Five decades’ process of breaking more than four centuries of Church-State ties saw a major break-through at the stroke of the new millennium (the year 2000), with the implementation of legislative reforms aimed at giving the Church of Sweden a greater degree of liberty, while extending greater freedom to other religious communities in Sweden. Almost a decade after this historic legislation most stakeholders claim the impact of the reform has been significant. Indeed the decision to server Church-State ties for whatever purpose or reason, after such a long standing relation between the two, will by all means have implications for the Church that is separated, the State and the so called free churches and other religions in Sweden. Thus, this field study seeks to investigate the resultant impact of delimiting governmental power in the religious domain on the now autonomous church and the implications the separation has had for other “non-state churches” as well as the secularized state government in Sweden almost ten years after the reforms.

The purpose of this thesis is to examine the effects on religious participation and activity in a country that a separation between a state and a state church has. To do this I have compared Sweden and Norway. Norway still has a state church whereas Sweden does not as of January 1 2000. I decided to examine these two countries due to their similar backgrounds, geographical location and political systems. What I found when examining Sweden was that the separation did effect the religious participation compared to Norway. But Sweden has seen a decrease in church activities for a long time; the decrease would have taken place even without the separation, since Norway also had experiences this decrease over time. So my conclusion is, if Sweden had continued to have a state church, there would have been a similar decrease. However, it would probably have been smaller, then what have taken place after the separation. The different religious activities I have looked at, baptism, confirmation and marriage, have had different development over the years and have been affected differently by the separation. The decrease in religious activity in Sweden is not only caused by the separation between state and church, it is also a reaction against a changing society. The separation in Sweden lead to a larger decrease compared to Norway. Both the decrease in religious activity in Sweden and the separation was instead a reaction to a changing society, the role that the Swedish church once played has been replaced by other factors. One of the foundations to the political elements in Sweden has with this decrease and ultimately the separation been lost and if this also will have any effect on the involvement in secular organization, voting rates or political participation is too early to tell.

The Chronica regni Gothorum is the first Latin national history of Sweden. Completed after 1471 by a canon of Uppsala, Ericus Olai, it testifies to the articulation at the Swedish arch see of the dominant political issues of the day: the status of the Swedish realm in the union with Denmark-Norway, and the relations between the king, aristocracy and ecclesiastical leadership. This thesis analyses the discourse on authority in the Chronica. It investigates the normative basis of Ericus’s treatment of contemporary political issues as a source for the social-political outlooks of Sweden’s ecclesiastical power elite, a group not previously studied in this respect. In particular, it argues for the importance of two prescriptive assumptions on social order, which lie at the heart of the authority discourse in the Chronica: God divided the world into self-governing peoples and realms, and He instituted the lay and clerical orders as parallel hierarchies of societal authority.

The thesis situates the production of the Chronica within the educational concerns of the Uppsala institution. It scrutinizes the commonplaces – derived from various fields of knowledge – through which Ericus articulated his dualist and nationalist assumptions. The realization of these notions in his historical account is examined in sections of the text where matters of importance for the Uppsala church are evident. Special attention is paid to Ericus’s account of the royal martyr, St Erik, the so-called Engelbrekt rebellion, and the contemporary strife between the Uppsala church and the kings. The thesis ends with a study of the reception of the Chronica in the 1520s, a time when the Reformation and the consolidation of a strong national monarchy in Sweden brought the authority issues addressed by Ericus to conclusion.

Resumen

The theoretical discussion of how to define the public sphere relies on Jürgen Habermas’ analysis of the bourgeois public sphere. I the thesis I use two generalized models of both the bourgeois and the representative public sphere. I consider how well the two actors’ engagement in the public sphere fits the two models. By doing this it is possible to show that both models may be used, despite dealing with a time when, according to Habermas, the representative public sphere had disappeared and the bourgeois public sphere was in decline.

