AbstractIn the early twentieth century, Australians strove to create a rural civilisation through state legislation to encourage rural closer settlement. The fantasy that Australia might one day support a rural population of perhaps hundreds of millions endured despite the overwhelmingly urbanised character of the nation and the harsh realities of its environment. This rural dream was present not merely in the discourse surrounding the rural settlement imperative, but also inflected the language and modes of urban reform, as planners sought to ‘ruralise’ the urban environment to reflect something distinctive about Australian life. Previous scholarship addressing the rural ideal in Australian history, as well as urban history, has failed to interrogate these links. This article illuminates the power and ideological reach of rurality in the Australian nation-building project and pushes the boundaries of ‘rural history’ by considering the ways in which reformers sought to extend a projected Australian ‘rural civilisation’ into the cities.

Urban transit planning is going through a transition to greater private investment in many parts of the world and is now on the agenda in Australia. After showing examples of private investment in transit globally, the paper focuses on historical case studies of private rail investment in Western Australia. These case studies mirror the historical experience in rapidly growing railway cities in Europe, North America, and Asia (particularly Japan), and also the land grant railways that facilitated settlement in North America. The Western Australian experience is noteworthy for the small but rapidly growing populations of the settlements involved, suggesting that growth, rather than size, is the key to successfully raising funding for railways through land development. The paper shows through the history of transport, with particular reference to Perth, that the practice of private infrastructure provision can provide lessons for how to enable this again. It suggests that new partnerships with private transport investment as set out in the Federal Government City Deal process, should create many more opportunities to improve the future of cities through once again integrating transit, land development, and private finance.

AbstractThe Gold Coast 2018 Commonwealth Games presented the host city with a number of opportunities to improve its infrastructure and sporting facilities in line with its long-term strategic vision to transition to being a more mature and sustainable Australian city. However, major events such as the Commonwealth Games have a chequered history of bestowing lasting benefits and a positive legacy on the host city. This article examines the ways in which infrastructure planning for the 2018 Games was used to underpin the success experienced by the Gold Coast in harnessing the event to achieve broader city building objectives. It also reflects critically on how major event-led development can be used to support existing strategic city plans.

Abstract: City planning is intended to create better living environment for its residents. A city is ‘a living laboratory’ that can be learned by people from different nations and cultures or even by the next generation, particularly by the next city planners. The morphology and typology of Washington, D.C. and Canberra, as federal capital cities of the central government, are determined by the early phase of planning, in which the planners interpreted the concept of the power system that each government has and implemented it to the structure of city. This study has an aim to oversee and compare the implementation of governmental power system in USA and Australia to the urban structure of their civic center. Both of them are democratic nations, which apply the concept of “Trias Politica”, and this concept is implemented within the morphological and typological structure of the capital cities. The method to discuss this topic is, firstly, by describe the history of city planning and design of the two cities. Secondly, the difference of the implementation of “Trias Politica” concept to the basic concept of planning and to the elements of morphology and typology of each city is analyzed. Thirdly, the conclusion of previous discussion is configured. The result of this study is a comparison of the implementation of the concept in differentiating power of legislative, executive, and judicative to the city planning which applied Baroque and Beaux-Arts ideas on Washington, D.C. and Canberra.Keywords: Morphology, typology, capital city, civic center, “Trias Politica”Abstrak: Perencanaan kota bertujuan untuk menciptakan lingkungan bermukim yang lebih baik bagi penduduk kota. Morfologi dan tipologi Kota Washington, D.C. dan Canberra, yang berfungsi sebagai ibukota pusat pemerintahan, sangat ditentukan oleh bagaimana para perencana dan perancang kota sejak awal menterjemahkan sistem kekuasaan yang dianut oleh pemerintah negara tersebut ke dalam struktur kota. Studi ini bertujuan untuk melihat dan membandingkan bagaimana konsep yang dianut oleh kedua negara, yaitu United State of America dan Australia, di dalam menjalankan kehidupan bernegara yang menerapkan paham demokrasi, yaitu konsep “Trias Politica”, diterapkan pada struktur morfologi dan tipologi ibukota kedua negara. Metoda pembahasan yang digunakan adalah dengan menguraikan sejarah perencanaan dan perancangan kota Washington, D. C. dan Canberra, menganalisis perbedaan penerapan konsep “Trias Politica” pada konsep dasar perancangan dan unsur-unsur morfologi dan tipologi masing-masing kota, serta menarik kesimpulan dari pembahasan tersebut. Hasil dari studi ini berupa perbandingan penerapan konsep pembagian kekuasaan pada paham demokrasi melalui perancangan kota yang menerapkan gagasan Baroque dan Beaux-Arts pada kota Washington, D.C. dan Canberra. To identify the extreme weather-related health needs of homeless people and the response by homeless service providers in Adelaide, South Australia, a five-phased qualitative interpretive study was undertaken. (1) Literature review, followed by semi-structured interviews with 25 homeless people to ascertain health needs during extreme weather events. (2) Identification of homeless services. (3) Semi-structured interviews with 16 homeless service providers regarding their response to the health needs of homeless people at times of extreme weather. (4) Gap analysis. (5) Suggestions for policy and planning. People experiencing homelessness describe adverse health impacts more from extreme cold, than extreme hot weather. They considered their health suffered more, because of wet bedding, clothes and shoes. They felt more depressed and less able to keep themselves well during cold, wet winters. However, homeless service providers were more focussed on planning for extra service responses during times of extreme heat rather than extreme cold. Even though a city may be considered to have a temperate climate with a history of very hot summers, primary homeless populations have health needs during winter months. The experiences and needs of homeless people should be considered in extreme weather policy and when planning responses.

