Texto completoThe aim of this thesis is to present and to analyse the political concept in the sassanian era relying on religious texts and through an anthropological approach. We try to shape a political system made of several elements : 1e : god as source of politics ; 2e : world as place, time and means of politics ; 3e : man as the maker of politics ; 4e : religion as politics itself ; 5e : resurrectiion as aim of politics. These elements constitute a divine whole and have to face a devilish whole. The evolution of the idea of god is analysed in 3 steps : polytheist, henotheist and dualist. The evolution of the world is a political struggle against the devil in to which must participate every being. The main protagonist of this fight is the man. The essence of political concept should be found out in the purification process namely in the elimination of "state of mixture" between god's creation and devil's anti-creation. The final result of purification is the achievement of a political ideal : resurrection. The purification touches its very top by the ordeal of melted metal which symbolizes the sacred union of human political power(metal) and the divin power(fire). Moreover, the destruction of the archetype of evil king is the sign of the end of develish whole as well as all the other features of "state of mixture". And this renders the political system useless. In another part we have analysed the manicheism and the mazdakism both as 2 "theoretical" alternatives to the political system and a sort of acceleration and radicalization of the mazdian concepts in 2 steps, a passive and an active one. In the last part of this work, we have analysed the relations between mazdeism, bouddhism, judaism, christianism and especially islam with which a new ideological synthesis will be generated

Texto completoThe study of the firm, and more generally speaking the interpersonal coordination, has known some significant progress, specially since the developments of neo-institutional or contractual perspectives through those two main branches: the theory of transaction cost and the agency theory. The critical analysis of those approaches led us, at first, to reject the strict firm/market's dichotomy. Thus, the firm appears like a nexus of contracts. It lead us to enlarge their anthropological vision prompted by Hobbes and Machiavelli for restricting instrumental and totalitarian limits. Then, it shows the necessity to go far away the neoclassical paradigm in order to apprehend in a more astute way human behaviours and their modality of coordination. Therefore, we set the possibility to built an Austrian theory of the firm. Moreover, it is established that Austrian school disposed a range of key concepts quite adapted to a firm's conceptualisation. Supported on the catallaxy notion for his harmonisation proprieties, the firm presents itself like an open club, a cognitive entity and a polyarchical community of individual entrepreneurs

Texto completoThis work focuses on the Modelling and the design optimization of an electrical motor-generator integrated in an electromagnetic coupler for automotive applications. A study of electric motor-generators and electromagnetic couplers used mainly in traction systems proposed in literature is presented. For the application witch is the aim of "Defontaine" company we proposed and studied two systems operating on the basis of two different principles. The first system adopts the principle of transmitting torque by friction and uses an axial flux homopolar motor-generator. The second is based on a system of dog clutch ; the motor-generator in this case is a permanents magnets synchronous machine. Both of the two topologies, axial and radial machines are studied. With the aim of design and optimization of the three machines, electromagnetic and thermal models are presented. These models are then coupled with a stochastic particle swarm optimization algorithm. For the particular case of the radial permanent magnet machine, we have developed an original method of optimization based on the direct calculation of the optimal parameters. This method is then used to study the case of the high speed machines. A test bench has been especially designed to validate the developed models and the two principles of electromagnetic couplers