The two actors studied in this thesis emerged from state and society respectively, and therefore were governed by different circumstances in participating in public life. Despite these differences, I demonstrate that their strategies were very similar, and that largely the key issue for both was legitimacy, proven by their popularity, or in other words by their democratically public nature.

Thanks to a number of new activities, introduced within both organisations, the members became visible in a new way. One can describe it as form replacing content in both organisations, where the original core activities had to make way for new elements. In the thesis I argue for the value of studying actions in the public sphere rather than just models of it.

The need for these organisations to become, and preferably to remain, popular, arose from the changes that the public sphere itself underwent during the period, becoming what I choose to term a popularised public sphere. Participating in the public sphere then became a matter not only for striving for the right to criticise and influence public power, but equally well of demonstrating oneself to be a credible representative of the participants in public discourse.

This dissertation is an ecclesiological study, conducted in the form of a case study that examines worship praxis in six parishes in the diocese of Luleå between 1990 and 2009. The specific research problem of the dissertation is whether the organizational changes that took place in connection with the relational change between Church and State in 2000 are reflected in local worship and in church service related decisions in diocese and parishes, and how the concrete relationship between worship praxis and regulations is manifested. The research problem also includes what ecclesiological impact the organizational changes may have had in the studied parishes and what the empirical results can reveal about the ecclesiality of the Church. The dissertation addresses four research questions. In response to the first question: “Are the organizational changes of 2000 reflected in local worship and in worship related decisions in dioceses and parishes and, if so, in what way?” it is noted that organizational change is reflected indirectly in expressions of growing autonomization. In response to the second question "What is the relationship between worship praxis and regulations in the Church ordinance and The Swedish Church manual 1986?” there is a tangible difference between worship praxis and regulations throughout the studied period, i.e. even before the relational change, although the difference over time has increased. Regarding the third question "What impact could the organizational change, associated with the relational change between the Church of Sweden and the State, have had on the ecclesiologies in the worship praxis which the studied parishes represent and hold?” I have not found that the new order has affected, in any direct way, the parishes’ implicit ecclesiologies during the time span covered by the study. Rather, it seems that the Church ordinance that was established at the time of the relational change has reinforced an already existing implicit ecclesiology where the parishes are considered to be autonomous. The fourth question "How can the empirical result be interpreted theologically with regard to its implicit ecclesiology, and what does that say about the ecclesiality of the Church of Sweden?” The theological interpretation of autonomization indicates an overall "immanent ecclesiology", which can be visualized in current praxis in the diocese of Luleå. The ambition that the Church of Sweden despite organizational change in the year 2000 would be the same also indicates a similar implicit ecclesiology. This is because the Church was not thought to change its identity despite being subjected to a revision in form. The study shows that the arsenal of theories and the methodical approach have implications for how much can be clarified and that different ways of studying the Church should be combined. The present study is an example of this by the study's abductive approach and exploratory character, which have allowed both interaction between praxis-related empiricism and theory and interaction between descriptive analysis and hermeneutic interpretation. The study also shows that “ordo-related theories” may be applicable to the study of the Church as an organizational structure.

By conducting a case study of two diaconal institutions, Samariterhemmet in Uppsala/Sweden and the Evangelisches Diakoniewerk Schwäbisch Hall e.V. in Germany, the thesis compares the roles of church diaconal work within the Swedish and the German welfare system. These two systems are characterised by the different roles given to independent welfare organisations. The overarching research question is if and in which way the two diaconal institutions are effected by current changes within the field of welfare and how these changes challenge them to redefine their roles. The material analysed contains written documents, interviews with selected representatives and the results of participant observation in both institutions. As changes in the roles of independent welfare organisations were expected the results are unexpected. The two diaconal institutions show considerable persistence. Neither the orientation of their fields of work nor their own definitions of their roles within the welfare system have changed during the 1990s. In addition, the study reveals that both institutions regard themselves as a critical voice within the welfare system although their welfare engagement differs considerably. The German institution is a huge welfare provider while the Swedish institution conducts targeted initiatives. The analysis of four decisions within hospital work reveals that security of planning and freedom of action motivate the institutions to undertake responsibility for social services. The study points especially to the fields of education and research helping the institutions to maintain and to develop the diaconal profile. Altogether the results underline the need for more research on the meso-level of the third sector. This would contribute to a more nuanced discussion on the future role of independent welfare organisations within the Swedish and the German welfare system.