In the history of aviation there has never been a period when so much effort has been demonstrated to improve the safety standards of international and national airports. This has come about through the knowledge that aircraft crashes in recent years at some airports have been mismanaged because of bad or non-existent planning for such a disaster, and by poor emergency medical response.We share today a faith in the safety of the aircraft. We share, too, the awareness that more people have survived aircraft crashes than have perished, and that if there are survivors on board, in most cases there will be more survivors than dead (1).The encouragement to improve airport safety and crash management has come largely from the International Civil Aviation Organization (ICAO); from the Club of Mainz Association, who in 1979 set up a consultant committee to investigate and improve international airports; from the Flight Safety Foundation and from the US Airline Pilots Association. All these organizations have rightly questioned the quality of existing emergency medical response to an aircraft crash, and have offered expert advice to improve disaster preparedness and management. This article will report our response to this challenge, particularly in New Zealand, but will also concern our neighboring continent of Australia.New Zealand, set in the Pacific Ocean with its two long islands, has international flight contacts through its three major airports with North America, South East Asia, Japan and the South West Pacific. It has its own national aviation hazards of mountain chains, difficult landing approaches from the sea, made more hazardous with strong winds which are a feature of our capital city airport. Despite this, the safety record of New Zealand airports is extremely high.

Over approximately 100 years, the Australian capital, Canberra, has evolved in association with the predominant values, vision and cultural relationships of people to the area. The location and design of the city derived from a formal intention to integrate nature and culture for the benefit and edification of residents and in symbolisation of the city’s importance as the seat of national decision-making and legislature. Established on a native grassland surrounded by wooded hills and ridges, and with nearby confluences of rivers as security of water supply, the city’s landscape was transformed through centralised planning and implementation of Garden City and City Beautiful constructs to become one of the world’s most liveable regions. Twentieth-century expansion of the city’s suburbs, tree streetscapes and gardens progressed with varying emphasis on exotic versus native species, and contemporary programs aim to increase urban tree canopy cover to 30%. Yet, there is increasing acknowledgement of the landscape’s rich history of culture–nature interactions extending back at least 25,000 years. Indicators are evident in human modification of tree-dominated ecosystems, the overlapping ways in which people related to elemental landscape features, and a continuity of valuing particular sites for ceremonies, social activities and human movement. With projected steady population growth, climate change, and associated impacts on the environment and natural resources, contemporary planning must be innovative and integrative to ensure ecologically sustainable development. Strong visionary leadership is needed to develop a landscape policy that encompasses key natural assets including threatened woodlands and mature native trees for their intrinsic values and as habitat for threatened fauna, cultural landscape values such as forested montane and ridge areas, and heritage and protected trees. From pre-European to current times, planning, modification and management of environmental and ecosystem values has been integral to enabling local people to sustain themselves. The next challenge is to create clarity about the future of this cultural landscape and enhance the community’s attachment to and stewardship of the city and its landscape.

