Texto completoSub-Saharan African countries have been facing a financial, economic and social situation particularly difficult. Following the example of many other countries of the world, the government is not able to satisfy the needs and aspirations of the populations any more. Public administration reforms projects strictly linked to the Structural Adjustment Programs (SAP), have been multiplicated all over the continent They are created in order to stabilize the public management by the rationalization, increasing performance and achieving better results. Some missions taken by the government have been delegated to local organisations so that the government cin focus on the fundamental functions of the State. In Cote d'lvoire too, the experiences of public administration reforms began in 1990, causing massive layoffs of public workers. In 1999, the temporary agents' loyofft has needed a policy of reconversion through the outsourcing of publics services. Considering the critics about the opportunity of this new mode of management in the Administration, my questions are about the consequences in terms of costs for the government, as well as satisfaction for the beneficiaries and the functioning of the educational institution. In the perspective of organisational sociology and school administration, I will combine several methods of investigation: documentary research, a survey questionnaire passed with several educational actors and some detailed interviews with school's heads. In order to measure the positives effects and the negatives aspects of the outsourcing public'educational services, some indicators will be built. This thesis inquires the effects of a bureaucratic management versus liberal, measuring of outside injunctions

Texto completoThe continental margins of Guinea and east Ivory-Coast associate rifted and transform segments in short distances. The transform features have been created since the early strikeslip motion at the beginning of the equatorial Atlantic. Thus, the margins have kept during all their evolution the marks of sedimentary transfers controlled by continental settling and hummocky topography first and marine sedimentation since the upper cretaceous. Since the time, structural barriers of both margins always induced morphogenic processes differentiation in a vertical plane. The Americans conjugate margins show that the structural framework is not necessarily the predominant criterion for the morphologic characteristics of transform margins. There indeed, the paleoceanographic and paleoclimatologic factors seem to have been very important. Nowadays, the understanding of global environmental systems allows modelling of tropical areas. Hence, the results of such investigations afford a better comprehension of the paleoenvironments, and can finally authorise paleogeomorphologic reconstitutions

Texto completoThe coastline is the subject of a very important economic, social and environmental issue. Its abusive exploitation makes it vulnerable, and exposes it to hazards reducing the hability of coastal ecosystems to preserve and maintain themselves. For the management of its coastline, Côte d'Ivoire has ratified almost all the Conventions and International agreements advocating the integrated management of this area. This objective is not easy to achieve because of this initial management sectorized but also because the fragmentation of skills and the lack of connection between the various issues related to conservation and protection of ecosystems benefits, cultural and economics of coastal areas. The search for coordination and coherence at the institutional, politicaln economic and legal levels is essential. Actions have been led, the adoption in 2014 of the law on the coast and the adoption of the new maritime code. These actions to be perfected must allow everyone to participate and facilitate access to justice
