This study aimed to alleviate the theoretical limitations of existing moving target defense (MTD) and decoy concepts and improve the efficiency of defensive deception technology within an organization. We present the concept of an open-source intelligence (OSINT)-based hierarchical social engineering decoy (HS-Decoy) strategy while considering the actual fingerprint of each organization. In addition, we propose a loosely proactive control-based MTD strategy that is based on the intended competitive exposure of OSINT between defenders and attackers. Existing MTDs and decoys are biased toward proactive prevention, in that they only perform structural mutation-based attack avoidance or induce static traps. They also have practical limitations, e.g., they do not consider security characterization of each organizational social engineering attack and related utilization plans, no quantitative deception modeling is performed for the attenuation of the attack surface through exposure to OSINT, and there is no operational plan for optimal MTD and decoy application within the organization. Through the applied deception concepts proposed here, the total attack efficiency was reduced by 287% compared to the existing MTD and decoys, while the artificial deception efficiency dominated by defenders was improved by 382%. In addition, the increase rate of deception overhead was also reduced by 174%, and an optimized deceptive trade-off was also presented. In order to enable an organization to utilize the OSINT concept, statistical error reduction, and MTD mutation cycle-based deceptive selectivity, it was introduced as a loose adaptive mutation rather than a preferential avoidance strategy, and an organization-specific optimization direction was introduced through a combination of HS-Decoy and LPC-MTD. In the future, in order to improve the operational reliability of the HS-Decoy and LPC-MTD-based combined model and standardize threat information for each organization, we intend to advance it into an international standard-based complex architecture and characterize it as game theory.

We developed a de novo protein design strategy to swiftly engineer decoys for neutralizing pathogens that exploit extracellular host proteins to infect the cell. Our pipeline allowed the design, validation, and optimization of de novo human angiotensin-converting enzyme 2 (hACE2) decoys to neutralize severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The best monovalent decoy, CTC-445.2, bound with low nanomolar affinity and high specificity to the receptor-binding domain (RBD) of the spike protein. Cryo–electron microscopy (cryo-EM) showed that the design is accurate and can simultaneously bind to all three RBDs of a single spike protein. Because the decoy replicates the spike protein target interface in hACE2, it is intrinsically resilient to viral mutational escape. A bivalent decoy, CTC-445.2d, showed ~10-fold improvement in binding. CTC-445.2d potently neutralized SARS-CoV-2 infection of cells in vitro, and a single intranasal prophylactic dose of decoy protected Syrian hamsters from a subsequent lethal SARS-CoV-2 challenge.

Surface-type infrared (IR) decoy can simulate the IR characteristics of the target aircraft, which is one of the most effective equipment to confront IR guided missile. In the air combat, the IR guided missile poses a serious threat to the aircraft when it comes from the front of target aircraft. In this paper, firstly, the model of aircraft and surface-type IR decoy is established. To ensure their authenticity, the aircraft maneuver and radiation models based on real data of flight and exhaust system radiation in the state of different heights and different speeds are established. Secondly, the most effective avoidance maneuver is simulated when the missile comes from the front of the target aircraft. Lastly, combining maneuver with decoys, the best defense strategy is analysed when the missile comes from the front of aircraft. The result of simulation, which is authentic, is propitious to avoid the missile and improve the survivability of aircraft.

