Resumen
The growing recognition that fossil-fuel subsidies are economically inefficient and harmful for the environment has led to widespread calls for—and efforts to bring about- the phasing out of fossil-fuel subsidies over the last few years. Despite these efforts, however, fossil-fuel subsidies remain prevalent around the world. The existing international legal framework is too weak and fragmented to support fossil-fuel subsidy reform efforts and an international agreement is essential. This chapter explores, from a sustainable energy transition perspective, the challenges and prospects of and avenues for negotiating a binding multilateral agreement on fossil-fuel subsidies. The chapter posits that the Friends of Fossil-Fuel Subsidy Reform are in a position to take the lead and that the ball is in the court of the World Trade Organization (WTO).

Resumen
‘Odds, evens, and shells’ considers the fundamental property laws governing nuclear structure. It explains element stability and abundance, as well as the quantum rules, magic numbers, shells, and binding energy that explain atomic and element structure. An effective guide to stability, and the pattern of radioactive decays, is given by the semi-empirical mass formula. As nature seeks stability by minimising energy, a nucleus seeks to lower the total mass or increase the binding energy by emitting an alpha particle cluster, by beta decay, or by splitting in two, as in uranium fission. Alpha decay and technetium, the lightest element that is totally radioactive, and thus without any stable isotopes, are also described.

Resumen
The economic prescription for mitigating climate change is clear: price carbon dioxide (CO2) and other greenhouse gas emissions to internalize climate damages. In practice, a variety of political economy constraints have prevented the introduction of a carbon price equal to the full social cost of emissions. This chapter develops insights about the design of climate policy in the face of binding political constraints. Using a stylized model of the energy sector, the authors identify welfare-maximizing combinations of a CO2 price, subsidy for clean energy production, and lump-sum transfers to energy consumers or producers under a set of constraints: limits on the CO2 price, on increases in energy prices, and on energy consumer and producer surplus loss. The authors find that strategically using subsidies or transfers to relieve political constraints can significantly improve the efficiency of carbon pricing policies, while strengthening momentum for a low-carbon transition over time.
