Resumen
With the continuous improvement of our environmental monitoring system, environmental monitoring laboratory has actually become the typical small pollution sources, which caused very prominent environmental pollutions. However, the pollution problems in the environmental monitoring laboratory are basically in the neglected state and without the standardized management. The paper analyzed the common polluted emissions and characteristics about the process of environmental monitoring in the laboratory. How to reduce laboratory contamination from the sampling, chemical analysis and monitoring processes was discussed. The main pollution problems were caused by the lack of laboratory environmental awareness and the laboratory contamination control at the expense. In conclusion, strengthen the environmental monitoring laboratory management and environmental education, recycling the laboratory waste, separating collection, and treating by different methods are the main ways to solve the pollutions in the Lab. The monitoring departments at all levels must improve its environmental quality in order to reduce the environmental pollutions and make efforts to avoid the pollution of the monitoring laboratory waste.

Resumen
Fiscal decentralization is one of the strategies applied to involve both the national and local governments in environmental management. Although, this study tries to examine its effectiveness in Nigeria which has been ambiguous. Using a multiple regression method, the study examines the effect of revenue fiscal structure on CO2 emission management in Nigeria from 2007 to 2020. Controlling pollution through the fiscal system is exceedingly difficult. According to the t-statistic results, it is only the central government that has a significant favorable influence on pollution management. State and local governments have a minimal impact on CO2 emissions reduction. This outcome leads to a suggestion that resource accumulation powers should be equitable with a higher consideration to the state and local governments which have a greater burden of controlling pollution in the rural areas where majority of the citizens have their abodes. The government at all levels should guarantee that the country's environmental policies and regulations are effectively implemented in order to reduce carbon emissions and other types of environmental pollution.

To promote third-party environmental pollution control in China, it is necessary to dissect the mechanism of fiscal policy in third-party environmental pollution control. This study first discusses the acting paths of fiscal policies on third-party environmental pollution control in theory. A tripartite evolutionary game model involving the local government, the polluting enterprise, and the third-party enterprise is established. The replicator dynamics, evolutionary stability strategies, and numerical simulation of the behavior of the three participants are analyzed to further study the acting mechanism of fiscal policy in third-party environmental pollution control. In addition, the influences of other parameters on the implementation of third-party environmental pollution control are evaluated. The results show that the behaviors of the local government, the polluting enterprise, and the third-party enterprise influence each other. Furthermore, strengthening the relevant fiscal policy, reducing the risks of the polluting enterprise and third-party enterprise, and improving the benefit to the local government are conducive to promoting third-party environmental pollution control in China. Based on these results, this study proposes the following policy implications: formulating fiscal policies for third-party environmental pollution control, implementing fiscal policies in a dynamic and progressive manner, improving the market mechanism of third-party environmental pollution control, and strengthening the environmental performance assessment of the local government.

At present, China’s economy is developing rapidly; however, at the same time, it is also bringing more and more serious environmental problems. Although many laws have been established in the country to limit pollution by enterprises—and enterprises are actively saving energy and reducing pollution—the situation is still not optimistic. In 2016, there were 35 cities across the country that exceeded the annual average air quality standard; these regions have been plagued by haze for a long time, which seriously threatens people’s health and sustainable social and economic development. Therefore, while pursuing economic benefits and realizing greater value, importance must be attached to environmental performance, especially for enterprises with serious pollution. Using the panel regression analysis method, based on the data of enterprises from 2010 to 2019, this paper empirically analyzes the effects of government environmental protection subsidies and internal control quality on the environmental performance of heavily polluting enterprises, and verifies the nonlinear critical effect of government subsidies and internal control on environmental performance. In addition, this paper also uses the intermediate effect model to verify the mechanism by which environmental subsidies impact the environmental performance of heavily polluting enterprises. Through the empirical analysis, the effects of environmental protection subsidies and internal control on the environmental performance of enterprises with serious pollution are obtained. In the process of environmental subsidy affecting the environmental performance of heavy-polluting enterprises, internal control plays a key intermediary role. In addition, environmental subsidies and internal controls have a certain impact on the environmental performance of heavily polluting enterprises. Through the empirical analysis, it is concluded that there are obvious differences between government subsidies and internal control on the environmental governance effects of heavily polluting enterprises in different regions and with different property rights. Among them, the environmental protection subsidies have the greatest impact on pollution degree in the central region, followed by the eastern region; in the western region, it is not obvious. Secondly, the incentive effect of government environmental subsidies on state-owned enterprises with serious environmental pollution is better than the environmental governance effect of non-state-owned enterprises.