First, we conclude some important topics from the intellectual history of the idea of European unification, which will be served as the basis of our theoretical reconstruction. Second, we will examine Habermas’ post-nationalist theory on Europe according to the development of his academic research. The political theory of Habermas has a close relation with his works before 1990s. Finally, we will clarify his theory in the context of the contemporary debate in political philosophy. Texto completoThe past decade has been marked by a growing involvement of transnational corporations in activities that are more akin to functions normally given over the Nation-state. These activities reveal the emergence of a political conception of CSR which confers a political role to business firms in a globalized society. The aim of this dissertation is to discuss the relevance of the governementality framework developed by Michel Foucault to the study of the emergence of a political conception of CSR and its effects in terms of power dynamics. We design a qualitative and abductive research drawing on a genealogical perspective. The Shell Tunisia case study is based on in-depth interviews with 52 of its senior managers and 23 of its stakeholder's representatives. The discourse analysis made by the qualitative data analysis software Nvivo 8 has shown three main results. First, we identified various sector-based, institutional, organizational and discretionary conditions which underlie the emergence of a political conception of CSR. We then showed that economic and political motivations largely explain firm's politicization. Finally, we highlighted that this politicization constitutes a new governementality regime of the business and society interface that was supported by the formation of new objetcs, forms and techniques of government

Texto completoWhat is it that drives a country, at some point in history, to make a choice to increase its custodial capacity and to realise a ‘policy of walls'? To answer this question, this thesis develops a comparison between two countries which, in this respect, have followed very different paths: Canada and France. Although it is often claimed in social science literature that the decision to build prisons was a response to specific political circumstances, very few studies have documented empirically the interplay between the policy-makers responsible and the institutional framework within which such choices were determined. This thesis aims to begin to eliminate this lacuna. Drawing on the sociology of decision-making, we have conducted analyses of the structures underlying prison reforms and scrutinized the actions of those members of the political class involved in the process, including the variety of policy advisers involved in the formulation of penal policy. Particular attention has been drawn on the circulation of ideas in decision-making milieux. Drawing on a combination of penal statistics, institutional archives, ‘Grey Literature' in penal policy from 1980 to 2005, as well as semi-structured interviews conducted with public officials from both countries (and at both levels of government in the case of Canada), the thesis highlights the views those involved in the implementation of reforms to the criminal justice system referred to when establishing specific penal policies' programmatic content. The type of problems defined by public officials, the role played by public safety issues in the political culture of both countries and openness to delegating solutions to reform-minded civil servants mostly account for changes in prison capacity. Finally, it is contended that it was the composition of the decision-making milieux taken together with the propensity of elites to absorb participants from differentiated sub-sectors (interests groups, consultants, academics, etc.) that are sufficiently institutionalized to influence the decision-making process), that explains the differences in prison building policies between the two countries

Texto completoThe main purpose of this thesis is to understand how a national association sport policy is elaborated. The case of the French Rugby Union (FFR) is studied as part of an intervention-research, as this organisation initiated some reflections around its sport policy, an object that we had both to apprehend and conceptualise. This object is considered as a co-construction process, between national and regional actors. In order to study this, we mobilise the Actor-Network Theory (Akrich et al., 2006), associated with the concept of prescriptive relation (Oiry, 2012). The Actor-Network Theory (also known as the sociology of translation) highlights the presence of both human and non-human actors which can have an impact on this process. In this way, our research question is: what are the actors' dynamics during the co-construction process of the federal sport policy? The general idea, throughout our framework, is to express how the (human) actors, thanks to their representations (their translation) and their collaboration / confrontation (their prescriptive relation) are going to co-construct the federal sport policy. The aim of this thesis is to apprehend both the integration of this sport policy into the federal organisation (the FFR) and the creation of an actor-network, which, simultaneously, is configuring and stabilising itself

Texto completoProcedures a mettre en oeuvre pour concevoir des projets d'amenagement collectifs. The regional environment is made of a multitude of systems that makes its complexity. This complexity depends on the variety and the number of actors witch it is composed by. The actors have different systems of representations and different interests. The systemic modeling with axiomatic based on a constructivist epistemology enables us to design a systemic organization based on a communication system and on a collective information-memorization system. The systemic modeling allows us to model regional environment by referring to the notion of process (designing process of many-actors projects, understanding and problems solving process. . . ). At this level we are convinced that the only study of the organization of actors as a result doesn't underline clearly conditions that allow emergence of a collective project and doesn't describe the articulation of all the individuals projects. The goal of this thesis is to identify how a collective project can emerge from a mixture of individual projects that are often very divergent. The representation of the actors as a process of eco-organization of the regional environment has led us to formulate the problem in terms of an intervention in an eco-organization in accordance with auto-eco-organizational paradigm of edgar morin. In this way we propose elements from another problematic : the eco-management. So, the projects of land use planning in regional environment becomes designing for set up intervention projects in eco-organization process. As a consequence, and in a procedural perspective, we are questioning ourselves about witch procedures to set up in order to conceive collective projects

