Literatura académica sobre el tema "Conditions sociales – Guinée"

L’Union européenne comme les pouvoirs publics français peinent à trouver des solutions aux crises agricoles. Le secteur laitier n’échappe pas à la règle. En 2016, quelque 7000 consommateurs français ont activement participé à la coconstruction d’une filière laitière guidée par un objectif social : améliorer les conditions de vie des producteurs. L’innovation repose ainsi sur une nouvelle méthode de fixation du prix de vente du lait conditionné. Nous montrerons par cet exemple ainsi que par d’autres exemples en France que ce type de coconstruction constitue une innovation sociale inversée. Cette dernière tire parti d’un demi-siècle d’apprentissage fondé sur l’institutionnalisation du « caractère équitable » d’un bien, lequel est au coeur du commerce équitable Nord-Sud. Le label « équitable » n’est donc plus réservé aux seuls pays en développement. Nous analyserons également la portée des technologies numériques (TN) qui réduisent la « distance sociale » entre producteurs, implantés au Sud ou au Nord, et consommateurs. Ainsi, les consommateurs peuvent arbitrer à travers les TN, et ce, dans plusieurs filières.

Dans cet article, je propose dem'appuyer sur une évaluation de dysfonctionnement démocratique partagée par de nombreux citoyens. Pour ce faire, je propose d'appliquer la conjecture de Heinz Von Foerster à la société contemporaine. Laconjecturede von Foerster décrit le rapport de causalité circulaire entre une totalité (par exemple, une collectivité humaine) et ses éléments (les individus qui la composent). Elle établit que plus les relations inter-individuelles sont "rigides"plus le comportement de la totalité apparaîtra aux élémentsindividuels qui la composentcomme doté d'une dynamique propre qui échappe à leur maîtrise alors qu'elle sera d'autant plus prédictible par un observateur extérieur.C'est ainsi que je montrerai comment les relations entre les acteurs de nos sociétés sontdominées par le paradigme de l'échange marchand basé sur la quantification, l'équivalence et la liberté des acteurs. D'un point de vue éthique, on ne peut que se féliciter de la liberté ainsi permise. Au-delà du contenu de ce type de relation, je fais l'hypothèse qu'elles ont par nature un caractère rigide et prédictible dans la forme, rencontrant ainsi les conditions d'application de la conjecture de H. von Foerster. Ceci se manifeste par un sentiment régulièrement partagé que la totalité est guidée ou manipulée par un "pouvoir obscur" ou "main invisible". A la recherche de sens, cette perception alimente et justifie les discours populistes et les théories du complot. Cependant, on ne peut se satisfaire de cette explication en invitant les acteurs de l'intérieur à adopter le point de vue de l'observateur extérieur. Les deux objectivités –de l'intérieur et de l'extérieur -se valent selon le point de vue. Il est donc utile de rester au niveau du monde-vécu et d'explorer un angle de vue alternatif. C'est ainsi que l'on peut mettre en rapport la liberté individuelle permise par le marché vis-à-vis de la liberté d'engagement dans la vie sociale. Cette dernière est rencontrée au sein d'une communauté animée par le paradigme du don-contredon au sens de Marcel Mauss. Le paradigme du don se manifeste aujourd'hui dans les formes d'associations informelles: associations de voisins, réseaux d'échanges, mouvements de militance morale... La relation qui s'établi par le don a un caractère imprédictible et incertain qui tranche avec la "simplicité" et univocité de la relation marchande. Ce caractère incertain du don-contredon introduit dans la société de l'inattendu, ce qui d'un point de vue systémique est favorable à l'innovation et l'adaptation. On ne peut alors que s'inquiéter de la tendance actuelle à la marchandisation du service public, la professionnalisation du service aux personnes, à l'application des critères du marché au fonctionnement des associations du secteur non-marchand... Cette tendance représente une réduction de la complexité sociale favorable à la rigidification des relations. Il ne s'agit pas ici de faire le procès du paradigme de l'échange marchand car il assure l'indépendance et l'accès à l'étranger au réseau d'échange. Il s'agit de suggérer une multiplicité des typologies de relations. C'est ainsi que d'un point de vue systémique, on ne peut que se féliciter d'une certaine forme de désordre social. Le régime démocratique accueille par définition conflit, débat et diversité de comportements.

RESUMENLa historiografía sobre la muerte, desarrollada entre finales de los años setenta y noventa de la pasada centuria, tuvo especial interés y proyección a partir de las investigaciones trazadas por la tercera generación de Annales. Los planteamientos de esta corriente, en sintonía con los modelos de dicha escuela y avalados por la renovación del objeto histórico tras el estructuralismo, giraron alrededor del estudio de las condiciones materiales, actitudes, imágenes y gestualidad del hombre medieval ante la muerte. El cuerpo de esta fructífera reflexión, como parcela de la “historia de las mentalidades”, albergó novedades metodológicas, facilitando una visión y proyección heurística, debido al impacto que tuvo dentro del diálogo de la historia con las ciencias sociales y otras disciplinas del quehacer humanístico. A finales del siglo xx y comienzo del presente, el giro producido en el quehacer histórico ha otorgado un mayor protagonismo a lo social y cultural, colocando en el lugar protagonista ocupado durante décadas por la “historia de la muerte” otros intereses. Compete, por tanto, plantearse qué horizontes cabría dibujar, dentro de las coordenadas historiográficas de la actualidad, para las investigaciones sobre la muerte, cuyas paradojas siguen vigentes como recurso para conocer los fenómenos y manifestaciones propias de la civilización medieval.Palabras clave: Muerte medieval, historiografía de la muerte ABSTRACTThe historiography of death developed between the late 1970s and the 1990s was of special interest and projection. It was based on research carried out by the third generation of the Annales. The approaches developed in line with the models of this school of thought and underpinned by the renewal of the historical object following structuralism, revolved around the study of material conditions, attitudes, images and gestures of the medieval man in the face of death. The core of this prolific reflection as part of the “history of mentalities” contained methodological novelties facilitating a heuristic vision and projection due to the impact it had on the dialogue between History and Social Sciences and other humanistic disciplines. At the end of the 20th century and the beginning of the current the shift in historical endeavour has given greater prominence to what is social and cultural, placing other interests in the key role for decades occupied by the “history of death”. Le secteur du tourisme en Guinée est parmi ceux qui contribuent à la dégradation de la biodiversité, de l’environnement et des valeurs sociales. Le tourisme se développe dans les zones sensibles telles que les zones côtières, les chutes d’eau et au niveau des sites historiques. L’aménagement touristique, la construction des infrastructures d’hébergements et de loisirs ont des impacts par exemple sur la destruction de la mangrove, des forêts des espèces animales aquatiques et terrestres. Ces conséquences se font ressentirent avec la diminution de certaines ressources végétales et animales, le réchauffement climatique, la pollution atmosphérique, les inondations. Au-delà des impacts sur les écosystèmes, les communautés d’accueils perdent parfois leur identité culturelle au profit de pratiques comme, la pédophilie ou le tourisme sexuel, à cela s’ajoutent les difficiles conditions de travail, etc. Pour toutes ces raisons, les petites et moyennes entreprises (PME) touristiques de Grand Conakry sont concernées par les bonnes pratiques RSE autant que les grandes chaînes touristiques astreignent aux respects des mesures de durabilités touristiques. Cet article pose le diagnostic des pratiques de responsabilité sociétale dans le contexte des PME du secteur touristique guinéen afin de promouvoir le tourisme durable. Les approches méthodologiques quantitative et qualitative ont été utilisées pour la collecte et l’analyse des données. La collecte des données a été effectuée au moyen d’un guide d’entretien, d’une grille de lecture et d’une enquête par questionnaire avec kobocollect. L’étude a ainsi abouti aux résultats : non-maîtrise du concept RSE ; présence de certaines pratiques RSE ; absence de documentation des actions RSE ; des limites.