The garden city tradition in estate and metropolitan design derived its name from the garden cities advocated by Ebenezer Howard in To-Morrow (1898). A major force in the history of British planning, its influence was felt around the world. This thesis is the first overview of Australian theory and practice, focusing on the period between 1910 and 1930. Five basic tasks are attempted: an outline of the original garden city idea; an examination of the general ideology and organization of the garden city movement; clarification of the international context; specification of the general character and distinctiveness of garden city advocacy in Australia; and a systematic record of actual projects. -- The discussion indicates that the nature of the Australian response reflected the interaction of imported ideas with local circumstances. As in other countries, Howard's 'peaceful path' to 'a better a brighter civilization' was not fully followed. Instead, the garden city assumed three main guises. First, it functioned as an inspirational environmental ideal. Second, it brought together concrete principles for improved lay out that were advocated for and implemented in three different settings: special purpose 'garden towns'; 'tied' housing estates for industrial employees; and residential suburbs and subdivisions. These 'garden suburbs' dominated the local scene but, as with the other developments, translation of the ideal into reality was imperfect, being deleteriously affected by financial, political, and administrative factors in particular. Third, and at a larger scale, the garden city helped to introduce certain tentative ideas regarding the desirable size, shape and structure of the metropolis. -- The approach adopted is basically empirical, with the most important source material being the contemporary Australian planning literature. The structure is best described as 'stratified chronology'. The analytical framework combines three main approaches to planning historiography: the societal (setting planning events and developments in their broadest economic, political, cultural, and institutional context), the biographical (emphasizing the important role of individuals in the importation, diffusion and implementation of garden city thought), and the morphological (a spatial emphasis involving an inventory of landscape impacts). The major theme permeating the thesis is that of the 'diluted legacy': the drift in the garden city tradition away from Howard's holistic, radical manifesto through liberal environmental reforms to actual schemes which compromised or even totally contradicted the original idea in physical, economic and social terms. The extension and conceptualization of this idea provides one of several important areas for future research highlighted by the thesis.

Australia is a suburban nation. Today, with increasing concern regarding the sustainability of cities, an appreciation of the complexities of Australian suburbia is critical to the debate about urban futures. As a built environment and a cultural phenomenon, the Australian suburbs have inspired considerable scholarly literature. Yet to date, such scholarly work has largely overlooked the changing environmental values and visions of those shaping and residing within suburban landscapes, and the practices through which such values and visions are materialised in the processes of suburban development. Focusing on the post-war suburban landscapes of Canberra and Perth, this thesis centralises the environmental, political and economic forces that have shaped human action to construct suburban spaces, paying particular attention to the extent to which individual understandings and visions of 'environment' have determined the shape and nature of suburban development. Specifically, it examines how those operating within Australia’s suburbs, including planners, developers, builders, landscape designers and residents have imagined the 'environment', and how such imaginaries have shifted in response to varying spatial, temporal and ideological contexts. Tracing the shifting nature of environmental concern throughout the mid-to-late twentieth century, it argues that despite the somewhat unsustainable nature of Australia's suburban landscapes, the planning and development of such landscapes has long been influenced by and has responded to differing understandings of 'environment', which themselves are the product of changing social, political and economic concerns. In doing so, this thesis challenges a number of perceptions concerning Australian suburbs, environmental awareness and sustainability. In particular, it contests the assumption that environmental concern for Australia's suburban development emerged with the urban consolidation debates of the 1980s and 1990s, and analyses a range of environmental sensibilities not often acknowledged in current histories of Australian environmentalism. By examining, for example, how the deterministic and economic concerns of differing planning bodies, along with the aesthetic and ecological concerns of various planners, are intertwined with the housing and domestic lifestyle preferences of suburban homeowners, this history brings to the fore the often conflicting environmental ideas and practices that arise in the course of suburban development, and provides a more nuanced history of the diversity of environmental sensibilities. In sum, this thesis enhances our understandings of the changing nature of environmental concern and illuminates the complex, still largely misunderstood, environmental ideas and practices that arise in the processes of suburban development.

Since the first flights in Sydney in 1910, the problem of exactly where to locate Sydney's airport has preoccupied and troubled planners, politicians and residents of the city. This thesis examines Sydney airport as a space, site and symbol under contestation by major social forces - Zukin - throughout the twentieth century. In doing so, it seeks to question the claims of both planners and anti-airport protestors to resolve and manage large-scale urban developments. Via a series of case studies of representations of the airport, the thesis develops an argument for understanding the airport as a heterotopia: neither sublime nor abject, but through such an extremist spatial imaginary pointing to the production of modernist space as a highly contested process. Because it localises and materialises discourses on the nature and goals of progress,internationalisation and globalisation, it is argued that the built form of the airport is, and will continue to be, a key site of such aerial modernity. The final chapter closely reads a series of airport tales- (a film, a play and a park) in order to consider the ways in which they rework the modernist sublime in domestic space.It is concluded that these stories offer a method of representing locality that goes beyond the existing understandings of locality as an essence of place. The appeal of the narratives lies in the shift that they develop, through excessive and negotiated representations of both the domestic and the sublime, from the local as essence, to locality as practice.

