The building skin has evolved enormously over the past decades. The energy performance and environmental quality of both the interior and exterior of buildings are primarily determined by the building envelope. The façade has experienced a change in its role as an adaptive climate control system that leverages the synergies between form, material, mechanical and energy systems towards an architectural integration of energy generation. The PowerSKIN Conference aims to address the role of building skins to accomplish a carbonneutral building stock. The focus of the PowerSKIN issue 2021 deals with the question of whether simplicity and robustness stay in contradiction to good performance of buildings skins or whether they even complement each other: simplicity vs performance? As an international scientific event - usually held at the BAU trade fair in Munich - the PowerSKIN Conference builds a bridge between science and practice, between research and construction, and between the latest developments and innovations for the façade of the future. Topics such as building operation, embodied energy, energy generation and storage in the context of the three conference sessions envelope, energy and environment are considered: – Envelope: The building envelope as an interface for the interaction between indoor and outdoor environment. This topic is focused on function, technical development and material properties. – Energy: New concepts, accomplished projects, and visions for the interaction between building structure, envelope and energy technologies. – Environment: Façades or elements of façades, which aim to provide highly comfortable surroundings where environmental control strategies as well as energy generation and/or storage are an integrated part of an active skin. The Technical University of Munich, TU Darmstadt, and TU Delft are signing responsible for the organisation of the conference. It is the third event of a biennial series: April 9th 2021, architects, engineers, and scientists present their latest developments and research projects for public discussion and reflection. For the first time, the conference will be a virtual event. On the one hand, this is a pity, as conferences are also about meeting people and social interaction; on the other hand, it offers the possibility that we can reach more people who connect from all over the world.

This chapter explores how activists used institutional channels to influence the side agreements. It reveals, through documented interactions, the cat-and-mouse game between activists and the state as they responded to each other’s maneuvering and changed their strategies in relationship to each other. It shows how activists and their legislative allies applied pressure on negotiators, who ultimately succumbed to pressure by strengthening environmental and labor protections at multiple points during negotiations. The chapter also analyzes the unexpected ability of environmentalists to push for and obtain stronger protections in the environmental side agreement than labor activists achieved in the labor side agreement. This is particularly surprising because unions were stronger and had substantially more political and financial resources to draw upon than did environmentalists.

Cyber persistence theory introduces a new logic and lexicon aligned to the empirical experience of cyber activity in international relations. The reality of State behavior and interaction in cyberspace has been quite different from the model of war and coercion upon which many countries base their cyber strategies. This unexpected reality has developed because security in and through cyberspace rests on a distinct set of features that differ from the dominant security paradigms associated with nuclear and conventional weapons environments. Cyber persistence theory posits the existence of a distinct strategic environment supporting the logic of exploitation rather than coercion. To achieve security in this cyber strategic environment, States must engage in initiative persistence, continuously setting and maintaining the conditions of security in their favor. The theory introduces the key concept of the cyber fait accompli and addresses the potential for cyber stability through a tacit bargaining process. The book provides empirical evidence of strategic cyber campaigning and details how the cyber strategic environment can impact State behavior with a case study of the United States. The cyber strategic environment requires its own theory to achieve security. Whereas security requires States to triumph in war in the conventional environment and avoid war in the nuclear environment, States in the cyber strategic environment may have a true alternative to war in order to achieve strategically relevant outcomes. Understanding how States will leverage that alternative is the central question of early twenty-first-century international security.

Freedom and Justice have always been challenged. Since the most remote times, and in the most varied circumstances of places and people, human beings have tried to clarify and put into practice these two controversial concepts. Freedom and Justice, in effect, are words, but also dreams, desires and practices that, not being imperfect, are less sublime and ambitious. Reflecting on them on the basis of an ethics of development and socioenvironmental sustainability is still a great challenge in our contemporaneity. This book is born from the need that we all have to reflect, understand what our role is in relation to the OTHER, understood as the other as Environment. Doing this from such disparate areas and at the same time as current as Economics, Philosophy and Ecology, is still a great opportunity to discuss complexity, transdisciplinarity and the inclusion of diverse themes, but which all converge in the Human Being and its relationship with the world. Endowing human beings with Freedom and a sense of Justice means RESPONSIBILITY. To be free and to want a better and fairer world is to endow our existence with meaning and meaning. Agency, autonomy, functioning, dignity, rights, are capacities that must be leveraged individually and collectively for authentic development to exist. Development as Freedom is a valid proposal for thinking about a socio-environmental rationality that interferes in the controversial relations between economics, ethics and the environment.

One component of military policy in particular lies at the very crossroads of strategic planning and structural arenas of policy. This is force planning, the interactive, intertemporal art intended to ensure that deficiencies in today’s force structure are being corrected while preparing for a future that may resemble the present or differ from it in unexpected ways. While force planners must think about what the future security environment might look like, what technologies might be available, and how future forces might leverage these emerging technologies to meet the challenges of a future security environment, they must always be cognizant of domestic structural factors. This chapter argues that a force planner must always be guided by a coherent strategic logic. Structural factors can never be eliminated, but a strong strategic rationale can minimize them.