En anthropologie, les concepts de sexe (renvoyant aux dimensions biologiques), de sexualité (renvoyant aux conduites entourant la relation sexuelle et à la reproduction) et de genre (renvoyant aux constructions socioculturelles associées à la masculinité et à la féminité) dominent comme référents, alors que celui d’érotisme est peu employé. Pourtant, dès les débuts de l’anthropologie moderne, Malinowski (1930) avait souligné, dans son étude sur la sexualité des Trobriandais, l’intérêt de la notion d’érotisme, qu’il reprend pour définir certains aspects de la culture locale associés à la sensualité, aux sentiments et au plaisir. Ce concept d’érotisme se retrouve en filigrane dans l’un des premiers ouvrages collectifs en anthropologie sexuelle en le situant dans une perspective comparative (Marshalls et Suggs 1971). La définition reste cependant trop axée sur les dimensions biologiques et comportementales et ne tient pas compte des constructions historiques, culturelles et des variations dans les significations qui sont associées à ces conduites et leur expérience. Reiss (1986) souligne l’intérêt de l’étude des scénarios culturels, qui incluent la prise en compte et la signification des comportements, privilégiant, une approche proposée par Simon et Gagnon (1984), et du contexte qui oriente l’expression érotique. Sa notion de réponse érotique ne se situe cependant pas dans une perspective constructiviste, tout comme d’autres dimensions postulées comme universelles, que ce soit l’autorévélation de soi (self-disclosure) ou les états de conscience altérés qui accompagneraient l’activité érotique, mais dont les caractéristiques et les variations ne sont pas explicitées. Dans le cadre des études sur la sexualité brésilienne, la notion d’érotisme est reprise et définie comme « un système culturellement constitué à part entière [...], un système de formes symboliques intersubjectives qui acquiert une signification subjective seulement à travers des médiations sociales et culturelles successives », associé à une « esthétique ou [...] une économie des plaisirs corporels ». En insistant sur les « plaisirs corporels » et les « significations érotiques », une perspective constructiviste et interprétative est ainsi établie (Parker 1989, p.58 et 60). La notion d’érotisme n’est pas reprise au moment où « l’anthropologie redécouvre la sexualité » (Vance 1991), suite à la critique des modèles théoriques essentialistes et culturalistes, et aux répercussions de l’épidémie du VIH/sida sur la discipline anthropologique. La dimension construite de la sexualité et des expériences affectives qui dépendent des contextes culturels est néanmoins affirmée (Tuzin 1991; Leavitt 1991), avec une remise en question de l’adéquation trop étroite entre les scénarios culturellement définis et les comportements sexuels, comme le suggère la pratique des saignées péniennes répétées des Ilahita Arapesh de Nouvelle-Guinée et la place de l’expérience de plaisir dans la construction du processus érotique. L’approche constructiviste dans l’étude de l’érotisme est aussi affirmée par Elliston (1995) dans sa critique des travaux sur les rituels homoérotiques en Nouvelle-Guinée, en particulier ceux de Herdt (1981,1982, 1984) sur les Sambia. Notant que la notion de pratiques sexuelles n’a pas fait l’objet d’une théorisation approfondie et que l’articulation assumée entre l’homosexualité ritualisée et la dimension érotique semble constituer une projection des conceptions occidentales sur des conduites dont la signification serait tout autre, elle propose des modalités de mise en place d’une anthropologie de l’érotisme qui se baserait plutôt sur la prise en compte des catégories émiques. Des travaux sur les contextes coloniaux et postcoloniaux s’interrogent aussi sur la construction du désir et du plaisir (Manderson et Jolly 1997) et Mankekar (2004) propose la notion d’« erotics » pour référer aux « désirs sexuels et aux plaisirs construits à l’intersection du psychique et du structurel [et] contester l’hypothèse que l’érotique pourrait être “purement” instinctif ou primordial ou se situer en dehors du domaine du socius » (p. 404). Elle établit aussi un lien entre le désir érotique et le désir de consommation des objets qu’elle définit comme « l’affect de consommation » (commodity affect) qui inclut tout un registre d’émotions (désir, plaisir, aspirations, etc.) liées à l’attraction esthétique que les objets provoquent, élargissant ainsi le champ de l’érotisme à des sphères non sexuelles. Cette extension au champ sociopolitique se retrouve dans le contexte cubain avec la notion proposée par Allen (2012) de « pratiques du désir » (practices of desire) qui « forment l’une des parties d’un processus complexe constitué par des expériences incorporées, qui incluent le genre, la race et la couleur, et la nationalité » (p. 326), à la fois sur le plan des itinéraires personnels des individus, de leurs expériences du désir et de leurs relations intersubjectives, pour montrer comment des « actions infrapolitiques individuelles » de résistance peuvent avoir des répercussions sur le plan macropolitique. L’élargissement du champ de l’érotisme, articulé aux dimensions émotives et corporelles, est proposé par Azam (2013). Selon elle, la notion de sexualité, en étant associée aux actes sexuels ou renvoyant à l’identité de genre, ne peut suffire à rendre compte de la complexité de ce champ et elle en propose la définition suivante : « Aux fins de cette recherche, j’identifie les composantes de l’érotisme, ou l’amour érotique, comme renvoyant au désir (incluant l’inclinaison et l’attraction), l’expression de ce désir ou attirance, soit par des moyens verbaux ou gestuels), et le plaisir (ce qui signifie toute satisfaction du désir, que ce soit par le regard, l’approche, la conversation, le toucher, etc.) » (p.56). Cette approche élargie est reprise par Newmahr (2014) qui propose le concept d’érotisme asexuel (asexual eroticism), mais cette extension risque, néanmoins, de réduire son potentiel heuristique. Soulignant que les dimensions théoriques dans l’étude de l’érotisme sont plutôt rares, elle constate que cette analyse reste arrimée à l’amour romantique ou à la sphère génitale, mais ignore la pléthore des expressions asexuelles et les formes d’excitation présentes dans différents contextes et types de relations. Les analyses empiriques ne tiennent pas compte de l’expérience érotique, ses significations et son statut dans le quotidien des individus et elle suggère d’étudier l’érotisme sur le plan phénoménologique comme une « expérience émotionnelle, en explorer la structure sous-jacente, les conditions et le contexte de l’érotisme comme émotion […] L’érotisme n’est pas le mieux compris comme un état d’excitation spécifiquement sexuelle ou génitale, mais comme un état émotionnel corporel plus large de “charge” » (p.211). Pour rendre compte de l’articulation entre le plaisir et les valeurs de modernité chez les jeunes de la classe moyenne du Kenya, Spronck propose la notion de « bon sexe » (good sex), qui inclut les dimensions de la « connaissance somato-sensorielle » (body-sensorial knowledge) pour étudier les « qualités sensuelles de la sexualité comme médiateurs et modeleurs de la connaissance sociale » (p. 3). Les pratiques érotiques renvoyant aux dimensions de « sentiments sexuels et de désir sexuel » (p.19) permettent de saisir comme l’expérience, les significations sociales et les sensations corporelles s’articulent entre elles et sont interprétées par les acteurs. Le concept de séduction pourrait aussi être associé au champ de l’érotisme. Forme particulière de communication, elle se fonderait sur des rituels à la fois verbaux et non verbaux faisant appel à de nombreux éléments culturels qui alimentent le paraître, conditionnent son esthétique et définissent les codes de conduite (Boëtsch et Guilhem 2005). Les rituels mis en œuvre relèveraient « à la fois de l’auto-séduction, de la théâtralisation et de la mimésis» (p.185), rejoignant par certains aspects la notion de charme qui se construit, comme le montre l’exemple des Peuls Djeneri du Mali, en faisant appel à des catégories corporelles, à des référents esthétiques, à des normes d’expression corporelle et à des représentations sociales des processus physiologiques, mettant ainsi en évidence l’imbrication étroite du biologique et du social (Guilhem 2008). Dans l’ensemble de ces réflexions théoriques, l’apport de Bataille (1957) à la conceptualisation de l’érotisme en anthropologie reste peu évident, alors qu’il propose un triple modèle de l’inscription érotique dans les représentations et l’expérience : le corps, le cœur et le sacré. Dans l’érotisme des corps, dominerait, lors de la rencontre, la violence sans laquelle « l’activité érotique atteint plus difficilement la plénitude » (p. 25). Dans ce modèle, c’est la révélation de soi et les états de conscience modifiés liés à la dissolution des limites et au trouble qui leurs sont associés qui dominent. Dans l’érotisme des cœurs, on retrouve la passion amoureuse, rattachée à la souffrance de ne pouvoir réussir totalement la fusion avec l’être aimé et cette précarité affective « appelle la mort, le désir de meurtre ou de suicide » (p. 28), liant ainsi étroitement Éros et Thanatos, alors que l’érotisme sacré renverrait à une expérience de type mystique. Le rapport à la violence, à la mort et à la finitude se prolonge, chez Bataille, par les liens qu’il établit entre l’érotisme, l’interdit, la transgression et l’excès. Ces thèmes rejoignent les réflexions philosophiques et anthropologiques sur la place du dionysiaque comme mode d’expression érotique, associée à l’orgiasme, à l’excès et au désordre (Maffesoli 1982), qui interviendraient lors de la transgression des interdits, comme le suggèrent les rituels d’« effervescence collective », Durkheim (2008 [1912]). La conjonction entre le danger et le plaisir érotique n’est pas non plus très problématisée, alors qu’elle semble se manifester dans des conduites extrêmes, des formes de sadomasochisme ou dans la prise de risques liés à la transmission du VIH/sida (Lévy 1996). Ce survol de la notion d’érotisme suggère, en définitive, une nouvelle orientation des recherches anthropologiques qui, après avoir déconstruit la notion de sexe pour la distinguer de celles de sexualité et de genre, s’interrogent à présent sur les différentes dimensions de l’érotisme et ses arrimages aux constructions socioculturelles, aux champs du politique et de l’économie, à la fois sur les plans macrosociologique et microsociologique. L’attention portée sur la subjectivité, les sensations, les sentiments et les affects, mais aussi le désir et le plaisir (Arnfred 2014), n’est cependant pas sans poser des problèmes théoriques importants. En effet, cet accent oriente l’anthropologie vers des aspects psychologiques et idiosyncrasiques, une orientation qui nécessite de préciser l’articulation entre culture, individualité et érotisme.

Notre dépendance vis-à-vis du sens commun lorsqu’il s’agit de transformer en récit interprétatif la documentation tronquée issue de nos campagnes de fouille, a été régulièrement soulignée depuis André Leroi-Gourhan. Son pendant, et une de ses conditions d’existence, est notre manque de culture ethnologique. Nous connaissons trop imparfaitement les caractéristiques, les propriétés et les modes de fonctionnement de la vaste catégorie des sociétés pré-étatiques, dont font après tout partie les sociétés préhistoriques européennes. L’objectif de l’ethnoarchéologie et du comparatisme ethnographique est précisément de nous familiariser avec cet univers, par certains côtés si étrange à nos yeux d’occidentaux, de la société que l’on appelait naguère « primitive ». Cet article commence par une réflexion épistémologique sur la manière dont un ensemble de présupposés conditionne les interprétations des études portant sur la relation homme-animal dans les sociétés de la préhistoire récente européenne. Nous essayons d’y montrer comment un modèle implicite inspiré notamment par notre connaissance des paysanneries historiques et une conception biaisée du fonctionnement de l’économie primitive (les deux étant partie prenante de note « habitus intellectuel », forme savante du sens commun) vient se glisser dans le processus de production des connaissances, entre l’examen des faits bruts et l’élaboration des interprétations. L’examen détaillé des formes d’élevage du cochon dans les Hautes-Terres de Nouvelle-Guinée nous sert ensuite à montrer que les présupposés de ce modèle sont tout sauf universels. Il nous conduit aussi à développer des modèles alternatifs susceptibles d’apporter des éclairages inédits sur les élevages préhistoriques, par exemple sur les conditions d’émergence des premières domestications au Proche-Orient et ailleurs. Nous souhaitons ainsi contribuer à l’élaboration d’un catalogue des formes d’élevages connues dans les sociétés pré-étatiques, pré-littéraires et animistes actuelles ou sub-actuelles dans le but d’en faire un outil de compréhension des élevages préhistoriques. L’idée sous-jacente, qui est un des « commandements » de l’ethnoarchéologie, est que la profondeur de la rupture politique, sociale et ontologique introduite par l’émergence de l’État et des religions universelles est telle que le niveau de proximité entre les sociétés pré-étatiques actuelles et préhistoriques sera forcément supérieur à celui qui relie les secondes aux sociétés historiques européennes qui sont la source d’inspiration principale de notre modèle implicite.