This thesis establishes the concept of affective form as a means of examining urban design – being the intersection of architecture, planning and landscape – in relation to techniques of governance. Affective form broadly describes a built environment where people are encouraged to amend, or govern, their actions according to particular socio–political ideas. Exploration of the concept’s application as a theoretical tool is undertaken here in order to generate a means of discussing the ethical function of urban design. The emergence of notions of affective form will be located in the eighteenth century, alongside the growing confidence in the ability for humankind to effect social and cultural progress. In a series of examples, stretching throughout the twentieth century, the implicit relation of planning, architectural and landscape form to social effect is discussed. The language, and design models, used to delineate affective form are described, alongside discussion of the level of intentionality apparent in the conceptions of urban form’s social effect. Critique through affective form allows an analysis that brings together the underlying utopian elements of projects – the traces of ideology and sociological theories – with an evaluation of the formal concepts projected. As the second area of investigation, the city of Perth in Western Australia provides a contextual focus for the examination of concepts of affective form. Through a series of appropriations of urban design models a suburban archetype emerged in Perth of a planned, homogenous field of low–rise, single–family, detached dwellings within a gardenesque landscape. The process of appropriation is described as a continuing negotiation between local expectations and the implicit conceptions of affective form within the imported models. Connecting the two primary concerns of the thesis, the ability of form to influence social change and the evolution of Perth’s garden suburb ideal, is the association of that developing garden suburb model with notions of affective form. The associations are outlined through three case studies. The first is an account of the planning of the City of Perth Endowment Lands Project during the 1920s. The second describes the planning and architecture of the athlete’s village built for the VIIIth British Empire and Commonwealth Games held in Perth in 1962. The third study details the development in the 1990s of Joondalup, a satellite city in the Perth metropolitan region. The account of Perth’s garden suburb ideal is intertwined with the consideration of the varying ways in which the conceptualization of affective form has been expressed. Each case study is contextualized by a preceding chapter that discusses the particular conceptions of affective form used in its examination. In 1879 the British Colony of New South Wales hosted the first international exhibition in the Southern Hemisphere. This was immediately followed by the Melbourne International Exhibition of 1880 in the colony of Victoria and the success of these exhibitions inspired the Melbourne Centennial Exhibition, which was held in 1888 to celebrate the centenary of white settlement in Australia. My thesis is that these international exhibitions had a profound impact on the development of our cities, the evolution of an Australian ethos and the gaining of nationhood. The immense popularity and comprehensive nature of the exhibitions made them the only major events in late nineteenth-century Australia that brought the people together in an almost universally shared experience. The exhibitions conveyed official ideologies from the organising elites to ordinary people and encouraged the dissemination of new cultural sentiments, political aspirations, and moral and educational ideals. Many exhibition commissioners, official observers and ideologues were also predominantly involved in the Federation movement and the wider cultural sphere. The international exhibitions assisted the development of an Australian urban ethos, which to a large extent replaced the older pastoral / frontier image. Many of the more enduring ideas emanating from the exhibitions were physically expressed in the consequent development of our cities ??? particularly Sydney and Melbourne, both of which had achieved metropolitan status and global significance by the end of the nineteenth century. The new urban ethos, dramatically triggered by Sydney 1879, combined with and strengthened the national aspirations and sentiments of the Federation movement. Thus the exhibitions created an immediate connection between colonial pride in urban development and European and American ideals of nation building. They also created an increasing cultural sophistication and a growing involvement in social movements and political associations at the national level. The international exhibitions, more than any other single event, convinced the colonials that they were all Australians together and that their destiny was to be united as one nation. At that time, Australians began to think about national objectives. The exhibitions not only promulgated national sentiment and a new ethos, but also provided opportunities for independent colonial initiatives, inter-colonial cooperation and a more equal position in the imperial alliance. Thus they became a powerful impetus, hitherto unrecognised, for the complex of social, political and economic developments that made Federation possible.

Declaring in the late 1950s that Sydney City was in much need of a car free civic square, Professor Denis Winston, Australia’s first chair in town and country planning at the University of Sydney, was echoing a commonly held view on how to reconfigure the city for a modern-day citizen. Queen’s Square, at the intersection of Macquarie Street and Hyde Park, first conceived in 1810 by Governor Lachlan Macquarie, remained incomplete until 1978 when it was developed as a pedestrian only plaza by the NSW Government Architect under a different set of urban intentions. By relocating the traffic bound statue of Queen Victoria (1888) onto the plaza and demolishing the old Supreme Court complex (1827), so that nearby St James’ Church (1824) could becoming freestanding alongside a new multi-storey Commonwealth Supreme Court building (1975), by the Sydney-based practise of McConnel Smith and Johnson, the civic and social ambition of this pedestrian space was assured. Now somewhat overlooked in the history of Sydney’s modern civic spaces, the adjustment in the design of this square during the 1960s translated the reformed urban design agenda communicated in CIAM 8, the heart of the city (1952), a post-war treatise developed and promoted by the international architect and polemicist, Josep Lluis Sert. This paper examines the completion of Queen’s Square in 1978. Along with the symbolic role of the project, that is, to provide a plaza as a social instrument in humanising the modern-day city, this project also acknowledged the city’s colonial settlement monuments beside a new law court complex; and in a curious twist in fate, involving curtailing the extent of the proposed plaza so that the colonial Supreme Court was retained, the completion of Queen’s Square became ultra – civic.

