Through a long-term development we can find the role of the state in Taiwan dominant the process economic. The economic growth of Taiwan thrives under the impetus of the state. During the recent twenty years, The state has propelled the high-technological industry to the utmost, and science parks have sprouted up around Taiwan in order to obtain the greatest benefit under the cluster effect, a condition that can be proved from the past statistics that the economic contribution brought by science parks was quite enormous, and at the same time a lot of opportunities in employment were offered. Taichung Science Park, established in 2002, can be proclaimed as the rapidest developed science park in Taiwan. However, the economic tsunami happening in the second half year of 2008, causing a myriad of employees to have unpaid leaves, devastated Taiwan’s most self-complacent high-technological industry, and in the past half year of 2009 we even heard that the DRAM (Dynamic Random Access Memory) manufacturers called for financial aids from our government, but the capital cavity is too gigantic to mend, a phenomenon reflecting the problems of Taiwan’s high-technological industry. This paper would like to discuss, as a semi-peripheral country, how to promote our economic development and what kind of role our government should play through the capitalistic phenomenon and theory. Further, this paper would also probe into the risk of the government-dominated economic through theoretical aspects and the past developing process.