AbstractLife-history theory predicts that longer-lived, less fecund species should take fewer risks when exposed to predation than shorter-lived, more fecund species. We tested this prediction for seven species of dabbling ducks (Anas) by measuring the approach behavior (behavior of ducks when approaching potential landing sites) of 1099 duck flocks during 37 hunting trials and 491 flocks during 13 trials conducted immediately after the 1999–2000 waterfowl hunting season in California, USA. We also experimentally manipulated the attractiveness of the study site by using two decoy treatments: (1) traditional, stationary decoys only, and (2) traditional decoys in conjunction with a mechanical spinning-wing decoy. Approach behavior of ducks was strongly correlated with their life history. Minimum approach distance was negatively correlated with reproductive output during each decoy treatment and trial type. Similarly, the proportion of flocks taking risk (approaching landing sites to within 45 m) was positively correlated with reproductive output. We found similar patterns of approach behavior in relation to other life-history parameters (i.e., adult female body mass and annual adult female survival rate). Thus, species characterized by a slower life-history strategy (e.g., Northern Pintail [A. acuta]) were more risk-averse than species with a faster life-history strategy (e.g., Cinnamon Teal [A. cyanoptera]). Furthermore, although we were able to reduce risk-averseness using the spinning-wing decoy, we were unable to override the influence of life history on risk-taking behavior. Alternative explanations did not account for the observed correlation between approach behavior and life-history parameters. These results suggest that life history influences the risk-taking behavior of dabbling ducks and provide an explanation for the differential vulnerability of waterfowl to harvest.

While it is known that the degenerated intervertebral disc (IVD) is one of the primary reasons for low-back pain and subsequent need for medical care, there are currently no established effective methods for direct treatment. Nuclear factor-κB (NF-κB) is a transcription factor that regulates various genes’ expression, among which are inflammatory cytokines, in many tissues including the IVD. NF-κB decoy is an oligodeoxynucleotide containing the NF-κB binding site that entraps NF-κB subunits, resulting in suppression of NF-κB activity. In the present preclinical study, NF-κB decoy was injected into degenerated IVDs using the rabbit anular-puncture model. In terms of distribution, NF-κB decoy persisted in the IVDs up to at least 4 weeks after injection. The remaining amount of NF-κB decoy indicated that it fit a double-exponential-decay equation. Investigation of puncture-caused degeneration of IVDs showed that NF-κB decoy injection recovered, dose-dependently, the reduced disc height that was associated with reparative cell cloning and morphological changes, as assessed through histology. Gene expression, by quantitative real-time polymerase chain reaction (qRT-PCR), showed that NF-κB decoy attenuated inflammatory gene expression, such as that of interleukin-1 and tumor necrosis factor-α, in rabbit degenerated IVDs. NF-κB decoy also reduced the pain response as seen using the “pain sensor” nude rat xenograft-radiculopathy model. This is the first report demonstrating that NF-κB decoy suppresses the inflammatory response in degenerated IVDs and restores IVD disc height loss. Therefore, the intradiscal injection of NF-κB decoy may have the potential as an effective therapeutic strategy for discogenic pain associated with degenerated IVDs.

Information technology improvements have improved things but also caused security issues, particularly with regard to password file security. Strong security measures are needed for cloud computing, which holds massive amounts of data. This study investigates the possibility of Enhanced Decoy technology and User Behaviour Profiling as a combined strategy to improve cloud server security. Although there are algorithms for both strategies, after recognizing anonymous user behaviour, effectively providing Enhanced Decoy files without raising suspicion is still difficult. In order to provide a complete security solution, a proposed system blends user behaviour profiling and Enhanced Decoy technology. While Enhanced Decoy technology diverts attackers and reveals information about their strategies, User Behaviour Profiling identifies suspicious activity. The suggested approach seeks to enhance cloud-based data security by integrating these techniques. The integration of user behaviour profiling with Enhanced Decoy technology is presented in this study as a viable strategy to address security issues in cloud computing, leading to increased effectiveness and improved data protection.

