“God did not make Nigeria. The British did” is a remark attributed to a principal chief of Lagos, of the Royal House of Addo. Whether the attribution is correct I cannot say, but the political and geographical entity that we now know as Nigeria was most certainly a creation of the European scramble for Africa in the nineteenth century, and it was indeed the British who coined the name Nigeria itself.As the Secretary of State for the Colonies was the Minister charged with the duty of advice to the Crown on matters relating to Britain's overseas dependencies, the library of the Colonial Office (CO) naturally reflected these wideranging official concerns and developed into what Sir Charles Jeffries described as “a unique and comprehensive collection… an institution of which the Office is justly proud”.

Resumen
Launched in March 2005, The European Library is the operational result of a 3-year European Union funded project to create a cooperative framework and specify a system for integrated access to the major collections of the European national libraries. The project included the rudiments of a business plan and, unusually for a European Union project, intended from the beginning to try to make an operational service. The project gave proof of concepts in both technology and cooperative working across national boundaries. At the end of the project the Conference of European National Librarians (CENL) adopted The European Library and an Office was set up within the Koninklijke Bibliotheek in The Netherlands in May 2004. From June 2004 work was undertaken to turn the project and the experimental technology into a fully fledged robust service. The European Library will give access to digital and non-digital records and items from nine European national libraries. This numbers around 15,000,000 at launch, of which half a million are digitized objects. This paper covers the technological innovation, cooperation and business development required to launch and run this collaborative pan- European service. It also gives some examples of how research and discovery has benefited from this collaboration.

AbstractThis paper empirically examines coincidences between “rejection citations” (i.e., those cited as grounds for rejections) added by the United States Patent and Trademark Office (USPTO) and “X/Y patent citations,” which are also added as grounds for rejections at the European Patent Office (EPO) within the same patent family, based on more than forty thousand families of triadic application sample. We consider the release timing of European search reports and the timing of rejection actions by the USPTO for the same family of patent applications. We find that the frequency of rejection (X/Y-equivalent) citation coincidences between the USPTO and the EPO according to family-to-family citation criteria increases after the release of search reports by the EPO. It suggests that the US examiners capture spillovers of search efforts from the EPO, namely, the USPTO examiners rely on prior art information collected and disclosed by the EPO. The results also reveal that International Search Reports (ISRs) prepared for Patent Corporation Treaty (PCT) applications, as well as applicant-submitted citations, play important roles for the convergence of rejection citations between the two patent offices. We furthermore find that the US examiners are less likely to add the same patent citations as the EPO examiners when rejections are persistently repeated at the USPTO. The methodology in this paper introduces the novel use of patent examiner citations to compare examiners’ citing behavior across jurisdictions.

The presented diploma thesis was elaborated as an architectural study of a Central European Forum in Olomouc (SEFO). Campus SEFO will be created as an reconstruction of the Museum of Modern Art (MUO) in Denis street and building in a neighboring vacant lot. The proposal involves urban, architectural, operational layout, design and material solutions objects in spatial context. Within SEFO and MUO they are created each operation - stand-alone units. Objects SEFO and MUO are interconnected. It is necessary to respect the separation of publicly accessible areas of compartments accessible only by employees. Architectural study includes space for exhibitions, library, multi-purpose space with facilities, vestibule usable for exhibition openings and other cultural activities, chamber music performances, as well as facilities for education, technological facilities of the building, the depositary (transport and central), photo studio restoration studio, office space, locker rooms and restrooms personnel. SEFO specific aim of capturing the diverse manifestations of visual culture of Central Europe after World War 2, the building's permanent exhibition, acquisition activity, temporary exhibitions, including larger medium-shows (eg. The biennial or triennial), discussion forums and other supporting cultural events.

Following the defeat of the League, L’Estoile kept an increasingly detailed record of his collecting activities. This chapter demonstrates how L’Estoile’s responses to the books he collected were characterized by exchanges in the society surrounding the Palais de Justice, made up of its printers, bookbinders, scribes, office-holders, and the erudite humanists whose legal training drew them into its orbit. It sets out how L’Estoile managed his library, how he read books with erudite, Gallican friends, and then how he inherited and passed them on within his family. At the end of the civil wars, L’Estoile was no passive observer of Parisian erudition, but a key figure in its intellectual culture whose collection attracted visits from friends and family, as well as collectors from across Europe.