Busca identificar no discurso do magistério suas percepções sobre a causalidade do fracasso escolar na escola pública. Parte do pressuposto de que essas percepções são fundamentadas em representações sociais, modos de compreender e explicar a realidade educacional, que se constituem em guias da ação pedagógica. A pesquisa é qualitativa. Os dados foram coletados em debates com professores oie seis municípios, a quem foram apresentadas estatísticas sobre o desempenho das escolas do município e do Estado. A análise de conteúdo revelou linhas de pensamentos bastante semelhantes em todos os municípios considerados. Cinco categorias de determinantes foram identificadas. Em geral, as percepções docentes deslocam o eixo da causalidade do fracasso escolar para as condições econômicas e sócio-psicológicas da criança e de sua familia, eximindo o professor de responsabilidades. Abstract This study aimed at indentifying in the teachers discourse their perceptions about the causality of academic failure in the public schools. It was based on the assumption that causal perceptions are derived from their social representations, ways to Understand and explain the educational reality, which are guidés of teacher pedagogical behavior. The research was qualitative. The data were collected in debates with teachers from six counties to whom were presented Statístics about the educational performance of the schools in the state and the counties. Content analysis revealed similar thinking in ali six counties. Five categories of determinants were identified. In general, their causal perception place the locus of the causality of school failure in the economic and socio-psychological conditions of the students and their families and exempt teachers from responsibility in the problem. Le Fouta-djalon, moyenne montagne de l'Afrique de l'ouest, est un important foyer démographique avec ses fortes densités rurales. Celles-ci sont directement héritées de l'empire théocratique du Fuuta-Jaloo (18e-19e s. ) qui a pu concentrer des hommes grâce à des "techniques d'encadrement" efficaces. Aujourd'hui, de nombreux traits de l'organisation précoloniale sont toujours en place dans les rapports sociaux et les systèmes agropastoraux, bien que trois régimes aux doctrines trés contrastées se soient succédés de 1958 à nos jours. Une approche systémique montre que sous une apparence de blocage (pression démographique, dégradation de l'environnement, rigidité de la stratification sociale, inégalité foncière. . . ), les contradictions propres aux systèmes ruraux se révèlent davantage comme les facteurs d'une recomposition permanente qui permet de repousser les crises les plus graves
The Fouta-Djalon mountain of West Africa, constitue an important demographic ridge with heavy rural densities. The later are directly inherited from the theocratic empire of the Fuuta-Jaloo (18th-19th centuries) which was able to physically concentrate people with efficient policies. Today many aspects of the precolonial organization remain alive in the social interaction and agropastoral systems, although tree political regimes, have been in place from 1958 till today. A systematic approach shows that under an appearence of a blocked situation (demographic pressure, enviromental degradation, rigidity of social stratification, land tenure inequalities) the contradictions of the rural systems act more as factors contributing to permanent recomposition, which allows the system to by pass severe crises

La présente recherche porte sur l’analyse de la fabrique de la ville par ses habitants à Conakry, en Guinée. Longtemps étudiée à partir des acteurs institutionnels et de leurs projets d’aménagement, la fabrique n’envisagea l’habitant que comme un simple bénéficiaire de planifications expertes. Des premières alternatives à la participation en urbanisme, les savoirs citoyens semblent aujourd’hui plébisciter dans les pays du Nord. Tandis qu’au Sud, les citadins ordinaires déploient de multiples usages et pratiques pour fabriquer l’espace : “leurs espaces”. Par leurs initiatives et appropriations au quotidien, les habitants façonnent les espaces urbains en dehors des projets d’aménagement. L’analyse des expériences habitantes à Conakry permet de remettre en cause une lecture binaire (formel/informel) des espaces vers l’étude des acquis d’une urbanisation rapide de la ville en Afrique de l’Ouest.Ce travail rend compte de la production par les “citoyens-citadins-habitants” de l’espace à Conakry décryptant les formes, matérialités et récits de la vie quotidienne dans les quartiers populaires d’Hafia. Mis en commun, les espaces fédèrent les microsociétés locales et constituent le nœud à travers lequel se négocie et se façonne de fait « un droit à la vie urbaine » (Lefebvre, 1968). Face à l’accroissement des tensions (démographiques, environnementales, socio-économiques, foncières) qui tendraient à fragmenter chaque jour un peu plus la ville ouest-africaine, ces fabriques ordinaires de la ville semblent permettre, elles, de réduire les formes d’inégalités et de fragmentations en ville : c’est la posture défendue ici. Au moment où la participation des habitants à la co-construction des espaces est recherchée au Nord comme au Sud, cette vue depuis l’habitant dans une ville du Sud peut nous enseigner sur les modes et les formes d’habiter l’ordinaire ; sur les moyens de s’approprier et de partager collectivement la fabrique de la ville
The present research focuses on the urban fabric by its inhabitants in Conakry, Guinea. Long studied by various institutions and their development projects, the urban fabric only considers the inhabitant as a beneficiary of expert planning. From their participation in urban planning, citizen knowledge seems now well known in Northern countries. While in the South, ordinary city dwellers display a range of ways to create space: "their spaces". Through their initiatives and appropriations, inhabitants invent urban spaces outside of the planning projects. The analysis of the daily experiences in Conakry allows us to reconsider a binary interpretation (formal / informal) of the urban fabric in West Africa.This work focuses on the production of space in Conakry by of "citizens-city-dwellers", describing the forms and relation of daily life in the popular neighborhoods of Hafia. The inhabitants create their new appropriations of space to claim the “right to urban life”(Lefebvre, 1968). Faced with increasing tensions (demographic, environmental, socio-economic, land ) that tend to fragment the West African city a little more each day, from this research project, it appears that the ordinary fabric of the city seems to reduce these forms of inequalities and fragmentations. When the participation of the inhabitants in the co-construction of spaces is researched in the North and in the South, the perspective of the inhabitants of a city in the South can teach us about the ways and forms of inhabiting the ordinary; about the process to appropriate and share collectively the fabric of the city

Chez les Oksapmin, une société d'agriculteurs et de chasseurs qui habitent les forêts de montagne de l'intérieur de la Papouasie Nouvelle Guinée, trois principaux agents externes ont affecté, pendant les dernières décennies, l'usage de la nature et le rapport au développement. Ces agents ont été : le processus d'évangélisation et de conversion religieuse; la présence de l'administration gouvernementale australienne; la présence des compagnies minières étrangères. De surcroît, ce travail porte sur l'analyse d'un rituel majeur dans la formation de l'identité culturelle Oksapmin, le Yuan täl, la cérémonie de Yuan, qui comprenait un sacrifice humain en l'honneur de Yuan le nom oksapmin de l'une des plus importantes figures mythiques des cosmologies Min, connue dans la littérature ethnologique sous le nom telefol de Afek. Cette thèse tente d'expliquer comment des changements socio-économiques et écologiques ont profondément influencé les représentations de l'environnement et les pratiques religieuses

Cette thèse examine la problématique de la maternité précoce en Guinée sur la période 1999-2018, à partir des données des Enquêtes Démographiques et de Santé (EDS). La maternité précoce, définie comme la grossesse et l’accouchement chez les adolescentes, représente un défi majeur pour la santé publique et le développement social, affectant à la fois les jeunes filles, leurs familles et la société guinéenne dans son ensemble. L’objectif central de cette recherche est d’analyser les niveaux et les tendances de ce phénomène, d’en identifier les déterminants sous-jacents et d’évaluer les répercussions à long terme sur les parcours de vie des mères adolescentes.Les résultats indiquent une diminution modérée de la fécondité précoce au cours des deux dernières décennies. Cependant, ce phénomène reste particulièrement répandu chez les adolescentes peu instruites, vivant en milieu rural et travaillant dans le secteur agricole, souvent issues de ménages défavorisés. Les principaux facteurs qui perpétuent la maternité précoce sont le mariage et la sexualité précoces, ainsi que le faible recours à la contraception moderne. D’autres variables, telles que l’ethnie, le niveau d’éducation, l’activité professionnelle, l’exposition aux médias, ainsi que la composition et la structure du ménage, influencent également ce phénomène. Les adolescentes Soussous et Malinkés, notamment celles victimes de mariages précoces, apparaissent comme les plus vulnérables. Contrairement aux perceptions courantes, la maternité précoce n’entrave pas systématiquement les perspectives matrimoniales à long terme. En effet, sauf en 2012, où le risque de monoparentalité a été plus élevé, les mères adolescentes se marient généralement sans difficultés particulières. Toutefois, la maternité précoce exerce une influence significative sur la fécondité, augmentant le nombre d’enfants chez les mères adolescentes. En ce qui concerne l’éducation et l’accès au marché du travail, les résultats montrent que la maternité précoce n’a pas d’impact majeur. Ces trajectoires sont plutôt déterminées par les normes culturelles, l’environnement social, et le niveau d’instruction des femmes. De plus, la maternité précoce ne mène pas nécessairement à la pauvreté, celle-ci étant davantage liée à d’autres facteurs socio-économiques et contextuels.Face à ces constats, plusieurs recommandations s’imposent pour limiter les conséquences négatives de la maternité précoce. Il est crucial de renforcer l’accès à l’éducation pour les filles, en particulier dans les zones rurales, de promouvoir activement l’utilisation de la contraception moderne, et de lutter contre les mariages précoces par des lois rigoureuses et des campagnes de sensibilisation auprès des communautés. L’autonomisation économique des adolescentes, ainsi que l’amélioration des infrastructures de santé, sont également essentielles pour réduire la prévalence de la maternité précoce et ses effets sur la fécondité, contribuant ainsi à un avenir plus équitable et prospère pour les jeunes filles guinéennes
This thesis examines the issue of early motherhood in Guinea from 1999 to 2018, based on data from the Demographic and Health Surveys (DHS). Early motherhood, defined as pregnancy and childbirth among adolescents, presents a major challenge to public health and social development, affecting not only young girls but also their families and Guinean society as a whole. The primary aim of this research is to analyze the levels and trends of this phenomenon, identify its underlying determinants, and assess the long-term impacts on the life trajectories of adolescent mothers.The findings reveal a moderate decline in early fertility over the past two decades. However, the phenomenon remains particularly prevalent among poorly educated adolescents living in rural areas and working in agriculture, often from disadvantaged households. Key factors perpetuating early motherhood include early marriage and sexual activity, as well as limited use of modern contraception. Other variables, such as ethnicity, educational attainment, professional activity, media exposure, and household structure, also play significant roles. Adolescent girls from the Soussou and Malinké ethnic groups, particularly those subjected to early marriage, are among the most vulnerable. Contrary to common perceptions, early motherhood does not systematically hinder long-term marriage prospects. Except for the year 2012, when the risk of single motherhood was higher, adolescent mothers generally do not face significant barriers to marriage. However, early motherhood has a considerable impact on fertility, increasing the number of children born to adolescent mothers. In terms of education and access to the labor market, the results indicate that early motherhood does not have a major impact. Instead, life trajectories are shaped by cultural norms, social environments, and women’s educational levels. Additionally, early motherhood does not necessarily lead to poverty, which is more closely linked to other socio-economic and contextual factors.Given these findings, several recommendations are necessary to mitigate the negative effects of early motherhood. Strengthening girls’ access to education, particularly in rural areas, actively promoting the use of modern contraception, and combating early marriages through strict laws and community awareness campaigns are essential. Economic empowerment for adolescent girls, along with improved healthcare infrastructure, are also crucial to reducing the prevalence of early motherhood and its impact on fertility, thus contributing to a more equitable and prosperous future for young Guinean girls

