Texto completoThe PhD thesis entitled "Regional disparities and economic growth in Eastern Europe - The impact of European Funds on real convergence in Romania" aimed at conducting an impact analysis of the European integration on real convergence in Eastern European Member States, during the 2007-2013 programming period. Using a mix of specific methods, techniques and software, the research included a series of analyses on the Structural Funds allocated to the regions of three Eastern European countries (Poland, Romania and Bulgaria), an inventory of good practices (the case of Portugal, considered a success story within this investigative framework), as well as statistical models of convergence testing, which sought to measure the effect of allocations on regional economic growth. In the last part of the paper, we analyzed the social perception on European integration and regional policies, in order to further outline some measures which are relevant to the improvement of the management of the regional operational programs. The main original points of the paper are: an interdisciplinary analysis on the impact of European Funds, during the 2007-2013 reference period, using various statistical and econometric methods of hypothesis testing; the presentation of good practices in the implementation of regional projects that can be replicated in Eastern Europe; a comparative analysis (in certain time intervals, as well as qualitatively, through documentary analysis) in the three aforementioned Eastern European States. Another contribution is the analysis method of the impact of EU Funds, which is based on correlating the program indicators with the Eurostat indicators, but also on testing the speed with which the analysed countries can reach convergence. Other original elements are the analysis of Romanian citizens’ perception on the political cohesion problem, which was done by conducting and interpreting over 400 questionnaires, in the Bucharest-Ilfov and North-East regions (which report the highest disparities), as well as a number of 10 interviews with direct beneficiaries of regional projects, and last, but not least, a set of measures aiming to increase the quality of the institutional services of Management Authorities, in order to make the implementation of the Regional Operational Program more efficient. The main conclusions of the research suggest that at European Union level, the models applied on national level data show that the process of convergence between the EU27 Member States is currently taking place and the interregional divergences have accentuated. Convergence is predicted to be achieved between (the pessimistic and optimistic scenario): 25 and 11 years for Romania, between 24 and 10 years for Poland and between 37 and 19 years for Bulgaria. Following the interpretation of the perception analysis data, it is found that Romania was a real beneficiary of the integration in the European Union, and the access to non-reimbursable funds (including funds provided by the Regional Operational Program) provided many economic, social, cultural, touristical benefits, infrastructure development, etc

Texto completoAfter the definition of conditions for accession to the European Union (EU) in 1993, the enlargement policy towards the East was deemed to be asymmetrical and unilateral. The reform of 1997 allowed scholars to identify the introduction of a new mode of governance. How far is this thesis founded? A raw of empirical elements collected between 2000 and 2004 give ground to following hypothesis: the EU transferred an internal governance method based on interaction – the open method of coordination (OMC) – in order to solve the capacity expectation gaps encountered in its external environment. Previous enlargements show that internal modes of governance – intergovernmentalism, economic regulation, Monnet method – always inspired the Commission to cope with contradictions. Therefore, how far did conditionality represent a frame for mutual learning and socialisation after 1997? The constructivist approach of cognitive and action frames helps to deconstruct three virtues of governance by knowledge: the consistency and internal legitimacy of the enlargement policy stayed unaccomplished; implementation of reforms in the accession states were limited due to legacies of the past; mechanisms for mutual learning and socialisation gave way to the common definition of the cognitive and action frames of internal and external EU policies. But convergence on values did not hinder internal tensions on the meaning a Europe of Twenty-Five should be given

Texto completoThe introduction of the market economy in Eastern Europe produced important dilemmas for public actors within the region: to introduce freedom of competition, is it sufficient to rely upon the market or, on the contrary, is it necessary to adopt competition laws? If the adoption of such laws is chosen, then what should be its content and what should be the mechanism of its application? The region responded almost unanimously to the first question: the majority of countries have introduced competition policies, and subsequently, competition laws. With regard to the content of these laws, a clear similarity between countries of the region can be observed in that the majority of these laws are influenced by Community law. The countries which resisted the Community law influence are those which, though legally committed to the EU to approximate their national law with Community law, are not concerned by accession to the EU – i. E. , countries which are not part of a promising economic and political commitment. While this study analyses the mechanics of that influence and the tendencies identified in the region in the competition area, this mechanics and these tendencies could also be of interest to those countries in transition which are sensitive to community interests and are searching for solutions regarding issues arising in public regulatory systems of competition. An additional question is, what purpose it serves to adopt competition rules if inadequate institutions can annihilate the benefits of the application of those rules? From a prospective point of view, the study suggests certain steps – others still need to be identified – to overcome that pragmatic problem

