Resumen
In two studies, we investigated the effect of temporal thinking (past thinking vs. future thinking) on variety-seeking behaviors. In Study 1, 228 Chinese college students were recruited as participants, and they chose promotional items from a simulated supermarket in a behavioral laboratory. The findings indicated that, compared to participants who were not in a temporal-thinking condition, when participants had recalled a past event, they chose items from fewer categories in the promotional gift-selection task, and those who had imagined a future event chose from more categories. We uncovered that familiarity seeking associated with past thinking and novelty seeking associated with future thinking were the underlying mechanisms that presented two different psychological paths. However, in a real-choice task, the temporal-thinking effect was attenuated by self-irrelevant thinking (Study 2, 272 Chinese college students recruited as participants). We also found the temporal distance showed no influence on the temporal-thinking effect, regardless of whether the time cues were given (Study 1) or not given (Study 2).

Resumen
Background: As global ageing, Macao also faces challenges with regards to an aging population. Not many nursing students are willing to choose gerontological nursing (GN) as a career choice. This pilot study was conducted on a small sample of Macao nursing students to assess nursing students’ attitudes towards older people and their future career choices. Moreover, this pilot study is aimed to validate the survey questionnaire for the further study. Methods: A cross-sectional survey to explore 30 Macao nursing students’ attitudes towards older people and future career choices. Kogan’s attitudes towards older people scale (KAOP) was adopted in this study. Results: About 33.3% nursing students agreed to work in GN after graduation. Only 6.7% participants chose “aged care institute” as their first choice for future career. Participants have higher mean scores of KAOP that indicate more positive attitudes towards older people. “GN practice experience” and “personal preference” are confirmed as contributors for nursing students towards GN in this study. Conclusions: Macao nursing students have positive attitudes towards older people but not many of them would choose GN as future career. This pilot study provided knowledge to current nursing educators and government for the situation among nursing students in Macao.

Kao, Wiyao. "Le contrat portant sur une chose future : essai d’une théorie générale". Electronic Thesis or Diss., Poitiers, 2020. http://www.theses.fr/2020POIT3015.

Texto completo
The expression "contract relating to a future thing" means that the contracting parties may validly stipulate that the thing due will be future; they may thus contract on a tangible or intangible thing that does not yet exist, at least in its entirety. Since the Roman sale of a future thing, contracts relating to a future thing have diversified. The practice of these contracts has become commonplace because of their economic importance. Taking the measure of this diversity and richness, reflection on the contract for a future thing has been considered under the heading of general theory. Contracts relating to a future thing are familiar figures without necessarily being noticed. It was necessary to identify them first of all. What characterizes them, and what is quickly apparent, is that each of these contracts presupposes a future thing which constitutes their object; this study proposes a clear and distinct definition of them. What is perhaps less obvious from an analysis of these contracts, and yet characteristic of them, is that they are always commutative contracts and not random contracts. This feature shows that the Roman theory of the sale of a future thing, as it has always been presented, must be used today with great care to explain the whole mechanism of the contract for a future thing. The identification of the contract relating to a future thing continued with a reference to anticipation. This is a doctrinal explanation of former article 1130, paragraph 1, of the Civil Code, which provided: "The subject-matter of an obligation may be a future thing". It explains even today, after the reform of the law of contract, the new article 1163, paragraph 1. These three references or criteria (the future thing, the absence of contingency and anticipation) have made it possible to identify, on the one hand, special contracts relating to a future thing and, on the other hand, contractual securities relating to a future thing. Once the various contracts relating to a future thing had been identified, it was important to study their legal regime in a second stage. A contract relating to a future thing is distinguished by two common and specific rules: first, the debtor is under a prior obligation to do something which consists in making the promised thing happen by participating in its creation or by executing another contract; and second, the creditor has a possible right, which is the pure and simple right in germ, in favour of the creditor. Moreover, most of the developments on the validity and non-performance of a contract relating to a future thing fall under the general law of contract. The problems discussed did not make it possible to identify any specific features relating to the aspect of the future thing, the object of the service. In terms of the concept and the regime, there are a total of five common criteria and rules on which to base a general theory of the contract relating to a thing in the future

Anthes, Emily Kennedy. "The chosen genes : Jews, genetics, and the future of ethnic medicine". Thesis, Massachusetts Institute of Technology, 2006. http://hdl.handle.net/1721.1/39446.

