Evaluating emergency risk communications is fraught with challenges since communication can be approached from both a systemic and programmatic level. Therefore, one must consider stakeholders' perspectives, effectiveness issues, standards of evidence and utility, and channels of influence (e.g., mass media and law enforcement). Evaluation issues related to timing, evaluation questions, methods, measures, and accountability are raised in this dialogue with emergency risk communication specialists. Besides the usual evaluation competencies, evaluators in this area need to understand and work collaboratively with stakeholders and be attuned to the dynamic contextual nature of emergency risk communications. Sample resources and measures are provided here to aid in this emerging and exciting field of evaluation.

Purpose The purpose of this paper is to examine the status quo of communication evaluation and measurement practices in communication departments of companies, non-profits, and other organizations across Europe. Design/methodology/approach The study argues that the challenge to conduct reliable measurement is threefold: first, communication professionals have to understand and develop skills how to conduct evaluation; second, they have to evaluate whether communication activities have reached those goals in practice; and finally, they have to use those insights to advance and manage their future activities. These aspects are elaborated in the literature review. A quantitative survey of 1,601 professionals from 40 European countries was conducted to research prerequisites, implementation and benefits of communication measurement and compare practices across types of organizations. Findings Although robust knowledge of empirical research methods and their application for measuring communication effects is indispensable, many practitioners lack the necessary expertise to conduct reliable evaluation and measurement. Communication departments seldom measure communication effects on stakeholders and organizational goals. Many remain focused on media and channels. Last but not least, organizations do not fully exploit the potential of measurement data for strategically planning future communication activities. Practical implications The findings highlight the need to reconsider current education and training in communication research methods and their application in corporate practice. Knowledge about conducting applied research is as important as asking meaningful questions and using insights for management decisions in a corporate environment. Evaluation methods are often discussed, but individual skills and the organizational use of insights are important as well. This might be tackled through additional training in social science research techniques, sophisticated valuation methods, and decision making. Originality/value The large-scale study shows that communication measurement practices are still in a nascent stage. Joint efforts of academics and professional associations have not really changed the situation until now. The three dimensions used in this research (skills, practices, and utilization) can be used to assess the measurement readiness of individual organizations, to conduct further research in other regions, and to identify future challenges for advancing the field.

These research tasks present a measurement platform of Bluetooth asynchronous links in order to get the intrinsic time constraints of this network and communications protocols. These time measurements are necessary for the application we wish to implement for mobile robot control through Bluetooth link communication. We present the platform as well as the measurement protocol which we have carried out from real-time communicating operating systems. We have developed an application of radio and time data processing allowing a real-time evaluation of the global behavior of the communicating system.

Global climate change originates frequent floods that may cause severe damage, justifying the need for real-time remote monitoring and alerting systems. Several works deal with LoRa (Long Range) communications over land and in the presence of obstacles, but little is known about LoRa communication reliability over water, as it may happen in real flooding scenarios. One aspect that is known to influence the communication quality is the height at which nodes are placed. However, its impact in water environments is unknown. This is an important aspect that may influence the location of sensor nodes and the network topology. To fill this gap, we conducted several experiments using a real LoRa deployment to evaluate several features related to data communication. We considered two deployment scenarios corresponding to countryside and estuary environments. The nodes were placed at low heights, communicating, respectively, over the ground and over the water. Measurements for packet loss, received signal strength indicator (RSSI), signal-to-noise ratio (SNR) and round-trip time (RTT) were collected during a period of several weeks. Results for both scenarios are presented and compared in this paper. One important conclusion is that the communication distance and reliability are significantly affected by tides when the communication is done over the water and nodes are placed at low heights. Based on the RTT measurements and on the characteristics of the hardware, we also derive a battery lifetime estimation model that may be helpful for the definition of an adequate maintenance plan.

