Literature on gender, higher education administration, and leadership is reviewed using the framework of five principles derived from feminist psychology ( Worell & Johnson, 1997 ): (a) sociocultural context influences leadership situations, (b) power dynamics impact sociocultural structures, (c) people are active agents of coping and environmental change, (d) multiple perspectives are useful, and (e) collaboration is an important technique for changing organizations. Within this framework are discussions of the effects of historical context, gender discrimination and stereotyping, hierarchical organization, masculinized context, the interconnection between gender and status, and leadership as empowerment. Examples of administrative strategies that may promote feminist leadership behavior by college administrators are given, such as understanding behavior in context, promoting structural change, using active survival strategies, changing behavioral incentives, striving for activism and social justice, fostering interdisciplinary perspectives, and encouraging collaboration. Difficulties encountered by women attempting to change the higher education context and assume feminist leadership styles are discussed.

DISCUSSION/SIGNIFICANCE OF IMPACT: There is an increasing need to foster cross-disciplinary research to address complex problems within healthcare. The Sinai Team-based Translational Education Program: the URM Propeller (STTEP-UP) is a NCATS funded program through the Icahn School of Medicine at Mount Sinai. Its goal is to facilitate URM post-doctoral trainees becoming innovative leaders in clinical and translational research. The program includes a team-based research component, where fellows collaborate on a project. This year, disciplines represented by the four fellows include Cardiology, Psychiatry, Neurology, and Pediatrics. Identifying a clinical question and designing an investigation was facilitated by group brainstorming meetings with program mentors. Fellows designed a project to identify medical testing and prescribing that were not clinically indicated throughout the healthcare system, with the goal of exploring whether an intervention, including provider education, could reduce ordering practices. In addition to regular in-person meetings, a licensed virtual learning environment and free web-based sharing platform were used to foster collaboration. Challenges faced throughout this process, included fellows struggling to find protected time, difficulties accessing broad sets of data across the healthcare system, and overcoming administrative barriers between departments. Strengths of this approach, included fellows learning new research strategies and feeling a deeper sense of commonality with their peers. Overall, this experience supports the idea that cross-disciplinary research improves the collaboration and education of emerging researchers. However, addressing logistical and systems-based barriers may better facilitate this education and research.

Decolonization in Africa brought political independence to former colonies but it did not, as a rule, change the underlying social and economic structures of their societies. It passed political power to groups which had only a weak base in the economy (which was dominated by multinational capital, immigrant communities or traditional elites) and a limited stake in the prevailing social systems. It was obvious that in these circumstances political power would be used to bring about fundamental changes in economic and social structures. This tendency was reinforced by popular demands for greater social justice and economic opportunities. Anti-colonial struggles were inspired by a longing for greater human dignity and improved standards of living. Thus development inscribed itself large on the agenda for the future. This raised the question of the modalities for change. More and improved systems of education, agricultural reform, incentives for industrialization and enhanced administrative capacity would be necessary. However, it was an underlying assumption that all these changes would be affected within the framework of the constitution and the law. There were various reasons for this assumption. Despite its authoritarianism, the colonial state was a legally constituted and administered state. The metropolitan notions of legality underlay strategies for decolonization. The more complex the problems of ethnicity, especially the protection of the interests of the settlers, or of the balance between the traditional and new elites, the greater was the reliance on the law as a means of both providing the framework for and controlling public power.

BackgroundCross-border healthcare is complex, increasingly frequent and causes potential risks for patient safety. In this context, cross-border handovers or the transfer of patients from one country to another deserves particular attention. Although general handover has been the topic of extensive research, little is known about the challenges of handover across national borders, especially as perceived by stakeholders. In this study, we aimed to gain insight into healthcare professionals’ perspectives on cross-border handover and ways to support this.MethodsWe conducted semistructured interviews with healthcare professionals (physicians, nurses, paramedics and administrative staff) in a European border region to investigate their perspectives on cross-border handover. The interviews were aimed to investigate settings of acute and planned handover. Informed by the theory of planned behaviour (TPB), interviews focused on participant perspectives. We summarised all interviews and inductively identified healthcare professionals’ perspectives. We used elements of the TPB as sensitising concepts.ResultsForty-three healthcare professionals participated. Although respondents had neutral to positive attitudes, they often did not know very well what was expected of them or what influence they could have on improving cross-border handover. Challenges covered five themes: information transfer, language barriers, task division and education, policy and financial structures and cultural differences. To overcome these challenges, we proposed strategies such as providing tools and protocols, discussing and formalising collaboration, and organising opportunities to meet and get to know each other.ConclusionHealthcare professionals involved in cross-border handovers face specific challenges. It is necessary to take measures to come to a shared understanding while paying special attention to the above-mentioned challenges. Meeting in person around meaningful activities (eg, training and case discussions) can facilitate sharing ideas and community building.

Purpose Information literacy skills (ILSs) and information-seeking behavior (ISB) is a widespread topic that needs modern technologies to improve the technical skills of the students. The purpose of this study is to assess the usage of library resources for medical college students. To explore and understand the student’s level of satisfaction, learning and seeking behavior by efficient information retrieval systems. Design/methodology/approach The study is based on a quantitative research method and data was collected from the undergraduate students of medical colleges Islamabad Pakistan. The data were analyzed by Statistical Package for Social Science (SPSS) version 25 using Pearson correlation statistical test to identify the level of proficiency of correlation of variables and testing of the proposed hypothesis. Findings The finding of the study shows that the medical students can enhance their IT skills to seek the information in this technology era. The medical institutional administration can develop the education development policy, traditional health education policy, funds allocating policy, health information literacy and collaborate with library staff for enhancing the services and to meet the information need of medical students. Practical implications The conclusion of this study is very helpful to reduce the barriers between the students and the library staff. The findings of the study are also beneficial for the administration to improve and develop the strategies for enhancing the ILSs of medical students to achieve medical educational information in the age of technology. Therefore, all significant structures want to improve and to develop the environment of information seeking by medical students to achieve medical educational information. Social implications Medical college library administrative management must be design useful a durable policy to come up with the technology development for digital literacy. The study reduces the barriers between the students and the library staff. Originality/value The study is based on quantitative research method to find out ISB of medical students.

This study proposes a theoretical approach to the idea of a platform for research and education on the historical substance of regionalization in Romania, with reference to the case of the historical province of Moldova. Furthermore, to identify the consequences, reactions, weaknesses, opportunities afforded by administrative restructuring from a post-regionalization demographic and socioeconomic viewpoint. An inter-disciplinary analysis – historical, demographic, economic – the traits of a Romanian society stemming from Moldova, the historical dynamics that underpin the modern Romanian state, will provide a picture of the current situation, focused mainly on its causes while trying to find explanations rooted in economic and social behaviours and attitudes which came to define and inform the subsequent development strategy of regionalization, allowing Moldova to play a central economic role in relation to other territories, similar to the role it played in the past two centuries, in the context of European integration strategies, in neighbouring parts of the continent (Republic of Moldova, Ukraine). The theoretical approach involves three components, expanding concentrically: 1) component of knowledge / research; 2) digital platform; 3) e-learning component. The research component seeks dynamic historical development of Moldova, from the time after the Union of the Romanian Principalities until today, focusing on specific regional elements. We will try to identify and analyze the specific features of Moldova, links with other areas of historical Moldavia, as the interaction between them and the Romanian public policy. Within the demographic component, we look at the historical population dynamics of Moldova, including various ethnic and religious communities, rural-urban ratios, social and professional structures. Another issue concerns the economic and comparative analysis in space and time, with respect to Moldova historical economic dynamics parameters - resources, infrastructure, industry, agriculture, trade, transport, etc. Both aspects will be analyzed in correlation with the impact of a permanent political factor, pursuing public policies promoted by the political regimes in their chronological sequence.

The article deals with some productive approaches to studying the development of social competency of water transport workers on the personality level in the process of continuous professional education and professional activity. It has been ascertained that social competency of water transport specialists is an important factor of forming some successful models of realizing professionalism, professional institutions and other elements of the market procedure, and social aspects in the structures of productive coordination become a social constructing object on the side of professional groups themselves, which requires understanding these processes and working out a model of analysis and construction of strategies of the development of professional groups social competency and its approval. On the basis of the sociological concept of social collective coordination, a connection of fixing the role personality self-identification in social practices in the contexts of influences of their realization technologies is established. Some principal factors of making influence on the development of social competency in the course of effective professional activity and the availability of society’s purposeful influence on personality by means of socio-cultural surroundings, in which personality continues and develops professionally and socially, determined. The results of research interviewing of acting sea transport experts are presented. Some sociological characteristics of social competency of water transport specialists are made more exact by means of the qualitative investigation of the factors of this expert group social coordination. According to the expert interview with sea transport specialists, four groups of basic competencies of a water transport specialist, connected with the efficiency of labour activities, are determined: professional training; disciplined state; command work skills; loyalty to an employer’s company. On the basis of the analysis of the received data, some structural components of the water transport specialist’s competency are distinguished; they are connected with attitude to administrative authorities, management or subordination; with tolerance; with moral aspects of the crew coordination actualizing the aspects of moral competency and mutual confidence; with communicative and interactive aspects of the crew cooperation. According to the data of the author’s research interviews, a connection of activation of the processes of the expert personality’s socio-professional self-identification with the social and professional surroundings and increasing the level of his social and value adaptation in the environment with the social competency level is established. The availability of steady features, reflecting the demands of water transport specialists to the sea profession, regardless of a speciality (moral maturity, sociability and comradeship, firmness to stresses, behaviour normativeness, courage, self-control, adequate self-apprisal) is discovered. The necessity of working up adaptive and communicative components of social competence in small professional groups in the conditions of the closed surroundings and development is proved.