Resumen
Signal transducer and activator of transcription-3 (STAT3) is an oncogenic transcription factor implicated in carcinogenesis, tumor progression, and drug resistance in head and neck squamous cell carcinoma (HNSCC). A decoy oligonucleotide targeting STAT3 offers a promising anti-tumor strategy, but achieving targeted tumor delivery of the decoy with systemic administration poses a significant challenge. We previously showed the potential for STAT3 decoy-loaded microbubbles, in conjunction with ultrasound targeted microbubble cavitation (UTMC), to decrease tumor growth in murine squamous cell carcinoma. As a next step towards clinical translation, we sought to determine the anti-tumor efficacy of our STAT3 decoy delivery platform against human HNSCC and the effect of higher STAT3 decoy microbubble loading on tumor cell inhibition. STAT3 decoy was loaded on cationic lipid microbubbles (STAT3-MB) or loaded on liposome-conjugated lipid microbubbles to form STAT3-loaded liposome-microbubble complexes (STAT3-LPX). UTMC treatment efficacy with these two formulations was evaluated in vitro using viability and apoptosis assays in CAL33 (human HNSCC) cells. Anti-cancer efficacy in vivo was performed in a CAL33 tumor murine xenograft model. UTMC with STAT3-MB caused significantly lower CAL33 cell viability compared to UTMC with STAT3-LPX (56.8±8.4% vs 84.5±8.8%, respectively, p<0.05). In vivo, UTMC with STAT3-MB had strong anti-tumor effects, with significantly less tumor burden and greater survival compared to that of UTMC with microbubbles loaded with a mutant control decoy and untreated control groups (p<0.05). UTMC with STAT3 decoy-loaded microbubbles significantly decreases human HNSSC tumor progression. These data set the stage for clinical translation of our microbubble platform as an imaged-guided, targeted delivery strategy for STAT3 decoy, or other nucleotide-based therapeutics, in human cancer treatment.

Les Dystrophies Myotoniques de type 1 (DM1) et (DM2) sont des maladies multisystémiques autosomiques dominantes avec une forte composante neuromusculaire. Ces pathologies se caractérisent essentiellement par une myotonie, une faiblesse musculaire progressives, des déficiences cognitives, et des défauts de conduction cardiaque. Ces maladies sont causées par une amplification anormale de séquences répétées C(C)TG situées respectivement dans la région 3’UTR du gène de la DMPK et dans l’intron du gène CNBP. Ces séquences contenant les expansions sont transcrites et retenues dans le noyau des cellules sous forme d’agrégats riboprotéiques. La présence de ces ARN-C(C)UG toxiques induisent la séquestration des protéines de liaisons à l’ARN de la famille MBNL conduisant à leur perte de fonction et à la dérégulation d’évènements d'épissages alternatifs dont plusieurs ont été associés à des symptômes cliniques chez les patients. A jour ce jour, il n’existe aucun traitement pour la DM. Dans ce travail de thèse, j’ai développé un outil de thérapie génique basé sur une modification de la protéine MBNL1. Ce dérivé de MBNL tronqué dans sa partie C-terminale (MBNLΔ), agit comme leurre pour libérer les protéines MBNL endogènes séquestrées par les ARN mutés. Notre approche été validée dans des cellules musculaires issue de patient DM1 et dans un modèle murin de la maladie après injection de virus AAV. Le traitement par le MBNLΔ permet la délocalisation des protéines MBNL endogènes des foci, modifie la dynamique des foci, corrige le transcriptome ainsi que la myotonie, et ce 1 an après injection
Myotonie dystrophy types 1(DM1) and 2 (DM2) are autosomal dominant multisystem diseases with a strong neuromuscular component. They are characterized by progressive myotonia, muscle weakness, cognitive impairment, and cardiac conduction defects. These diseases are caused by abnormal amplification of C(C)TG repeat sequences located in the 3'UTR region of the DMPK gene and in the intron of the CNBP gene, respectively. These expansion-containing sequences are transcribed and retained in the nucleus as riboprotein aggregates. The presence of these toxic C(C)UG RNAs induces sequestration of the MBNL family of RNA-binding proteins, leading to their loss of function and deregulation of alternative splicing events, many ofv/hich are associated with clinical symptoms in patients. There is currently no1reatment for DM. In this thesis, I have developed a gene therapy tool based on a modification of the MBNL1 protein. This C- terminal truncated MBNL derivative (MBNLΔ) acts as a decoy to release endogenous MBNL proteins sequestered by mutant RNAs. Our approach was validated in muscle cells from DM1 patients and in a mouse model of the disease after AAV virus injection. Treatment with MBNLΔ allows the delocalisation of endogenous MBNL proteins from the foci, modifies the foci dynamics, corrects the transcriptome and myotonia, which is maintained 1 year after injection

Background : Globalisation has led company to think globally and act locally. Such a change in the business world have made emerge the need to find partner around the world, and even to merge with complementary companies in order to sustain the corporate strategic advantage and to create value.

