ENGLISH ABSTRACT: The past decade has seen a huge increase in the implementation and use of Electronic document and records management systems (EDRMS) in many public spheres. The South African government, in this case the Presidency, has now also adopted this system to comply with current legislation requiring government institutions to replace paper with electronic media as the preferred way of conducting their official business. In general, and as is evident from the available literature, it seems that Government organisations have been lagging behind in this regard. The failure to reap the expected benefits from this step by government institutions such as the Presidency forms the basis for this investigation, which examines the failures and successes in the implementation of an EDRMS and the factors affecting this process. The study used triangulation approach in order to arrive at a more reliable conclusion. Literature research has been used as a main data collection method for this study. It also serves as a basis for the approaches to subject matter that have been adopted. Data was also collected by conducting semi –structured interviews with government institutions, including the subject of this research, that have implemented EDRMS. The critical factors that have had an effect on the implementation of EDRMS were found to be of a strategic, social and technical nature. The study also found similarities in the factors affecting EDRMS implementation within government and identifies the need for further research focusing on how these factors differ between various types of organisations.
AFRIKAANSE OPSOMMING: Die afgelope dekade was daar ‘n ontsaglike toename in die instelling en toepassing van elektroniese dokument- en rekordbestuurstelsels (EDRMS) op talle openbare terreine. Die Suid-Afrikaanse regering, in hierdie geval die kantoor van die Staatspresident, het nou ook hierdie stelsel aangeneem om te voldoen aan huidige wetgewing wat staatsinstellings verplig om papier te vervang met elektroniese media as die aanbevole manier om hulle amptelike besigheid te bedryf. Oor die algemeen, en soos dit ook blyk uit die beskikbare bronne, lyk dit egter asof regeringsinstansies agter geraak het wat dit betref. Die feit dat die verwagte voordele van hierdie stap nie deur staatsinstansies soos die Presidensie benut is nie, vorm die grondslag vir hierdie ondersoek, wat die prestasies en weiering wat gepaard gaan met die instelling van `n EDRMS en die faktore wat hierdie proses affekteer van nader beskou. Navorsing van die literatuur is gebruik as die belangrikse datainsamelingmetode vir hierdie ondersoek. Dit dien ook as die basis vir die manier waarop die onderwerpmateriaal benader is. Data is ook ingesamel van staatsinstansies wat `n EDRMS ingestel het, soos die instansie wat hier bestudeer word. Die kritiese faktore wat ‘n invloed gehad het op die instel van `n EDRMS het geblyk van `n strategiese, sosiale en tegnies aard te wees. Die ondersoek het ook ooreenkomste gevind in die faktore wat die instel van `n EDRMS in die regering affekteer en indentifiseer ook die behoefte aan verdere navorsing wat gerig is op hoe hierdie faktore van organisasie tot organisasie verskil.

The aim of this study was to explore and understand how employees of a specific municipality perceive this technology and how, in what ways, the EDRMS could affect organizational processes. Emphasis was also given on evaluating the factors affecting the successful introduction and implementation of the EDRMS.   This master thesis focuses on employees’ perception of the newly introduced Electronic Document and Record Management System (EDRMS) “Irida” and how this affects organizational processes and working practices.  The data collection was conducted among employees that work in the Finance and Procurement Unit of the Municipality of Drama in Northern Greece. The empirical material was collected through conducting five semi-structured interviews. At the next phase, a questionnaire was developed based on the qualitative findings and was administered via email to all the Municipality of Drama employees that use the system. The data gathered during the qualitative and quantitative phase were analyzed and discussed, and the research findings were produced. It was found that the introduction of “Irida” had a positive effect on working efficiency, reduced contact and interaction among employees, and facilitated remote working. Training, flexibility of the system and employee participation was identified as factors that influence the successful implementation of an EDRMS.  The employees said they were satisfied with "Irida”, found it easy to use, and intended to keep using it. Most of them had varying degrees of stress during the initial implementation phase. It was also shown that employees who find "Irida” user-friendly are more likely to be satisfied and intend to keep using it and that employees who find "Irida” easy to use have a positive predisposition towards the system and do not mind that their work becomes more visible.

This Master thesis focuses on the concept of Records Management (RM) and Electronic Records Management (ERM) and how the adoption of an Electronic Document Records Management System (EDRMS) affects a business setting. The research focuses on the factors of perceived efficiency and on the costs that exist in a company. More specifically, this Master thesis is a qualitative exploratory case study which's aim is to examine and present the experiences and the attitudes of 4 individuals who are working in companies that possess an EDRMS. In order to acquire this deeper understanding, the data collection methods that were used were the in person semi structured interviews and the observation. During the research was examined how the perceived efficiency and the costs in a company are affected by a proper RM/ERM program. The analysis of the collected data shown that the specific individuals in the specific firms are benefited by the EDRMS and that their work is improved.

Owner companies should consider all elements of Document Management during a project’s life cycle, identify shortcomings and address them successfully to ensure successful completion of projects and ultimately to also ensure legal compliance as stipulated by contractual agreements. Proper governance during the execution of projects involves, amongst others, the establishment of structures and processes, with appropriate checks and balances built into these structures and processes, to enable all stakeholders to be in a position to have access to relevant documentation. Executing projects makes a huge demand on the flow and management of project related documentation through the different phases of these projects. The research, as documented in this dissertation, investigates and evaluates whether Sasol Technology, as the project execution agent for the Sasol Business Units, has efficient governing Document Management processes and procedures in place to support the successful execution of capital projects. Sasol Technology uses a stage gate model, associated with project life cycles, as a systematic approach for the execution of capital projects. Document Management is a new business function that was established in 2008. Not all the functions involved in the life cycle of project execution are fully aligned with the central function managing documentation. There is thus a need for a fully integrated Document Management System, involving all the functions of Sasol which are involved during the different phases of project execution. The literature study analyses existing world best document management and records management practices and procedures and points out that meticulous and strict document and records management practices form the backbone of organisational authentic evidence compliance. The research design method that was chosen to authenticate the research question is an Exploratory Qualitative Approach, combined with a Descriptive Approach. Results are obtained from a combination of three methods. Published and available existing data of how documents are managed in Sasol was gathered and secondary findings are established. Focused and structured interviews were then conducted with experienced team members from the different functions involved in project execution and lastly, e-mail administrated questionnaires were developed and distributed to relevant project team members within Sasol Technology to assess the current system and to determine additional requirements for an enhanced Document Management System, specifically applicable to owner companies in the project execution environment. Whereas the scrutiny of the secondary sources provides a background and the progress iii made with regard to setting requirements for a standardised Document Management System for the execution of projects in the Sasol Technology and some of the other Sasol Business Units, the primary data findings indicate how the project team members perceive the existing Sasol Technology Document Management System to be. Key findings include, that documentation life cycle management is not fully developed and needs to be addressed in the Sasol Technology project execution environment. Furthermore, integration of the documentation management of the various departments, functions and structures in Sasol will enable better and improved management of project documentation. The specific output of this dissertation is the recommendation of an improved Document Management System to allow the different functions within Sasol Technology and some other Sasol Business Units to have access to an integrated system, included in it all relevant documentation requirements during the life cycle of projects. An added deliverable is a framework of requirements to be included in a document management philosophy, not only for Sasol, but also for other owner companies during project execution.