Texto completoBefore the transition, the foreign trades of eastern-and central-European economies were characterized by a dualism of trade, as the flows of trade with the Comecon and with the rest of the world were comparatively separated. This resulted in bipolar specialization, and consequently east-European products were hardly competitive on world markets. As well as by the running of the Comecon, the specialization of central-and east-European countries was influenced by a planned organization of foreign trade, inconvertibility and internal features peculiar to shortage economies. That is the reason why the transition towards free enterprise economy and the reforms which come along with it have had rather upsetting effects and imply the emergence of a new structure of trade. Nevertheless, as this specialization is of a structural nature, it changes slowly and the inheritance from the past is currently a handicap. This explains the upheaval caused by the disintegration of the Comecon and the difficulties in reorganizing trade with the west in spite of the partnership agreements with the European community

Texto completoThe quality of Member State is not limited to the original states, and the treaties have always permitted the accession of new members. The European Union is facing a unique exercise. The enlargement poses a new challenge since it is without precedent in terms of scope and diversity, the number of candidates, the area and population, the wealth of different histories, economy and society. The next accessions rise new questions and force the European Union to find the right solutions. If the accession is permitted, the conditions for a successful enlargement must be respected and so, the future members need to fulfil all the criteria for membership which have been progressively formalised. Such a conditionality makes necessary the preparation of the candidates. In order to help the countries that have applied to become members of the European Union to carry out the reforms required, a pre-accession strategy is providing assistance in different areas. It mobilises all the forms of European Union support. The European Union also needs to prepare itself adequately to receive the future members by making the institutional changes necessary for enlargement, providing the budgetary means and reforming the different politics. As the European Union expands, it is necessary to continue the process of development so as to spread peace, stability and prosperity to the whole of the European continent. Texto completoΟn the basis of the current political and legal debates, this doctoral research focuses on the interest of the European Union regarding the countries of Eastern Europe, emerged after the fall of the Soviet Union. Taking into account the fact that the relations of the Union with the neighboring countries which are located beyond its eastern borders don't constitute a new concept of the European external relations, these relations have undergone a revival of interest from 2004 onwards thanks to the enlargement of the Union eastwards and the emergence of the European Neighborhood and Partnership Instrument. The latter aims at managing the new geopolitical data in the region. The request for the intensification of the relations of the Union with its entourage and the progressive development of an arsenal of instruments have led the European Union into planning a neighborhood policy intended for the partner countries of Eastern Europe. Our thesis is based on a comprehensive approach to the evolution of the contractual relationships of the partner countries of Eastern Europe taking also into account the political side of the neighborhood policy. More specifically, we are interested in the aspect of the Union concerning the development of a particular policy intended only for the neighboring countries of Eastern Europe, which, in turn, is the outcome of contractual relations developed with the Soviet Union. After discussing the historical background of the bilateral relations between the Union and the border countries of the Europe in the Introduction, the first title of the thesis proposes a synthesis of the political motivation of the Union leading to the design of a specific policy for the eastern region of Europe and, subsequently, to the appearance of its first policy instruments. It focuses on the region of Eastern Europe which concentrates a variety of common characteristics and actions shared between partner countries are present allowing the structural and normative development of an eastern partnership. The second part addresses the question concerning the legal basis for the Neighborhood Policy under the primary law of ex-Communities and the Union within the financial framework as it is defined by the official documents of the Union. The appearance of the neighborhood policy in the Treaties of Amsterdam and Lisbon as well as its position in comparison with other external policies emerged in the primary law of the Union area also investigated. This section discusses the contractual relationships between the Union and the partner countries of Eastern Europe, from the period of the partnership and cooperation agreements concluded with the NIS, just after the dissolution of the USSR to the signing of the first three of the association agreements with the countries bordering to the east of the European Union.This evolution in the level of agreements could not operate without the development of the instrument of implementation of the neighborhood policy.The thesis conclusions broadly suggest the need to define the limits of the evolution of the neighborhood policy and its eastern dimension according to which the desire of a number of partners is oriented towards a potential accession to the Union. Thus, a historical and political interpretation of the neighborhood policy is proposed and it is divided into three phases: the years 2004-2006, the period of the ENPI 2007-2013 and the period of the ENI 2014-2020. Moreover, the conclusion of this thesis addresses the issue of deeper relationships with the neighboring countries of Eastern Europe without neglecting the geopolitical dangers caused not only by the other forces in the region but also by the indigenous problems of partner countries

