According to the Department of Homeland Security, Office of Immigration Statistic, California accounts for approximately 2,600,000 illegal immigrants in 2009. This number represents about 25 percent of the entire estimated illegal immigrant population in the United States, which is roughly 10.8 million. Between 2003 and 2008, the U.S. government removed 1,446,338 noncitizens from the United States. This rise in deportation is a result o the changes that have been enacted by the federal government over the years that transformed the nature of immigration enforcement. This thesis explores the California Immigration Enforcement system from the programs established to apprehend illegal aliens in the United States, the rights illegal aliens are granted, the detention facilities where they reside and the immigration courts that ultimately decide their fate. The question that is being asked is whether the current system established works or if reform is needed.

Resumen
Since the passing of Proposition 47 in California in 2014, drug court programs across the state have invariably undergone changes. In my thesis, I evaluate the drug court programs of three counties in Southern California: Orange County, Los Angeles County, and Riverside County. Through a qualitative analysis of the drug court programs in these counties, via interviews, data collection, and courtroom observation, I provide insight into the functionality of each county's program, as well as an analysis of the effects of Proposition 47. This paper aims to address the key factors involved in maintaining a functional and successful drug court system.

Over the last fifty years, California has become one of the largest jailers in the world, incarcerating nearly 128,000 men and women on a $10.5 billion budget. The prison population has rapidly risen over this period, resulting in overly crowded, chaotic prisons and jails that became increasingly difficult to manage. As correctional officers and officials lost control over the prison social order, inmates looked to themselves and created a new set of social norms through race-based gangs. What began with the formation of the Mexican Mafia in 1957 now dictates prison social life, where racially segregated cells, cafeterias, yards, and gyms are the new norm. In an attempt to manage this new social structure, the California Department of Corrections and Rehabilitation unofficially employed the use of racial segregation during the intake process for prison housing. The practice was challenged and eventually overruled in the 2005 Supreme Court decision Johnson v. California, but the State continues to struggle with compliance on multiple fronts. This thesis examines the history and development of race-based gangs in California in an attempt to understand how to manage the racially segregated world of prisons today. It finds that tensions between the courts, the State, and the inmates are ultimately perpetuated by the continuance of racially segregation policies, and it will ultimately take the political will of Department officials to eliminate race-based gangs and enact cultural change.

The state of California has one of the largest and most violent gang populations in the United States. Although there have been a variety of anti-gang measures and policies enacted by local and state governments, none have been more effective than the Civil Gang Injunction (CGI). This civil action prohibits certain street gangs, and their members, from participating in activities that would otherwise be considered lawful. In order to obtain an injunction a prosecutor must demonstrate to the court that the gang is engaged in ongoing criminal conduct and represents a public nuisance to a geographically defined area. When a neighborhood is under an injunction, not only is police presence in the area increased but officers are also given more freedom to investigate and apprehend gang members who are suspected to be in violation of the terms. As this thesis will argue, injunctions, when used correctly, have proven to be an effective weapon in diminishing the influence of territorial street gangs on community well-being. When used incorrectly, however, they often only provide a temporary fix to a long-lasting problem. They also have been known to contribute to an increase in crime in neighboring areas, an increased number of wrongful arrests, and in some cases they have promoted criminality amongst young people. To explore the efficacy of injunctions, this thesis will focus on three empirical studies that cover a period from 1993 to 2003, when the rates of gang-related violence were at an all-time high and injunctions became the primary tool for City and District Attorneys to combat the nuisance. Two of these studies argue that injunctions have a positive impact on violent crime statistics, whereas the third concludes that they do not. By comparing these conflicting pieces of quantitative evidence, this thesis aims to gauge the actual effect of injunctions on crime rates and weigh the perceived benefits of this measure against its unintended negative effects.

