Currently, nutritional problems in Indonesia are still in the spotlight, one of which is the problem of stunting in toddlers. The government shows its commitment to tackling stunting by making regulations regarding the acceleration of stunting reduction as stated in Presidential Regulation No. 72 of 2021. The health financing system is an effort to fund the health sector to support the implementation of health with the aim of achieving the highest health status. This study aims to provide an overview of the Bekasi City government's policy in financing stunting prevention in Bekasi City. The research method used is normative juridical, with a statutory approach. The policies issued by the Bekasi City Government regarding the Prevention and Control of Stunting are contained in the Bekasi Mayor's Instruction No: 440/1914/Bappeda and the establishment of the Task Force for the Acceleration of Stunting Prevention and Control is contained in Decree Number: 440/Kep.277-Bappelitbangda/V/ 2020. The results of this study show that the participation of the Bekasi City government has been very good from issuing policies related to stunting reduction efforts, forming and implementing 8 integration actions by involving multi-sectoral roles in government which is an effort to prevent stunting. The financing used in the stunting prevention process is funded by the Bekasi City Government from the Regional Revenue and Expenditure Budget (APBD) and or other funds that can be utilized by the relevant government sector to be in charge of 8 integration actions.

Purpose The purpose of this paper is to describe the current policy context for work aimed at reducing the criminalisation of looked after children in England and Wales, and to consider the potential that now exists for a sustained reduction in the numbers and proportion of looked after children and young people becoming unnecessarily criminalised. Design/methodology/approach The author of this paper worked on the Prison Reform Trust’s independent review of looked after children in the criminal justice system, “In Care, Out of Trouble”, chaired by Lord Laming. The paper describes the context for the review and outlines its findings alongside those of concurrent government-commissioned reviews, detailing the government response. The paper describes the action now being taken to reduce the criminalisation of looked after children and argues that, while the UK and Welsh governments appear willing to lead in pursuing reforms, continued pressure will be needed to ensure that this translates into sustained change. Findings The paper notes that looked after children and young people remain significantly over represented in the criminal justice system despite a number of studies and statutory guidance aimed at preventing this. This is being successfully tackled in places where children’s social care services are working closely with criminal justice agencies, with common goals. The paper reports on the responses from the Welsh and UK governments and lead agencies to Lord Laming’s review and concurrent government-commissioned reviews, which confirm their willingness to show national leadership in raising expectations for effective local joint working. Practical implications The paper offers an insight into the current policy context for protecting looked after children and young people from unnecessary criminalisation and sets out the commitments that have been made by the UK and Welsh governments and national agencies to take action to this end. It notes the need for ongoing outside pressure to ensure these commitments translate into action. Social implications This paper aims to support policy makers and practitioners in pursuing improvements in practice to protect looked after children from unnecessary criminalisation. As such, it is hoped that it may play a part in improving the life chances of looked after children and young people who might otherwise face the damaging consequences of involvement in the criminal justice system. Originality/value Lord Laming’s review was a timely, independent examination of the unnecessary criminalisation of looked after children. There is now a renewed focus in key government departments and agencies on the need to protect looked after children and young people from unnecessary criminalisation, including through the development of a concordat. Success will require ongoing dialogue with independent bodies, and a stronger focus by the relevant inspectorates. This paper summarises the context and findings of the review and subsequent policy developments, and may be useful for policy makers, practitioners in children’s social care and youth justice, and the police.

This paper explores the recent plethora of commitments by government to include children in social policy decision making in the UK. The participation of children is located in the tensions between children perceived as competent and/or incompetent that underlies the ambiguities of children's participation. The paper examines the ways participation, power and empowerment can be used in the context of children. The paper looks at children’s civic engagement and suggests that the participation of children is difficult with the ways representative governments operate in a liberal democracy today, but ends with some suggested ways forward.

This article summarises the 2010–15 Coalition government's education policy, contrasting their attempts to liberalise education markets with the desire to impose a highly traditional curriculum. The government's quite radical reforms have not been easy to implement, taking place against severe budgetary constraints and a minority Coalition partner with ambitions to improve the educational outcomes of children from low income families. It could be argued that the reforms have been successfully implemented, and there is little prospect of wholesale reversal by any future government. However, their combative approach to reform leaves a demotivated teacher workforce, a possible impending teacher recruitment crisis as the economy recovers, and a tangled web of accountability structures that will need to be resolved.