Texto completo
Resumen
Thesis (S.M. in Science Writing)--Massachusetts Institute of Technology, Dept. of Humanities, Graduate Program in Science Writing, 2006.
Includes bibliographical references (p. 53-60).
All humans have certain genes that cause or predispose them to various diseases. In the ideal medical future, scientists will have hyperfast gene analyzers able to sequence anyone's DNA in a matter of minutes. In that future, a patient could have his entire sequence of DNA screened for mutations that cause or predispose him to disease, and health care would be truly individualized to fit the genetic profile of each patient. But science isn't yet able to make this future a reality; DNA sequencing remains too time-consuming and expensive to allow for such completely individualized medicine. In the meantime, scientists have discovered a useful shortcut: race and ethnicity. Many genes vary across racial and ethnic lines. Geography is linked to genetic variation, and people who have the same geographic ancestry are more likely, on average, to be genetically similar than people who do not. Although there is no gene for "race" or "ethnicity," many genes do occur in different ethnic groups at different frequencies. This means that doctors can use a patient's race or ethnicity - indicators of geographic ancestry - to make inferences about his genes, including his likelihood of developing specific diseases.
(cont.) Today's Ashkenazi Jews are appealing research subjects because they are both genetically interesting and culturally willing. For the past half-century, Jewish communities have been getting the genetic scrutiny other populations can expect in the future. Such research has helped scientists make significant headway in diagnosing, treating, and preventing certain genetic diseases. But as the research studies continued, some Jewish communities began to worry about their implications. Lessons learned from the participation of American Jews in genetic research will be important for and applicable to many ethnic groups as the approach expands.

Dashjivaa, Ariunbold. "Why has Mongolia Chosen to Participate in Peace Support Operations? an Analysis of Current Trends and Future Opportunities". Thesis, Monterey, California. Naval Postgraduate School, 2012. http://hdl.handle.net/10945/7329.

Texto completo
Resumen
Since 2002, Mongolia's commitment to international peace-support operations has dramatically increased and broadened the country's bilateral and multilateral military engagement throughout the world. By participating in UN peacekeeping and other peace-support operations, Mongolia and its military have gained tremendous experience, learned valuable lessons, and identified challenges in several critical areas that needed improvement. This thesis argues that Mongolias commitment to international peace-support operations is based on its national interest of survival between two great powers. Additionally, that commitment to peace-support operations strengthens Mongolias position in the world arena and increases its prestige, gaining it international recognition from other countries, international organizations, and international security institutions. Moreover, active involvement in peace-support operations creates favorable conditions for an independent foreign and defense policy and accelerates military modernization. Mongolias participation in peace-support operations influenced the acceleration towards modernization and transformation of its military, helping to identify the vulnerabilities in old military planning, training, equipment, and acquisition processes that desperately required changes. The existing literature on Mongolias participation in international peace-support operations is very limited. Therefore, this study will contribute a deeper and more detailed analysis and assessment of Mongolias commitment to international peace-support operations for scholars.

Resumen
AbstractThe purpose of this chapter is to extend and explore the definition of collective hope as the shared desire for a better future not only for oneself, but for the entire social community, the belief that a better future for all is possible but not necessarily guaranteed or even likely, and the trust in the human capacity to cooperate and support each other towards the realization of a better world despite current struggles and challenges. Conceptually we chose an interdisciplinary approach, integrating insights from Positive Psychology, Futures Studies, and Pragmatic Hope Philosophy. After introducing the concept of collective hope we present the nature and role of images of the future in terms of probable, possible and desired future trends and scenarios. Based on data collected with the Hope Barometer across 12 countries in November 2019 (N = 10,665), we evaluated people’s long-term future expectations regarding the general quality of life, social trends and expected as well as wished-for future scenarios. We then related these expectations to perceived hope and social well-being. Our results suggest that long-term social expectations are significantly more pessimistic in European than in non-European countries and that personal hope levels are significantly higher in countries outside Europe. Moreover, an overwhelming majority of participants in this study preferred a social-sustainable over an individualist-competitive future scenario. Whereas future prospects had a significant effect on hope and (social) well-being, desirable images of the future hardly displayed an effect. Our findings highlight the importance of encouraging people to develop new positive pictures of the future which could foster hope, belief, and trust in a flourishing and sustainable world and to get engaged in its realization.