This thesis investigates the use of electronic medical record (EMR) systems and risk management in hospitals. It provides a critical analysis of recognized EMR systems and potential failures and discusses six traditional risk management techniques including brain storming, cause, effect analysis, failure mode effective analysis (FMEA), fault tree analysis (FTA), and Binary Decision Diagram (BDD) in addition, to one of the most recent systematic risk management techniques, Systems Theoretic Accident Model Process (STAMP). The traditional techniques are not as well suited to managing risks and preventing failures in modern information systems with complex software that involves human and machine interaction. The thesis introduces the implementation of common traditional risk management technique such as BDD and FTA which is mostly used in nuclear plants, transportation and medical devices backed by a hypothetical example to help and explain the process of the FTA usage. Most traditional techniques rely on a direct cause-and-effect chain and have no clear formal guidance. The systematic technique introduced and used in this study, is known as Systems Theoretic Accident Model Process (STAMP). It is one of the recent systematic techniques developed and used in many sectors including aerospace. This study applied the STAMP technique to the EMR system failure at King Khalid General Hospital (KKGH) in Riyadh. One of the reasons for selecting the STAMP technique is that it is based on system theory and established the risk factors that lead to system failure. It also provides guidance for managing and controlling risk factors. This thesis discusses the implementation of STAMP, supported by examples, to explain how the technique conducted. System failures occur unexpectedly and have the potential to affect health services; they can compromise patient health and sometimes lead to death. The aims of this study are to explore The Kingdom of Saudi Arabia healthcare usage of EMRs and risk factors that leads to system failure and demonstrate the benefit of STAMP for RM in EMR system, define gaps and provide suggestion based on international best practice The study was conducted in three phases. The first phase explored EMR system usage and failures. The second phase implemented the STAMP risk management technique at one hospital of our 8 surveyed hospitals, the King Khalid General Hospital’s (KKGH), to identify and manage risks. In the third phase, the study modified the STAMP technique and reapplied it. The modified technique STAMP Checklist (STAMPC) was compared with the original STAMP technique. We found that STAMPC is much more usable and subjectively beneficial for the hospital that uses a hybrid system. Data extracted using the modified technique provided more useful information to improve EMR system safety, and prevent potential failures. This study addresses the challenges of how effectively RM techniques used to reduce the potential risk of EMR system failures in hospitals. It improves the efficiency of the STAMP risk management technique by proposing a new (STAMPC) technique. There are 3 important implications for both RM and EMRs practice: first, the study suggests that RM and EMRs are integral parts of the management decision-making process; second, they are necessary to improve human health and safety; and, third, RM may minimise the possibility of system failure.

Aujourd’hui, la compétition croissante, l'expansion des marchés et les progrès de la technologie engendrent un raccourcissement du cycle de vie des processus de développement des produits afin d’en améliorer les performances en termes de délai, coût et qualité. Ce raccourcissement du cycle de vie a engendré un accroissement des volumes de déchet généré et des conséquences que cela peut avoir sur l’environnement. Au niveau de l’Union européenne, des directives ont été introduites, tels que la gestion des déchets d'équipements électriques et électroniques (WEEE), la restriction de l'utilisation de certaines substances dangereuses dans les équipements électriques et électroniques (RoHS) et les directives pour le traitement des batteries usagées (Battery); ces directives permettent de limiter l'utilisation et le recyclage des substances dangereuses nocives pour la santé et pour l'environnement.Ces nouvelles réglementations et normes, permettant de gérer de manière efficace les retours et la fin de vie des produits (recovery process), ont été mises en place afin d'obliger les entreprises à assumer leurs responsabilités en termes de gestion des produits en fin de vie. Certaines entreprises ont montré que les produits recyclés ou réutilisés peuvent être une source supplémentaire de revenu (recyclage des matériaux, ou réutilisation des composants après démontage) dans le processus de fabrication.Ces connaissances liées à la performance environnementale (au niveau des processus de conception, de production, de transport, d’entreposage, de récupération…) devraient êtres saisies, évaluées et capitalisées dans des bases de connaissances afin d’être prisent en compte durant les différents phases du cycle de vie des produits.Nos travaux de recherche proposent donc de développer une architecture de gestion des connaissances (Knowledge Management Architecture) basée sur un Système Multi-Agents. L’objectif est de proposer un système qui met l'accent sur les concepts de « durabilité des produits et des cycles de vie », en établissant des liens entre des Agents Logiciels détenteurs de connaissances liées à la réglementation environnementale et les Systèmes d’Information de type PLM. Ces interconnexions permettront aux décideurs de prendre en compte les impacts environnementaux dans leurs décisions et ceci à chaque phase du cycle de vie des produits
The increasing of competition, expanding markets and advanced technology create shorten lifecycle and the development process to improve product performance in terms of time, cost and quality. These shorten products lifecycle have led to increase volumes of waste generation and consequence impact to environment. EU directives have been introduced, such as Waste Electrical and Electronic Equipment (WEEE), Restriction of the use of certain Hazardous Substances in electrical and electronic equipment (RoHS) and guidelines for the treatment of waste batteries (Battery), these directives are used to handle the hazardous substances which are harmful to human health and the environment.These regulations and standards have been put in place to force companies take their responsibilities on managing their products when reach to the end of life. Some companies have found that the returned product can be recycled or reused as an additional source of income (material recycling, or reuse of components after disassembly) in the manufacturing process.Knowledge related to the environmental performance (in terms of process design, production, transportation, storage, etc.) should be captured, evaluated and stored in knowledge base in order to share between users in different phases of the product lifecycle.Therefore, this research proposes a Knowledge Management Architecture based on a Multi-Agent System approach. The objective of this work is to propose a system that focuses on the concept of "sustainability” of products lifecycle by establishing the link between agents, who hold knowledge related to the environmental performances, and PLM system. The connection encourages companies considering the environmental impacts in their decision making at every stage of product lifecycle

In order to achieve accreditation for their services, pathology departments must meet international recognised standards and comply with national guidelines, issued by accrediting bodies such as Clinical Pathology Accreditation (United Kingdom Accreditation Service), the Medicines and Healthcare products Regulatory Agency and the Human Tissue Authority in United Kingdom. Objectives: An evaluation of existing Quality Management System (QMS) and implementation of a quality standard and a centralised electronic document management software (Q-pulse) in a pathology department of a district hospital. Method: A service evaluation utilising an adapted version of the Context, Input, Process, and Product model, (with the addition of the implementation stage). This consisted of context evaluation (an evaluation of the department’s decentralised QMS), input evaluation (an assessment of the various types of electronic document management system (EDMS), implementation (the implementation of a centralised QMS and EDMS), progress evaluation (monitoring, documentation and assessment of the progress of the QMS) and finally impact evaluation (measuring the impact of the newly implemented system). Data collection included quality audits, non-participant observation and qualitative interviews. The implementation strategies involved technical support training and feedbacks. Results: The implementation of a continuous QMS and EDMS within the department, using the adapted CIPP model, increased the involvement of all staff in quality matters. It enabled the department to improve quality control processes, procedures and performance. Staff and quality teams now meet regularly and multidisciplinary workings groups have been put in place to continual improve the quality matters. The level of compliance and awareness to standards and guidelines has increased through education and training of staff in within the QMS, and there is an increase in top level management involvement in quality activities within the department. As a result of this evidence of compliance, the department’s Quality management system, was accorded, an unconditional accreditation, by the accrediting bodies. (Clinical Pathology Accreditation (United Kingdom Accreditation Service), the Medicines and Healthcare products Regulatory Agency). Conclusion: The quality management system is functioning in all the departments. All staff involved in the evaluation processes, judged it to be useful for them and the department. Further research is required to establish the longevity of the implemented products and other modules within Q-Pulse.

