Resumen
Internationale verslaggevingregels verlangen dat ook in de publieke sector geconsolideerde jaarrekeningen worden opgesteld. In de Nederlandse praktijk is consolidatie niet aan de orde. In dit artikel wordt betoogd dat consolidatie een kleinere groep gerelateerde partijen betreft dan waar nu al verantwoording over moet worden afgelegd. Bovendien gaat consolidatie voorbij aan de beperktere verantwoordelijkheid voor gerelateerde partijen in de publieke sector ten opzichte van de impliciet in de private sector veronderstelde integrale eindverantwoordelijkheid van de consoliderende instelling. Tegelijkertijd wordt vastgesteld dat de roep om betere fi nanciële informatie over gerelateerde partijen terecht is en wordt hiervoor een voorstel gedaan.

Resumen
In dit artikel wordt de ‘of/of-relatie’ tussen beheersing en vertrouwen ter discussie gesteld. Er wordt betoogd dat beheersing en vertrouwen elkaar beïnvloeden: beheersing kan niet zonder vertrouwen en vertrouwen kan niet zonder beheersing. Aangegeven wordt dat het contract en de daarin beschreven beheersingssystemen het legitieme wantrouwen tussen de partijen van een uitbestedingsrelatie dient te compenseren om op dit fundament vertrouwen te kunnen opbouwen. Het artikel beschrijft op welke wijze de partijen door middel van een cognitief proces van relationele signalering in staat zijn vertrouwen op te bouwen. In dit proces maken de partijen gebruik van accountinginformatie die zij ontlenen aan de formele beheersingssystemen uit het contract. Hiermee toont het artikel aan dat formele beheersingssystemen en de daarin besloten accountinginformatie niet alleen een rol spelen bij het voorkomen van opportunistisch gedrag, maar ook bij het opbouwen van vertrouwen. Accounting, beheersing en vertrouwen kunnen in onderlinge samenhang bijdragen aan een stabiele en duurzame uitbestedingsrelatie.

Gerrymandering is the process by which parties manipulate boundaries of electoral districts in order to maximize the number of districts they can win. Demographic trends show an increasingly strong correlation between residence and party affiliation; some party’s supporters congregate in cities, while others stay in more rural areas. We investigate both theoretically and empirically the effect of this trend on a party's ability to gerrymander in a two-party model ("urban party" and "rural party"). Along the way, we propose a definition of the gerrymandering power of a party, and an algorithmic approach for near-optimal gerrymandering in large instances. Our results suggest that beyond a fairly small concentration of urban party's voters, the gerrymandering power of a party depends almost entirely on the level of concentration, and not on the party's share of the population. As partisan separation grows, the gerrymandering power of both parties converge so that each party can gerrymander to get only slightly more than what its voting share warrants, bringing about, ultimately, a more representative outcome. Moreover, there seems to be an asymmetry between the gerrymandering power of the parties, with the rural party being more capable of gerrymandering.

Resumen
This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local elections at the sub-national sphere follow the partisan model. Whilst there were no examples found where countries shifted from partisan to non-partisan elections at the local government level, the literature notes that decentralisation policies have the effect of democratising and transferring power and therefore few central governments implement it fully. In Africa decentralisation is favoured because it is often used as a cover for central control. Many post-colonial leaders in Africa continue to favour centralised government under the guise of decentralisation. These preferences emanated from their experiences under colonisation where power was maintained by colonial administrations through institutions such as traditional leadership. A review of the literature on non-partisan elections at the local government level came across three examples where this occurred. These countries were: Ghana, Uganda and Bangladesh. Although South Africa holds partisan elections at the sub-national sphere, the election of ward committee members and ward councillors, is on a non-partisan basis and therefore, the ward committee system in South Africa is included as an example of a non-partisan election process in the review.