Resumen
This study compared the associated impact of gamified molecular genetics lessons on undergraduate student grades for pre-COVID-19 blended delivery and COVID-19 online only delivery of a first-year biology course. When the molecular genetics gamified lessons were used by on- and off-campus students to support their learning, most students had successful learning outcomes in either blended or online only learning environments. In contrast, students who chose not to use these lessons had significantly greater failure rates for both the molecular biology and the genetics short answer questions in the final invigilated exams. Importantly, there was noticeable gamified lesson fatigue observed by both on- and off-campus students and therefore when incorporating gamified lessons into courses, curriculum design needs to be carefully considered. In conclusion, the use of gamified lessons was associated with significantly reduced student failure rates for molecular genetics concepts studied in a university foundational biology course.

In 2019, MIT Press and University of Michigan Press launched their own ebook collections for direct sale to libraries. Nearly a year has gone by. In that year, three basic truths have emerged and continue to guide them on this journey: 1. Establish Principles - Our principles must be our central reference point. We must innovate by taking a “values-based” approach not just a solely “value-based” selection process. 2. Embrace Exploration, Agility and Humility - We are perpetual searchers and seekers, always novices and beginners. Transformation comes from discovering the right questions more than having the right answers. 2. Take Action - We cannot think ourselves into new ways of acting, rather we act ourselves into a new way of thinking. Impactful change will only happen when we take risks, focus on people, and shift from monologue to dialogue when engaging with the communities we serve. How did they come to these truths? What are the prospects for each of their individual endeavors? Why should libraries care? In this paper, representatives of the two presses will tell their respective stories about this last year’s adventures. We they share why they chose to work directly with libraries, what they expected after launching their new collections, as well as divulge what reality actually dealt them.

Resumen
The Royal Navy (RN) has in-service experience of both marinised industrial and aero derivative propulsion gas turbines since the late 1940’s. Operating through a Memorandum of Understanding (MOU) between the British, Dutch, French and Belgian Navies the current in-service propulsion engines are marinised versions of the Rolls Royce Tyne, Olympus and Spey aero engines. Future gas turbine engines, for the Royal Navy, are expected to be the WR21 (24.5 MW), a 5 to 8 MW engine and a 1 to 2 MW engine in support of the All Electric Ship Project. This paper will detail why the Royal Navy chose gas turbines as prime movers for warships and how Original Equipment Manufacturers (OEM) guidance has been evaluated and developed in order to extend engine life. It will examine how the fleet of engines has historically been provisioned for and how a modular engine concept has allowed less support provisioning. The paper will detail the planned utilisation of advanced cycle gas turbines with their inherent higher thermal efficiency and environmental compliance and the case for all electric propulsion utilising high speed gas turbine alternators. It will examine the need for greater reliability / availability allowing single generator operation at sea and how by using a family of 3 engines a nearly flat Specific Fuel Consumption (SFC) down to harbour loads can be achieved.

Resumen
A lot of companies lost money because they chose the wrong software development methodology. For example, Knight Capital Group lost $440 million in 30 minutes when its trading software flooded the market with erratic trades. The bug was the result of a faulty development cycle that did not account for communication about possible errors and adequate testing before the product was launched. That's why choosing the right system and style of management is the key to successful software development. Today, we have many approaches, and they all have their advantages and disadvantages. It's a difficult and crucial task for future or ongoing projects to choose the most suitable strategy as well as define objectives, budget, and deadlines. The following article analyses the main differences and characteristics of the most popular software development methodologies with emphasis on performance, meeting deadlines, and team morale. The results are synthesized from a survey completed by more than 100 IT&C domain professionals based on their expertise and will be interpreted using a statistical approach. The objective of this study is to determine which methodologies tend to produce the best results regarding the team's main goals. It was targeted a wide array of IT professionals, emphasizing their experience level in the industry, regarding both the time in which they applied a certain methodology to a project and how applying it affected the project's success. Through this research, we hope to provide a clearer view of the outcome of the usage of different methodologies in various endeavors, so that, before starting a software development project, the best way for organizing it will be chosen.

Traian Vuia, a complex personality often linked to the father of mechanical flight, was, is and definitely will be one of the most debated names of the huge aeronautical sphere of all times. The path that the inventor chose without hesitation proved to be an axis mundi of his future destiny, which gained wings and, at the same time, gave him wings. Even though they seem to be fairytales, his unstoppable progress and life were sometimes paved with obstacles and slips. However, the symbiosis between the continuous desire to become the best version of himself and the need to make valuable contributions to the aviation field has resulted in his philosophy, which still provides us with remarkable achievements.