In this paper, firstly, it analyzes the advantages and disadvantages of main pollution control measures in the aspects of sewage charges, tradable discharge permit system, subsidies and mandatory technique and so on, and then describes the basic policy of environmental protection, pointing out that the performance of the environmental management policies and systems shows more and more in adaptation and gap, in which not only the environmental economic policies and systems are not perfect, with a low environmental efficiency, but also the entire environmental management system does not meet the needs of the current situation. Finally, it aims at the current status of pollution control in China, through a multi-perspective analysis of improvement measures in the hope of helping the pollution control in China.

The study examined environmental tax and its impact on pollution control in Nigeria. It specifically examined the impact of environmental tax on air pollution, it examined the impact of caron tax on air pollution, it examined the impact of environmental tax on water pollution, lastly it examined the impact of environmental tax on waste disposal. The study predicated on planned behaviour theory and value believe norm theory of environmentalism. Primary data source was explored in presenting the facts of the situation. Purposive probability sampling techniques was used to select targeted respondents. Data collected was analysed using descriptive statistics for 183 questionnaires. The findings revealed that environmental tax has significant effect on pollution control. This is based on the fact that a large percentage (90.8 percent) of the respondents is in concurrence with the argument that environmental tax has significant effect on pollution control. It was concluded that environmental tax has positive and significant effect on pollution control in Nigeria. The researcher recommends that considering the seriousness of this environmental hazards which posed a great threat to the life of the people, Federal Government of Nigeria should design a tax process will permit environmental tax policies, so that the levy of tax be designed placing its burden on those who are responsible for causing a particular environmental problem, or problems and also make provision for statutory incentives to minimize administrative cost to the government and compliance cost imposed on the tax payers.

Environmental contamination is one of the important issues that the world is confronting today, and it is expanding with each passing year and leading to grave and harmful effect to the earth. At present, the air contains various pollutants like CO, chlorofluorocarbons, volatile organic compounds, hydrocarbons, and nitrogen oxides. Water and soil are also contaminated with organic and inorganic compounds, the major sources for water and soil contamination are sewage water, industrial effluents, random use of pesticides, fertilizers, and oil spills. In parallel, the rapid growth of nanotechnology has gained a great deal of interest in the applications of nanomaterials potential in improved systems for monitoring and cleanup including all the three phases of environment . It can develop the pollutants sensing and detection and help in the improvement of novel remediation technologies. Nanomaterials are excellent adsorbents, catalysts and sensors due to their large specific surface areas and high reactivates. This review firstly sheds the light on the definition of nanoparticles, and the nanotechnology concept, the fundamental properties, classification, and fields of nanotechnology applications. Then it focuses broadly on the application of nanotechnology in environmental fields, in particular, its application in air pollution monitoring and remediation and its future trend in this field.

In the 1960's environmental pollution began to pose a serious problem in Japan. To cope with the situation, the Basic Law for Environmental Pollution Control and other related laws and regulations were legislated. In 1970 in particular, a Central Headquarters for Environmental Pollution Control (headed by the Prime Minister) was established as the center of environmental pollution control administration, and 14 Pollution related laws including an amendment to the Basic Law for Environmental Pollution Control were enacted by the so-called environmental pollution control session of the Diet at the end of that year. Along with the legislation of the related laws and regulations, the Environment Agency was inaugurated on July 1, 1971 in order to obtain comprehensiveness and unity in environmental administration. The agency took over and coordinated the administrative measures on the prevention of environmental pollution and the conservation of nature, which had previously been handled by various related ministries and agencies, and has been furthering these measures comprehensively.