The U.S. Army is forging a digital communication system for combat vehicles as we enter the Information Age. Justification for this investment assumes it will improve soldier and unit performance. This evaluation assessed the performance of an armor battalion equipped with digital command, control and communication systems that vertically linked its platoon, company and battalion echelons in distributed interactive simulation. Participants included 210 soldiers in duty assignments that included a fully-manned, point platoon operating under company and battalion level commanders. Findings indicated that digital communication systems can provide significant improvements, over voice-only communications, on some important measures tested under an armor battalion's maneuver functions: move on the surface, navigate, process direct fire targets, and engage direct fire targets. The evaluation's method provides an example of how soldier-in-the-loop simulation can efficiently assess performance improvements anticipated from technologies such as digital communication systems, prior to critical but costly field evaluation.

Purpose The purpose of this paper is to present an evaluation of a programme of training and support provided to staff, which aimed to encourage supported communication environments for people with learning disabilities. Design/methodology/approach Training, monitoring and support for communication, specifically augmentative and alternative communication (AAC) strategies, was provided by speech and language therapy staff to two residential services over 46 weeks. Staff and service user communications were observed pre- and post-intervention. Findings In one provision there was an increase in service user initiations and the use of some AAC strategies by support staff. In the other provision there was no change in service user initiations and a decrease in the range of AAC strategies used. It appears that some forms for AAC remain challenging for staff to implement. Originality/value This evaluation explores ways of using specialist support services to improve communication environments for people with learning difficulties. Possible reasons for differences in the outcome of the intervention are discussed. Future research into the types of communication interactions experienced by people with learning disabilities across the range of communication styles may be useful so that support staff can be better helped to provide sustained and enriched communication environments.

Online marketing communication covers a wide area and thus promotes an extensive reach of advertising to a broad audience. Hotels can achieve certain goals through online communication, mainly an increase of hotel awareness; an improvement of their image; and an increase in the level of customer satisfaction and trust, or brand loyalty. Measurement of the effectiveness of communication tools in the online environment is still a challenge, whether in the academic world or in the business world, mainly due to the complexity of this process. The main objective of this paper is to propose a methodology for implementing an indicator suitable for the evaluation of the effectiveness of online communication activities in the Slovak hotel industry. It uses analysis of the current usage of online marketing communication activities from the perspective of hotel service providers. The methodology should be applicable to support decision-making and actively support the sustainable development of hotels. In order to achieve the objective of the paper, the authors conducted a marketing survey focused on online marketing communication by Slovakian hotels to determine their use and to map the current state or methods of evaluating their effectiveness. Results of the research suggest that hotels in Slovakia perceive evaluating marketing communications online as being important, regardless of the size, length of operation, budget, and class of the hotel. They prefer financial metrics because they are a de facto manifestation of the traditional approach towards investment evaluation. The results also showed that return on investment is the most common metric for evaluating the investments of online communication activities, and that respondents expressed the highest level of confidence in this metric as well. In line with the results, we have proposed return on investment (ROI) as the most appropriate metric applicable in evaluation of the effectiveness of online communication tools.

AbstractModern societies are built on good road infra-structure and efficient transport system. Safety is a high-priority consideration in development of road traffic systems. In recent years the weather information has become becomes very vital for road traffic safety because slippery roads are the key source of road accidents in northern regions of Europe, America and Canada as well. In this article we are presenting the test experiences and pilot road weather related services by executing a set of Vehicle to Infrastructure (V2I) communication scenarios by using IEEE 802.11p and 5G test networks. We have made an effort to evaluate the performance of IEEE 802.11p and 3GPP (3rd Generation Partnership Project) 5G test network. We also analyzed the performance of IEEE 802.11p with and without safety feature for secure and reliable vehicular communication. The combination of IEEE 802.11p with 5G test network cellular network makes the traffic system heterogeneous for traffic safety. This heterogeneous system provides the opportunity to exploit the vehicle-based actuators, sensor, and observation data in order to produce the intelligent service platform and up-to-date real time services for vehicles.In this article we have also made a comparison by using an IEEE 802.11p system having safety feature of SafeCOP (Safe Co-operating Cyber-Physical Systems using Wireless Communication) project. SafeCOP is a European project that aims cyber-physical systems-of-systems relying on wireless communication for safe and secure cooperation. This safety feature will help to decrease the amount of road accidents (Car crashes, injuries and fatalities) by offering safe and secure V2V and V2I co-operation. The fundamental advantage of this kind of performance analysis is that the communication between Vehicle-to-Road Weather station (V2RWS) can be exchanged safely and reliably, at the cost of network resources consumed by a safety feature in IEEE 802.11p. It’s clearly presented in this paper, that the use of heterogeneous network and SafeCOP feature for vehicular networking has a clear potential in near future for vehicle’s safety and security of vehicular network.

