Resumen
Public participation in the planning process is a well established concept and an important one to municipal planners as they deal with the question of how to most effectively involve citizens in planning. The purpose of this study is to assess the effectiveness of techniques and processes used to involve the public in a specific planning process: the preparation of official community plans in British Columbia. Two principal methods are used to achieve this purpose: a literature review and a comparative analysis of the experiences of four municipalities located in the greater Vancouver region which have recently completed of official community plans. Data for this analysis came from municipal documents, interviews with planners and field observation. Six process-oriented objectives based on democratic principles are established as criteria of effective public participation. The six criteria are: (1) Accessibility - All citizens have the opportunity and are encouraged to participate; (2) Timing - The public is provided with information and opportunities to participate at crucial decision making points in the planning process. (3) Impartiality - No individual or group is permitted to dominate the participation process at the expense of others; (4) Comprehensibility - Important information is provided and is presented in such a way that it is understood by those whom it affects; (5) Alternatives - The public is presented with a range of alternatives; (6) Efficacy - Participators' views are considered in products of the planning process. The suitability of each participation technique and combination of techniques used in the four municipalities is assessed by these six objectives. Nine summary observations derived from the analysis are presented as suggestions to help planners effectively involve the public in future official community plan processes. It is found that effort to involve citizens in the preparation of an official community plan must go beyond the techniques required or suggested by legislation. A public hearing and an advisory planning commission are not sufficient to provide effective participation. It is not possible to state an ideal public participation program with a set of specific techniques that would be useful in all communities preparing an official community plan. However, by designing and implementing a participation program that strives to satisfy the process-oriented objectives, planners can obtain meaningful response from the public. Achieving these objectives depends foremost on administrative commitment.

Addis Ababa had a number of spatial plans prepared with intentions to solve its socioeconomic, physical and environmental problems and to serve as road map for its multifaceted development endeavors. But these plans were not implemented as intended; and rather unplanned interventions with harmful implications became the norm. These practices are seldom checked or evaluated, and the influencing factors are not examined. Existing literature give only general evaluation methods and criteria, or they deviate from the Addis Ababa’s or similar cities’ contexts. The main objective of this research is to understand the extent to which spatial plans were implemented and how plan quality, land management and institutional setup influenced this practice as a way of improving spatial planning system in Addis Ababa. Analytical models advocated by literature (highly structured, quantitative planning evaluation techniques) are not opted as they are rarely attainable in practice for reasons of cost, time, deviation form context, and data availability. Therefore, rapid and qualitative assessment was carried out using triangulation technique analyzing data from four different sources: documents review, observation interviews and the researcher’s rich experience, a reflective practice, with some degree of quantitative analysis. Integration of conformance and performance-based evaluation approaches along with reflective practice have been applied to understand the level of plan implementation. The overall city planning practice has been assessed but for more focus and detailed account of the research topic, two cases (ORAAMP’s AACDP of 2003 and Mercato LDP) have been assessed in detail as they are believed to demonstrate findings that can help represent and generalize the hypothesis. Assessment of the city’s planning practice revealed that the city’s planning approach has been favored and disfavored by the dominant agrarian nature of the country on the one hand, and the dynamic environment – political, socioeconomic, land system (the 1974 nationalization of land and the lease system after 1991) and institutional (regionalization, decentralization and reform programs) on the other hand. The planning approach has been mainly conditioned by imported planning practices with resistant local context and attempts to contextualize the imported ones as can be seen in the formal/informal housing and business conflicts. Continuity of the key tenets of different planning practices and incorporation of past legacies has created superimposition of city structures and morphology as well as mixed planning culture. The findings of the study also revealed that effectiveness of a plan and its implementation are conditioned not only by the intentions and quality of the plan per se; but also, by other factors mainly land management, governance, institutional setup, political, socioeconomic, and cultural settings. Failure to properly consider land management system in the planning process, the weak institutional setup and its lack of sustained system, absence of true participatory process, misguided monitoring, evaluation and accountability, the apolitical stances practiced by professionals, the double plan system because of political interference, were the core underlying factors for poor spatial planning system. It has been found that proper and adequate consideration of influential contextual factors (land, institutional and political setting) will contribute to improvement in spatial planning system. It is recommended that an improved new spatial planning system be developed where we have interactive hierarchical plans, integrated collaborative spatial plans across sectoral agencies, and where participatory community planning and implementation is pronounced.