Le Fouta Djallon, moyenne montagne de l'Afrique Occidentale est une région de fortes densités de populations héritées du Fouta théocratique (XVIIe-XIXe s. ) qui a organisé le territoire et a créé les misiidè", centres religieux de concentration des pouvoirs autour desquels se sont formées les fortes densités, atouts importants pour le développement urbain. Dix villes petites et moyennes, créées pour des raisons politiques et administratives, se partagent l'espace régional. Mais contrairement à la plupart des villes d'aFrique au Sud du Sahara, elles ont amorcé leur décollage démographique au cours des années 1980, les migrants de la région se dirigeant plutôt à l'extérieur. A partir de 1984, la libéralisation des activités favorise le retour des migrants et l'éclosion d'une classe commerçante dont les principaux acteurs résident en ville. Ces commerçants investissent dans les transports, encouragent les producteurs (développement de l'agriculture péri-urbaine) et renouent les échanges avec les marchés. Ceci se solde par une croissance récente de certaines villes. Deux niveaux de structuration de l'espace se dégagent de l'espace par l'ensemble des activités régionales. Si quinze à trente kilomètres des centres secondaires importants (petites villes et sous-préfectures de grande activité) structurent et polarisent l'espace, au-delà, l'espace foutanien est un grand vide en matière de polarisation. L'analyse systémique montre que le capital humain du Fouta Djallon peut devenir, plutôt qu'une entrave (villes-relais, campagne bloquées, pression démographique, faiblesse des ressources, émigrations. . . ), mais bien plus un véritable atout du développement.

L'histoire de l'île d'Annobón et de sa population est très originale. Déserte à sa découverte, à la fin du XVe siècle, elle est ensuite peuplée d'individus d'origines variées, quelques Portugais, mais surtout des Luso-Africains et Africains libres, affranchis ou esclaves. Si cette situation et ces mélanges se retrouvent dans différentes îles africaines de l'Atlantique, la proportion des Africains est ici plus importante qu'ailleurs. En conséquence, les habitants parviennent à s'affranchir du joug portugais et de l'esclavage beaucoup plus rapidement que les autres territoires de l'empire lusitanien. Malgré cela, elle est l'objet de convoitise de plusieurs pays occidentaux. Finalement, l'île et ses habitants sont officiellement cédés à l'Espagne contre des territoires américains à la fin du XVIIIe siècle. Les Espagnols découvriront un peu tard, face au refus des insulaires d'accepter cette nouvelle dépendance, qu'ils ont été dupés. Cette résistance, doublée du manque de moyens dont dispose l'Espagne pour mettre en valeur ses territoires d'Afrique centrale, rend impossible la colonisation de cette terre jusqu'à la fin du XIXe siècle. L'attachement connu des Annobonais à la religion catholique permettra aux Espagnols de s'imposer, mais seulement après l'installation d'une mission permanente dans l'île. The history of Annobon Island and its population is one of a kind. Discovered at the end of the 15th century, the island was uninhabited. The people sent to Annobon in order to settle there were a few Portuguese and mainly Luso-Africans or Africans who were free, emancipated or enslaved. Other African islands in the Atlantic Ocean with mixed populations have known a similar situation but Annobon Island is the place where Africans were more numerous than anywhere else. Thanks to that distinctive feature, the Annobonese succeedeed to free themselves from the Portuguese authority and from slavery long before the other territories of the Lusitanian Empire. The island was coveted by several Western countries despite the well¬known spirit of rebellion of the Annobonese. At the end of the 18th century, it was officially ceded to Spain in return for American territories. Spaniards discovered a bit late that they had been fooled : indeed, they failed to take possession of the island because its population rejected this new dependence. Until the end of the 19th century, the resistance of the Annobonese population as well as the lack of resources of Spain prevented the Spaniards from organizing the settlement of a religious mission in Annobon. The attachment of the Annobonese to Catholicism allowed Spaniards to start colonizing the population but only after a permanent mission settled in the island. Then, the missionaries discovered an original society with its own religious beliefs, worships, power structures and rules

Sous une apparence simple et réservée, le monde féminin bassari dissimule une grande complexité caractérisé par une façon d'être des femmes, tout à la fois mystérieuse et déterminée. Cette façon d'être constitue le pouvoir des femmes d'Ethiolo. Ce travail se propose d'étudier le monde féminin bassari à Ethiolo (un village situé à l'extrémité du Sénégal oriental à la frontière avec la Guinée Conakry). Un monde qui ne peut être compris si l'on n'observe pas conjointement le monde masculin bassari et l'imbrication entre ces deux univers. L'analyse du système d'âge, qui est à la base de l'organisation sociale de cette population, l'analyse de l'administration du pouvoir, qui se base sur la détention des secrets des masques (pour les hommes) et sur l'affinité particulière avec le monde des esprits (pour les femmes), l'analyse du rôle des femmes pendant l'initiation masculine sont les arguments principaux traités dans cette thèse. The « power » of women (A study of the feminine world of the Bassari in Ethiolo). Behind an apparently simple and « shy » demeanor, the Bassari feminine world conceals great complexity, characterized by women being mysterious and decisive at the same time. Such behavior is the power of the women of Ethiolo. The purpose of the project is to study the Bassari feminine world in Ethiolo (a village located in Eastern Senegal on the border with Guinea-Conakry). Such world cannot be understood without simultaneously observing the masculine world of the Bassari and the interaction of between the two. The main subjects of the following paper are: the analysis of the age system, which lays at the basis of the social organization of the Bassari population, the analysis of the administration of power, based on the control of the secrets of masks (for men) and the peculiar affinity with the world of spirits (for women), and lastly the role of women during male initiation. Bassari women, with their attachment to traditions, their awareness of the value of their culture and nonetheless their ability to adapt to the inevitable changes of the modern world, contribute to the preservation of the future of the Bassari