Usability heuristics have been established for different uses and applications as general guidelines for user interfaces. These can affect the implementation of industry solutions and play a significant role regarding cost reduction and process efficiency. The area of electronic workflow document management (EWDM) solutions, also known as workflow, lacks a formal definition of usability heuristics. With the advent of new technologies such as mobile devices, defining a set of usability heuristics contributes to the adoption and efficiency of an EWDM system. Workflow usability has been evaluated for various industries. Most significantly research has been done for electronic healthcare records (EHR). In other areas such as the financial sector and educational institutions there is also some literature available but not as abundant as for EHR. This was identified as a possible research limitation. The general purpose of this research was to establish and validate an overarching set of usability heuristics for EWDM in general. This was approached by conducting a literature review and a survey on 32 workflow consultants from Hyland Software, Inc. Quantitative and qualitative data was collected focusing on the study’s main research question: “what usability heuristics should be defined to ensure the adoption and efficiency of a workflow implementation?" Findings based on regression testing and expert opinions have suggested a proposed set of usability heuristics. The final list consists of: adaptability to diverse platforms, user control, system feedback, intuitive interfaces, visibility on mobile devices, error management, help, and documentation.

The Healthcare industry, just like any industry, is constantly racing to stay abreast with pace of technological innovations, especially at such a time where the industry is experiencing a strain on the global healthcare infrastructure. Specifically, the evolution of record management systems in the healthcare system has taken a slow and gradual transformation with each stage of transformation carrying over certain aspects and functions of previous stages. A survey of record management practices reveals that record management begun with paper-based records that have since partially been replaced with centralized Electronic Health Records (EHR). With the advent of Electronic Health Records enabled by distributed ledgers, we continue to see the inclusion of traditional paper-based functions beyond centralized EHR functions. Electronic data sharing in the healthcare ecosystem is constrained by interoperability challenges with different providers choosing to implement systems that respond to increasing their productivity. Prioritizing a patient-focused strategy during implementation of EHRs forces providers to implement systems that are more interoperable. A system engineering approach was adopted to guide the development and valuation of candidate architectures from Stakeholder analysis to concept generation and enumeration. Nine (9) key design decisions were selected with their combinations yielding 512 feasible hybrid architectures. In this paper, we proposed a hybrid EHR solution combining distributed ledger technologies and Internet of Medical Things, which contributes towards providing value-based healthcare. Leveraging properties of distributed ledgers and IoMT, the hybrid solution interconnects various data sources for health records to provide real-time record creation and monitoring whilst enabling data sharing and management in a secure manner.

Que son intérêt soit environnemental ou économique, qu’elle s’applique aux macro, micro ou nano systèmes,la récupération d’énergie est une solution permettant de s’affranchir du remplacement, de la recharge ou même de l’utilisation de piles. Cette thèse s’inscrit dans le cadre d’une collaboration entre Oxylane (Decathlon) etle CEA et son objectif est la conception d’un circuit électronique de gestion permettant de récupérer l’énergie mécanique humaine pendant une pratique sportive afin d’alimenter un capteur communicant sans fil. Le système électronique développé dans ce travail exploite l’énergie électrique issue de récupérateurs piézoélectriques,l’extrait et la met en forme grâce à une technique d’extraction efficace et un circuit de puissance approprié.Face au comportement aléatoire de l’être humain fournissant une énergie mécanique intermittente et irrégulière,la topologie Flyback et la technique d’extraction SECE ("Synchronous Electric Charge Extraction") sont utilisés. Le récupérateur est déchargé à son maximum de tension par l’intermédiaire d’une inductance couplée et de deux transistors MOSFETs commandés. Ce travail propose une nouvelle variante de SECE : la technique MS-SECE ("Multi-Shot Synchronous Electric Charge Extraction") permet de transférer l’énergie en plusieurs paquets afin de diminuer les pertes résistives ou le volume du circuit magnétique. Afin de satisfaire la contrainte d’encombrement de l’application visée par Oxylane, un circuit de récupération implémentant cette nouvelle technique est fabriqué en technologie intégrée CMOS 0,35 μm. L’ASIC possède une consommation très faible(1 μW) et commande le circuit de puissance et quelques composants discrets. De cette façon, l’énergie électrique est convertie efficacement vers une capacité réservoir sous 3V. No matter what its purpose is, economic or environmental, energy harvesting is a relevant solution to replaceor to get rid of primary batteries. This thesis is part of a collaborative laboratory between the CEA and Oxylane(Decathlon) and its aim is the design of a power management circuit which harvests mechanical energy fromhuman movements during sport practice in order to power aWireless Sensor Node (WSN). The electronic circuitwhich has been developed in this work recovers energy from piezoelectric harvesters, extracts and conditionsit thanks to an efficient energy extraction technique and to an appropriate power circuit. In response to therandom behavior of human body which supplies an intermittent and irregular energy, the Flyback topology andthe Synchronous Electric Charge Extraction technique (SECE) are employed. The energy harvester is dischargedat its maximum voltage through a coupled-inductor and two MOSFETs transistors. This work proposes a newextraction technique, derived from SECE : MS-SECE ("Multi-Shot Synchronous Electric Charge Extraction")transfers the energy in several magnetic discharges which decreases the resistive losses or the size of the magneticcomponent. In order to satisfy the size constraints aimed by Oxylane, an integrated circuit, fabricated in theAMS 0,35 μm CMOS technology, implements the MS-SECE autonomously. This very low power (1 μW) ASICcontrols the power circuit and a couple of external components. This way, the electrical energy is efficientlyconverted towards a buffer capacitor under 3V. Furthermore, thanks to its two operating modes (passive/nonoptimizedand active/optimized) successively employed, the circuit self-starts and works without battery orinitial energy. The complete system is compatible with a large variety of piezoelectric harvesters, especiallywhen their output voltages are large (>50V). Finally, it enables the complete autonomy of a WSN consumingaround 100 μW