Play is not only essential to child development but for human development. Therefore, it was important to study caregivers' views of play as they impact the amount of play that takes place in their child's life. As part of a group research project, the researcher, who is a social worker by profession and is studying through the University of Pretoria, explored the views of caregivers on play. Play may have transformed and evolved over time and will continue to transform; play may mean something completely different in different contexts, which was explored further, but the important thing is that children should still be provided with the opportunity to play, no matter how it is defined. Thus, to explore these evolving views of play the researcher conducted a study into caregivers' views on play and play areas, specifically within the Durban City Centre, eThekwini District. The study followed a qualitative research approach, where detailed descriptions were gathered from caregivers on their views of play and play areas, within the context of Durban city centre. Caregivers' views on play and play areas within Durban were explored using applied research as the appropriate type of research. The most effective method of gathering information regarding the views of caregivers on play and play areas was the collective case study research design, which was utilised. Interviews, specifically semi-structured interviews were used as the method of data collection. The focus of these interviews was to gather more detailed, personal and in depth information. Purposive, non-probability sampling was utilised within this study, as the entire population was and is still unknown to the researcher. The goals and objectives of the study were to theoretically contextualise the role of play in the lives of children in early childhood. To explore and describe caregivers' views on play in the lives of their children and explore and describe how and whether caregivers engage with their children in play. To explore and describe caregivers' views of the availability and utilisation of public play areas for their children. Finally, the last objective was to raise awareness among caregivers, professionals and local authorities on the value of play and access to play areas through conclusions and recommendations of this study. Semi-structured interviews were conducted and the data gathered was analysed. The researcher identified four themes, with subthemes. These themes focused on the views that caregivers' have regarding play in the lives of their children. Caregiver's involvement in this play was also examined. Influences of caregiver's culture and own upbringing on these views surrounding play were another theme. Public play spaces were a focus within this study, examining who had access to a public play space and what factors encourage usage. Recommendations were given by the caregivers on how to make public play spaces more effective and useful to the community. From the findings of the study, the researcher identified several recommendations that could be given to professionals that deal with caregivers, recommendations to municipalities and local governments and finally for future research.

In the 1980s, Laws No: 2981 and 3290 were putting forward important amount of development rights creation by improvement plans. This promise of development by party politics provided potential of political rent. This study will not take into account this political rent created but the realization of this development promised. The development by improvement plans could not be realized. In some areas, transformation from gecekondu to apartment blocks occurred by the hands of market mechanism and construction sector. However in some areas, the intervention of the public sector was necessary for transformation. The aim of this study is to discuss the planning and development issues under the mixed economies through dynamics of urban transformation and the phenomena of urban non-transformation in areas where development rights by improvement plans were assigned in the case of Ankara city under a comparative approach. The comparative case study puts forward the existing situation as a concrete problem and analyzing it with reference to direct observation, interviews with various actors, historicity (historical development of Ankara macroform among inter-relations between planning decisions, macroeconomy and legal regulations thus public and capital) and the quantitative data. Then, improvement planning in Turkish case is evaluated by reference to similar World examples. This evaluation leads us to the inter-relational concepts of public policy and rent concerning gecekondu improvement thus to the evaluation of improvement areas by reference to rent concept and Turkish urban land and housing market covering the urban growth and capital accumulation issues. Then the study is concluded.

Modern transportation planning considers issues such as road congestion, pollution and mobility proactively. However, road safety is usually evaluated in a reactive manner only after the implementation of transportation plans, and when safety problems arise. Although this reactive road safety approach has been very effective, it is associated with significant costs on communities. Therefore, several researchers advocate a more proactive approach to road safety analysis. Several studies developed macro-level Collision Prediction Models (CPMs) that could assess the road safety in a proactive manner, and provide a safety planning decision support tool to community planners and engineers. However, these models have limitations as they do not target the safety evaluation of different goals of a typical city transportation plan. Therefore, the motivation for this research arises from the necessity of developing tools that could predict the safety effect of a typical city transportation plan such as changes in the transportation and transit network configurations, and ultimately could evaluate the safety estimates among alternatives of different transportation plans and policies. The main goal of this thesis is to develop a set of macro-level collision prediction models to investigate the relationships between various transportation and sociodemographic characteristics, and the overall roadway safety. The developed models consider the Poisson variations and the heterogeneity (extra-variation) on the occurrence of collisions and the spatial effects on the distribution of collisions caused by the similarity in environment and geography of the neighbouring sites. It has been shown that the goodness of fit improved with the incorporation of spatial effect. In this study, a set of zonal-level transit reliant and application-based collision prediction models were developed. Data from Metro Vancouver, British Columbia were used to develop models using a generalized linear modelling approach with a negative binomial error structure. Different transit-related variables were found to be statistically significant, namely bus stop density, percentage of transit-km traveled with regard to total vehicle-km traveled, percentage of commuters walking, percentage of commuters biking, and percentage of commuters using transit. The CPMs related total, severe, and property damage only collisions to the implemental aspects related to the goals of long-term transportation plans.