Introduction: This paper will build on existing scholarly assets, addressing how the avoidance of rural-to-urban labour migration as a solution to mitigate the challenges faced by left-behind children is pragmatically infeasible. As an alternative, this paper will engage in the discussion about the relevant policy development and existing policy gaps the Chinese Government has implemented and has been subject to, respectively, in order to locate the problems of how left-behind children continue to be exposed to emotional and psychological vulnerabilities, despite the Chinese Government’s interventions. Methods: Bibliographic databases, Google Scholar and PubMed were searched. A combination of words ((“left-behind children” OR “LBC”) AND (“China” OR “Chinese”) AND (“human rights” OR “mental health” OR “well-being”) AND (“policy” OR “policies” or “policymaking”)) was input into the search engines. A total of 38 papers deemed eligible and relevant were chosen non-systematically, studied and summarised. Results: Local rural governments lack any concrete measures designated for left-behind rural children to specifically support their mental health needs. Additionally, medical care coordination within the Chinese Government and across counties, respectively on improving the emotional and psychological well-being of left-behind rural children is disorganised. Moreover, there is a very limited collection of up-to-date and available datasets examining left-behind children’s development and well-being. Discussion: This paper suggests, in detail, how the Chinese Government can strategically apply policies and interventions for the redistribution of resources and opportunities to left-behind children in rural China. This paper recognises the existing interventions initiated and implemented by the Chinese Government for resource redistribution and, simultaneously, recommends that the Government follow two localised American models for further resource redistribution per se that are designed for benefitting left-behind rural Chinese children.

This article explores how having children impacted upon (a) paid work, domestic work and childcare (total workload) and (b) the gender division of labour in Australia over a 15-year period during which government changed from the progressive Labor Party to the socially conservative National/Liberal Party Coalition. It describes changes and continuity in government policies and rhetoric about work, family and gender issues and trends in workforce participation. Data from three successive nationally representative Time Use Surveys (1992, 1997 and 2006), N=3846, are analysed. The difference between parents’ and non-parents’ total workload grew substantially under both governments, especially for women. In households with children there was a nascent trend to gender convergence in paid and unpaid work under Labor, which reversed under the Coalition.

Family is the basis of public welfare. Family welfare determine the children development. Indonesia government ensure family and child welfare of their citizen by applying Child Rights Convention and strengthen some policies. Indonesia government, through Ministry of Social, also arranged PKSA/ Children Welfare Program. This program classify vulnerable child into five cluster, and reach them by three ways: integrated cash aid, social workers, and access to social services. This program targeted no less than 4.3 million children in all region. Though this program were succesfully implemented, but still needed some improvement, such as involvement of local government, recruitment of social workers, and more establishment of LKSA with good facilities and services. PKSA should also be financially sustainable that can reach more children from many families with its whole services.

This study examines the Implementation of Child Protection Policies in Lhokseumawe City. The qanun used is Qanun Number 11 of 2008 concerning child protection. The problem that occurs in this study is that there is still violence and exploitation of children in Lhokseumawe City. The formulation of the problem in this study is how to implement government policies in protecting children in Lhokseumawe City and why there are still children exploited in Lhokseumawe City. The focus of this research is the implementation of government policies in protecting children in Lhokseumawe City and the causes of the occurrence of cases of exploitation of children that still occur in Lhokseumawe City. The purpose of the study is to find out and describe the implementation of government policies in protecting children in Lhokseumawe City, especially those related to the rights of a child and to find out the causes of violence and exploitation of children that still occur in Lhokseumawe City. This research method using qualitative approach methods. Based on the results of this study, it was obtained that in handling violence and exploitation in children, socialization programs were carried out to schools and counseling to each village. In handling violence and exploitation of children, it is carried out with existing SOPs. The obstacles are the lack of community care, lack of facilities and infrastructure and closed access to victims, making it difficult for handlers.

