AbstractFoundations are rooted in public interest; they are built from wealth; they are a form of involvement in the public interest for the wealthy; they represent a systemic arrangement in which society may, through organizing, compel the rich to express their concern for society through public-interest donations to the poor; and they are a legal form in which, in the name of the public interest, wealth can be redistributed and perpetuated. After defining foundations, offering a classification, and discussing foundations’ properties, this article endeavors to examine the historical development of foundations in the West and in China, and analyze the unique characteristics of Chinese foundations and their opportunities going forward. It will proceed to analyze the systemic characteristics of foundations’ property rights, introduce the concept of public-interest property rights, discuss foundation governance structures, analyze the basic principles behind foundation legislation, discuss preferential tax policies and innovations in foundation governance, and, finally, raise several policy recommendations for the expansion and strengthening of China’s foundations. This article represents the author’s effort at a general analytic framework for and basic research theory of foundations, based on empirical research, for the reference of his esteemed colleagues.

In conjunction with the geological conditions of the East China Sea, the bearing performance of monopile and single-suction bucket foundations is compared and analyzed in shallow and deep-sea conditions under static horizontal loads. Furthermore, the statistical data of wind and wave from 2010 to 2020 in the East China Sea were tabulated into amplitude curves applied to the two foundations in the form of dynamic loads, and the bearing performances of the two foundations under dynamic loads were analyzed. The results show that the typical suction bucket foundation for a wind turbine currently designed in the shallow sea is destabilized under static horizontal loads, while the pile foundation is more stable; both foundations are stable in the deep-sea area. However, the suction bucket foundation displacement is less than the pile foundation. Under dynamic loading, the maximum displacement of monopile in the shallow sea was 127 mm. The maximum displacement of the suction bucket foundation was 434 mm, and the foundation was unstable. Both foundations are stable in deep-sea conditions, and the maximum displacement of the pile foundation is 1.4 times the maximum displacement of the suction bucket. Considering the difficulty construction in the deep sea, it is recommended to use suction bucket foundations.

Foundation treatment is a crucial aspect of practical engineering. A stable foundation plays a vital role in enhancing building stability, ensuring structural durability, and minimizing environmental impact. However, dealing with soft foundations presents a challenging problem in foundation treatment. This paper aims to study common methods for treating soft foundations based on data analysis, exploring the fundamental mechanisms and advantages and disadvantages of various treatment methods. Simultaneously, the paper combines new methods for treating soft foundations in China, analyzing the practical treatment of the Xiangjiaba Project slag yard. The study identifies that, in practical engineering, the overall soft layers of the site are treated using the replacement method. Sections requiring treatment employ the block-stone replacement (squeeze consolidation) method, functioning as integral structural retaining walls. Additionally, due to the local precipitation reaching 1003.1 to 1305.6mm, drainage treatment is necessary for the site. By combining these three treatment methods, the study achieves the requirements for structural load-bearing capacity and stability while simultaneously achieving the effects of shortening construction time and saving costs. This research on soft foundation treatment is beneficial for providing insights into achieving the development goals of Western China.

Abstract The construction of overhead transmission lines in mountainous areas poses a significant challenge when it comes to foundation construction. The type of foundation selected in these areas has a direct impact on equipment selection and access road planning. Fujian Province, located on the southeastern coast of China, is predominantly hilly and mountainous. Therefore, selecting an appropriate foundation for overhead transmission lines is crucial for successful mechanized construction of transmission lines in this region. In this study, we aimed to enhance the economy of mechanized construction of the foundation of the 220 kV overhead transmission lines in Fujian Province. We analyzed the typical geological conditions and foundation reactions in the area and compared the construction costs of mechanical pile foundations, mechanical digging foundations, and rock anchor foundations. The results show that the mechanical pile foundation requires the least amount of concrete when the foundation reaction of the 220 kV suspension tower is less than 1700 kN and the foundation reaction of the 220 kV tension tower is less than 1300 kN. Additionally, the quantity of the rock anchor foundation is less than that of the digging foundation. In terms of cost, the rock anchor foundation is the most economical, followed by the mechanical pile foundation and then the digging foundation.