AbstractGuidelines on permissible clinical experiments were pronounced by the judges on August 19, 1947 at the close of the Nuremberg Medical Trial (NMT). Yet these guidelines were called the “Nuremberg Code” only starting in 1963, implying that only then were the guidelines invested with status as a fundamental bioethics document on proper research procedure. The aim of this chapter is to correct some misconceptions concerning the origins and implications of these guidelines. The first misconception is that the Code arose solely from courtroom proceedings. This misconception overlooks how during the post-war Allied liberation of Europe, victims of research and liberated prisoner doctors made a profound impression on Allied scientific intelligence officers. The second misconception is that the Code introduced the term “informed consent.” However, although the judges stressed the autonomy of the research subject and the obligation to inform subjects about potential risks, the term did not appear in the guidelines of 1947. The third misconception is that the Code was not widely known until 1963. Yet, the principles promulgated by the judges received extensive publicity even before the guideline’s official naming as the “Nuremberg Code.”

In April 2016, the European Parliament, the Council of the European Union and the European Commission adopted a major new regulation, entitled the General Data Protection Regulation (GDPR) 696/2016, requiring that institutions that process personal data take appropriate measures to safeguard that data. It is generally acknowledged that all European countries must adopt the rules set forth in this regulation. The main objective of the GDPR is to protect personal data privacy and obligate the holders of personal data to use it for their declared purposes only. The GDPR will come into force on 25 May 2018. It is proposed that the role of Data Protection Officer (DPO) be employed as a strategy for implementing the GDPR from the perspective of library managers. There are so far no concrete measures in place that would facilitate the application of the GDPR. The most appropriate measures would seem to be to appoint a DPO and to define adequate strategies that could be implemented at the library level. These two measures are the manager’s responsibilities. The arguments for a library-level DPO arise from GDPR Article 39 regarding the responsibilities of a DPO. The conclusions are related to findings regarding the roles of library managers in Romania and Sweden and to existing library legislation in these two European countries.

A recurring annual international event for library information science professionals, the Semantic Web in Libraries (SWIB) conference is a showcase for the latest innovations in linked data and semantic web applications. A regular feature of this conference is the tutorial on the Annif automated subject indexing tool, to which the National Széchényi Library’s Office for GLAM Standards has had the opportunity to delegate a member. Developed by the National Library of Finland, the open source Annif has quickly become one of the flagship for artificial intelligence solutions in libraries. It is already used on routine basis in Finland, more and more libraries are adapting the system, primary in Europe. The secret of its success is both the open source nature of the Annif and the flexibility to integrate with existing components, such as various vocabularies and natural language processing (NLP) algorithms and other AI developments. The Annif therefore is a very useful tool that can significantly facilitate and even revolutionize content discovery, but the key to successful adaptation is the conscious preparation for this task by the library system. It is not only to provide the technical requirements and standardized indexing and cataloging, but also a paradigm shift is needed to enable the current Hungarian library system to adapt such an innovative solution, which brings a new approach to librarians everyday professional life in Hungary. In my paper, summarizing the experiences of the SWIB workshop, I explore these issues and summarize the basic features of the Annif.

Focus of the contribution is a particular moment of the monumental complex of the Angevin-Aragonese castle in Gaeta, in Southern Lazio (Italy). The structure consists of two imposing buildings, communicating with each other, built in different eras; first by the Angevins and then by the Aragonese kings. The complex then constituted the extreme bulwark of a more articulated defensive system, built by Emperor Charles V (1500-1558), which made the city of Gaeta one of the most equipped strong-squares in Europe. In particular, the study describes the survey operations carried out, at the beginning of the 20th century, by the architect-engineer Leonardo Paterna Baldizzi (1868-1942), on behalf of the Regional Office for the conservation of monuments in the Southern provinces of ItalyThe survey of the monument, even in general, gives us suggestive drawings that testify to a recurring modus operandi in the operations of analysis of the monuments for the purpose of their protection. The drawings are part of the documentary fund of Paterna Baldizzi, preserved in the library of the “Accademia dei Lincei e Corsiniana” in Rome.Paterna Baldizzi, who was skilled at drawing, has transcribed in his "Diaries" all his professional and academic life, leaving us a very rich graphic testimony on countless and important monuments, object of his study and investigation. The contribution also describes the activity of Paterna Baldizzi, a particularly interesting and active figure in the initial moment of protection and conservation of Architectural Heritage.