Purpose : The objective of this paper is to integrate major Merger & Acquisitions theories in order to establish a warning model pointing out the main pitfalls changing promising motivations into failed implementation in the process of Merger & Acquisition. Such a model will aim at preventing managers engaged in a transnational horizontal merger from the potential hazards leading to value destruction.

Delimitations : We choose to focus on the transnational merger because it should play with different national management and with the consequent variance in cultural distance ; the human and social context appears more clearly as fundamentally variable when a merger involves different sensibilities.

Results : After having integrated the main theoretical finding into a holistic framework which enabled us to shape a warning model we tested successfully in case of Pharmacia-Upjohn merger, which aims at analysing the general risks of one strategic merger or/and the following implementation process.

To address the scale mountain pine beetle (MPB) outbreak in British Columbia, salvage has become fully integrated with timber supply strategies. The objective of this thesis is to assess the economic impact of different salvage strategies depending on different attack levels, decay rates, and stakeholder discount rates. The study area is located in N.E. British Columbia where the MPB has not yet reached its peak and where susceptible to attack stands account for 40% of the area. Salvage strategies were modelled with a timber supply model (Woodstock) which uses a linear programming type II optimization approach. Performance of the model was assessed over a range of indicators such as NPV, profit, salvage proportion, species composition, inventory levels, and non-recoverable volume. Sensitivity analyses were conducted on harvest flow, discount rate, and ending inventory. The model was very sensitive to the intensity of attack and less sensitive to the decay level. The high level of attack resulted in large volume losses, mostly as un-salvaged inventory. Although allowable annual cut (AAC) uplifts have an economic benefit, they do not necessarily maximize the salvage of pine. Non-pine species are an important component of the salvage and these species are also essential for the future timber supply. If the objective is to ensure quality and quantity of the future forest, policies have to complement AAC uplifts by strongly encouraging the salvage of mainly pine-leading stands and management options that minimize the “by-catch” of non-pine species and minimize destruction of advanced regeneration during salvage. However, this has an opportunity cost for the private industry where the objective is to maximize profit. If the salvage strategy focuses on decreasing the impact on cash flows, achieving desirable ending inventory levels, avoiding salvage of stands after shelf-life, and reducing impact on non-attack species, then the current harvest level will likely lead to a mid-term timber supply fall-down. Using the fibre for bioenergy production is an alternative if managing for bioenergy can be integrated into harvest operations. However, unlike mill residues, the bioenergy supply has to fully account for harvest and transportation costs of dead wood to the mill.

This paper is a report on the research undertaken to evaluate the implementation of the Urban Renewal strategies that the City of Johannesburg adopted for the CBD renewal through the Blue IQ. The study was restricted to the views expressed by the general community, business community, Johannesburg Development Agency (JDA). Johannesburg Housing Company (JHC), Blue IQ, Gauteng Development Agency and Gauteng Economic Development Agency (GEDA), which are the main role players in the CBD renewal effort. There was administered questioner to the members of the Business and general communities that were randomly picked using the fish bowl method. Interviews were conducted with the senior executive staff of JDA. Blue IQ, JHC. Statistics derived from the above company s websites was used as well. The results of the study show that the renewal strategy has been largely successful in so far as a number of factors, which have contributed to the CBD decay such as poor infrastructure and slumps. There have also been considerable efforts to address acute shortage of parking space by private partners such as financial institutions. Although crime has decreased it is still posing a serious challenge as most people still consider the CBD high risk. However there is still a room for improvement, which includes: the enhancement of safety and security, the infrastructure maintenance policy and the enforcement of the municipality by laws and town planning scheme. Overall the strategies have also improved the economic performance of the city significantly though unemployment still remain high with the ever increasing number of people coming to seek opportunities.