The selection of a single prediction method is difficult to adapt to the actual engineering situation in the construction geotechnical foundation’s settlement prediction. This article proposes a modified optimized comprehensive prediction model to independently mine the construction geotechnical foundation settlement monitoring data from different angles. The proposed model analyzes the construction geotechnical foundation settlement’s change law and realizes the comprehensive prediction of construction geotechnical foundation settlement. Initially, the preliminary integrated discrete-time prediction model is established based on the combination of the hyperbolic method and the GM (1, 1) model’s modeling mechanism. The GM (1, 1) modeling mechanism is based on the idea of arithmetic weighted average combination. Then the real-time correction weight coefficients are constructed and the real-time correction amount is calculated to modify the initial integrated prediction model. The modified optimized integrated prediction model is established too. Finally, the modified optimized integrated prediction model is utilized to predict the settlement of building geotechnical foundations. The experimental results of A-Ma city project, China show that the modified optimized integrated prediction model has better prediction accuracy and has universal applicability than the hyperbolic method and GM (1, 1) in the prediction of foundation settlement of building geotechnical foundations. It can effectively reduce the prediction error after the combination of single methods.

Abstract Background The intestine is preferentially damaged in acute graft-versus-graft disease (aGVHD). Patients with intestinal GVHD are usually associated with drug-resistant diarrhea and microflora disturbance. Recent studies suggest that toll-like receptor (TLR) signaling can protect the intestinal epithelial barrier and confer commensal tolerance in health. But less is known about how functional versus dysfunctional TLR pathway opposes or favours the intestinal GVHD. Methods In the current study, BALB/c mice were transplanted whole spleen and T cell deleted (TCD) bone marrow cells from C57BL/6 mice as GVHD group, and transplanted TCD bone marrow cells as control group. The jejunum, ileum, colon and rectum epithelium were harvested and total RNA of the intestinal epithelium were extracted in two groups. The mRNA expression of classical TLR pathway TLRx/MYD88/IRAK4 signaling molecules (TLR2, TLR4, MYD88, IRAK4 and Tollip) and cytokines (IFN-γ, TNF-α and TGF-β) were detected by RT-PCR. Results The intestine of aGVHD recipients showed severe mucosal edema and erythema with histologic changes of apoptotic epithelial cells and crypt cell dropout, while the intestine of recipients in the control group did not show any intestinal GVHD evidence. TLR2 expression was markedly down-regulated and little TLR4 expression was observed in GVHD intestinal epithelium in comparison to control group. MYD88 and IRAK4 expression were lower in the entire intestinal epithelium of GVHD group but only significant in colon and rectum epithelium between the two groups. Tollip, a TLR signaling inhibitor by interfering IRAK, was found much higher in the GVHD group. For cytokines, both of IFN-γ and TNF-α expression were markedly up-regulated from proximal to distal intestine in GVHD group as compared to control group. There was no difference in TGF-β expression between the two groups. Conclusions We propose TLR signaling in the intestinal epithelium, especially in colon and rectum, presents disruption in intestinal graft-versus-host disease. IFN-γ and TNF-α might contribute to accelerate TLR pathway alteration. Due to the acceleration of urbanization in China, the land use and new building construction in mining subsidence areas are increasing. However, a large high-rise building (100 m × 80 m × 100 m) was planned to be built above gob areas in the Xiangcheng Mine subsidence area. According to the analysis of the borehole exploration data, borehole TV observations, and theoretical calculations, there were broken bedrock and developmental fractures in the fracture and caved zones above the gob areas. In addition, the depth affected by the building load is less than 9 m from the top of the fracture zone; thus, the stabilities of the gobs are low. Then, through the theoretical analysis of the space stress, compression settlement of foundation soil, and residual settlement of the gob and coal pillar under loads, combining the similar simulation study on settlement characteristics of foundation soil and gobs, the total settlement of the foundation can be regarded as the vector superposition of the compression settlement and residual settlement; then, the maximum settlement is calculated as 555 mm and the maximum tilt is 14.9 mm/m under the building load, which are greater than the permissible values of 200 mm and 2 mm/m, indicating that the foundation’s stability is inadequate. Therefore, the treatment measures of the deep pile group foundations in the soil layer and grouting reinforcement in the gobs were simultaneously put forward to effectively improve the stability of the building foundations.