As policy makers accept climate change as an irrefutable threat, adaptation planning has emerged as a necessary action for countries, states, and municipalities. This thesis explores adaptive responses to climate change in 17 cities, comparing municipal plans created to "battle" a global problem at the local level. Incorporating capitals and megacities from both the developed and developing worlds, this analysis studies whether municipal responses to the impacts of climate change adhere to the conventional understanding of who needs to adapt and how they are planning for adaptation. The three assumptions challenged in this analysis are (1) that mitigation is primarily a responsibility of the global north while adaptation is the primary response of the global south, (2) that adaptive action is planned in response to vulnerability, and (3) that mitigation action and groups pave the way for subsequent adaptation through the creation of knowledge and global networks on climate issues. Through a comparison of the levels of resource and hazard assessment, objective frameworks, levels of coordination, citizen involvement mechanisms, and concern for equity that city governments are using to develop climate action plans, I argue that municipalities are not using the resources and priorities ascribed to them by the global community. Instead, global networks and programs, as they are now, encourage the creation of perfunctory adaptation statements, rather than specific actions.

This thesis explores a peculiar phenomenon of urban governance: namely, the recent rise of strategic city planning. Over the last decades, a growing number of cities adopted strategic plans that—following a strikingly similar format and formula—imagine and project the city of the future. I analyze “the future” expressed in strategic planning as a contested arena in the present, facilitating specific urban projects and consolidating certain planning agendas. Based on a new, original database of 373 strategic plans the thesis demonstrates that this urban planning strategy has diffused around the globe since the 1990s. A thematic qualitative analysis of 40 plans then reveals that, regardless of the specific local context, strategic plans promote a similar planning agenda that envisions a city to become both “competitive” and “green.” Finally, the thesis draws on the case of Rio de Janeiro to show that the adoption of strategic planning is instigated by the combination of a variety of triggers, including, a) having Barcelona as a central city-model, b) a strong influence from the “agenda-setting” generated by multilateral organizations (such as UN-Habitat) and, c) its focus on “consensus-creation” bringing together public and private actors.
Esta tesis explora un fenómeno peculiar de la gobernanza urbana: a saber, el reciente auge de la planificación urbana estratégica. Durante las últimas décadas, un número creciente de ciudades adoptó planes estratégicos que, siguiendo un formato y una fórmula sorprendentemente similares, imaginan y proyectan la ciudad del futuro. Analizo “el futuro” expresado en la planificación estratégica como un escenario disputado en el presente, facilitando proyectos urbanos concretos y consolidando determinadas agendas de planificación. Basada en una base de datos original de 373 planes estratégicos, la tesis demuestra que esta estrategia de planificación urbana se ha difundido en todo el mundo desde la década de 1990. Un análisis cualitativo temático de 40 planes revela que, independientemente del contexto local específico, los planes estratégicos promueven una agenda de planificación similar que prevé que una ciudad se vuelva "competitiva" y "verde". The Seasons pass by with no clue except for maybe a change in our wardrobes. The social side of our human condition presses itself on us until our individuality is crushed or until we go numb. Alternatively, we can spiral in to our uniqueness while growing more and more delinquent of the responsibility owed to the whole. Corporate Icon Skyscrapers, Oppressive Anonymous Housing Blocks, and MacDonald Kings will continue to exist and are not necessarily evil in and of themselves, but they must be balanced out with portals back to our souls and doorways out of the profane and into the sacred. Statement of Intent Our cities, in their present state, can be seen to correspond to the mythical model of chaos: the condition of undifferentiated formless modality. Through an act of will, we can recreate the center and regenerate our ties to the greater whole of which we are part: nature. This study investigates maps and town-views of two port towns, Stockholm and Ottoman Thessaloniki, in the sixteenth, seventeenth, eighteenth and nineteenth centuries. These four centuries of early modern era are very important for the history of these ports and the historical changes made in this period affected the cartographic image of both cities.   The first major aim of this thesis is to examine the maps and town-views as sources for how these two cities were viewed spatially and schematically in the past. The second aim of the thesis is to explore the evolution of these two cities, using the comparative dimension to highlight both similarities and unique features, and again relying on maps and town-views as the major source. The fact that both cities were ports with important roles in early modern empires (the Swedish Empire and the Ottoman Empire respectively), means they offer much scope for comparison.   Defense, religious and financial use of places and buildings and the presence of minorities in streets and neighborhoods will get special attention at several points in this thesis.