Implementation of district level "four children better" family planning policy in MalinauPurposeThis study aimed to analyze the implementation of family planning program policy in Malinau.MethodsA case study was conducted through in-depth interviews with 18 participants.ResultsThe policy of the government in Malinau is ‘four children are better’. Differences in perceptions between stakeholders, providers, and users about family planning affecting social, economic, cultural, beliefs have an impact on contraceptive use in Malinau. The use of contraception is not prohibited for people with medical indications for using contraception, but peo­ple should access the contraception independently in the private sector.ConclusionThe policy of the Ma­linau government to stop the supply of contraceptives to government health facilities since 2012 is an effort by local governments to increase the number of inland and border populations. The unavailability of con­traceptives in government health facilities and the limitations of family planning information, communica­tion and education lead to differences in perceptions between stakeholders, service providers, and users. Therefore, the researcher recommends that the relevant regional apparatus unit does advocacy to legislative and executive boards in Malinau. The local government shall ensure the availability and quality of family planning services for the community on the basis of reproductive health rights.

The purpose of this study is to identify the behavioral support policy for children with special education needs and disabilities(SEND) in South Korea. Specifically, the Ministry of Education’s special education operation plan from 2018 to 2021 was analyzed in order to find out the details of the government’s behavioral support policy and trend. In addition, in order to understand the details of the local government’s recent behavior support policy for children with SEND, 17 cities and provinces’ special education operation plans for 2021 were analyzed through the content analysis method. As a result of the study, the following two characteristics were found. First, from 2018 to 2021, the government’s behavioral support policy for children with SEND appeared in three categories: team-based positive behavior support, human/material resources and policy operation support, and building capacity of school members for behavior supports. The sub-elements and contents of each category were progressively specialized and detailed by year, and the beneficiaries gradually expanded. Second, the local government’s behavioral support policy for children with SEN in 2021 was classified into three categories in the same way as the government’s policy. Sub-elements and contents of local government policies showed common policies based on government policies, and it was also found that differentiated policies were established according to the characteristics of local governments. Based on the research results, future behavior support policy directions for children with SEND were suggested.

With more parents living apart, the societal problem of parents who fail to share with each other or with their children becomes more acute. Although governments have mainly relied on public transfers to address the resulting economic hardships among children, the emphasis has been shifting toward mandatory sharing through the rigorous enforcement of child support laws. This paper first describes the economic context for child support; the expanding federal role in regulating awards and collections; the complex array of incentive and equity effects associated with child support; the record of obtaining support payments from noncustodial parents; and the effects of new award-setting and enforcement policies. Finally, it considers the child support assurance system (CSAS) approach, recently proposed in Congress. Under this plan, the government would make up the difference between some minimum assured payment and the child support actually paid by the non-custodial parent.

The method in this research is qualitative research that focuses on city education policies. Data collection techniques with interviews, observation and documentation. and Conclusion The results of the study show that the government has a program to prevent children from dropping out of school, namely free elementary-junior high schools, a zoning system for new schools. students, free uniforms for underprivileged people, package A, B and C systems, and school buses. However, the fact is that the programs implemented have not been on target and there are still children who drop out of school in Malang City or the City of Education.

Involving children and young people in planning, decision making and the evaluation of services and programs inevitably raises the eyebrows of adults working in the areas of service delivery, program development and policy formulation. Some adults may question young people’s ability to see the ‘big picture’ and to make decisions, and even their right to be engaged in the first place. In challenging these ideas, the Western Australian Office for Children and Youth established a Children’s Advisory Group (CAG) in 2004 – the first of its kind to be created within the Western Australia Government, and one of the first such groups to be set up in Australia.The current Children’s Advisory Group (CAG) is a diverse group often primary school children aged 9-12 years from the Perth metropolitan area. They are actively involved in all aspects of the Office’s operation. The CAG has been evaluated throughout its inaugural year of operation, both in terms of process and impact, and has been found to have a significant impact upon government policy and practice. This paper will outline the process for the establishment and implementation of a CAG and the evaluation of a CAG on government policy. It will highlight evaluation findings and discuss future directions.