Moreover, this growth in debt among the older population may render retirees vulnerable to financial shocks, medical care bills, and changes in interest rates. Contributors to this volume explore key aspects of the rise in debt across older cohorts, drill down into the types of debt and reasons for debt incurred by the older population, and review policies to remedy some of the financial problems facing older persons, in the United States and elsewhere. The authors explore which groups are most affected by debt, and they also identify the factors causing this important increase in leverage at older ages. It is clear that the economic and market environments are influential when it comes to saving and debt. Access to easy borrowing, low interest rates, and the rising cost of education have had important impacts on how much people borrow, and how much debt they carry at older ages. In this environment, the capacity to manage debt is ever more important as older workers lack the opportunity to recover for mistakes.

This chapter assesses the challenges posed by the implementation of business and human rights standards, especially the United Nations Guiding Principles on Business and Human Rights (UNGPs) in small and medium-sized enterprises (SMEs). Although SMEs make up between 85 and 99 per cent of global enterprises, they have not been directly involved in the crafting of these standards and this coupled with the traditional focus on transnational enterprises gives a flavour of the formidably challenging context in which the UNGPs are to be implemented. Drawing on lessons from related disciplines such as corporate social responsibility (CSR) and environmental sustainability, the chapter explores the implications for human rights of issues such as SME identity, organizational structures, and their place in supply chains. The chapter concludes that the challenges are not overwhelming, especially if the unique characteristics of SMEs such as their flexibility, adaptability, and clear leaderships can be leveraged to achieve the objectives of the business and human rights standards.

This chapter calls for a new examination of the water conflict‒cooperation dialogue, beyond the traditional areas of water allocation and utilization. It calls for dialogue to incorporate two critical dimensions: (1) variability linked to climate change and the water-food-energy-environment nexus when framing parameters of water-related conflict; and (2) “unbounding” of analysis beyond political and geographical borders to include internal, regional, and global conflict and cooperation. It discusses three basins as case studies: the Nile, the Mekong, and the Aral Sea. It discusses how water conflicts are not bound to political or natural borders, or to disputes explicitly over water. Rather, it explores how resources intrinsically tied to water decisions may prompt conflict; yet, water may be a leverage point for peace, as well. It concludes by identifying relevant water-conflict transformation strategies that may be applied to use water as a nexus for peace-building.

We provide an integrative review of extant research related to talent (i.e., stars) in the team context. Beginning with a focus an the influences of stars on teams, we review research on stars’ roles as boundary spanners, in which stars may leverage their favorable network positions to enhance their teams’ access to external resources. We then examine stars’ interpersonal influences within teams, which can be positive (e.g., collaboration and mentoring) or negative (e.g., imposing constraints on colleagues’ opportunities). In the second section, we focus on the effects of the team context on stars. Here, we examine how characteristics of the team environment influence the value of stars’ contributions. We then examine the effects of complementarity and redundancy resources on stars’ behavioral propensities and performance outcomes. Finally, we draw on patterns of findings in the extant research we reviewed to identify critical directions for future research on stars and teams.

Public knowledge and understanding of health disparities is critical to generate support for programs and policies that address social determinants of health (SDH). Yet, public programs and policies are little informed by evidence or the link between SDH and health outcomes. This case study, using community-based participatory research principles, draws from the evidence of SDH and communication sciences. We describe Project IMPACT, an intervention to build capacity among community-based organizations (CBOs) to engage with media strategically, with the goal of influencing the information environment. The case offers an example of implementation science supporting an evidence-based approach, rather than a specific program or practice. We report how IMPACT leveraged the role community partners play in legitimizing issues so SDH and disparities are part of the public agenda. We assessed how strategic media engagement practices were implemented with the ultimate goal of changing public understanding of SDH and disparities to support SDH-related policies.

The majority of critically-ill patients are admitted to hospitals that do not have physician intensivist coverage, despite strong evidence that clinical outcomes are improved with intensivist staffing. Telemedicine can leverage clinical resources by providing critical care expertise to patients in intensive care units (ICUs) by off-site clinicians using video, audio, and electronic links. In the past 10 years, telemedicine in critical care has seen tremendous growth in the number of ICU patients being supported by this care model across the USA. The impact of ICU telemedicine coverage has been studied rigorously only in a few studies and the outcomes have been mixed and inconsistent. Telemedicine has been shown in some studies to improve adherence to ICU best practices for the prevention of deep venous thrombosis, stress ulcers, ventilator-associated pneumonia, and catheter-related bloodstream infections. Further research in ICU telemedicine is required to understand the variability of outcomes among the telemedicine programmes studied and to effectively implement the technology to consistently improve outcomes and reduce costs in the critical care environment.