This paper examines the history within Australia of the ‘parklet’, a small architecturally-framed open space installed temporarily on an on-street car-parking space. The paper traces parklets’ varied and evolving forms, materials, production processes and functions. It examines how parklets have adapted to rapidly-changing social needs and priorities for economic activity, health, safety, socialising and on-street parking, and changes in street function. The contemporary parklet began in 2005 as a localised, grassroots activity to temporarily reclaim street space for public leisure, as part of the wider movement of ‘tactical urbanism’. Parklets rapidly became a worldwide phenomenon. Starting in 2008, parklets were absorbed into institutional urban planning practice, as a strategic tool to enhance community engagement, test possibilities, and win support for longer-term spatial transformations. From 2012, commercial parklet programs were developed in Australian cities to encourage local businesses to expand into street parking spaces, to calm traffic and enhance pedestrian amenity. A new generation of commercial ‘café parklets’ has emerged during the COVID-19 pandemic, facilitated by local governments, to support the heavily-impacted hospitality industry. Their design and construction show ongoing innovation, increasing scale and professionalism, but also standardisation. This paper draws on diverse Australian parklet examples to chart the emergence of varying approaches to their design and construction, which draw upon different materials, skills, local government strategies and international precedents. The findings also illustrate several convergences in the evolution of parklet design across different Australian cities, due to strong similarities in the spatial contexts, needs, risk factors, and technologies that have defined this practice.

In rentier countries around the Gulf, a paradigm shift is certainly happening. Gulf States resorted to branding strategies which would secure a global recognition for their cities. The paper analyzes the effectiveness of tools used in Doha, the capital city of Qatar to create its own identity within the Gulf States and the rest of the Middle East. The analyzed tools will include City Uniqueness, Quality of Public Spaces, Signature Architecture, Events, Festivals, Cultural Tourism and Facilities. One of the main strategies used in Doha to articulate its brand is enhancing the ability of the city to host global Events, Festivals, and international sports. Competitions and cultural Carnivals. The research illustrates the use of Interesting Architecture, Cultural Facilities, Unique streets, Public parks, City natural and man-made Uniqueness as a City Marketing and Positive Branding Tools. The paper investigates crucial questions including the impact of the digital paradigm on the competitiveness of cities? How to regionally and globally market a city? What are the sustainable and resilient strategies for branding contemporary city? The paper also articulates a model for the case of Doha city banding and marketing which is based on a balanced approach. Such an approach would consider traditional assets including history and heritage. Also, it will include contemporary and innovative assets resulted from the last decade unprecedented investments in the sectors of education, research, culture and knowledge. Hence, the paper suggests a more holistic approach to city branding which would balance between social equity, economic prospertiy and ecological intergrity.