L'objectif de ce travail est de chercher à comprendre et à expliquer les mécanismes locaux de participation communautaire au développement en République de Guinée. Pour cerner cette problématique, nous nous sommes posés la question suivante : Comment devient-on acteur et bénéficiaire de développement ? Le Fouta-Djallon (nord de la Guinée) nous a servi de cadre d'application pour cette étude. La monographie de la participation effectuée dans cette région, à travers une recherche empirique (entretiens semi-dirigés, récits de vie et observation), a permis d'identifier deux types d'acteurs de développement local : ceux qui participent à la gestion politique locale et ceux qui participent à la production économique locale. Organisés en associations (associations des jeunes, des femmes, des ressortissants, etc. ) ou en groupements et/ou coopératives ou encore en fédération des paysans, les populations s'impliquent activement dans la promotion et l'accompagnement des programmes locaux de développement. Nous avons constaté ce dynamisme notamment chez les émigrés (hommes et femmes) de retour dans leurs villages d'origine. Ces derniers, ayant acquis une expérience au cours de leur séjour à l'extérieur, sont animés d'un esprit d'ouverture et de progrès. On les appelle ainsi les "leaders" paysans. Ils sont les "pionniers" des innovations et du changement dans leurs localités. Nous avons constaté par ailleurs une réelle évolution des processus participatifs chez les sédentaires jeunes et femmes. Cependant, si les anciens émigrés et les sédentaires jeunes et femmes sont fortement investis dans la production et les échanges économiques, ils sont particulièrement exclus de la gestion politique. En effet, il ressort de notre étude que la gestion du pouvoir politique local en Guinée obéit au principe de la "gérontocratie" (le pouvoir des anciens ou des sages). Cette gestion politique repose également sur une reproduction familiale : les responsables locaux, souvent désignés par les représentants des organisations coutumières, sont dans la plupart des cas issus des anciennes familles dirigeantes de l'époque pré et post coloniale. The objective of this work is to seek to understand and explain the mechanisms of local participation in development in the Republic of Guinea. To understand this issue, we posed the following question : How does one become a participant and beneficiary of development? Fouta-Djallon (northern Guinea) has provided a framework for implementing this study. The monograph participation conducted in this area through empirical research (semistructured interviews, life stories and observation) has identified two types of local development actors : those involved in local politics and management those involved in local economic output. Organized into associations (associations of youth, women, nationals, etc) Or in groups and / or cooperative or a federation of farmers, people are actively involved in the promotion and support of local development programs. We found this particularly strong among immigrants (men and women) back to their villages of origin. The latter, having gained experience during their stay abroad, are animated by a spirit of openness and progress. They are so called "leaders" peasants. They are the "pioneers" of innovation and change in their localities. We found also a real evolution of participatory processes in sedentary young women. However, if the former emigrants and sedentary young women are heavily invested in the production and economic exchange, they are specifically excluded from the political management. Indeed, it appears from our study that the management of local political power in Guinea obeys the principle of "gerontocracy" (the authority of elders or sages). Dans un petit village de Guinée Maritime, des autochtones Baga Sitem cohabitent avec leurs étrangers Susu depuis plus d’un siècle. Les deux vivent au sein d’un milieu de mangrove transformé au fil des siècles et des défrichements successifs en une vaste plaine où se pratiquait la riziculture irriguée. Au courant du siècle passé, un bouleversement écologique majeur a abouti à un changement radical du régime des eaux, avec pour conséquence la « mise en panne » de la production rizicole. Les Susu ont rapidement développé des techniques de pêche adaptées au nouvel environnement, un marais d’eau douce, alors que les Baga ont tenté de sauver la production du riz, en vain. Pour enrayer le cycle des disettes annuelles, ils se sont finalement tournés récemment vers la ressource halieutique et une technique précise : la pêche au filet droit. Alors que les Sitem rêvent de « réussite », l’appropriation de la pêche n’est pas totale : des verrous à l’innovation l’entravent. Afin de saisir les blocages et de les ancrer dans une analyse comparative, nous mobilisons l’histoire sociale des deux sociétés : face aux violences séculaires de la sous-région, l’histoire sitem est marquée par le choix du refuge dans la mangrove, à la limite du marronnage, pendant que l’ethnie susu émerge sur un territoire carrefour d’où elle conquiert la côte au fil du temps. L’agencement au contexte des violences historiques recèle conjointement un ordre social interne, et les deux sociétés, entre dynamiques du refuge et de la conquête s’opposent de ce point de vue. On recourt aux notions locales de badenya et fadenya afin de synthétiser une série de traits sociaux distinctifs qui sanctionnent un rapport à l’initiative individuelle très nuancé entre Baga et Susu. Alors que les deux sociétés s’approprient de nouvelles options de production, les acteurs se confrontent à leur histoire, à leurs structures territoriales, politiques et religieuses respectives, ainsi qu’à leurs techniques d’administration de la violence et du secret. Dans cette étude, l’analyse des verrous est ancrée dans la technologie culturelle classique et s’accompagne d’une approche pragmatique. La recherche interroge finalement la relation entre innovations techniques et changements sociaux, ainsi que la figure de l’innovateur au sein de sociétés non soumises à une idéologie moderne valorisant la nouveauté. On observe qu’au-delà des blocages, l’innovateur baga agit « recroquevillé » et en régime d’incertitude face à ses « parents » sitem, quand l’innovateur susu est « chanté » par sa société. On conclura que l’engagement d’acteurs dans l’innovation est déterminé par les dynamiques sociales, entre renfermement, crise, expansion, impliquant des formats institutionnels autant que des relations de sentiments, et par l’histoire des groupes sociaux. In a small village in Maritime Guinea, Baga Sitem indigenous people have been living with their Susu foreigners for more than a century. Both live in a mangrove environment transformed over the centuries and successive clearings into a vast plain where irrigated rice cultivation was practiced. Over the past century, a major ecological upheaval has led to a radical change in the water regime, resulting in the "breakdown" of rice production. The Susu quickly developed fishing techniques adapted to the new environment, a freshwater marsh, while the Baga tried to save rice production. To stop the cycle of annual food shortages, they have finally turned recently to the fishery resource and to a specific technique: straight-net fishing. While Sitem dream of "success", the appropriation of fishing is far from being total yet: « locks » to innovation hinder it. In order to grasp the blockages and anchor them in a comparative analysis, I mobilize the social history of the two societies: in the sub-region's secular violence, the sitem history is marked by the choice of refuge in the mangrove swamp, on the edge of the marronnage, while the Susu ethnic group emerges on a crossroads territory from where conquering the coast over time. The combination with the context of historical violence conceals an internal social order, and the two societies, between the refuge and conquest’s dynamics, are in opposition from this point of view. Local notions of badenya and fadenya are then used to synthesize a series of distinctive social traits that involve a very nuanced relationship of individual initiative between Baga and Susu. As the two societies take on new production options, the actors carrying them confront their respective histories, territorial, political and religious structures, as well as their techniques for administering violence and secrecy. The analysis of locks is both classic and renewed, opening up to a pragmatic approach to innovation. Finally, the research work the relationship between technological innovations and social changes, as well as the the innovator in societies which are not subject to a modern ideology that valuing novelty. I observe that beyond the blockages, the innovator baga acts "curled up" when the innovator is "sung" by his society. It appears that the commitment of innovators is determined by social dynamics, between withdrawal, crisis and expansion, involving institutional formats as well as emotional relationships. More Guinean issues are discussed throughout the text, while the Baga Sitem are undergoing profound changes in the form of a susuisation of the Lower Coast region of Guinea

AbstractDisturbances of social and affective processes are at the core of psychiatric disorders. Together with genetic predisposing factors, deprivation of social contact and dysfunctional relationships during development are some of the most important contributors to psychiatric disorders over the lifetime, while some developmental disorders manifest as aberrant social behavior early in life. That the cause of mental illness is rooted in the brain was long held as a truism, yet finding the causes for and neurobiological correlates of these conditions in the brain has proven and continues to be difficult (Venkatasubramanian G, Keshavan MS, Ann Neurosci 23:3–5. https://doi.org/10.1159/000443549, 2016). In clinical practice, psychiatric disorders are diagnosed based on categorical manuals, such as the DSM and ICD, which form a useful guide for clinical diagnosis and interventions. Yet, understanding the specific neural mechanisms leading to or characterizing distinct psychiatric conditions through this categorical approach has been slow (see, for example, Lynch CJ, Gunning FM, Liston C, Biol Psychiatry 88:83–94. https://doi.org/10.1016/j.biopsych.2020.01.012, 2020). Findings in the brain often do not seem to lend support to common mechanisms for the defined disorder categories. This is not particularly surprising because, in these diagnostic manuals, multiple combinations of symptoms can often lead to the same diagnosis, which is reflected in highly variable phenotypes of psychiatric disorders.

AbstractIn an overarching capacity, our research sought to investigate how families create conditions for children’s STEM learning in home settings. However, a methodological crisis formed when COVID-19 social distancing protocols contradicted our use of an educational experiment. Traditionally, an intervention into everyday practice such as this requires the researcher to enter the family home and participate in the child’s experience before interpreting how the child is developing through their relational interactions with others. This chapter reports on how the researcher positioned themselves in response to these methodological demands and created a new kind of activity setting fruitful for conceptual development through the use of digital tools. Our methodological approach can be adapted by future researchers to guide interactions and collaborations with families in the digital space.

AbstractDeliberate actions by social networks and their transformative visions can generate the necessary conditions for the emergence of positive tipping points towards sustainability, such as those that create qualitative, structural changes in sustainable development goals. However, there is a need for more empirical research conducted in non-Western countries to assess these complex processes. In this research, we customised Integrated Sustainability Assessment (ISA) and combined it with participatory narrative analysis, social-ecological network analysis and Q-methodology to capture the transformation processes in social network structures with their guiding visions in two coal- and carbon-intensive regions (CCIRs) of Indonesia: Banten and Bali Province. Our research approach tracked transformation narratives and visions and their associated network dynamics and showed that they could be used as anticipatory social tipping signals (ASTS) in deliberate transformation-oriented tipping point processes. Our study revealed two guiding visions actors use to guide their transformative actions to change the energy system. Those transformations emphasise (i) governance coordination and (ii) socio-economic diversification. We argue that making explicit the presence of and promoting dialogue among different visions towards sustainability can promote new opportunities for mutual learning and transformative strategy building among diverse social networks.

AbstractMulticriteria decision-making theory has been widely used for sustainability assessment in the context of energy management. Although it is not a simple task, requirements are available in the literature to guide analysts performing this type of assessments. When it comes to emerging technologies, specific conditions such unknown impacts, lack of data, high uncertainty, etc., can increase the complexity of the task. Here we present an overview of the concepts of MCDA sustainability assessment, examples of existing studies in the field of energy storage, and a use case for the sustainability assessment of early-stage cathode materials for sodium ion batteries using PROMETHEE II. The results in this type of assessment serve as an indicative for further research and development of specific technologies/materials. Factors such as the availability of data and dynamic social contexts (e.g., political priorities) make sustainability assessments an iterative process. Systematic approaches and specialized MCDA software are necessary to support this task.

AbstractThis chapter presents the challenges, opportunities, and insights derived from monitoring, assessing, and learning within urban transformation processes in the Desire project, aligned with the values of the New European Bauhaus (NEB). Focusing on local site experimentations, the chapter explores complex socio-ecological systems, highlighting three assessment dimensions: embracing challenges, empowering choices, and enabling change. The Desire monitoring, assessment, and learning framework combines the logic model with outcome mapping, fostering adaptive, reflexive learning through three distinct modes—learning-by-doing, learning-by-interacting, and learning-through-reflection. The results reveal the importance of inclusive, multi-stakeholder processes to address sustainability, inclusivity, and aesthetics, with special attention to diverse local conditions, participatory decision-making, community engagement, and organizational change. Despite challenges with tracking progress and aligning stakeholder expectations, the Desire site experimentations contribute valuable knowledge on collaboratively developing sustainable urban environments. This chapter underscores the critical need for assessment frameworks that can guide inclusive, adaptable, and responsive processes to complex social and ecological needs, providing a foundation for future urban transformation efforts.

