Texto completoENGLISH ABSTRACT: The past decade has seen a huge increase in the implementation and use of Electronic document and records management systems (EDRMS) in many public spheres. The South African government, in this case the Presidency, has now also adopted this system to comply with current legislation requiring government institutions to replace paper with electronic media as the preferred way of conducting their official business. In general, and as is evident from the available literature, it seems that Government organisations have been lagging behind in this regard. The failure to reap the expected benefits from this step by government institutions such as the Presidency forms the basis for this investigation, which examines the failures and successes in the implementation of an EDRMS and the factors affecting this process. The study used triangulation approach in order to arrive at a more reliable conclusion. Literature research has been used as a main data collection method for this study. It also serves as a basis for the approaches to subject matter that have been adopted. Data was also collected by conducting semi –structured interviews with government institutions, including the subject of this research, that have implemented EDRMS. The critical factors that have had an effect on the implementation of EDRMS were found to be of a strategic, social and technical nature. The study also found similarities in the factors affecting EDRMS implementation within government and identifies the need for further research focusing on how these factors differ between various types of organisations.
AFRIKAANSE OPSOMMING: Die afgelope dekade was daar ‘n ontsaglike toename in die instelling en toepassing van elektroniese dokument- en rekordbestuurstelsels (EDRMS) op talle openbare terreine. Die Suid-Afrikaanse regering, in hierdie geval die kantoor van die Staatspresident, het nou ook hierdie stelsel aangeneem om te voldoen aan huidige wetgewing wat staatsinstellings verplig om papier te vervang met elektroniese media as die aanbevole manier om hulle amptelike besigheid te bedryf. Oor die algemeen, en soos dit ook blyk uit die beskikbare bronne, lyk dit egter asof regeringsinstansies agter geraak het wat dit betref. Die feit dat die verwagte voordele van hierdie stap nie deur staatsinstansies soos die Presidensie benut is nie, vorm die grondslag vir hierdie ondersoek, wat die prestasies en weiering wat gepaard gaan met die instelling van `n EDRMS en die faktore wat hierdie proses affekteer van nader beskou. Navorsing van die literatuur is gebruik as die belangrikse datainsamelingmetode vir hierdie ondersoek. Dit dien ook as die basis vir die manier waarop die onderwerpmateriaal benader is. Data is ook ingesamel van staatsinstansies wat `n EDRMS ingestel het, soos die instansie wat hier bestudeer word. Die kritiese faktore wat ‘n invloed gehad het op die instel van `n EDRMS het geblyk van `n strategiese, sosiale en tegnies aard te wees. Die ondersoek het ook ooreenkomste gevind in die faktore wat die instel van `n EDRMS in die regering affekteer en indentifiseer ook die behoefte aan verdere navorsing wat gerig is op hoe hierdie faktore van organisasie tot organisasie verskil.

These shorten products lifecycle have led to increase volumes of waste generation and consequence impact to environment. EU directives have been introduced, such as Waste Electrical and Electronic Equipment (WEEE), Restriction of the use of certain Hazardous Substances in electrical and electronic equipment (RoHS) and guidelines for the treatment of waste batteries (Battery), these directives are used to handle the hazardous substances which are harmful to human health and the environment.These regulations and standards have been put in place to force companies take their responsibilities on managing their products when reach to the end of life. Some companies have found that the returned product can be recycled or reused as an additional source of income (material recycling, or reuse of components after disassembly) in the manufacturing process.Knowledge related to the environmental performance (in terms of process design, production, transportation, storage, etc.) should be captured, evaluated and stored in knowledge base in order to share between users in different phases of the product lifecycle.Therefore, this research proposes a Knowledge Management Architecture based on a Multi-Agent System approach. The objective of this work is to propose a system that focuses on the concept of "sustainability” of products lifecycle by establishing the link between agents, who hold knowledge related to the environmental performances, and PLM system. The Healthcare industry, just like any industry, is constantly racing to stay abreast with pace of technological innovations, especially at such a time where the industry is experiencing a strain on the global healthcare infrastructure. Specifically, the evolution of record management systems in the healthcare system has taken a slow and gradual transformation with each stage of transformation carrying over certain aspects and functions of previous stages. A survey of record management practices reveals that record management begun with paper-based records that have since partially been replaced with centralized Electronic Health Records (EHR). With the advent of Electronic Health Records enabled by distributed ledgers, we continue to see the inclusion of traditional paper-based functions beyond centralized EHR functions. Electronic data sharing in the healthcare ecosystem is constrained by interoperability challenges with different providers choosing to implement systems that respond to increasing their productivity. Prioritizing a patient-focused strategy during implementation of EHRs forces providers to implement systems that are more interoperable. A system engineering approach was adopted to guide the development and valuation of candidate architectures from Stakeholder analysis to concept generation and enumeration. Nine (9) key design decisions were selected with their combinations yielding 512 feasible hybrid architectures. In this paper, we proposed a hybrid EHR solution combining distributed ledger technologies and Internet of Medical Things, which contributes towards providing value-based healthcare. Leveraging properties of distributed ledgers and IoMT, the hybrid solution interconnects various data sources for health records to provide real-time record creation and monitoring whilst enabling data sharing and management in a secure manner.