Elias Muhanna’s The World in a Book: Al-Nuwayri and the Islamic Ency- clopedic Tradition is an erudite, scrupulously researched, and eminently readable book that marks a significant contribution to studies in Arabic lit- erature, Mamluk history, and the production and circulation of knowledge in the medieval Islamicate world. Muhanna successfully analyzes—over the course of 232 pages with almost a dozen images and as many tables—the monumental, 31-volume encyclopedic compendium that consists of over two million words, titled Nihāyat al-arab fī funūn al-adab (The Ultimate Ambition in the Arts of Erudition), composed by Shihāb al-Dīn Aḥmad ibn ‘Abd al-Wahhāb al-Nuwayrī, an Egyptian bureaucrat and scholar, during the early fourteenth century. Muhanna’s goals are to consider why al-Nuwayrī composed his ambi- tious work; to analyze the disciplines al-Nuwayrī’s work encompassed and the models, sources, and methods that guided its composition; and to trace its reception among al-Nuwayrī’s contemporaries as well as its later recep- tion in Europe and the Islamicate world. Centering these questions on The Ultimate Ambition, Muhanna analyzes Arabic encyclopedism, a phenom- enon that reached its zenith in Egypt and Syria during the thirteenth to fifteenth centuries. Muhanna challenges the argument that the rise in encyclopedism re- flected anxiety about the Mongol invasions and fears about the obliteration of civilization’s knowledge and heritage. He instead argues that encyclope- dists such as al-Nuwayrī were motivated by various factors, “chief among them the feeling of an overcrowding of authoritative knowledge in Cairo and Damascus, the great school cities of the empire” (3) which, coupled with the expansion of higher education and the migration patterns of scholars in West and Central Asia, meant that there were “new texts available for study and prompting the formation of new genres and knowledge practices” (3). The story of al-Nuwayrī is, thus, a story about the production, reception, and transmission of knowledge. Muhanna’s primary raconteurs are schol- ars of Mamluk history and historiography, Islamicate literature, and studies in the transmission of knowledge, including T. Bauer, J. Berkey, A. Blair, M. Chamberlain, L. Guo, K. Hirschler, H. Kilpatrick, D. Little, L. Northrup, C. Petry, J. Schmidt, M. van Berkel, and G. van Gelder. The World in a Book is both sweeping and specific, and it considers al-Nuwayrī’s compendium directly—not merely as a source to reconstruct Mamluk history—and assesses why encyclopedism surged during the thir- teenth through fifteenth centuries. Amongst the genres of medieval Arabic Islamicate literature to which scholars have directed their attention during the past several decades—such as adab, poetry, mirrors for princes, histo- ries, chronicles, hadith collections, and pilgrimage manuals—relatively few have studied Arabic encyclopedism. Chapter 1, “Encyclopedism in the Mamluk Empire,” explores why al-Nuwayrī compiled his work. Muhanna offers a useful distinction be- tween “encyclopedism and encyclopedia” (pp. 11-13) and grounds his ap- proach in encyclopedism, which is the idea that there is a “spectrum…upon which we might situate a variety of works belonging to different premodern genres and possessing different principles of order, structure, focus, agen- da, audience, and modes of reading” (12). The merit of this approach is that it casts a wider, less restrictive net, since “reading these texts as tokens of a similar knowledge practice rather than members of a common genre per- mits us to see the continuities between strategies of knowledge-ordering that cut across different bibliographical categories” (12). Given the fluc- tuating and complex notions of genre—the genre of medieval Arabic and Persian tārīkh, for example, encompasses a heterogeneous variety of texts, from local histories, chronicles, biographical dictionaries, and often some combination of all of the above—encyclopedism is a compelling conceptual approach to this body of literatures. Muhanna argues that while al-Nuwayrī himself situated his work within the tradition of adab, his inspirations and sources belonged to other genres, which lead to the rise of this hybrid genre of encyclopedism. Al-Nuwayrī was an esteemed copyist who directly ad- dressed the scribal arts in The Ultimate Ambition, which “both described the expectations of the scribe and provided the content of his education: it styled itself as an encyclopedic guide for an encyclopedic education” (21). Chapter 2, “Structures of Knowledge,” offers a 30,000ft view of al-Nu- wayrī’s work, including its arrangement, structure, and overall composi- tion, and compares it to other Mamluk encyclopedic texts and to earlier adab works. This chapter is particularly useful to scholars who want an introduction into The Ultimate Ambition and Arabic encyclopedism, which Muhanna argues was itself a mélange of other extant genres: the work is “not recognizably a literary anthology, a cosmographical compendium, a chronicle, a pharmacopia, or a scribal manual, but an amalgam of all of these genres” (49). Chapter 3, “Sources of Knowledge,” contextualizes al-Nuwayrī’s com- pendium by situating it within the scholarly milieu of centers of learning within the Mamluk Empire, particularly Cairo and Damascus, during the thirteenth to fifteenth centuries. By situating al-Nuwayrī within the Nā- siriyya madrasa in Cairo and the intellectual, familial, and professional connections he cultivated and from which he benefitted, the author brings a granular depth to al-Nuwayrī and his work. This chapter is of particular interest to scholars of the production and circulation of knowledge. In Chapter 4, “Encyclopedism and Empire,” Muhanna turns to the im- perial and administrative scaffolding of the Mamluk Empire. The author argues that since compilers like al-Nuwayrī were part of the Mamluk bu- reaucracy, they “were particularly attuned to the processes of centralization and consolidation that transformed the politics of their time (4),” and wrote for an audience that reflected the nexus between literary encyclopedism and the imperial Mamluk state. Muhanna considers administrative knowl- edge and scholarly knowledge as separate but related spheres, arguing that “gathering vast quantities of information, collating sources, and synthe- sizing diverse types of knowledge represented the core activities of both the administrator and the large-scale compiler… a career in bureaucracy helped develop the skills of archiving and itemization that any compiler would have possessed…What set the two domains apart, however, was a difference in the types of knowledge that were valued. The world of admin- istration was one of contemporary, mutable information” (104). Muhanna’s more important argument in this chapter, however, is his claim about the unique position of Mamluk bureaucrats to be curators of knowledge and practices in the Mamluk Empire. He argues, “The common thread uniting the diverse professionals that comprised the administra- tion…was the importance attached to gathering data in the service of the state… By virtue of their access to demographic, financial, historical, and legal materials about the empire’s subjects, institutions, and communities, the bureaucratic class was in a unique position to shape the politics of their day in a manner that no other professional group could achieve” (104). As a bureaucrat-turned-scholar and an expert copyist, al-Nuwayrī embodied the related spheres of knowledge gathering, organization, and transmission in Mamluk Cairo. Chapter 5, “Working Methods,” delves into the manuscript tradition and reconstructs the composition history of al-Nuwayrī’s work. Muhanna addresses the strategies of collation, edition, and the management of sourc- es involved in the production of large compilations during the Mamluk period. The Chapter 6, “The Reception of the Ultimate Ambition,” addresses the literary afterlife of al-Nuwayrī’s work by discussing its reception in the Islamicate world and in Europe, with particular attention to the Dutch re- ception. By considering reception history of al-Nuwayrī’s work, Muhanna’s brief but engaging final chapter considers the impact of Mamluk encyclo- pedism in shaping the way Islamicate thought was perceived both within Europe and the Islamicate world. Muhanna’s appendices will prove valuable to scholars. “Appendix A: The Contents of the Ultimate Ambition” is extremely useful for those who do not share Muhanna’s patience to delve into the 31-volume work itself. In Appendix B, Muhanna compares the tables of contents of the two editions of The Ultimate Ambition: that of the standard Dar al-Kutub al-Misriyya edition, which was begun in 1923 but only completed in 1997, which is dif- ficult to access; and the more recent Dar al-Kutub al-‘Ilmiyya edition, pub- lished in Beirut in 2004, which is more widely available. The 11 figures that Muhanna intersperses throughout his book are attractive additions to his work, but it is the 13 tables that showcase Muhanna’s service to organize, divide, and categorize the sources, focusing primarily on al-Nuwayrī’s Ulti- mate Ambition itself. Some of these tables include: identifying The Ultimate Ambition’s chapter word counts for the Cairo and Beirut editions; outlining the arrangement of seven classical adab encyclopedias; and identifying and listing the sources of The Ultimate Ambition in its books 1, 3, and 4. These are valuable sources that the author has produced to help scholars and stu- dents make better sense and use of al-Nuwayrī’s massive tome. The World in a Book is a valuable contribution to studies in Arabic lit- erature, Mamluk history, and the production and circulation of knowledge in the medieval Islamicate world. Specialists will benefit most from this work, but its excellent readability makes it a valuable volume for graduate and undergraduate students as well as those interested in the production of knowledge in the Middle East more broadly. Abstract Even though females have indeed entered jobs previously closed to them, many occupations remain as gender-gapped now as they were half a century ago. Gender-segregated employment patterns are so tenacious because, they are built into the very organizational fabric of work and the workplace. Descriptive stereotyping describes what men and women are like and prescriptive stereotyping defines defining what women and men should be like. This literature review provides a broad understanding of the gender differences in leadership and the gender gap in organization. This literature review founds that gender-segregated employment patterns are so tenacious because they are built into the very organizational fabric of work and the workplace. Introduction The current literature concerning leadership from a variety of Eastern and Western countries highlights that, regardless of a recent global increase in the number of females entering the labour market, only a small number of professional women hold top management or leadership positions. In spite of the fact that the growth pattern of women in the labour force and their representation in leadership roles does differ across countries and regions, and although a number of women in leadership positions worldwide are making contributions both within and beyond their communities (Percupchick, 2011), the overarching observation can be made that a substantive gender gap exists in female’s representation in relation to leadership positions and decision-making across many sectors of society (Catalyst, 2016). Moreover, studies indicate that a large number of sometimes highly qualified women are choosing to step down from positions of authority and leave their careers (Rabas, 2013). This literature review provides a broad understanding of the gender differences in leadership and the gender gap in organization. Literature Review Research has identified the reasons for the persistence of women having a less expressive presence in management and leadership positions (Acker, 1991; Kolb et al., 1998; Simpson, 2004; Williams, 2001; England, 2010; Kellerman and Rhodes, 2014; Gipson, et al., 2017). Among these, the existence of a male-normed corporate culture and organizational structure is posited as a formidable obstacle to female progress in the workplace. The literature abounds with evidence of the way organizational norms, values and structures, disadvantage females in their career advancement at the institutional level (Morrison, 2012; Keohane, 2014). Looking specifically at the field of academia, for Nguyen (2012), “Policies and process in higher education can act as barriers against women assuming leadership and management positions” (p. 127). Acker (1990) suggests the existence of an organizational attitude behind these gender contrasts as a result of organizational structure, rather than any differences held to exist in the characters of males and females. Goveas and Aslam (2011, p. 236) state that a further important factor with the potential to hinder female's opportunities for development consists of “the unavailability of structured human resource policies and strategies addressing women workers, [which] has proven to be a major obstacle to women’s progress and development”. Referring specifically to the field of educational management, for Sui Chu Ho (2015), “Gender inequalities in staff recruitment, appointment and promotion exist in educational institutions, such as universities” (p. 87). She goes on to note how this evidence and claim to support it are actually routinely dismissed, both by those in authority and the general public. It is likely that hierarchal organizational structures create a setting in which women feel out of place due to gender variances (Morrison, 2012; Al-Shanfari, 2011; Keohane, 2014), resulting in many females stepping down or leaving from a post in a workplace at which their leadership abilities are being questioned. This conflict is further compounded by many jobs being designed around men’s objectives, and that many organizations are reluctant to support women within their workforce when potential career conflicts arise (Kellerman, and Rhode, 2012). Therefore, the ideal worker is male: “Images of men’s bodies and masculinity pervade organizational processes, marginalizing women and contributing to the maintenance of gendered segregation in organisations” (Acker 1990, p. 139). A key impact of organizational masculinity is the emotional labor expended by women in order to succeed. Connell (1987) states that gendered structures and practices operating within organizations result in very different career experiences and outcomes for women and men, and the most senior organizational positions are considered sites of hegemonic masculinity. Thus, organizational structure is not gender neutral and organizational culture reflects the wishes and needs of powerful men. In reviews of research into gender and leadership, limiting women’s progress in organizations is a well-documented phenomenon, including the persistence of gender stereotypes. Kanter (1977) identifies the ‘masculine ethic’ as part of the early image of leaders and managers. This masculine ethic elevates the traits assumed to be exclusive to men as requirements for effective management: a tough-minded approach to problems; analytical planning abilities; a capacity to set aside personal emotional considerations in the interests of task accomplishment; and cognitive superiority in problem-solving and decision-making (Kanter, 1977). Thus, even with regards to Kanter, (1977), although social construction presumes that these traits and characteristics supposedly belong to males only (or are at least more likely to be held by males), if practically all leaders and managers are men from the beginning, it should come as no surprise that when females attempt to enter leadership or management occupations the masculine ethic is invoked as an exclusionary principle Acker (1991) sees the ‘masculine ethic’ referred to earlier as the structural basis of organizations, in the sense that allegedly ‘masculine characteristics’ are built into the very fabric of organizations. As a result, the workplace itself is stacked against the equalization of opportunities for women. Acker (1991, p. 289) defines gendered organizations as occurring when “advantage and drawback, control and exploitation, emotion and action, identity and meaning, are patterned through and in terms of a distinction between female and male, feminine and masculine”. Thus, masculinity assumes control of the workplace environment or the business sphere in the subtlest of ways (Acker, 1991). Additionally, masculinity also appears to affect employees’ characters. The preferred employee presents her/himself as a masculine character in choice of clothes, language, and presentation (Acker, 1991). Furthermore, job opportunities and hierarchies are also filled in accordance with gender preferences, meaning that the positions should concur with what is deemed relevant and suitable for the gender that fills them (Kolb et al., 1998). In this way, gender implications have negatively influenced the progress of women in their working lives (Acker, 1991). Informal occupational segregation due to gender stereotypes as well as the gender biases commonly held by the wider society entail the trend of hiring women and men in different types of working areas and positions (Fitzsimmons, Callan, and Paulsen, 2014). Simpson (2004) argues that gender representation in social discourse and social perceptions of gender play a significant role in sustaining and promoting gendered employment. Consequently, these biased stereotypes, embedded in deep-rooted ideologies, automatically view job placement through the lens of gender (Simpson, 2004). Thus, work related to masculine organizations draws on the notion of a job requiring allegedly masculine qualities such as analytical skills, assertiveness and physical strength, in turn reinforcing more the idea of being ‘manliness’ being something distinct and unattainable for women. Unsurprisingly, as Britton and Logan (2008) note, these jobs, in turn, naturally attract more male applicants than females. At the same time, stereotypical assumptions that females pay more attention to detail, are more caring, and place value on physical attractiveness confine them to roles as teachers, nurses, administrators, and jobs in the beauty industry (Britton and Logan, 2008). Moreover, men are more likely to be selected for any ‘male-type’ position in a company even when women and men possess the same qualifications because of the implicit bias that, like for like, men perform better than women (Omar and Davidson, 2001). This leads individuals to believe that women do not have the necessary skills and so are unable to work effectively in male-type jobs. For example, because women are associated with activities that do not involve much in the way of physical strength (such as taking care of their children and families), they have traditionally been considered a second choice to men when it comes to jobs that involve working outdoors (Britton and Logan, 2008). England’s (2010) research has shown that in the twentieth century women have progressed at a sluggish pace in terms of workplace equality. Despite the fact that females have indeed entered jobs previously closed to them, many occupations remain as gender-gapped now as they were half a century ago. Moreover, she notes that at any level of the employment pyramid, females continue to lag behind males in terms of authority and pay, regardless of the closing gap between men and women in workplace seniority and educational attainment. Acker (1990) argues that such gender segregated employment patterns are so tenacious because, as noted, they are built into the very organizational fabric of work and the workplace. Stereotyping means generalizing behavioural characteristics of groups of individuals and then applying the generalization to people who are members of the group (Heilman, 2012). Recently, researchers have investigated gender stereotyping by dividing the generalizations into two properties, descriptive and prescriptive. Heilman (2012) concentrated on the importance of each of those properties. Descriptive stereotyping describes what men and women are like and prescriptive stereotyping defines defining what women and men should be like. For instance, descriptive stereotyping of women creates negative expectations about a woman’s performance as a leader owing to there is a lack of fit between the characteristics assigned to traditionally male leadership roles and the societal roles assigned to females. Prescriptive stereotypes, or ascribing behaviors women ought to emulate, and the agentic characteristics of leadership create an incongruity with expected women behavior (Wynen et al., 2014). Furthermore, Heilman argues that irrespective of whether gender stereotyping is prescriptive or descriptive, the practice impedes the progress of females into leadership roles. One source for gender inequalities in the work force is gender stereotyping in the form of occupational segregation (Wynen et al., 2014). Occupational segregation occurs because there is a separation of women or men in certain occupations or employment sectors (Wynen et al., 2014). This gender separation is seen in occupations such as doctors , nursing, lawyers and teaching. Often, teachers or nurses are portrayed as women, while, lawyers and doctors are portrayed as men. According to scholars in social role theory, such as Franke, Crown, and Spake (1997) and Eagly (1987) gender stereotyping in certain occupations is deeply inherent in societal roles for female and male. Although both women and men have been shown to exhibit biases toward women in high management positions (Eagly and Carli, 2007; Ellemers, Rink, Derks, and Ryan, 2012; Ryan et al., 2011), Ellemers et al. (2012) pointed out that most individuals prefer to believe in a just world where gender differentiation is rare and success is based on merit; thus, in most instances, they will treat allegations of unequal treatment unfavourably. This result lead to fewer reports for fear of negative repercussions, and consequently inequity is often not noticed, challenged, or addressed (Ellemers et al., 2012). Moreover, Ibarra et al (2013) believe that when organizations advise females to seek leadership positions without addressing the subtle biases that exist in practices and policies, the companies undermine the psychological development that should take place to become a leader. Conclusion In conclusion, this literature review has outlined how women face obstacles in different organizational context, limiting their ability to achieve empowerment by aspiring to and achieving leadership. Historically, certain factors have hindered women from being accepted as leaders, regardless of their achievements, which leads to an underestimation of their capabilities. This under-representation of qualified women in leadership roles is symbolic of the gender gap in the workplace.