With the current trend in planning and urban design aspiring towards incrementally executed, phased-in projects, it becomes necessary to ask if this strategy is based upon anything more than anxiety, fear and apprehension leveled in the face of reelection-minded city leaderships, institutionalized planning bureaucracies and developer-driven market forces. The notion that cities evolve in well-proportioned, single-serving digestible bites is as untenable as the notion that a singular logical diagram of physical organization can alone dictate a city's character and evolution. Constrained by these two notions the current practice of urban design appears both hemmed in and characterized by the contradiction of Burnham's charge and OMA's 'taboo.' While this 'taboo' may, somewhat correctly, be associated with previous notions of grandeur and oversimplified static models of urban evolution, it should be recognized as a severe constraint on the space of possible solutions to urban issues. As such it represents an obstacle to the formation of new ideas and models, particularly in cities undergoing the most dramatic transformations. Proposing a line of inquiry focused about the notion of radically-large scale urban design proposals this thesis inquires as to the appropriateness of such designs for post-industrial North American cities. It seeks to occupy and explore the 'taboo' which lies at the heart of the paradox of the urban proposition today.

This thesis contributes new knowledge about music cities and relies on the key concept of what I define as a city’s ‘undersong’. I define undersong as the aural foundations of a city from a political economy and placemaking perspective. It includes the social, cultural, political, pedagogical, and infrastructural substrata that feed into the music-making practices of a city. This research provides new theory for what are being described as ‘music cities’. Through qualitative analysis and my lived experience as a musician and music producer, I examine how various factors ultimately inform what I term the undersong of a music city.

In the 21st century, cities have more than ever been associated with the possibilities of business development, favourable workplaces and residence, yet there is growing concern about the environmental condition of city zones. The assessment of territorial planning document solutions is confirmed by laws; however, in Lithuania there is no clear system allowing one to quantitatively assess the essential ecological indicators, and the indicators themselves are not defined. The object of the work is the ecology of city being understood as a part of general ecology. The model of ecology of city has been proposed which could be suitable for the specialists in the sphere of planning and would allow managing the fundamental issues of city ecology. The model focuses on quantitative assessment and, having regard to the impact trend, comprises the main two parts: external and inner ecology of city. Having determined that the impact of cities on the world’s ecological processes has little been investigated, the external ecology of city and its main drivers i.e. waste and energy sectors have been selected for deeper analysis. Referring to international agreements of legal obligation, exposure limits have been established: reduction of emissions from 8–30 %. XXI a. miestai labiau nei bet kada anksčiau yra siejami su verslo vystymo galimybėmis, paslaugų teikimu, patraukliomis darbo ir gyvenamosiomis vietomis, tačiau tuo pat metu didėja susirūpinimas dėl miestų zonų aplinkos būklės. Teritorijų planavimo dokumentų sprendinių poveikio vertinimas yra įtvirtintas įstatymais, tačiau Lietuvoje nėra aiškios sistemos, leidžiančios kiekybiškai įvertinti svarbiausius ekologinius rodiklius, be to, ir patys rodikliai nėra apibrėžti. Disertacijos tyrimo objektas – miesto ekologija, ją suvokiant kaip bendrosios ekologijos dalį, veikiančią ir veikiamą miestų aplinkoje. Darbe pasiūlytas miesto ekologijos modelis, kuris būtų tinkamas planavimo specialistams ir sudarytų prielaidas efektyviau valdyti pagrindines miestų ekologijos problemas. Modelis orientuotas į kiekybinį vertinimą ir, atsižvelgiant į poveikio kryptį, yra sudarytas iš dviejų pagrindinių dalių: išorinės ir vidinės miesto ekologijos. Įvertinus, kad miestų įtaka pasauliniams ekologiniams procesams yra mažai tyrinėta, detalesnei analizei buvo pasirinkta būtent išorinė miesto ekologija ir labiausiai ją veikiantys atliekų ir energetikos sektoriai. Remiantis tarptautiniais teisiškai įpareigojančiais susitarimais, nustatytos ribinės vertės – emisijų mažinimas nuo 8 % iki 30 %. Em um mundo que, pouco a pouco, é dominado pela urbanização, observar a realidade citadina significa observar de perto a vida da maior parte dos habitantes do planeta. Nas Relações Internacionais, esse movimento é algo que Matt Davies chama de encontrar o internacional no everyday (2016, p.2). Este trabalho observa a cidade do Rio de Janeiro como laboratório de análise das desigualdades, exclusões e marginalizações comumente manifestadas no espaço urbano. Levando em conta as especificidades do Rio de Janeiro como cidade pós-colonial, e o papel outrora conferido ao planejamento urbano como instrumento do aperfeiçoamento da ordem social, este trabalho investiga as contínuas negociações, brandas ou fortes, entre conformações e rupturas, dos indivíduos com as formas e normas da cidade. Partindo do ponto de vista de alguns dos grupos marginalizados no Rio de Janeiro, através de uma metodologia de standpoint e da narrativa de estórias, busca-se ressaltar as insuficiências do planejamento urbano frente à complexidade do everyday carioca e discutir sua tendência de criar fronteiras que delimitam acessos condicionados à cidade baseados em fatores como raça, gênero e classe socioeconômica.
In a world that is, little by little, dominated by urbanization, to observe the city s reality is to closely observe the life of the majority of the planet’s inhabitants. In International Relations, this movement is something that Matt Davies calls finding the international in the everyday (2016, p.2). This dissertation observes the city of Rio de Janeiro as a laboratory for analyzing inequality, exclusions and marginalization commonly manifested in the urban space. Taking into account the specificities of Rio de Janeiro as a postcolonial city, and the role formerly conferred to urban planning as an instrument for the improvement of social order, this work investigates the continuous negotiations, soft or hard, between conformation and rupture, of individuals with the city’s forms and norms. From the point of view of some of the marginalized groups in Rio de Janeiro, through a standpoint methodology and narrative, the aim is to highlight the inadequacies of urban planning in face of the complexity of the Carioca everyday and to discuss the tendency to create borders that condition the access to the city based on factors such as race, gender and socioeconomic class.

