CV. Milkinesia Nusantara is micro scale fresh milk processing business in Ponorogo Regency. CV. Milkinesia Nusantara will develop pasteurized milk production by Pulsed Electric Field technology and build new production place. Therefore, document that must be prepared is standard operating procedure document of production to support production activities. The data collection method for preparing SOP documents in this final project is qualitative descriptive methods. In addition, the TPC of milk samples are also tested in the laboratory as data to verify the adequacy of pasteurization. The results obtained are draft of production SOP document which is consist of introduction, overview of pasteurized milk processing, and the stages of each process. The combination of pre-heating (70oC; 20 minutes) and Pulsed Electric Field (18 kV; 4 minutes; frequency 8.197 kHz; pulse width 66 μs) in pure cow’s milk as data to verify the adequacy of pasteurization is able to reduce the total number of microbes by 99% (2 log cycles) which data is in accordance to the SNI for pasteurized milk, but the microbial reduction isn’t in accordance with the minimum limit on the 5D concept. In general, the evaluation of SOP document draft in CV. Milkinesia Nusantara were responses, inputs, and suggestions related to draft of SOP.

Since 1998, the Scottish Government has periodically issued guidance for child protection practice. This has grown from seventy-seven pages to two hundred and seventy pages in the latest draft iteration – The Draft National Guidance for Child Protection in Scotland (2020). This review of the Draft Guidance takes a rare, because critical and problematising, look at a policy document intended to influence social work practice with children and families. The review points to omissions, questions inclusions and looks at the ways that the Draft Guidance seeks to claim our attention for some matters and not others. With a focus upon appearances and the author's impressions, close reading of text and language usage, the review offers strategies for critical reading of policy documents.

Abstract Background The transition of older persons between care settings is recognised as a particularly critical and vulnerable period (Renom-Guiteras et al. 2014). Appropriate documentation and processes are key in assisting the provision of quality, safe, person-centred care when transferring older persons from residential to acute care settings. This paper reports on the design phase of a national transfer document for older persons. The objective was to inform the development of a draft national transfer document. Methods Development consisted of two phases 1) an integrative review and 2) focus group interviews with stakeholders. The review was guided by Whittemore and Knafl‘s (2005) integrative review framework. Data from studies using both quantitative and qualitative methodologies were extracted and thematically analysed. Using a qualitative descriptive approach, focus group interviews (n=8) were conducted with a convenience sample of key stakeholders (n=68) to establish their perspectives regarding transfer documents. Data were analysed using content analysis. Results from both phases were integrated to guide the development of the draft document. A multidisciplinary panel of experts in older persons care, reviewed and provided feedback on the draft transfer document. Results Within the review, thirty identified papers focused on transfer documentation between residential and acute care. Results indicated that using a standardised document can potentiate the delivery and acceptance of relevant person-centred information between all parties when transferring an older person between residential and acute care settings. Qualitative interview findings highlighted important aspects for consideration regarding the layout, content and format of future transfer documentation. Following collaboration with the expert panel the transfer document was developed for piloting. Conclusion Consistency and clarity of information is key for a successful transfer of older persons from residential to acute settings. Information needs to be evidence-based, current, and subject to response and change in accordance with best available international practice.

A draft "API Recommended Practice for Design, Analysis, and Maintenance of Mooring for Floating Production Systems" was developed recently by the API Task Group on Mooring Design for Floating Structures. This document is closely related to API RP-2P, "Recommended Practice for the Analysis of Spread Mooring Systems for Floating Drilling Units." because both documents address mooring of floating units. However, this document is also different in many ways from API RP-2P because there are significant differences between a floating drilling mooring system and a floating production mooring system. Major differences of this document from API RP-2P are:The design environment is significantly more severe.Dynamic instead of quasistatic mooring analysis is recommended; tension limits are relaxed.Guidelines for thruster-assisted mooring are included.Fatigue analysis is required. In the course of developing the Draft RP, the API Task Group has done some fundamental work to establish a rational design practice for FPS mooring systems. This paper highlights the new design practice, presents its basis, and points out areas where future work is needed.

Purpose As researchers are writing a draft paper with incomplete structure or text, one of burdensome tasks is to deliberate about which references should be cited for one sentence or paragraph of this draft. In view of the rapid increase in the number of research papers, researchers desire to figure out a better way to do citation recommendations in developing their draft papers. The purpose of this paper is to propose citation recommendation algorithms that enable the acquisition of relevant citations for research papers that are still at the drafting stage. This study attempts to help researchers to select appropriate references among the vast amount of available papers and make draft papers complete in reference citation. Design/methodology/approach This study adopts a model for recommending citations for incomplete drafts. Four algorithms are proposed in this study. The first and second algorithms are unsupervised models, applying term frequency-inverse document frequency and WordNet technologies, respectively. The third and fourth algorithms are based on the second algorithm to integrate different weight adjustment strategies to improve performance. Findings The proposed recommendation method adopts three techniques, including using WordNet to transform vector and setting adjustment weights according to structural factors and the information completeness degree, to generate citation recommendation for incomplete drafts. The experiments show that all these three techniques can significantly improve the recommendation accuracy. Originality/value None of the methods employed in previous studies can recommend articles as references for incomplete drafts. This paper addresses the situation that a draft paper can be incomplete either in structure or text or both. Recommended references, however, can be still generated and inserted into any desired sentence of the draft paper.

Resumen
This paper presents an original natural language processing (NLP) approach for building of back-of-the-book indexes. Our indexing system, IndDoc, exploits some terminological tools and automatically builds an index draft of the analysis of the document text. The indexer then has to validate that index draft through a dedicated interface. This approach has been tested on several documents with promising results. Relying on our experience in developing and testing the IndDoc indexing system, we aim at assessing the contribution of terminological analysis as well as the level of maturity that computational terminology has reached in the indexing perspective.