Success in an increasingly competitive marketplace depends on the quality of knowledge that organizations apply to their key business processes. The concept of knowledge management (KM) is widely discussed in commercial applications. There are limited discussions as to how it applies to not-for-profit organizations and its relevant measurement issues. This paper examines the application of knowledge management systems (KMS) in a private college in Taiwan, who is facing administrative challenges and cutting-edge competition. The multi-perspective modeling approach is adopted. The college first defines vision in a SWOT analysis through faculty brainstorming sessions. Leadership is formed to ensure a culture of sharing. A knowledge road map then documents inventories of IC and core competence. After defining knowledge management strategies in academic and organizational perspective, the KM model describes steps and procedures for implementation. Finally, implications for other universities and colleges are discussed.

PurposeThe purpose of this study is to identify the factors affecting the quality of technical education in a developing nation, India.Design/methodology/approachParticipants were 465 students and 310 faculty members who were randomly chosen from a total of 31 institutions/colleges/universities providing engineering education in Punjab state of India. The factor structures were obtained by applying factor analysis.FindingsThe result of this research reveals ten factors determining the quality of technical education, such as teaching practices, infrastructural facilities, industry–institute linkage, faculty's qualification, reputation of the institute, procedural simplification, administrative staff services, access and equity, financial burden of the course and work culture. Moreover, the research results also reveal eight factors affecting the quality of technical education, namely, institutional standards, institutional support, teaching environment, teaching practices, performance-linked promotion, work culture, academic freedom and administrative services in this order of preference are essential for the delivery of quality in technical education.Originality/valueThis study is the first attempt to examine the factor structure of technical education quality from both the perspectives of students and faculty. The implications of this study are expected to help the management of technical education institutes, regulatory agencies and the government in devising strategies to enhance the quality of technical education in India.