Texto completoHow are used and appropriated the environmental external costs and which are their stakes in the decision-making process of a transport infrastructure project? Through the story of the railway project transalpine Lyon Turin, this thesis questions about the uses and the appropriations of the valuation of the environmental nuisances. In the nonlinear unfolding of the project (1989-2010), we will reveal the technical uses of the monetary valuations inserted into a wide instrument of evaluation, the public economic calculation, to deal with its political and social appropriations. By its transformations and the emergence of an alpine question of transport following the accident in the tunnel of Mont Blanc and its reading under risk register, Lyon Turin gains in precision and in public visibility. In spite of its complexity, its cost and weak profitability, it becomes the symbol of a new sustainable transport policy. Yet, the values allotted to the environmental external costs following the Boiteux groups do not manage to modify the results of the evaluations. Within the framework of the alpine area, the project offers a political solution to crisis and questions the relevance of economic calculation to measure the collective interest of the project. The instrument, in the heart of the issues on the realization of the project, is constantly reinvested in the process of negotiation and decision. The controversies on the realization of the project give to see the issues of a project life, cost-benefit analyses and let charge the interest of the protagonists for environmental external costs as an instrument of public action

From 1960 on, the ministry of Health stes up a centralized control of each operation and enters upon a so called policy of industrialization by putting forward functional and architectural patterns fit to carry out in a shorter time and at reduced costs an important programme of renovation and modernization of the hospitals. This rigid building policy, grounded on the calling in of a small number of specialized architects and constantly the same answers was progressively relinquished from 1983 on, awing to a very critical interministerial report. Though blamed for the excessive uniformity of its realizations, it has lead to the constitution of an ability still up-to-date

Texto completoAlthough it is diversely characterized, the innovative nature of instruments seems to follow three types of innovation: (a) imitations of existing instruments; (b) hybridizations of more or less coercive instruments; (c) or meta-conglomerations of instruments. After admitting that all instruments originate from one another through these three innovation paths and a unique object model, we tried to provide a new design method that would both enable the identification of innovative instruments and their design.Within the frame of intervention research, we agreed to define an instrument as a specific intended causal chain of public action, and formulated an algorithmic language along some instrumental elements (actors, actions, events, logical operators and impact vectors) in order to characterize instruments in an ostensive way. After developing a method to evaluate the newness and the effectivity of any instrument, we could more precisely define an innovative instrument as a new causal chain that is effectively implemented in the technical and social reality. As a corollary, innovating an instrument consists in designing a new causal chain, or modifying the actors and actions in it.Eventually, and in order to apply and test what we called a combinatory design method, we chose to question the innovative nature of the Energy Savings Certificates scheme (ESC). Texto completoA road network is an infrastructure rooted in its territory. Its design, construction and maintenance are traditionally seenas mostly conditioned by the local physical environment and its economic conditions. This doctorate however analysesthe impact of the regulatory and administrative environment on design choices.An included historical comparison between London and Paris XX century urban networks highlights very different trendsin design choices. However, consistent decision making patterns have developed independently over time in the Britishand French networks. This doctorate demonstrates that these decision making biases are dictated by the legal frameworkof each country, which constrains government’s ability to take part in the road network development process. Becauseadministrative structures have significantly changed over time, they cannot explain the observed consistency.Since the 1990’s, urban transport network administrations and institutions have been profoundly reformed. These reformshave been made in the context of financial crises, reduction in infrastructure economic return and partial loss ofcompetitiveness of the automobile as a mode of transport.These reforms are different from country to country, but the only identified reason that would explain this trend is the factthat the road infrastructure is no longer a market failure. Pay-per-Use technologies of the road infrastructure are alreadyavailable, and represent a profound change in market structures. Some governments and national administrations arefinding themselves increasingly confined to regulatory duties and it is only logical to expect the road infrastructure totransform itself into a typical utility, operated by private companies