The issue of villages and neighborhoods at risk of abandonment is a common topic in many Mediterranean regions and is considered as a strategic point of the new European policies. The progressive abandonment of inland areas, with phenomena of emigration and fragmentation of cultural heritage, is a common trend in countries characterized by economic underdevelopment. This leads to the decay of architectural artifacts and buildings and problems with land management. Some aspects of this issue are also found in several urban areas. The goal of this research work is collecting international debates, discussions, opinions and comparisons concerning the analysis, study, surveys, diagnoses and graphical rendering of architectural heritage and landscape as well as demo-ethno-anthropological witnesses, typological-constructive stratifications, materials and technologies of traditional and vernacular constructions of historic buildings.

From the late Sixties on, industrial development in Italy evolved through the spread of small and medium sized firms, aggregated in district networks, with an elevated propensity to enterprise and the marked presence of owner-families. Installed within the local systems, the industrial districts tended to simulate large-scale industry exploiting lower costs generated by factors that were not only economic. The districts are characterised in terms of territorial location (above all the thriving areas of the North-east and Centre) and sector, since they are concentrated in the "4 As" (clothing-fashion, home-decor, agri-foodstuffs, automation-mechanics), with some overlapping with "Made in Italy". How can this model be assessed? This is the crucial question in the debate on the condition and prospects of the Italian productive system between the supporters of its capacity to adapt and the critics of economic dwarfism. A dispassionate judgement suggests that the prospects of "small is beautiful" have been superseded, but that the "declinist" view, that sees only the dangers of globalisation and the IT revolution for our SMEs is risky. The concept of irreversible crisis that prevails at present is limiting, both because it is not easy either to "invent", or to copy, a model of industrialisation, and because there is space for a strategic repositioning of the district enterprises. The book develops considerations in this direction, showing how an evolution of the district model is possible, focusing on: gains in productivity, scope economies (through diversification and expansion of the range of products), flexibility of organisation, capacity to meld tradition and innovation aiming at product quality, dimensional growth of the enterprises, new forms of financing, active presence on the international markets and valorisation of the resources of the territory. It is hence necessary to reactivate the behavioural functions of the entrepreneurs.

Bill Morrison’s Decasia (2012) and Peter Delpeut’s Lyrical Nitrate (1991) are collage works made up of decayed silent-era film fragments. The films approach sound in contrasting ways: Lyrical Nitrate uses old 78 rpm recordings of operatic music as musical accompaniment to its decayed images, whereas Decasia uses a specially commissioned score and exists not only in DVD format but also as an elaborately staged performance piece. This chapter is an investigation of the role of the soundtrack within both films’ repurposing strategy, comparing and contrasting their sonic approaches, using a Chion-esque idea of “audio-vision” in an effort to understand their aesthetic workings. Despite the material heterogeneity of film sound and film image, the spectator takes in the experience as a synthesis. Yet beyond representational strategies the materiality of sounds and images in the pre- and postdigital ages is arguably the subject of exploration unifying this comparative analysis.

‘The art of free society’, A.N. Whitehead declares in his essay on symbolism, is fundamentally dual. It consists of both ‘maintenance of the symbolic code’ and a ‘fearlessness of [its] revision’. This tension, on the surface paradoxical, is what Whitehead believes will prevent social decay, anarchy, or ‘the slow atrophy of a life stifled by useless shadows’. Bearing in mind Whitehead’s own thoughts on the nature of symbolism, this chapter argues that the figure of the creature has been underappreciated in his work as a symbol. It endeavors to examine and contextualize the symbolic potency of creatureliness in Whitehead’s work, with particular attention directed toward the way the creature helps him to both maintain and revise an older symbolic code. In Process and Reality, ‘creature’ serves as Whitehead’s alternate name for the ‘individual fact’ or the ‘actual entity’—including (perhaps scandalously, for his more orthodox readers) the figure of God. What was Whitehead’s strategic motivation for deploying this superfluous title for an already-named category? In this chapter, it is suggested that his motivation was primarily poetic (Whitehead held the British romantic tradition in some reverence) and so, in this sense, always and already aware of its rich symbolic potency.