News media can have a powerful effect on people’s physiology, thinking, and emotions. This study aims was to examine the effects of positive and negative news on optimism, pessimism, self.esteem, and depression. The survey covered students from the Department of Journalism of the University of Istanbul and involved 61 participants — 35 women and 26 men. While people from the first group were asked to read positive news, the second group read negative news. In order to measure the level of optimism and pessimism of our participants, they were asked then to choose at least four optimistic and pessimistic adjectives. Rosenberg Self. Esteem scale was used to determine changes in self.esteem and depression. Results suggested that people who read positive news were more optimistic about their future (M optimism = 5.92, SD = 1.75), and less pessimistic (M pessimism = .88, SD= 1.5). When people read negative news, they chose more pessimistic adjectives (M pessimism= 4.36, SD= 2.44), and fewer pessimistic ones (M optimism = 1.88, SD = 1.94). Moreovere, when people read positive news, they showed less signs of depression (M depression = 1.6, SD = .70) than when people read negative news (M depression = 3.06, SD = 1.37). Finally, we found no significant differences in the level of self.esteem when participants were exposed to positive and negative news.

Resumen
It is believed that optical computing will be able to vastly outperform electronic computing in the future. Logic gates performing data manipulations are essential building blocks of any computer. All-optical logic gates can eventually replace the electronic and electro-optic ones. We demonstrate how specific material properties can be used to construct such an all-optical logic gate based on light interaction with a nonlinear interface (NI). The NI comprises a linear dielectric material in contact with an intensity-dependent nonlinear material, which exhibits a controllable intensity-dependent reflectivity and transmissivity. We chose a material with a thermal nonlinearity that is among the largest, has a response time well suited for real-time visual demonstration, and requires a minimum of high-technology equipment. A thin film of nonlinear material is sandwiched between two identical linear materials. Both types of material have the same index of refraction for low light intensity. Absorption of light in the nonlinear medium results in heating, leading to density decrease and corresponding refractive index reduction. The angle of incidence of the air-cooled Ar+ laser beam is chosen so that a low-intensity light beam is transmitted, and a high-intensity light beam is totally reflected. Thus, by changing the light intensity, one controls light switching with this optical gate.

Resumen
Transformer substations are hidden elements of the railway infrastructure, they have a long service life and reliable operation. On this reason reconstruction of substations are often left out of railway development projects. The board responsible for railway development in the Ministry of Innovation and Technology has decided to set up a project dedicated to substation development. The purpose of our work was to assess, examine and supervise the current technical status, network role and future sustainability of railway substations in order to choose a set of substations to be reconstructed in the given cost framework. We completed traction energy simulations to explore the weak points of the traction energy supply system and to provide basic data for the planning process. In our feasibility study we chose 20 of 38 substations to be reconstructed in a multi-step decision process. On Level 1 we assessed professional and operational aspects with multi-criteria analysis (MCA) regarding capacity shortages, energy efficiency, existence of remote control, characteristics of environmental protection and climate resilience, age-related failures, unit performance and network assessment. Based on the multi-criteria analysis we formed feasible technological options. To quantify and compare their long-term financial effects, on Level 2 we have chosen cost-effectiveness analysis methodology considering investment cost and the operational costs incurred during the estimated evaluation period. After option analysis we conducted cost-benefit analysis (CBA). Savings at social level are considered benefits in economic terms. As the type of the intervention did not fit the relevant CBA guide, we had to elaborate a special methodology for the assessment of economic benefits of the project. After all we have set up three project packages (6 or 9 or 20 substations) depending on available funding sources – and all three project packages can be regarded as economically viable and eligible for financing and implementation.