Texto completoThe fall of Berlin wall in 1989 marks symbolically the transition from the socialist system economy to market economy. It is closely followed by the new ‘post-socialist' era during which the communist governments of the CEEC undertook necessary reforms in order to switch as fast as possible from the socialist to market economy. The specificity of transition period is oriented towards price liberalization, frontier opening and privatization. This research work deals with the economical changes in the CEEC in the 1990-2005 period – from the beginning of the transition in their economy until the year after their joining the EU (for 8 of the CEEC). Economical criteria for their joining the EU are the issue of this research. The CEEC transition period was upset from 1990. At first priority was given to stable currency (with various results) which consisted in the initial imbalance reduction and inflation prevention that might follow the price liberalization. .

Texto completoThe thesis concentrates on the two main instruments of the European community policy (the phare programme and the Europe agreements) and on the six countries of Central and Eastern Europe benefiting from both of them in June 1993 (Hungary, Poland, Czech Republic, Slovakia, Romania, Bulgaria). The formulation and the implementation of this policy are studied in order better to understand the workings of European integration, by raising the issue of whether it can be considered as a pluralist system. Such a system can be defined as one whose policy-making is open and unpredictable, meaning, on the one hand, that any actors, including in this case those coming from Central and Eastern Europe, are able to influence decision-making and, on the other hand, that it is impossible to establish a definitive hierarchy of the various participants' influence. Hence the choice to examine the phare programme and the Europe agreements in an attempt to gauge the respective influence of representatives from the commission, the member states, the European parliament and from Central and Eastern Europe. To carry out this work, an empirical research, based on numerous interviews with actors involved in the policy, has been conducted, and an interdisciplinary approach, combining among other aspects the history of international relations and of the analysis of public policy, has been adopted. Even if the Central and Eastern European countries were obliged to wait for the implementation phase to affect the policy directed towards them and if the member states seemed to be the main actors, the EC system can indeed be described as pluralist

Texto completoBy focussing primarily on the precolonial vision of India, this research offers an alternative perspective on colonial representations, as well as new contributions to the concept of otherness. It is argued that the 17th century european perception of India differs from colonial constructions, which is partly due to new power relations and the assertion of modernity. Representations are thus placed into several broad categories reflecting europe's quest for a political, social and religious identity. As a result, india is, either perceived as Europe's alter ego or its radical Other. There is nevertheless a third way which is seen to disrupt the rigid binarism of representations, as a new paradigm emerges to subsume otherness. With the East India Company's accession to the diwani of Bengal, the english attemppted to redefine their imperial identity and their power relations. Yet, the distinction between the reformist's ideals of assimilation and the orientalists' respect for indian culture was often very slight. The drive towards conciliation and the tension between differences and similitarities would eventually open up an area of hybridity, in which both the indian and english elite borrowed from each other's symbols and values. After the rebellion of 1857, the british were to adopt a radical approach to alterity, which would offer systematic and manageable representations of colonial subjects. Indo-English hybridity remains visible in post-colonial icons, however, whereas music and literature keep reinventing its complex architecture