Resumen
The purpose of the project is to develop and evaluate a writing unit that could be used to teach adult students in a drug court program. The project is based on theories behind narrative therapy, its use in the treatment of persons with addiction problems, and how the reframing of students' own life stories through writing can bring about change. By using writing prompts as both therapeutic and educational tools, the author hoped to improve the students' life-coping skills and their writing abilities. The unit consists of paragraph writing, essay writing, reflective writing that focused on past events, and using computers to compose and format texts. The author evaluated a preliminary draft of the unit by submitting it to four education professionals with a questionnaire. Data was also collected from the author's students by means of surveys, interviews, and writing samples. Feedback from the professionals and the students guided the revision of the unit. The questionnaire, survey, and interview questions used in the project and the preliminary and final revised drafts of the teaching unit are included.

Late Permian kuroko-type mineralization in the Bully Hill area of the East Shasta district formed along two horizons within the Bully Hill rhyolite. In the Bully Hill, Rising Star, and Copper city mine areas, syngenetic mineralization is underlain by alteration zones characterized by addition of SiO₂ and K₂O, loss of NaCO, CaO, and Fe₂O₃* , and the assemblage quartz + sericite + pyrite. Quartz precipitation in the upper portion of the zones led to cyclic sealing of fluid flow, rupturing of the seal, quartz supers aturation, focused fluid discharge, and formation of sulfide mounds on the seafloor. Syngenetic mineralization occurred in several stages: (1) deposition of fine-grained banded sulfides and gangue; (2a) recrystallization of Stage 1 minerals, and void-filling by pyrite + weakly chalcopyrite-diseased sphalerite ± barite; (2b) deposition of coarsely-crystalline pyrite + heavily chalcopyrite-diseased sphalerite; (3a) void-filling and replacement by galena + chalcopyrite + tetrahedrite-tennantite; (3b) replacement by chalcopyrite; and (4) replacement by barite. ΣSO₄⁼ and H₂S contents of hydrothermal fluids decreased from Stages 2a to 3a. δ³⁴S values of sulfides increased successively from Stages 1 (-15.8 per mil) to 3a (3.0 per mil), reflecting variable inputs of biogenic sulfur and deep-seated fluid evolution. δ³⁴S values of syngenetic barites range from 12.4 to 22.5 per mil, reflecting cold seawater and hydrothermal sulfur sources, respectively. δ³⁴S values of epigenetic pyrite and barite within the alteration zones range from -0.7 to 2.7 per mil and 12.4 to 24.1 per mil, respectively. Primary and pseudosecondary fluid inclusions in epigenetic minerals have filling temperatures of 240 to 260 °C and salinities of 3 to 12.3 equivalent weight percent NaCl. Lower limits of fluid salinities and δ³⁴S values of barite indicate that seawater was a primary component of the hydrothermal fluid, and that seawater also mixed with discharging fluids on the seafloor. High fluid salinities, the lack of a silica source, and the close link of magmatism with mineralization indicate that magmatic fluids may have been an important component of the hydrothermal fluids.

The purpose of this study, the first of its kind, was undertaken in order to provide an initial description of the various Court and Community School/Day Center programs found within the State of California. Similarities and differences were delineated. A survey was distributed to the 52 counties within California that operated Court and Community School/Day Center programs during the 1993-94 school year. The major areas studied were: (1) curriculum, (2) curriculum development, (3) program philosophy, (4) student assessment, (5) program location, (6) administrative backgrounds, (7) teacher choice, induction, and evaluation, (8) discipline philosophy, (9) student traits, (10) student counseling services, and (11) community agency partnerships. Analysis of the findings indicated that although California Court and Community School/Day Center programs are alternative placements for at-risk students, the strategies implemented were similar to mainstream educational programs. There was evidence to support the notion that many of these educational programs were beginning the implementation of several alternative strategies in all areas; however, California Court and Community School/Day Center programs above all else may not be as alternative as the name suggests.