Lorsqu’un professeur de français incite un élève à produire un brouillon, il cherche en premier lieu à agir sur le comportement du scripteur par la production d’un écrit le menant à opérer une révision de son texte. C’est donc avant tout une action qui est attendue : celle d’un retour sur les écrits se matérialisant sous le trait de ratures. La mise en œuvre d’un brouillon ne s’arrête pas là. Elle touche tout autant les attitudes par une confrontation à un texte qui ne se présente pas sous la forme d’un écrit définitif ou d’une dictée provenant des sources mêmes de l’inspiration, mais comme un travail, une élaboration. Cette étude, à travers la théorie de l’engagement, tente d’approcher les conséquences comportementales et cognitives de la réalisation de brouillons. Pour ce faire, sont analysés via le type de ratures, les brouillons de 253 scripteurs appartenant aux classes de sixième et de troisième. En parallèle, un questionnaire renseigne quant à la manifestation d’effets cognitifs. Les résultats présentent la situation d’engagement, les aspects problématiques soulevés par la rédaction et le brouillon ainsi que les caractéristiques des effets comportementaux et cognitifs en fonction de l’expertise du scripteur
When a professor of french encourages a student to produce a draft, at first, he looks for to act on the writer’s behavior by producing a writing which leads him to carry out a revision of its text. It is then an action that is expected : the one of a review of the writings which materializes under the stroke of erasures. The purpose of a draft don’t stops here. It concerns as much the writer’s attitudes by facing a text that is not in form of a final writing or a dictation deriving from inspiration’s sources but as a work, as an elaboration. This study, through the commitment theory attempts to cover the behavioral and cognitive consequences linked to the completion of a draft. For that purpose, the analysis based on the kind of the erasures covers the drafts of 253 writers pertaining to the 6th and 3rd classes. Besides, a questionnaire gives information about the appearance of cognitive effects. The results either show the commitment situation, the problematic aspects raised by the redaction and the draft or the behavioral and cognitive effects characteristics depending on the writer’s expertise

L’aspirateur d’une centrale hydroélectrique est l’organe hydraulique se situant en aval de la roue. Il a une forme divergente afin de récupérer l’énergie cinétique résiduelle en sortie de roue sous forme de pression statique et augmenter ainsi la chute nette de la centrale. Dans le cas des turbines de basse chute de type bulbe, les pertes de charge dans l’aspirateur influencent fortement le rendement global de la centrale. La prédiction correcte de ces pertes de charge au cours du dimensionnement de la turbine représente donc un enjeu majeur. La prédiction numérique des pertes de charge dans l’aspirateur est un réel challenge car l’écoulement dans l’aspirateur est dynamiquement complexe avec des nombres de Reynolds élevés, la présence de swirl et d’un gradient adverse de pression. Ces caractéristiques font que les approches de modélisation classiquement utilisées dans l’industrie sont mises en défaut. L’objectif de ce travail est double : (i) améliorer la prédiction de l’écoulement turbulent dans l’aspirateur en utilisant des approches instationnaires URANS et LES et en portant une attention particulière à la description des conditions d’entrée de l’aspirateur et (ii) réaliser une analyse fine des échanges énergétiques dans l’aspirateur pour mieux comprendre l’origine des pertes de charge. Une condition d’entrée instationnaire représentative de l’écoulement en sortie de roue est élaborée pour ces calculs. Les résultats de simulation sont comparés avec des mesures expérimentales afin d’évaluer la capacité prédictive de chaque approche de modélisation de la turbulence (URANS et LES). Cette étape de validation met en évidence l’importance d’une définition correcte des trois composantes de la vitesse en entrée d’aspirateur. L’influence des conditions aux limites du domaine de calcul, à savoir la rugosité de la paroi et la condition de sortie de l’aspirateur, sur les résultats de simulation est évaluée, notamment dans le cas d’une résolution LES. Grâce à une analyse détaillée du bilan d’énergie cinétique moyenne dans l’aspirateur, les phénomènes hydrodynamiques responsables des pertes de charge sont identifiés. Ceci permet d'analyser en détail les différences de prédiction de pertes de charge entre les calculs URANS et LES et d’identifier les pistes d’amélioration de la prédiction numérique de ces pertes. Enfin, cette analyse permet de comprendre l’évolution des pertes de charge observée entre plusieurs points de fonctionnement de la turbine
The draft tube of a hydraulic turbine is the turbine element located downstream of the runner. It has a divergent shape in order to convert the residual kinetic energy leaving the runner into pressure and thus increase the effective head of the turbine. The performances of low head bulb turbines are highly influenced by the head losses in the draft tube. The prediction of these head losses in a design process is thereby a major issue. The numerical prediction of the head losses in the draft tube is a real challenge because the flow in the draft tube is dynamically complex with high Reynolds numbers, a swirl and an adverse pressure gradient. These characteristics render conventional industrial approaches not appropriate. The objective of this work is twofold: (i) to improve the numerical prediction of the turbulent flow in the draft tube by using URANS and LES unsteady approaches and paying special attention to the description of the inlet boundary conditions of the draft tube and (ii) to conduct a detailed analysis of the energy transfers in the draft tube in order to better understand the origin of the head losses. An unsteady inlet boundary condition for the simulations reproducing the flow field at the runner outlet is developed. Numerical results are compared to experimental measurements in order to evaluate the predictive capacity of each turbulence modelling approach (URANS and LES). This validation step highlights the importance of defining properly the three velocity components at the draft tube inlet. The influence on the numerical results of boundary conditions of the calculation domain, such as wall roughness and the outlet boundary condition, is evaluated, in particular in case of LES. Thanks to a detailed analysis of the mean kinetic energy balance in the draft tube, the hydrodynamic phenomena responsible for head losses are identified. The head losses prediction differences between URANS and LES are thus analyzed in detail and possible improvements for the head losses prediction are identified. Finally, this analysis enables to understand the head losses evolution observed between several operating points of the turbine

La simulation numérique fiable des performances de turbines hydrauliques suppose : i) de pouvoir inclure dans les calculs RANS (Reynolds-Averaged Navier-Stokes) traditionnellement mis en œuvre l'effet des incertitudes qui existent en pratique sur les conditions d'entrée de l'écoulement; ii) de pouvoir faire appel à une stratégie de type SGE (Simulation des Grandes Echelles) pour améliorer la description des effets de la turbulence lorsque des écarts subsistent entre calculs RANS et résultats d'essai de référence même après prise en compte des incertitudes. Les présents travaux mettent en oeuvre une démarche non intrusive de quantification d'incertitude (NISP pour Non-Intrusive Spectral Projection) pour deux configurations d'intérêt pratique : un distributeur de turbine Francis avec débit et angle d'entrée incertains et un aspirateur de turbine bulbe avec conditions d'entrée (profils de vitesse,en particulier en proche paroi, et grandeurs turbulentes) incertaines. L'approche NISP est utilisée non seulement pour estimer la valeur moyenne et la variance de quantités d'intérêt mais également pour disposer d'une analyse de la variance qui permet d'identifier les incertitudes les plus influentes. Les simulations RANS, vérifiées par une démarche de convergence en maillage, ne permettent pas pour la plupart des configurations analysées d'expliquer les écarts calcul / expérience grâce à la prise en compte des incertitudes d'entrée.Nous mettons donc également en ouvre des simulations SGE en faisant appel à une stratégie originale d'évaluation de la qualité des maillages utilisés dans le cadre d'une démarche de vérification des calculs SGE. Pour une majorité des configurations analysées, la combinaison d'une stratégie SGE et d'une démarche de quantification des incertitudes permet de produire des résultats numériques fiables. La prise en compte des incertitudes d'entrée permet également de proposer une démarche d'optimisation robuste du distributeur de turbine Francis étudié
The reliable numerical simulation of hydraulic turbines performance requires : i) to includeinto the conventional RANS computations the effect of the uncertainties existing in practiceon the inflow conditions; ii) to rely on a LES (Large Eddy Simulation) strategy to improve thedescription of turbulence effects when discrepancies between RANS computations and experimentskeep arising even though uncertainties are taken into account. The present workapplies a non-intrusive Uncertainty Quantification strategy (NISP for Non-Intrusive SpectralProjection) to two configurations of practical interest : a Francis turbine distributor, with uncertaininlet flow rate and angle, and a draft-tube of a bulb-type turbine with uncertain inflowconditions (velocity distributions, in particular close to the wall boundaries, and turbulentquantities). The NISP method is not only used to compute the mean value and variance ofquantities of interest, it is also applied to perform an analysis of the variance and identify inthis way the most influential uncertainties. The RANS simulations, verified through a gridconvergence approach, are such the discrepancies between computation and experimentcannot be explained by taking into account the inflow uncertainties for most of the configurationsunder study. Therefore, LES simulations are also performed and these simulations areverified using an original methodology for assessing the quality of the computational grids(since the grid-convergence concept is not relevant for LES). For most of the flows understudy, combining a SGE strategy with a UQ approach yields reliable numerical results. Takinginto account inflow uncertainties also allows to propose a robust optimization strategy forthe Francis turbine distributor under study