Texto completoThis thesis examines the dynamics behind the vigorous development of regional integration in East Asia since 1997. Beginning with the observation of the Westphalian system overtaken by transnational activities, this thesis is motivated by a postmodern will in the sense that it opens up the possibility of any construction of political space and emphasizes the social construction of phenomena in regional integration. Thus we understand the East Asian regional development in two ways: the regional integration de facto which reveals a superposition of spaces in East Asia, and the regional integration de jure that exhibits a juxtaposition of norms in the East Asian region. The first is mainly formed by the commercial, ethnic, cultural networks historically established in the region. For the more recent development, the integration in the electronics industry is especially emphasized in order to show transnational production chains implemented by multinational corporations. The latter, as our main subject of analysis, is carried out by making the assumption that the regional integration de jure in East Asia is conducted by the competition of normative power between the major actors in the world, namely the United States, the European Union, Japan and China. This brings us to a normative conceptualization in International Relations. The issue of competition today is the pursuit of normative power which includes a determination of political space and the codes of conduct within such a space. Using empirical economic and political indicators, we claim for an orientation of regional integration in East Asia to be an Asia-Pacific project led by the United States

Texto completoAmong the many consequences of the formation of the Mongol Empire in the 13th century, one of the most significant was the emergence of a truly integrated and interconnected Eurasia. Under the aegis of the Mongols, trade, cultural and religious exchanges between the different Eurasian civilisations intensify, and long-distance travel becomes more and more common. The first Western travellers thus reach East Asia. This is the case of John of Plano Carpini and William of Rubruck, who both travel to Mongolia, as well as of Marco Polo and Odoric of Pordenone, who spent years in China. Their travel accounts testify to the Latin west’s encounter with a wide, complex world, about which until then almost nothing was known. Yet, in the very same period, the Persianate world came to have even closer ties to East Asia. Literary works such as ʿAṭā Malik Juwaynī’s History of the World Conqueror and Rashīd al-Dīn’s Universal History testify to their efforts to integrate this space into the mental geography of Persianate intellectuals. Drawing on these sources, as well as to a wider corpus of Latin, French, Italian, Arabic and Persian works on East Asia of different genres, from travel literature to historiography and geography, a comparative study of the representation of this space in the Latin West and in the Persianate world in the Mongol period can be undertaken. The dissertation thus discusses the Western and Persianate representation of East Asia in fields as diverse as geography, religion, languages, and urban and civil life

Texto completoThis PhD focuses on the location choices of multinational enterprises and on FDIs under different scenarios of economic integration and their implications for countries’ productive specialisation. Firstly, we surveyed new economic geography models (NEG) et multinational theories and analyzed how economic integration may considerably affect the location of firms and countries’ productive specialisation. Then, in a model of economic geography and multinational activity, we showed that the increasing number of emerging and developing economies participating in the World economy and their relative competitiveness may considerably change the classic outcomes of the NEG. More countries (developed, emerging or developing) may enjoy industry accumulation (or FDIs increase), a periphery being able to become a centre. Our theoretic model was then tested through an econometric study of FDIs towards the CEECs. We showed that together with country characteristics (market potential, communications infrastructure, relative wage), the global environment and the competition that the CEECs must face also influence FDIs towards these countries: they are sensitive at alternative locations, with better infrastructures (like Southern Europe) or lower wages (like China). Finally, European economic integration (counting all the 27 actual member countries) had a rather weak impact on the concentration of economic activity and countries’ specialisation if all economic sectors are taken into account, but a stronger impact if only manufacturing is considered. Actually, manufacturing industries became globally less concentrated and countries became more specialised. Trying to determine which factors might explain countries’ specialisation, we found that FDIs play a significant role, but much less important than, for instance, labour productivity or infrastructure