AbstractSince 2010, Sweden has a Vision Zero policy on fire safety: no one should die or be seriously injured as a result of fire. Compared to the traffic safety model, however, the preconditions for successful implementation appear more immature and less convincing in the fire area. The purpose of this chapter is to illustrate, using the Vision Zero policy on fire safety as an example, how a Vision Zero initiative in a new area, where the conditions for governance may differ significantly from the area of inspiration, can be dealt with as a dynamic process to gradually establish credibility and effectiveness.Globally, fire is a significant cause of death and injury. The general trend is toward a slow decline, especially among middle-income and high-income countries. The decline may be due to successful fire safety efforts, but also to other conditions affecting it indirectly. Both risk-increasing and risk-reducing factors determine fire safety. Risk increasing factors include an ageing population, an increasing diversity of possible ignition sources, and a change in the composition and amount of combustible materials present in our homes. The risk-reducing factors include generally favorable socioeconomic and technological developments, including concrete societal actions directed against fire risks such as the promotion of smoke detectors and sprinkler systems.Fire safety is one of the oldest documented examples of societal risk management. City planning and construction were early influenced by fire safety considerations, while in contrast, the legal responsibility for residential fire safety has largely remained a private and individual matter. The situation is similar to the one that for long prevailed in the traffic sector, that is, the primary responsibility rests with the system’s users, not with its designers.The launch of the Vision Zero on fire safety in 2010 represented a clear boost in ambition. Along with the vision, a strategy intended to guide the work toward the visionary goal was also presented. The strategy included four items: information, technical solutions, local collaboration, and evaluation/research. Several actions were taken in line with the strategy, including a significant research effort and the development of a set of indicators to monitor progress.Ten years later, the research effort has brought new knowledge that puts previous perceptions into partly new light. The notion that survival depends on the individual’s personal capacities is strengthened. Adverse outcomes such as death and serious injury appear mainly linked to specific vulnerabilities of certain groups for medical and social reasons. Most fires are handled by the residents themselves without injuries and without assistance from Rescue Services; on the other hand, even minor fires can be fatal for vulnerable residents. This turns the problem framing toward social aspects rather than technical, since broad groups of residents lack the capacities needed, conflicting with the prevailing view that the individual should bear the primary responsibility.Other findings relate to the proven inefficiency of certain measures for groups at elevated risk and the need for re-thinking and innovations to meet the challenges ahead. This includes extended inter-sectoral collaboration on a broader spectrum of residential risks besides fire, threatening the same groups for similar social and medical reasons.This updated state of knowledge is now being used as a basis for renewing current national fire safety strategies. With reference to general principles of systems control, this chapter will discuss obstacles and challenges to establish a more robust and systematic national control of the fire problem in line with the Vision Zero policy. It is concluded that a Vision Zero initiative can still be meaningful and successfully pursued, provided that limitations in the ability to influence crucial elements in the system are openly identified and systematically addressed in a process in which strategical and policy developments interact with research and innovation.

Children with chronic medical conditions experience a host of symptoms, such as fatigue, pain, inattentiveness, and stress, that may affect their ability to be fully participatory in school, peer, and family activities. Nearly half of individuals with chronic conditions display some noncompliance to treatment recommendations for their condition that may adversely affect educational, social, health, and other outcomes. This chapter addresses the promotion of adherence and positive health behavior through adoption of behavior intervention plans. It includes an overview of the social significance of treatment compliance and positive health behaviors and then identifies how behavior intervention plans can be used to address these issues in the school setting. It includes a review of factors that promote development and implementation of successful intervention plans (e.g., specific goals and targets, behavioral expectations, and measurement of treatment response). A sample interview to guide behavior intervention planning is provided.

Children with chronic medical conditions are at greater risk for experiencing challenges with academic, physical, and social functioning than their healthy peers. Thus, they may need ongoing monitoring and assessment to help determine the need for school-based interventions and supports. This chapter discusses considerations for school-based assessment and monitoring of progress by professionals working with students with chronic medical conditions. Approaches to assessment are discussed, including assessment methodology, goals, and domains. Specific considerations for selecting a test battery and making necessary modification to testing procedures, as well as factors affecting interpretation of results, are included. Finally, the chapter includes a discussion of goals and methods for monitoring progress after the initial assessment and using this information to guide ongoing intervention strategies.

This chapter describes the AIDS pandemic as being intimately linked with inequitable social conditions. The case is made that these social inequities must be the primary “target” of HIV prevention efforts. The five pillar model is introduced and used as guide for illustrating the inherent value of structural-level interventions to the goal of ending AIDS. The chapter further makes the case that rectifying social inequities is the basis for going beyond the goal of ending AIDS and moving toward global health for all people. The chapter describes the social drivers of the pandemic, a prevention paradigm, and a proposed framework for structural-level interventions.

In Papua New Guinea (PNG), a seafloor massive sulfide (SMS) mining venture has been proposed to start in 2013 and the expected high profitability was presented. However, the geophysical and social conditions are quite different from Japan’s ones. The technologies and model used for the PNG mining are difficult to apply under Japan’s conditions. The economy of SMS mining has no reality in Japan, because the tailing waste disposal is very expensive. Based on a preliminary economic evaluation of seafloor massive sulfide mining venture under Japan’s conditions, some modifications in the mining system and material flow are proposed for the improvement of the economy.

Brazilian Social Housing (SH) programmes have a positive effect on reducing habitational deficits, however, often fail to mitigate social segregation. In addition, SHs present a minimal, or inadequate comfort, and environment quality with adverse consequences on the quality of life and well-being of users. The negative impacts of housing conditions and the built environment may imply in Social Costs (SCs) incurred on society. There is a gap related to SCs associated with Brazilian SH, and how to estimate these. Our research aims to evaluate potential SCs related to SH. The study was developed in 3 stages: evaluation of SCs components, estimation of a SC model, and identification of SCs in a specific SH example. Visual observations, questionnaires, photos, mapping, and documents to analyse SCs were applied in a specific case study. Furthermore, our research highlights a participatory process, placing the residents as protagonists to define their housing. Understanding how social issues are associated with housing conditions and their surroundings and creating mechanisms to reduce SCs may enable the development and implementation of new housing design solutions. Also, fundamental are future scenarios where sustainability, quality of life, and well-being guide the production of housing and the resulting built environment

In the 20th century, Serbia had a very interesting and diverse constitutional development and constitutional solutions, changing the principles of the organization of government, the form of social organization, the diversity of state communities. In this period of time, Serbia passed a large number of constitutions, and some of them were revoked and again, with minor changes, adopted. In any case, such a rich constitutional history has contributed to the fact that Serbia has great constitutional experience, which will be necessary when adopting new constitutional changes that will inevitably follow in the future and which should be used in order not to make the historical mistakes we made in the past. All the constitutions that were proclaimed in Serbia in the 20th century (there were eith of them) were of significance not only for the principle of separation of powers between three branches of government, but also for the creation of conditions for the functioning of economic entities. Polytechnic University of Santa Rosa Jáuregui (UPSRJ) is a Mexican public institution where a new generation of metrologists is finishing the second year of studies leading to a bachelor degree as Industrial Metrology Engineers. The curriculum of the undergraduate program is based on the development of skills and to achieve this goal, the curriculum aims to develop two halftime stays at the end of the first and second year of study. Finally, the students complete their studies by a 600 hours full time third stay in the productive sector. The objective of practices is that students apply the skills acquired in school integrating theory and practice by case-based learning. The stay is performed under real-life conditions inside a company or in a research center or within a testing and calibration laboratory. The condition is that students develop short projects related to what they learned in college in the field of metrology and quality. During each stay, a university professor and a technical advisor belonging to the company guide the student. The professor will conduct the evaluation of the stay jointly by his counterpart in the company taking into account performance criteria previously defined. As part of the evidence of this process, the student will submit a report of the project results. This paper is a reflection of the results obtained through the experience of the students after the end of the second period of practical in-company. This practice ensures skilled metrologists with real-life training, but also facilitates the young people's transition into the labor market. This training strategy is a way to facilitate the social integration of the new generation in the workplace.

The increasing use of online discussion forum (ODF) as an online computer-mediated communication (CMC) system that allows students to construct knowledge, collaborate and engage with new knowledge has resulted in a growing body of research that aimed at finding ways to enhance student learning outcomes using this platform. After an intensive web search was conducted using Google Scholar, seven previous systematic reviews that studied research trends in ODF were found. These studies have conducted systematic reviews on many different trends, factors and conditions to enhance student learning outcomes in ODF. The aim of the present study was to gather, analyze, and synthesize the seven previous systematic reviews in identifying holistic trends, factors, and conditions that have been reviewed and reported by them towards understanding the successful enhancement of student learning outcomes in this platform. The potential combinations of trends, factors, and conditions that emerged from the syntheses can act as a more holistic predetermined trends, factors and conditions for future improvement on the systematic review research. This study identified and categorized the trends, factors and conditions emerged under three different categories (i.e. general current trends, factors influencing ODF learning outcome (independent variables), and the achievement of ODF learning outcomes (dependent variables)). First and foremost, this study found that the general current trends reported on the ODF research area were based on the research site by region, academic context and academic discipline, forum platform, number of papers per year and research papers per journal, research design, type of analysis, and analysis framework. Next, in terms of the factors and conditions influencing the learning outcome of ODF, previous systematic reviews have reported their findings in terms of (i) stating the purpose in learning activity in ODF, (ii) protocol used in ODF, (iii) pedagogical strategies used in ODF, (iv) assessment used in ODF, (v) moderation used in ODF, (vi) student characteristics in ODF, and (vii) technology issues in ODF. Finally, in terms of the factors and conditions influencing the achievement of ODF learning outcome, they have reported their findings in terms of (i) thinking skills, (ii) achievement, (iii) social construction of knowledge, (iv) communication skills, and (v) others. The findings can help guide novice researchers in finding research gap from previous ODF studies and create opportunity that include forming an important reference base for a more holistic future systematic review in ODF field.

Public urban environments define a city as a commons, a place that is jointly shared. These environments make up the part of the city that is economically, environmentally, and socially advantageous toward the common good. In this study, we examine how the concept of urban commons can be characterized in the space of a city. The first part of the research is project-based. The project site is Fort Lauderdale, Florida where we utilize an alternative future scenario-based design model to examine urban environments in at-risk areas. The model can be defined as a plausible description of future climatic states which guide the reimagining process. Green infrastructure concepts and resiliency principles redefine public space opportunities. The project highlights the dynamics of the natural environment as a frame for reconfiguring public space as an open, permeable, and adaptive system that mitigates exposure to adverse conditions including pluvial flooding and storm surge events. The second part of the research presents a review of planning policy instruments and suggests how these instruments help shape long-term strategy toward the repair of natural habitat and the development of public space networks. The conclusions suggest that creating a rich and vibrant urban commons in synthesis with the evolution of a city hinges on the ability of designers and policy makers (in collaboration with other stakeholders) to choreograph and layer multiple scales of resiliency interventions. While interventions are site specific, when based on time-oriented planning of present and future conditions, land-use decisions and adoption of policy mechanisms can be applied across other land reform scenarios. At the scale of street, block, neighborhood, and region, efforts can intersect toward the development of unique urban environs that supports social and environmental resiliency.