Abstract This study examines differentiated government control over foundations in China. The distinct patterns of “Harmonious Society” and “obeying the law” in foundation mission statements indicate a two-dimensional control mechanism in which the government intends to seek functional conformity and behavioral conformity from foundations. Using the multinomial logistic regression method on the mission statement of 2,498 foundations from 2004 to 2013, this article finds that foundations’ funding-sufficiency leads to the government’s strong intention for functional conformity and weak intention for behavioral conformity. The article implies that the Chinese government has eased some institutional constraints on foundations for the purpose of seeking financial contributions from foundations. It suggests that the Chinese government can adapt to the socioeconomic conditions and calculate its relations with nongovernmental organizations.

Historical consensus has labeled the educational reform efforts of China's scholar-officials in the second half of the nineteenth century as merely reactions to external circumstances and therefore has concluded that these reforms were "failures". The youthful revolt against Chinese cultural traditions, which culminated in the May Fourth Movement of 1919, has frequently been cited as a clear demonstration that previous educational reforms had failed. However, when viewed as the intellectual phase of the revolutionary process, reform activities among members of China's bureaucratic and scholarly elite in the four and one half decades from the 1860s to the early 1900s can be seen as limited, but definite, successes, initiated from within the traditional society and assisted by the introduction of Western secular knowledge by Protestant missionaries.

The history of the founding and early development of the “new” western experimental psychology in China has long been a myth due to an absence of detailed and systematic research. Equally ironic is the fact that the biography, publications and contributions of Chen Daqi, a man who is widely regarded as the “founder of experimental psychology in China”, have never been seriously studied in the past. This thesis is an attempt to fill in these historical gaps. Its first half, being primarily an archival study, traces the history of the founding and early development of the “new” psychology in China, in particular within the campus of Beijing University, during the early Republican era (ca. 1917-1923). It also examines the psychological publications of Chen Daqi. The second half of the thesis contextualizes these developments within a broader discussion of various issues related to the transfer of psychological knowledge from the west. The traditional understanding of psychology in Republican China, that it was merely a passive “copy” of the west’s is refuted. Kurt Danziger’s theory concerning the two prerequisites for the successful establishment of a new science is utilized to show how Chen Daqi’s attempts to develop psychology proceeded smoothly after the new discipline was first introduced into China in the late 1910s. This study concludes with a re-evaluation of Chen’s project.

The 2016 Annual Report of the U.S. Commission on International Religious Freedom (USCIRF) confirms an increasingly alarming surge in the ongoing, systematic, and egregious abuses of religious freedom (RF) of Chinese citizens by the Chinese Communist Party (CCP). I foresee that under a constitutional framework, a post-Communist, democratized China will embrace cultural, economic, social, and confessional pluralism to help ensure the impartial and equal protection of all citizens’ religious freedom. A useful pattern for that new national pluralism is found and reflected within the existing minority of Chinese citizens who follow the Judeo-Christian faith and worldview. After analyzing different political philosophies, using religious education (RE) to illustrate the degree of religious freedom in different countries, my study demonstrates that neither political liberalism nor traditional nonprincipled pluralism will adequately protect religious freedom for all. Baorong Duoyuan literally inclusive pluralism, a contextualized model of principled pluralism, complements the Judeo-Christian faith as well as non-Judeo-Christian faiths, and even nonprofessions of religion. As such, this theory proposes that the State functions as a religiously impartial institution. In my study, I conduct library-based theoretical/philosophical/theological work to ultimately propose that Baorong Duoyuan offers an untainted model to nurture and maintain religious freedom in a postcommunist China. When appropriately applied to China’s practices, this biblically supported, theologically warranted theory of principled pluralism helps to promote, nurture, implement, and maintain religious freedom for all citizens of China. To protect religious freedom for all, in accordance with the Universal Declaration of Human Rights, my proposed Baorong Duoyuan model offers the most reasonable, consistent, and coherent option to achieve and to maintain such religious freedom and pluralism.