AbstractEvaluating the impact of media assistance is challenging for several reasons. Primary among them is that these kinds of initiatives operate in a complex political, social, and cultural environment. Although there has been increased attention to evaluation of media assistance, with a series of international conferences, funded research projects, and publications addressing this topic, it remains a problematic area of practice. This paper provides a survey of recent media assistance evaluation practices through an analysis of 47 evaluation documents of programs and projects from 2002–2012, identifying trends in methodology choices, and critiquing the quality of the evidence enabled through different evaluation approaches. It finds clear patterns in how, when and by whom evaluations are undertaken, but finds that these practices rarely generate useful, insightful evaluations.

This study analyzes coach-athletes’ communication using the Communication Behaviors Evaluation System (CBES). This system provides a broad and complete perspective regarding the interactions between coaches and athletes by including data from coaches, athletes and from an observer. The CBES was used to monitor the communication between coaches and athletes from four different teams, during one game (observation). Athletes and coaches evaluated their communication behaviors using the Communication Behaviors Questionnaire (CBQ). The study included sixty-four futsal male athletes aged between 13 and 43 years-old (M = 18.98, SD = 7.05) and their coaches, all male and aged between 29 and 43 years-old (M = 35.75, SD = 5.26). Results revealed six important aspects: (1) the CBQ assumed a two-factor structure of positive and negative behaviors but one item has deleted; (2) coaches assumed positive behaviors more frequently than negative behaviors; (3) positive spontaneous behaviors were slightly more frequent than positive reactive behaviors; (4) coaches perceived themselves as displaying more negative reactive behaviors than negative spontaneous behaviors; (5) positive feedback and encouragement after failure were the most frequent positive behaviors; and (6) negative feedback was the most frequent negative behavior. In sum, CBES assumed to be a useful tool to evaluate coaches-athletes’ communication.

Information systems actability theory builds on a communicative action perspective on IS. Information systems are seen as instruments for technology mediated work communication. Human actors are communicating (i.e. sending and/or receiving messages) through an information system. Information systems actability emphasises pragmatic dimensions of information systems. The paper presents 19 actability criteria divided into three groups: 1) criteria concerning user-system interaction, 2) criteria concerning user-through-system-to-user communication, and 3) criteria concerning information system’s contribution to workpractice processes. These actability criteria should be possible to use in design and evaluation of information systems.

AbstractThe complexity of development and social change and growing tensions between dominant results-based and emerging learning and improvement-based approaches to evaluating development interventions have created major challenges for the evaluation of communication for development (C4D). Drawing on our recent research, we identify significant tensions, challenges and issues in evaluating C4D. They include contextual and institutional challenges, problems with attribution and unrealistic timeframes, a lack of capacities in both evaluation and C4D, and a lack of appreciation, funding and support for approaches that are more appropriate for the evaluation of C4D.We propose various strategies that can help to address these challenges and issues, including using a rigorous mixed methods approach, and implementing long-term, holistic evaluation capacity development at all levels and our new framework for evaluating C4D. These and other strategies can help to create a supportive environment in which new ideas and approaches can flourish, more sustainable outcomes of C4D can be achieved, and C4D organisations can become more sustainable and effective. The implications for C4D policy are considered.

