In present, innovations are spoken as an engine of the world economy because the innovations are transforming not only business entities but the whole industries. The innovations have become a necessity for business entities in order to survive on floating challenging markets. This way, innovations are driving force of companies’ performance. The problem which arises here is a question of measurement innovation’s effect on the financial performance of company or selection between two or more possible variants of innovation’s realization. Various authors which are focused on innovations processes are divided into two groups in their attitudes towards the question of influence of innovations on financial performance of companies. One group of the authors present the idea that any reliable measurement is not possible or efficient. The second group of authors present some methods theoretically applicable on this measurement but they base their approaches mostly on the methods of measurement of investments effectiveness or they suggest employment of indicators or ratios which wouldn’t be clearly connected with the outcome of innovation process. The aim of submitted article is to compare different approaches to evaluation of the innovation processes. The authors compare various approaches here and by use of analysis and synthesis, they determine their own method how to measure outcome of innovation process.

Resumen
The innovative development of individual enterprises and industries determines the competitiveness of the regional and national economies through modern business technologies for sustainable urban development. The article presents the analysis of categories "science intensive", "high technology", "innovative". The analysis of official data of the Federal Statistical Agency on key indicators of the effectiveness of innovation activities of enterprises is given and their aggregated estimate is given. The dynamics of such indicators as: innovative activity of organizations (specific weight of organizations that carried out technological, organizational, marketing innovations in the reporting year) was revealed; the share of innovative goods, works, services in the total volume of goods shipped, works performed, services; costs for technological innovation; specific weight of expenses for technological innovations in the total volume of shipped goods, works performed, services, etc. In the course of the research, recommendations were developed to increase the efficiency of innovation activities of enterprises based on assessing innovation activity and identifying innovative capacity, as well as applying the necessary economic and mathematical tools for the assessment and modelling of innovative projects and enterprise programs.

Resumen
The present article provides an overview of modern sources of scientific literature on the evaluation of the effectiveness of innovative projects. Currently, there is no generally accepted methodology for evaluating innovation efficiency. Since innovation and investment activities are closely related, many authors use the UNIDO methodology (based on accounting cash flow) to evaluate the efficiency of innovation activities. In Methodological Recommendations of the Ministry of Economy of the Russian Federation of 1999, in addition to reviewing the financial efficiency of investment projects, it is proposed to evaluate the social and budgetary efficiency. However, the evaluation system in these recommendations refer only to the part of business (financial) efficiency. Since the Russian Federation is on its way of formation of an innovative economy, there is a need to develop an adequate methodology for evaluating innovation efficiency, taking into account the most significant of effects: financial, socio-economic, budgetary, environmental, scientific and technical. The author of the article reviews and analyzes the main achievements made in this area, discloses the essential characteristics of the efficiency types. Also the author analyzes the most rational approaches of Russian scientists in trying to develop a methodology for evaluating innovation efficiency.

Introduction. It is proved that the role of innovation efficiency is significant for high- tech enterprises and is growing for the economy as a whole. However, evaluation of the efficiency of investment in innovation, which is used in practice, does not take into account sufficiently the features of the innovation process, which leads to a high proportion of false decisions and lack of the commercial outcome of innovations. To increase the efficiency of innovative activities of enterprises, new requirements are put forward to improve the mechanism of selection of innovative projects during their internal examination.The purpose of the study is to deepen the methodological approaches to assess the effectiveness of innovation performance of enterprises and improve the mechanism of examination of innovative projects.Research methods. The article used general scientific and specific research methods, in particular: analysis and synthesis - to improve the interpretation of the concept of “innovative activity of the enterprise”; system approach - to clarify the economic meaning of the concepts of “management of innovative activities of the enterprise”, “efficiency of innovative activities of the enterprise”; graphic - for visual representation of statistical material and illustration of theoretical and practical provisions; expert assessment - to determine the effectiveness of innovative activities of the enterprise.Results of the research. In the course the evaluation of the efficiency of investments in the innovation project predetermines processing of expert assessments applying special tools, which involves checking the conditions of consistency and consensus of experts’ ideas. The final stage of the expertise involves making a decision on selection of one or several innovation projects for implementation in the conditions of the enterprise under consideration. It is established that the basis of selection should be the rating of the innovation project, the cost of its implementation and the budget of the enterprise’s innovation development. The final decision on the appropriateness of introduction of the innovation project does not require rigid formalization, but should be taken by senior management board of the enterprise as a result of qualitative assessment of the efficiency of investment in innovation projects.Perspectives. In future research, we plan to develop an algorithm for evaluating and selecting innovative projects during its examination at the enterprise level; to investigate the methodological tools for evaluating the effectiveness of innovative activities of enterprises.

The provisions most modern economic theories argue that the main factors of economic development in postindustrial century are innovations based on new scientific knowledge. The stability and efficiency of economic systems in a global competition can be achieved by forming a high innovation potential, which is one of the main subjects of the state innovation policy. An analysis of the theories social development and innovation dynamics has been proven the need to consider innovative capacity as a relative category, consisting of a resource component, taking into account the balance of risks and opportunities for innovation and competition intensity. Methodical approaches to the estimation of innovative potential of economies based on concepts put forward are offered.

Purpose The purpose of this paper is to examine the individual and joint effects of the two design dimensions, form design and functional design, and moderating role of product innovativeness and technological sophistication in consumer’s evaluation of new products. Employing theoretical underpinnings from categorization theory, this paper investigates two major research questions. First, what type of form is more advantageous for a radically new product or an incrementally new product? Second, is there an individual difference in consumer evaluations to innovative products with various form designs? Design/methodology/approach One pre-test and three between-subject experiments were performed. In Experiments 1 and 2, a two-way between-group ANOVA analysis was performed to examine the effect of form and the degree of technological innovation on attitude toward the product using different product categories (car and camera). In Experiment 3, a three-way between-group ANOVA analysis was performed to explore the impact of form, the degree of technological innovation and consumer technological sophistication on attitude toward the product. Findings The results from the three experiments conducted demonstrate that, first, whereas the form design for incremental innovations must be closer to the incumbent products for favorable evaluations, less typical form is evaluated as good as a more typical form for radical innovations. Second, form design of an innovative product matters more to the technologically more sophisticated consumers (experts). Originality/value This paper extends the previous design literature and fills the gap of under-researched area by demonstrating that individual difference, technological sophistication, moderates the design effect on consumer evaluation of innovation; providing boundary condition of when the atypical form is not penalized in spite of consumer’s perceived learning cost; examining how the form and function interplay in “high-status product”; and demonstrating how to strengthen the reliability and validity by replicating the study. Managerially, this paper demonstrates that innovating firms can influence the perceived value of new products using form and functionality, and marketing managers who launch really new products have strategic freedom of choosing own product design.