In December 2010, Qatar won the rights to host the 2022 FIFA World Cup. The announcement came with increasing pressure from international human rights organizations, media and other groups for Qatar to reform its labor laws, which governs the lives and working conditions of foreign workers in the country. Although Qatar continues to develop and implement major reforms to its labor laws, until now there was no one unique tool based on survey data to evaluate the impact of the government’s policies on guest workers. The objective of this paper is to present the Qatar Guest Workers’ Welfare Index (GWWI), a multi-dimensional comprehensive tool based on survey data of migrant workers developed by the Social and Economic Survey Research Institute (SESRI). In addition to assessing and tracking the welfare of this population, the objective of the index is to identify areas of improvement to guide policy formulation.

Since the goal of any advanced society is to reduce poverty and improve the social status of the population, it is important to know the causes of its emergence. In connection with Slovakia's membership in the European Union, we have taken over European legislation in this area. The Europe 2020 strategy is currently in force in the countries of the European Union, while one of its five main objectives is "Fight against poverty and social exclusion". Poverty research is undoubtedly a topical, multidimensional problem. One of the issues it focuses on is the so-called income poverty. The poverty line is considered to be 60% of the median national equivalent disposable household income. In order for assistance to those at risk to be truly targeted at those who need it most, it is necessary to map the situation in detail and identify the factors that have the greatest impact on the incidence of poverty. In our paper, the subject of analysis will be the quantification of the influence of selected factors from The European Union Statistics on Income and Living Conditions (EU-SILC) database on the at-risk-of-poverty rate in Slovak households. The at-risk-of-poverty rate represents the proportion of people (in percent) in the whole population, whose equivalent disposable income is below the at-risk-of-poverty line. We will verify the impact of selected factors on the at-risk-of-poverty rate using a logistic regression model in the SAS Enterprise Guide statistical tool.

Background: "Virtual autism" is a condition that occurs when young children below the age of two are excessively exposed to screens which leads to ASD-like symptoms. They face communication problems, decrease cognition and often show behaviour oddities. When screen exposure is stopped and associated with daily moments of dyadic interaction, we need couple of months to distinguish classical from "virtual autism". Methods and Objectives: There is a report of a 23-month old male toddler who had ASD-like symptoms due to early-life intensive screen exposure, which was later replaced with parent-child social time and interaction. Results: Used tools for early child development assessment were: M-CHAT-R/F (Modified Checklist for Autism in Toddlers) and IGMCD (International Guide for Monitoring Child Development). At first assessment when he was 23 months old, M-CHAT-R/F was 9/20. IGMCD: expressive/receptive language at the level of 11-13 months, play 11-13 months, gross motor 24-36 months, fine motor 17-19 months, relating 20-24 months, self-help 17-19 months. This child had marked improvements in developmental milestones when screen time was replaced with parent-child social time, adequate interaction and joint attention. After 7 months, at his age of 30 months, M-CHAT-R/F was 0/20. On IGMCD he reached all the goals for 24-36 months, except fine motor skills. Parents got new instructions for fine motor skill activities, advice for additional speech therapist assessment and enrollment in kindergarten. Conclusions: Modern devices such as smartphone, tablet and computer, can't communicate with children. Parent-child social time, adequate interaction, joint attention and age-appropriate stimulation are necessary for speech development, social interactions and communication. A minimum of three months screen-free regimen for overexposed younger children with ASD symptoms is needed, accompanied by daily playful interaction with the parents, to differentiate between classical and "virtual autism".

For pressing and complex spatial or social urban agendas, understanding and interpreting place has always been an important issue. In-depth and close explorative reading of a site—in which drawing, modeling and writing (the basic tools of architecture) become instruments to open up new perspectives—is vital for imagining site-specific architectural possibilities. We thus see creative imagination, related to and emerging from place, as a crucial source of innovation. As educators, therefore, we need to examine how to guide students explore their imaginative faculties. Our pedagogi-cal approach is founded upon the philosophical thought of phenomenology, theory on place, findings from neurosci-ence, and examination of architectural precedents. Based on these underpinnings we developed a course that focused on enhancing students’ spatial imagination and challenged them to think how the tools of architectural analysis and design can offer new imaginative ways to approach the local, social and historical aspects of a place. The paper illustrates how this framework is brought into architectural education by engaging the example of “Methods of Analysis and Imagination,” a master level elective course we taught in 2019. It presents the course’s overarching structure, as it unfolded over three intensive workshops on drawing, modeling and writing respectively. Investigating a selected site—through readings, conversations, exercises, hands-on and in situ assignments—the three workshops explored the way imagination can help us look at a place, and discover new and unique spatial or architectural relationships lurking in the banal and the ordinary. Through selected students’ work the paper concludes situating the course in an educational context that cares to expand spatial and architectural imagination, trusting imagination to be the productive and valuable answer to the many critical contemporary conditions we face as architects.

Multiple efforts have been made in recent years to introduce cash transfers augmented by livelihood support (‘cash-plus’) into protracted crisis contexts to support lives and livelihoods. Yet, little learning has been generated about how to design and implement these effectively and under what conditions. This brief summarises the state of the evidence and debate, gaps in the evidence, and directions for research that emerge from the thematic paper on cash-plus in protracted crises characterised by conflict and fragility. We identify distinct objectives and patterns of cash-plus provision across different conflict-social protection contexts. A dearth of evidence on impacts of these programmes remains. This has implications for future work in the area of cash assistance and livelihoods in protracted crisis settings. We identify a number of key questions to guide further research.

Review question / Objective: Research Question: How is health information management carried out and how have electronic health records, interoperability and information exchange, and public information sharing developed? The scope review aims to (1) provide an overview, bibliometric, on Health communication and sustainability, (2) pointing out the thematic trends, research topics, theories, methods presented in the studies, countries and authors, (3) contribute to the development of emerging issues and opportunities in global social public relations in order to identify gaps in the literature and guide future research directions. Condition being studied: A scoping review of how academia identifies relevant topics in Health communication and public relations contributes to better decision making in ways that are relevant at the national, organizational, and workforce levels. It also provides new insights for policy makers and a better sustainable global understanding of the topic.

Artificial intelligence (AI) has the potential to become a transformative general-purpose technology, reshaping economic, social, and institutional frameworks globally. The Inter-American Development Bank Group (IDBG) recognizes the urgency of fostering AI adoption in Latin America and the Caribbean to catalyze productivity, inclusion, and sustainable development. This document provides a high-level strategic framework to guide IDBGs interventions in advancing AI adoption and responsible use across the region. The document reviews key challenges facing the three dimensions of AI institutions and governance; data and infrastructure; and human capital and how to overcome these challenges to build AI ecosystems and accelerate innovation and adoption in both the public and private sectors. By addressing structural barriers such as uneven digital infrastructure, limited data availability, and insufficient skills, this framework seeks to create conditions for ambitious and equitable AI diffusion. Additionally, it prioritizes a research agenda targeting the impacts, obstacles, and governance of AI adoption, focusing on evidence-based policy design to leapfrog development challenges while mitigating risks of inequality and misuse. This strategic guidance aligns with the three core objectives of IDBImpact: reducing poverty and inequality, addressing climate change, and fostering sustainable regional growth.

Religious populism and radicalism are hardly new to Pakistan. Since its birth in 1947, the country has suffered through an ongoing identity crisis. Under turbulent political conditions, religion has served as a surrogate identity for Pakistan, masking the country’s evident plurality, and over the years has come to dominate politics. Tehreek-e-Labbaik Pakistan (TLP) is the latest face of religious extremism merged with populist politics. Nevertheless, its sporadic rise from a national movement defending Pakistan’s notorious blasphemy laws to a “pious” party is little understood. This paper draws on a collection of primary and secondary sources to piece together an account of the party’s evolution that sheds light on its appeal to “the people” and its marginalization and targeting of the “other.” The analysis reveals that the TLP has evolved from a proxy backed by the establishment against the mainstream parties to a full-fledged political force in its own right. Its ability to relate to voters via its pious narrative hinges on exploiting the emotional insecurities of the largely disenfranchised masses. With violence legitimized under the guise of religion, “the people” are afforded a new sense of empowerment. Moreover, the party’s rhetoric has given rise to a vigilante-style mob culture so much so that individuals inspired by this narrative have killed in plain sight without remorse. To make matters worse, the incumbent government of Imran Khan — itself a champion of Islamist rhetoric — has made repeated concessions and efforts to appease the TLP that have only emboldened the party. Today, the TLP poses serious challenges to Pakistan’s long-standing, if fragile, pluralistic social norms and risks tipping the country into an even deadlier cycle of political radicalization.

