For numerous organizations today, competitive gains rely on a cross-disciplinary approach of project type. Furthermore, as projects multiply and open on their internal and external environments, success is increasingly measured in terms of value for the growing number of actors or stakeholders directly or indirectly involved in the projects.In light of this, the aim of our research is to contribute to a better understanding of how managers can create favorable conditions for good progress and the success of projects involving numerous stakeholders. More specifically, a comparison of the literature on organizational politics, project management and competence led us to question the possibility of a collective competence for the political management of project stakeholders.Based on a qualitative methodological plan, including a series of preliminary interviews and two longitudinal embedded case studies, we confirm the existence of a true political competence and, for the first time, we describe how it is shaped and how it operates at an individual, collective, organizational and inter-organizational level. This leads us to support a conceptualization of shared leadership and a more authentic approach of project stakeholder management as a source of performance. Finally, we have proposed several avenues of further research to implement real collective political competence management

The aim of this thesis was to conceptualize a model of political skill adapted to the French organizational context. Based on an intercultural reflection between the modes of French and American organizational functioning, the Political Skill Inventory (PSI) developed by Ferris, Treadway, Kolodinsky, Hochwarter, Kacmar, Douglas, & Frink (2005) has been extended to positional and ideological levels from Doise’s psychosocial theory (1982), to the formal dimension of organizations (Mintzberg, 1983) and to the strategic analysis of Crozier and Friedberg (1977). Four studies have led to the development of a four-factor structure (access to formal knowledge, interpersonal influence, intuition of strategic relationships, propensity for learning) and gave evidence of the initial validity of the scale of measurement: the French Political Skill Inventory (FPSI). We have shown that the factor structure of the FPSI is not maintained in the American organizational context. The dispositional and personal ability antecedents of political skill from Ferris, Treadway, Perrewé, Brouer, Douglas & Lux (2007) revealed a good fit to our model. Following the finding that men reported significantly higher FPSI scores than women, we showed that the gender differences observed are due to variations in gender identity and not in biological sex. In particular, androgynous profiles reported significantly higher FPSI scores than female and undifferentiated profiles

Two milestones guide the implementation of local sustainable development by local governments : first each local authority must conciliate sustainable development pillars on its territory ; then this approach must be integrated with the one of the other local authorities. Only then can local sustainability management be overspread and harmonious. However, the lack of legal constraint imposing the implementation of these milestones has two consequences: on the one hand, Sustainable development norms can be adapted by local authorities to the specificities of their territories, on the other hand, other local authorities do not apply these rules or only partially, taking advantage of “soft law”. Those diverse levels of commitment to sustainable development norms disrupt the territorial cohesion and solidarity that should be part of the notion of sustainable development. In the actual state of law the implementation of sustainable development norms by every single local authority is unattainable. There are nevertheless legal means to enforce sustainable development norms beyond the circle of willing territories. But these means are not completely effective. Therefore, in order to make every local authority apply sustainable development norms, some changes have to be made to the existing Law. The first pillar must become a standard so that local authorities won't be able to ignore sustainable development norms anymore, only to adapt it to their local specificities. Moreover,decentralization would lead to a better articulation between each local governing body, therefore allowing forbetter respect of the second pillar of sustainable development. Finally a better financial redistribution between those local authorities would support these legal changes

This dissertation (in a series of three empirical studies) seeks to explicate how perceived politics in organizations can be used for accomplishing effective employee performance and proactivity, and to lower employees’ intentions to quit. We ground our theoretical frameworks in self-determination theory (Deci & Ryan, 2000) and also borrow support from conservation of resource theory (Hobfoll, 2002), human agency (Bandura, 2006), and the science of positive psychology (Seligman & Csikszentmihalyi, 2014). A quantitative survey was conducted in Pakistan to assess the proposed conceptualizations. Our findings reveal interesting patterns of relationships. We find employees with high psychological capital hold a sustainability demeanor in their performance and proactive behavior, when encountering high perceived politics. At the same time, they experience a psychological vulnerability that drives them to quit. On the contrary, perceived politics presents politically skilled employees an opportunistic / challenging turf that satisfies their innate psychological needs and uphold their proactive activities. Lastly, with regard to the motivational effects of perceived politics, we find that perceived politics hinders the internalization of extrinsic motivation at work. We conclude that employees are an integral part of an organization constituency and their well-being implies an organization’s sustainability. Since, politics cannot be eliminated we suggest managers to equip employees with psychological and social resources for the sake of optimal functioning at all levels

Over the last fifty years, climate change has acquired a political and a legal dimension. In 2009, the Lisbon Treaty included combating climate change among the objectives of the European Union’s international environmental policy, demonstrating the will of the EU to play a leading global role in this domain. This thesis studies the development of the fight against climate change in EU law. In Part I we analyse European ambitions within the framework of international negotiations, where climate governance originally emerged. Then, we examine the European system of competence in order to better understand whether or not it actually serves as the most effective approach to tackling climate change issues. Part II concerns the implementation of the EU climate change policy. Here, we present its main instruments, i.e. the climate and energy package, and examine the mechanisms that the EU uses to give coherence to this cross-cutting policy and influence global climate action by way of internal measures taken. Our analysis furthers the understanding of European contributions, both past and present, to the construction of effective international climate governance. Moreover, the subject of climate change, a major global challenge with an array of specific characteristics, provides us with a privileged point of view to examine several dynamics of the construction of European integration