The article seeks to develop a model for evaluating the innovative development of the national transport infrastructure in the context of globalization. In order to evaluate the innovative development of the transport infrastructure of Ukraine, the innovation activity of the transport sector of the economy is analyzed. It is argued that innovation activity is a quantitative and qualitative characteristic of innovation performance that refers to the degree of innovation capacity realization. To assess the level of innovative development of transport infrastructure, a three-component system has been suggested which includes the following groups of indicators: indicators of innovation activity, indicators of innovation capacity and innovation efficiency indicators. Innovation activity is proposed to be considered as a characteristic of the dynamism of innovative activity of transport infrastructure objects which is assessed by the speed and scale of generating innovations, their market promotion and implementation in the activities of transport enterprises. Innovation capacity is associated with the perspectivism of innovative activity of transport infrastructure objects and is evaluated by potential opportunities that shape the innovative development prospects and trends, as well as strategic guidelines for the transport companies. Innovative efficiency is an indicator of innovation feasibility with regard to the two-way effects of economic, social, environmental and information factors on the level of innovative development of transport infrastructure. The key advantage of the proposed model for assessing the level of innovative development of transport infrastructure is the ability to take into account the principles of dynamism, perspectivism and expediency which contributes to provide comprehensive evaluation of the basic processes of innovative development.

This article is an attempt to expand a scientific discourse on building innovation potential of integrated business structures within the innovation processes at the macro-, meso- and microlevels. It is noted that a number of innovation aspects still lack clearness and lead to ambiguity in interpretations, whereas the role of intellectual assets is increasingly growing as a key driver for business development. Within the scope of this study, the innovation potential of integrated business structures is viewed as a set of potentials of business units involved, in their synergistic development, through the prism of creating and ensuring effective operation of all cluster participants in the current and strategic periods which in turn challenge for financial, human, technological, managerial and innovation resources to be employed to maximize the synergy of innovation capacity, and ultimately, to facilitate the creation of a robust framework for innovations / novelties at different levels. It is emphasized that in terms of exploring the innovation potential of integrated business structures, given the specifics of their activities, a critical objective is to assess the maturity of their development, since the evaluation of innovation potential will enable to identify the primary drivers of success and the key benefits as well as availability of product and technology innovation – all of that laying the foundations of gaining innovative competitiveness of integrated business structures overall. It is also noted that the strategies developed by integrated business structures to enhance manufacturing, economic, financial, personnel related or technological aspects of business activities and other important processes set the vectors of future effective performance and development and should rely upon creative, innovative approaches to meet various market and consumer needs. It is argued that a comprehensive assessment of the implementation of innovation potential of integrated business structures will unlock their current innovation potential and track its development trends and dynamics which might offer opportunities for further adjustments to boost innovation capacity for particular integrated business structures. The findings resume that innovative potential of integrated business structures covers the whole range of innovative resources able to enhance business performance and contribute to its optimization as well as provide opportunities to generate and implement innovations to gain strategic competitive advantages in the context of sustainable development. The proposed algorithm to evaluate the innovation potential of integrated business structures through the use of key assessment indicators will help build a desirability scale for the innovation potential indicators where the values of individual responses refer to a desirability range for integrated business structures. A conclusion is made that enterprise innovative development is a key driver in attaining a competitive edge whereas the innovation potential is an indicator that demonstrates company receptivity to change and innovation. Implementation of the above methodology provides important implications for further improving innovation performance of integrated business structures through forecasting their innovation capacity building along with promoting effective operational and development strategies.

Social innovation has gained prominence as a way to address social problems and needs. Evaluators and social innovators are conceptualizing and implementing evaluation approaches for social innovation contexts; however, no systematic effort has yet been made to explore and assess the overlap between evaluation and social innovation based on the empirical knowledge base. We address this gap, drawing on 28 empirical studies of evaluation in social innovation contexts to describe what evaluation practices look like, what drives those practices, and how they affect social innovations. Findings indicate most had developmental purposes, emphasized collaborative approaches, and used multiple methods. Prominent drivers were a complexity perspective, a learning-oriented focus, and the need for responsiveness. Reported influences on social innovations included advancing strategies, improving delivery, balancing aggregate and local information needs, and reducing risk. Conflict resolution, the quality of relationships, and availability of time and capacity mediated these influences. More peer-reviewed empirical studies and a broader range of study designs are needed, including research on how evaluations influence social innovation processes over time, phases, space and scale.

The work deals with the problems of innovation transfer and intellectual property management at enterprises. An approach reasoning the choice of innovations and the type of their transfer at an enterprise has been developed, which increases the efficiency of innovation processes. For this purpose, the essence of the category “innovation transfer” regarding the micro-level was clarified and determined according to the sources of innovations. A set-theoretic model of innovation selection based on evaluating the essence of innovations, their generators (suppliers) and implementation conditions has been developed. For such an assessment, a set of criteria has been proposed, a number of the most essential conditions for introducing innovations at an enterprise have been identified, and an optimization model for the efficiency of the innovation development process has been developed. They allow making an informed choice of innovations in accordance with the needs of the enterprise. Evaluation criteria for the innovative potential are proposed and their essence is determined. Testing of the evaluation confirmed the possibility of using the proposed criteria. A model of innovation transfer, which presents the main processes and participants in the transfer of external and internal innovations has been developed, which allows enterprises to ensure a high level of organization and implementation of the transfer. Given the direct relationship between the transfer of innovations and intellectual property, an approach to improving intellectual property management at the enterprise is proposed. A number of principles of intellectual property management have been determined. The stages of intellectual property management at the enterprise are proposed as a set of specific actions determining all processes directly or indirectly related to such management, as well as those responsible for these processes and resource provision.