Starting around 1500 a period of state formation changed the European map. The scattered medieval principalities were replaced with more centralised and better organised states with permanent armies. Sweden was quite successful in competing with these states and experienced a period of expansion. The means for warfare were drawn, to a large extent, from the peasantry, which meant that a great number of Swedes were sent to the front line and were never to return. This thesis investigates the dissemination of information, war propaganda and mobilisation in Sweden, 1655–1680. This period is interesting since it includes both offensive wars (under the reign of Karl X Gustav), a period of peace (under the regency) and defensive warfare(under Karl XI). A basic assumption has been that information is an important power resource. In the study both the dissemination and the content of the propaganda are examined. The most important sources have been the minutes and correspondence of the kings, the regency and the council of the realm, along with the sources from the diet and the provincial meetings. In particular, the prayer days and thanksgiving days, in both manuscript and printed sources, have been studied. To investigate the actual dissemination of information, the sources in the regional archives of the counties of Uppsala and Kopparberg and the archives of several episcopates have been examined. There existed developed media for the dissemination of information, namely, “the system of information”. Information was disseminated from the pulpits, at the diet and provincial meetings, by county governors and bailiffs, and by printed texts. In this thesis it is shown that the rulers were anxious to explain and justify the wars to the people and that they deliberately used the dissemination of information as a power tool. To keep the people in a good mood was vital for the war effort. War propaganda was spread both in times of war and peace, and its main messages remained the same during Sweden’s Age of Greatness. The main message of the long-term propaganda was that the wars were a divine punishment: it was because of the sinful people that wars broke out. According to the propaganda, the world was populated with evil enemies that were striving to destroy Sweden. The best protection against the enemies (next to God) was a good regent. It was also stated that, in the event of war, it was the duty of the subjects to contribute. The direct propaganda was conducted in four different phases. The first phase was about explaining the outbreak of war, the second phase was about mobilisation, the third phase was about disseminating information in order to uphold the morals and the fourth and last phase was about explaining the peace. The messages of the long-term propaganda had their equivalents in the direct propaganda. These arguments, however, were not always sufficient. The state representatives also highlighted the great perils threatening the country and used a patriotic rhetoric. The war propaganda depoliticised the wars, and made it possible to mobilise great resources from the population in times of war. The frequently used picture of threatening wars contributed to the legitimacy not only of a permanent army and offensive warfare, but also of the power of the king and the social order at large.

The aim of this paper is to describe and explain how the separation between state and church effects the power relations between state and religious groups and organizations. Former state church, The Swedish church, is in this paper, not included in the definition of religious groups. The reform (“stat-kyrka reformen”) took place between 1995 and year 2000.I’m examining if religious groups had any influence on the reform. My expectation is to give a clearer picture of religious groups and its power position in Swedish politics and society. A process-tracing method is used. I use different theories, theory of power and influence and theory of collective action. The reason for the decision to separate church and state was to handle social changes such as increasing secularism, pluralism and multiculturalism. This paper can however conclude that the state, after the reform, has shown an even greater, less secular, determination to connect with religious groups. I can also conclude that these religious groups had influence on the reform itself, partly because of its power resources and partly because its ability for collective actions.