Les modèles classiques d'enseignement de la langue ne permettent pas aux lycéens d'appréhender leurs écrits pour, selon les termes de Jacqueline Lafont-Terranova (2008) « produire, dans une situation donnée, le meilleur écrit possible ». À ce constat s’ajoute celui de la difficile évaluation de ces écrits par les enseignants, plus souvent correcteurs que lecteurs. La relecture de Saussure, Benveniste et Bakhtine permet d’aborder deux questions, en miroir l’une avec l’autre. Comment écrire un texte et y revenir pour l’améliorer ? Comment lire ce texte et accompagner le sujet-scripteur vers une amélioration compte tenu des conditions d’enseignement allouées ? À partir de l’analyse de manuscrits (brouillons, écrits intermédiaires et écrits-copies) d’élèves de seconde, le rapport à l’écrit des sujets-scripteurs est interrogé conjointement aux dits dispositifs réflexifs mis en place par l’enseignante. Au réalisé scriptural de l’élève répond un réalisé professionnel. L’activité de l’un ne se conçoit pas sans l’activité de l’autre
The traditional models of language do not allow high school students to comprehend their writings to, in the words of Jacqueline Lafont-Terranova (2008) ‘‘produce, in a given situation, the best possible writing’’. To this conclusion is added the difficult evaluation of these writings by teachers, more often proofreaders than readers. Reading once again the works by Saussure, Benveniste and Bakhtine makes it possible to address two questions that arise in mirror of each other. How to write a text and return to it improve it ? How to read this text and accompany the writer-subject towards an improvment given the allocated teaching conditions ? Based on the analysis of manuscripts (drafts, intermediate writings and copy writings) of tenth graders, the relation that writer-subjects have with writings is questioned collectively with the said reflexive measures set up by teacher. The scriptural accomplishement of the student is met by a professional accomplishment. The task led by one cannot be understood without the other’s task

Les mécanismes de soft law ont joué un rôle central dans le développement de la notion actuelle de la responsabilité des entreprises transnationales en droits de l’homme telle qu’elle est définie dans les Principes directeurs relatifs aux entreprises et aux droits de l’homme, une initiative approuvé par le Conseil des droits de l’homme des Nations unies en juin 2011. La responsabilité des entreprises de respecter les droits de l’homme, telle qu’elle a été conçue par le Représentant spécial, repose sur les attentes de la société plutôt que sur une obligation juridique. Cela signifie que les entreprises « devraient éviter de porter atteinte aux droits de l’homme d’autrui et remédier aux incidences négatives sur les droits de l’homme dans lesquelles elles ont une part ». Les limites de cette approche sont importantes à moyen et à long terme. Même si l’approche pragmatique adopté par le Représentant spécial a permis de surmonter le débat au sein de la communauté internationale autour du Projet de normes sur la responsabilité en matière de droits de l’homme des sociétés transnationales et autres entreprises, elle a aussi éloigné la possibilité d’élaborer un instrument international imposant aux entreprises transnationales des obligations contraignantes en droits de l’homme. Construire la notion de la responsabilité des entreprises transnationales en matière de droits de l’homme uniquement sur les attentes de la société semble insuffisant et dangereux face aux victimes des abus de ces acteurs économiques. La responsabilité de respecter les droits de l’homme, telle que définie aujourd’hui, renforce l’acceptation d’un système international où les entreprises transnationales sont encouragées mais pas obligées à respecter les droits de l’homme, une solution qui laisse les victimes des abus dépourvues de toute action en justice et de réparation. L’objet de cette thèse est de présenter de manière succincte l’évolution de la problématique complexe de la responsabilité des entreprises transnationales du secteur énergétique en matière de droit international des droits de l’homme et de droit international humanitaire depuis son origine jusqu’à nos jours, ainsi que de comprendre les principales limites de l’approche actuelle à la question, afin d’envisager des potentielles solutions
Soft law mechanisms have played a central role in developing the current notion of the responsibility of transnational corporations in human rights as defined in the Guiding Principles on Business and Human Rights, an initiative approved by the United Nations Human Rights Council in June 2011. Corporate responsibility to respect human rights, as defined by the Special Representative, is based on social expectations rather than on legal obligations. It means that companies should “avoid prejudice to the rights of others and to address adverse impacts on human rights in which they are involved”. The limitations of this approach are important in medium and long term. Although the pragmatic approach adopted by the Special Representative has closed the international community debate on the Draft Norms on the responsibility for human rights and transnational corporations and other business enterprises, it also ends the chances of developing an international instrument requiring binding obligations in human rights for transnational corporations. Setting the notion of the responsibility of transnational corporations in human rights exclusively on social expectations seems unsatisfactory and dangerous towards victims of violations committed by these economic actors. Responsibility to respect human rights as defined today reinforces the acceptance of a system where transnational corporations are encouraged but are not compelled to respect human rights, a solution that leaves victims of abuse devoid of any legal action and redress. The purpose of this PhD thesis is to present briefly the evolution of the responsibility of transnational corporations in the energy sector in human rights and international humanitarian law from its origins to our days, as well as to understand the main limitations of the current concept in order to explore potential solutions