Innovative activities underpin the economic development and competitiveness of Russian regions. This article seeks to compare the innovation performance of Russia’s north-western regions, which are among the most progressive in the country, and their available resource. A review of the literature suggests that most Russian publications combine systems of composite indices with econometric and statistical approaches to evaluate regional innovation performance. The same methods are employed in this study. Comparative analysis indicates significant differences between the regions in both available resource and innovation advancements. Juxtaposing composite resource availability indices and innovation performance aided in devising a typology of regions and analysing changes in the position in a composite evaluation matrix. The findings demonstrate that Saint Petersburg and the Leningrad region comfortably outperform the other northwestern regions in innovation. Regression and correlation analysis reveals that innovation performance depends crucially on earlier achievements and currently available resources. The Novgorod region, however, is making headway without a marked change in the level of resources. Thus, it is important to transfer innovations designed in resource-rich regions to their less well-off counterparts to achieve positive synergy throughout northwest Russia.

ObjectiveOutcome selection and reporting in studies of novel surgical procedures and devices lacks standardisation, hindering safe and effective evaluation. A core outcome set (COS) to measure and report in all studies of surgical innovation is needed. We explored outcomes in a specific sample of innovative surgical device case studies to identify outcome domains specifically relevant to innovation to inform the development of a COS.DesignA targeted review of 11 purposive selected case studies of innovative surgical devices.MethodsElectronic database searches in PubMed (July 2018) identified publications reporting the introduction and evaluation of each device. Outcomes were extracted and categorised into domains until no new domains were conceptualised. Outcomes specifically relevant to evaluating innovation were further scrutinised.Results112 relevant publications were identified, and 5926 outcomes extracted. Heterogeneity in study type, outcome selection and reporting was observed across surgical devices. Categorisation of outcomes was performed for 2689 (45.4%) outcomes into five broad outcome domains. Outcomes considered key to the evaluation of innovation (n=66; 2.5%) were further categorised as surgeon/operator experience (n=40; 1.5%), unanticipated events (n=15, 0.6%) and modifications (n=11; 0.4%).ConclusionOutcome domains unique to evaluating innovative surgical devices have been identified. Findings have been combined with multiple other data sources relevant to the evaluation of surgical innovation to inform the development of a COS to measure and report in all studies evaluating novel surgical procedures/devices.

The strategy of economic and social development of Ukraine is aimed at introducing an innovative model of structural construction and economic growth. At the same time, the main source of such growth is innovation products, the creation and use of which is the main driving force of the country's economic development. Currently, there are certain problems in Ukraine that hinder the development of innovation activity. These include: - insufficient level of financing of scientific and technical works and associated derivative threats (loss of scientific personnel and intellectual property, inappropriate structure of scientific and technical potential, reduction of innovation activity, etc.); - insufficient level of informational support of innovation sphere; - unsuccessful tax policy of the state in the innovation sphere; - weak development of technology transfer technology. Innovative products become the subject of accounting since the documentary design of its adoption. Externally, such acceptance may have signs of copyright (certificates, etc.). Identification of objects of accounting of innovation activity involves their assessment. Evaluation of innovation projects and programs should be carried out in three directions: 1) evaluation of innovations with a view to their selection (pre-investment stage); 2) accounting (accounting, cost) assessment of innovations (at the moment of innovation attraction and by the end of their period of operation); 3) assessment of the efficiency of innovations (in parallel with the operation of innovations and after the investment stage). Having analyzed the Ukrainian legislation on the accounting evaluation of such an object of accounting as innovation, one can conclude that the regulatory and legal framework is inadequate and inconsistent. The identified shortcomings therefore require improvements in the methodology and practice of accounting for innovation assessment. The assessment should take into account the factors of influence and the specific situations in which the company is located. In our opinion, the assessment of innovations as an object of accounting and analysis should: - to show the quantitative and value value of a specific type of innovation; - to give an assessment from the moment of introduction and for a certain date up to the release of innovative products and the implementation process; - reflect market value and expert assessment for possible implementation through patenting and licensing; - reflect the recoverable cost of innovative projects to be upgraded, reconstructed and improved during operation; - take into account the liquidation value or the cost of the sale; - serve as the basis for conducting an economic evaluation of the innovation process; - to be an institutional basis for the legal services to perform certain activities related to the negotiation of the conditions for the development of innovations, the protection of property rights and the issuance of results by patents; - to provide information on the requirements of statistical accounting, tax and investment regulation, administrative management, etc. The peculiarity of accounting for innovations is their attribution to a particular type of activity. In this connection, there are some problems and inaccuracies. In our opinion, the innovative activity will be classified as operational in the case when the enterprise is experimental and its operational activities involve the introduction of new varieties of plants, animal breeds, etc. Otherwise, the innovation activity will be expressed through investment. The accounting of innovations should reflect the information on income, expenses and the process of development and implementation of innovations at the enterprise, which determines its purpose. To account for innovations, appropriate accounting records should be assigned. However, the current legislation provides for the identification of information only for the cost of research and development. All other information about the innovative state of the enterprise development is reflected in the general accounts of assets, income, expenses, etc. Using common accounts for innovation is not convenient, because information is sparse. In order to overcome this shortcoming, it is expedient to use the information of the accounting of innovation activity. In addition, the amount of innovation costs should be used. For successful construction of the models of accounting for innovations it is necessary to take into account the needs of internal and external users, in particular by changing the forms of both financial and statistical reporting. The results of the research allow us to formulate the following conclusions and suggestions. First of all, the regulatory framework for innovation assessment needs to be improved. It should take into account the peculiarities of the functioning of enterprises. In addition, the urgent issue is the development of methodological recommendations for the accounting of innovations, which will form the basis for the development of the Order on accounting policies in terms of innovation activities of the enterprise. Resumen
This article introduces a new idea evaluation method, named “Attributive Idea Evaluation” (AIE), for corporate open innovation communities. AIE aims on the contextual integration of all employees’ knowledge and is based on twenty attributes. Assigning these attributes to ideas facilitates intuitive evaluations. Ranking different ideas is enabled by enclosing corresponding numerical values, correlating to success potential. The method generated convincing results when utilized to evaluate innovation ideas within a large German service company, fulfilling most of the requirements for evaluating ideas in early phases of the innovation management process. Additional discussions with the participants and an expert interview confirmed AIE’s utility, usability, and reliability.