Plant indicator species and longitudinal paleobotanical data were used as independent measures to document the human ecological record of the contact period in southern Marin County, California. These data suggest that archaeological and documentary records are insufficient for examining changes in land management and use during the contact period. Prior to A.D. 1579, Western Miwok peoples had not encountered Europeans face to face. This early phase of the contact period is marked the possible introduction of New World species through passive cultural vectors. Two brief encounters occurred between the Miwok and Europeans between A.D. 1579 and 1775. Introduced and weedy plant species from fossil samples appear to confirm these encuentros and confirm the archeological evidence for intermittent contact during the second phase of the contact period. Modern and fossil pollen samples suggest that the intensity of human disturbance is geographically stratified and related to exploration, procurement, and management of specific resources. Coastal prairie, the redwood forest, and Bay salt marshes were the most affected by the second phase of the contact period. Shifts in vegetation diversity and increases in the numbers of introduced and weedy species were compared between ruderal and undisturbed contexts. These data were used as analogs to monitor the final phase of contact between A.D. 1775 to 1817. Hypotheses derived from ethnohistoric and ethnographic sources that suggest rapid shifts in land management practices and changes in plant representation were corroborated by some pollen data. Specifically, the ecological responses to the suppression of anthropogenic burning, changes in land tenure and parcelization, and the initiation of grazing and logging practices were examined. The cumulative impacts of introduced plants, shifts in land management from Miwok to Euroamerican-dominated resource procurement and subsistence practices, and ecological responses of plant species suggests that the contact period might better be defined on ecological terms rather than by purely material cultural or ethnographic definitions. In southern Marin, paleobotanical data provide a measurable indication of the ecological character of the pre-contact landscape and the cultural processes that effectively altered its character during the contact period.

Groundwater in portions of Orange County exhibits a characteristic color attributed to the presence of naturally occurring organic matter. Dissolved organic carbon, largely in the form of humic and fulvic acids, is found at concentrations ranging from 0.3 mg/L to 14.4 mg/L. Organic rich strata is believed to be the source of dissolved organic carbon (DOC). Removal of DOC from groundwater is necessary to reduce water color and trihalomethane formation potential (THMFP). Organic carbon characteristics such as average apparent molecular weight and carboxylic acidity appear to effect groundwater treatability and THMFP. Increased organic carbon removal efficiency was realized with decreasing carboxylic acidity and lower apparent molecular weight organic carbon appears to contribute a greater amount of THMFP per milligram groundwater DOC. Alum coagulation was consistently more successful in removing DOC from solution while ozone oxidation achieved the greatest reduction in sample reactivity.

This Thesis is a proposal for a prototypical hillside housing community in Los Angeles, California. As a prototype it is responsible for setting an architectural precedent. In this effort, the Thesis continues with focus on issues of construction methodology, urban planning, and land use relationships concerning the present city. Being clear and uncomplicated is the driving force of this architectural process. On the horizon is the 21st Century. Architecture has become increasingly convoluted rather than enlightened. Here, I have focused my attentions on developing a technologically based, material-driven, compassionate solution to answer the issue of housing on the hillsides of Los Angeles. I have realized a clear system of building using uncomplicated technology and material. However, as demonstrated, this system of building provides only an envelope for space definition. It becomes the architectural precedent, a canvas, through which the inhabitant can define his existence. Enlightened limitations.

Veterans treatment courts (VTCs) and agencies that work with veterans experiencing posttraumatic stress and substance use disorders have been unable to provide evidence-based treatment that includes veterans' families in recovery and treatment. This limitation has resulted in treatment gaps that appear to have had an adverse impact on veterans and their families. The purpose of this qualitative content analysis was to examine the formulation of AB 2371, a 2012 legislative amendment to California code PC 1170.9, and evaluate whether lawmakers considered family-oriented treatment in passing the amendment. Schneider and Ingram's theory of social construction of target populations constituted the theoretical foundation. The focus of the central research question was on the consideration given during the formulation and implementation of AB 2371 that resulted in exclusion of families from eligibility for treatment in VTCs. Data consisted of publicly available documents from 4 years before and 2 years after enactment of AB 2371. Data were collected and analyzed in a manner consistent with Dunn's policy analysis framework. Data were analyzed through selective coding using a continuous, iterative process and were critically evaluated to determine whether legislative and administrative considerations may have affected the social construct of care for veterans and their families. Findings show that children and families were not considered in the initial policy inputs related to the formulation of AB 2371. A recommendation stemming from this study includes advising policy makers, VTCs, and service providers to support the inclusion of families and children in the VTC service matrix, which may result in positive social change by improving recovery and treatment for veterans.