AbstractThe microbiota present in cultural heritage objects, made by diverse inorganic and organic materials and inserted into particular environment, represents a complex and dynamic ecosystem composed by bacteria, cyanobacteria, fungi, algae and lichens, which can induce decay by biological mechanisms. To control the microbial growth several methods are being applied such as mechanical and physical processes and chemical biocides. However, these methods have several weaknesses like be dangerous to handle, material incompatibility or produce environmental and health hazards. Therefore, the identification of effectively biodeteriogenic agents and the design of mitigation strategies directed to these agents without prejudice to historical materials, to the environment and to operators, taking into account the microbial community’s dynamics, is an important challenge to control biodeterioration of cultural heritage. Bacteria, in particular Bacillus spp. are worth for the creation of new green biocides solutions because they produce a great variety of secondary metabolites including ribosomally and non-ribosomally synthesized antimicrobial peptides, known to possess antagonistic activities against many biodeteriogenic fungi and bacteria. The discovery of new safe active compounds and green nanotechnology for direct application in cultural heritage safeguard can in a close future contribute to potentiate a new generation of biocides and safe sustainable methods for cultural heritage.

The SHAPEecosystem strategy for youth entrepreneurs introduces youths’ internal domains as the cornerstone and starting point of creating an entrepreneurial ecosystem, referred to as the SHAPE YES Network (youth entrepreneur support network). It starts by maturing a relationship with oneself through fostering an entrepreneurial heartset, mindset, and handset. In other words, the entrepreneurial heart, head, and hand—the Triple H of Entrepreneurship.

AbstractThe building reuse can reduce both consumption of non-renewable resources and production of construction and demolition waste, preserving the architectural and constructive culture. The progressive depopulation of the European inner areas is an opportunity to discuss the potential of reuse and sustainable adaptation of extensive heritage sites to cope with abandonment processes. The study of depopulation processes, as well as the investigation of case studies, allows to analyze the main strategies implemented to regenerate and repopulate abandoned inner areas, to highlight successful approaches and intervention criteria. In this scenario, “smart shrinkage” emerges as a powerful strategy to systemize resources and values embedded in the territories. On the basis of the economic-territorial interpretation of the performance decay process of buildings and settlement systems, developed by the research group of the Universities of Sassari and Catania, the paper proposes a multi-scale methodological approach for the evaluation of enhancement strategies and technological upcycling. The research links building performance with the urban and territorial values, integrating the Performance-Based Building Design in an axiological approach based on the solidarity between functions and values, referring to the economic category of human and urban capital. The model is tailored to the characteristics of Sardinia, the Italian region with the strongest population shrinkage in inner areas. The result is an analysis-evaluation-programming model, based on an iterative process of information/decision-making, allowing to steer intervention strategies toward a balance between the rehabilitation of the built environment and the enhancement of cultural and environmental resources, offering new opportunities for socioeconomic development.