The evaluation on the university's innovation ability, not only may improve university's efficiency and level of scientific research, but also make a significant sense to perfect the china' scientific research innovation system. Based on Referring to the recent research achievements at home and abroad, research and design work was carried out in the following area. Firstly, the multi-university research innovation ability evaluating indicator system is designed in this paper. By the principle of science and justice, through questionnaires, expert opinion and reference to relevant research results. The paper designed the multi-university's research innovation ability evaluating indicator system. A variety of typical evaluation models and methods are studied. Then two evaluation models between PCA-BP and PCA-FNN are taken into comparison. And the results show that the research and application of PCA-FNN is proved to be a new method and made a significant attempt for the university’s evaluation of research innovation ability.

The essence of index methods of assessing the innovative national potential is investigated in this paper. The objective of the paper is to characterize the index methods of assessing the national innovation potential. The following scientific tasks are solved: determination of the main methods of assessment based on the use of international assessment indices, characteristics of the city of Ukraine in the world in terms of innovation potential; development of directions of use of the received estimations of innovative potential for its further improvement. The main research method is the index method. As a result of using the global innovation index, it is determined that during the period 2014–2021, Ukraine has improved its innovation performance. It is established that Ukraine has the best results in the field of knowledge and technology, and the worst results are characterized by indicators of innovation infrastructure development. Assessment of Ukraine's innovation potential according to the Bloomberg Innovation Index and the Innovation Union Scoreboard (IUS) shows that the country lags far behind European countries. The EU Innovation Scoreboard places Ukraine in the emerging Innovator group. Ukraine's main strengths include its advantageous geographical location, market capacity, deep and comprehensive free trade area between Ukraine and the European Union, and human potential with relatively high level of development. The value of the constituent indices should determine the specific priorities and objectives of Ukraine's innovation development, make adjustments to innovation strategies and programs. Public administration bodies should carry out constant assessment, control over the components of innovative development, development of financing measures and state support for priority areas of innovative development, taking into account international indices. The state innovation policy should take into account international assessments, the dynamics of changes in national innovation components, forecasts and trends in global innovation development.

The company’s success lies in understanding its situation and the differences in its own business and in creating original, and functioning innovation management system. The main task of the owner and management of the company is to create conditions for the creativity of its employees through the created method of providing financial resources and systematic creation of the research team. Innovation and its successful management and implementation helps to overcome the challenges of globalization. The paper aims to evaluate innovation activities, especially concerning the type of implemented innovation activities, initiator, way of development, obstacles, and type of protection of intellectual property. At the same time, the evaluation of innovation activity management is carried out according to the model of Wolcott and Lippitz (2007), which takes into account two parameters, namely the power of authority and organizational responsibility. Data on innovation activities of enterprises are obtained through a proper questionnaire survey carried out by selected innovative companies. The results of the questionnaire survey are evaluated using the IBM SPSS Statistics 21 statistical program. Cluster analysis is also used to identify categories of innovative enterprises.

The growing imbalance in regional innovation development has become an urgent issue in China’s strategy to build an innovative country. To enrich the regional innovation capacity evaluation system, scientifically assess regional innovation capacity, and explore available pathways to improve regional innovation capacity, this paper introduces a multiattribute decision-making method for evaluating regional innovation capacity. First, a random forest model and the DEMATEL-based analytic network process (DANP) method are applied to calculate the weights of the evaluation attributes. Second, the multiobjective optimization by the ratio analysis method based on the maximum and minimum (MOORA-min-max method) is used to calculate the evaluation attribute gap ratios and regional innovation capacity of each region. Finally, the limitations of regional innovation development are identified based on the evaluation attribute gap ratios and the critical influence strength roadmap (CISR) to explore the regional innovation capacity improvement pathways. The results show that “output capacity of R&D personnel in universities and research institutes” is the most fundamental evaluation attribute in the regional innovation capacity evaluation, while “output efficiency of R&D funds in universities and research institutes” is the most influential evaluation attribute. Research in Sichuan and Inner Mongolia reveals that regions need to identify critical constraints in four aspects: knowledge creation, knowledge acquisition, enterprise innovation, and innovation environment, to improve regional innovation capacity.

Purpose Engaged employees are a critical asset in any business. This is largely because engaged employees tend to proffer innovative solutions to complex problems in the workplace. The purpose of this paper is to examine the relationship between engagement and innovation as moderated by the use of 360-degree evaluation. Design/methodology/approach A survey targeting employees in Lebanon solicited their perceptions of 360-degree evaluation, engagement and innovative behaviors along with a statement as to whether their firm used 360-degree evaluations or not. Structural equation modeling (SEM) was used to test the moderating effect of 360-degree evaluations on the latent variables of engagement and three facets of innovation. Findings SEM results show that 360-degree evaluations serve to enhance engaged employees’ innovative work behavior. However, ideation (creation and implementation) behaviors are more strongly influenced by the presence of 360-degree evaluation as compared to their “tangible” counterpart (technology and financial resource use). Research limitations/implications Respondents selected for this research were randomly sampled employees in Lebanon. A stronger study strategy would be to study paired departments within organizations – one implementing 360-degree evaluation and another not implementing it. Practical implications Managers, seeking to engender and strengthen innovative behaviors in engaged employees, should utilize 360-degree evaluation processes. Furthermore, the 360-degree evaluations should be designed to probe both tangible (technology and financial resource use) and intangible (idea generation and implementation) facets of innovation. Originality/value This study yields a deeper understanding of the relationship between engagement and innovative behaviors in the workplace along with managerial insights into the design and use of 360-degree evaluation.