The quantitative study attempted to examine the barriers and challenges of grandparents raising grandchildren. The primary focus is to explore the problems and concerns to determine what are the specific needs of these redefined families. The researcher employed a questionnaire with some closed and open-ended questions, pertaining to the problems and concerns of custodial grandparents. Twenty-five grandparents in San Bernardino County were interviewed to obtain data regarding this issue. The findings of the study revealed that grandparents and grandchildren both are in need of internal and external resources to enhance, empower and support their inner ability to adjust and cope with their new and often traumatic family transitions.

Vernal pools are temporary aquatic habitats that can be home to dozens of 4 invertebrate species. Unfortunately, over 90 percent of California vernal pool habitat has been destroyed. To better understand the remaining habitat, this study focused on the species community structure of the pools, determined similarity among sites, and the pool characteristics important to survival of these organisms. Vernal pools at four distinct sites in the Sacramento Valley during winter 2012 were sampled for crustaceans and water characteristics every 2 weeks for 14 weeks. Twenty-two species of crustaceans were identified, 13 of which are possibly new species. In this dry, late rainfall year, fairy shrimp and copepods were the first species to emerge in large numbers. Ostracods, Cladocera and clam shrimp experienced large populations later in the season. Temperature showed strong correlations with most species and likely affected growth rates and emergence; conductivity, depth, and surface area were also positively correlated with several species abundance. Understanding the emergence and distribution of these crustaceans is necessary to protection of remaining habitat.

Three psychosocial dynamics were assessed for their effect on role satisfaction among grandchildren: (1) the impact of expanding a household on a limited fixed income, (2) health issues of the grandparent as they apply to stamina, and (3) the interaction with their existing social structure to include grandchildren (adjustments, prioritizing, and social isolation). Sampling included a population of 33 custodial grandparents (age=55 and older; male and female; various ethnicities) and selected from a Grandparents Raising Grandchildren support group in Idyllwild, California. The instrument of this quantitative and qualitative study was an adaptation from the County of Riverside, Department of Mental Health, Children's Department Personal Satisfaction Survey. Survey answers were based on a Likert scale model. Responses from the surveys indicated that the custodial grandparents are satisfied with their roles. However, there are sufficient data to suggest there is a need to increase quality of life and custodial role satisfaction.

Morbidity data for chlamydia {CT) and gonorrhea (GC) reported to San Joaquin County (SJC) Department of Health Services (DHS) from 1997 to 2006 was analyzed to geographically locate high risk areas and populations. The largest city in SJC is Stockton, which had the highest incidence rates and highest rates of repeat infections per population, and therefore is the primary focus of this analysis. Rates were determined by dividing the number of infections per census tract by the census 2000 population of each tract. Maps were made first for incidence (cumulative and annual), then for repeat infections, and then coinfections. Census tracts that continually showed high rates of infections were then mapped at the block level to locate more focused areas of infection. Demographic characteristics such as age, gender, race/ethnicity, incarceration, and poverty provided information on the high risk population. Case information was also examined by provider location and the treatment administered. By examining the population characteristics with the highest risk, along with the geographic location, outreach efforts by SJC DHS were far more focused and productive at targeting the core transmissions groups. Investigates kin caregiver's perceptions about social workers and child welfare agencies they worked with in caring for court dependent relative children who are/were placed in their care. A stratified random sample from 150 interviews of kin caregivers with dependent relative children maintained by San Bernardino and Riverside County Child Protective Services allowed for qualitative analysis of interview responses that related kin caregiver's perceptions of social workers and social service agencies. Results indicate that some relative caregivers were satisfied with the support they received from social workers/agency staff, while others did not feel supported at all.

A study is presented which describes and evaluates the groundwater resources of Mammoth Lakes, with an emphasis on the aquifer characteristics of the primary hydrogeologic unit. The boundaries of the study area are roughly coincident with the limits of the Town of Mammoth Lakes, Mono County, California. Groundwater-level measurements, aquifer test results and pumpage records are analyzed in relation to the local geologic framework. Drawdowns due to pumpage are examined, and used to estimate the long-term aquifer characteristics. The comparison of aquifer parameters calculated from long term and short-term pumping periods provides the basis for determining the sustainable pumpage of wells. Due to the nature of groundwater occurrence, and the presence of hydrologic boundaries, the amount of groundwater in storage is limited. Therefore, groundwater development must be based on groundwater inflow and other sources of recharge, as opposed to withdrawing groundwater from storage over the long term.