This dissertation examines the impact of ‘Tongan culture’ as represented by those with power in the Free Wesleyan Church of Tonga (FWC). The word “free” in the name of a church usually denotes the desire to be independent of the State or any other outside control but in this context it was often the contrary. From the outset of the Wesleyan Mission in 1826, the chiefs who embodied and controlled Tonga, welcomed the early European explorers yet with the twin underlying aims of gaining benefits while simultaneously maintaining their supremacy. The dissertation argues that the outcome leaves the FWC in dire need of inculturation, with Gospel challenging ‘Culture.’ Historical and anthropological approaches are used to substantiate this claim. Encouraged by Captain Cook’s report the missionaries arrived and were welcomed by the chiefs. The conversion of the powerful Taufa‘ahau was pivotal to the spread of the Wesleyan Mission yet this marriage of convenience came at a cost because Taufa‘ahau had his own agenda of what a church should be. This study assesses Tongan demeanour prior to the arrival of Europeans and in the early years of settlement, especially the response to Cook in 1773, 74, 77 which set the tone for later interaction. It then looks at how Tongan ways have moulded the FWC since the beginning of the Wesleyan Mission in 1826 by relying on data from archives, interviews, and journals of early explorers and missionaries. This dissertation argues that what is widely accepted as the Tongan way of life, which the FWC represents as the Gospel, is essentially the interest of the elite with power and wealth. From the start the chiefs were not only interested in the Wesleyan Mission for religious but also for political reasons; indeed they made and even still make no such separation. Because of this collusion of the FWC and the state, the FWC is recognized as the supporter of the status quo, its ministers being part of the elite system of social and spiritual control. The ensuing confusion between the church, Christ, and culture leads to a neglect of the poor and marginal and a failure to speak prophetically to the elite.

The aim of this study is to describe ideas put forward by Sweden Democrats (Swedish: Sverigedemokraterna) about Christianity in Sweden and the Church of Sweden as a Folk Church, a church for a whole people, and how the political party uses Christianity as a part of constructing a Swedish identity. The investigation is based on official documents, newspaper articles, statements and political motions which are analysed using a form of text analysis called idea analysis. The theoretical frame of the investigation is founded on Claire Mitchell’s theory about religious content in ethnic identities and Einar Billing’s and Johan Alfred Eklund’s thoughts about what makes the Church of Sweden a Folk Church. The investigation shows, among other things, that the Sweden Democrats’ view of the Church of Sweden is similar to the thoughts of Eklund but they differ in their lack of references to theology. The investigation also shows that Christianity serves as an important marker for the Sweden Democrats in creating a Swedish identity.

This dissertation consists of a case study of Swedish psychology during a specific period of time. It focuses psychology as a scientific discpline, as a professionalised occupation and as a cognitive resource for policy-making. From a general science studies perspective, it aims to provide a sociological and historical analysis of the development of psychological research, psychological practice and psychology's relation to social policy-making in key areas of the welfare state in general. The case study utilises discourse analysis, analysis of archival and documentary material, interviews and bibliometric analyses. It is argued that psychologists have changed their image from being primarily academics to being clinical practitioners whose expertise has moved from differential diagnostics to psychotherapy. Professional discourse has evolved similarly to that shown to be the case in other countries, drawing extensively on rhetorics of economics, humanitarianism and facilitation and control. A critical assessment of discourse analysis and constructionism is provided, arguing for a restricted application of constructionism in science studies. Further, professional action and organisation is analysed. It is argued that the professional project pursued by psychologists is characterised by power struggles within the profession, and is an outcome of adaptation to institutional demands stemming from the labour-market. It results in a pattern of professionalisation which deviates from what is hypothesised by much professionalisation theory. Psychology's role as a cognitive resource for social policy-making is analysed in relation to claims to decisive influence made by psychologists. It is argued that psychology has played a negligible role in key areas of policy-making. The case illustrates the politicisation of science rather than the scientization of policy-making. Finally, psychology's development as a a discipline is analysed. It is argued that the changes in the system of research and higher education illustrates the increasing influence of non-cognitive factors on disciplinary development. It has provided academic psychology with potential for growth but at the same time weakened its disciplinary core. Academic psychology has been more theoretically and methodologically diverse than is usually claimed, but a rivalling knowledge ideal to the traditional academic one has been introduced by sectorial research policy.