The expansion of Brazilian higher education institutions (HEIs) organized in multicampi structures brought a significant complexity to the academic and administrative management. In this context, environmental management strategies become quite relevant, especially when considering the low effectiveness of the Brazilian Labeling Program (BLP) for the classification of buildings in practice. The main objective of the present paper is to evaluate the BLP efficacy as applied to HEI buildings, aiming to develop a new environmental labeling model for multicampi HEIs. For this purpose, the BLP was applied to the labeling of Instituto Federal de Educação, Ciência e Tecnologia do Piauí (IFPI), employing data obtained from electricity bills between 2016 and 2018. The energy diagnosis was performed considering distinct indicators,performance indexes, levels and rankings of relative energy efficiency, from which energy efficiency labels could be developed. The results allow the verification of the low efficiency of the BLP, especially in the environmental labeling of HEIs. From the detailed analysis of bills, it is possible to develop environmental labels inspired by the BLP, resulting in a different approach. A novel type-II environmental labeling methodology is then introduced based on the breakdown of electricity bills and statistical methods.

The most effective means of overcoming corruption and the shadow economy, especially in the social sphere and public services, is to create effective and legitimate "rules of the game" (institutional framework) that would "naturally" legalize shadow (including corruption) funds circulating in the national socio-economic system. The subject of the article is theoretical and methodological principles and scientific and practical recommendations for determining the priorities and implementation of the anti-corruption mechanism in the social sphere. The goal is to develop an anti-corruption mechanism and means of de-shadowing in the social sphere. Objectives: to find tools aimed at developing the institutional environment for combating corruption, implementing a multi-level social insurance system in the field of administrative services, pensions, education, health care and other social spheres at all levels of governance. Methods of the system approach are used – at development of provisions of the anti-corruption mechanism of de-shadowing of relations in the social sphere and the system of public services. The following results were obtained: the use of the following anti-corruption strategies in the conditions of Ukraine was proposed: sanction – within which the principal determines the rigidity, periodicity, level of hierarchy for the application of sanctions; rotational – for each element of the hierarchy of power a certain period of time is determined during which he occupies his position, after this time the element leaves the hierarchy (resignation, transfer or transfer to another position by the decision of the management body, etc.); motivational – encouraging an element of the hierarchy to work in the legal field. To achieve the maximum effect, it is proposed to use all the three strategies in combination with the predominance of the most adequate one. Conclusions: The proposed means of overcoming corruption and the shadow economy in contrast to the already established ones and, as the practice has shown, ineffective measures in terms of income lustration, supervision of civil servants, standardization of duties, creation of additional government agencies and structures, etc., are justified. Methodological provisions of the approach, which is based on a combination of two components: institutional and corruption risk insurance are grounded. This allows to develop the institutional environment for combating corruption, to introduce a multilevel system of realization of social security functions in the field of administrative services, pensions, education, health care and other social spheres, aimed at cooperation between anti-corruption bodies and institutions de-shadowing socio-economic relations.

Growing demand among learners for improved accessibility and convenience, lower costs, and direct application of content to work settings is radically changing the environment for higher education in the United States and globally. In this rapidly changing environment, which is increasingly based within the context of a global, knowledge-based economy, traditional universities are attempting to adapt purposes, structures, and programs, and new organizations are emerging in response. Organizational changes and new developments are being fueled by accelerating advances in digital communications and learning technologies that are sweeping the world. Growing demand for learning combined with these technical advances is in fact a critical pressure point for challenging the dominant assumptions and characteristics of existing traditionally organized universities in the 21st century. This combination of demand, costs, application of content and new technologies is opening the door to emerging competitors and new organizations that will compete directly with traditional universities and with each other for students and learners.This paper describes and analyzes seven models of higher education organization that are challenging the future preeminence of the traditional model of residential higher education. These models are emerging to meet the new conditions and to take advantage of the new environment that has created both opportunity and risk for all organizations, and which demands experimentation of structure, form, and process.Each of the seven models discussed offers an alternative to traditional residential higher education. Several models are in their infancy. Several others operate at the margin of organizations with other core businesses or priorities. At least one of the models depends upon extensive collaborations. All of the models incorporate features that are designed to enable universities to better respond to new educational demands and opportunities at a national and international level. Taken together, these organizational models are emerging as significant forces in providing education and training, and as powerful competitors to traditional universities. They offer the prospect of rapidly changing where, when, how and for what purpose education is organized within both the corporate and the higher education communities in the United States and throughout the world. The result is a dynamic competitive environment among traditional universities that are adapting learning processes and administrative procedures, alternative nontraditional universities that are adapting technologies to better serve their existing primarily adult constituencies, and new universities that are being formed around the promise of virtual environments. The thesis of this paper is that growth in worldwide demand for learning is combining with improved learning technologies to force existing universities to rethink their basic assumptions and marketing strategies. This new digital environment is further encouraging and enabling the creation of new and innovative organizational models of that are challenging traditional residential universities to change more quickly and dynamically.

Collective organizations represent an important option to small rural producers face together the difficulties caused by a context of turbulence and intense competition. Despite of its relevance, studies have shown that cooperative organizations have weaknesses in regards to balance the different levels of interest from the partners: the economic, social and political about the practices and management strategies adopted. In this context, the problem arises: To what extent the specific features of cooperative organizations influence in their competitiveness and which are the factors to be considered in the strategic management of these organizations to be competitive while remaining cooperative. This work focuses in cooperative organization of small rural producers in the context of rural settlements in order to analyzing the influences of the organizational environment, the social participation in decisions and the economic and social efficiency of these organizations. It was used a descriptive, qualitative and quantitative methodological approach. Due to be an understudied subject in the State of Mato Grosso was classified as exploratory and supported by a literature review which refers to Cooperatives, Economics, Management and Sociology. The field work demanded structures questionnaires and semi-structured interview routines, informal conversations and non-participant observation in meetings of these organizations. It was found that partners who are preparing to assume management positions in cooperative organizations bring experiences and values accumulated during their existence and these attributes not always are compatible with the principles of cooperation. For analyzed cooperatives achieve economic, social, organizational and administrative advantages it is necessary to overcome the limitations, mainly in organizational, managerial and cooperative education dimensions.

Abstract Background Physical activity recommendations are reached by only a small part of the population. A common problem is that research findings on public health-related topics such as physical activity promotion are oftentimes not translated into practice. The involvement of relevant stakeholders, such as change agents (role models, decision-makers, and/or knowledge mediators), is a common strategy to implement physical activity recommendations in specific settings, as they have the necessary knowledge of contextual factors. However, dissemination and implementation of physical activity recommendations are often prevented by focusing exclusively on the health sector and by underestimating the individual perceptions and needs of change agents. Therefore, the purpose of this study was to address the problem of how physical activity recommendations can be translated into practice through comprehensive consideration of the situation and context of change agents from various sectors of society at different administrative levels. This allows for deriving recommendations for action on how a national dissemination strategy of physical activity recommendations should be designed. Methods Qualitative expert interviews were conducted with change agents from different sectors of society and administrative levels in Germany (N = 21). Case selection took place via a sampling plan. The interviews were recorded, transcribed verbatim, and analysed by two trained researchers using qualitative content analysis. Results The change agents’ perceived relevance of physical activity and physical activity promotion and their knowledge of physical activity recommendations varied across different sectors. Nine themes were identified covering the change agents’ needs for the implementation of physical activity recommendations: strengthening of political will and cooperation, availability of public space for physical activity, change in awareness and health education, professional qualification, financial incentives, development of physical activity-promoting programmes and structures, provision of resources, bridging the theory–practice gap, and knowledge of physical activity recommendations. Conclusions This exploratory study contributes to the development of an evidence-based dissemination strategy of physical activity recommendations involving change agents from various sectors. Cross-sectoral needs and obstacles were identified indicating gaps that have to be addressed. Future research should choose practice-oriented approaches to develop dissemination strategies that are adapted to the needs of local contexts.