Since its first introduction to the Chinese context about 20 years ago, the key ideas and concepts of urban morphology underwent a significant phenomenon of ‘lost in translation’. Different origins of morphological thoughts, different versions of translation, as well as different disciplinary context, have all together led to a chaotic discourse. This paper reviews the key Chinese articles in the field of urban morphology since 1982 and draws out a group of persistent keywords, such as evolution, axis, urban fringe belt, plan unit and plot, that characterize the morphological approach to urban issues. By reviewing the transformation of the definition of these keywords, this paper aims to generate an evolutionary map of landmark ideas and concepts, based on which, four stages in the development of urban morphology in China can be identified: emergence, growth, maturity, practice. The spread of neo-liberal political and economic ideology and the proliferation of global capital have created new opportunities and challenges for cities everywhere (Sassen 2012). Within the urban planning discourse, it is generally assumed that globalization leads to the same type of transformations and urban development trends everywhere in the world. However, it cannot create a certain prototype for spatial development or a new spatial order for cities. Rather, it gives a variety of spatial patterns, also called "global urban forms". Recently, these forms have identified themselves spatially within a series of "mega-projects", their intensity being felt in today's global cities, North-American and West-European, but with a domino effect, especially in the cities situated at the periphery of these capitalist economies. Total global megaproject spending is assessed at USD 6-9 trillion annually, or 8 percent of total global GDP, which denotes the biggest investment boom in human history. Never has systematic and valid knowledge about mega projects therefore been more important to inform policy, practice, and public debate in this highly costly area of business and government. It is argued that the conventional way of managing mega projects has reached a "tension point," where tradition is challenged and reform is emerging (Flyvbjerg, 2011). These kind of projects often take place within fragmented and entrepreneurial forms of governance (Harvey 1989; Healey 1997; Gordon 1997a, 1997b; Feldman 1999; Feinstein 2001; Granath 2005; Butler 2007) represented by public-private partnerships, in a societal environment of increased capital mobility and inter-urban competition (Malone 1996). Hence, it is argued, that mega projects have been examples of new governance styles and policy targets, but also object of intensive local planning debates and conflicts based on different actors (authorities, planners, residents, environmental groups, developers, etc.) holding an equal number of views (Hoyle, 2002) which are often difficult to reconcile. Strongly linked to the 2023 Vision of Turkey, the 3rd airport, Istanbul Airport is one of the mega projects that will bring Turkey among top 10 economically powerful countries. Istanbul Airport distinguishes itself from a myriad of other build-operate-transfer projects by its governance dynamics and planning process. The study employs discourse analysis through which extracts lesson from the decision-making process that will inform planners in Istanbul and beyond.

Abstract: While there is an abundance of commentary and criticism on Le Corbusier’s effect upon architecture and planning globally – in Europe, Northern Africa, the Americas and the Indian sub-continent – there is very little dealing with other contexts such as Australia. The paper will offer a first appraisal of Le Corbusier’s relationship with Australia, providing example of the significant international reach of his ideas to places he was never to set foot. It draws attention to Le Corbusier's contacts with architects who practiced in Australia and little known instances of his connections - his drawing of the City of Adelaide plan (1950) and his commission for art at Jorn Utzon's Sydney Opera House (1958). The paper also considers the ways that Le Corbusier’s work underwent translation into Australian architecture and urbanism in the mid to late 20th century through the influence his work exerted on others, identifying further possibilities for research on the topic. Water is essential for all socio-economic development and for maintaining a healthy ecosystem in the world. At present, reduction of water scarcity is prime goal of many countries and governments. Water scarcity is one of the most important concerns of present-day geographers as water is the central subject of all kinds of developmental activities. Rajasthan is the largest state in India covering an area of 34.22 million hectares, i.e.10.5 percent of the country’s geographical area, but sharing only 1.15 percent of its water resources. The state is predominantly agrarian as the livelihood of 70 percent of its people depends on agriculturebased activities. Most of the state (60-75%) is arid or semiarid. Waterways are a vital and productive resource to our environment. Rajasthan in India is characterized by very low mean annual rainfall (100-400 mm), high inter-annual variability in rainfall and stream flows, and poorquality soils and groundwater. Rajasthan has a rich history of use of traditional systems of water harvesting in almost all the districts of the state. These practices have often saved the droughtaffected regions from problems of water famine. The serious problems of water shortages in many parts of the country are being largely attributed to the discontinued use of traditional water harvesting practices. This paper discusses reasons of scarcity of water in arid zones and also explore various traditional & modern water systems to resolve the issue of water scarcity in arid parts of India.

Understanding the effects of a metropolis' changes in scale - the rate of growth and its speed - rather than pursuing the search for optimal city size, is mandatory. The New Urban Agenda discussed performance dimensions of the contemporary city’s functioning mode, knowing that place quality derives from a mutual effect with the society that uses it. However, our research focuses on how city performance dimensions can be measured to establish the values of the metropolitan form that are capable of endowing metropolitan projects with meaning. The Metropolitan Paradigm of inter-scalar connection and the Metropolitan Architecture Project Hybrid Typology are the references to measure the metropolis’ performance. The Metropolitan Paradigm concerns the five city dimensions: physical, economic, energetic, social and governance. In particular, the aim of the paper is to study the physical metropolitan framework and its impact on the lives of metropolitan inhabitants, socio-economic flows and the meaning of the concept of "environment" today. The city is still analysed as a spatial phenomenon represented by data/quantities related to space. Nevertheless, the value of form plays a fundamental role within the Metropolitan Discipline at all scales, as spatial relationships within metropolitan settlements are increasingly not metric but relational. In conclusion, we study the connection between history and geography, environmental issues, the Metropolitan Structural Paradigm, and the new Public Realm heterogeneous elements to represent the metropolitan quality and living-related values that constitute the Metropolitan Democracy’s opportunity.