In order to give a general statistical description of turbulence, one tries to identify universal statistical features, common to a wider class of turbulent flows. In 1988, Kraichnan and Panda discovered one such possibly universal feature, namely, the fact that Navier-Stokes turbulence tends to reduce the strength of the nonlinearity in its governing equations. In the flrst part of the manuscript we consider the strength of the nonlinear term and, more precisely, of its fluctuations in isotropic turbulence. In order to measure this strength, we compare to the case of a flow fleld with the same energy distribution where the modes are statistically independent, as is the case in Gaussian noise. It is shown that the turbulent flow self-organizes towards a state in which the nonlinearity is reduced, and it is discussed what the implications of this reduction are. Also, in two dimensions it is illustrated how this self-organization manifests itself through the appearance of well-deflned vortical flow structures. In the second part of the manuscript, we investigate the dynamics of the Hasegawa- Wakatani model, a model relevant in the study of magnetically conflned fusion plasmas. The two-dimensional version of this model is considered, which includes some key features of the turbulent dynamics of a tokamak-edge. We consider the limit of the model in which the nonlinearity is reduced with respect to the linear forces. For this weakly nonlinear, wave dominated regime, analytical predictions suggest the presence of a feedback loop in which energy is transferred to highly anisotropic zonal flows by nonlocal interactions. We confirm these predictions and we demonstrate a strong suppression of the turbulent radial particle flux. In wall bounded geometry, the same mechanism is observed and here also the flux is eflciently reduced by the turbulence-zonal flow interaction

Ce travail de thèse s’intéresse aux phénomènes de surface ayant lieu lorsque l’on combine un procédé en phase homogène – contrôlé par la chimie d’un plasma non-thermique – et un procédé en phase hétérogène – contrôlé par la chimie ayant lieu à la surface d’un matériau nanostructuré Ag/TiO₂/SiO₂ – lors de la dégradation de l’acétaldéhyde, CH₃CHO.Il a été montré que le procédé diphasique permet de convertir 100 % de l’acétaldéhyde à traiter avec une SIE de 168 J.L-1 (soit une puissance de 280 mW). Dans ces conditions, CH₃CHO est converti en COx à plus de 60 %. Une telle efficacité n’est pas atteinte avec les procédés en phase homogène et en phase hétérogène seuls. Les processus se déroulant au sein du procédé diphasique mènent donc à une dégradation de CH₃CHO autrement meilleure que l’ensemble des cinétiques mises en oeuvre lors de l’utilisation des deux procédés seuls.Afin de comprendre quels processus physico-chimiques permettent d’obtenir un tel effet de synergie, l’étude de l’interaction acétaldéhyde/surface a été initiée, par spectroscopie infrarouge à réflexion diffuse (DRIFTS), et constitue le coeur de ce travail de thèse. Une attention particulière a été portée à l’étude des modes d’adsorption de l’acétaldéhyde sur Ag/TiO₂/SiO₂ en absence de plasma. Puis, l’effet de l’apport d’une source thermique et d’une espèce à fort pouvoir oxydant (l’ozone) sur l’acétaldéhyde présent en phase adsorbé a été évalué
This thesis investigates the surface phenomena which occur when combining a homogeneous phase process – governed by the chemistry of a non-thermal plasma – and a heterogeneous phase process – controlled by the chemistry taking place on the surface of a nanostructured Ag/TiO₂/SiO₂ material – during acetaldehyde (CH₃CHO) removal.It has been shown that acetaldehyde can be removed up to 100 % with a 168 J.L-1 SIE consumption, by using the diphasic process. In these conditions, CH₃CHO is converted into 60 % of COx. Such efficiency is not achieved when using the homogeneous and heterogeneous phase processes alone. Thus, the physico-chemical phenomena occurring in the diphasic process allow a higher CH₃CHO removal compared to the whole kinetics involved in the homogeneous and heterogeneous phase processes alone. So as to understand which physico-chemical processes are involved in this synergistic effect, the study of the acetaldehyde/surface interaction has been started, by Diffuse-Reflectance Infrared Fourier Transform Spectroscopy (DRIFTS), in this thesis. The acetaldehyde adsorption modes on the Ag/TiO₂/SiO₂ surface, without plasma, have been pointed out. Moreover, the effect of bringing a thermal energy source or an oxidizing species (like ozone) on adsorbed acetaldehyde has been evaluated

Cette thèse de doctorat consiste en l’étude et en la simulation exacte de deux classes de diffusions browniennes à valeurs réelles: le mouvement brownien biaisé en plusieurs points et les diffusions browniennes avec dérive admettant un nombre fini de sauts. On appelle diffusion biaisée en plusieurs points une diffusion (Markovienne) évoluant entre plusieurs barrières semi-perméables. Lorsqu’une telle diffusion atteint l’une de ces barrières, elle est partiellement réfléchie, avec une probabilité dépendant de la barrière. Nous obtenons tout d’abord une représentation du semi-groupe de transition du mouvement brownien biaisé avec dérive constante sous la forme d’une intégrale de contour, grâce à l’étude fine des propriétés complexes de ce semi-groupe. Cette représentation nous fournit alors une formule explicite et novatrice pour la densité de transition du mouvement brownien avec dérive constante biaisé en deux points. L’expression consiste en une série de fonctions gaussiennes et spéciales. Nous proposons une nouvelle méthode de simulation par rejet qui offre la possibilité d’échantillonner de façon exacte à partir d’une densité, même si elle n’est connue que par approximation, sans aucune autre erreur que celles de l’ordinateur. Nous appliquons ensuite ce nouveau schéma à la simulation d’un mouvement brownien avec dérive constante, biaisé en deux points. Chemin faisant, nous obtenons une borne uniforme pour le quotient de cette densité par rapport à la densité du mouvement Brownien avec la même dérive. Un autre objectif de la thèse est de développer un algorithme de simulation exacte pour les diffusions browniennes avec dérive admettant plusieurs sauts
This thesis is focused on the study and the exact simulation of two classes of real-valued Brownian diffusions: multi-skew Brownian motions with constant drift and Brownian diffusions whose drift admits a finite number of jumps. A skew diffusion with several semipermeable barriers, called multi-skew diffusion, is a (Markovian) diffusion partially reflected at some barriers with a probability depending on that particular barrier. In this thesis we first obtain a contour integral representation for the transition semigroup of the multiskew Brownian motion with constant drift, based on a fine analysis of its complex properties. Thanks to this representation we write explicitly the transition densities of the two-skew Brownian motion with constant drift as an infinite series involving Gaussian functions and their tails. Then we propose a new useful generalization of the known rejection sampling method which allows to sample exactly from densities for which only an approximation is known. The originality of our algorithm lies in the fact that we finally sample directly from the law without any approximation, except the machine’s. As an application, we sample from the transition density of the two-skew Brownian motion with or without constant drift and provide also a uniform bound for the ratio between the latter and the transition density of the Brownian motion with constant drift. The second aim of this thesis is to develop an exact simulation algorithm for a Brownian diffusion whose drift admits several jumps. The theoretical method we give allows to deal with any finite number of discontinuities. Then we focus on the case of two jumps, using the transition densities obtained before