IntroductionThis article suggests extensions to the place of ‘national collections’ of Australia’s migration histories, and considers the role of regional libraries and museums in collecting, preserving, and making accessible the history of migration. The article describes a recent collaboration between the Bonegilla Migrant Experience site, the Albury LibraryMuseum and the regionally-based Charles Sturt University (CSU) to develop a virtual, three-dimensional tour of Bonegilla, a former migrant arrival centre. Through this, the role of regional collections as keeping places of migration memories and narratives outside of those institutions charged with preserving the nation’s memory is highlighted and explored.What Makes a Nation’s Memory?In 2018 the Australian Research Council (ARC) awarded a Linkage grant to a collaboration between two universities (RMIT and Deakin), and the National Library of Australia, State Library of South Australia, State Library of Victoria, and State Library of New South Wales titled “Representing Multicultural Australia in National and State Libraries” (LP170100222). This Linkage project aimed to “develop a new methodology for evaluating multicultural collections, and new policies and strategies to develop and provide access to these collections” (RMIT Centre for Urban Research).One planned output of the Linkage project was a conference, to be held in early 2019, titled “Collecting for a Society’s Memory: National and State Libraries in Culturally Diverse Societies.” The conference call for papers suggested themes that included an interrogation of the relationship between libraries and ‘the collecting sector’, but with a focus still on National and State Libraries (Boyd). As an aside, the correlation between libraries and memories seemed slightly incongruous here, as archives and museums in particular would also be key in this collecting (and preserving) society’s memory, and also the libraries that exist outside of the national and state capitals.It felt like the project and conference had a definite ‘national’ focus, with the ‘regional’ mentioned only briefly in a suggested theme.At the same time that I was reading this call for papers and about the Linkage, I was part of a CSU Learning and Teaching project to develop online learning materials for students in our Teacher Education programs (history in particular) based around the Bonegilla Migrant Arrival Centre in Wodonga, Victoria. This project uses three-dimensional film technology to bring students to the Centre site, where they can take an interactive, curriculum-based tour of the site. Alongside the interactive online tour, a series of curricula were developed to work with the Australian History Curriculum. I wondered why community-led collections like these in the regions fall to the side in discussions of a ‘national’ (aka institutional) memory, or as part of a representation of a multicultural Australia, such as in this Linkage.Before I start exploring this question I want to acknowledge the limitations of the ARC Linkage framework in terms of the project mentioned above, and that the work that is being done in the “Representing Multicultural Australia in National and State Libraries” project is of value to professional practice and community; in this article I am using the juxtaposition of the two projects as an impetus to interrogate the role of regional collaboration, and to argue for a notion of national memory as a regional collecting concern.Bonegilla: A Contested SiteFrom 1947 through to 1971 over 300,000 migrants to Australia passed through the Bonegilla Migrant Reception and Training Centre (“Bonegilla”) at a defining time in Australia’s immigration history, as post-World War II migration policies encompassed non-English speaking Europeans displaced by the war (Pennay "Remembering Bonegilla" 43). Bonegilla itself is a small settlement near the Hume Dam, 10 km from the New South Wales town of Albury and the Victorian town of Wodonga. Bonegilla was a former Army Camp repurposed to meet the settlement agendas of multiple Australian governments.New migrants spent weeks and months at Bonegilla, learning English, and securing work. The site was the largest (covering 130 hectares of land) and longest-lasting reception centre in post-war Australia, and has been confirmed bureaucratically as nationally significant, having been added to the National Heritage Register in 2007 (see Pennay “Remembering Bonegilla” for an in-depth discussion of this listing process). Bonegilla has played a part in defining and redefining Australia’s migrant and multicultural history through the years, with Bruce Pennay suggesting thatperhaps Bonegilla has warranted national notice as part of an officially initiated endeavour to develop a more inclusive narrative of nation, for the National Heritage List was almost contemporaneously expanded to include Myall Creek. Perhaps it is exemplary in raising questions about the roles of the nation and the community in reception and training that morph into modern day equivalents. (“Memories and Representations” 46)Given its national significance, both formally and colloquially, Bonegilla has provided rich material for critical thinking around, for example, Australian multicultural identity, migration commemorations and the construction of cultural memory. Alexandra Dellios argues that Bonegilla and its role in Australia’s memory is a contested site, and thatdespite criticisms from historians such as Persian and Ashton regarding Bonegilla’s adherence to a revisionist narrative of multicultural progress, visitor book comments, as well as exchanges and performances at reunions and festivals, demonstrate that visitors take what they will from available frameworks, and fill in the ‘gaps’ according to their own collective memories, needs and expectations. (1075)This recognition of Bonegilla as a significant, albeit “heritage noir” (Pennay, “Memories and Representations” 48), agent of Australia’s heritage and memory makes it a productive site to investigate the question of regional collections and collaborations in constructing a national memory.Recordkeeping: By Government and CommunityThe past decade has seen a growth in the prominence of community archives as places of memory for communities (for example Flinn; Flinn, Stevens, and Shepherd; Zavala et al.). This prominence has come through the recognition of community archives as both valid sites of study as well as repositories of memory. In turn, this body of knowledge has offered new ways to think about collection practices outside of the mainstream, where “communities can make collective decisions about what is of enduring value to them, shape collective memory of their own pasts, and control the means through which stories about their past are constructed” (Caswell, Cifor, and Ramirez 58). Jimmy Zavala, and colleagues, argue that these collections “challenge hierarchical structures of governance found in mainstream archival institutions” (212), and offer different perspectives to those kept on the official record. By recognising both the official record and the collections developed and developing outside of official repositories, there are opportunities to deepen understandings and interpretations of historical moments in time.There are at least three possible formal keeping places of memories for those who passed through, worked at, or lived alongside Bonegilla: the National Archives of Australia, the Albury LibraryMuseum in Albury, New South Wales, and the Bonegilla Migrant Experience site itself outside of Wodonga. There will of course be records in other national, state, local, and community repositories, along with newspaper articles, people’s homes, and oral lore that contribute to the narrative of Bonegilla memories, but the focus for this article are these three key sites as the main sources of primary source material about the Bonegilla experience.Official administrative and organisational records of activity during Bonegilla’s reception period are held at the National Archives of Australia in the national capital, Canberra; these records contribute to the memory of Bonegilla from a nation-state perspective, building an administrative record of the Centre’s history and of a significant period of migration in Australia’s past. Of note, Bonegilla was the only migrant centre that created its own records on site, and these records form part of the series known as NAA: A2567, NAA A2571 1949–56 and A2572 1957–71 (Hutchison 70). Records of local staff employed at the site will also be included in these administrative files. Very few of these records are publicly accessible online, although work is underway to provide enhanced online and analogue access to the popular arrival cards (NAA A2571 1949-56 and A2572 1957–71) onsite at Bonegilla (Pennay, personal communication) as they are in high demand by visitors to the site, who are often looking for traces of themselves or their families in the official record. The National Archives site Destination Australia is an example of an attempt by the holder of these administrative records to collect personal stories of this period in Australia’s history through an online photograph gallery and story register, but by 2019 less than 150 stories have been published to the site, which was launched in 2014 (National Archives of Australia).This national collection is complemented and enhanced by the Bonegilla Migration Collection at the Albury LibraryMuseum in southern New South Wales, which holds non-government records and memories of life at Bonegilla. This collection “contains over 20 sustained interviews; 357 personal history database entries; over 500 short memory pieces and 700 photographs” (Pennay “Memories and Representations” 45). It is a ‘live’ collection, growing through contributions to the Bonegilla Personal History Register by the migrants and others who experienced the Centre, and through an ongoing relationship with the current Bonegilla Migrant Experience site to act as a collection home for their materials.Alongside the collection in the LibraryMuseum, there is the collection of infrastructure at the Bonegilla Migrant Experience (BME) site itself. These buildings and other assets, and indeed the absence of buildings, plus the interpretative material developed by BME staff, give further depth and meaning to the lived experience of post-war migration to Australia. Whilst both of these collections are housed and managed by local government agencies, I suggest in this article that these collections can still be considered community archives, given the regional setting of the collections, and the community created records included in the collections.The choice to locate Bonegilla in a fairly isolated regional setting was a strategy of the governments of the time (Persian), and in turn has had an impact on how the site is accessed; by who, and how often (see Dellios for a discussion of the visitor numbers over the history of the Bonegilla Migrant Experience over its time as a commemorative and tourist site). The closest cities to Bonegilla, Albury and Wodonga, sit on the border of New South Wales and Victoria, separated by the Murray River and located 300 km from Melbourne and 550 km from Sydney. The ‘twin towns’ work collaboratively on many civic activities, and are an example of a 1970s-era regional development project that in the twenty-first century is still growing, despite the regional setting (Stein 345).This regional setting justifies a consideration of virtual, and online access to what some argue is a site of national memory loaded with place-based connections, with Jayne Persian arguing that “the most successful forays into commemoration of Bonegilla appear to be website-based and institution-led” (81). This sentiment is reflected in the motivation to create further online access points to Bonegilla, such as the one discussed in this article.Enhancing Teaching, Learning, and Public Access to CollectionsIn 2018 these concepts of significant heritage sites, community archives, national records, and an understanding of migration history came together in a regionally-based Teaching and Learning project funded through a CSU internal grant scheme. The scheme, designed to support scholarship and enhance learning and teaching at CSU, funded a small pilot project to pilot a virtual visit to a real-life destination: the Bonegilla Migrant Experience site. The project was designed to provide key teaching and learning material for students in CSU Education courses, and those training to teach history in particular, but also enhance virtual access to the site for the wider public.The project was developed as a partnership between CSU, Albury LibraryMuseum, and Bonegilla Migrant Experience, and formalised through a Memorandum of Understanding with shared intellectual property. The virtual visit includes a three-dimensional walkthrough created using Matterport software, intuitive navigation of the walkthrough, and four embedded videos linked with online investigation guides. The site is intended to help online visitors ‘do history’ by locating and evaluating sources related to a heritage site with many layers and voices, and whose narrative and history is contested and told through many lenses (Grover and Pennay).As you walk through the virtual site, you get a sense of the size and scope of the Migrant Arrival Centre. The current Bonegilla Migrant Experience site sits at Block 19, one of 24 blocks that formed part of the Centre in its peak time. The guiding path takes you through the Reception area and then to the ‘Beginning Place’, a purpose built interpretative structure that “introduces why people came to Australia searching for a new beginning” (Bonegilla site guide). Moving through, you pass markers on the walls and other surfaces that link through to further interpretative materials and investigation guides. These guides are designed to introduce K-10 students and their teachers to practices such as exploring online archives and thematic inquiry learning aligned to the Australian History Curriculum. Each guide is accompanied by teacher support material and further classroom activities.The guides prompt and guide visitors through an investigation of online archives, and other repositories, including sourcing files held by the National Archives of Australia, searching for newspaper accounts of controversial events through the National Library of Australia’s digital repository Trove, and access to personal testimonies of migrants and refugees through the Albury LibraryMuseum Bonegilla Migration