L'objectif de mon travail de thèse était de développer des outils bio informatiques permettant d'améliorer la traditionnelle gestion de l'information scientifique au sein d'un grand centre de recherche et en particulier au sein d'une plateforme de génomique. Trois outils ont été développés: un cahier de laboratoire électronique, un système de gestion de l'information de laboratoire pour des applications de génomique dont le séquençage de nouvelle génération, ainsi qu'un système de gestion des échantillons pour de grandes bio-banques. Ce travail a été réalisé en étroite collaboration avec des biologistes, épidémiologistes et informaticiens. Il a également inclus la mise en place d'interactions entre les différents outils pour former un système informatique intégré. Les trois outils ont été rapidement adoptés par l'ensemble des scientifiques du centre de recherche et sont désormais utilisés au quotidien pour le suivi de toutes les activités de laboratoire mais aussi plus globalement pour les autres activités scientifiques du centre de recherche. The aim of my thesis work was to develop bioinformatics tools to improve the traditional scientific information management within a large research centre and especially within a genomics platform. Three tools have been developed: an electronic laboratory notebook, a laboratory information management system for genomics applications including next generation sequencing, as well as a sample management system for large biobanks. This work has been conducted in close collaboration with biologists, epidemiologists and IT specialists. It has also included the setup of interactions between the different tools to make an integrated IT system. The three tools have been rapidly adopted by all the scientists of the research centre and are now daily used for the tracking of all the laboratory’s activities but also more globally for the research centre’s other scientific activities. These tools are transposable in other research institutes

To facilitate this activity, the entire laboratory has been divided into processes, each one having a designated process owner. This paper concentrates more specifically on one of these processes, namely, the Packaging and Fabrication of Electronic Hardware (PAFEH), and the effort being undertaken to ensure that this process will successfully pass registration. A comprehensive approach is being utilized by the Electronic Packaging and Fabrication Section to bring this about.

La France connaît un vieillissement de sa population sans précédent. La part des séniors s’accroît et notre société se doit de repenser son organisation pour tenir compte de ce changement et mieux connaître cette population.De nombreuses cohortes de personnes âgées existent déjà à travers le monde dont quatre en France et, bien que la part de cette population vivant dans des structures d’hébergement collectif (EHPAD, cliniques de soins de suite) augmente, la connaissance de ces seniors reste lacunaire.Aujourd’hui les groupes privés de maisons de retraite et d’établissements sanitaires comme Korian ou Orpéa s’équipent de grandes bases de données relationnelles permettant d’avoir de l’information en temps réel sur leurs patients/résidents. Depuis 2010 les dossiers de tous les résidents Korian sont dématérialisés et accessibles par requêtes. Ils comprennent à la fois des données médico-sociales structurées décrivant les résidents et leurs traitements et pathologies, mais aussi des données textuelles explicitant leur prise en charge au quotidien et saisies par le personnel soignant.Au fil du temps et alors que le dossier résident informatisé (DRI) avait surtout été conçu comme une application de gestion de base de données, il est apparu comme une nécessité d’exploiter cette mine d’informations et de construire un outil d’aide à la décision destiné à améliorer l’efficacité des soins. L’Institut du Bien Vieillir IBV devenu entretemps la Fondation Korian pour le Bien Vieillir a alors choisi, dans le cadre d’un partenariat Public/Privé de financer un travail de recherche destiné à mieux comprendre le potentiel informatif de ces données, d’évaluer leur fiabilité et leur capacité à apporter des réponses en santé publique. Ce travail de recherche et plus particulièrement cette thèse a alors été pensée en plusieurs étapes.- D’abord l’analyse de contenu du data warehouse DRI, l’objectif étant de construire une base de données recherche, avec un versant social et un autre de santé. Ce fut le sujet du premier article.- Ensuite, par extraction directe des informations socio-démographiques des résidents dès leur entrée, de leurs hospitalisations et décès puis, par un processus itératif d’extractions d’informations textuelles de la table des transmissions et l’utilisation de la méthode Delphi, nous avons généré vingt-quatre syndromes, ajouté les hospitalisations et les décès et construit une base de données syndromique, la Base du Bien Vieillir (BBV) . Ce système d’informations d’un nouveau type a permis la constitution d’une cohorte de santé publique à partir de la population des résidents de la BBV et l’organisation d’un suivi longitudinal syndromique de celle-ci. La BBV a également été évaluée scientifiquement dans un cadre de surveillance et de recherche en santé publique au travers d’une analyse de l’existant : contenu, périodicité, qualité des données. La cohorte construite a ainsi permis la constitution d’un outil de surveillance. Cet échantillon de population a été suivi en temps réel au moyen des fréquences quotidiennes d’apparitions des 26 syndromes des résidents. La méthodologie d’évaluation était celle des systèmes de surveillance sanitaire proposée par le CDC d’Atlanta et a été utilisée pour les syndromes grippaux et les gastro entérites aiguës. Ce fut l’objet du second article.- Enfin la construction d’un nouvel outil de santé publique : la distribution de chacun des syndromes dans le temps (dates de transmissions) et l’espace (les EHPAD de transmissions) a ouvert le champ de la recherche à de nouvelles méthodes d’exploration des données et permis d’étudier plusieurs problématiques liées à la personne âgée : chutes répétées, cancer, vaccinations et fin de vie
French population is rapidly aging. Senior citizens ratio is increasing and our society needs to rethink its organization, taking into account this change, better knowing this fast growing population group.Even if numerous cohorts of elderly people already exist worldly with four in France and, even as they live in growing numbers in nursing homes and out-patient treatment clinics, knowledge of this population segment is still missing.Today several health and medico-social structures groups as Korian and Orpéa invest in big relational data bases enabling them to get real-time information about their patients/residents. Since 2010 all Korian residents’ files are dematerialized and accessible by requests. They contain at the same time, structured medico-social data describing the residents as well as their treatments and pathologies, but also free-textual data detailing their daily care by the medical staff.Through time and as the computerized resident file (DRI) was mainly conceived as a data base management application, it appeared essential to mine these data and build a decision-making tool intended to improve the care efficiency. The Ageing Well Institute becoming meanwhile the Korian Ageing Well Foundation chose then, working in a private/public partnership, to finance a research work intented to better understand these datas’ informative potential, to assess their reliability and response to public health threats. This research work and this thesis were then designed in several steps:- First, a content analysis of the data warehouse DRI, the objective being to build a research data base, with a social side and a health side. This was the first paper subject.- Then, by direct extraction of the residents’ socio-demographic information at nursing home (NH) entry, adding hospitalizations and deaths, and finally, by an iterative textual extraction process of the transmissions data and by using the Delphi method, we created twenty-four syndromes, added hospitalizations and deaths and built a syndromic data base, the Ageing Well data base. This information system of a new kind, allowed the constitution of a public health cohort for elderly people from the BBV residents’population and its syndromic longitudinal follow-up. The BBV was also scientifically assessed for surveillance and public health research through present situation analysis: content, periodicity and data quality. This cohort then gave us the opportunity to build a surveillance tool and follow the residents’ population in real-time by watching their 26 daily frequency syndromic distributions. The methodology for that assessment, Atlanta CDCs’ health surveillance systems method, was used for flu and acute gastro enteritis syndroms and was the second paper subject.- Finally, the building of a new public health tool: each syndrom’s distribution through time (transmissions dates) and space (transmissions NH ids) opened the research field to new data exploration methods. I used these to study different health problems afflicting senior citizens: frequent falls, cancer, vaccinations and the end of life