Play is a fundamental right and a vital component of the life of every child. It is an inevitable element of a child's overall development and has a direct impact on physical, mental and social wellbeing. Through the play process, a child transforms from childhood to a healthy adult with the required skills such as cognitive, motor, psychological, health, education, communication and creativity to be a future citizen of a nation. More than 2 million children live in Dhaka city, the capital of Bangladesh. It is one of the fastest growing cities in the world but lacks children's play and recreation facilities. Due to land scarcity, outdoor recreational spaces such as parks and playgrounds are being encroached upon by different profitable land uses like housing, industries, commercial and utility services. As a consequence, open space for children's play shrunk significantly and resulted in one of the lowest ratios of open space to population in the world. As a result, the children of Dhaka city are deprived of outdoor play and recreation provision which affects their overall physical and mental development. This research is aimed at exploring the factors and issues from children's and adult's perspective and then recommend planning guidelines for children's play and recreation provision of Dhaka city. Both qualitative and quantitative data are collected from 846 children from the four socioeconomic brackets and their parents in Dhaka city. For qualitative data analysis, techniques of sorting, grouping, data-reduction etc. were used. Statistical Package for Social Science (SPSS) was used for analysing the data from the questionnaire survey of the outdoor play and recreation facilities users. The key research findings are: i. children's perceptions and needs for outdoor play and recreation provision of Dhaka city differ according to socio-economic background, age and gender; ii. The so-called play and recreation facilities provided by the concerned authority cater only for a fraction of the children of Dhaka city; iii. Play and recreation facilities provided by the concerned authority cater only a fraction of the children of Dhaka city; iv. There is a decreasing trend in the provision of areas of outdoor play and recreation facilities in Dhaka city; v. The accessibility of outdoor play and recreational facilities is not the only determining factor for the children of Dhaka city to enjoy outdoor facilities. Lack of security, poor maintenance and inadequate play facilities and accessories are the main reasons for not using playgrounds and parks by children in Dhaka city; vi. Play is not perceived as one of the priority needs for children in Dhaka city; and vii. planning for children's outdoor play and recreation facilities is related to child development, child rights, city planning and social development. Finally, the research suggests an institutional arrangement comprising professionals from child development, city planning and social development for the planning and implementation of the outdoor play provision, which can be used not only in Dhaka and other cities of Bangladesh but also in other Asian cities as well.