Texto completoNo matter what its purpose is, economic or environmental, energy harvesting is a relevant solution to replaceor to get rid of primary batteries. This thesis is part of a collaborative laboratory between the CEA and Oxylane(Decathlon) and its aim is the design of a power management circuit which harvests mechanical energy fromhuman movements during sport practice in order to power aWireless Sensor Node (WSN). The electronic circuitwhich has been developed in this work recovers energy from piezoelectric harvesters, extracts and conditionsit thanks to an efficient energy extraction technique and to an appropriate power circuit. In response to therandom behavior of human body which supplies an intermittent and irregular energy, the Flyback topology andthe Synchronous Electric Charge Extraction technique (SECE) are employed. The energy harvester is dischargedat its maximum voltage through a coupled-inductor and two MOSFETs transistors. This work proposes a newextraction technique, derived from SECE : MS-SECE ("Multi-Shot Synchronous Electric Charge Extraction")transfers the energy in several magnetic discharges which decreases the resistive losses or the size of the magneticcomponent. In order to satisfy the size constraints aimed by Oxylane, an integrated circuit, fabricated in theAMS 0,35 μm CMOS technology, implements the MS-SECE autonomously. This very low power (1 μW) ASICcontrols the power circuit and a couple of external components. This way, the electrical energy is efficientlyconverted towards a buffer capacitor under 3V. Furthermore, thanks to its two operating modes (passive/nonoptimizedand active/optimized) successively employed, the circuit self-starts and works without battery orinitial energy. The complete system is compatible with a large variety of piezoelectric harvesters, especiallywhen their output voltages are large (>50V). Finally, it enables the complete autonomy of a WSN consumingaround 100 μW