American and European researchers started emphasizing the role and meaning not only of information but knowledge which gave rise to a whole set of new definitions for modern society, including «knowledge society», «knowledgeable society», etc. Modern market conditions require businesses to find new approaches to corporate management, planning, and control. The right choice of direction in introducing new knowledge largely predetermines efficacy of achieving stated objectives. We often see how insufficient evaluation of initial economic opportunities leads to a halt of many perspective innovations and investment projects and programs because of the lack of financial and economic resources for their completion. It is possible to avoid such situations, if at the stage of practical implementation strategy formulation, we exclude “unreachable” projects based on the low initial innovative activity of the company. The aim of this research is to formulate methodological approaches to selecting projects of new knowledge generated based on widespread investment design methods considering peculiarities of enterprises development strategy. The author offers methodological approaches to selection of results of new knowledge generation based on widespread methods of investment design and considering features of innovative development strategy. New methodological approach includes the following stages: company economic opportunities analysis; innovative ideas generation; preliminary innovation selection; presentation of innovation idea in the form of innovation project; innovation project efficacy evaluation from the point of view of investment perspectives; evaluation of innovation project efficacy from company economics point of view; multidimensional analysis of obtained quantitative evaluation with the aim of choosing the most perspective innovation projects. This paper is focused on the first stage — company economic opportunities analysis.

Bibliographic review: There is no complete, exhaustive, and absolute definition of health evaluation. Several evaluative approaches and tools were identified. They can be adapted and used according to the evaluator's evaluative objectives, paradigms, and theoretical influences. Moreover, essential concepts regarding the implementation of innovations were considered and synthesized, allowing the reader to understand the complexity of this phase and its impact on the success of innovations. Final considerations: Although the evaluative field is broad and has several distinct concepts, this article presents a synthesis of concepts that would support decision-makers in evaluating their organization's innovation process. Furthermore, the present paper enables a better understanding of the risks of success or failure of interventions (or innovation) from a comprehensive perspective of the critical determinants in the implementation phase.

Purpose. Evaluate the efficiency of the innovation project. Methodology. It has been generalized, compared and detailed of the information on modern methods of evaluating the innovative project effectiveness by the analysis of the modern literature. Results. The innovative development of enterprises in a developed market environment is a necessary and indispensable condition for ensuring competitiveness. Achievement of high or sufficient indicators of economic efficiency of innovation is an indicator of the result obtained in the course of investing and all resources in a new product, operation or technology. The introduction and practical implementation of even a small-scale innovative project (workshop of an enterprise) will improve the main technical and economic indicators, namely, increase production by 20 % and reduce production costs by 18.75%, increase product profitability by 4.28% and a decrease in production costs by 6.14 %. Originality. Analyzed the works of domestic and foreign economists dedicated to innovative development. Modern approaches to assessing the economic efficiency of an innovative project are considered. Practical value. It is shown that one of the economic criteria, that can be used by enterprises, is the economic effeciency innovation. This criterion means that the result obtained after investing of all resources in a new product, operation or technology has a certain beneficial effect.

AbstractObjectiveThe scholarly dissemination of innovative medical education practices helps broaden the reach of this type of work, allowing scholarship to have an impact beyond a single institution. There is little guidance in the literature for those seeking to publish program evaluation studies and innovation papers. This study aims to derive a set of evidence-based features of high-quality reports on innovations in emergency medicine (EM) education.MethodsWe conducted a scoping review and thematic analysis to determine quality markers for medical education innovation reports, with a focus on EM. A search of MEDLINE, EMBASE, ERIC, and Google Scholar was augmented by a hand search of relevant publication guidelines, guidelines for authors, and website submission portals from medical education and EM journals. Study investigators reviewed the selected articles, and a thematic analysis was conducted.ResultsOur search strategy identified 14 relevant articles from which 34 quality markers were extracted. These markers were grouped into seven important themes: goals and need for innovation, preparation, innovation development, innovation implementation, evaluation of innovation, evidence of reflective practice, and reporting and dissemination. In addition, multiple outlets for the publication of EM education innovations were identified and compiled.ConclusionThe publication and dissemination of innovations are critical for the EM education community and the training of health professionals. We anticipate that our list of innovation report quality markers will be used by EM education innovators to support the dissemination of novel educational practices.

Background/Aims The National Innovation Accelerator was developed in 2014 to increase the uptake of innovation across the NHS by providing strategic funding to candidates. This study aimed to critically evaluate the success of the National Innovation Accelerator in supporting innovation in the NHS. Methods Innovations that were supported by the National Innovation Accelerator were categorised into ‘eHealth’, ‘healthcare centre medical devices’, ‘mobile medical devices’ and ‘other’. Peer-reviewed literature was used to assess all innovation types. For eHealth innovations, organic website traffic and app store reviews were also used to assess patient engagement and popularity. Results The majority of innovations supported by the programme were categorised as eHealth; however, these were also more likely to be unsuccessful in terms of patient engagement. Meanwhile, healthcare centre and mobile medical devices were likely to be supported by peer-reviewed studies and clinical trials. Conclusions The success of the National Innovation Accelerator in supporting healthcare innovation varies depending on the type of innovation, with innovations in medical devices achieving greater success than eHealth innovations.

Purpose – The purpose of this paper is to introduce a workshop process to enhance the learning of employee-driven innovating (LEDI) and to evaluate in multiple ways the practical effects of the LEDI process, which aimed to enhance the employee-driven innovation practices at workplace level in a public organisation. Although front-line employees are increasingly encouraged to participate in innovation, organisations lack multi-level knowledge on the practices, outcomes and effects of participation. Design/methodology/approach – A six-month development process (LEDI) was conducted to empower front-line hospital support service workers to learn to innovate and to apply this in the services they provide. The process consisted of different themes: future visions, current services, creating new services and evaluations of ideas and innovation embryos. The multi-method evaluation of the process included pre-evaluation of the generated innovation ideas, a developmental evaluation of the selected innovation embryos, a follow-up evaluation of the innovation ideas and an evaluation of the organisational level effect via a quantitative survey. Findings – The intervention process had positive effects on employee participation and learning to innovate. The conclusion of the four evaluations is that the LEDI process developed a new kind of agency among employees and enabled significant improvements to services. The evaluation of the organisation-level effect revealed that the process had also improved the views regarding preconditions for development. Originality/value – The intervention method is a practical application of employee-driven innovation conception that is validated as practical and effective at workplace level. The process is a viable method for enhancing workers’ innovation-related learning in service organisations. The novelty of the method is based on the multi-disciplinary combination of approaches that consist of theories of practice-based innovation, expansive learning and emphatic human-centred service design.