Resumen
In December 2019, a novel and contagious coronavirus also known as Covid-19 outbroke in Wuhan, China. In response to the virus, many countries implemented strict travel restrictions and lockdowns to hold back the spread of the Covid-19. The measures to contain it have brought dramatic changes in individual lifestyles, daily activities and travel behavior. This study focuses on the impacts on individual travel behavior including work/education, shopping and out-of-home physical activities in the state of Qatar. In addition, the study also presents individuals’ expectations and preferences regarding future travel activities. The Qatar Transportation and Traffic Safety Center, QTTSC conducted a questionnaire survey investigate the impacts of Covid-19 on individuals’ travel behavior. The questionnaire survey included questions regarding individuals’ travel activities for work/education, shopping, out-of-home workouts, before and during Covid-19 and the individual preferences and expectation for changes in their daily travel-activity in the future. After removal of the incomplete entries and outliers, the analyses were done including 404 respondents residing in Qatar for whom 63% were males while 36% were females. The results showed that there were drastic drops for all the activity types. Around 73% of the respondents started work-from-home or online education. The results also revealed that more than 20% of the respondents who were traveling in a group before the Covid-19 pandemic chose to travel alone during the Covid-19 crisis. Most of them were traveling with family before the Covid-19 outbreak. The results for individual expectations and preference revealed that highly educated respondents will prefer to continue work-from-home or bulk shopping. Young and/or Western people prefer to rely more on online shopping. The findings from this study could be very useful for policymakers and other relevant authorities to construct flexible work/education/business policies. This could help them to effectively respond to any future outbreaks and to smartly utilize the available resources of the transport system during post-pandemic and new-normal times.

Resumen
Gamification is used in various HR areas since the 90s. With technologically savvy generations coming to workplace gamification importance as learning, motivation and communication tools shall be growing. However, its spread across industries and its intensity of use is limited so far. The lack of measurement, publication and comparison of gamification outcomes and effectiveness in reaching its goals may be burden for management in gamification implementation. In the article, we describe situation, when gamification is used to present new employers value proposition (EVP) to potential candidates as a HR tool. Using goals and KPIs in measuring impact of the gamification helps to evaluate impact of the tool and may help HR to justify its use in front of the company management in future as well. To conduct the research, we chose management best practice in goals setting and KPI measurement. Further, on case study “Online EVP gamification of New Generation Hospital” we prove that using gamification goals and KPIs gives management answers regarding its effectiveness. The conclusions expand the knowledge about measuring the effectiveness of online gamification.

Resumen
Dust storms can be hazardous for aviation, military activities, and respiratory health and can occur on a wide variety of spatiotemporal scales with little to no warning. To properly forecast these storms, a comprehensive understanding of the meteorological dynamics that control their evolution is a prerequisite. To that end, we chose a major dust storm that occurred in Southwest Asia during July–August 2018 and conducted an observation-based analysis of the meteorological conditions that influenced the storm’s evolution. We found that the main impetus behind the dust storm was a large-scale meteorological system (i.e., a cyclone) that affected Southwest Asia. It seems that cascading effects from this system produced a smaller, near-surface warm anomaly in Mesopotamia that may have triggered the dust storm, guided its trajectory over the Arabian Peninsula, and potentially catalyzed the development of a small low-pressure system over the southeastern end of the peninsula. This low-pressure system may have contributed to some convective activity over the same region. This type of analysis may provide important information about large-scale meteorological forcings for not only this particular dust storm but also for future dust storms in Southwest Asia and other regions of the world.

Texto completo
Resumen
Caribou (Rangifer tarandus) are an integral part of the ecological and cultural fabric of northwest Alaska. Western Arctic Herd (WAH) caribou roam over this entire region, including all 5 Arctic Network (ARCN) Inventory and Monitoring Program?s National Park units. Conservation of healthy caribou populations is specifically mentioned within the enabling legislation (Alaska National Interested Lands Conservation Act or ANILCA) for 3 of these park units and is of importance to subsistence hunters. Caribou are, by far, the most abundant large mammal in northwest Alaska and are famous for their long-distance migrations and large population oscillations. For these reasons, the ARCN parks chose WAH caribou as a Vital Sign for long-term monitoring. This report documents the monitoring results of this Vital Sign during its 14th year (September 2022?August 2023) of implementation. Results from the previous years of monitoring are also included for ease of comparison. Periodic syntheses of these data will be performed and reported on as appropriate. National Park Service (NPS) monitoring of the WAH is done in conjunction and cooperation with the Alaska Department of Fish and Game (ADFG). Thanks to a 2015 data sharing agreement, the report includes data funded by the ADFG dating back to September 2013. That particular year was chosen as it represents when the ADFG started deploying a substantial number of GPS collars on an 8-hour relocation schedule. Monitoring of the herd relies heavily on the use of Global Positioning System (GPS) radio telemetry collars that are capable of transmitting location data to a satellite. Given the extremely remote area that the WAH inhabits, this system provides the most efficient and accurate means to track individual caribou. These data are utilized to monitor the timing and location of migrations, as well as seasonal distributions of WAH caribou. Monitoring movement and the phenology of movement is perhaps the simplest means to track the influences of climate change, natural perturbations, development, and other potential impacts on a species?an analysis of which is outside the scope of this current report. This report also documents the NPS commitment and involvement with the WAH Working Group. The group is composed of important stakeholders including representatives for rural villages, sport hunters, conservationists, hunting guides, hunting transporters, and reindeer herders. In addition, all the agencies charged with managing the WAH, including the ADFG, NPS, US Fish and Wildlife Service (FWS) and Bureau of Land Management (BLM), serve as advisors to the group. Information gathered by the Caribou Vital Sign monitoring program are intended to supplement and complement existing data streams gathered by the other cooperating agencies and will be important in future management decisions.