Cette thèse identifie et vise à affronter certains verrous scientifiques concernant la conception des scenarios des serious games, leurs utilisations par un meilleur partage entre les concepteurs dans des contextes d’apprentissage ciblés. Les constats motivant ce travail sont (1) la participation indispensable des formateurs dans la phase de conception en se basant sur leurs expertises et leurs objectifs pédagogiques, (2) la nécessité grandissante pour les formateurs experts de formaliser les scénarios décrivant les situations complexes rarement se produisant, (3) la non-adéquation des systèmes-auteurs des jeux sérieux existants à cette population de concepteurs, permettant seulement un nombre limité de scénarios à cause de leurs couts élevés, (4) le faible niveau de réutilisation des scénarios déjà produits dans la vie quotidienne. Notre problématique consiste à lever certains verrous existants dans la conception des jeux sérieux pour la formation dans des domaines d’expertises complexes avec l’hypothèse qu’une meilleure organisation de la connaissance et de la coopération va faciliter la conception. L’étude de cette problématique s’effectue en proposant l’architecture ARGILE (Architecture for Representations, Games, Interactions, and Learning among Experts) adaptée au jeu sérieux « participatif et intensif en connaissances »
This PhD aims to confront some scientific challenges concerning the scenarios’ conception of Serious Games, their use through a better share by designers within the context of targeted learning. The findings motivating our work are (1) the significant participation of trainers in the design phase, (2) the growing needs for expert trainers to formalize scenarios describing rarely complex situations, (3) the divergence of existing serious games to these designers which cover a limited number of scenarios due to their high cost, (4) the low re-use’ level of scenarios that have already happened in daily life.Our questioning will lead us to see how we must design serious games for training in complex areas of expertise where reference knowledge is neither stabilized nor unanimous, but rather dynamic and continuously evolving. After having examined the principal mains of application of the Serious Game and having defined it, the study of this questioning led us to propose the ARGILE (Architecture for Representations, Games, Interactions, and Learning Among Experts) architecture, suitable for "participatory and knowledge-intensive" serious games

Many of the technological and social systems our society has come to depend on can be classified as complex adaptive systems (CAS). These systems are made of many individual parts that self-organize to respond and adapt to changing outside and inside influences affecting the system and its actors. These CAS can be placed on a spectrum ranging from loosely- to tightly-coupled, depending on the degree of interrelatedness and interdependence between system components. This research has explored how the process of collaboration occurs in both a loosely- and tightly-coupled setting using one exemplar of each system. The loosely-coupled exemplar related to disaster risk reduction in two Canadian communities while the tightly-coupled one involved the implementation of a surgical information management system in a Canadian hospital. A list of core elements of collaboration that should be considered essential to the success of all collaborative endeavours was developed as a result: Engagement, Communication, Leadership, Role Clarity, Awareness, Time, and Technical Skills and Knowledge. Based on observing how the core elements of collaboration interacted with one another within each of these example systems, two models were created to represent their relationships. A list of considerations that collaborative tool designers should consider was also developed and the implications of these considerations were discussed. As businesses and other organizations increasingly incorporate team-based work models, they will come to depend more heavily on technology-based solutions to support collaboration. By incorporating collaborative technologies that properly support the activity of these teams—based on the specific type of complex adaptive system in which their organization exists—organizations can avoid wasting time and resources developing tools that hinder collaboration.

The historical evolution of South Africa’s health sector, dating back to the 17th century, is significantly different from that of other African countries. Throughout the four centuries of development there have been numerous advances in health policy, legislative instruments and health system progress. Against this background this dissertation critically analysed the management of records in public health care institutions in South Africa. The study did this by addressing three objectives: assess the legislative, policy and regulatory contextual framework of South Africa’s health care system; assess the effectiveness of records management within public health care institutions; and identify appropriate interventions to address the challenges facing records management in the health care system. The study used purposive sampling to identify respondents with diverse expertise in three main sectors: the public sector, the private sector as well as in academic and research institutions. Using interview research technique the study solicited data that was analysed in order to provide a composite picture in addressing the research objectives. The analysis of data revealed three overarching themes. First, there is substantial legislative and regulatory dissonance in the management of health records in the country. While there are extensive legislative, regulatory and policy instruments that could be used to manage records, many lack coherence with records management issues such as records retention. Second, understanding the complex interplay of different legal and regulatory instruments is a critical first step, but it remains the beginning of the process towards building a sophisticated implementation process. For this process to be successful, study respondents argued that records compliance would have to be the backbone of all other compliance processes. Third, while there were substantial areas of weakness in the management of records in South Africa’s public health sector, there have been a number of pockets of excellence. These include the efforts towards complying to access to information legislation by the Limpopo Department of Health and Social Development as well as the successful introduction of Enterprise Content Management systems in health care institutions by the Western Cape Department of Health

Traditional paper work is the largest waste of enterprises or government. For the sake of processing unnumbered documents everyday, enterprises need to integrate electronic document management system with workflow system, besides setting up Enterprise Resources Planning in Enterprise. Thus electronic document management system becomes one of the most important issues all over the world. In this thesis we will discuss the infrastructure theorem and implementation technologies of electronic document management system. Until now, most financial institutions and government use mainframe system to process their data and document. Mainframe has the advantage of stable and faster than other machine. But it’s too expensive, hard to maintain and few GUI support. And sometimes mainframe environment use SNA as protocols different from general personal computers (TCPIP). It’s not convenient for general users. However, personal computers become cheaper and cheaper. In other hand, the performance of personal computer becomes better and betters. Thus some processes were moved from mainframe to personal computers in order to reduce loading of mainframe. In this thesis, we try to design a system on NT server and it can fit the requirement of banks. Besides user ID and password, we define different levels of accessing permission according to users duties. We hope this can makes the system security better.

An electronic record management system (ERMS) is an application designed to improve the management of current electronic records in organizations. It is frequently integrated with an electronic document management system (EDMS), and thus becomes an electronic document/record management system (EDRMS). Document and record are different concepts in archival science and require different handling. Managing electronic documents focuses on bringing in organizations business-related benefits, such as enhanced information sharing and increased office productivity. Managing electronic records focuses on ensuring records reliability and authenticity. The development of EDMS is an industry response to the proliferation of electronic documents brought by digital technologies, while the development of ERMS involves research on the nature of electronic records, how to distinguish them from other electronic information, and how to protect their evidentiary value. Standards such as the DoD5015.2 specify functional requirements for designing an ERMS. Authoritative organizations test functionalities of commercial electronic records management systems, verifying their compliance with standards. There are, however, few systematic investigations done to evaluate the effectiveness of standard-compliant systems with respect to their operation in organizations. This thesis attempts to determine whether an EDRMS implemented in a Canadian municipality has achieved the goals set for its implementation. Currently, there are no standardized methods or services assessing the performance of either document or record management functions in an EDRMS. This thesis employs program evaluation, in particular, theory-driven program evaluation, as methodological framework, to assess the components of the city’s EDRMS program. The research is designed as a survey and data are collected using a questionnaire. The evaluation questions were addressed to a particularly defined group of respondents, the users of the system who are charged with records management responsibilities in their offices or departments. Findings are reported in the form of summarized statistics. The evaluation concludes that the EDRMS program is an overall success in regards of both managing electronic documents and electronic records for this group of users. Further analyses and discussions of the findings identify issues and areas requiring improvements as well as suggest recommendations.