Three tools have been developed: an electronic laboratory notebook, a laboratory information management system for genomics applications including next generation sequencing, as well as a sample management system for large biobanks. This work has been conducted in close collaboration with biologists, epidemiologists and IT specialists. It has also included the setup of interactions between the different tools to make an integrated IT system. The three tools have been rapidly adopted by all the scientists of the research centre and are now daily used for the tracking of all the laboratory’s activities but also more globally for the research centre’s other scientific activities. Senior citizens ratio is increasing and our society needs to rethink its organization, taking into account this change, better knowing this fast growing population group.Even if numerous cohorts of elderly people already exist worldly with four in France and, even as they live in growing numbers in nursing homes and out-patient treatment clinics, knowledge of this population segment is still missing.Today several health and medico-social structures groups as Korian and Orpéa invest in big relational data bases enabling them to get real-time information about their patients/residents. Since 2010 all Korian residents’ files are dematerialized and accessible by requests. They contain at the same time, structured medico-social data describing the residents as well as their treatments and pathologies, but also free-textual data detailing their daily care by the medical staff.Through time and as the computerized resident file (DRI) was mainly conceived as a data base management application, it appeared essential to mine these data and build a decision-making tool intended to improve the care efficiency. The Ageing Well Institute becoming meanwhile the Korian Ageing Well Foundation chose then, working in a private/public partnership, to finance a research work intented to better understand these datas’ informative potential, to assess their reliability and response to public health threats. This research work and this thesis were then designed in several steps:- First, a content analysis of the data warehouse DRI, the objective being to build a research data base, with a social side and a health side. This was the first paper subject.- Then, by direct extraction of the residents’ socio-demographic information at nursing home (NH) entry, adding hospitalizations and deaths, and finally, by an iterative textual extraction process of the transmissions data and by using the Delphi method, we created twenty-four syndromes, added hospitalizations and deaths and built a syndromic data base, the Ageing Well data base. This information system of a new kind, allowed the constitution of a public health cohort for elderly people from the BBV residents’population and its syndromic longitudinal follow-up. The BBV was also scientifically assessed for surveillance and public health research through present situation analysis: content, periodicity and data quality. This cohort then gave us the opportunity to build a surveillance tool and follow the residents’ population in real-time by watching their 26 daily frequency syndromic distributions. The methodology for that assessment, Atlanta CDCs’ health surveillance systems method, was used for flu and acute gastro enteritis syndroms and was the second paper subject.- Finally, the building of a new public health tool: each syndrom’s distribution through time (transmissions dates) and space (transmissions NH ids) opened the research field to new data exploration methods. I used these to study different health problems afflicting senior citizens: frequent falls, cancer, vaccinations and the end of life

The findings motivating our work are (1) the significant participation of trainers in the design phase, (2) the growing needs for expert trainers to formalize scenarios describing rarely complex situations, (3) the divergence of existing serious games to these designers which cover a limited number of scenarios due to their high cost, (4) the low re-use’ level of scenarios that have already happened in daily life.Our questioning will lead us to see how we must design serious games for training in complex areas of expertise where reference knowledge is neither stabilized nor unanimous, but rather dynamic and continuously evolving. After having examined the principal mains of application of the Serious Game and having defined it, the study of this questioning led us to propose the ARGILE (Architecture for Representations, Games, Interactions, and Learning Among Experts) architecture, suitable for "participatory and knowledge-intensive" serious games

Traditional paper work is the largest waste of enterprises or government. For the sake of processing unnumbered documents everyday, enterprises need to integrate electronic document management system with workflow system, besides setting up Enterprise Resources Planning in Enterprise. Thus electronic document management system becomes one of the most important issues all over the world. In this thesis we will discuss the infrastructure theorem and implementation technologies of electronic document management system. Until now, most financial institutions and government use mainframe system to process their data and document. Mainframe has the advantage of stable and faster than other machine. But it’s too expensive, hard to maintain and few GUI support. And sometimes mainframe environment use SNA as protocols different from general personal computers (TCPIP). It’s not convenient for general users. However, personal computers become cheaper and cheaper. In other hand, the performance of personal computer becomes better and betters. Thus some processes were moved from mainframe to personal computers in order to reduce loading of mainframe. In this thesis, we try to design a system on NT server and it can fit the requirement of banks. Besides user ID and password, we define different levels of accessing permission according to users duties. We hope this can makes the system security better.

In order to process huge amount of electronic documents in an organized manner, automatic document categorization is an important research area in the area of explicit knowledge management. In this paper, we propose a new document classification methodology based on neural network technology. We first extract key phrases from the document set by means of text processing and determine the significance of key phrases by frequency. After significant terms are extracted, a keyword correlation analysis model is applied to compute similarity between terms. Then, synonyms are reduced to higher similarity terms. We adopt the back-propagation network model as a classifier. The target output is to identify a document’s proper category based on a hierarchical document classification scheme. In this research, patents related to designs of power hand tools are studied in their IPC classification scheme. Any hand tool patent can be automatically and accurately classified using the pre-trained neural network models. In the prototype system we provide two modules for explicit knowledge management. The automatic classification module helps the user classify patent documents and the search module helps the user identify the correct patent document quickly. The result shows a very significant improvement in document classification and identification in explicit knowledge management.