Community service research aims to find out the Policy Development of the City Government (Pemkot) of South Tangerang (Tangsel) in implementing Women's Empowerment and Child Protection of the Republic of Indonesia in accordance with Ministerial Regulation Number 11 of 2011, concerning Child Friendly City Development Policies (KLA) in South Tangerang City Government Banten Province. Using a descriptive qualitative approach research method. That is to explain the phenomenon in depth through data collection. This type of research provides an overview, objectively precise explanation of the actual state of the object under study. Research design in research writing uses the theory of public policy making according to Metter and Horn. The results of the research on the development of South Africa's KLA generally went well. Among them; the achievement of basic health and welfare, the large number of breastfeeding facilities and the ASI corner, the high percentage of complete basic immunization for children, the low prevalence of malnutrition in children under five, the low infant mortality rate (IMR), and the active and successful PIKKRR (Adolescent Reproductive Health Counseling Information Center) .

Early childhood is essential for cognitive, social, emotional, and physical development (United Nations International Children’s Emergency Fund [UNICEF], 2022). This study aims to explain government policy, law, and regulation, as well as social community participation, for early childhood development in Asia. The qualitative approach was adopted. In-depth interviews were conducted with 10 key informants, employing purposive sampling. Content analysis was performed on the data. The findings revealed that governments have put policies in place to help families with children and to increase access to childcare services. Childcare policies differ by country and are influenced by cultural, economic, and political factors. The government policies law and rules in China, Japan, South Korea, and Thailand aid families with children and provide access to childcare services. However, the level of government support, the availability of childcare facilities, and the extent to which employers are encouraged to provide support for working parents vary. Furthermore, social community participation in childcare services is important and can take various forms, including volunteer work, advocacy, financial support, use of services, and community engagement. By participating in these ways, communities can help to ensure that all children have access to the high-quality care that they need to thrive.

Introducing a Child-Friendly City (CFC) policy in Indonesia signals the Indonesian government's commitment to promoting children's rights. One of the main strategies used by Indonesia to implement CFC policy at the local government level is establishing a task force as a collaborative forum involving both state and non-state actors. However, many local governments failed to form task forces and engage non-state actors. In contrast, Kendari City is one of the cities in Indonesia that successfully created a task force and collaborated with non-state actors to implement the CFC policy. This study aims to describe the collaboration process of stakeholders in the CFC task force and investigate the main factors that influence the collaboration process. A qualitative method with a case study approach was used in this study. The findings indicate that the Kendari City government collaborates with non-state actors through decision-making processes, joint action, and resource-sharing mechanisms. The collaboration improved Kendari City's capacity to accommodate children's rights during the CFC policy implementation process. Also, this collaboration results in more targeted programs because the policy's beneficiaries, children, are also involved in the decision-making process. Further, the similarity of goals and programs among actors influences stakeholder participation in collaboration to implement CFC policy in Kendari City. Moreover, because the collaboration in CFC policy implementation involved children, the study discovered that facilitators play essential roles in enhancing children's participation and improving the communication process in the collaboration process.

Many child welfare statutes protect children when caregivers jeopardise their safety and best interests, but what if the risk is sourced in government child welfare policy or practice? Instead of including provisions to hold governments accountable for placing children in harm's way, governments and their agents are largely protected against any systemic maltreatment claims made against them. This paper describes a precedent-setting case before the Canadian Human Rights Tribunal attempting to hold the Canadian federal government accountable for its systemic failure to ensure that First Nations children are protected from maltreatment linked to inequitable federal child welfare funding on reserves. The case is a rare example using an independent judicial mechanism with the authority to make binding orders against the government and enveloping the proceedings in a public education and engagement movement. Implications of the case for child rights in Canada and abroad are discussed.

The inevitability of the rapid flow of globalization has had particularly negative implications among children, and previous research has even revealed that it has resulted in the erosion of cultural values and even the extinction of several languages. This focus examines the efforts that should be made by Regional/Regency Governments to curb the negative impacts of globalization. To answer the focus of the problem, legal-normative research methods are used, using a conceptual approach and a statutory regulatory approach. This research examines primary legal materials and secondary legal materials, then analyzed qualitatively. Based on the authority of the Regional/Municipal Government, the government's efforts to mitigate negative impacts can be carried out by internalizing cultural values among children through drafting regional regulations regarding local content curricula containing confirmation of preparation, development, implementation and supervision.