Marriage is an institution found in every society, culture or religion in the world. The Catholic Church has maintained most of her seven Sacraments including that of marriage. The Church of Sweden, an established Evangelical Lutheran faith, born out of the 16th century Reformation has two Sacraments excluding marriage. This field study was carried out in Gävle, Sweden in spring 2009. A comparative study of marriage in the Catholic Church and the Church of Sweden and the reason each church alludes to based on scripture and tradition was to help me, an African Catholic, understand differences between the respective churches and also understand why the Church of Sweden accepts same sex marriages. This was my motivation for writing this paper. I hope this paper will serve as a study guide to new people who come to Sweden from other cultures to enable them understand why the “Modus Operandi” regarding church marriage in Sweden is different from the church marriage in their native countries.

This study examines Dante Alighieri's presentation of the relation between Church and State and of their foundations in either the Christian faith or philosophic reason. It seeks to demonstrate how Dante's unmodern acceptance of a teleological understanding of the world and man’s place in it allows him to distinguish the two while also showing how both work together even as they understand differently the role that reason should play in human life. It is because of this distinction that Dante's Monarchia shares in the political principle of “separation” that underlies the secular regimes of the West, thereby making his work immediately accessible to modern-day readers. It is because of the way reason and faith also work together in his political treatise, however, that Dante does not endorse, as readers today would, the further separation of his State from Society. This is because for Dante the very ideas of Church and State not only presuppose the existence of the highest goods of man -namely, that terrestrial good that pertains to man insofar as he is a natural being, and that spiritual good that pertains to man insofar as he is a creature capable of being transfigured by the divine grace of God. They also are intended to embody and publicly promote these two goods. Thus for Dante the Church is meant to help man attain his immortal end, which consists in the supernatural act of seeing God "face to face," while the State is meant to help man attain his mortal end, which consists in grasping philosophic truths. And so it is for these teleological and illiberal reasons that Dante's work remains as inaccessible as it does familiar to readers today. Yet it is by virtue of his refusal to forge our distinctively modern course, and so because of his acceptance of an "outdated" Aristotelian principle of teleology, that Dante's philosophic politics establishes a clearer demarcation between Church and State or reason and faith than modern political philosophies do. His Monarchia is therefore an invaluable guide for all those who wish to acquire a better understanding of the nature and limit of each. This latter claim can prove to be true, however, only if the end of his treatise is understood in light of what many scholars have either ignored or denied in their reading of the Monarchia, and that is Dante’s "Latin Averroism."

Resumen
This dissertation examines the experiences of clergy who have run for elected office. Previous research has examined the political behavior of clergy and why those in other professions have run for office. This dissertation is the first study of clergy who have run for office. I find that most of the interviewees view service in elective office as a civic duty rather than as an opportunity to create a polity that reflects their personal religious convictions. I collected data on 217 clergy who ran for office from 1980 to 2016 and interviewed 17 individuals sampled from that population. Interviews were semi-structured to allow a form of grounded theory approach. Interviews were transcribed, coded and analyzed utilizing qualitative, interpretive methods of researcher memos, continual reflection, and notations on the transcriptions that identified salient themes associated with this group of candidates. First, many subjects described their religious careers as a choice and not a “calling” from God and even more viewed their run for office as a choice. Second, while some clergy were raised in households that involved political discussions, most respondents personal interest in politics was the main motivation to run for office. Third, subjects displayed diverse opinions regarding the ongoing debate in the Untied States regarding the appropriate relationship between church and state. I conclude the dissertation with a discussion of its contribution to the academic literature on religion and politics and candidate emergence.