My dissertation aims at constructing an environmental ethics theory based on environmental aesthetics in order to advocate and promote environmentally sustainable practices, policies, and lifestyles. I attempt to construct an integrated environmental aesthetics in order to inspire people’s feelings of love towards nature and motivate them to protect it.  In order to achieve this goal, I first examine the philosophical understanding and aesthetic appreciation of nature from philosophical traditions of China, which have an impact on the general public’s attitude towards nature. in chapter one of my dissertation, I point out that nature is viewed as an organic system which is always in a self-generating process of production and reproduction of life. the metaphysical foundation for this perspective of nature is ch’i. Therefore the aesthetic appreciation of nature in China is also the aesthetic appreciation of ch’i. with regard to the concept of ch’i, I focus on the following three questions: (1) what are the objective and aesthetic features of ch’i? (2) How do the Chinese appreciate aesthetic features of ch’i? (3) Why the objective features of ch’i are regarded as the objects of aesthetic appreciation? I argue that the Chinese appreciate the aesthetic features of ch’i by using intellectual intuition and that empathy is the reason why the objective features of ch’i are considered to be aesthetic features. in Chapter 2, I explain in detail the two aesthetic categories for aesthetic appreciation of nature in two major philosophical schools in China: emptiness and creativity. in Chapter 3, I examine the philosophical foundations for aesthetic appreciation of nature in the West. I first investigate the influence of traditional Western philosophy on the perceptions of nature. I argue that traditional Western philosophical thinking doesn’t support aesthetic appreciation of nature. I point out that aesthetic appreciation of nature started from eighteenth century in the West. I examine Kant’s aesthetic categories of beauty and sublime in his appreciation of nature. in contemporary world, I focus on the Allen Carlson’s positive aesthetics and Arnold Berleant’s engagement model to appreciate the beauty of environment. in Chapter 4, I evaluate the theories of aesthetic appreciation of nature in the West and China and attempt to construct an integrated theory of aesthetic appreciation of nature. the key point of this theory is to establish a caring relationship with nature based on aesthetic appreciation of nature and active participation in the beauty of it. This relationship will motivate people to protect nature and also contribute to human happiness.

Resumen
The bilateral relations between Sweden and China have been characterized by strong trade relations over the years. Nonetheless, several events between 2015 and 2020 have led the diplomatic relations between Sweden and China to take a different turn. Among them, the arrest of the Chinese-born Swedish writer and book publisher Gui Minhai and the alleged abuse of human rights by the Chinese government towards its population. These issues raise questions on how the Swedish government approaches the opportunities and challenges of China’s growing role internationally. This thesis has the purpose to analyse the Swedish government’s reports, statements and other documents regarding China in the period 2015 to 2020, with the intention of unveiling the Swedish foreign policy ideational foundation. Moreover, this thesis has the aim to examine whether it is possible to see a variation of the ideational foundation during these years. The analysis included the use of social constructivism as a theory and the VDP-triad methodology. From the analysis, it resulted that in the observed time period, Sweden’s foreign policy ideational foundation was characterized by the value of cooperation, especially regarding trade. Moreover, during the period observed Sweden characterized for being more active on criticizing China in regard to human rights, democracy and the rule of law. With China, Sweden is thus forced to balance two competing agendas: to pursue its interests and to promote its values.

Resumen
With the demand of renewable energy due to the pressure from environmental pollution and global warming, the wind industry has been growing rapidly over the past decades during which the offshore wind innovation is becoming more and more attractive because of vast offshore wind resources. In this paper, a novel tapered-column semi-submersible floating foundation with economical mooring system is developed to support 6MW wind turbine in South China Sea. The coupled aero-hydro-servo-structural analysis is done in GH-Bladed software to obtain the global dynamic response of the whole floating wind turbine. By combining the derived wind loads with the wave and current induced loads, the global performances of the foundation and attached mooring system under both extreme conditions and normal operation conditions are analyzed in AQWA software. The result reveals that the floating foundation complies with the design standard and meets requirements of wind turbine. This novel patent-pending floating foundation with tapered columns is proved as a successful design with high material efficiency and good seakeeping performance. Also a reliable and efficient design methodology of floating foundation based on optimal cost is provided in this paper which can be used as design reference of floating foundations.