Texto completoThis work aims to compare the policies concerning the construction of sports facilities in fascist Italy and Nazi Germany in order to train and supervise the masses through sport an to show the superiority of their doctrine. The first part of the work presents the sporting and historical context inherited by Italian fascism and National Socialism. The way the fascist and the Nazi regimes tried to supervise the popular practising of sport from an ideological point of view is treated in the second part. Many sports facilities were built to encourage the population to practise sport. The implementation and effectiveness of this policy will be covered in this second part. The third part aims to make clear the use of sport as a spectacle in order to mobilise the masses. In the thirties, the organisation of the football World Cup in Italy in 1934 and of the Olympic Games in Berlin in 1936, as well as the adaptation of sports facilities for the purpose of spectacles reveal this trend. Lastly, the architecture of sports facilities is examine in the fourth and last part. Indeed, for those regimes, architecture had a high symbolic value. Through the study of sports architecture, this part shows how sport an art complement one another in order to create an atmosphere, which is particularly symbolic. Texto completoThe cumulation of the SSE (2014) and NOTRe (2015) laws has significantly affected the production mechanism of public policies in the social solidarity economy (SSE). By creating a potentially co-constructed biennial EBS regional conference, the legislator has set up a space for expression around the design of public policies in the sector. By constraining the inclusion of the conclusions of this event in the design of the "ESS" part of the regional scheme of development of the economy, innovation and internationalization (SRDE2I), he reveals an interesting articulation between the two texts.The stakes of a co-construction – as such as a common, plural construction - of public policies are numerous. For the legislator, the goal is to answer to a lake of involvement from the citizens regarding politics. The problematic chosen by our statement is based on this approach, by investigating whether co-construction can involve the citizen better in the management of public affairs. Have local governments responded to the legislator's encouragement by co-constructing their conference? Has the SSE sector got mobilized? What does the legislator mean by co-construction? Texto completoThe fields of philosophy and political theory have met major changes in the past 40 years. On of them is quite interesting; there has been a change of the national point of view, which paradigm could be the rawlsian model, to a non-national one. Many thinkers have thought about a set of phenomenons considered as new such as free trade agreements and global economy, supra and transnational institutions and corporations, immigration and border control etc. The thinkers working on global justice seem to adresse two sets of different but related questions. The first ones concern global justice: why and to which extend is global order just or unjust? What is a just global order? The second set is, in a sense a corollary of the first and concerns responsibility: who is to be blamed or praised for the global order? Are citizens responsible for the global order? Who should address its possible unjust consequences? Facing globalization and international and transnational political and economical institutions those questions become legitimate and necessary: am I responsible for the sweat shop workers that produced the clothes I bought at Auchan or for badly payed coffee-grower when I buy a capuccino at Starbucks? Are citizens responsible for the free-trade agreements that are signed by there governments? These questions concerning the individual responsibility in the age of globalization will be the object of these research. We will question the responsibility of an agent when he is part of a complex causal chain, when contributes to structural injustice. Thus, it is not only about a causal chain but about connexions that are the result of changes in the modes of production and consumption, or the competition on a global market. Moreover, individual responsibility, in this context, cannot be thought solely as individual but the responsibility of individuals qua citizen, this is political responsibility. It is certainly individual but since agents and their actions are also determined by the political communities to which they belong or that represent them, this responsibility must be thought as political and not only as moral. Thus, globalization invite us to rethink individual responsibility in order to make sense of the the moral and political intuitions the guide the field of global justice. In order to do so, we will see, first, the way in which some theories of global justice try to tackle this challenge. Thanks to this we will determine thy hypothesis that will guide us; the idea that in the context of globalization an agent can be responsible, with others, for the reasons that make him non-responsible, that is, meta-responsible. On a second moment we will try to formulate a model of individual responsibility and to understand its conditions of attributability. Subsequently we will try to formulate a way to conceive political responsibility. Thanks to this two elements, individual responsibility and political responsibility we will be finally able to formulate a conception of meta-responsibility as a way to think agency when it is entwined by globalization