Resumen
We chose to focus our investigations on the effect of the active forms, TTF and AcA, rather than the whole (crude) extract. 1. To establish cultivation program designed to develop lead cultivar/s (which will be selected from the different Af accessions) with the highest yield of the active compounds TTF and/or achillolide A (AcA). These cultivar/s will be the source for the purification of large amounts of the active compounds when needed in the future for functional foods/drug development. This task was completed. 2. To determine the effect of the Af extract, TTF and AcA on neuronal vulnerability to oxidative stress in cultured neurons expressing FAD-linked mutants.Compounds were tested in N2a neuroblastoma cell line. In addition, we have tested the effects of TTF and AcA on signaling events promoted by H₂O₂ in astrocytes and by β-amyloid in neuronal N2a cells. 3. To determine the effect of the Af extract, TTF and AcA on neuropathology (amyloidosis and tau phosphorylation) in cultured neurons expressing FAD-linked mutants. 4. To determine the effect of A¦ extract, AcA and TTF on FAD-linked neuropathology (amyloidosis, tau phosphorylation and inflammation) in transgenic mice. 5. To examine whether A¦ extract, TTF and AcA can reverse behavioral deficits in APPswe/PS1DE9 mice, and affect learning and memory and cognitive performance in these FAD-linked transgenic mice. Background to the topic.Neuroinflammation, oxidative stress, glutamate toxicity and amyloid beta (Ab) toxicity are involved in the pathogenesis of Alzheimer's diseases. We have previously purified from Achilleafragrantissimatwo active compounds: a protective flavonoid named 3,5,4’-trihydroxy-6,7,3’-trimethoxyflavone (TTF, Fl-72/2) and an anti-inflammatory sesquiterpenelactone named achillolide A (AcA). Major conclusions, solutions, achievements. In this study we could show that TTF and AcA protected cultured astrocytes from H₂O₂ –induced cell death via interference with cell signaling events. TTF inhibited SAPK/JNK, ERK1/2, MEK1 and CREBphosphorylation, while AcA inhibited only ERK1/2 and MEK1 phosphorylation. In addition to its protective activities, TTF had also anti-inflammatory activities, and inhibited the LPS-elicited secretion of the proinflammatorycytokinesInterleukin 6 (IL-6) and IL-1b from cultured microglial cells. Moreover, TTF and AcA protected neuronal cells from glutamate and Abcytotoxicity by reducing the glutamate and amyloid beta induced levels of intracellular reactive oxygen species (ROS) and via interference with cell signaling events induced by Ab. These compounds also reduced amyloid precursor protein net processing in vitro and in vivo in a mouse model for Alzheimer’s disease and improvedperformance in the novel object recognition learning and memory task. Conclusion: TTF and AcA are potential candidates to be developed as drugs or food additives to prevent, postpone or ameliorate Alzheimer’s disease. Implications, both scientific and agricultural. The synthesis ofAcA and TTF is very complicated. Thus, the plant itself will be the source for the isolation of these compounds or their precursors for synthesis. Therefore, Achilleafragrantissima could be developed into a new crop with industrial potential for the Arava-Negev area in Israel, and will generate more working places in this region.