Children and education are two related elements to each other. Both the central and local governments have also issued policies that govern the education of children. But in fact, education for the street children has been still faced with some obstacles during the implementation. This research was conducted in Padang Municipality. This research was the result of the field studies to describe and analyze how was the effort of the fulfillment of the education rights of the street children in Padang Municipality. The research was conducted using qualitative research method where data collection techniques by interviews with several related stakeholders to this policy, observed the phenomena that have related to the policy, and do library research from any references such as the government's document and scientific research and tested with by triangulation sources techniques. The research result shows that there are some difficulties during the fulfillment of street children's education to implement by the few stakeholders. In addition, the incapability of these polices to provided clarity to each process of the policy implementation so that the output of the policy has not been able to be reached to the maximum

This research discusses the Makassar government's policy involving students in the free education program. This research itself aims to find out the truth by analyzing the implementation of Makassar government policies in involving students in free education programs, finding out the benefits obtained from the implementation and the challenges faced in implementing this policy. This research method is a systematic literature review by collecting data through internet searches on relevant government policy reviews, such as government officials, educational institutions, and students involved in this program. The results show that the Makassar government's policy in involving students in the free education program has been implemented well. Students involved as teaching staff make a positive contribution in improving the quality of learning and providing motivation to students. This program also succeeded in increasing the accessibility of education for people in need. This program is also expected to have a positive impact on society, government and students. The free education program has had a huge impact on the world of education, children who previously could not go to school because they were economically disadvantaged can receive an education where they are future candidates for the nation

Background: Online sexual abuse is a growing concern in Bangladesh, particularly as children are increasingly accessing the internet and social media. This paper examines the prevalence and impact of online sexual abuse on children in Bangladesh, and provides policy recommendations to protect children from this type of abuse. Methods: This policy brief was prepared after reviewing findings of the research works conducted on online child sexual abuse. Results: Around 86% female and 91% male children of Bangladesh use the internet. Among the internet users, about one in two children are sexually abused. In addition to the Children Act 2013, the government of Bangladesh enacted the ICT Act 2006 and the Digital Security Act 2018 to address cybercrimes. However, these acts do not specifically address the issue of online child sexual abuse. In addition, the legal provisions lack strict enforcement and the media at times discloses the identities of child victims including images. Policy recommendations: The government, civil society organizations, and other stakeholders need to take a comprehensive approach to protect children from online sexual abuse including improving the legal framework, strengthening child protection mechanisms, increasing awareness and education on safe internet use, and empowering children and their families to report incidents of online sexual abuse. Anonymous reporting system needs to be developed and strict legal measures must be enforced. Conclusion: Protecting children from online sexual abuse requires a sustained multi-stakeholder approach that involves the government, civil society organizations, parents, educators, and children themselves. There are four important, interrelated issues in child-care policy, on which economists can make contributions. One is the adequacy of the supply of "affordable" child care. A second is the proper role of government, if any, in providing or paying for child care. A third is whether the public could afford to have the government provide child care, assuming that such provision was deemed appropriate and desirable. A fourth is the standards of quality that should be mandated by the government for federal or private-sector child-care facilities. The standard literature tends to be scant on all of these topics.1,2 Economists are seldom unanimous in their opinions, and they certainly do not agree on child-care issues. The now-sizeable school of economists led by Milton Friedman, whose members have staffed the administrations of the last two US presidents, believe that, with very few exceptions, government interventions into the economic functioning of the citizens and their businesses are pernicious. Economists faithful to this tradition argue that parents should buy child care out of their own incomes from nongovernmental providers and that those providers should be regulated minimally if at all. An opposing point of view is that child care is different in important ways from such commodities as shoes and strawberries. Children are the direct consumers of child care, and government intervention in protection of their interests is justified because they lack abilities that can be assumed to reside in the usual participants in the economy. Further, child care provided by or subsidized by government is an indispensable ingredient of any program aimed at bringing about the rescue of the 20% of American children who are officially designated as poor, who are living in conditions that should not be tolerated by a rich and civilized country.1