For the second time in two decades, the Yuma County Citrus Pest Control District has been successful in eradicating an infestation of California Red Scale in a commercial citrus grove within its boundaries. The first infestation, found in 1973, was declared eradicated in 1980. The latest infestation was found in 1984 and will be eradicated in record time. Eradication can be declared early next year after the third series of three sprayings each.

This study considers the role of the forest ecosystem in Trinity County, California's economy. I seek to better understand the natural resource-based economy of a national forest-proximate community by creating a framework that describes the resource flows into and out of Trinity County and guides ecosystem services valuation within the County. Thus, this study examines the monetary benefits that ecosystem functions create through delivery of goods such as water, energy, and timber and also estimates the value of services, such as recreation, carbon sequestration, and amenity value. Finally, this study examines how money is spent to maintain the ecosystem functions that create these goods and services, such as who pays to maintain water collection and filtration capacity or habitat. Ultimately, this study offers insight into opportunities and limitations for ecosystem services valuation at the county level, and considerations for future attempts to value ecosystem services.

The purpose of this project was to design a series of self-directed learning modules for enrollees in the Women, Infants, and Children (WIC) program in Riverside County, California. The WIC Program is a supplemental nutrition program that, among other things, provides participants with nutrition education to help them understand the health benefits of choosing more nutritious food. This project features information concerning the problem of food insecurity, the nutrition education of low-income women and children in the WIC program, and the characteristics of adult learners. The objective was to examine the WIC participants' comprehension and willingness to use self-directed learning modules as a nutrition education supplement.

This investigation was undertaken to determine if there were morphologic characters that would allow rapid field identification of Allium tribracteatum Torrey and A. obtusum Lemmon, or if, in the absence of such characters, it would be possible to separate the two species on the basis of plant associations that might be unique to each. Allium tribracteatum is restricted or nearly restricted to volcanic soils of the Mehrten Formation in Tuolumne County, California and is a species of concern to the United States Forest Service because of this restricted distribution. Allium obtusum, on the other hand, is found both on the Mehrten Formation and on other soil types in the Sierra Nevada and has a much wider geographic distribution. I found that the only reliable way to differentiate the two species morphologically was by the cell pattern on the bulb coats, a difficult characteristic to ascertain in the field. However a number of species of vascular plants were found that were associated only with one or the other of the species in question and were reliable indicators of the Allium species identity. Environmental impacts facing Allium tribracteatum include winter recreation activities, illegal off highway vehicles, power line maintenance, seasonal wood cutting, some livestock grazing, and activities associated with the Bald Mountain Helitack fire base. Currently, these activities have minimal impacts on the Allium tribracteatum populations.

The number of California vernal pools and vernal lakes are diminishing. Through the present study, this investigator hopes to increase the understanding of vernal pool biota, as well as the awareness that these unique habitats need protection. Other studies of California vernal pools have emphasized their flora, their plankton and their physicochemical aspects. The purpose of this investigation is to survey the insects and other macrofauna found in two vernal lakes of eastern Stanislaus County, to examine the phenology of the insects within one of these lakes, and to compare the insect taxa found in these vernal lakes to those reported from studies of similar vernal pools.

Resumen
The purpose of the Historic Structures Report on the Caspar Woods one-room schoolhouse is to document the structure and provide information for its preservation and restoration. Built in 1915 by the Caspar Lumber Company, it is an excellent example of a one-room schoolhouse. Constructed during a period of reform in the education movement the Caspar Woods schoolhouse exemplifies the movements ideal of a standardized school building. This schoolhouse also has a unique feature of having been built on a support structure of skids and beams. This allowed i t to be moved i n three sections to different logging camps.The Historic Structure report looks at the history of this one-room schoolhouse, the Caspar Lumber Company and local factors that influenced the building if this school. The report also documents the existing condition of the building and provides suggestions for its preservation and restoration.