The role of external factor in theses transitions was crucial, because the accession process imposes to candidate State some conditions like democracy, market economy and transposition of acquis communautaire. Policies and economical changes were supervised by European Commission. The topic of the return to Europe opened a new public sphere where proeuropean speeches confronted antieuropean ones reconstructing the partisan's system, reingorcing the gap socioculturel between rural Poland and urban Poland, opposing generations. During integration process, a transfer of EU model took place in administrative, political and educational fields. Texto completoOur study produced new empirical results on Eastern European regionalism applied to the case of Ukraine: observations on the inclusion of Ukraine in the division of labour in Europe; an analysis of the macro-economic effects of the creation of the Ukraine-EU FTA; and a new approach (gravitational type with indicator of trade discrimination) to assessing the consequences of free trade on Ukrainian foreign trade, not only at a macro-economic level, but also at the level of sector, where significant impact is more likely to be observed. The specificity of the Euro-Ukrainian project is qualitatively refined even further in the perspective of "new regionalism". The results of our study tend to suggest that if no change is made to the socio-economic structure of Ukraine, free trade with Europe will only lead to weak growth, as well as generating high socio-economic costs and risks. Profound institutional changes are called for. The nature of the policy accompanying the economic opening of Ukraine is thus a central issue

Texto completoThe integration of Poland in the global economy was of the difficult tasks awaiting this Central european country from the beginning of it's transition towards an market economy. The liberalisation of commerce, particulary with European Union, has played a defining role ever since the start of the transitional economic process. Although the economic performances have opened new horizons for this country, they can not disguise a social reality characterised by a regional disparity of great importance, elevated levels of poverty, unemployment and inequality. This research work proposes first the analysis of the evolutions in the commercial exchanges between Poland and E. U. Since 1989, the a demonstration of the role of the direct foreingn investments in the modernisation of the industrial capacities as well as the dynamic of exchanges in this country. And in the end, we will address the consequences of the expansion both for Poland and the current European Union states. We will analyse the social and regional aspects raised by this expansion and we will also focus on the problem that the adoption of Euro presents for this country while it's niminal and structural convergence will be sufficient. Texto completoFor several decades the MENA's Countries engaged in processes of transformation which were concretized by the implementation of many action plans (plane of adjustment structural,. . . ). Even if all these countries did not reach the same level of advance in the reforms, one awaits these policies which they support the process of growth and economic development. These reformes accompanied a more general movement by liberalization of the economies to the international level. From this point of view the MENA did not make exception. On the one hand, as of the years 1950, the first South-South agreements were born ; in addition the Euro-Mediterranean partnership, or agreements today are rather well encircled. It is initially a question of increasing the size of the markets, to profit from economies of scale. In second place, the diversification of the commercial exchanges by the suppression of the tariffs in the regional agreement (trade intra-connects). Lastly it is a question of operating a process of stabilization monetary, essential condition with a sustainable development of the countries. From this point of view, the objective of this work will be to analyze thoroughly the economic phenomenon of convergence of the MENA and to deduce some from the political reform proposals, economically effective but also socially acceptable, so that the least advenced countries can make a movement of correction. To treat these dynamic ones, one will initially retain a panel of 16 countries, representative of widened a Mediterranean zone

Texto completoThe notion of partnership emerged gradually at the heart of the approach to development of the European Community, on both the intra-and extra-Community levels. First, this notion seemed secondary as a basic principle of the structural actions [since the 1988 reform of the European Structural Funds] whose objective was economic and social cohesion. Then, the principle proved to be in search of global. . . Territorial. . . Environmental. . . Cohesion, etc. The objective of the rationale was the achievement of political cohesion and Union as the ultimate purpose in the process of European integration. At the same time, reference to the notion of partnership began to take on new dimensions in the relationships between the EC and the non-European associated third-countries under the cover of the association (Art. 310 T CE – ex art. 238 T CE). This notion, introduced in the relationships between the EC and Southern and Eastern Mediterranean countries since the 1995 Barcelona multilateral Process, continued [since the 2000 Cotonou Agreement] to permeate ACP-CE relationships. Indeed, this notion appeared in the relationships with associated third-countries as a catch all. Judging from the mixed results of the economic and social development of the Southern partners, the realization of a Free Trade Zone [FTZ] remains a minimalist, ambiguous objective