Statistics from the Ministry of Health and Welfare in 1999 EMR year until 2015, declared the implementation of Electronic Medical Record hospital has reached 80.4%, which provides inter-hospital Electronic Medical Record exchange accounted for 81.9%, this means that Electronic Medical Records to promote the effectiveness of national policies should continue to push up under the Electronic Health Record (EHR) ultimate goal. Core Value EMR development is to raise the quality of health care and patient safety, reduce medical errors occur, promote the integration of intercollegiate record sharing, reduce duplication of testing patient examination and treatment, in medical law and hospital accreditation under the provisions of double, hospitals must build an Electronic Medical Record Management System, use Information Systems to management the Electronic Medical Record file produced from medical business, whereby control and enhance the quality of management of Electronic Medical Records, achieve EMR core values, let the national Electronic Medical Record transparency, information sharing. This study used a case study method to investigate should have the capabilities to build the medical record management unit angle of Electronic Medical Records Management System, after the system to build through depth qualitative interviews with 8 records management personnel to evaluation system of six facets benefit. The results found that under the hybrid records management(1) personal experience such as business property, seniority, experience will affect the system and personal growth, (2)complexity of the system architecture and the personal experience of the instructor's significantly influence the effectiveness of teaching, (3)according to records management personnel demand for the use to build a stabilization but also to provide a complete, accurate, integrated information of Electronic Medical Record Management System,(4)Electronic Medical Record Management System can improve the efficiency of medical record management and records management professional degree. With an Electronic Medical Record development of the white-hot and national policies to promote, hospitals must build Electronic Medical Record Management System, in addition to this study we are in the planning and development of Electronic Medical Record Management System of medical institutions reference, build process also recommended that users' needs should be considered, build patient-centered of Electronic Medical Record Management System, let hospital records management personnel can management Electronic Medical Record through this medical information platform to ensure the quality of management of Electronic Medical Record achieve national requirements for exchange, replace the management of paper records.

Although electronic document operations have many advantages such as editing and delivering rapidly, part of the implementation of various and complex document flows by electronic way are still the cruces of the problem. This paper focuses on the defects of the workflow of electronic document operations. Which adopts WfMC’s Workflow Management System Reference Model as system base architecture, and uses UML to analyze and design system functions. Then constructing a web-based document workflow management system with providing detail document information and meeting various operations via searching and comparing the data table of the database.

In this study the experiences of utilizing iPad in Health Care System is taken as empirical case study, to examine the operational model of improving medical management. The purpose of the study is to improve the medical service by utilizing iPad with Picture Archiving and Communication System system (PACS) and patients EHR. The study shows, the contacts between medical staff and patients are very often and most directly, hence the utilization of iPad may simplify the complicated work and to provide speedy and convenient medical service. The efficiency of diagnosis treatment is also improved.

The Official Document Management and Electronic Signature System is a digital solution proposed by government institutions with an aim to enhance administrative efficiency, decrease document delivery time, and achieve the goal of energy saving and carbon reduction. The system is deployed in central and local government-owned institutions, senates, councils, schools, administrative institutions, and public enterprise organizations. People who have been issuing paper-based official documents for years do not have sufficient knowledge in operating the electronic system. The importance of process reengineering and change management is underestimated when the new information technology is implemented. Introducing the Official Document Management and Electronic Signature System is thus quite challenging. Unexpected problems including the fact that users’ needs are not met and the system is frequently updated have hindered the effectiveness of system implementation. Based on Leavitt’s the Diamond Model, this research adopts the case study method to analyze an institution where the Official Document Management and Electronic Signature System is implemented. How problems faced prior to the implementation of the system later influence the operation is investigated as relevant factors are identified. This research helps to understand the meaning behind the problems and to learn the way to reduce risk brought by the problems. Getting to know the situation following the introduction of the new information technology helps for preparation. The research results show that the implementation of the Official Document Management and Electronic Signature System leads to changes in People, Task, and Structure. These four interactive dimensions must be considered and developed equally. Therefore, introduction of a new information technology requires adjustment in Task, People, Technology, and Structure at different phases to accommodate any risk that may affect the expected outcomes.