Background Lung cancer is the number one cause of cancer death worldwide.(1) It is the fifth most commonly diagnosed cancer in Australia (12,741 cases diagnosed in 2018) and the leading cause of cancer death.(2) The number of years of potential life lost to lung cancer in Australia is estimated to be 58,450, similar to that of colorectal and breast cancer combined.(3) While tobacco control strategies are most effective for disease prevention in the general population, early detection via low dose computed tomography (LDCT) screening in high-risk populations is a viable option for detecting asymptomatic disease in current (13%) and former (24%) Australian smokers.(4) The purpose of this Evidence Check review is to identify and analyse existing and emerging evidence for LDCT lung cancer screening in high-risk individuals to guide future program and policy planning. Evidence Check questions This review aimed to address the following questions: 1. What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? 2. What is the evidence of potential harms from lung cancer screening for higher-risk individuals? 3. What are the main components of recent major lung cancer screening programs or trials? 4. What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Summary of methods The authors searched the peer-reviewed literature across three databases (MEDLINE, PsycINFO and Embase) for existing systematic reviews and original studies published between 1 January 2009 and 8 August 2019. Fifteen systematic reviews (of which 8 were contemporary) and 64 original publications met the inclusion criteria set across the four questions. Key findings Question 1: What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? There is sufficient evidence from systematic reviews and meta-analyses of combined (pooled) data from screening trials (of high-risk individuals) to indicate that LDCT examination is clinically effective in reducing lung cancer mortality. In 2011, the landmark National Lung Cancer Screening Trial (NLST, a large-scale randomised controlled trial [RCT] conducted in the US) reported a 20% (95% CI 6.8% – 26.7%; P=0.004) relative reduction in mortality among long-term heavy smokers over three rounds of annual screening. High-risk eligibility criteria was defined as people aged 55–74 years with a smoking history of ≥30 pack-years (years in which a smoker has consumed 20-plus cigarettes each day) and, for former smokers, ≥30 pack-years and have quit within the past 15 years.(5) All-cause mortality was reduced by 6.7% (95% CI, 1.2% – 13.6%; P=0.02). Initial data from the second landmark RCT, the NEderlands-Leuvens Longkanker Screenings ONderzoek (known as the NELSON trial), have found an even greater reduction of 26% (95% CI, 9% – 41%) in lung cancer mortality, with full trial results yet to be published.(6, 7) Pooled analyses, including several smaller-scale European LDCT screening trials insufficiently powered in their own right, collectively demonstrate a statistically significant reduction in lung cancer mortality (RR 0.82, 95% CI 0.73–0.91).(8) Despite the reduction in all-cause mortality found in the NLST, pooled analyses of seven trials found no statistically significant difference in all-cause mortality (RR 0.95, 95% CI 0.90–1.00).(8) However, cancer-specific mortality is currently the most relevant outcome in cancer screening trials. These seven trials demonstrated a significantly greater proportion of early stage cancers in LDCT groups compared with controls (RR 2.08, 95% CI 1.43–3.03). Thus, when considering results across mortality outcomes and early stage cancers diagnosed, LDCT screening is considered to be clinically effective. Question 2: What is the evidence of potential harms from lung cancer screening for higher-risk individuals? The harms of LDCT lung cancer screening include false positive tests and the consequences of unnecessary invasive follow-up procedures for conditions that are eventually diagnosed as benign. While LDCT screening leads to an increased frequency of invasive procedures, it does not result in greater mortality soon after an invasive procedure (in trial settings when compared with the control arm).(8) Overdiagnosis, exposure to radiation, psychological distress and an impact on quality of life are other known harms. Systematic review evidence indicates the benefits of LDCT screening are likely to outweigh the harms. The potential harms are likely to be reduced as refinements are made to LDCT screening protocols through: i) the application of risk predication models (e.g. the PLCOm2012), which enable a more accurate selection of the high-risk population through the use of specific criteria (beyond age and smoking history); ii) the use of nodule management algorithms (e.g. Lung-RADS, PanCan), which assist in the diagnostic evaluation of screen-detected nodules and cancers (e.g. more precise volumetric assessment of nodules); and, iii) more judicious selection of patients for invasive procedures. Recent evidence suggests a positive LDCT result may transiently increase psychological distress but does not have long-term adverse effects on psychological distress or health-related quality of life (HRQoL). With regards to smoking cessation, there is no evidence to suggest screening participation invokes a false sense of assurance in smokers, nor a reduction in motivation to quit. The NELSON and Danish trials found no difference in smoking cessation rates between LDCT screening and control groups. Higher net cessation rates, compared with general population, suggest those who participate in screening trials may already be motivated to quit. Question 3: What are the main components of recent major lung cancer screening programs or trials? There are no systematic reviews that capture the main components of recent major lung cancer screening trials and programs. We extracted