This thesis examines the eighth century rise in power of the Carolingian Church and the Carolingian dynasty through an early promise of religious revival, monarchial revival, and increased Papal power. Such aims gained the Carolingians a powerful in the Church. Aided by Boniface (672-754 AD) and the Church, the Carolingians replaced the Merovingians in Francia. In conjunction with this revival, Church scholars dictated a reformation of kingship in treatises called the Speculum Principum. A king’s position became tremulous when they strayed from these rules, as it betrayed their alliance. Ultimately, Louis the Pious (778-840 AD) faced deposition after they disagreed on his appointments and adherence to the ideologies of the Speculum Principum.

Uppsatsen behandlar små staters möjligheter att utöva inflytande inom EU. Detta är intressant då en större del av de europeiska medlemsstaterna består av mindre stater. Studiens empiri har varit till för att belysa det svenska nationella arbetet kring organiserad brottslighet och utformandet av Stockholmsprogrammet, då med hänsyn till att Sverige var ordförandeland i EU:s ministerråd hösten 2009. Utifrån Stockholmsprogrammet skapades sedan EU:s interna säkerhetsstrategi (ISS). Denna undersökning har ämnat belysa till vilken grad Sverige har använt sitt ordförandeskap för att utöva inflytande i skapandet av Stockholmsprogrammet och till vilken grad detta inflytande hade på EU:s interna säkerhetsstrategi som skapades under det spanska ordförandeskapet våren 2010. Studiens teoretiska anknytning har varit forskning som bedrivits kring småstaters möjlighet till att utöva inflytande i EU. Undersökningen har genomförts utifrån två metodologiska steg, det första steget har gjorts genom en explaining- outcome process-tracing för att se på det svenska arbetet fram till Stockholmsprogrammet och den andra delen av studien har genomförts genom en kvalitativ innehållsanalys, för att utröna ifall det svenska inflytandet från Stockholmsprogrammet gett några avtryck på EU:s interna säkerhetsstrategi (ISS). Resultatet för studien visar på att Sverige sett ordförandeskapet i EU som en essentiell plattform för att implementera nationella intressen och åsikter på den europeiska nivån. Undersökningen har sträckt sig från 2007 då Sverige startade sin nationella satsning mot grovt organiserad brottslighet till 2010 då både Stockholmsprogrammet och EU:s interna säkerhetsstrategi togs i bruk. Undersökningen tillbakavisar Diane Pankes teori att äldre småstater tenderar att inte se ordförandeskapet som ett centralt forum för att utöva inflytande, något denna studie i motsats påvisar att Sverige gjort. Studien har även visat på att det svenska inflytandet har gett vissa avtryck på den europeiska interna säkerhetsstrategin (ISS).

In the contemporary critique of the welfare state a common target is taxation. The consequences of the high levels of taxes collected by the modern state, the critics argue, are slowdown in economic growth, high unemployment, and declining public legitimacy for taxes and state provided welfare. This thesis explores the political support for taxation in Sweden, the epitome of high-tax-society. The thesis consists of one introductory chapter and five journal articles. The first objective of the thesis is to examine whether a trend of increasing tax discontent has occurred in Sweden since the early 1980s up to present. The second objective is to study public attitudes to the 'Tax Reform of the Century' implemented in 1991. The third objective is to analyse whether public tax preferences and patterns of social conflict observed in Sweden tend to be unique in a cross-national context. Of particular interest is to analyse how relationships between structural locations and tax preferences are affected by the institutional context within which they are embedded. This is the fourth objective of the thesis. The following conclusions are drawn. First, no long-term trend of increasing discontent with taxes can be distinguished in Sweden, but there are some indications that discontent may have increased during the most recent years. Second, attitudes towards taxation are multidimensional and patterns of conflict vary across dimensions. Preferences regarding redistributive properties of taxation are primarily structured by social class. Generalised discontent with taxes tends to be associated with trust in political institutions. Third, the social bases of political support for progressive taxation appears to be different in Sweden compared to other countries examined. While class is the single most important determinant in Sweden, the lack of class divisions is evident in the United States and Britain. It is argued that patterns of tax policy conflict are strongly influenced by institutional configurations of organised social protection and government social spending priorities.