Assim, o trabalho desenvolvido no projeto consiste numa primeira fase no estudo teórico da experiência do utilizador e das estratégias de ludificação existentes. Posteriormente, é feita uma análise da experiência atual do utilizador com o software, e uma avaliação do seu nível de ludificação atual através da framework Octalysis. Por fim, é definida e implementada uma estratégia de ludificação com base na metodologia de Werbach and Hunter, de modo a melhorar a experiência do utilizador e otimizar a eficácia dos objetivos da ferramenta.
The aim of this dissertation is to define and implement a gamification strategy to a document management software. On this project is analyzed a real document management platform that has been applied as an alternative to the conventional document archive methods, including documents management and the processes associated to them in a business context through workflows associated to each document that allocates the document's related tasks to specific users. First, the aim of the research were the literature review about user experience and gamification strategies. Subsequently, a user experience analysis is made, incluing the evaluation of the actual gamification level of the software, using the Octalysis framework. Finally, in order to improve the user experience and optimize the software funcionalities a gamification strategy was defined, following the Werbach and Hunter methodology.

The aim of this dissertation is to define and implement a gamification strategy to a document management software. On this project is analyzed a real document management platform that has been applied as an alternative to the conventional document archive methods, including documents management and the processes associated to them in a business context through workflows associated to each document that allocates the document's related tasks to specific users. First, the aim of the research were the literature review about user experience and gamification strategies. Subsequently, a user experience analysis is made, incluing the evaluation of the actual gamification level of the software, using the Octalysis framework. Finally, in order to improve the user experience and optimize the software funcionalities a gamification strategy was defined, following the Werbach and Hunter methodology.

In order to process huge amount of electronic documents in an organized manner, automatic document categorization is an important research area in the area of explicit knowledge management. In this paper, we propose a new document classification methodology based on neural network technology. We first extract key phrases from the document set by means of text processing and determine the significance of key phrases by frequency. After significant terms are extracted, a keyword correlation analysis model is applied to compute similarity between terms. Then, synonyms are reduced to higher similarity terms. We adopt the back-propagation network model as a classifier. The target output is to identify a document’s proper category based on a hierarchical document classification scheme. In this research, patents related to designs of power hand tools are studied in their IPC classification scheme. Any hand tool patent can be automatically and accurately classified using the pre-trained neural network models. In the prototype system we provide two modules for explicit knowledge management. The automatic classification module helps the user classify patent documents and the search module helps the user identify the correct patent document quickly. The result shows a very significant improvement in document classification and identification in explicit knowledge management.

This study used a case study method to investigate should have the capabilities to build the medical record management unit angle of Electronic Medical Records Management System, after the system to build through depth qualitative interviews with 8 records management personnel to evaluation system of six facets benefit. The results found that under the hybrid records management(1) personal experience such as business property, seniority, experience will affect the system and personal growth, (2)complexity of the system architecture and the personal experience of the instructor's significantly influence the effectiveness of teaching, (3)according to records management personnel demand for the use to build a stabilization but also to provide a complete, accurate, integrated information of Electronic Medical Record Management System,(4)Electronic Medical Record Management System can improve the efficiency of medical record management and records management professional degree. With an Electronic Medical Record development of the white-hot and national policies to promote, hospitals must build Electronic Medical Record Management System, in addition to this study we are in the planning and development of Electronic Medical Record Management System of medical institutions reference, build process also recommended that users' needs should be considered, build patient-centered of Electronic Medical Record Management System, let hospital records management personnel can management Electronic Medical Record through this medical information platform to ensure the quality of management of Electronic Medical Record achieve national requirements for exchange, replace the management of paper records.

The implementation of Electronic Document Management Systems (EDMSs) is a complex process. Scripps Health started a project to implement the web based McKesson Horizon Patient Folder (HPF) software system in early 2011 in order to digitally capture all the information in patient charts. This research used semi-structured interviews to assess the perceived benefits of using an EDMS and its effect on work-flow from the perspective of physicians and health information management (HIM) staff at two hospitals in San Diego, California. The study was designed to assess the new work-flow processes, work-flow challenges associated with EDMS implementation, and other key factors associated with successful implementation of such systems. The research found the opinion of physicians and HIM staff about the effect of an EDMS on their work-flow to be mostly positive. The data analysis further showed that perceived benefits of an EDMS included improved patient care quality and patient care efficiency due to capabilities such as immediate access to patient information by multiple users, reduced patient data error and improved communication between HIM staff and physicians. The analysis of study data also highlighted some shortcomings of EDMSs; these included the system not being user friendly, not having full EMR capabilities and benefits and the inability of EDMSs to interface with other existing systems. The study proposes that despite some challenges post implementation, overall, an EDMS is favoured over paper based chart system.

In this study the experiences of utilizing iPad in Health Care System is taken as empirical case study, to examine the operational model of improving medical management. The purpose of the study is to improve the medical service by utilizing iPad with Picture Archiving and Communication System system (PACS) and patients EHR. The study shows, the contacts between medical staff and patients are very often and most directly, hence the utilization of iPad may simplify the complicated work and to provide speedy and convenient medical service. The efficiency of diagnosis treatment is also improved.

The Official Document Management and Electronic Signature System is a digital solution proposed by government institutions with an aim to enhance administrative efficiency, decrease document delivery time, and achieve the goal of energy saving and carbon reduction. The system is deployed in central and local government-owned institutions, senates, councils, schools, administrative institutions, and public enterprise organizations. People who have been issuing paper-based official documents for years do not have sufficient knowledge in operating the electronic system. The importance of process reengineering and change management is underestimated when the new information technology is implemented. Introducing the Official Document Management and Electronic Signature System is thus quite challenging. Unexpected problems including the fact that users’ needs are not met and the system is frequently updated have hindered the effectiveness of system implementation. Based on Leavitt’s the Diamond Model, this research adopts the case study method to analyze an institution where the Official Document Management and Electronic Signature System is implemented. How problems faced prior to the implementation of the system later influence the operation is investigated as relevant factors are identified. This research helps to understand the meaning behind the problems and to learn the way to reduce risk brought by the problems. Getting to know the situation following the introduction of the new information technology helps for preparation. The research results show that the implementation of the Official Document Management and Electronic Signature System leads to changes in People, Task, and Structure. These four interactive dimensions must be considered and developed equally. Therefore, introduction of a new information technology requires adjustment in Task, People, Technology, and Structure at different phases to accommodate any risk that may affect the expected outcomes.