With environmental pollution problems becoming more and more serious, administrators need to change their original system of performance achievement evaluation and build a new performance achievement view of ecological civilization. Based on the view of achievement evaluation of ecological civilization, this research develops a continuous-time differential game of environmental pollution control between local government and enterprises by taking into consideration dynamic change in pollutants in the environment into account. By analyzing the equilibrium solution of the game, the role of the assessment mechanism of ecological civilization is explored, and countermeasures are proposed to provide a scientific basis for improving the assessment mechanism of ecological civilization in China’s environmental pollution control. The results have shown that enterprises’ equilibrium pollutants output is negatively correlated to Ecological Civilization Index. Instead, the government’s efforts to curb pollutions are positively correlated to the environmental review. With th`at, lowering enterprises’ cost of production and pollution reduction alongside imposing more severe punishment would help improve pollution management. Setting up reasonable reward-punishment system would improve local governments’ pollution management. Elsewhere, the research employs the method of numerical simulation to testify the relationship among the importance of environmental review, enterprises’ pollutant output, and government’s efforts to manage pollutions. Finally, the research also suggests necessary measures to solve environmental pollutions and introduces a numerical simulation analysis.

In the study, we use the mathematical model to deal with the management application. Earth pollutions are getting more and more serious. The Environment & Energy issues are two significant problems nowadays. The pollutions on earth are needed to be limited. We should do something on controlling the limited pollutions on earth as possible as we can. The study pays attention on the optimal control of the pollutions by mathematical models. We try to make the optimal solution on the pollutions origin. With the efficient control of the pollutions, the earth can absorb and invert the pollutions. This is the main purpose of the study and the methodology are seldom seem in researches. The study also uses mathematical model to make this issue to be a discussible model. With the mathematical models and Euler equation in the study, we can get the optimal solution in scientific method and it is available for governments to handle with the pollution control. In the study, we take water pollution for example because air and water are two main matters for human beings. If water pollutions are getting serious, we hardly survive. Even measured trends in water quality do not prove that the pollution control activity is being managed to the best standards of efficiency and effectiveness. So managers may have great difficulty in measuring their success or in correctly attributing change in the environment to their action. On the other hand, owners of pollution control systems, both public and private, make little allowance for scientific scruples in their demands for objective measures of effectiveness. The paper examines the theory behind these contradictions and uses the recent development of performance indicators for environmental management in Hong Kong to consider how theory and practice differ. It concludes that effectiveness is relative, but pollution control managers can help themselves if they integrate into their organizations a constant alertness to fundamental goals.

Resumen
In recent years, the researches on the theory and application of public articles and mechanism design at home and abroad has attracted more and more attentions. The paper uses the idea of mechanism design and simulation to analyze and solve environmental pollution improvement. By establishing a simple environmental pollution improvement model, the paper transforms pollution control into binary decision established by a sewage treatment plant and different decisions by the fisherman on the establishment of sewage treatment plants. The paper observes the results of applying different mechanisms and proposes the suggestions of implementing various pollution control methods.

The development of heavy pollution industry has a certain impact on the ecological environment. Abstract Environmental degradation in Taiwan is widespread, serious and steadily increasing. Taiwan’s small land mass has been overburdened with a large number of pollutants and ecological imbalance. The situation is not limited to Taiwan alone; it is also all over South-East Asia. The region comprises nations which are becoming industrialized and facing environmental problems similar to those of Taiwan. In order to fight pollution, Taiwan has initiated a tough battle, combining enforcement, education and incentives, to achieve, maintain and restore environmental quality. In 1988, Taiwan produced 7.6 million cubic meters per day of wastewater, and the corresponding BOD totalled 3,600 metric tons. Twenty-one major rivers are heavily polluted, and harbour and ground water pollution has become a serious problem. Several control programs have been designed, including both short-term and major-source control projects. In the six-year National Development Plan (1991 to 1997), US$10 billion will be spent on these projects out of a total pollution control budget of $40 billion.