A coach’s nonverbal communication (NC) plays a central role in the construction of the coach–athlete relationship. Moreover, perceived NC and its effect on communication ability and coaching evaluation may differ according to the athletes’ demographics. This study explored the impact of perceived NC on coaching evaluation and overall communication among different genders and age groups. The study recruited 233 athletes from five high schools and seven university teams in Japan. The coaches’ NC, communication ability, and coaching evaluations were assessed. Negative and positive NC directly influenced coaching evaluation in female athletes. Specifically, negative NC directly impacted coaching evaluation in high school athletes, whereas positive NC directly influenced coaching evaluation in university athletes. Positive NC consistently influenced communication ability regardless of demographics. The findings promote talent development and team management in the coaching context.

The demand for evaluation of science communication practices and the number and variety of such evaluations are all growing. But it is not clear what evaluation tells us - or even what it can tell us about the overall impacts of the now-global spread of science communication initiatives. Despite growing interest in data visualization and graphically aided reporting, the evaluation literature could benefit from additional guidance on systematically integrating visual communication design and marketing into comprehensive communication strategies to improve data dissemination. This article describes the role of targeted communication strategies—based on visual communications, design, and marketing theory—in producing more effective reports. In evaluation practice, well-synthesized and translated reports often require the integration of data from multiple sources, methods, and/or time points to communicate complex findings in ways that elicit productive responses. Visual communication strategies, such as project branding or designing actionable tools with marketing principles in mind, can be applied to optimize effective reporting of complex evaluation findings. This article references a longitudinal, mixed-method evaluation of public school administrators in Michigan to illustrate the application of a systematic communication design framework to produce several graphically aided project materials and subsequent findings reports.

This paper addresses the efficiency of Bluetooth Low Energy (BLE) communication in a network composed of a large number of tags that transmit information to a single hub using advertisement mode. Theoretical results show that the use of advertisements enables hundreds and thousands of BLE devices to coexist in the same area and at the same time effectively transmit messages. Together with other properties (low power consumption, medium communication range, capability to detect a signal’s angle-of-arrival, etc.), this makes BLE a competing technology for the Internet of Things (IoT) applications. However, as the number of communicating devices increases, the advertisement collision intensifies and the communication performance of BLE drops. This phenomena was so far analyzed theoretically, in simulations and in small-scale experiments, but large-scale experiments are not presented in the literature. This paper complements previous results and presents an experimental evaluation of a real IoT-use case, which is the deployment of over 200 tags communicating using advertisements. We evaluate the impact of the number of advertisements on the effective data reception rate and throughput. Despite the advertisement collision rate in our experiment varying between 0.22 and 0.33, we show that BLE, thanks to the multiple transmission of advertisements, can still ensure acceptable data reception rates and fulfill the requirements of a wide range of IoT applications.

As science communication programs grow worldwide, effective evaluation and assessment metrics lag. While there is no consensus on evaluation protocols specifically for science communication training, there is agreement on elements of effective training: listening, empathy, and knowing your audience — core tenets of improvisation. We designed an evaluation protocol, tested over three years, based on validated and newly developed scales for an improvisation-based communication training at the Alan Alda Center for Communicating Science. Initial results suggest that ‘knowing your audience’ should apply to training providers as they design and evaluate their curriculum, and gender may be a key influence on outcomes.

Although global brands entering local markets often use localized communication (i.e., incorporation of local cultural elements in their marketing communications), the fundamental question of when and why the local community would react favorably to this strategy is still not fully answered. This research draws on the communication accommodation theory to address this question. Results from four studies show that local consumers evaluate a global brand less positively when it incorporates high-symbolic (vs. low-symbolic) local cultural elements in its marketing communication. Notably, the positive effect of culturally polite communication on consumers’ evaluations of a global brand occurs only in the local market, but not when the communication occurs in another market. Moreover, localization efforts by a global brand result in a strong localness perception, which has a positive effect on brand evaluation. Indeed, a strong localness perception of the global brand could even overshadow the need for culturally polite communication.

