Texto completoPaul Bert (1833-1886) taught physiology at the Sorbonne and was also a member of the academy of science, a republican member on the French parliament, a secretary of state for education and religious issues and a governor of Tonkin and Annam. He played an active part in the reforms of primary, secondary and further education. Together with Jules Ferry, he founded the free, unsectarian and obligatory state education for all. An advocate of secularity, in the name of the freedom of thought, he fought for the suppression of religious education and the introduction of civics and moral education. While he acted in favor of secularization, he attacked clericalism. He was eager to create the school of the republic which had to develop citizenship. His thoughts stemmed less from the philosophical movements of his time, and more from his love for science and his attachment to the French revolution. Science provided him with a methodical approach, while the revolution gave him his ideal

Texto completoThis thesis analyzes the part played by The Grand Lodge of France in developing free, compulsory state primary education. It distinguishes three phases. Between 1861 and 1870, Freemason lodges began to get involved in this philanthropic activity. Although not very far-reaching, it was conspicuous enough (creation of state schools, of libraries, prize giving ceremonies, support to the Ligue de l'enseignement) to create general sympathy towards the lodges among the free-thinking republican non religious circles. Then, from 1871 to 1878, while becoming itself more democratic and secular, The Great lodge of France took part in the national debate through the medium of its local lodges. Including many political leaders such as Jules Ferry, some lodges, through their debates, became intellectual circles thus paving the way for legislative activity and, at the same time, identifying themselves with the republican ideal for schools. But, under the pressure of varied influences (positivism, neo Kantianism, anticlerical and/or antireligious free-thinking, spiritualism, atheism, opportunism, political radicalism. . . ), the free masons, like the republicans, became divided on several issues particularly concerning the freedom of education and secularism. Finally, from 1879 to 1882 Freemasonry entered the political arena. If Freemason involvement was effective and influenced political decisions, their action was often uncoordinated. Freemasons disagreed among themselves during several parliamentary debates, which contradicts the suspicion of a masonic conspiracy put forward by the Church and their opponents in parliament. All in all, this thesis shows there were no coherent masonic positions on schools, Freemasonry helped to conceptualize the school of the Republic but, because of its very divisions, it accompanied the movement rather than led it

Texto completoThis work is a systematical analysis of the parlementary debates from the constituante to the directoire period included. Throughout a typology of the projects, the complexity of the different positions is showned as well as the problematical debates. Four types of projects are identified : public instruction system, national education system, non systematical projects concerning only the primary degree, and non systematical projects concerning different degrees. The projets itselves depend on different conceptions of the social form of government of the republique : democratic, liberal, conservative, popular. This involves different conceptions of citizenship a subject citizen, a limited citizen, a confined citizen, a modelized citizen. Several ideological forms are also identified : rationnalism, utilitarism, and anti-intellectualism. Two thermidorien politics succeeding one another can be revealed : a liberal - democratic strategy from enlightment, and a liberal strategy for the elite the recurrency of the debates under the directoire period showes the necessity for the republique to have a democratic strategy and at the same time, the constant opposition of the conservatives and liberals. Nervertheless, a ideal-type of the public instruction can be elaborated, expressing a democratic and rationnalist strategy. The real matter of these debates is the human rights interpretation, and the significance of the right for instruction

Texto completoA critical discourse on the contemporary public school systems denounces the loss of transcendent teaching ideals, which would manifest itself in the weakening authority of the pedagogical tradition, and by gradually forgetting the emancipator and reflexive vocation of education. As a starting point for this thesis, three elements (public education, transcendent authority and teaching ideals) helped us understand the sense of the Québécois state education for its founders. Inspired by work of Émile Durkheim and Max Weber, we compare the original ideals of the Québécois state education with an ideal type of the modern teaching ideal, based on reflections from Rousseau, Condorcet and Hegel. This ideal supports both the valorization of an active human autonomy (in modern philosophy) and the trust in the benefits of human freedom (in western liberalism, questioning any abusive authority). The ideal of civilisation in constant evolution, however, maintains the authority of teaching’s tradition as an essential source of reflexivity, and thus for its role in acquiring wisdom. The analysis of the ideals expressed in school projects and laws from 1789 to 1875, and of the authority implementing them, highlighted the prevalence of a concern for the political society in development. This society was characterized by the awareness of multiple identity attachments and the distance with European metropolises. With each new law, the tolerance between Catholics and Protestants, and the acceptance of the linguistic differences between French-speaking and English-speaking people were maintained, leading to a tight separation between two cultural communities. In spite of this growing division, these laws enforced the ideal of the state education common to the French-speaking and English-speaking liberals by creating higher degree schools following elementary education, as a stepping-stone towards classical colleges. This ideal combined the utilitarian and universal intellectual vocations of public education. For the French Canadians, this was a mean of collective emancipation in the political society and towards the evolution of civilization. The teaching authority of the State remained quite limited until it was gradually granted to the religious authorities.

Texto completoBetween 1842 and 1914, the French ministère de l'instruction publique disposes of a financial resource that allows numbers of savants to make scientific, or literary travels abroad. The study of the 1205 files containing details about these travels makes the scientific and political goals of these missions scientifiques et litteraires clear. A closer approach of a few selected travels shows how financial help is asked and given. An historical sociology of those who benefit from the states money shows that this population changes greatly over the years. From a larger point of view, we can see, on one hand, that scientific travelling occupy a low grade on the hierarchical, and ideological, ladder of scientific activities. On the other hand, the study of the administrative surroundings of the missions scientifiques, sh ows that the traditionnal regal distribution of money, which has been carried on for decades by the kings of france, doe s not completely disappear during the 19th century, even under republican law. Both these elements explain the great div ersity of the scientific goals of the travels, and the heterogeneity of the population of the charges de mission. The monographical approach of the use made of state money gives an original point of view on the relations, so specific to France, between state and scientists. A dictionnary of the 796 charges de mission containing details about their live s and travels, constitutes the second volume of the work