Le travail présenté dans cette thèse traite l'intégration de diagnostic et de pronostic pour l'optimisation et l’aide à la décision d’actions de maintenance de systèmes complexes. Les défauts considérés dans ce travail sont les dérives. Une architecture générique pour la surveillance, le diagnostic et le pronostic basée sur le traitement des dérives est développée. La surveillance et le diagnostic permettent de déterminer le composant en défaillance et le mode opérationnel de défaut qui initie la dérive. Ensuite, le pronostic permet d’anticiper les défaillances du système en fournissant des informations sur les futurs États des composants. En se basant sur le retour du pronostic, des actions de maintenance préventive peuvent être alors considérées. Les méthodes employées sont basées sur les données. Ceci est d’autant plus intéressant parce que l’hypothèse de connaissance de modèle physique n’y est pas toujours vérifiée. A partir des données mesurées est construit (ou sont construits) un (des) espace(s) de représentation et de décision dans lequel sont matérialisées ou modélisées les classes de fonctionnement. L’environnement dynamique dans lequel se trouve le système peut (va) provoquer des dérives de fonctionnement qui auront comme conséquence un changement dans la structure des classes. Les techniques proposées sont sensibles à ces dérives et permettent de calculer des indicateurs de détection et de caractérisation de la dérive. La détection de dérive vise à détecter, dès que possible, l'apparition d'une dérive. La caractérisation de dérive a pour but de trouver le mode de défaillance entraînant la dérive et de calculer un indicateur de dégradation qui reflète l'état de santé. Le pronostic est fait en modélisant l'évolution de l'indicateur de dégradation du système et permet l’estimation d’RUL (durée de vie utile) ainsi qu'un intervalle de confiance qui lui est associé. The work presented in this thesis deal with the integration of diagnosis and prognosis for optimizing maintenance of complex systems. The particular kind of faults taken into consideration in this work is process drifts. A generic architecture for supervision, diagnosis and prognosis based on handling drifts is developed. The supervision/diagnosis can determine line components that need to be repaired, when fault occurs. It is based on handling the drift by considering indicators for detection and characterization. Then, the prognosis can anticipate system failures by providing information on future states of the components on which preventive maintenance actions may be considered. The developed methodology is based on treating data collected on a system, dropping the need for a mathematical description of the system. Using historically saved data and online generated data, a decision space is constructed, in which different classes corresponding to normal and failure operating modes exist. An incipient fault will cause a drift in the decision space, and consequently a change in the parameters of the classes. Thus, the decision space needs to be dynamically updated in order to treat those drifts. Then, indicators for drift detection and characterization, based on the parameter changes, are calculated. The aim of drift detection it is to detect, as soon as possible, the occurrence of a drift. Drift characterization deals with finding the failure mode causing the drift, and with calculating an indicator that reflects the health state. Prognosis models the evolution of the actual health system indicator, and estimates a RUL (Remaining Useful Life) as well as a confidence interval associated to it. All these aspects are combined together to form the generic architecture for supervision, diagnosis and prognosis

AbstractThis chapter examines whether the rules regarding Insurance Product Information Documents mandated in Article 20 of the Insurance Distribution Directive, have, in reality, resulted in policyholders being able to easily and transparently compare different offers in the pre-contractual phase to determine whether an insurance product is appropriate for the policyholder.The format of the Insurance Product Information Document has been determined following thorough analytical work (such as EIOPA’s Draft Implementing Technical Standards concerning a standardised presentation format for the Insurance Product Information Document of the Insurance Distribution Directive of 7 February 2017, EIOPA-17/056, including the related consumer testing and consultations.). However, there are no guidelines or rules for insurers to follow when completing the Insurance Product Information Document. Based on an examination of selected insurance products from various insurers, this chapter concludes that there is a significant discrepancy between how different insurers complete the Insurance Product Information Documents. Such discrepancy occurs even when the cover offered by the insurers is identical or almost identical. This chapter discusses whether this is expedient and whether there is a need to draw up guidelines or rules on the completion of the Insurance Product Information Document in order to provide instructions to the insurers and to allow customers to make informed comparisons of insurance products.On the whole, this chapter concludes that there is a need for at least guidelines, if not regulation, if the Insurance Product Information Document is to be an effective and useful basis for comparison in the pre-contractual phase.

The separate problematіc іssues of enforcement proceedіngs іn the draft law on enforcement proceedіngs No 3726 dated 23.06.2020 and іn the draft law on the enforcement of judgments No 5660 dated 14.06.2021 are studіed іn thіs sectіon of the monograph. The іssues of organіzatіonal forms of prіvate enforcement actіvіtіes, terms іn enforcement proceedіngs and subjects of enforcement proceedіngs have been studіed.Whіle studyіng the provіsіons concernіng the organіzatіonal forms of prіvate enforcement actіvіtіes the conclusіon was made that there іs only one such form іn Ukraіne today – the іndіvіdual actіvіty ofa prіvate enforcement agent. The drafts of the saіd Laws provіde for three forms – іndіvіdual actіvіty of a prіvate enforcement agent, bureau of a prіvate enforcement agent and assocіatіon of prіvate enforcement agents. The drawbacks of these provіsіons for the regulatіon of these forms have been poіnted out. Іt іs concluded that іt іs necessary to іmplement іn the draft laws the provіsіons on the organіsatіonal forms іn the іnstіtutіons of enforcement proceedіngs іn whіch they fіnd theіr manіfestatіon.The sectіon of the monograph also examіnes the provіsіons of the draft laws on the terms of enforcement proceedіngs. The drawbacks of the provіsіons on the calculatіon of terms of presentatіon of the executіve document for executіon and restoratіon of mіssed terms are poіnted out. Conclusіons about the іmperfectіon of other provіsіons and the need for theіr substantіal іmprovement have been made and substantіated.The provіsіons on the subjects of enforcement proceedіngs іn these draft Laws were also іnvestіgated. Іt іs concluded that these provіsіons have conceptual flaws. These shortcomіngs are sіmіlar to theshortcomіngs of the current law on enforcement proceedіngs. We belіeve that іn the new law on enforcement proceedіngs іt іs not necessary once agaіn to rewrіte some poor qualіty provіsіons of the prevіous legіslatіon.Іn order to create a qualіty procedure of enforcement decіsіons іt іs necessary to develop a really qualіtatіve normatіve act, whіch would be based on the proper theoretіcal basіs of the enforcement process.

AbstractIn 2007, the Policy Document on the Impacts of Climate Change on World Heritage Properties was adopted by the World Heritage (WH) Committee, and a revised policy document, the Draft Policy Document on Climate Action for World Heritage, was released in 2021. An English word search on terms related to potential conflicts between WH and climate change was undertaken and utilised as a starting point for an exploration of developments over the 14 intervening years. Four themes were defined and explored, namely, mission, change, loss, and responsibility. In many cases of perceived conflict, professionals and policy makers have been actively working to find solutions. In others, there is the potential for developing new and creative approaches that will ensure the relevance of heritage in an uncertain future.