evidence from original studies and clinical guidance documents and organised this into key groups to form a concise set of components for potential implementation of a national lung cancer screening program in Australia: 1. Identifying the high-risk population: recruitment, eligibility, selection and referral 2. Educating the public, people at high risk and healthcare providers; this includes creating awareness of lung cancer, the benefits and harms of LDCT screening, and shared decision-making 3. Components necessary for health services to deliver a screening program: a. Planning phase: e.g. human resources to coordinate the program, electronic data systems that integrate medical records information and link to an established national registry b. Implementation phase: e.g. human and technological resources required to conduct LDCT examinations, interpretation of reports and communication of results to participants c. Monitoring and evaluation phase: e.g. monitoring outcomes across patients, radiological reporting, compliance with established standards and a quality assurance program 4. Data reporting and research, e.g. audit and feedback to multidisciplinary teams, reporting outcomes to enhance international research into LDCT screening 5. Incorporation of smoking cessation interventions, e.g. specific programs designed for LDCT screening or referral to existing community or hospital-based services that deliver cessation interventions. Most original studies are single-institution evaluations that contain descriptive data about the processes required to establish and implement a high-risk population-based screening program. Across all studies there is a consistent message as to the challenges and complexities of establishing LDCT screening programs to attract people at high risk who will receive the greatest benefits from participation. With regards to smoking cessation, evidence from one systematic review indicates the optimal strategy for incorporating smoking cessation interventions into a LDCT screening program is unclear. There is widespread agreement that LDCT screening attendance presents a ‘teachable moment’ for cessation advice, especially among those people who receive a positive scan result. Smoking cessation is an area of significant research investment; for instance, eight US-based clinical trials are now underway that aim to address how best to design and deliver cessation programs within large-scale LDCT screening programs.(9) Question 4: What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Assessing the value or cost-effectiveness of LDCT screening involves a complex interplay of factors including data on effectiveness and costs, and institutional context. A key input is data about the effectiveness of potential and current screening programs with respect to case detection, and the likely outcomes of treating those cases sooner (in the presence of LDCT screening) as opposed to later (in the absence of LDCT screening). Evidence about the cost-effectiveness of LDCT screening programs has been summarised in two systematic reviews. We identified a further 13 studies—five modelling studies, one discrete choice experiment and seven articles—that used a variety of methods to assess cost-effectiveness. Three modelling studies indicated LDCT screening was cost-effective in the settings of the US and Europe. Two studies—one from Australia and one from New Zealand—reported LDCT screening would not be cost-effective using NLST-like protocols. We anticipate that, following the full publication of the NELSON trial, cost-effectiveness studies will likely be updated with new data that reduce uncertainty about factors that influence modelling outcomes, including the findings of indeterminate nodules. Gaps in the evidence There is a large and accessible body of evidence as to the effectiveness (Q1) and harms (Q2) of LDCT screening for lung cancer. Nevertheless, there are significant gaps in the evidence about the program components that are required to implement an effective LDCT screening program (Q3). Questions about LDCT screening acceptability and feasibility were not explicitly included in the scope. However, as the evidence is based primarily on US programs and UK pilot studies, the relevance to the local setting requires careful consideration. The Queensland Lung Cancer Screening Study provides feasibility data about clinical aspects of LDCT screening but little about program design. The International Lung Screening Trial is still in the recruitment phase and findings are not yet available for inclusion in this Evidence Check. The Australian Population Based Screening Framework was developed to “inform decision-makers on the key issues to be considered when assessing potential screening programs in Australia”.(10) As the Framework is specific to population-based, rather than high-risk, screening programs, there is a lack of clarity about transferability of criteria. However, the Framework criteria do stipulate that a screening program must be acceptable to “important subgroups such as target participants who are from culturally and linguistically diverse backgrounds, Aboriginal and Torres Strait Islander people, people from disadvantaged groups and people with a disability”.(10) An extensive search of the literature highlighted that there is very little information about the acceptability of LDCT screening to these population groups in Australia. Yet they are part of the high-risk population.(10) There are also considerable gaps in the evidence about the cost-effectiveness of LDCT screening in different settings, including Australia. The evidence base in this area is rapidly evolving and is likely to include new data from the NELSON trial and incorporate data about the costs of targeted- and immuno-therapies as these treatments become more widely available in Australia.