This book seeks to revitalize the humanitarian mission of the international law governing armed conflict, which is being frustrated due to states’ actual practice. In order to achieve its two aims—creating an environment in which full abidance by the law becomes an attainable norm, thus facilitating the second and more important aim of reducing human suffering—it calls for the acknowledgment of realpolitik considerations that dictate states’ and militaries’ behavior. This requires recognition of the core interests of law-abiding states, fighting in their own self-defense—those that, from their militaries’ professional perspective, are essential in order to exercise their defense. Internalizing the importance of existential security interests, when drawing the contours of the law, should not automatically come at the expense of the core values of the humanitarian agenda—for example, the distinction rule. Rather, it allows more room for the humanitarian arena. The suggested tool to allow for such an improved dialogue is the standards and principles of military professionalism. Militaries function in a professional manner; they respect their respective doctrines, operational principles, fighting techniques, and values. Their performances are not random or incidental. The suggested paradigm surfaces and leverages the constraining elements hidden in military professionalism. It suggests a new paradigm in balancing the principles of military necessity and humanity, it deals with the legality of a preemptive strike and the leveraging of military strategy as a constraining tool, and it offers a normative framework for introducing deterrence within the current contours of the law.

In the 1880s, women were barred from voting in all national-level elections, but by 1920 they were going to the polls in nearly thirty countries. What caused this massive change? Contrary to conventional wisdom, it was not because of progressive ideas about women or suffragists' pluck. In most countries, elected politicians fiercely resisted enfranchising women, preferring to extend such rights only when it seemed electorally prudent and necessary to do so. This book demonstrates that the formation of a broad movement across social divides, and strategic alliances with political parties in competitive electoral conditions, provided the leverage that ultimately transformed women into voters. As the book shows, in competitive environments, politicians had incentives to seek out new sources of electoral influence. A broad-based suffrage movement could reinforce those incentives by providing information about women's preferences, and an infrastructure with which to mobilize future female voters. At the same time that politicians wanted to enfranchise women who were likely to support their party, suffragists also wanted to enfranchise women whose political preferences were similar to theirs. In contexts where political rifts were too deep, suffragists who were in favor of the vote in principle mobilized against their own political emancipation. Exploring tensions between elected leaders and suffragists and the uncertainty surrounding women as an electoral group, the book sheds new light on the strategic reasons behind women's enfranchisement.

Scholarly texts on Brazilian popular music generally focus on questions of music and national identity, and when they discuss the music’s international popularity, they keep the artists, recordings, and live performances as the focus, ignoring the process of transnational mediation. This book fills a major gap in Brazilian music studies by analyzing the consequences of moments when Brazilian music was popular in Anglophone markets, with a focus on the media industries. With subject matter as varied as jazz, film music, dance fads, DJ/remix culture, and new models of musical distribution, the book demonstrates how the mediation of Brazilian music in an increasingly crowded transnational marketplace has had lasting consequences for the creative output celebrated by Brazil as part of its national brand. Through a discussion of the political meaning of mass-mediated music in chronologically organized chapters, the book shifts the scholarly focus on the music’s transnational popularity from the scholarly framework of representing Otherness to broader considerations of a media environment where listeners and intermediaries often have differing priorities. India Turns East tells the story of India’s long and difficult journey to reclaim its status in a rapidly changed environment increasingly shaped by the US-China rivalry and the uncertainties of US commitment to Asia’s security. The so-called Look East Policy initially aimed at reconnecting India with Asia’s economic globalization. As China becomes more assertive, Look East has rapidly evolved into a comprehensive strategy with political and military dimensions which, together with favourable circumstances, have gradually allowed for a closer relationship with the United States. But the book argues that despite this rapprochement, the congruence of Indian and US objectives regarding China is not absolute. The two countries share similar concerns, but differ about the role China should play in the emerging regional architecture. Moreover, though bilateral US policies are usually perceived positively in New Delhi, paradoxically, the multilateral dimension of the US Rebalance to Asia policy sometimes pushes New Delhi closer to Beijing’s positions than to Washington’s. The asymmetry of power between the United States and India and their geographic separation make the persistence of significant divergences inevitable. The challenge for India is to reinvent the concept of strategic autonomy — defined as a position allowing India to leverage US capacities while avoiding being drawn into a zero-sum game between the US and China — but it will ultimately be able to do so only if it does make itself more attractive. Economic reforms are a key to India relationships with both the US and China.

Rapid and unpredictable developments in health policies, technologies, disease profiles, institutional environments, and their inter-connections have significant implications on how we design, develop, implement, and use health information systems (HIS) in low and middle-income countries (LMICs). Our current systems have heightened expectations but have proven largely incapable of meeting these new challenges. Nor have they been able to effectively leverage upon the new opportunities that are emerging, such as through the cloud, big data, the proliferation of mobile devices and the Internet of Things, and also the increasing array of new open source software solutions being made available through global development communities. What is required to try and address these challenges and opportunities? This book proposes the ‘Expanded PHI’ (public health informatics) perspective as a way forward, and through the various chapters first seeks to define it, and then apply it to analyse the following key problematics facing public health informatics in the domains of research, practice, and policy: use of information; integration of systems; leveraging cloud computing and big data; design and building of institutions that facilitate; managing complexity; evolving governance mechanisms and standards; responding to the new challenges thrown up by universal health coverage and Sustainable Development Goals; and building synergies between health systems strengthening and health information strengthening efforts. In defining the scope of Expanded PHI, the field of public health informatics is first situated within an informatics context, and then within public health and finally within the context of changing global health policies.