The sixth chapter describes the making of a concrete document for a designated time, i.e., the Strategic plan for gradual removal of barriers in 2021–2030, which was created for the Brno City Advisory Board for Accessibility. The authors chose to introduce it via the perspective of a dialogic space that enables to organize the procedure composed from a variety of voices, opinions, and arguments. The heteroglossia metaphor is exemplified by the concept of “carnival” of Mikhail Mikhailovich Bakhtin, when “strangers” speaking in different “voices” are brought together. At the beginning, there were activities by several individuals mostly from NGO and academic environment, who started to integrate and institutionalize accessibility policies. For the latter, political support of established actors was necessary, and thanks to it, the above-mentioned Advisory Board was founded. Therefore, the positions of the bursar and the chair of the board are labeled “victorious voices” in our “carnival”. Subsequently, the semi-structured interviews tried to determine visions, attitudes and priorities of all involved persons, namely “the voices of Advisory board members”. Their strategic plan defined target groups, on whom the accessibility policies would focus (senior citizens, parents with strollers, wheelchair users and people with sight or hearing impairment). At the same time, the “legislative voices” needed to be respected, which were to ensure accessibility for all social groups. The principles of tactical urbanism were used to make space accessible within functional wholes and according to societal needs. The final document was also influenced by the “voices of users” that helped to identify spaces, which should be prioritized. Our “voices of producers” had a dominant influence over the working draft of all three parts of the document (analysis, suggestions, and implementation). What appeared to be of crucial importance, was the definition of individual goals, measures and activities leading to the realization of the vision (processional, realization and educational priorities in the document). The process of creation also allowed “expert voices”, who modelled the final form of the document in meetings and workshops. Last but not least, “voices of approval“ (namely, the city council and municipality) took part in the process that authorized the strategic plan and rounded off more than three years of its complex construction.

The purpose of the study іs to determіne the legal nature of tіme lіmіts іn executіve proceedіngs, theіr types and role іn the mechanіsm of legal regulatіon of socіal relatіons arіsіng іn connectіon wіth the enforcement of decіsіons and the іmpacton the dynamіcs of cіvіl executіve legal relatіons.Іt has been establіshed that deadlіnes іn executіve proceedіngs represent perіods (segments, іntervals) of tіme that determіne the temporal lіmіts of actіons and decіsіon-makіng by partіcіpants іn executіve proceedіngs.The crіterіa for the classіfіcatіon of tіme lіmіts іn executіve proceedіngs were іmproved, whіch were dіvіded іnto two groups: normatіve (accordіng to the method of calculatіng the tіme lіmіts andthe source of theіr establіshment) and doctrіnal (accordіng to the scope of the tіme lіmіts and the subjects to whom they apply). Іt іs claіmed that the tіme lіmіts іn executіve proceedіngs determіne the temporal lіmіts of the exercіse of procedural rіghts and oblіgatіons of the subjects of the executіve process, they do not dіrectly affect the exіstence of materіal rіghts and oblіgatіons, the enforcement of whіch іs determіned by the decіsіon subject to enforcement, these terms are regulated normsof procedural law, and therefore are procedural terms.Іt іs substantіated that the term of presentatіon of the executіve document for executіon belongs to lіmіtatіon terms. The common and dіstіnctіve features between the term of presentatіon of an executіvedocument for executіon and the term of lіmіtatіon are outlіned. The specіfіcs of calculatіng, іnterruptіng and renewіng the deadlіne for presentіng an executіve document for executіon are dіsclosed.The approprіateness of the terms of executіon of executіve actіons (decіsіon-makіng) by executors, that іs, servіce terms to procedural terms, has been proven, the peculіarіtіes of the legal regulatіon of someservіce terms and theіr sіgnіfіcance for the protectіon of the rіghts of partіcіpants іn executіve proceedіngs have been establіshed.Іt was concluded that іn certaіn aspects, the provіsіons of Draft Law № 5660 regulate the temporal aspects of executіve proceedіngs better than the current law, but they are stіll not perfect, because, for example, they іmproperly defіne the procedure for determіnіng the moment of expіratіon of the terms іn executіve proceedіngs. Іn thіs regard, іt іs proposed to borrow the followіng provіsіons from Art. 124 of the Cіvіl Procedural Code of Ukraіne, of course, wіth adaptatіon to the needs of executіve proceedіngs.

In the scientific work, the authors provided a critical and constructive analysis of Draft Law No. 5644 “On Amendments to Some Legislative Acts of Ukraine on Improving the Regulation of Notarial Activities.The authors began this analysis with the Explanatory Note to Draft Law No. 5644, where the necessity of its adoption in the version in which it passed the first reading is substantiated. Attention was drawn to inaccurate and incomplete data regarding the historical excursion and stages of development of the notary of Ukraine, which are referred to in the Explanatory Note, and revealed the pitfalls that the Ukrainian notary went through and all the negative consequences that occurred as a result of ill-conceived changes, in particular, access to the profession, etc.The provisions of the draft law on the transfer from the Ministry of Justice of Ukraine to the Notary Chamber of Ukraine of all powers of control over the organization and notarial activity, raising the professional level of notaries and their compliance with the rules of ethics were analyzed, and an opinion was expressed regarding the expediency of such changes.In addition, agreeing with the conclusion of the Main Expert Department about the danger of corruption in the case of the liquidation of state notary offices and the acquisition by state notaries who will be subject to the release of the preferential right to lease state or communal property for the placement of a notary office in the notary district belonging to the list of notary districts in which the number of notaries is insufficient.A reasoned opinion on the inexpediency of granting notaries additional powers to establish the facts of family relations between natural persons, the fact of ownership of legal documents to a person, which currently belong to the powers of the court, and warnings are made regarding negative consequences, or possibly abuses and criminal offenses that will occur in the case of certification such facts by notaries.Emphasis is placed on the expediency of improving such notarial proceedings as the provision of evidence, regulation of the methods and procedures of such provision in the legislation on notaries.The provisions of the legislation are given, which testify to the imperfection of the notarial procedure and its influence on the protection of the rights of subjects of civil relations and the responsibility of notaries. An analysis of court practice regarding notary offenses is provided.Other important issues proposed in the Draft Law were analyzed, in particular, the expediency of introducing an electronic notary and its coordination with archives on paper media in order to ensure the rights of individuals to receive a certain notarial act in the event of its loss.A thorough analysis of the concept of “Notary in Ukraine” proposed in the Draft Law and other violations of the legislative technique is provided. It was concluded that Draft Law No. 5644 needs substantial revision.