In this article we will consider the main problems we face in determining the effectiveness of attracting investment in innovation activities of the enterprise. Many researchers have long been developing better mechanisms for evaluating the effectiveness of investment activities. These include simulation techniques and a multi-step approach. As part of this study, we adapt these techniques for the process of evaluating the economic efficiency of innovation, taking into account the identified features. The methods of evaluating the effectiveness of innovation activity in relation to the investment aspect are proposed, the peculiarity of which is the fact that the amount of project money flows and the amount of investment costs, in particular working capital, needed for introducing the assets of an innovative project into for the production with the use of the newest technologies and innovations are taken into consideration. It is proved that the evaluation of the efficiency of investments in the innovation project predetermines processing of expert assessments applying special tools, which involves checking the conditions of consistency and consensus of experts’ ideas. The final stage of the expertise involves making a decision on selection of one or several innovation projects for implementation in the conditions of the enterprise under consideration. It is established that the basis of selection should be the rating of the innovation project, the cost of its implementation and the budget of the enterprise’s innovation development. The final decision on the appropriateness of introduction of the innovation project does not require rigid formalization, but should be taken by senior management board of the enterprise as a result of qualitative assessment of the efficiency of investment in innovation projects. Simulation modeling is proposed, which will allow to make a decision on the effectiveness of attracting investment in an innovative project.

The article investigates the problems of innovative development of enterprises in modern conditions of management and competition. The urgency of improving the innovative management of health care facilities is indicated. It is concluded that the current methodological approaches to the analysis of innovation activities of enterprises are insufficient and they need further improvement. The purpose of the article is to substantiate the new methodological and applied principles of analyzing the innovative activities of health care institutions in the context of improving control as a function of management of their further development. Leading methods of evaluation of innovation activity, innovation potential and innovative development of enterprises are generalized. The components and indicators of evaluation of innovative development of health care institutions are determined. An algorithm for comprehensive assessment of innovative development of health care facilities has been developed. The peculiarities of the management of innovative development of health care institutions have been identified, among which the risk of making a wrong management decision is increased; availability of a differentiated institutional and legal basis for regulating the innovation sphere for enterprises providing medical services; strategic focus of enterprises on the development of service and product innovations; limited state support for innovation; the presence of risks of leakage of information containing trade secrets. The applied significance of the research results lies in the qualitative and thorough analysis of innovation activity, and, consequently, the adoption of more informed management decisions for their further development. The scientific novelty of the research results is the further development of methods for analyzing the innovative development of health care facilities as one of the basic functions of their management.

The paper is based on a detailed analysis of literature and conducted research to create a system for work with innovative ideas, opportunities and innovations in company. This paper reports the main results of the research that authors conducted on a sample of 318 respondents. Main purpose of the research was to identify the key elements of the use of innovation in marketing management system for work with innovation, opportunities, knowledge and application of lateral thinking. This paper deals with the identification of the main preconditions for successful use of the proposed system for work with innovative ideas, opportunities and innovations in business. Attention is also paid to the identification of the most common problems in the use of innovation and innovative ideas in business. The paper presents a series of recommendations to minimize the described problems and serves valuable tool for marketing manager for the efficient use of labour with innovative ideas, opportunities, innovation and expertise in the company. Following methods were used for research: comparative method of qualitative evaluation method, the method of structured and structured interviews, observation method, the method of document analysis (method of content analysis) and questionnaire method.

Annotation. Introduction. At the present stage of society development scientific and technical activity which is based on innovative breakthroughs, is the major factor of production intensification and growth of its economic performance. One of the conditions for the creation and successful entry into the innovative market is a high level of organization development processes and implementation of innovative projects. Among all types of projects, innovative is the most risky type of projects. Therefore, it requires a very in-depth analysis of the risks of its implementation and an assessment of project efficiency. Purpose. The purpose of the article is to clarify the essence of the concept of ” innovative project”, its role and significance for the activities of enterprises, as well as the need to assess the effectiveness. Results. The article is focused on the essence of evaluation of innovative projects efficiency. The approaches of domestic and foreign scientists in a direction of development of innovative activity and strategic development of the enterprise are investigated. The necessity to improve methods of innovative projects evaluation has been justified, in accordance with the specificity and complexity of an innovative project implementation, related to many risks. The main methods of the innovative projects evaluation and typical disadvantages of the existing methods were identified, and ways of eliminating these disadvantages were proposed. Review of the interpretation of various authors in terms of the definitions of innovation and innovation project. Conclusions. It is concluded that the importance of evaluation of innovative projects are very important and explained the size of the indicators in its structure, reflecting the prospects and threats of the enterprise in the development and implementation of innovative projects. It has been determined that an innovative project is a complex system of mutually-conditional and related goals and programs to achieve them, which represent a set of research, development, production, organizational and other activities, appropriately designed sets of project documentation and provide an effective solution to a specific scientific and technical problem, expressed in quantitative terms, and leads to the appearance of innovation. For most domestic small and medium enterprises is characterized by the use of a system of indicators only of financial performance. Such systems are inconspicuous, because in modern conditions becoming increasingly important: assets of enterprises, market factors, innovation potential, etc. There is a need to form new criteria for assessing the level of innovation potential of enterprises, which would allow to cover all important areas of activity and the success of their interaction with the external environment. The developed systems of indicators are not sufficiently adapted to the Ukrainian realities, therefore they need some improvement and modification, which may be the subject of further research on the formation and increase of innovation potential and innovative development of small and medium enterprises. The article identifies the stages, content and principles of resource potential formation and approaches to assessing the innovation potential of small and medium enterprises. Evaluation indicators, which can be used to obtain comprehensive quantitative and qualitative information about the innovation potential and innovative development of the enterprise, forms a system of economic indicators. The formation and implementation of such a system contributes to sound planning, effective control and operational regulation of the level of innovative development of the enterprise. Based on the basic principles of forming a system of indicators for assessing the level of investment potential of enterprises, known systems of indicators and our own research, we have identified five groups of indicators for assessing the level of innovation potential of enterprises, namely: indicators of product innovation; indicators of resources for innovation (material, financial, labor, energy, information, intangible); indicators of innovation activity; indicators of the management system and indicators of the level of innovative development. Each of these groups characterizes a certain aspect of small and medium business.