Collection. Whilst designed to support teachers and students engaging with the Australian History Curriculum, these resources are available to the public. They provide visitors to the virtual site an opportunity to develop their own critical digital literacy skills and further their understanding of the official records along with the community created records such as those held by the Albury LibraryMuseum.The project partnership developed from existing relationships between cultural heritage professionals in the Albury Wodonga region along with new relationships developed for technology support from local companies. The project also reinforced the role of CSU, with its regional footprint, in being able to connect and activate regionally-based projects for community benefit along with teaching and learning outcomes.Regional CollaborationsLiz Bishoff argues for a “collaboration imperative” when it comes to the galleries, libraries, archives, and museums (GLAM) sector’s efficacy, and it is the collaborative nature of this project that I draw on in this article. Previous work has also suggested models of convergence, where multiple institutions in the GLAM sector become a single institution (Warren and Matthews 3). In fact the Albury LibraryMuseum is an example of this model. These converged models have been critiqued from resourcing, professionalisation and economic perspectives (see for example Jones; Hider et al.; Wellington), but in some cases for local government agencies especially, they are an effective way of delivering services to communities (Warren and Matthews 9). In the case of this virtual tour, the collaboration between local government and university agencies was temporal for the length of the project, where the pooling of skills, resources, and networks has enabled the development of the resource.In this project, the regional setting has allowed and taken advantage of an intimacy that I argue may not have been possible in a metropolitan or urban setting. The social intimacies of regional town living mean that jobs are often ‘for a long time (if not for life)’, lives intersect in more than a professional context, and that because there are few pathways or options for alternative work opportunities in the GLAM professions, there is a vested interest in progress and success in project-based work. The relationships that underpinned the Bonegilla virtual tour project reflect many of these social intimacies, which included former students, former colleagues, and family relationships.The project has modelled future strategies for collaboration, including open discussions about intellectual property created, the auspicing of financial arrangements and the shared professional skills and knowledge. There has been a significant enhancement of collaborative partnerships between stakeholders, along with further development of professional and personal networks.National Memories: Regional ConcernsThe focus of this article has been on records created about a significant period in Australia’s migration history, and the meaning that these records hold based on who created them, where they are held, and how they are accessed and interpreted. Using the case study of the development of a virtual tour of a significant site—Bonegilla—I have highlighted the value of regional, non-national collections in providing access to and understanding of national memories, and the importance of collaborative practice to working with these collections. These collections sit physically in the regional communities of Albury and Wodonga, along with at the National Archives of Australia in Canberra, where they are cared for by professional staff across the GLAM sector and accessed both physically and virtually by students, researchers, and those whose lives intersected with Bonegilla.From this, I argue that by understanding national and institutional recordkeeping spaces such as the National Archives of Australia as just one example of a place of ‘national memory’, we can make space for regional and community-based repositories as important and valuable sources of records about the lived experience of migration. Extending this further, I suggest a recognition of the role of the regional setting in enabling strong collaborations to make these records visible and accessible.Further research in this area could include exploring the possibility of giving meaning to the place of record creation, especially community records, and oral histories, and how collaborations are enabling this. IntroductionThe popularity of social networking sites (SNSs) bears witness to thriving movement protests worldwide. The development of new hardware technologies such as mobile devices and digital cameras, in particular, has fast enhanced visual communications among users that help document and broadcast contemporary social movements. Using social media with these technologies thus presents new opportunities for grassroots social movement organisations (SMOs) and activist groups to become narrators of their activist lives, and to promote solidarity and recognition for advancing varied civic and political agendas. With the case of a student activist group that led and organised a 10-day occupation protest in Hong Kong, this article examines the idea of new media-savvy SMOs as political curators that employ SNS platforms to (co-)create digital narratives at large-scale movement protests. Invoking the concepts of curation and choreography, it highlights how these processes can work together to encourage contentious engagement and collaboration in contemporary social movements.The New Media-Savvy SMO as Political CuratorWhereas traditional social movement studies stressed the importance of pre-existing social networks and organisational structures for collective action, developments in new information and communication technologies (ICTs) challenge the common theories of how people are drawn into and participate in social movements. In recent years, a spate of research has particularly emphasised the ability of individuals and small groups to self-organise on the Internet (e.g. Rheingold). Lately, observing the use of SNSs such as Facebook and Twitter in contemporary social movements, work in this area has focused on how SNSs enable movement diffusion through personal networks and individuals’ online activities even without either the aid or the oversight of an organisation (e.g. Shirky).However, horizontal activism self-organised by atomised new media users seems insufficient as an explanation of how many recent protest movements achieved their high tides. While the flourishing literature shows writers have correctly centred their study on the changing dynamics in control over information and the growing importance of individual users’ contributions, it fails to account for the crucial role that SMOs continue to play. In fact, recent studies consistently observe the continuing importance of SMOs in mobilising and coordinating collective actions in online environments (Bimber, Flanagin, and Stohl, Collective). Whereas new ICTs have provided activist groups with the instrument to deal with their contentious activities with less cueing and leadership from conventional institutionalised structures, SMOs have created their own new media resources. Nowadays, a significant percentage of protest participants have received their information from online platforms that are run by or affiliated with these organisations. The critical questions remain about the kinds of communication methods they utilise to activate and integrate independent activists’ networks and participation, especially in emerging social media environments.Unfortunately, existing research tends to overlook the discursive potentials and cultural dimensions in online activism while emphasising the cost-effectiveness and organisational function of new ICTs. In particular, social movement and new media scholars merely attended to the ways in which digital media enable widescale, relatively un-coordinated contributions to repositories of resources for networks of activists and interest groups, as SNS applications stress the importance of user participation, openness, and network effects in the processes of content production and sharing. However, the mere existence or even “surplus” (Shirky 27) of “second-order communal goods” (Bimber, Flanagin, and Stohl, “Reconceptualizing” 372)—a collection of resources created collectively but without a bounded community, through video-posting, tagging, and circulation practices engaged in by individuals—does not accidentally result in critical publics that come to take part in political activism. Rather, social movements are, above all, the space for manifesting ideas, choices, and a collective will, in which people produce their own history through their cultural creations and social struggles (Touraine). As such, the alteration of meaning, the struggle to define the situation, and the discursive practices carried out within a social movement are all major aspects of social movements and change (Melucci).Indeed, SMOs and marginalised communities worldwide have increasingly learnt the ability to become narrators of their activist and community lives, and to express solidarity and recognition afforded through technology adoption. The recent proliferation of social media applications and mobile digital technologies has allowed activist groups to create and distribute their own stories regarding concrete actions, ongoing campaigns, and thematic issues of protest movements on more multimedia platforms. In order to advance political ideas and collective action frames, they may bring together a variety of online content in such a way that the collated materials offer a commentary on a subject area by articulating and negotiating new media artefacts, while also inviting responses. Therefore, not only are the new media channels for activist communication comparatively inexpensive, but they also provide for a richer array of content and the possibility of greater control by SMOs over its (re-)creation, maintenance, and distribution for potential digital narrating. To understand how digital narrating takes place in contemporary protest movements with SNSs, we now turn to two analytic concepts—curation and choreography.Social Media Content Curation and Choreography Curation, as a new media practice, involves finding, categorising, and organising relevant online content on specific issues. For instance, museums and libraries may have curators to select and feature digital items for collection and display, improving the types of information accessible to a public audience. In protest movements, SMOs and political actors may also curate peer-produced content on SNS platforms so as to filter and amplify useful information for mobilising collective action. In fact, this process by SMOs and political actors is particularly important, as it helps sort and draw timely attention to these information sources, especially at times when users are faced with a large amount of noise created by millions of producers (Bennett, Segerberg, and Walker). More importantly, not only does content curating entail the selection and preservation of online materials that may facilitate collective action, but it may also involve the (re-)presentation of selected content by telling stories not being told or by telling existing stories in a different way (Fotopoulou and Couldry). In contrast to professional collecting, it is a much more deliberate process, one which clearly articulates and puts forwards (opportunities for) new meanings or new understanding of a subject (Franks). For example, when new media content is re-posted or shared in its original form but in a new context, digital narrating occurs as it may result in a new or additional layer of meaning (Baym and Shah). Therefore, more than merely expending information resources available to activists, the power of curation can be understood primarily as discursive, as users may pick up particular versions of reality in interpreting social issues and protest movements (Bekkers, Moody, and Edwards).Moreover, nowadays, social media curating is not restricted to text but also includes image and video streaming, as the development of mobile devices and digital cameras has facilitated and enhanced instant communication and information retrieval almost regardless of location. The practice of content curating with SNSs may also involve the process of choreographing with various social media modules, such as posting a series of edited pictures under an overarching schema and organising user-generated photos into an album that suggests a particular theme. Rather than simply using a single visual item designed to tell a story, the idea of choreographing is thus concerned with how curated items are seen and experienced from the users’ perspectives as it “allows curators not just to expose elements of a story but to tell a structured tale with the traditional elements of beginning, middle and end” (Franks 288).In practice, the implementation of choreography can be envisioned to bring together the practice of content curating and that of enhancing and connecting contentious engagement at protest movements. For example, when SMOs make use of images and video to help frame an issue in a more advanced way by sharing a picture with a comment added on Facebook, they may at once, whether consciously or unconsciously, suggest possible endorsement to the selected content and/or the source—may it be that of an individual user or a formal organisation—while drawing attention to the image and circulating it beyond the original network for which it was posted (Bennett, Segerberg, and Walker). As such, by posting pictures with captions and sharing user-generated photos that do not belong to the SMO but are produced by other users, curating and choreographing with social media content can create a temporary space for practicing mutual recognition and extending the relationship between the SMO and the larger public. Combined, they may therefore “entail the creation of norms and boundaries in particular user communities and their platforms” (Bennett, Segerberg, and Walker 239).This article examines the ways in which a new media-savvy SMO employed SNS platforms to (co-)create digital narratives, with the case of the 2012 Anti-National Education Movement in Hong Kong. By highlighting how social media content curating and choreographing may work together to encourage engagement and collaboration at large-scale protests, we can better understand how emerging SNS-enabled affordances can be