The purpose of the study was to describe the effects of an EMR on patient management in selected HIV clinics in Johannesburg. A quantitative, descriptive, cross-sectional study was undertaken in four HIV clinics in Johannesburg. The subjects (N=44) were the healthcare workers selected by stratified random sampling. Consent was requested from each subject and from the clinics in Johannesburg. Data was collected using structured questionnaires. Median age of subjects was 36, 82% were female. 86% had tertiary qualifications. 55% were clinicians. 52% had 2-3 years work experience. 80% had computer experience, 86% had over one year EMR experience. 90% used the EMR daily, 93% preferred EMR to paper. 93% had EMR training, 17% used EMR to capture clinical data. 87% perceived EMR to have more benefits; most felt doctor-patient relationship was not interfered with. 89% were satisfied with the EMR’s overall performance. In the reorganization project of ROC, the institute of information reorganization will launch Cloud Computing service to reduce the consumption of energy, decrease the expense of personnel management and marketing, eliminate the limit of time and space, and increase the speed and quality of official document delivery. Because the process of official document equals to the process of governmental affair, the quality of document process of administrative organization means the whole efficiency of administrative organization; it, as a result, becomes the crucial platform of interactive communication with administrative organization. But adopting Cloud-based Electronic Document Management System is the revolution of the new system. It will cause that users can’t adapt it and possibly negative impact. From the past research, it is known that Unified Theory of Acceptance and Use of Technology collects each Technology Adoption theory, and the modern theory, which offers 70 percent of interpretation, needs more practical research to support and verify. Thus, this research’s contribution to the theory is to conclude the difference of official document system and recognition based on UTAUT theory it, study the relationship of each other, further propose concrete research structure, and use questionnaires to statistically analyze several governmental organizations. By expert’s interview, senior managers of the official document system company will be interviewed, and the conclusion of the research will be made by the combined result of qualitative interview and quantification. The result of quantification shows that Performance Expectancy, Social Influence, and Facilitating Conditions all make significant impact on Behavioral Intention, but Effort Expectancy makes insignificant impact on Effort Expectancy. The Effort Expectancy of the users of the official document system also makes significant impact on Job Satisfaction, which echoes the result of interviews. The Effort Expectancy of the governmental system users should still be emphasized. This research demonstrates the pros and cons of Cloud-based Electronic Document Management System, which helps the government promote Cloud-based Electronic Document Management System more smoothly in the future, to create higher governmental value. The above is the contribution of this research.

Few investigations were being made on the e-service quality and relationship quality of electronic document management systems(EDMS). Therefore, this study is to investigate the users’ opinions on the e-service quality and relationship quality of T University EDMS, and further, to obtain insight into the users’ continuance intention of using EDMS which can be used as reference for the supplier to improve system and for T University to determine if the lease should carry on. In this study, four constructs, e-service quality, satisfaction, trust and continuance intention, are identified to proceed exploration. E-S-QUAL scale is adopted to assess e-service quality; satisfaction and trust are used to evaluate relationship quality. The results: 1. The improvement of e-service quality contributes to the growth of users’ satisfaction and trust. 2. The growth of users’ satisfaction and trust each enhances users’ continuance intention. 3. E-service quality will affect continuance intention through each of satisfaction and trust. Therefore, the system supplier is recommended to not only improve e-service quality but also put more focus on users’ satisfaction and trust to enhance users’ continuance intention so that EDMS can be implemented into T University document handling process fully and entirely and promote the efficiency and quality of T University document handling.

In the last decade, the deployment of Electronic Health Records has increased tremendously in many developed countries. This increasing trend intensifies the need for developing countries like South Africa to implement electronic health record systems in state owned hospitals to facilitate e-referral processes to improve health care delivery. The aim of this research was to investigate the current process of patient record keeping, management, and the referral process of patients within the same hospital and to other hospitals and based on the findings compile an Electronic Health Record (EHR) framework to facilitate e- referral processes. This research study was based on a qualitative case study approach. A multiple data collection technique was used which included group interviews, questionnaires, document analysis and informal discussions with the hospital workers. Data were analysed by categorization and thematic approach. The findings obtained from state hospitals indicated that there is no EHR system which accommodates patient health record systems to facilitate e-referral processes. These findings led to a compilation of the Limpopo Electronic Health Record System (LEHRS) to aid e-referral processes in state hospitals. The increasing need for accurate, reliable, available and accessible EHR will be addressed by the implementation of LEHRS as information will be stored in a central database in a useable format and will be easily accessed.

The automatic system has been widely used as an operational management tool in public agencies, particularly with the modern ICT technology. The Electronic Document Management System (EDMS) is the most noticeable example of the electronic systems to manage official documents and archives. The EDMS is also considered a core system in the government to manage e-official documents and is frequently used for the administrative management purposes on the daily basis. To build a high-quality EDMS, the organizational capacity, manpower, funding, software and hardware resources are needed. High involvement and cooperation of all stakeholders are required, namely IT staff, the persons in charge of the document processing, archives management and daily business in the agency. This study focuses on two research questions: First, from the user’s perspective, how do government agencies evaluate the success of EDMS? Second, what are the determinants to influence the success of EDMS? First of all, according to DeLone & McLean’s (2003) Updated Information System Success Model, system quality, information quality, and service quality are the three constructs adopted in this research to analyze the EDMS used by the civil servants in second-level agencies of Executive Yuan. Second, this study investigates the determinants leading to a successful EDMS, including tasks, users (people), projects and organizations, as shown in the study of Petter et al. (2013). In terms of research method, semi-structured interviews are carried out to obtain users’ feedback and opinions of using EDMS. In this study, 16 government officials were interviewed. The interviewees possess respective experiences in charge of information technology, document processing, archives management and operations. In this research, three constructs, system quality, information quality and service quality, are identified to evaluate the effectiveness of EDMS. In their evaluation, interviewees opined that stability, flexibility, functionality, responsiveness, safety and usability are the indicators of system quality; correctness, completeness and consistency are the indicators of information quality; lastly, reliability, responsiveness, profession and empathy are the indicators of service quality. In addition, the research results show that task compatibility and task difficulty are the determinants in the category of task; attitude toward technology, attitudes toward change, self-efficacy, technology experience and organizational role are the determinants in the category of users (people); user involvement, interrelationship with developers, domain expert knowledge and project management are the determinants in the category of project; Top-level leadership support, management processes and information technology infrastructure are the determinants in the category of organization. Furthermore, this study also engages in analyzing how the interviewees working in different functional departments view the aforementioned indicators and determinants differently. It is also identified that project management in the category of project and management processes in the category of organization are the two critical determinants to influence the success of EDMS during the government reform of Executive Yuan.

The title of graduation work is the development of an automated online system for electronic document management. Objective: to develop and implement an automated online system of electronic document management, content management systems, development of system architecture mining business processes in the electronic document. The first part is devoted to the basic concepts and definitions of electronic document; also focus on the basic principles of workflow management. The second part is devoted to the review the existing analogue electronic document management systems. The third part is devoted to the practical part - the development of an automated on-line system: a functional description of the system, logical design, physical design, structure and composition of the database and the user interface of electronic document management system. The fourth part is devoted to the content management system (CMS-system) and to the integration of electronic document management system. The last part is devoted to the theoretical foundations of data mining (Data Mining) and ways to further integrate electronic document management system. The graduation work consists of an introduction, 5 chapters and conclusion on 148 pages, including 32 figures and the list of 15 references.