This chapter reviews the draft High Sea Treaty (draft HST) and the on-going deliberations and proposals in the different aspects of the document. With the aim of identifying the potential post-ratification challenges that may be faced in the implementation of the draft HST, this chapter critically reviews the proposals for dispute resolution by various stakeholders. This is done primarily by reviewing the UNCLOS system, which is directly referenced in the Draft HST. As regards the debate on the appropriate forum, the chapter analyses the proposal to adopt the International Tribunal on the Laws of the Sea (ITLOS) and other alternative propositions.

Resumen
Tracked changes, usually thought of as preliminaries to the work documents do in organizations, are themselves an important digital residue of work, a site at which workplace culture and politics can be articulated and identified. In this chapter, I address tracked marginalia on a consequential workplace document, a draft academic workload model, as naturally occurring qualitative data. Institutional ethnography and ethnomethodology are brought to bear, respectively: to conceptualize and describe the workplace and the central role documents play in its administration; and to build up a close analysis of the strategies and positions taken by collaborators on the document, as evidenced in tracked comments. I argue that combining these analytical perspectives permits critical insights, into the local organization of work through documents and documentary processes, and the affordances of tracked changes as a communicative backchannel.

Document-level label consistency is an effective indicator that different occurrences of a particular token sequence are very likely to have the same entity types. Previous work focused on better context representations and used the CRF for label decoding. However, CRF-based methods are inadequate for modeling document-level label consistency. This work introduces a novel two-stage label refinement approach to handle document-level label consistency, where a key-value memory network is first used to record draft labels predicted by the base model, and then a multi-channel Transformer makes refinements on these draft predictions based on the explicit co-occurrence relationship derived from the memory network. In addition, in order to mitigate the side effects of incorrect draft labels, Bayesian neural networks are used to indicate the labels with a high probability of being wrong, which can greatly assist in preventing the incorrect refinement of correct draft labels. The experimental results on three named entity recognition benchmarks demonstrated that the proposed method significantly outperformed the state-of-the-art methods.

Draft Regulatory Guide DG-1144 “Guidelines for Evaluating Fatigue Analyses Incorporating the Life Reduction of Metal Components Due to the Effects of the Light-Water Reactor Environment for New Reactors”, July 2006 [1], and Associated Basis Draft Document NUREG/CR-6909 (ANL-06/08), “Effect of LWR Coolant Environments on the Fatigue Life of Reactor Materials”, July 2006 [6] provided methods for addressing environmentally assisted fatigue (EAF) in all new nuclear plant designs. In these documents, a new model was proposed that more accurately accounts for actual plant conditions. The new model includes an EAF correction factor, Fen, which is different from Fen methods previously and currently being considered for adoption into the ASME Code. The Fen methods proposed in DG-1144 are also different than the Fen methods utilized by license renewal applicants, as required by the Generic Aging Lessons Learned (GALL) report [2], as documented in NUREG/CR-5704 [4] (for stainless steel) and NUREG/CR-6583 [3] (for carbon and low alloy steels).

When concluding the insurance contract, or shortly thereafter, the underwriter is obliged to hand over policy holder document on insurance that reflects the content of the contract and is proof that the contract was concluded. This document is usually an insurance policy. Other documents that are issued are Binder and certificate, or certificate of concluded insurance contract. In this paper the author considers the rules governing the obligation of having and delivering the documents related to the insurance policy holder, the contents of the insurance contract and policy, as well as the rights and obligations of the parties if the content of the insurance policy deviates from the concluded insurance contract, as well as issues of importance for the binder. Solutions of Serbian law with solutions from comparative law are compared, including provisions of the Principles of European insurance contract law and newspapers that are proposed in the Draft Civil code of the Republic of Serbia. The author suggests certain shortcomings and inconsistencies in the solutions that are proposed in Draft Civil code of the Republic of Serbia regarding documents of insurance and gives suggestions for corrections and improvements to this article.

This paper provides an overview of International Atomic Energy Agency (IAEA) draft technical guidelines on Fluid-Structure Interaction (FSI), which is supporting document for IAEA Safety Standards aimed at providing method and practices. The technical guidelines are based on sections in codes and standards, more general documents on FSI and documents describing particular plant issues or problems. The technical guidelines recognise that FSI has led to a range of problems in a range of reactor types including: flow-induced vibration in light water reactor (LWR) steam generators under external loading including seismic loading; fretting of LWR heat exchangers with the fretting loading dependent on cross-flow velocity; seismic effects and fluid sloshing in liquid metal cooled faster breeder reactor (LMFBR); and water hammer. In addition to providing an overview description of the technical guidelines, the paper also describes the process followed to produce and obtain peer review of the document.

Extracting document templates and generalizing the structure of similar documents from specific domains can significantly increase learner productivity when creating new documents. Moreover, from a generalizable point of view, the endeavour of manually creating a draft document can be a difficult and time-consuming task, whether we need to obtain a general form for a specific document, or to identify the main ideas of a set of scientific papers on the same subject. Thus, instead of starting from a blank page that can be frustrating in most cases, we propose an automated method of grouping semantically similar documents and identifying potential templates. This paper introduces the first steps towards building an automated method relying on advanced Natural Language Processing techniques that can be used to generate templates based on large collections by identifying patterns between and within documents. The underlying semantic model used is word2vec, a two-layered neural network that builds word embeddings and was trained using the general-purpose TASA corpus. The generated word vectors were then used to compute the document representations that consider normalized word occurrences; afterwards, an agglomerative clustering algorithm is applied. Each cluster produced one template formed of paragraphs chosen from the original collection. In order to evaluate the results of the proposed method, several experiments were conducted on collections from multiple domains. The results were analysed using charts for the similarity of documents and of paragraphs on one hand, as well as evolution graphs for the agglomerative clustering process, on the other hand. Overall, our automated process was efficient, and the results were encouraging in terms of proposing initial document templates. Further research paths include the anonymization of named entities and more in-depth comparisons in terms of document structure and syntax, besides semantic relatedness.

Risk-Informed In-Service Inspection (RI-ISI) aims to integrate service experience, plant and operating conditions, other deterministic information, and risk insights in developing augmented in-service inspection (ISI) programmes for Nuclear Power Plant (NPP). RI-ISI is a developing methodology which is increasingly being adopted world-wide, and is seen as having the potential to make ISI programmes more effective and efficient in terms of both nuclear safety and the economical operation of nuclear plant. The Nuclear Regulatory Agency (NRA) bears responsibility for regulating nuclear facilities in Bulgaria. In anticipation of a forthcoming application by Kozloduy NPP to adopt an RI-ISI programme for selected systems in WWER-1000 plant, the NRA required a suitable regulatory guidance document to help assess such an application. The UK Department of Trade and Industry-funded Project NSP/04-B23 “Assistance with the Regulatory Aspects of Risk-informed In-Service Inspection (RI-ISI)” has enabled the development of a guidance document, the initial draft of which was produced by Serco Assurance in close consultation with the NRA and other Bulgarian stakeholders. This paper presents a description of how current international best practice has been tailored to Bulgarian NPP, and provides a summary of the draft guidance document produced as the principal output of Project NSP/04-B23.