Innovative processes currently constitute one of the most important alternatives for increasing organisations’ levels of competitiveness and productivity. The Colombian state (being conscious of this) has generated mechanisms aimed at encouraging technological and innovative development activities in SMEs, as was the case with the Colombian Prize for Entrepreneurial Technological Innovation for SME (Innova) 2006. The experience acquired through the technical evaluation of such prize was a valuable element for identifying Colombian MSMSC innovative characteristics and trends. The present article seeks to establish the current state of innovation in SMEs from experience gained when evaluating and awarding the Innova prize; a frame of reference concerning innovation and design, the methodology used for evaluating the prize and some general statistics regarding the results obtained in 2006 are thus presented. A future publication will give the factors influencing innovation taking geographical regions, sectors and impact as reference. Such results revealed innovative initiatives in strategic sectors such as computer science and services, the leadership of cities such as Bogotá and Medellin and the need for producing clear guidelines for incorporating process and product design into being part of the innovative process.

The article claims that evaluating the efficiency of innovative activities of enterprises is one of the most important functions of management, which illustrates a complex dialectical connection with other functions and serves as a driver for further growth of innovative activities of enterprises. It is pointed out that establishing a set of quantitative indicators for each component makes it possible to disclose the impact of promoting innovations on certain areas: production, enterprise economics, finance, marketing, research and social spheres, environmental activities. It is found that integral indicators calculated for all the components of the efficiency of innovative activities provide an opportunity to analyze the dynamics of innovations and to determine the most effective ways of enhancing innovative performance of enterprises. In addition, they act as a basis for designing a diagram, which presents the efficiency of innovative activities and serves as a tool for its qualitative assessment The paper discusses methods for evaluating the efficiency of innovative activities of enter- prises, which take into consideration economic, scientific and technological, financial, social, marketing, resource and ecological components and deploy integral indicators calculated by the method of additive convolution. The necessity of using one of the two proposed methods for assessing the efficiency of innovation activities of enterprises is proved: by calculating a generalized integral indicator of the efficiency of innovative activities or by applying a petal diagram. The diagram of the efficiency of innovative activities makes it possible to identify its components in the zones of “low”, “medium” and “high” efficiency and, accordingly, to offer measures for improving innovation performance of enterprises.

Today, in the context of crisis phenomena, limited resources, external challenges and threats, the key importance in managing the economic systems of states is to maintain economic growth and sustainable economic development. One of the main factors for ensuring economic growth is the active introduction of innovations in various spheres of social production. With the help of innovations, the growth of the main macroeconomic indicators is carried out by reducing material costs (reducing energy intensity, capital intensity of production) and without additional involvement of labor in production. In the scientific literature, there are various models of the transition of the state’s economic system to the path of innovative development. The main condition for the effectiveness of the innovation process in the state is the integrity of its institutional infrastructure. In a broad sense, such an infrastructure is understood as a national innovation system (NIS). In the economic literature, there are three main types of NIS: Euro-Atlantic, Asian, and alternative. The article assesses the dependence of economic growth on the innovative development of states with different types of NIS. The factors that have the greatest impact on economic growth in the Russian Federation are identified, and the main directions for the development of innovation activities are formed, depending on the identified factors.

Abstract. Innovations play great role in the economic growth and development. And question of explanation enterprises’ ability to generate and implement them are topical as from scientific, as from applied points of view. The article is dedicated to the issues of innovative potential and its development. Authors explain its essence on the basic of resource theory and propose to determine its main components such as innovative resources, innovative capabilities, innovative competencies and innovative project. Based on this it is proposed to define innovative potential as set of integrated characteristics, which let use innovative resources with help of innovative competencies on the basic of innovative organizational capabilities. Innovation resources include both traditional and intellectual resources. Innovative competencies are sets of personnel features to generate innovative ideas and provide their implementation. Innovative organizational capabilities characterize ability of enterprise use innovative resources by development of modern business-models, processes and procedures. Innovative projects are main tool of innovative potential realization. Research shows expediency for evaluation and monitoring of innovative potential development to use four-component matrix. These components are resources, competencies, capabilities and projects. First three are components of innovative potential, fourth — embodiment of the realization of innovation potential. These components are evaluated on the basic of binary logic of economic processes analysis. Dynamic model of innovative potential development is proposed. This model consists of such stages: analysis of innovative potential components; selection of target innovative projects; identification of correspondence between components of innovative potential and target projects; creation of innovation potential development program. The objective of this research is to investigate how hedonic evaluation of technological innovation affects directly store revisit intention and indirectly through the mediation of customer satisfaction and shopping experience. 257 real customers assessed the introduction of four innovative tools (automatic check-out, Internet kiosk, Smartphone and self-scanning) in supermarkets. Structural equation modeling results show that customer hedonic evaluation of technological innovation affects positively store revisit intention. However, while technology pleasantness influences it significantly technology interactivity does not. Furthermore, the authors establish significant mediation effects of customer overall satisfaction and shopping experience on the relationship investigated. FIMIX-PLS segmentation identifies two specific groups (low versus high hedonic technology seekers). This research stresses retail companies to focus on hedonic aspects of innovative technologies and to invest in personnel and accompanying measures that enable a smooth use of technological innovations.

At present, the evaluation methodology on the design innovation of the stadia is not complete. The degree of innovation of the design scheme of the stadia still cannot be quantitatively estimated; this inability makes it difficult to guide the selection of a design scheme. To solve the problem of evaluation on the innovative design of the stadia, improve such design’s evaluation theory, and accurately direct the selection of the design scheme of the stadia, the Delphi method is used to select evaluation indexes. Moreover, analytic hierarchy process (AHP) is applied to determine the index weight in this study; based on this index weight, fuzzy comprehensive evaluation is used to establish the model of the design innovation evaluation of the stadia. The model involves the comprehensive and simple selection of indexes and the high reliability of weight selection; the model can quantitatively calculate the comprehensive index evaluation value of the design innovation of the stadia in a relatively accurate and rapid way. In this study, Hunan People’s Stadium is taken as the example for design innovation evaluation; the procedure of design innovation evaluation is introduced in detail. The design innovation evaluation value of the stadia is 2.977 through analysis; this value indicates an ordinary degree of innovation. The innovation evaluation value of the shape is 3.425; this value shows a relatively high degree of innovation. The innovation evaluation value of the structure is 2.47; this value represents a relatively low degree of innovation. The model in this study is an accurate and prompt model that can conduct a comprehensive evaluation on the design innovation of the stadia based on quantitative calculation. This model directly and comprehensively finds the advantages and disadvantages of a design scheme. Thus, it is quite suitable for the design innovation evaluation of the stadia.

