Context: This thesis focuses on clinical trials in Lebanon, a topic that has been little explored until now. Conducting clinical trials remains essential for advancing scientific research. Over the past three years, Lebanon has faced a series of major crises, including the socio-economic crisis, the Covid-19 pandemic, and the explosion at the port of Beirut in August 2020. It is likely that clinical trials have been significantly impacted by these events due to the deterioration of the healthcare system. In this context, this work examines the ethical issues surrounding clinical trials in Lebanon, with a focus on the perspectives of physicians, key actors in these trials, in a complex socio-economic, legal, and political environment. Method: In order to supplement the exploratory analysis of the literature, which proved insufficient to answer our research question, we opted for a qualitative study based on directed interviews. This method allows us to explore the problem by evaluating the representations of physicians regarding the possibility of still conducting clinical trials, particularly in the face of ethical issues, in the current crisis context. Through this approach, the motivations and concerns of physicians can be better understood. Results: In the context of the economic, political, and health crisis in Lebanon, physicians have adopted mixed attitudes towards clinical trials. Some physicians remain interested in clinical trials; they see them as an opportunity to access innovative treatments for their patients and to contribute to the advancement of medical research despite the challenges they face. Others, however, are concerned about the difficulties associated with conducting clinical trials in an unstable environment, with limited resources and a shortage of drugs and medical equipment. In addition, the increased workload and emotional stress associated with financial insecurity, the Covid-19 pandemic, and the explosion at the port of Beirut appear to contribute to a lack of motivation among physicians. Moreover, the emigration of qualified physicians has made it difficult to conduct trials. According to several physicians in the study, corruption and political-economic instability have also led to emerging concerns and mistrust regarding the safety and ethical conditions under which trials are conducted. Discussion: In Lebanon, despite the various crises that have shaken the country over the past three years, clinical trials are still possible. However, in a state of crisis, clinical trials present new ethical issues such as the relevance of research subjects, the safety of study participants, the quality of their information and free and informed consent, as well as equity in their recruitment. Economic pressure on research institutions and researchers can result in neglect of ethical aspects of research, such as inadequate supervision and poor personnel training. The prioritization of clinical trials in the context of the health crisis can also lead to conflicts of interest between the need to respond to the urgent needs of the population and the rigorous evaluation of the risks and benefits of these trials. The ethical issues of clinical research in Lebanon in a state of crisis therefore require special attention and appropriate regulatory enforcement to ensure the safety and respect for the rights of participants. It should be noted that priorities change in times of crisis, and that the need for access to basic healthcare may be more urgent than the need for clinical research. The problematic covers the way ports in general and the container terminal of the port of Beirut in Lebanon, in particular, manage and optimize the flow of their daily operations.We also included the theory of structuration of Giddens which is a social theory and a theory of social relations, to see how some of its principles could be valuable to our study.The subject of the management of a container terminal and the flaws that reside in its management and that affect its performance is an issue that has not been discussed in depth before. Our deep dive in the container terminal of Beirut port for a year has allowed us to understand the true nature of its problems and their sources.Our presence on the ground gave us the opportunity to conduct a series of meetings with heads of departments in order to understand the gaps and obstacles they face and be able to suggest solutions to their problems through this thesis.Our interviews with heads of departments were aimed at gathering for each department a description of the daily running of operations, the most recurrent problems and challenges they face and come up with possible ways to counter them.This thesis aimed to develop a list of recommendations by department in order to improve each department’s performance in the future and thereby increase the overall performance of the Beirut container terminal