Цель работы: разработка и реализация онлайн автоматизированной системы электронного документооборота, системы управления контентом, разработка архитектуры системы интеллектуального анализа бизнес-процессов в электронном документообороте. Первая часть работы посвящена основным понятиям и определениям электронного документооборота; также уделено внимание основным принципам организации документооборота управленческой деятельности. Вторая часть посвящена обзору существующих аналогов систем электронного документооборота. Третья часть посвящена практической части – разработке автоматизированной онлайн-системы: функциональному описанию системы, логическому конструированию, физическому конструированию, структуре и составу базы данных и пользовательскому интерфейсу системы электронного документооборота. Четвёртая часть работы посвящена системе управления контентом (CMS-системе) и интегрированию к системе электронного документооборота. The purpose of this master's thesis is the design and development of elements of an information system for the future intracorporate IP of the company APM GRADAR OJSC, which will include the development of requirements for the system, the basic principles of its operation, the data scheme and the relationships between them. The scientific novelty of this master's thesis is to improve existing information models for the organization of internal corporate systems in order to create a new system that will correspond to the principles of a particular enterprise, its organizational structure and adapt to the specific needs of this company. The practical significance of this study lies in the application of the results of a master's thesis at the enterprise, whose leadership is faced with the task of partially switching from paper workflow to electronic, as well as optimizing the company's business processes, information system modules developed specifically for this company can serve as an impetus for further actions and implementation.

The emergence of information exchange and act of offering features through external interfaces is a vast but immensely valuable challenge, and essential elements of learning environments cannot be excluded. Nowadays, there are a lot of different service providers working in the learning systems market and each of them has their own advantages. On that premise, in today's world even large learning management systems are trying to cooperate with each other in order to be best. For instance, Instructure is a substantial company and can easily employ a dedicated team tasked with the development of a video conferencing functionality, but it chooses to use an open source alternative instead: The BigBlueButton. Unfortunately, different learning system manufacturers are using different technologies for various reasons, making integration that much harder. Standards in learning environments have come to resolve problems regarding exchanging information, providing and consuming functionalities externally and simultaneously minimizing the amount of effort needed to integrate systems. In addition to defining and simplifying these standards, careful consideration is essential when designing new, comprehensive and useful systems, as well as adding interoperability to existing systems, all which subsequently took part in this research. In this research I have reviewed most of the standards and protocols for integration in learning environments and proposed a revised approach for app stores in learning environments. Finally, as a case study, a learning tool has been developed to avail essential functionalities of a social educational learning management system integrated with other learning management systems. This tool supports the dominant and most popular standards for interoperability and can be added to learning management systems within seconds.

Автор осуществляет теоретико-правовой анализ информационно-документационных технологий кадровой работы, выявить специфику их применения в органах местного самоуправления (МСУ) и разработать проект, направленный на их совершенствование. Метод исследования - основан на применении классических научных методов и приемов, на основе особенностей информационно-документационные технологии кадровой работы в органах местного самоуправления. Вместе с тем, в процессе выполнения магистерской диссертации были использованы различные подходы: экономический, индексный, сравнительный, экспертный, статистический, дедуктивный, т. д. Таким образом, проведенная работа подтверждает актуальность развития информационно-документационные технологии кадровой работы в органах местного самоуправления и демонстрирует возможность широкого практического применения разработанных методов по внедрению новых модулей в 1С 8 Предприятие, позволяющих не только оценивать текущую ситуацию, но и осуществить повышение эффективности информационно-документационных технологий кадровой работы Администрации города Екатеринбурга.
The author carries out a theoretical and legal analysis of information and documentary technologies for personnel work, identifies the specifics of their application in local authorities (LSGs) and develops a project aimed at improving them. The research method is based on the application of classical scientific methods and techniques, based on the peculiarities of information and documentation technologies of personnel work in local governments. At the same time, in the process of completing the master's thesis, various approaches were used: economic, index, comparative, expert, statistical, deductive, etc. Thus, the work carried out confirms the relevance of the development of information and documentation technologies for personnel work in local governments and demonstrates the possibility of wide practical application of the developed methods for introducing new modules in 1C 8 Enterprise, allowing not only to assess the current situation, but also to increase the efficiency of information and documentation technologies of personnel work of the Administration of the city of Yekaterinburg.

The aim of this thesis is not only to characterise the key terms related to this field, but also to analyse the possible solutions to the area in a particular industrial enterprise in the Czech Republic by means of a case study which is a reliable method of qualitative research. The thesis is divided into theoretical and practical part. In the theoretical part the terms such as information, electronic data, know-how, enterprise information systems, cybercrime, and cyberterrorism are defined. The practical part drawing on the theoretical part gives a thorough analysis of the initial state of an industrial enterprise in food industry. Furthermore, it deals with the implementation of the ECM (Enterprise Content Management) which is considered a possible solution to the security of work with electronic data in industrial enterprise.

Este trabalho de projecto pretende exemplificar, no quadro da evolução do papel do Estado e da administração pública, o desenvolvimento de um sistema tecnológico de informação e comunicação de suporte a uma actividade de licenciamento (neste caso de produtos fitofarmacêuticos), tendo em conta os preceitos do New Public Management e do New Public Service. Procura-se exemplificar as opções a tomar no âmbito da procura de ganhos de eficiência e da melhoria de prestação de serviços ao cliente (no âmbito do NPM), bem como no aperfeiçoamento da divulgação de informação a todos os stakeholders, tendente ao seu envolvimento, no espírito do NPS. É caracterizada a gestão da informação no sistema de homologação de produtos fitofarmacêuticos em Portugal, são identificados os constrangimentos da organização e propostas medidas de resolução, designadamente através da reengenharia de procedimentos e da utilização das tecnologias de informação e comunicação, no sentido da máxima desmaterialização de um conjunto de procedimentos de licenciamento, que são exigentes dos pontos de vista técnico e legal, tanto para as entidades requerentes, como para a entidade reguladora. É abordada a questão da necessidade de interligação de sistemas de gestão documental, de gestão de fluxo de trabalho e de gestão de conteúdos, como requisito essencial, não só numa perspectiva dos procedimentos de licenciamento em causa, mas também da sua integração na actividade da organização, nomeadamente com o sistema de avaliação de desempenho organizacional e individual. Finalmente, são expostos os resultados esperados do sistema tecnológico de informação proposto, designadamente no tocante às melhorias esperadas na eficácia, na eficiência e na qualidade da governança do sistema de homologação de produtos fitofarmacêuticos. É apresentada uma análise ambiental (ou SWOT), são elencadas as metas já alcançadas e propostos desenvolvimentos futuros.
This work aims at exemplifying, in the scope of the evolution of the roles of State and public administration, the development of a technological information and communication system to support a licensing activity (in this case of plant protection products), having in mind the precepts of New Public Management and New Public Service. It is intended to show the options to make in the search for efficiency gains and the amelioration of the services provided to the costumer (in the sense of NPM), as well as in the improvement of the transmission of information to all stakeholders, aimed at their involvement, in the logic of NPS. The management of information in the Portuguese plant protection system is described, constraints of the organisation identified and resolution measures proposed, namely through process reengineering and use of information and communication technologies in the direction of the maximum dematerialisation of a set of licensing procedures, that are demanding from the technical and from the legal points of view, either for the applicants or for the regulating authority. The need of interconnection of document, workflow and website management is discussed as an essential prerequisite, not only in a perspective of the licensing procedures contemplated, but also their integration in the activity of the organization, namely with the organizational and individual performance evaluation system. Finally, the expected results of the technological information system proposed are discussed, namely the improvements expected regarding efficacy, efficiency and quality of governance of the authorisation system of plant protection products. A SWOT analysis is presented, already achieved milestones are detailed and future developments proposed.