We need a new way of talking about global warming. UN Secretary General António Guterres underscored this when he said the “era of global boiling” has arrived. Although we have made remarkable progress on a very complex problem over the past thirty years, we have a long way to go before we can keep the global temperature increase to below 2°C relative to the pre-industrial times. Climate models suggest that this next decade is critical if we are to avert the worst consequences of climate change. The world must continue to reduce greenhouse gas emissions, and find ways to adapt and build resilience among vulnerable communities. At the same time, we need to find new ways to remove carbon dioxide from the atmosphere in order to chart a “net negative” emissions pathway. Given their large capacity for carbon storage, the oceans must be included in consideration of our multiple carbon dioxide removal (CDR) options. This report focused on ocean iron fertilization (OIF) for marine CDR. This is by no means a new scientific endeavor. Several members of ExOIS (Exploring Ocean Iron Solutions) have been studying this issue for decades, but the emergence of runaway climate impacts has motivated this group to consider a responsible path forward for marine CDR. That path needs to ensure that future choices are based upon the best science and social considerations required to reduce human suffering and counter economic and ecological losses, while limiting and even reversing the negative impacts that climate change is already having on the ocean and the rest of the planet. Prior studies have confirmed that the addition of small amounts of iron in some parts of the ocean is effective at stimulating phytoplankton growth. Through enhanced photosynthesis, carbon dioxide can not only be removed from the atmosphere but a fraction can also be transferred to durable storage in the deep sea. However, prior studies were not designed to quantify how effective this storage can be, or how wise OIF might be as a marine CDR approach. ExOIS is a consortium that was created in 2022 to consider what OIF studies are needed to answer critical questions about the potential efficiency and ecological impacts of marine CDR (http://oceaniron.org). Owing to concerns surrounding the ethics of marine CDR, ExOIS is organized around a responsible code of conduct that prioritizes activities for the collective benefit of our planet with an emphasis on open and transparent studies that include public engagement. Our goal is to establish open-source conventions for implementing OIF for marine CDR that can be assessed with appropriate monitoring, reporting, and verification (MRV) protocols, going beyond just carbon accounting, to assess ecological and other non-carbon environmental effects (eMRV). As urgent as this is, it will still take 5 to 10 years of intensive work and considerable resources to accomplish this goal. We present here a “Paths Forward’’ report that stems from a week-long workshop held at the Moss Landing Marine Laboratories in May 2023 that was attended by international experts spanning atmospheric, oceanographic, and social sciences as well as legal specialists (see inside back cover). At the workshop, we reviewed prior OIF studies, distilled the lessons learned, and proposed several paths forward over the next decade to lay the foundation for evaluating OIF for marine CDR. Our discussion very quickly resulted in a recommendation for the need to establish multiple “Ocean Iron Observatories’’ where, through observations and modeling, we would be able to assess with a high degree of certainty both the durable removal of atmospheric carbon dioxide—which we term the “centennial tonne”—and the ecological response of the ocean. In a five-year phase I period, we prioritize five major research activities: 1. Next generation field studies: Studies of long-term (durable) carbon storage will need to be longer (year or more) and larger (>10,000 km2) than past experiments, organized around existing tools and models, but with greater reliance on autonomous platforms. While prior studies suggested that ocean systems return to ambient conditions once iron infusion is stopped, this needs to be verified. We suggest that these next field experiments take place in the NE Pacific to assess the processes controlling carbon removal efficiencies, as well as the intended and unintended ecological and geochemical consequences. 2. Regional, global and field study modeling Incorporation of new observations and model intercomparisons are essential to accurately represent how iron cycling processes regulate OIF effects on marine ecosystems and carbon sequestration, to support experimental planning for large-scale MRV, and to guide decision making on marine CDR choices. 3. New forms of iron and delivery mechanisms Rigorous testing and comparison of new forms of iron and their potential delivery mechanisms is needed to optimize phytoplankton growth while minimizing the financial and carbon costs of OIF. Efficiency gains are expected to generate responses closer to those of natural OIF events. 4. Monitoring, reporting, and verification: Advances in observational technologies and platforms are needed to support the development, validation, and maintenance of models required for MRV of large-scale OIF deployment. In addition to tracking carbon storage and efficiency, prioritizing eMRV will be key to developing regulated carbon markets. 5. Governance and stakeholder engagement: Attention to social dimensions, governance, and stakeholder perceptions will be essential from the start, with particular emphasis on expanding the diversity of groups engaged in marine CDR across the globe. This feedback will be a critical component underlying future decisions about whether to proceed, or not, with OIF for marine CDR. Paramount in the plan is the need to move carefully. Our goal is to conduct these five activities in parallel to inform decisions steering the establishment of ocean iron observatories at multiple locations in phase II. When completed, this decadal plan will provide a rich knowledge base to guide decisions about if, when, where, and under what conditions OIF might be responsibly implemented for marine CDR. The consensus of our workshop and this report is that now is the time for actionable studies to begin. Quite simply, we suggest that some form of marine CDR will be essential to slow down and reverse the most severe consequences of our disrupted climate. OIF has the potential to be one of these climate mitigation strategies. We have the opportunity and obligation to invest in the knowledge necessary to ensure that we can make scientifically and ethically sound decisions for the future of our planet.

Contexte Ce rapport a pour objectif de présenter les résultats d’une recherche-action visant le développement d’un modèle d’intervention préventive en santé et sécurité du travail (SST) par et pour les préposés aux bénéficiaires (PAB) dans les centres d’hébergement et de soins de longue durée (CHSLD) du Québec. Les PAB sont au cœur des soins prodigués dans les milieux gériatriques. Malheureusement, l’augmentation du nombre de blessures et l’accentuation des problématiques de santé psychologique subies par ce personnel depuis quelques années fragilisent leur situation, ce qui se prouve en termes de faible rétention et de fort absentéisme chronique de ce personnel. Ce projet, qui est issu au départ d’une demande du milieu, visait à implanter une démarche d’intervention dans trois CHSLD du Québec, en nous inspirant d’autres études menées dans d’autres types d’organisation, comme les centres jeunesse. Revue de littérature La littérature scientifique nous enseigne que la participation des travailleurs au développement et à l’implantation de programme de prévention de la SST est une condition clé de leur succès, et ce préférablement à une intervention unilatéralement « classique » davantage axée uniquement sur la formation du personnel. Néanmoins, les CHSLD ne sont pas reconnus comme des milieux innovants, dans lesquels les PAB peuvent participer activement au développement des programmes de formation qui les concerne. La participation des PAB à une intervention préventive en SST, même si elle leur est destinée, apparaît comme un défi particulièrement important et difficile à relever. Objectifs L’objectif principal de cette recherche-action consistait à développer des modalités d’interventions préventives innovantes en matière de SST portées principalement par les PAB en CHSLD, afin d’en tirer des connaissances généralisables à d’autres milieux. Nos objectifs spécifiques visaient à : 1) cerner, dans les CHSLD, les facteurs de risque ainsi que les facteurs de protection présents ; 2) documenter et évaluer un processus mené « pour et par des PAB » qui vise à réduire les contraintes ciblées dans chaque milieu ; 3) documenter et évaluer le processus d’implantation de ces mesures ainsi que la participation des PAB dans la mise en place de la démarche ; 4) documenter les effets attendus des interventions proposées au sein des groupes de soutien à l’intervention (GSI) ; 5) dresser un inventaire des conditions (dimensions contextuelles et organisationnelles) favorables ou défavorables à l’implantation d’une intervention préventive misant sur la participation des préposés aux bénéficiaires. Cadre d’intervention L’étude a pris la forme d’une recherche-action. Selon cette approche, c’est principalement par l’action que l’on peut générer des connaissances scientifiques pour comprendre et changer la réalité sociale des individus et des systèmes, donc d’organisations telles que les CHSLD. Dans cette perspective, la théorie découle donc de l’action. Dans le cadre d’une recherche-action, on vise notamment à garantir que l’objet réponde à la fois aux problèmes pratiques des membres de l’organisation ainsi qu’aux préoccupations théoriques de recherche. Aussi, nous nous sommes appuyé sur le cadre proposé par Goldenhar et al., (2001) pour élaborer la démarche d’intervention. Il s’agit d’un modèle en 3 phases : le développement (l’identification a priori des risques ciblant des priorités sur lesquelles agir), l’implantation (l’implantation d’une intervention cohérente avec ces cibles via un GSI) et l’évaluation de l’intervention (l’étude de l’efficacité de l’intervention). Méthodologie Notre processus méthodologique a suivi le cadre d’intervention précité, soit trois phases de recherche-action : le diagnostic (phase I), l’intervention (phase II) et l’évaluation (phase III), et ce, dans trois CHSLD différents. Mentionnons que nous avons rajouté une phase d’entrevues, à la suite de la pandémie de la COVID-19 (phase I-B). Nous avons réalisé un total de 50 entrevues, soit 36 lors de la phase I (trois sites) et 21 en phase I-B. Nous avons réalisé également des heures d’intervention dans le cadre de la phase II, afin de développer les GSI. Lors des phases II et III, 15 informateurs clés ont été rencontrés sur une base individuelle et volontaire, et ce dans les deux CHSLD où ont été implantés des GSI. Notons que la pandémie a considérablement freiné notre projet et limité la portée de notre action. Il a été décidé, à la suite de la phase I-B, qu’un CHSLD serait supprimé de notre projet, tant les enjeux de recrutement pour les entrevues (phase I-B) et GSI (phase II) semblaient complexes. Résultats Les résultats de la phase I et I-B mettent de l’avant, dans les trois milieux, des facteurs de risque et des facteurs de protection relatifs à la charge de travail, au manque de soutien des collègues ou des supérieurs, à la faible reconnaissance et à la faible autonomie décisionnelle. Ce diagnostic a permis de préciser certaines pistes d’action pour les deux CHSLD participant à la phase II. Nous présentons ces pistes, de même que le processus complexe par lequel nous avons pu (ou non) développer des innovations organisationnelles dans les milieux. Dans le CHSLD du Hameau, quatre mesures ont été retenues (p. ex. : procéder à un exercice de clarification des rôles, des tâches partagées). Au CHSLD du Parvis, quatre mesures ont été aussi retenues (p. ex. élaborer un plan de contingence sur les unités). En guise d’évaluation, nous présentons plusieurs conditions gagnantes et défis identifiés par les acteurs des milieux interrogés. Discussion Notre projet a permis de documenter la complexité de développer des projets participatifs en CHSLD, notamment lorsqu’ils visent les PAB. Un premier facteur de complexité porte sur la structure hiérarchique même de l’organisation, qui donne peu de place et de pouvoir aux PAB, alors même que cette catégorie d’emploi est centrale en CHSLD. Un second facteur a trait à la fragilité importante de ces processus d’innovations lorsque des contraintes extérieures entravent ou bouleversent les pratiques quotidiennes. Certaines contraintes peuvent être importantes et de courte durée (comme la pandémie de la COVID-19), mais d’autres sont relativement récurrentes et fragilisent tout autant le même processus (manque de main-d’œuvre ponctuelle, épidémie d’influenza, visites de qualité, etc.). Des facteurs de soutien sont identifiés, comme l’engagement structuré de l’ensemble de l’organisation envers le projet (des hautes directions comme SAPA aux gestionnaires immédiats), la composition rigoureuse du comité chargé de développer et d’implanter les mesures proposées et le développement d’une perspective de pérennisation à moyen et long terme.

The Strategy takes into account the profound changes we have witnessed in the Region over the past two decades and reflects the consensus of the Bank's shareholders as to what our priorities should be. Every four years the IDB Group reviews its Institutional Strategy. This document is the Update to the Institutional Strategy (UIS), which reflects the changing conditions and priorities in the Region and the principles that guide the work of the IDB Group's employees. The Board of Governors of the IDB approved the UIS on March 29, 2015 during the Annual Meeting in Busan, Korea. The UIS will chart a course for our work over the next four years.