In the reorganization project of ROC, the institute of information reorganization will launch Cloud Computing service to reduce the consumption of energy, decrease the expense of personnel management and marketing, eliminate the limit of time and space, and increase the speed and quality of official document delivery. Because the process of official document equals to the process of governmental affair, the quality of document process of administrative organization means the whole efficiency of administrative organization; it, as a result, becomes the crucial platform of interactive communication with administrative organization. But adopting Cloud-based Electronic Document Management System is the revolution of the new system. It will cause that users can’t adapt it and possibly negative impact. From the past research, it is known that Unified Theory of Acceptance and Use of Technology collects each Technology Adoption theory, and the modern theory, which offers 70 percent of interpretation, needs more practical research to support and verify. Thus, this research’s contribution to the theory is to conclude the difference of official document system and recognition based on UTAUT theory it, study the relationship of each other, further propose concrete research structure, and use questionnaires to statistically analyze several governmental organizations. By expert’s interview, senior managers of the official document system company will be interviewed, and the conclusion of the research will be made by the combined result of qualitative interview and quantification. The result of quantification shows that Performance Expectancy, Social Influence, and Facilitating Conditions all make significant impact on Behavioral Intention, but Effort Expectancy makes insignificant impact on Effort Expectancy. The Effort Expectancy of the users of the official document system also makes significant impact on Job Satisfaction, which echoes the result of interviews. The Effort Expectancy of the governmental system users should still be emphasized. This research demonstrates the pros and cons of Cloud-based Electronic Document Management System, which helps the government promote Cloud-based Electronic Document Management System more smoothly in the future, to create higher governmental value. The above is the contribution of this research.

Few investigations were being made on the e-service quality and relationship quality of electronic document management systems(EDMS). Therefore, this study is to investigate the users’ opinions on the e-service quality and relationship quality of T University EDMS, and further, to obtain insight into the users’ continuance intention of using EDMS which can be used as reference for the supplier to improve system and for T University to determine if the lease should carry on. In this study, four constructs, e-service quality, satisfaction, trust and continuance intention, are identified to proceed exploration. E-S-QUAL scale is adopted to assess e-service quality; satisfaction and trust are used to evaluate relationship quality. The results: 1. The improvement of e-service quality contributes to the growth of users’ satisfaction and trust. 2. The growth of users’ satisfaction and trust each enhances users’ continuance intention. 3. E-service quality will affect continuance intention through each of satisfaction and trust. Therefore, the system supplier is recommended to not only improve e-service quality but also put more focus on users’ satisfaction and trust to enhance users’ continuance intention so that EDMS can be implemented into T University document handling process fully and entirely and promote the efficiency and quality of T University document handling.

The automatic system has been widely used as an operational management tool in public agencies, particularly with the modern ICT technology. The Electronic Document Management System (EDMS) is the most noticeable example of the electronic systems to manage official documents and archives. The EDMS is also considered a core system in the government to manage e-official documents and is frequently used for the administrative management purposes on the daily basis. To build a high-quality EDMS, the organizational capacity, manpower, funding, software and hardware resources are needed. High involvement and cooperation of all stakeholders are required, namely IT staff, the persons in charge of the document processing, archives management and daily business in the agency. This study focuses on two research questions: First, from the user’s perspective, how do government agencies evaluate the success of EDMS? Second, what are the determinants to influence the success of EDMS? First of all, according to DeLone & McLean’s (2003) Updated Information System Success Model, system quality, information quality, and service quality are the three constructs adopted in this research to analyze the EDMS used by the civil servants in second-level agencies of Executive Yuan. Second, this study investigates the determinants leading to a successful EDMS, including tasks, users (people), projects and organizations, as shown in the study of Petter et al. (2013). In terms of research method, semi-structured interviews are carried out to obtain users’ feedback and opinions of using EDMS. In this study, 16 government officials were interviewed. The interviewees possess respective experiences in charge of information technology, document processing, archives management and operations. In this research, three constructs, system quality, information quality and service quality, are identified to evaluate the effectiveness of EDMS. In their evaluation, interviewees opined that stability, flexibility, functionality, responsiveness, safety and usability are the indicators of system quality; correctness, completeness and consistency are the indicators of information quality; lastly, reliability, responsiveness, profession and empathy are the indicators of service quality. In addition, the research results show that task compatibility and task difficulty are the determinants in the category of task; attitude toward technology, attitudes toward change, self-efficacy, technology experience and organizational role are the determinants in the category of users (people); user involvement, interrelationship with developers, domain expert knowledge and project management are the determinants in the category of project; Top-level leadership support, management processes and information technology infrastructure are the determinants in the category of organization. Furthermore, this study also engages in analyzing how the interviewees working in different functional departments view the aforementioned indicators and determinants differently. It is also identified that project management in the category of project and management processes in the category of organization are the two critical determinants to influence the success of EDMS during the government reform of Executive Yuan.