translated into concrete contentious activities, as well as the discursive aspects and cultural expressions of using new media platforms and digital technologies in contemporary protest movements.Digital Narrating for Grassroots Mobilisation Since 2010, the Hong Kong Special Administrative Region government has undertaken “national education” curriculum reform. However, the worry about mainland-Chinese style national education in schools brought people out to defend values that were held dear in Hong Kong. Scholarism, a new media-savvy SMO founded by about 20 secondary school students in May 2011, became the first pressure group formed against the “Moral and National Education” curriculum and became the leading activist group. On 30 August 2012, about 50 members and supporters of Scholarism started occupying the public area in front of the government’s headquarters, while three of its members went on a hunger strike. At the same time, Scholarism made active use of Facebook to undertake grassroots mobilisation, prompting both online activism and offline participation. On 7 September, over 120,000 people went to Occupy Headquarters. The next day, the Chief Executive, C. Y. Leung, succumbed to the pressure and declared that the curriculum would not be imposed in Hong Kong schools. In order to initiate a grassroots mobilisation, upon the beginning of Occupy Headquarters, Scholarism carried out the new media practice of telling the story of the student hunger strikers on Facebook to create a “moral shock” (Jasper 106) among the general public. On the first day of the occupation protest, 30 August, a poster on the hunger strike was released by Scholarism on its Facebook page. Instead of providing detailed information about the protest movement, this poster was characterised by the pictures of the three student hunger strikers. The headline message simply stated “We have started the hunger strike.” This poster was very popular among Facebook users; it accumulated more than 16,000 likes.By appealing to the hardships and sufferings of the three student hunger strikers, more photos were uploaded to narrate the course of the hunger strike and the occupation protest. In particular, pictures with captions added were posted on Facebook every couple of hours to report on the student hunger strikers’ latest situation. Although the mobilising power of these edited pictures did not come from their political ideology or rational argumentation, they sought to appeal to the “martyr-hood” of the student activists. Soon thereafter, as the social media updates of the student hunger strikers spread, feelings of shock and anger grew rapidly. Most of the comments that were posted under the updates and photos of the student hunger strikers on Scholarism’s Facebook page protested against the government’s brutality.In addition, as the movement grew, Scholarism extended the self-reporting activities on Facebook from members to non-members. For instance, it frequently (self-)reported on the amount of people joining the movement days and nights. This was especially so on 7 September, when Scholarism uploaded multiple photos and text messages to report on the physical movement of the 120,000 people. As a movement strategy, the display of images of protests and rallies on the Internet can help demonstrate the legitimacy, unity, numbers, and commitment of people supporting the movement goals (Carty and Onyett). Curating and choreographing with protest images on Facebook therefore facilitated the symbolic interactions and emotional exchanges among activists for maintaining movement solidarity and consolidating activist identity.To demonstrate the public support for its organisation and the movement, Scholarism extensively reported on its own, as well as other, protest activities and efforts on Facebook against the introduction of the “Moral and National Education” curriculum, creating unprecedented parallel public records of these events. In fact, throughout the entire movement protest, Scholarism took tight photo records of protest activities, systematically organised them into albums, and uploaded them onto Facebook every day between 30 August and 8 September.Content Co-Creation for Counter-Hegemonic ExpressionsFrom a (neo-)Gramscian perspective, counter-hegemony is often embedded and embodied in music, novels, drama, movies, and so on (Boggs). An example of counter-hegemony in the traditional media is a documentary that questions the government’s involvement in a war (Cohen). Therefore, popular culture in the media may help foster counter-hegemony on the terrain of civil society in preparation for political change (Pratt). For Chinese communities in East Asia, pop music, for example, had played a significant role in organising patriotic feelings in mass protest events, such as the Tiananmen demonstrations of 1989 and the many subsequent protests in Hong Kong, Taiwan, and elsewhere against the violence of the Beijing government (Chow 153). During the occupation protest, Facebook was turned into an open and flexible discursive space, in which cutting-edge counter-hegemonic narratives were produced, distributed, and expressed. Scholarism and many individual activists adopted the social media platform to (co-)create activists’ discourses and knowledge in order to challenge the dominant political and cultural codes (Melucci). An example is a poster created by Scholarism, posted on its Facebook page on 4 September. The title message of this poster is: “This is not the government headquarters. This is our CIVIC SQUARE. Come and occupy!” This message represents a discursive intervention that seeks to “illuminate the limits of normative discourses of knowledge and power” (Lane 138). It did so by replacing the original, official name and meaning of the government headquarters as well as its authority with the counter-hegemonic idea of “civic square,” a term developed and coined by Scholarism during the occupation protest to represent the public space in front of the headquarters.Moreover, the Facebook page of Scholarism was by no means the only source of content out of which counter-hegemonic knowledge and discourses were produced. Conversely, most of the new media artefacts observed on the Facebook page of Scholarism were originally created by and posted on, and therefore re-posted and shared from, the Facebook pages of other individual or group users. They are in forms of text, picture, video, and the like that sought to undermine the legitimacy of the Hong Kong government, ridicule the rationale of the “Moral and National Education” curriculum, and discredit figures in the opposition.An example is a cartoon made by an individual user and re-posted on the Facebook page of Scholarism on 2 September, the day before schools restarted in Hong Kong after the summer break. This cartoon features a schoolboy in his school uniform, who is going to school with a bunch of identical locks tied to his head. The title message is: “School begins, keep your brain safe.” This cartoon was created to ridicule the rationale of the introduction of the “Moral and National Education” by “making visible the underlying and hidden relations of power on which the smooth operation of government repression depends” (Lane 136).Another new media artefact re-posted on the Facebook page of Scholarism was originally created by a well-known Hong Kong cartoon painter of a major local newspaper. This cartoon sought to humanise the student activists and to condemn the brutality of the Hong Kong government. It paints an imagined situation in which a public conversation between the Secretary for Education, Hak-kim Eddie Ng, and the three students on the hunger strike takes place. In this cartoon, Ng is cast as the wholesaler of the “Moral and National Education” curriculum. Holding a bottle of liquid in his hand, he says to the students: “This is the tears of the chief executive from last night. Kids, should you all go home now?”Thus, counter-hegemonic expressions did not flow unidirectionally from Scholarism to the society at large. The special role of Scholarism was indeed to curate and choreograph new media artefacts by employing social media modules such as re-posting and sharing user-generated content. In so doing, it facilitated the mobilisation of the occupation protest and instant collaboration, as it connected scattered activities, turned them into a collective, and branded it with a common identity, conviction, and/or purpose.ConclusionThis article has briefly looked at the case of a new media-savvy SMO in Hong Kong as an example of how activist groups can become political curators at large-scale protest events. In particular, it highlights the concepts of curation and choreography in explaining how emerging SNS-enabled affordances can be translated into concrete contentious activities. Area Studies and Study Abroad in the 21st Century The future now belongs to societies that organize themselves for learning. - Ray Marshall and Marc Tucker, Thinking for a Living, xiii Few today would argue with the conviction that nearly every phase of our daily lives is shaped and informed by global societies, corporations, events and ideas. More than ever before, it is possible to claim that we are increasingly aware of the dynamic power and penetrating effects of global flows on information, technology, the sciences, the arts, the humanities, and languages. Borderless, spaceless and timeless, such sources of knowledge, it appears, are effortlessly digested and disseminated without clocks, calendars, or physical limitations. It is, of course, a mistake to believe that packages of “instant” knowledge that appear to wing their way at megahertz speeds in and through our earthly lives account for all or nearly all that there is to know—or, more importantly, to learn—about our communities, regions and the globe itself. On the contrary: the “knowing” about how to live, to work, to prosper, or to understand ourselves and those around us is not what educators mean when they speak of intellectual achievement and practical understanding. It is the “learning” about us, our societies and our global knowledge that lies at the heart of the international educator’s life work, and it is the learning that is the most controversial aspect of education. The act of “learning,” in fact, is less objective and more subjective, is less passive and more active, and is less superficial and more profound in each of our lives. By definition, a responsible learner is one who takes on the intellectual challenge and the social and personal obligation to leave this globe a better place for those who follow, who assumes the life work of influencing the lives of others, and who is committed to making the best of every opportunity both within the reach and beyond the vision of the mind’s eye. Study abroad has traditionally been viewed as a time of seeing and viewing, however passively, the differences and similarities of other peoples, societies and cultures. The period of knowing about what others do or say can occur at any time during one’s life; however, the “knowing” of studying abroad is accomplished in the college years prior to the accumulated knowledge about practical learning and living. In this respect, study abroad has been seen as an experience which may or may not invest the students in greater or lesser insights about the peoples, societies or cultures around them. Further, when study abroad is bound up with travel or movement from place to place, it can become a passive act, so much so that travel rather than learning becomes the goal of the study abroad experience. Simply put, the more that one travels, the more, it is argued, one learns. Furthermore, while seen as desirable for “classroom learning,” some would say that no amount of academic preparation appears to be useful in the enterprise of the travel experience, since so many experiences are unpredictable, individualized and, in some cases, arbitrary. From the perspective of study abroad, it might be said that the gods of area studies no longer completely fulfill our students’ needs, while the gods of global studies have not yet fulfilled their promises. Janus-like, international educators look in one direction at a still highly intense and valued picture of local cultures and identities, and in another direction toward an increasingly common culture, economy and society. The former appears to celebrate the differences and “uncommonness” of the human experience while the latter smoothes over the differences to underscore the commonalities and sameness of our contemporary world. The choice appears to be between the particular and the universal, the local and the global. Academic preparations, such as area studies programs, appear to be unnecessary for the individualized forms of learning, such as study abroad. Indeed, since an area studies preparation may raise or strengthen stereotypical perceptions of the overseas peoples, societies and cultures, it has been argued that it best be left aside. In this context, students are viewed as a tabula rasa on which new discoveries from living and studying overseas leave an imprint or impression. It seems that sending as many students as possible in as many directions as possible has become the dominant study abroad objective. Thus, “whole world” presentations and documentation often rely on the “other” as the learning objective with little or no attempt to discriminate or distinguish the levels of learning that such “whole world” immersion entails. In recent times, additional concerns about liability, health, safety and comfort levels have been added to the “pre-departure” orientations and training programs. The “student as self-learner” continues to be viewed and treated as a “customer knowledge-consumer” within both U.S. private and public colleges and universities. In the age of “globalization,” it is the conviction of the editors of Frontiers that knowledge consumption is only a small aspect of the 21st century international educators’ arsenal. More importantly, it will be argued in this special issue on area studies and Study Abroad that the intellectual development of the U.S. undergraduate needs to be enhanced with skills of self-learning and transdisciplinary perspectives on local and regional cultures and languages. The authors contributing to this special thematic issue of Frontiers have been asked to bring their state-of-the-art thinking on area studies to bear on the key question confronting study abroad: How does specialized understanding of geographical and cultural areas of the world enhance and