In the last two years, the United States has reversed the post-World War II trend toward the lowering of trade barriers and a commitment towards multilateral free trade. Citing a need to “level the playing field” and hold trading partners accountable to their commitments, the current Administration has moved towards a more protectionist and perhaps mercantilist position vis-à-vis trade policy. One of the Administration’s first actions in this regard was the decision to leave the Trans-Pacific Partnership (TPP) agreement, followed thereafter by raising tariffs on steel and aluminum imports. China is the subject of Western criticism for its supposed disregard of the rules-based international order. Such a charge implies that China is unilateralist. The aim in this study is to explain how China does in fact have a multilateral approach to international relations. China’s core idea of a community of shared future of humanity shows that it is aware of the need for a universal foundation for world order. The Research Report focuses on explaining the Chinese approach to multilateralism from its own internal perspective, with Chinese philosophy and history shaping its view of the nature of rules, rights, law, and of institutions which should shape relationships. A number of case studies show how the Chinese perspectives are implemented, such as with regards to development finance, infrastructure projects (especially the Belt and Road Initiative), shaping new international organisations (such as the Asian Infrastructure Investment Bank), climate change, cyber-regulation and Chinese participation in the United Nations in the field of human rights and peacekeeping. Looking at critical Western opinion of this activity, we find speculation around Chinese motives. This is why a major emphasis is placed on a hermeneutic approach to China which explains how it sees its intentions. The heart of the Research Report is an exploration of the underlying Chinese philosophy of rulemaking, undertaken in a comparative perspective to show how far it resembles or differs from the Western philosophy of rulemaking.

There is a big distance between religious inequalities and atrocity crimes. Indeed, religious inequalities do not necessarily lead to atrocity crimes; however, in certain cases they can. Examples of cases that portray this progression are those of Yazidis and Christian minorities in Iraq, and the Rohingya community in Myanmar. In certain situations, analysing religious inequalities can help to identify risk factors of genocidal atrocities, so a question that naturally arises is: can addressing religious inequalities help to mitigate and prevent atrocity crimes based on religion or belief? This paper focuses on the situation of the Uyghur population in China, where they are being persecuted for their religion or belief. It considers the law on freedom of religion or belief and other laws affecting the enjoyment of rights by Uyghurs in China as the foundation of religious inequalities. The paper further considers the deterioration of the Uyghurs’ circumstances by analysing some of the recent reported treatment of them against frameworks relevant to atrocity crimes, namely the UN Framework of Analysis for Atrocity Crimes and the Jacob Blaustein Institute for the Advancement of Human Rights Compilation of Risk Factors and Legal Norms for the Prevention of Genocide.

We believe the climate crisis will be resolved in cities. Today, while cities occupy only 2% of the Earth's surface, 57% of the world's population lives in cities, and by 2050, it will jump to 68% (UN, 2018). Currently, cities consume over 75% of natural resources, accumulate 50% of the global waste and emit up to 80% of greenhouse gases (Ellen MacArthur Foundation, 2017). Cities generate 70% of the global gross domestic product and are significant drivers of economic growth (UN-Habitat III, 2016). At the same time, cities sit on the frontline of natural disasters such as floods, storms and droughts (De Sherbinin et al., 2007; Major et al., 2011; Rockström et al., 2021). One of the sustainability pathways to reduce the environmental consequences of the current extract-make-dispose model (or the "linear economy") is a circular economy (CE) model. A CE is defined as "an economic system that is based on business models which replace the 'end-of-life' concept with reducing, alternatively reusing, recycling and recovering materials in production/distribution and consumption processes" (Kirchherr et al., 2017, p. 224). By redesigning production processes and thereby extending the lifespan of goods and materials, researchers suggest that CE approaches reduce waste and increase employment and resource security while sustaining business competitiveness (Korhonen et al., 2018; Niskanen et al., 2020; Stahel, 2012; Winans et al., 2017). Organizations such as the Ellen MacArthur Foundation and Circle Economy help steer businesses toward CE strategies. The CE is also a political priority in countries and municipalities globally. For instance, the CE Action Plan, launched by the European Commission in 2015 and reconfirmed in 2020, is a central pillar of the European Green Deal (European Commission, 2015, 2020). Additionally, more governments are implementing national CE strategies in China (Ellen MacArthur Foundation, 2018), Colombia (Government of the Republic of Colombia, 2019), Finland (Sitra, 2016), Sweden (Government Offices of Sweden, 2020) and the US (Metabolic, 2018, 2019), to name a few. Meanwhile, more cities worldwide are adopting CE models to achieve more resource-efficient urban management systems, thereby advancing their environmental ambitions (Petit-Boix & Leipold, 2018; Turcu & Gillie, 2020; Vanhuyse, Haddaway, et al., 2021). Cities with CE ambitions include, Amsterdam, Barcelona, Paris, Toronto, Peterborough (England) and Umeå (Sweden) (OECD, 2020a). In Europe, over 60 cities signed the European Circular Cities Declaration (2020) to harmonize the transition towards a CE in the region. In this policy brief, we provide insights into common challenges local governments face in implementing their CE plans and suggest recommendations for overcoming these. It aims to answer the question: How can the CE agenda be governed in cities? It is based on the results of the Urban Circularity Assessment Framework (UCAF) project, building on findings from 25 interviews, focus group discussions and workshops held with different stakeholder groups in Umeå, as well as research on Stockholm's urban circularity potential, including findings from 11 expert interviews (Rezaie, 2021). Our findings were complemented by the Circular Economy Lab project (Rezaie et al., 2022) and experiences from working with municipal governments in Sweden, Belgium, France and the UK, on CE and environmental and social sustainability.