Texto completoThe emergence of information exchange and act of offering features through external interfaces is a vast but immensely valuable challenge, and essential elements of learning environments cannot be excluded. Nowadays, there are a lot of different service providers working in the learning systems market and each of them has their own advantages. On that premise, in today's world even large learning management systems are trying to cooperate with each other in order to be best. For instance, Instructure is a substantial company and can easily employ a dedicated team tasked with the development of a video conferencing functionality, but it chooses to use an open source alternative instead: The BigBlueButton. Unfortunately, different learning system manufacturers are using different technologies for various reasons, making integration that much harder. Standards in learning environments have come to resolve problems regarding exchanging information, providing and consuming functionalities externally and simultaneously minimizing the amount of effort needed to integrate systems. In addition to defining and simplifying these standards, careful consideration is essential when designing new, comprehensive and useful systems, as well as adding interoperability to existing systems, all which subsequently took part in this research. In this research I have reviewed most of the standards and protocols for integration in learning environments and proposed a revised approach for app stores in learning environments. Finally, as a case study, a learning tool has been developed to avail essential functionalities of a social educational learning management system integrated with other learning management systems. This tool supports the dominant and most popular standards for interoperability and can be added to learning management systems within seconds.

The research method is based on the application of classical scientific methods and techniques, based on the peculiarities of information and documentation technologies of personnel work in local governments. At the same time, in the process of completing the master's thesis, various approaches were used: economic, index, comparative, expert, statistical, deductive, etc. Thus, the work carried out confirms the relevance of the development of information and documentation technologies for personnel work in local governments and demonstrates the possibility of wide practical application of the developed methods for introducing new modules in 1C 8 Enterprise, allowing not only to assess the current situation, but also to increase the efficiency of information and documentation technologies of personnel work of the Administration of the city of Yekaterinburg.

Texto completoThis work aims at exemplifying, in the scope of the evolution of the roles of State and public administration, the development of a technological information and communication system to support a licensing activity (in this case of plant protection products), having in mind the precepts of New Public Management and New Public Service. It is intended to show the options to make in the search for efficiency gains and the amelioration of the services provided to the costumer (in the sense of NPM), as well as in the improvement of the transmission of information to all stakeholders, aimed at their involvement, in the logic of NPS. The management of information in the Portuguese plant protection system is described, constraints of the organisation identified and resolution measures proposed, namely through process reengineering and use of information and communication technologies in the direction of the maximum dematerialisation of a set of licensing procedures, that are demanding from the technical and from the legal points of view, either for the applicants or for the regulating authority. The need of interconnection of document, workflow and website management is discussed as an essential prerequisite, not only in a perspective of the licensing procedures contemplated, but also their integration in the activity of the organization, namely with the organizational and individual performance evaluation system. Finally, the expected results of the technological information system proposed are discussed, namely the improvements expected regarding efficacy, efficiency and quality of governance of the authorisation system of plant protection products. A SWOT analysis is presented, already achieved milestones are detailed and future developments proposed.