Texto completoIn a country where power is conquered and maintained only by force, the office of President of the Republic is in the Democratic Republic of the Congo, that of an elected representative of the people without really being one; de facto he exercises the power of an absolute monarch. Since its independence in June 1960, the Democratic Republic of the Congo has chosen elections as the only means of devolving political power, particularly for the presidential office, which has never experimented democratic political change The use of force has become technically the ultimate means of accessing power since the military coup d'état in November 1965 by Lieutenant General Mobutu which finally deposed Joseph Kasa-Vubu who had been democratically elected in June 1960 by the two houses of Parliament. Laurent Désiré Kabila 's conquest relying on weapons power in May 1997 can then be explained. Then Major General Joseph Ka bila took over from his father. He inherited the presidency of the Republic of the Congo like a prince would do in January 2001, though Congo being a democratic republic! The Democratic Republic of Congo has become a great village and a great modern chiefdom, organized around a man, having the monopoly of authority and claiming the grace and sacredness of power (chief) of the traditional chiefdoms, which he regularly combines with the patrimonialist and monarchist habitus inherited from King Leopold Il, but it seems to be a State of law only in the texts. The Congolese president is none other than a monarch at the head of a Republic, he has personalized the state, concentrated ail state powers and exercised the presidential function without admitting or tolerating any counter-power

Texto completoThe aim of this PhD is to generate knowledge and proposals for action to improve the State's management of agroecological transitions. To this end, we analyze the case of pesticide reduction policies in France : the Ecophyto plans. Launched in 2008, they aimed to reduce pesticide use by 50% by 2018, a target later extended to 2025. However, since their implementation, pesticide sales have not decreased in France, raising questions on how to rethink public policies to more efficiently reduce pesticide use. To answer to this question, we use the theory of sociotechnical system transitions, which highlights that reducing the use of chemical pesticides is hindered by lock-in mechanisms. To overcome this lock-in, the literature highlights the need to foster inter-organizational, multi-level and coordinated collective action dynamics. Therefore, we asked ourselves how to strengthen the State's management of collective action for pesticide reduction.Our analysis is structured in three parts. First, we examined Ecophyto policy processes at the national level, and identified several skills and resources lacking within the State administration to improve those processes. We then studied the implementation of three policy instruments designed to support the emergence of collective management of pesticide reduction, and proposed several ways to improve them. Based on these results, we sought to rethink public policies for pesticide reduction, using an innovative design approach. Through multi-stakeholder workshops, we co-designed three scenarios for transforming public policies to reduce pesticides, demonstrating the relevance of an innovative design approach for transition policy processes. Finally, we discuss the need for large-scale organizational change, both within the administration and agri-food organizations, to strengthen the State's management of pesticide reduction

The new technologies developed by deep tech start-up carry the ambition to address these issues, on a large scale. However, the conditions for their deployment and the mechanisms for managing design efforts in the scale-up phase are still not well understood. By approaching the scaling-up of deep tech start-up through the theories and methods developed in the field of design, this thesishighlights that deep tech start-up shape their creative heritage during this scale-up phase. Based on three intervention-research projects implemented within deep tech start-up, this research provides a new condition for scaling-up management and offers recommendations to public authorities so as to best deploy the potential impact of these start-up