Resumen
Key Points This report presents scenarios of adolescent contraceptive use through 2030 to highlight the potential impact and costs associated with overall increased contraceptive use among adolescents and an increased use of long-acting, reversible contraceptives (LARCs), specifically. Under a scenario that assumes the most likely level of modern contraceptive use to be reached in a particular year (median values of probabilistic projections), the number of adolescent women using modern contraceptives in developing regions would reach 19.8 million in 2030, and 57% of adolescent women would have their need for modern contraception met. The total annual cost of services in 2030 for the projected 19.8 million modern method users would be an estimated $310 million. The cost would be lower, at $275 million, if 20% of adolescent women using short-acting methods were to choose LARCs. An estimated 7.1 million unintended pregnancies would be averted under this scenario. Because LARCs are highly effective, a shift toward use of these methods would avert an additional 300,000 unintended pregnancies. Under a scenario with accelerated growth in modern contraceptive use among adolescent women in developing regions, the number of modern method users would reach 27.1 million in 2030, and the proportion of adolescent women whose need for modern contraception would be met would rise to 79%. Contraceptive services for the 27.1 million modern method users in 2030 would cost an estimated $412 million. The cost would drop to $365 million under an assumption of increased LARC use. In 2030, an estimated 9.6 million unintended pregnancies would be averted under this accelerated growth scenario, and an additional 400,000 unintended pregnancies would be averted with a shift to LARC use.

Resumen
Forced by the 1997 Southeast Asian crisis to recognize the external vulnerabilities that openness to volatile capital flows result in and upset over the post-crisis policy responses imposed by the IMF, countries in the sub-region saw the need for a regional financial safety net that can pre-empt or mitigate future crises. At the outset, the aim of the initiative, then led by Japan, was to create a facility or design a mechanism that was independent of the United States and the IMF, since the former was less concerned with vulnerabilities in Asia than it was in Latin America and that the latter’s recommendations proved damaging for countries in the region. But US opposition and inherited geopolitical tensions in the region blocked Japan’s initial proposal to establish an Asian Monetary Fund, a kind of regional IMF. As an alternative, the ASEAN+3 grouping (ASEAN members plus China, Japan and South Korea) opted for more flexible arrangements, at the core of which was a network of multilateral and bilateral central bank swap agreements. While central bank swap agreements have played a role in crisis management, the effort to make them the central instruments of a cooperatively established regional safety net, the Chiang Mai Initiative, failed. During the crises of 2008 and 2020 countries covered by the Initiative chose not to rely on the facility, preferring to turn to multilateral institutions such as the ADB, World Bank and IMF or enter into bilateral agreements within and outside the region for assistance. The fundamental problem was that because of an effort to appease the US and the IMF and the use of the IMF as a foil against the dominance of a regional power like Japan, the regional arrangement was not a real alternative to traditional sources of balance of payments support. In particular, access to significant financial assistance under the arrangement required a country to be supported first by an IMF program and be subject to the IMF’s conditions and surveillance. The failure of the multilateral effort meant that a specifically Asian safety net independent of the US and the IMF had to be one constructed by a regional power involving support for a network of bilateral agreements. Japan was the first regional power to seek to build such a network through it post-1997 Miyazawa Initiative. But its own complex relationship with the US meant that its intervention could not be sustained, more so because of the crisis that engulfed Japan in 1990. But the prospect of regional independence in crisis resolution has revived with the rise of China as a regional and global power. This time both economics and China’s independence from the US seem to improve prospects of successful regional cooperation to address financial vulnerability. A history of tensions between China and its neighbours and the fear of Chinese dominance may yet lead to one more failure. But, as of now, the Belt and Road Initiative, China’s support for a large number of bilateral swap arrangements and its participation in the Regional Comprehensive Economic Partnership seem to suggest that Asian countries may finally come into their own.

Resumen
This paper aims to estimate the future long-term care needs and expenditures in Quebec while proposing and evaluating a reform package that could deliver increased coverage as well as be more financially sustainable than current policy. This reform package consists of a shift towards more intensive use of home care while increasing public coverage of care needs. A key feature of the proposed reform is to improve the ability of users to choose their provider with the creation of a senior’s care account, an account that grants individuals in need to purchase services from several providers, including both home and institutional care. To improve the neutrality of public support across care arrangements, we also propose to increase residents’ contribution in nursing homes while favoring the continued use of existing tax credits to help seniors with lower needs in terms of care. Using detailed dynamic modelling of care needs, living arrangements, and expenditures, we estimate that long-term care needs will grow rapidly in the next two decades and the costs will quickly become prohibitive under current policy. We show that substantial cost savings may exist.

Using detailed dynamic modelling of care needs, living arrangements, and expenditures, we estimate that long-term care needs will grow rapidly in the next two decades and the costs will quickly become prohibitive under current policy. We show that substantial cost savings may exist.