To deny the jurisdiction of a court of law is an oft-repeated occurrence wherever political and legal regimes dispute against one another. Tunisian law is not exempt from such occurrences. It matters therefore an understanding of what entails and produces ouster-rules and namely those resulting in the denial of jurisdiction with regard to both Islamic-law-based courts as well as rabbinic-law-based ones, which goes back from the Ottoman occupation of Tunisia since 1574, whilst it underwent the French Protectorate established in 1881 until the demise of the Ottoman Empire in 1923. Ouster-rules, which can be either formal (legislative) or substantive (decisional-based), were not the produce of the French Protectorate. They are rather of Ottoman makings and date as from the XVIth century. From an internal approach, marked by the confusion of powers, Hanafi doctrines had already expelled Malikite ones, and secular judges, endorsed by the current political power, had religious laws ground down. On the eve of the Protectorate, the jurisdiction of Tunisian religious judges was boiled down to hearing only Personal Status matters. It is worth emphasising, in the course of this analysis, how “Protectoral Judges”, appointed in 1883, would but only uphold jurisdictional pleas and bring Tunisia progressively towards full « laicisation » which was triggered initially by the Reformatory Beys at the beginning of the XIX century and thus carving out the last distinctive feature of the Tunisian legal panorama, which continues to influence contemporary Tunisia

In recent decades, the Algerian city has undergone profound transformations of its territory territories following a rampant urbanization, a growing mobility, a socio-spatial recomposition and a diversification of the collective and individual stakes. The recomposition of these urban, central and peripheral territories is subject to housing standards and urban planning rules, which have a universal dimension and apply to all urban fabrics. These norms and rules are aimed at the realization of a share of individual housing estates and other areas of collective housing to respond to a housing crisis and relocate the inhabitants of old unhealthy and degraded fabrics. However, it does not seem to exist in the regulatory texts, or in the proposed developments, willingness to take into account the urban particularities, but most of the major Algerian cities have particular urban fabrics whose morphology, typology and practices do not conform to subdivision or collective sets. Worse still, the process and the relocation operations evolve without any consultation between the different actors of the project. The example of the city of Annaba has made it possible at the same time to "reverse" the relocation plans of developers and the ideals they convey and to reveal the gap between the representations of relocators and relocated. This is essentially linked to a climate of ignorance and mutual mistrust. The collaboration between these two actors remains very limited. The causes are multiple and would be at the origin of the current (devalued) image of the city and the spatial and social expressions often opposite to the basic urban project. The nature of the relocations carried out, from a traditional urban housing with its codified and assimilated rules of use, to a standard collective type of housing, can provoke problematic reactions on the social level (neighborhood report) and / or on the spatial (appropriation of public spaces, delimitation of private spaces). Changing their spatial horizon, sometimes social, these townspeople reformulate their ways of seeing the city, but divert an operation of urbanism unilaterally scaffolded by the developers. Behind all this architectural expression and / or urban, individual and / or collective, in the form of spatial and / or social response, lies the peculiarities of a traditional fabric that loses its effectiveness, its contribution, as well as its identity. The inhabitants try to reproduce (reformulate) certain practices essentially coming from the traditional medina, other times center of social life important. It remains to be seen what impact these new forms of social and spatial responses will have on new developments and their urban aspects

TV programs based on words/debate/discussion appear to us as a space of crystallization of the linguistic and identity conflicts which the Algerian society knows. They show and amplify the dysfunctions of television and public communication in Algeria. This study consists in trying to understand the contexts and modalities of articulation of the psychosocial and ideological determinations by exploring situations of exchange and transmission which seem to reveal a kind of communicational discomfort on television. By analysing the word as a marker of identity and psychology, we have tried to identify symptoms of "dyscommunication". The expressions of the latter appear as the consequence of a politico-ideological failure and the indicator of an identity cleavage between the speaking subjects/enunciators. The problem which we raise has to do wit the phenomenon of maladjustment of the language used on television, which seems to influence the (both linguistic and paralinguistic) capacity of expression and to weaken the emotional and phatic potential of the speakers on television. Our observations and our investigation show that the receivers/viewers are sensitive to the emotional messages and to implicit cultural signs conveyed by mimogestual emblems, paraverbal language, pronunciation, and that these are determining factors in the quality of a communicative interaction, on television as in everyday life. Language alone is not enough to convey the totality of the message. The televiewer is very attentive to the "cooperative statements" and to processes of mutual recognition, as well as to the sociocultural and emotional skills which accompany and naturally emerge from endogenous speech

From 1980 to 2000, the education quality in sub-Saharan Africa decreased gradually under multiple influence. Already characterized by a low level of internal efficiency, schooling and learning outcomes, themselves dotted with regional disparities, gender and unequal access, the transformations of the education sector will be accentuated by the rise in school-age population. To deal with this situation, Governments adopt a curriculum reform at the beginning of 2000 through the Skills-Based Approach.Attached to social justice issues and learning quality, the Skills-Based Approach’ implementation has not always been conducive to rigorous evaluation in the economic literature. Due this situation, our thesis tempts to analyze its transfer and impact by comparing the Ivorian and Senegalese experiences. To achieve this goal, our work has been based on mix methods. In doing so, chapters 1 and 2 successively identify each system particularities and then the curriculum determinants and main objectives. Consecutively, chapter 3 analyzes its transfer, articulation and effectiveness in each educational system, whereas Chapter 4 assesses its impact on internal efficiency and learning quality by a multilevel model.By comparing the results from each methods, we observe that the Skills-based Approach does not explain internal efficiency improvement, which is rather the consequence of inter-cycle transition rules revision. Concerning learning quality, the econometric analysis corroborates the transfer assessment, and suggests a new approach to educational product quality: it insists to pay particular attention to the way in which educational policy is conceived and disseminated
