Texto completoMy dissertation traces the genesis and growth of the Chinese emergency management organizational field over the ten-year period since the 2003 Severe Acute Respiratory Syndrome (SARS) outbreak. I conducted my fieldwork in Beijing in 2012, using a multi-method approach that involved interviews, participant observation, and analysis of archival materials.
I found that governing elites and academic experts within the emerging field—what I call the "establishment"—relied upon insider cultural knowledge (e.g., myths) and party-state ideologies (e.g., communist folklore) to legitimize a new risk governance framework and create an emergency management policy domain separate from existing domains. The emergency management establishment enabled these legitimizing claims through its embedded position in government and academia. By using a strategy of curation, it carefully (re)assembled culturally-accepted accounts and ideas, both indigenous and adapted from afar, to create its claims. By becoming institutional evangelists, academic experts in particular entrenched the risk governance framework and propagated the ideas that helped form the field by advocating, advising, and training government officials through multiple field organizational entities.
By also incorporating Foucault's concept of governmentality, I found that the legitimacy project conducted by the establishment consisted of shaping the conduct of emergency management government officials according to its own risk governance framework. This expands current Foucauldian studies on governmentality by highlighting that not only the general population but also elites can be subjected to governmentalization. It also provides a more nuanced reading of the "hollowing of the state" thesis by highlighting how the Chinese party-state strengthened its role as the legitimate emergency manager by including the civil society and the private sector, albeit in lesser roles.
My findings draw attention to the foundational quality of cognitive legitimacy vis-à-vis pragmatic and moral legitimacy, an area which has received scant discussion in the neoinstitutional literature. It also informs the understudied topic of the interrelated influences of power relations, ideas, and experts on emerging organizational field formation within neoinstitutional theory, especially in a non-Western context. Finally, my research updates current understanding of national emergency management policies in the international arena, and especially in China.

Although extensive research has been conducted on urban freeway capacity estimation methods, minimal research has been carried out for rural highway sections, especially sections within work zones. This study filled that void for rural highways in Kansas. This study estimated capacity of rural highway work zones in Kansas. Six work zone locations were selected. An average of six days’ worth of field data was collected, from mid-October 2013 to late November 2013, at each of these work zone sites. Two capacity estimation methods were utilized, including the Maximum Observed 15-minute Flow Rate Method and the Platooning Method divided into 15-minute intervals. The Maximum Observed 15-minute Flow Rate Method provided an average capacity of 1469 passenger cars per hour per lane (pcphpl) with a standard deviation of 141 pcphpl, while the Platooning Method provided a maximum average capacity of 1195 pcphpl and a standard deviation of 28 pcphpl. Based on observed data and analysis carried out in this study, the recommended capacity to be used is 1500 pcphpl when designing work zones for rural highways in Kansas. This research provides the proposed standard value of rural highway work zone capacities so engineers and city planners can effectively mitigate congestion that would have otherwise occurred due to impeding construction/maintenance.

Texto completoThis article seeks to reflect on anthropological work in the field of higher education policy, specifically in the area of University Extension. This proposal tackles this issue from my own professional performance at a national public university in Argentina. I briefly summarize key aspects of one of the programs where I participated, as well as its corresponding institutional framework. The relevance of the case lies in its potential to reflect on anthropological praxis, and it encompasses several issues related to my daily work. Anthropological praxis crosscuts the various stages or levels which compose «extension» policies, namely design, diagnosis, planning, implementation and evaluation. My purpose is to analyze the anthropologist’s intervention in this area —university extension—, that represents the «nexus» between the university and the community », in order to contribute to social transformation. However, this perspective emphasizes (or probably emphasized?) knowledge transfer. I examine the notion of extension and the new concepts that are gaining ground. To think applied anthropology, I consider the following topics: the critical distance and the empathic involvement; the «applicability» of concepts and ethnographic methodologies, anthropology as a praxis; and, finally, interdisciplinary work.

Texto completoEmerging diseases currently represent 65% of recent major disease outbreaks. Of them, 75% are associated with wildlife. Recently, an increasing number of newly discovered viruses have been associated with small terrestrial mammals, particularly with rodents, pointing at this group as one of the most dangerous potential sources of emerging or re-emerging diseases. To meet these challenges for public health, a proper surveillance becomes necessary, which passes by detection of pathogens in human and risky groups of animals, including field investigations. Yet this can be achieved only by using proper techniques of samples treatment and pathogen detection. Currently, polymerase chain reaction (PCR) is the main tool used for the detection of pathogens in routine diagnostic and research. Yet, several researches showed that some substances can inhibit PCR, causing false-negative results. Therefore, we initiated a screening program targeting rodents for the presence of known and unidentified viruses. A total of 1441 rodents were trapped during field campaigns organized in Europe and Africa, between 2002 and 2011. At first we investigated on PCR inhibitors and discussed techniques of treatment of samples allowing reducing the influence of inhibitors in rodent samples. Among the extraction techniques tested, EZ1 virus mini kit and RNAnow extraction reagent were more effective than NucleoSpin virus kit or TRIzol extraction reagent. Also, the use of lungs and kidneys was preferable to the use of liver and spleen, the quantity of inhibitors being higher in the last two organs. No significant difference was observed between storage at -80°C, or in RNAlater RNA stabilization reagent

Texto completoBackground: South Africa has about 50 million people, the world highest number of HIV-positive and has a BNP at 6170 USD. The nurses are registered as a nurse after four years studies and there are approximately 2 nurses per 1000 citizens, compared to Sweden’s 10/1000. Dordrecht Provincially Aided Hospital is a district hospital, offering services as emergency, medical, surgery, maternity, paediatrics, antiretroviral treatment and serves about 15 000 people. Aim: The aim of this study is to explore and describe nurses’ daily work at DPAH.Method: The study is accomplished as an ethnographic study, with participant observations, informal conversations and a questionnaire. It is performed as a field study at the hospital for eight weeks. Eight nurses have been participating in the study. Results: The analysis of the gathered data resulted in a general description of the daily work, but also in 5 categories describing the daily work. These categories were patients relations, staff relations, responsibility, nursing and HIV. Conclusions: The strength of this study has been the ability to provide an over all picture of the daily work which has not been done before