AbstractUnder the inspiring and aspiring title: Paving the way for pushing and pursuing a “one for all, all for one” triple transition: social, green, and digital: The Three MuskEUteers, a group of remarkable co-authors and contributors have developed radically new forward-looking visions, principles, approaches, and action recommendations for an attuned indivisible social, green, and digital transition.The triple transition is aimed at helping humanity gather around a life-sustaining purpose, as opposed to life-destroying one in terms of wars of all kinds (military, economic, political, etc.); nature decay and wreckage (carbon footprint, plastic pollution, soil poisoning, etc.); human alienation (favelas, homeless persons, refugee camps, child malnutrition, poverty, exclusion of any kind); and geographic imbalances with empty rural spaces and overcrowded megacities (creating difficult access of rural and/or remote population to care, health, and other essential services; difficulty of urban population to contact with natural environments).The work highlights the urgent need to speed up a third social transition (Within this social transition dimension we understand the socio-cultural scope as any social shift implies a cultural transition and vice versa, with its very deep implications.), in addition to the green and digital transitions more widely recognised by the international community. Innovation, or a European industry-led twin transition aiming for climate neutrality and digital leadership, cannot be supported without a firm, responsive, responsible social and environmental engagement. Neither is it possible to tackle a JUST triple transition which is not firmly rooted in worthwhile human development, underpinned by the Sustainable Development Goals. And none of these transitions can go separately and/or isolated; they all need to intertwine around the notion of (more, firmer, and determined) just transition.European society is presented as a huge “co-laboratory” for this “all for one, one for all” boundaryless triple transition to respond to the urgent radical changes demanded by humanity and by the planet. The chapter proposes a radically new vision to pursue a non-explored transformative way to ideate, design, develop, and deliver science, innovation, and collaboration through experimentation and learning, and throughout multi-stakeholder engagement from the n-helix spectrum. It proposes systemic innovation tactics for the “how” (green, techno-digital), for the strategic “what” (green, social), for the purposeful “why” (green, social), and for the operational “how best” (green, social, techno-digital) within the governing principles of eco-centric society. This encompasses: Courageous goal-aligned alternatives, as a shift to new (yet ancient) principles of eco-centric rather than ego-centric behaviour. The adoption of a “complex system mind-set” to build up dynamic, context-sensitive, and holistic approaches to co-design mission and purpose-driven actions, outcomes, outputs, and no-harm impacts. Abstract Wight analyzed nine meanings of “the balance of power” in international politics: “an even distribution of power,” “the principle that power ought to be evenly distributed,” “the existing distribution of power,” “the principle of equal aggrandizement of the Great Powers at the expense of the weak,” the principle of keeping “a margin of strength,” a “special role in maintaining an even distribution of power,” a “special advantage in the existing distribution of power,” “predominance,” and an “inherent tendency of international politics to produce an even distribution of power.” Three sources of confusion complicate assessments: “the mutability and inconstancy of the metaphor,” “the overlap between the normative and the descriptive,” and the fact that pertinent judgments “cannot be detached” and are “necessarily subjective.” In the two centuries after the Treaty of Utrecht in 1713, “the balance of power was generally spoken of as if it were the constituent principle of international society, and legal writers described it as the indispensable condition of international law.” Kant, Cobden, and others nonetheless found grounds to decry it. Oppenheim’s international law texts in 1905 and 1911 presented the balance of power principle as “indispensable” for international law, but in post-First World War editions it was replaced by the League of Nations and other new organizations. After the Second World War and the outbreak of the Cold War the balance of power became “once more a respectable and indeed indispensable part of the diplomatic vocabulary, and an object of almost metaphysical contemplation by the strategic analysts.”

<div class="section abstract"><div class="htmlview paragraph">If a car is braked frequently or at high speed, the thermal decay of brake system performance appears, which reduces the braking performance of the car. To compensate brake moment reduction during braking at thermal decay of brake system, a compensation strategy of brake moment is designed by using “feedforward +PID feedback” to pressure at wheel braking cylinder. The trigger and exit conditions of the strategy for the wheel cylinder pressure are proposed based on the threshold. A vehicle model consisting braking system is established if a vehicle runs at straight line, and the braking distance and braking acceleration are estimated, the results shown that the thermal decay compensation control strategy proposed in this paper can reduce the braking distance and braking time. A braking system experiment if a car runs at straight line is carried out, it demonstrates that if temperature of a disc brake is higher than 300°C, the thermal decay will occur, and friction coefficient decreases by 16.7% compared with the nominal friction coefficient. Brake thermal decay compensation strategy proposed in this paper can enhance braking safety performance if thermal decay happens.</div></div>

In this article an advanced fuel cycle for pebble bed reactors is introduced that can safely and efficiently incinerate pure reactor-grade Pu [Pu(LWR)], thereby fulfilling the bulk of the GNEP waste incineration requirements. It is shown below that the very high fissile content of the Pu(LWR)-fuel enables it to convert practically all of the 240Pu to 241Pu and incinerate it. Since the fuel contains no 238U, no fresh 239Pu is produced. The 239Pu is reduced in-situ by 99.5% and the 240Pu by 97.6%. The only significant fissile isotope remaining is 241Pu, however, it will decay with a half life of 14.4 years to the fertile 241Am by β-decay.