Resumen
Australia's and China's resources (e.g. Olympic Dam Cu-U-Au-Ag and Bayan Obo REE deposits) highlight how discovery and mining of iron oxide copper-gold (IOCG), iron oxide±apatite (IOA) and affiliated primary critical metal deposits in metasomatic iron and alkali-calcic (MIAC) mineral systems can secure a long-term supply of critical metals for Canada and its partners. In Canada, MIAC systems comprise a wide range of undeveloped primary critical metal deposits (e.g. NWT NICO Au-Co-Bi-Cu and Québec HREE-rich Josette deposits). Underexplored settings are parts of metallogenic belts that extend into Australia and the USA. Some settings, such as the Camsell River district explored by the Dene First Nations in the NWT, have infrastructures and 100s of km of historic drill cores. Yet vocabularies for mapping MIAC systems are scanty. Ability to identify metasomatic vectors to ore is fledging. Deposit models based on host rock types, structural controls or metal associations underpin the identification of MIAC-affinities, assessment of systems' full mineral potential and development of robust mineral exploration strategies. This workshop presentation reviews public geoscience research and tools developed by the Targeted Geoscience Initiative to establish the MIAC frameworks of prospective Canadian settings and global mining districts and help de-risk exploration for IOCG, IOA and affiliated primary critical metal deposits. The knowledge also supports fundamental research, environmental baseline assessment and societal decisions. It fulfills objectives of the Canadian Mineral and Metal Plan and the Critical Mineral Mapping Initiative among others. The GSC-led MIAC research team comprises members of the academic, private and public sectors from Canada, Australia, Europe, USA, China and Dene First Nations. The team's novel alteration mapping protocols, geological, mineralogical, geochemical and geophysical framework tools, and holistic mineral systems and petrophysics models mitigate and solve some of the exploration and geosciences challenges posed by the intricacies of MIAC systems. The group pioneers the use of discriminant alteration diagrams and barcodes, the assembly of a vocab for mapping and core logging, and the provision of field short courses, atlas, photo collections and system-scale field, geochemical, rock physical properties and geophysical datasets are in progress to synthesize shared signatures of Canadian settings and global MIAC mining districts. Research on a metamorphosed MIAC system and metamorphic phase equilibria modelling of alteration facies will provide a foundation for framework mapping and exploration of high-grade metamorphic terranes where surface and near surface resources are still to be discovered and mined as are those of non-metamorphosed MIAC systems.

In terms of the number of 5G subscriptions, Northeast Asia, including China, is currently ahead of the rest of the world. The global 5G infrastructure market is expected to continue to grow rapidly over the next five years, but the elite club of global companies capable of building it is not expected to expand in the short term. Despite restrictions on Huawei’s participation in some tenders and possible Chinese retaliation against European companies, neither the Chinese company nor Ericsson is expected to be sidelined from the global market for 5G network infrastructure devices. The new networks are likely to be future drivers of economic growth, and the ‘5G competition’ of countries aims to create the necessary technological foundations. Western sanctions against Chinese technology companies will not hold back the construction of 5G and, through it, the future development of the Chinese economy. In addition to establishing a network, countries need companies that really transform their activities by building on new technologies. In the absence of these, 5G rollout can easily remain an unfulfilled promise for economic growth.