The testing and evaluation of newly designed warnings or safety communications is of utmost importance so that consumers understand the hazards and act accordingly. This paper presents the theoretical model underlying the cognitive interviewing methodology and discusses the applicability of this method for evaluation of warning labels and safety communication. Cognitive Interviewing methodology provides the framework and methodology to systematically test and evaluate effectiveness of warning information processing at each of the stages described by the Communication-Human Information Processing Model (C-HIP). The paper concludes with a comparison of cognitive interviewing and focus group methodology in the evaluation of a warning label. The responses of ten participants in each of the two groups were analyzed to determine which method produced more useful data for safety label evaluation and redesign. The cognitive interviews yielded more detailed, relevant, and useful data than the focus group.

Abstract Research has shown that communication sampling is important when analyzing communication behavior for individuals who have complex communication needs. Communication sampling and analysis (CSA) is an assessment tool designed for infants, toddlers, and children with multiple physical, sensory, speech, and/or cognitive, linguistic challenges. The purpose of the CSA is to capture and qualify the nature and extent of communication behavior of the communicatively challenged child with partners during interactive settings and contexts. This is important for establishing baseline levels of communicative functioning, setting goals for intervention, and evaluating the effectiveness of treatment. More reliability testing is needed to determine whether the direct sampling of communication behavior is a viable method for evaluation.

IntroductionEffective communication is vital for engaging stakeholders in health technology assessment (HTA), as well as the successful dissemination and adoption of HTA research and guidance. As a relatively new organization, Health Technology Wales (HTW) has an ideal opportunity to take an effective, strategic approach to communication and stakeholder engagement from the outset.MethodsHTW commissioned Pagoda Public Relations to develop an informed communications strategy and delivery framework. The strategy used OASIS methodology for public relations planning: Objectives, Audience insight, Strategy, Implementation, and Scoring (evaluation). Initial objectives were developed with input from the HTW team and members of the HTW Assessment Group and Appraisal Panel. Stakeholder insights were collected through an online survey and telephone interviews. These insights were used to inform the communications strategy and framework, outlining key audiences, key messages, communication objectives, methods, tactics, and evaluations.ResultsSeven key objectives were identified, each of which were supported by recommended actions. These were underpinned by the key aims and messages reflecting how we will achieve these objectives. National Health Service boards, government, clinicians, the technology and research sector, patients, and the general public were identified as priority audiences. Various different communication channels and activities were identified, aimed at various audiences. These included the website, social media, traditional media, and exhibitions or workshops, as well as targeted e-mail dissemination of guidance. Evaluation of HTW communications will be aligned with the wider HTW evaluation strategy, and evidence will be recorded through OutNav software (Matter of Focus Ltd).ConclusionsHTW is committed to a strategic, effective approach to communication and engagement. We now have an audience-informed communications strategy and plan that outlines our key objectives, and how to achieve and evaluate these objectives. Successful implementation will raise awareness of and value in profile and outputs of HTW, both in Wales and internationally.

<span lang="EN-GB">Device-to-Device (D2D) communication is an important component of the 5G mobile networks. D2D communication enables users to communicate either directly without network assistance or with minimum signalling information through a base station (BS). Hence, D2D communication can enhance system capacity, increase spectral efficiency, improve throughput and reduce latency. One of the main challenges in D2D communications that when a potential D2D pair can switch between direct and conventional cellular communications, there lies a challenge in identifying D2D mode selection between communicating devices (i.e. a D2D pair). This paper aims to evaluate the mode selection mechanism in different environments (indoor, outdoor). The mode selection mechanism is proposed using multi-criteria for decision-making technique, the mode selection mechanism based on Simple Additive Weighting (SAW) algorithm is used to wisely connect and switch between the available modes. The evaluation of the proposed mechanism for indoor environment and outdoor environment shows better performance based on user preferences.</span>

The IBOC (In- Band On-Channel) system has been developed to work in the same band with the conventional analog radio and broadcasting digital signal simultaneously. HDR (HD-Radio) standard of IBOC can use coherent demodulation using pilot subcarriers. In this paper, the performance of HD radio system is evaluated. To contribute to decision of digital radio standard and design of digital radio transmission network, the simulation results will give a help.