Abstract Accurate predictions with quantifiable uncertainties are essential to many practical turbulent flow applications exhibiting extreme geometrical complexity and broad ranges of length and time scales. Under-resolved computer simulations are typically unavoidable in such applications, and implicit large-eddy simulation (ILES) often becomes the effective strategy. We focus on ILES initialized with well-characterized 2563 homogeneous isotropic turbulence datasets generated with direct numerical simulation (DNS). ILES is based on the LANL xRAGE code, and solutions are examined as function of resolution for 643, 1283, 2563, and 5123 grids. The ILES performance of new directionally-unsplit high-order numerical hydrodynamics algorithms in xRAGE is examined. Compared to the initial 2563 DNS, we find longer inertial subranges and higher turbulence Re for directional-split 2563 & 5123 xRAGE — attributed to having linked DNS (Navier-Stokes based) solutions to nominally inviscid (higher Re) Euler based ILES solutions. Alternatively — for fixed resolution, we find that significantly higher simulated turbulence Re can be achieved with unsplit (vs. split) discretizations.

Wheat is the most widely grown crop on earth, together with rice it is second to maize in total global tonnage. One of the emerging threats to wheat is stripe (yellow) rust, especially in North Africa, West and Central Asia and North America. The most efficient way to control plant diseases is to introduce disease resistant genes. However, the pathogens can overcome rapidly the effectiveness of these genes when they are wildly used. Therefore, there is a constant need to find new resistance genes to replace the non-effective genes. The resistance gene pool in the cultivated wheat is depleted and there is a need to find new genes in the wild relative of wheat. Wild emmer (Triticum dicoccoides) the progenitor of the cultivated wheat can serve as valuable gene pool for breeding for disease resistance. Transferring of novel genes into elite cultivars is highly facilitated by the availability of information of their chromosomal location. Therefore, our goals in this study was to find stripe rust resistant and susceptible genotypes in Israeli T. dicoccoides population, genotype them using state of the art genotyping methods and to find association between genetic markers and stripe rust resistance. We have screened 129 accessions from our collection of wild emmer wheat for resistance to three isolates of stripe rust. About 30% of the accessions were resistant to one or more isolates, 50% susceptible, and the rest displayed intermediate response. The accessions were genotyped with Illumina'sInfinium assay which consists of 9K single nucleotide polymorphism (SNP) markers. About 13% (1179) of the SNPs were polymorphic in the wild emmer population. Cluster analysis based on SNP diversity has shown that there are two main groups in the wild population. A big cluster probably belongs to the Horanum ssp. and a small cluster of the Judaicum ssp. In order to avoid population structure bias, the Judaicum spp. was removed from the association analysis. In the remaining group of genotypes, linkage disequilibrium (LD) measured along the chromosomes decayed rapidly within one centimorgan. This is the first time when such analysis is conducted on a genome wide level in wild emmer. Such a rapid decay in LD level, quite unexpected for a selfer, was not observed in cultivated wheat collection. It indicates that wild emmer populations are highly suitable for association studies yielding a better resolution than association studies in cultivated wheat or genetic mapping in bi-parental populations. Significant association was found between an SNP marker located in the distal region of chromosome arm 1BL and resistance to one of the isolates. This region is not known in the literature to bear a stripe rust resistance gene. Therefore, there may be a new stripe rust resistance gene in this locus. With the current fast increase of wheat genome sequence data, genome wide association analysis becomes a feasible task and efficient strategy for searching novel genes in wild emmer wheat. In this study, we have shown that the wild emmer gene pool is a valuable source for new stripe rust resistance genes that can protect the cultivated wheat.
