainian relations contains many complex, contradictory, and sometimes tragic pages. The situation of the Ukrainian national minority in interwar Poland, particularly in the first half of the 1930s, was challenging. The article proves that the editorial board of the “Sprawy Narodowośсiowe” journal (which was the governing body of the institute researching national issues, established in 1921, and first published in 1927) was examining the theoretical aspects of the national question in Poland during the first half of the 1930s and carefully analyzing the lives of national minorities, including Ukrainian minority. The heading “Ukrainians” in the “National minorities in Poland” category was the largest in terms of content. This indicates that the journal’s editorial board considered the resolution of the Ukrainian question to be a priority. The editors informatively and prudently informed readers about the activities of Ukrainian political parties (except for the underground Organization of Ukrainian Nationalists) and the most important public organizations. The article proves that the magazine generally advocated the idea of Polish-Ukrainian understanding, but remained loyal to Polish state interests. The magazine aimed to study the sentiments of Ukrainian society and identify the trends in the development of these sentiments. The article also substantiates that the journal was not a government mouthpiece since the national policy did not demonstrate a desire to fairly address the national issue. The review is about textbook on television and radio communication for students, teachers of faculties and departments of journalism, as well as journalists-practitioners, prepared by the author’s team edited by Vasyl Lyzanchuk. Textbok absorbed some considerations and conclusions from previous theoretical developments, which found a new meaning here, deeper argumentation, supplemented by many interesting observations that correspond to the spirit of the time, the innovations that have appeared in recent years in the media space of Ukraine. The textbook has ten sections, each of which is designed to enrich the student with knowledge of television and radio communications, teach him or her all that a media professional should know and be able to apply it in practice. The titles of the sections indicate their practical orientation: «Basic methodical measures of functioning of information radio and television genres», «How we analyze, interpret, explain facts, events, phenomena», «Features of the creation of artistic programs on radio and television» and others. All sections of the textbook are meaningfully connected and constructed in such a way as to provide students with the opportunity to gradually, step by step to deepen their theoretical and practical knowledge of television and radio communications. This is undoubtedly the merit of the authors of the edition. The student will benefit from the numerous examples of television and radio materials prepared by the students themselves. Their creative work should convince that this work can serve as a stimulus for creative work for future journalists during their years of study. In addition to professional competence, as rightly emphasized in the textbook by Professor Vasyl Lyzanchuk, “It is very important to form in students, future journalists, socio-national competence, deep understanding of the essence of freedom of speech and responsibility for the content of the spoken word and image, to develop the belief that they are active participants in the Ukrainian state-building processes, and not intermediaries or repeaters of information”. It should be noted that the educational element is present throughout the textbook starting with the first chapter, historical (author Professor Ivan Krupskyi). While studying this textbook, students should realize that from the honor of journalists, their dignity, patriotism depends on the honor, authority, bright name of Ukraine, its future; that their assertion of Ukrainian national identity is the key to further prosperity of our state.

The subject of the study is the cooperation of S. Efremov with Western Ukrainian periodicals as a page in the history of Ukrainian journalism which covers the relationship of journalists and scientists of Eastern and Western Ukraine at the turn of the XIX-XX centuries. Research methods (biographical, historical, comparative, axiological, statistical, discursive) develop the comprehensive disclosure of the article. As a result of scientific research, the origins of Ukrainocentrism in the personality of S. Efremov were clarified; his person as a public figure, journalist, publisher, literary critic is multifaceted; taking into account the specifics of the memoir genre and with the involvement of the historical context, the turning points in the destiny of the author of memoirs are interpreted, revealing cooperation with Western Ukrainian magazines and newspapers. The publications ‘Zoria’, ‘Narod’, ‘Pravda’, ‘Bukovyna’, ‘Dzvinok’, are secretly got into sub-Russian Ukraine, became for S. Efremov a spiritual basis in understanding the specifics of the national (Ukrainian) mass media, ideas of education in culture of Ukraine at the end of XIX century, its territorial integrity, and state independence. Memoirs of S. Efremov on cooperation with the iconic Galician journals ‘Notes of the Scientific Society after the name Shevchenko’ and ‘Literary-Scientific Bulletin’, testify to an important stage in the formation of the author’s worldview, the expansion of the genre boundaries of his journalism, active development as a literary critic. S. Yefremov collaborated most fruitfully and for a long time with the Literary-Scientific Bulletin, and he was impressed by the democratic position of this publication. The author’s comments reveal a long-running controversy over the publication of a review of the new edition of Kobzar and thematically related discussions around his other literary criticism, in which the talent of the demanding critic was forged. S. Efremov steadfastly defended the main principles of literary criticism: objectivity and freedom of author’s thought. The names of the allies of the Ukrainian idea L. Skochkovskyi, O. Lototskyi, O. Konyskyi, P. Zhytskyi, M. Hrushevskyi in S. Efremov’s memoirs unfold in multifaceted portrait descriptions and function as historical and cultural facts that document the pages of the author’s biography, record his activities in space and time. The results of the study give grounds to characterize S. Efremov as the first professional Ukrainian-speaking journalist.

In the article, advertising communication is explored in the context of socio-political, socio-economic, and cultural-legal processes in Eastern Galicia (1919–1939); The ideological and educational concept of advertising materials is outlined, and the features of shaping Ukrainian civic-state consciousness, national and universal moral-spiritual values, interethnic mutual respect, and tolerance under the influence of press advertising are characterized. In the four chapters of the monograph, a comprehensive study of the essence of Ukrainian press advertising communication in Eastern Galicia is conducted for the first time in the field of journalism science. Iryna Nironovych introduced documents and unpublished materials from eight Ukrainian and Polish archival funds into scientific circulation that are directly related to the development of advertising in Western Ukrainian press. The monograph characterizes the national dominant of press advertising discourse in the conditions of Ukrainian nation’s statelessness. After analyzing advertising in 23 newspapers and magazines, the author of the monograph revealed the specific features of creating information-rich, morally ethical advertising content based on Ukrainian ethnonational principles within the territory of the Polish state. The author also justified the necessity of advertising communication as a means of promoting social solidarity and shaping high moral and spiritual values, as well as humanistic worldview and national beliefs among advertisers and consumers. The monograph characterizes not only the content of information about products and services (verbal and non-verbal parameters) but also the mental traits that, in the conditions of the Polish state, contributed to the promotion of Ukrainian moral and spiritual values. Advertising serves a complex of functions that are essential for meeting the economic, social, cultural, and moral-spiritual needs of the human community. In the conditions of the Second Polish Republic, the situation of Ukrainians motivated advertisers to seek a special socio-psychological, educational, regulatory, and ideological approach to creating advertising. The article emphasizes that advertising announcements with elements of national-patriotic coloring encompassed two components – informational and ideological. Advertising for Ukrainian books on historical topics, magazines, and public organizations carried an enlightening and educational, as well as an emotionally informative character. Press advertising communication in the fields of industrial and agricultural production, trade, household services, and cultural and artistic life served as an emotionally rational factor in strengthening the information-psychological structure of the Ukrainian national community.