A Tyr, nous avons élaboré un modèle géomorphologique d'accrétion du tombolo. Les archives sédimentaires littorales attestent de forçages d'origine naturelle et anthropique. (1) En amont du brise-lames naturel constitué de l'ancienne île de Tyr, la Surface d' Inondation Maximale est datée vers 7500 ans BP. Des faciès limoneux et une faune marine traduisent un milieu sédimentaire de basse énergie. Cette zone a été abritée de la houle du sud-ouest par un récif gréseux d'environ 6 km de long. (2) Après 6000 ans BP, la stabilisation du niveau de la mer, couplée à des flux sédimentaires importants, a engendré l'accrétion de fonds sableux. Cette dynamique a abouti à la formation d'un proto-tombolo, 1 à 2 m sous le niveau de la mer à l'époque d'Alexandre le Grand (IVe siècle av. J.-C.). (3) Après 332 av. J.-C., la construction de la chaussée hellénistique a entraîné une segmentation irréversible du littoral Tyrien.

As disasters are occurring more frequently, numerous countries have increasingly emphasized the importance of post-disaster recovery. In recent years, the Chinese economy has been rapidly developing. Accordingly, rapid industrial development has resulted in numerous disasters. Particularly, the Tianjin Port explosions on August 12, 2015 are well-known internationally. Because of totalitarian politics in Mainland China, few studies from Taiwan have discussed China’s efforts and accomplishments regarding post-disaster recovery. The 2008 Sichuan earthquake has often been used as an example in studies to discuss the “star disaster area” phenomenon in Mainland China and to reveal how post-disaster recovery in Mainland China is influenced by internal politics and whether the government considers the post-disaster recovery crucial. These two factors affect the amount of resources used for post-disaster recovery in a certain area and the effectiveness of the post-disaster recovery. This study has three parts: (1) We conducted in-depth interviews with local or related researchers, personnel from academic institutions, and government department workers to provide a solid foundation for this discourse and clarify the causes of an event; (2) On the basis of the experiences of interviewees and the interview results, we visited Tianjin and Tianjin Economic and Technological Development Area (TEDA)to conduct a field investigation; (3) Relevant statistical data (e.g., gross domestic product for the local areas and changes in house prices) were provided to support the aforementioned investigation results and consolidate the discussions presented in this study. Finally, we summarized the changing context of industrial spaces in Tianjin and the window of opportunity brought by individual cases and highlighted the problems and contradictions regarding current industrial structures and planning in Tianjin. This was done to encourage the local government of Tianjin to propose a plan for the future development of industrial spaces by highlighting individual cases. Moreover, the effectiveness of post-disaster recovery in China, which is strongly influenced by politics, is found to be able to efficiently facilitate the purchase and reconstruction of post-disaster houses, which in turns helps the recovery of house prices in disaster areas.

Binhai New Area in Tianjin in mainland of China rose in 1980s, it was located in the eastern coastal area of Tianjin and the Economic Zone of Bohai Rim. Because of its vast hinterland of port and rapidly industrial development, it is the gateway of the northern part of mainland China. However, With the rapid development of industrialization, it is easy to cause environmental hazards. The explosion of Tianjin Port in 2015 was the best case. Most of the literature on disaster of recovery and reconstruction in mainland China is based on natural disasters. For example, Tangshan earthquake in 1976, Wenchuan earthquake in 2008, Yushu earthquake in 2010. Therefore, this study would like to explore the structure of the emergency system in mainland China through Tianjin Port explosion, other fire or explosion-related cases, and whether mitigation plan will affect Nangang Industrial Zone. First of all, (1)We provide a solid foundation for the discourse and clarify the causes of an event by in-depth interviews with local government agencies, academic institutions, experts and scholars; (2)On the basis of the experiences of interviewees and the interview results, we visited Tianjin, Beijing, and Tianjin Economic and Technological Development Area; (3)Using the interview data to find out the relevant government agencies who responsible for the explosion accident and the relevant land planning after the explosion, we would like to support the aforementioned investigation results and consolidate the discussions presented in this study.Finally, we summarized that the post-disaster reconstruction mechanism of Tianjin Port, the contradiction of the administrative system after the explosion, the changing context of industrial space, and the rise of Ministry of Emergency Management in mainland of China, and so on.