strengthen undergraduate learning on and beyond our campuses? In other words, in what ways do area studies inform overseas learning through the activity of study abroad? The variety of responses demonstrates two principal ways in which area studies has begun to reformulate its goals and strategies. First, area studies reaffirms a commitment to local and regional comprehensive research and teaching, and redefines its mission in terms of the need to come to grips with local knowledge and specific social and cultural practices within a globalized world. Second, area studies specialists question long-held definitions of concepts, including those of “geographical area” and “globalization,” in order to maximize contributions to U.S. undergraduate learning. David Ludden begins our issue with a review of the Social Science Research Council and the Ford Foundation’s understanding of the transition in area studies from the Sputnik era to the globalization era. Ludden notes the faculty dilemma in working in an “area.” He points out the political interests of the Cold War for public funding of such specialized academic skills, skills which, whether funded by the government or not, were and continue to be defined by the scholar first and then by finances. Drawing on his own experience at the South Asia Institute at the University of Pennsylvania, Ludden takes the reader through the intellectual rationale for area studies, and how that rationale is being redefined in favor of stronger area studies in the present globalization era. Gregory Kulacki’s study of China and the Chinese experience points accurately to one approach to defining area studies; that is, in terms of the peoples and cultures studied. In a sense, Kulacki makes it clear that Chinese studies is “legitimate” and has authority as long as it reflects the Chinese themselves, their experiences and lives. Ann Curthoys, on the other hand, notes the growing importance of defining Australians and Australian studies not only in terms of the changing experiences of contemporary Australia, but also in terms of the demands of non-Australians, who ask for more precision in defining Australians, their history, society and cultures. Richard Beach and George Sherman take on a more difficult matter, at least from the viewpoint of U.S. faculty and students. Canada is rarely seen as a study abroad site for U.S. students, not only because of its geographical position but also for its cultural and historical proximity. The overall U.S. view, albeit unflattering, is that Canada and Canadians are very much like the U.S. and Americans, so why study in Canada? Beach and Sherman argue that history, languages, and borders do make a difference, both physically as well as culturally. Using the argument of the previous area studies specialists, they are interested in the ways that Canadians have shaped and informed their cultural and social identities in the teeth of U.S. economic and political domination in the region. The implications of globalization are, perhaps, more immediately evident in the Canadian case than in any other world region. U.S. students would do well to observe the processes of adaptation and acculturation first-hand by studying and living in Canada. James Petras gives us a broader vista of regional adaptation to the economic and political forces of globalization with his essay on Latin America. Indeed, Latin America has a dynamic similar to that of Canada due to its physical, cultural and historical proximity to the U.S. It would be a mistake to see Latin America only in terms of the north-south regional dynamics, since Europe, Asia and Africa have also shaped both past and present structures and institutions within that region in ways far more dramatic than has the United States. Study abroad, Petras reminds us, is an excellent way of learning directly about Latin American societies, cultures and politics from Latin Americans themselves, a learning that may be widely different from the official U.S. diplomatic and corporate perspectives. Finally, the very familiar world regions, such as England, offer in some cases more challenges to the U.S. undergraduate than might be expected. Jane Edwards looks at Britain and all that U.S. students may or may not know about that culture and society. The study of Britain lends itself, Edwards argues, to more than the usual challenges, due to the preconceived notions that U.S. students bring with them to, say, London. Understanding the “European-ness” of Britain and its historic relationship with continental Western Europe will justify the need to see Britain as less familiar and more complex, thus necessitating the need to study, visit and live in parts of Britain and Western Europe. In this case, the area does define the country, its identity and culture in a historical interplay of social, cultural and economic forces. David Lloyd, Philip Khoury and Russell Bova invite the reader to return to large regional perspectives through African, Middle Eastern and Russian area studies. David Lloyd presents an analysis of the broad and immediate contexts of African studies. While recognizing the difficulty of establishing consistently causal links between African studies and study abroad in Africa, he delineates the significance of local, experience-based study for the development of collaborative African studies research. Lloyd argues that the benefits of study abroad in Africa to African studies belie the relatively small number of students involved. Further, assessment for funding and other purposes needs to utilize criteria that take into account the challenges of on-site study in Africa and the depth of post-study abroad participation not just in African studies per se, but in other related areas as well. Considering the recent past of Middle East studies, Philip Khoury charts its response to post-Cold War criticism. He illustrates new directions the field is taking towards including different geographic areas, and new emphasis in organizational priorities, noting the importance of funding for providing first-hand contact for students in Middle Eastern studies with scholars from the Middle East. Khoury assesses the impact of recent historical and political events in the area on Middle Eastern studies, and looks toward more inclusive research efforts. Russell Bova examines another region that has undergone considerable political, social and economic change in the 20th century. Having moved from empire to soviet socialist states and now to a confederation of nation states, Russia and, naturally, Russian area studies, offer an excellent example of local and regional complexities both in the nomenclature of the region and in the changes in Russian studies programs. Bova illustrates the need to understand the specific dynamics of local communities in their relationship to larger administrative units such as provinces, states and national capitals. In referring to the “double transition” of contemporary Russia, Bova reminds us that globalization is both a grass roots and elite process with many unlikely “bedfellows” that is also changing more rapidly each decade than had been the case fifty years ago. Finally, Richard Falk and Nancy Kanach collaborate to discuss the ways in which globalization and study abroad are emerging in the post-Cold War period. The sudden shifts of economic and political power make our world more fragile and more difficult to comprehend without considering the “computer gap” that is rapidly leaving whole communities and even nations in a more uneven relationship with the power brokers than ever before. The need to reflect with care and precision through area studies is complemented by the additional pressing need to study, see and learn outside of the U.S. Globalization means promoting study abroad and reaffirming the strengths of local and regional studies. Taken together, these essays invite international educators to reconsider notions of learning before, during and after study abroad. The writers view study abroad as an opportunity for social and intellectual engagement with other peoples and with oneself. The essays point to a variety of ways of intellectually preparing our students for their initial encounters with sets of real-life global experiences. Reflecting on such engagement and encounters allows students to begin to formulate, with increasing sophistication, specific and general concepts about individual differences, local and regional commonalities, and the global transformations of our present era. In light of the current area studies debates, we might also reconsider approaches to pre-departure preparations, create onsite projects, and reorganize the overseas curricula of study abroad programs themselves. In particular, students can continue to benefit from area and global studies programs back on the home campus upon their return, where they can enter effectively into scholarly debates and continue the learning and personal growth that began while they were abroad. Frontiers welcomes comments and suggestions for future special issues. We see ourselves and our field of international education in greater need of close cooperation with our faculty colleagues both in terms of defining the work of international learning, and in terms of formulating and designing international or global programs. This slim volume focuses on principal topics for colleges and universities to consider both locally and globally. Philip Altbach and Todd Davis set the tone of the volume with their “notes for an international dialogue on higher education.” Stressing the need for practical education, the authors also raise issues about the role of technology, the increase in “internationally mobile students,” the global role of graduate education, privatization of higher education, committed faculty and the threats of “managerialized” universities. The eight responses to the opening themes address specific issues for China, India, Africa and South Africa, Latin America, Japan and Europe. The work is a very good discussion text for international educators and their area studies faculty colleagues, and also provides a theoretical basis for the design and development of overseas programs. Stephen R. Graubard, ed. “Education Yesterday, Education Tomorrow.” Daedalus. Vol. 127, No. 4 (Fall, 1998). The eleven authors of this issue of the Journal of the American Academy of Arts and Sciences build off the Fall 1995 issue of Daedalus and its topic of “American Education: Still Separate, Still Unequal.” While neither accepting nor rejecting the thrust of A Nation at Risk, the authors look both at what has occurred over the past three decades, and at what is on the horizon for the next decade. In stressing reforms of systems and innovative ways of learning, the authors’ discussions invite the international educator to address a variety of ways in which students learn and to challenge the system in which they thrive. WWW. NAFSA.ORG/SECUSSA.WHYSTUDY In 1989, NAFSA and COUNCIL created the Whole World Committee (WWC). Initially chaired by John Sommers and now chaired by Mick Vandenberg, the WWC set out to find ways by which U.S. students could and would choose non-European overseas sites for a semester of study and learning. One of the tasks that the WWC accomplished was the creation of four area study essays on Africa, Asia, South America and the Middle East. Each essay, entitled “Why Study in …,” addresses basic fears and stereotyping of the non-European world regions. The essays then focus on benefits, health and safety, “getting started,” housing, and practical learning in each of these regions. In newly-attached longer versions, the essays also have a bibliography and more informative texts. The shorter versions were published serially in Transitions Abroad. NAFSA has added two additional important essays to this website, on “Class and Study Abroad” and “An African-American in South Africa.” Overall, the readers of Frontiers will be well-advised to access the articles at the website and consider using all the essays in their pre-departure orientation training, faculty area studies discussion groups, and in welcome-back sessions for returning students. Richard Falk. Predatory Globalization: A Critique. Cambridge, UK: Polity Press, 1999. The thesis of Richard Falk’s critique is that “predatory globalization’ has eroded, if not altogether broken, the former social contract that was forged between state and society during the last century or so” (p. 3). The breaking of that contract resulted from the state’s “deference to the discipline of global capital” and the neglect of the common good. Falk argues that only the “massing of strong transnational social pressures on the states of the world could alter the political equation to the point where the state could sufficiently recover its autonomy in relation to the world economy.” He demonstrates the emergence of a new kind of transnational politics referred to as “globalization-from-below.” In restoring “global civil society,” this new politics will need to move forward with the project of cosmopolitan democracy, including the protection of human rights. For the international educator, creating overseas programs that allow for a better understanding of the interconnectedness of regional and global levels is an admirable goal. More important, however, are those programs that offer U.S. undergraduates insights into “world order priorities” such as global poverty, protection of the planet, the sources of transnational violence, and “responsible sovereignty” in ways rarely found in traditional classroom learning on our campuses. This edited work addresses a wide range of issues involved in the “rational choice” versus area studies debate that is so well elucidated by David Ludden in the opening article of our special issue. Looking at the “area studies controversy” from the perspective of political scientists, the editors’ Introduction underscores questions that we international educators need to address ourselves. It is valuable to wonder about the “uses and abuses” of area studies in planning our overseas programs, or discussing the “internationalization” of our curricula. It is also critical to understand the Eurocentric and overly-simplistic approaches of the social science “rational choice” models. While agreeing that both area studies and the social science theories and methodologies are necessary for a global understanding, the present work places such questions within the context of the Middle East as a stimulus and a model for increasing the value of research about any country or region.