This article presents the results of a survey sent to Evaluation Use Topical Interest Group (TIG) members for the purpose of ascertaining their perceptions about and experiences with evaluation use. Fifty-four percent ( n = 282) of the 530 members surveyed responded. These respondents agree that the major purposes of evaluation are to facilitate organizational learning, provide information for decision making, improve programs, and determine the merit or worth of the evaluand. Performance-results oriented evaluations, formative evaluations, as well as evaluations with a participatory emphasis, organizational learning emphasis, and practitioner-centered action research or empowerment approaches were all viewed as more important today than they were 10 years ago. Survey findings revealed that the most important strategies for facilitating use are planning for use at the beginning of an evaluation, identifying and prioritizing intended users and intended uses of the evaluation, designing the evaluation within resource limitations, involving stakeholders in the evaluation process, communicating findings to stakeholders as the evaluation progresses, and developing a communication and reporting plan. This survey represents a comprehensive effort to understand TIG respondents' views on evaluation use and should help further discussion on developing and advancing our theoretical and practical knowledge.

Purpose The purpose of this paper is to propose an explication of the concept of “maturity,” as it applies to communication evaluation and measurement (E&M) practice, along with contextualization of recent maturity model adoption within academic and professional communities. Design/methodology/approach Drawing from previous work on maturity models within other fields, recent communication scholarship and industry practice, this paper fills a gap in the literature by offering a theoretical conceptualization of communication E&M maturity, including the construct’s core dimensions and sub-dimensions. Findings Communication E&M maturity is conceptualized into four essential elements: holistic approach, investment, alignment and culture. The contribution of E&M efforts is represented as the direct support of corporate strategy, and ultimately increased value, from the communications function. Operational elements of maturity include levels of analysis, time, budget, tools, skills, process, integration, motivations, relationships and standards. Originality/value In exploring the factors necessary for “mature” E&M programs, and specifically emphasizing the need for a holistic approach, along with sufficient investment and alignment, and conducive cultural factors, the research builds upon existing work examining how communication can serve to inform corporate strategy and create value for an organization. Greater understanding and application of the maturity concept has the potential to advance the field by increasing both accountability and credibility for the work done by the communications function.

Nursing students experience difficulties when communicating in clinical practice. Their self-efficacy in clinical communication should be explored as part of their competence assessment before they are exposed to real human interactions in the clinical setting. The aim of this study was to design and psychometrically evaluate a toolkit to comprehensively assess nursing students’ self-efficacy in clinical communication. The study followed an observational cross-sectional design. A sample of 365 nursing students participated in the study. The ‘Clinical Communication Self-Efficacy Toolkit’ (CC-SET) was comprised of three tools: the ‘Patient-Centered Communication Self-efficacy Scale’ (PCC-SES), the ‘Patient clinical Information Exchange and interprofessional communication Self-Efficacy Scale’ (PIE-SES), and the ‘Intrapersonal communication and Self-Reflection Self-Efficacy Scale’ (ISR-SES). The tools’ reliability, validity (content, criterion, and construct) and usability were rigorously tested. The Cronbach’s alpha coefficient of the three tools comprising the CC-SET was very high and demonstrated their excellent reliability (PCC-SES = 0.93; PIE-SES = 0.87; ISR-SES = 0.86). The three tools evidenced to have excellent content validity (scales’ content validity index > 0.95) and very good criterion validity. Construct validity analysis demonstrated that the PCC-SES, PIE-SES, and ISR-SES have a clear and theoretically-congruent structure. The CC-SET is a comprehensive toolkit that allows the assessment of nursing students’ self-efficacy in interpersonal, interprofessional, and intrapersonal communication.