This study examines urban innovation activities from the perspective of improving the efficiency of innovation chains and explored their operational patterns. The connotation of the urban innovation chain was analyzed following the process of the innovation chain and the characteristics of urban innovation activities. The urban innovation chain can be divided into the following three stages: original, technological, and innovation transformation. An indicator system for evaluating the three capacities of the urban innovation chain was established. Furthermore, the development level of strategic emerging industries was used as an indicator to measure the chain’s efficiency and analyze the relationship between these three constructed capacities in Chinese national innovative cities. Data published on the national innovative cities were used to measure the capacity of the urban innovation chain. The development of Strategic emerging industries indicates cities’ innovation performance, and an inductive approach was applied to analyze the relationship between the capacity construction of the urban innovation chain and innovation performance in innovative cities. This study found that the capacity of the urban innovation chain positively affected urban innovation performance and that the balanced development of the three capacities positively affected urban innovation performance. When urban innovation performance was at its highest, the contribution of original innovation capacity to innovation performance was significantly greater than that of the other two capacities; thus, an inverted U-curve illustrates the relationship between the improvement of urban innovation performance and the balance of the three capacities of the urban innovation chain. This study’s conclusions enrich the relevant theories of the innovation chain, provide a reference for the construction of the urban innovation chain, and promote the development of Strategic emerging industries.

Science parks and innovation policies have a major mission in driving innovative resources and nurturing emerging industries, while the government-academia-industry collaborations and the establishment of an ecosystem are essentials. To investigate the key driving forces for sustainable development of the collaborative ecosystem, this article evaluates the technological innovations and the ecosystem of Science Parks in Shanghai based on historical data obtained from Shanghai Zhangjiang Science Park (Zhangjiang Park in short). Systems thinking and causal loop analysis are adopted to explore the structure of the collaborative ecosystem and reflections of the policy impact on the science park. The role of the government in science parks and innovation ecosystems is identified with systems mapping and empirical study. The economic impact of Zhangjiang Park policies and the performance of innovation activities in Shanghai are further evaluated. Lessons learnt from the benchmarked science parks and policy implications for facilitating the innovation ecosystem are addressed.

Innovative development a priori determines the viability and success of any economic system; at present, the role of innovation in economic activity is so great that the economy is named innovative. Based on the analysis of domestic and foreign scientific literature, the problem of assessing the effectiveness of innovative development is revealed. Existing statistically observable indicators assess the conditions, resources, results of innovative processes; comparison of indicators is difficult due to their diversity of time and diversity of objects. The use of project analysis and forecasting techniques, methods for evaluating innovative projects does not allow assessing the prospects for the innovative development of the system as a whole. In addition, the uncertainty of the main characteristics of innovative development was revealed, they talk about «innovative activity», «innovative susceptibility», «innovative competitiveness». The authors propose to evaluate the results of innovative development based on «innovative viability». It was found that there are few scientific works on the assessment of solvency (economic, social, functional solvency, management solvency are considered), and only two works of Russian authors are devoted to innovative solvency. In the foreign scientific literature, only the problems of viability of innovations are studied. The author's definition of the content of the concept of «innovative viability» is proposed – a set of qualities, quantities, interconnections of the elements of the innovation system that exist in time and space (theoretical definition); for a separate economic system (region, enterprise) – this is the level of management that allows it to function successfully; it is a combination of quantitative and qualitative characteristics that ensures its sustainable viability and rationally active innovative activity; criteria for evaluating innovative viability are proposed: innovative potential, effectiveness of innovative activity, the ratio of the «fulcrum» and «center of gravity».

The paper evaluates influence of human capital of top management on innovation strategy on the basis of study of innovation activity of Russian commercial banks in the period of 2017–2019. We have compiled a rating of commercial banks for retail segment innovations, selected the four least innovative banks. We have studied the key indicators of human capitalof top management in eight chosen banks. The paper has revealed the interrelation between different elements of human capital of top management and innovation strategies of Russian commercial banks. We have defined personal traits which portray a manager who exerts influence on innovations in a company. The paper is intended for investors in emerging markets which try to understand the evaluation mechanisms of impact of the financial companies’ current management on their future development path, for analysts engaged in forecasting trends related to optimization and automation in retail banking and assessment of corporate innovative capacity.

Gerbang Desamu which is stand for “Gerakan Membangun Desa Manggatang Utus” is a policy innovation for the strategy program for accelerating village (kelurahan) development in Murung Raya District. The regional policy innovation at Gerbang Desamu is a grassroots innovation that holds the local wisdom values of the Huma Betang of the Dayak Tribes. The Gerbang Desamu Movement aims to accelerate the development of villages/kelurahans in Murung Raya Regency, especially in alleviating stupidity. This study aims to determine policy performance, policy efficiency, and local wisdom values in the policy innovations of the Gerbang Desamu program. This research focuses on exploring the production of knowledge and information on the innovative practices of Gerakan Desamu at the empirical and practical levels. This study is a mixed method research with a sequential explanatory mixed-method approach. The study results show that the performance of the Gerbang Desamu program has not been optimal. In terms of accessibility and reach to the broader community. This can be seen from the level of public understanding regarding the Gerbang Desamu policy innovation which is not evenly achieved. However, as a program, Gerbang Desamu is quite effective in achieving the program's objectives. Achievement of program objectives in the form of increasing the accessibility of community education, especially for children from underprivileged families. In addition, the internalization of local wisdom values in the Gerbang Desamu policy innovation is a unique success to be achieved in grassroots policy innovation.