Welfare state attitudes are often studied from the perspective of the individual's characteristics and/or national or regime-type contexts. This thesis instead seeks explanations for individuals' varying attitudes towards the welfare state at the level of local contexts (municipalities). Sweden is used as a case for testing whether there are such contextual effects. The general aim is to find out whether social, political, and institutional aspects of local context influence the attitudes of individuals. Since the general aim of this thesis is to examine how background characteristics of individuals and characteristics of local contexts simultaneously act in shaping individuals' attitudes, I use multilevel modelling in order to handle individual-level and contextual-level data simultaneously. Latent-class analysis (LCA) is also employed in the analyses to explore the patterning of variables. This is mainly done in order to create dependent variables and to distinguish between categories of municipalities sharing similar characteristics.  The data consist of Swedish survey data, which have been complemented by municipal-level data. The findings indicate that the social and political context of municipalities can matter for individuals' attitude formation. Variation across municipalities in terms of the prevalence of social problems and risks seems to influence how individuals view the welfare state. Local municipal contexts characterized by many social problems and risks tend to be associated with more welfare state friendly attitudes among the local inhabitants, after taking individual-level determinants into account. Support for high social spending is greater in such milieus as is the tendency to view welfare beneficiaries with less suspicion regarding the potential abuse of welfare policies. Regarding the influence of local public service provision on attitudes, no evidence was found for feedback effects on individuals' attitudes toward public service privatization. In their attitudes towards the welfare state, individuals are to some extent influenced by their local environment. There seems to be a 'built in' thermostat in the Swedish welfare state. Local circumstances characterized by social problems and risks tend to be associated with a local citizenry having more welfare state-friendly attitudes.

This is a study of the discord and friction within the Church of England in Australia in 1956 in relation to the advent of state aid for church schools in Canberra. It asserts that the resulting controversy illustrated a persistent organisational dissonance within the Church of England in Australia at that time. The Commonwealth government’s financial proposal, early in July 1956, to the two Church of England secondary schools and the two Roman Catholic secondary schools in the Australian Capital Territory, by way of a subsidy on the interest on loans for new capital works, was to be the first direct state aid to church schools in Australia in the twentieth century. This study proposes that at the time the Church of England in Australia was a proposed confederation of twenty-five dioceses characterised by a persistent institutional inability to achieve coherence and unity generally. This was despite a recent agreement on a national constitution to achieve autonomy within the Anglican Communion. The state aid controversy brought several key governance questions to the surface. The resolve of the executive decision-makers of the diocese of Canberra and Goulburn to accept the Commonwealth proposal occurred against a church background of a declining adherence, a reducing national presence, and an increasing social and cultural marginalisation. There was, therefore, a growing reliance on church schooling as a means of social engagement for the institutional church. The dissensions, even antagonisms, within the national and the local diocesan church were encouraged by a remnant sectarianism among many Anglicans. At the same time, the actions of the diocese of Canberra and Goulburn highlighted not only its independence within the national church but the exceptionality of Canberra and the disagreements and ambivalence within the Church of England in Australia regarding the national capital.

This research deals with the question of how detention of foreigners and the creation ofdifferent forms of detention centers have been rendered possible in the context ofSweden, from the early 1900s up until today. A qualitative content analysis is used toexplore four periods, in terms of the motivations and regulations that produce“detainable categories”, as well as the logic behind such practices of encampment.Drawing on the concept of the “state of exception”, and by using policy documents, thisresearch argues how the Government by gaining extended powers in different periods oftime justifies and regularizes the detention of foreigners. This has been done for thesake of security of the state, protecting the welfare and wellbeing of the nation. Thistells us that the creation and production of detainabilities is not only related toexceptional situations, but becomes the normal condition of the existence of the nationstate.