The ACRL Impactful Scholarship and Metrics Task Force has created a framework draft that is designed to help librarians and libraries contextualize their impact within academic librarianship. To create this framework, the task force studied existing disciplinary models, institutional guidelines, and surveyed academic librarians. The task force discovered few standard practices regarding impact measurement from disciplinary societies or in institutional documentation, but did find some larger models outlining distinct impact areas. The proposed framework outlines evaluation in two primary impact areas for academic librarians, scholarly and practitioner impact, with suggested metrics for a range of research outputs in each category. It is envisioned that this framework will help initiate conversations at institutions with the aim of reviewing and revising existing documentation, alongside complementary ACRL initiatives that will similarly affect scholarly production and evaluation. The first framework draft was revised based on academic librarian feedback, and could be finalized as an ACRL document in 2020.

The lack of consistently high performance from inverters has created numerous issues in the widespread application and confidence in grid-tied photovoltaic systems. Additionally, the lack of a metric by which inverter manufacturers can evaluate their products presents a challenge to manufacturers by not allowing them to distinguish their products from those of their competitor, and to users since there is no way of comparing seemingly-similar models. This problem is further compounded by the dearth of inverters that have high performance and reliability [1]. This document is the first draft of a test protocol under development at the Florida Solar Energy Center to assist in this area. A need for such a test protocol has been recognized nationally, and it is hoped that this document may provide a foundation for future test procedures while providing significant and reasonable findings in the interim.

The latest revision of B31J, which is currently in draft mode, introduces new formulations for stress intensification factors (SIF’s) and flexibility factors (k’s) for various branch components. This paper explores the background of the work that has gone into the latest B31J document, draft revision 12 – 2015. Trends based on different geometric parameters are presented with respect to how conservative or non-conservative the current (2014) B31.3 Code is versus the data which serves as the basis of the new B31J formulations. Eliminating non-conservative evaluations will help eliminate the small subset of piping systems that likely do not provide the Codes’ intended separation between design and failure. More importantly, eliminating overly-conservative evaluations will reduce the material and man-time costs associated with larger diameter piping systems (8"NPS and larger and D/T>15). It is believed that this cost savings, and reduced need for unnecessary rerouting will be the most significant benefit realized by the implementation of B31J. Just as with WRC 329 three decades earlier, B31J also recognized a number of additional deficiencies beyond the current alignment scope caused principally due to changes in manufacturing, quality control and testing. Future revisions of B31J will hopefully continue to support a uniform, practical, and safe design environment for piping systems.

In recent years, environmental regulations have tightened and community involvement in environmental issues has increased. The pipeline industry has responded by attempting to reduce the negative economic and environmental impact of conventional air-cooled heat exchangers, which are characterized by high noise levels, excessive energy consumption, and high maintenance costs. While industry has had limited success in reducing air cooler noise using silencers and timed variable-speed fans, these solutions are costly. The most effective noise reduction method is to reduce or eliminate noise at its source. The primary goals of this investigation were to address key technical issues and to document natural draft aerial cooler (NDAC) design knowledge. The following objectives were identified: - Form a project team from PRCI-recommended aerial cooler manufacturers to design a quiet aerial cooler - Conduct technical and economic analyses to determine the actual operating needs and constraints of NDACs - Conduct market analyses to evaluate and identify the marketing issues associated with NDACs - Document the results of the project in a final report In recent years, the number of environmental permits mandating the use of natural draft aerial coolers to reduce noise has increased. Natural draft aerial cooler technology can potentially eliminate noise and improve operational energy efficiency. A broad group of applications could benefit from this technology, including natural gas, engine jacket water, auxiliary water, and engine lube oil cooling. With noise regulations and penalties becoming increasingly stringent, natural draft heat transfer technology is becoming more important. No organization has as yet fully investigated it. The technical and economic feasibility of NDACs were investigated for natural gas, engine jacket water, auxiliary water, and lube oil cooler applications.

This report provides status and results after completing Phase 2 of an ongoing project to develop a simplified test method for portable analyzer emissions tests. The Phase 1 report provided the technical rationale for simplifying procedures (e.g., calibration) and reducing associated costs based on the inherent linearity associated with the physical properties of electrochemical cells, which are the analytical technology used in current generation electrochemical analyzers. The Phase 1 report also identified the primary criteria for the simplified methodology. This document provides a listing of related PRCI project documents, including the project plan, the draft test method, and the data gaps memo. The main focus of this report is to present results of lab and field experimentation conducted in 2016 and 2017 designed to address the data gaps. Portable analyzer manufacturers (Testo, AMETEK, and ECOM) demonstrated support for this project via cofounding and participation in experimentation and draft method discussions. The conclusions drawn from the experimentation in support of draft method revisions will be discussed in greater detail in the final report.

Resumen
Clamp-on ultrasonic meters remain of interest to the natural gas measurement community because of their potential to provide reasonable measurement accuracy without the need for piping modifications or service interruptions. The applications where clamp-on meters have been successfully applied include temporary measurement while a primary device is unavailable and diagnosing abnormal flow behaviors. The objective of this project was to examine existing public literature concerning the operation and application of clamp-on ultrasonic meters and to use this information to create a guideline document for these meters. As part of the process of establishing the guidelines document, the most significant areas where experimental results are lacking were to be identified. A total of only 20 documents in the public domain were discovered concerning clamp-on ultrasonic meters. These documents were summarized and the important conclusions were drawn from the documents and used to help create a draft guidelines document for the use of clamp-on ultrasonic meters in gas applications. The guidelines provide an overview of different geometric, operational, and installation effects that can affect the operation of clamp-on ultrasonic meters. A number of areas without substantial experimental results were identified and testing was recommended to systematically establish the performance envelope for one size of clamp-on ultrasonic meters. The suggested testing was intended as a first step in reducing the gaps in meter performance data.

In May 2010, the Bank presented a draft "Operational Policy on Gender Equality in Development" that, if approved, would replace its "Operational Policy on Women in Development" (OP-761). As stated in its draft document, the new Operational Policy intends to overcome a number of challenges that emerged under the current OP-761 Policy and demand urgent attention. One of those challenges is the limited progress made so far in evaluating the results and overall performance of its Gender Equality (GE) interventions. One of the preconditions for evaluating a project's performance is ensuring the availability of the information needed to ascertain how the intervention functioned, from its very beginning through completion. For that purpose, projects need to establish upfront their evaluation criteria, propose indicators with baseline values and define targets and milestones for them. This evaluation seeks to contribute to the enhancement of the Bank's work in the field of GE by examining the gender mainstreaming efforts of 21 projects in addressing these conditions. With that aim, it will focus on the projects' efforts to document the distribution of the benefits that they provide and the projects' effects dis-aggregated by gender.