Abstract We conduct a comparative welfare analysis of 133 historical policy changes over the past half-century in the United States, focusing on policies in social insurance, education and job training, taxes and cash transfers, and in-kind transfers. For each policy, we use existing causal estimates to calculate the benefit that each policy provides its recipients (measured as their willingness to pay) and the policy’s net cost, inclusive of long-term effects on the government’s budget. We divide the willingness to pay by the net cost to the government to form each policy’s Marginal Value of Public Funds, or its ``MVPF''. Comparing MVPFs across policies provides a unified method of assessing their effect on social welfare. Our results suggest that direct investments in low-income children’s health and education have historically had the highest MVPFs, on average exceeding 5. Many such policies have paid for themselves as the government recouped the cost of their initial expenditures through additional taxes collected and reduced transfers. We find large MVPFs for education and health policies among children of all ages, rather than observing diminishing marginal returns throughout childhood. We find smaller MVPFs for policies targeting adults, generally between 0.5 and 2. Expenditures on adults have exceeded this MVPF range in particular if they induced large spillovers on children. We relate our estimates to existing theories of optimal government policy, and we discuss how the MVPF provides lessons for the design of future research.

In Tangerang City, the number of children out of school at the elementary school level is 19,067 people, this is one of the reasons for the launch of Tangerang Cerdas to provide scholarship assistance in the form of cash to meet the costs of school needs so that the number of children out of school continues to decrease every year. This research aims to describe the implementation of the Tangerang Cerdas Policy. The research method used is a qualitative description using observational study data analysis and in-depth interviews. The results of the research that has been carried out show that the implementers have implemented Tangerang Cerdas but it has not been optimal, in 2020-2021 in each semester more than 6,000 children have received Tangerang Cerdas assistance at the elementary school level in all areas in Tangerang City. However, there are still many who have not received assistance because there are budget limitations and there are also process stages and terms and conditions that apply to receive Tangerang Cerdas assistance. The important role of staff at schools or schools in collecting data and submitting it to the Tangerang Smart Center is one of the keys to success, so there needs to be a budget for staff who look for data at each school to be more motivated in their work.

This article mainly analyses a series of problems in the education of migrant children in the context of China's existing educational development, especially the shortcomings exposed by the government when making politic decisions. These include that local government policies do not well meet the educational needs of migrant children and hidden danger in implementation. In addition, the policies issued by the central government have not been learned and borrowed by local governments in various regions, thus exacerbating the education problem of migrant children. At the school level, infrastructure needs to be improved, and migrant children cannot equally enjoy the same teaching resources as other students in the school. Moreover, they will also be treated unequally by teachers. The impact of the family is also crucial, and the negative emotions of parents are likely to affect the educational environment of migrant children. All these problems will greatly test the physical and mental health development of migrant children. This paper puts forward corresponding solutions to these problems and hidden dangers, and puts forward countermeasures one by one from the four levels which are the government policy, family environment, school and teacher responsibilities, and migrant children themselves to ensure that the education problems of migrant children can be gradually solved in Chinese society.

Recent public recognition that children are different from adults in their exposures and susceptibilities to environmental contaminants has its roots in work that began >46 years ago, when the American Academy of Pediatrics (APA) established a standing committee to focus on children’s radiation exposures. We summarize the history of that important committee, now the AAP Committee on Environmental Health, including its statements and the 1999 publication of the AAP Handbook of Pediatric Environmental Health, and describe the recent emergence of federal and state legislative and executive actions to evaluate explicitly environmental health risks to children. As a result in large part of these efforts, numerous knowledge gaps about children’s health and the environment are currently being addressed. Government efforts began in the 1970s to reduce childhood lead poisoning and to monitor birth defects and cancer. In the 1990s, federal efforts accelerated with the Food Quality Protection Act, an executive order on children’s environmental health, the Agency for Toxic Substances and Disease Registry/Environmental Protection Agency Pediatric Environmental Health Specialty Units, and National Institute of Environmental Health Sciences/Environmental Protection Agency Centers of Excellence in Research in Children’s Environmental Health. In this decade, the Children’s Environmental Health Act authorized the National Children’s Study, which has the potential to address a number of critical questions about children’s exposure and health. The federal government has expanded efforts in control and prevention of childhood asthma and in tracking of asthma, birth defects, and other diseases that are linked to the environment. Efforts continue on familiar problems such as the eradication of lead poisoning, but new issues, such as prevention of childhood exposure to carcinogens and neurotoxins other than lead, and emerging issues, such as endocrine disruptors and pediatric drug evaluations, are in the forefront. More recently, these issues have been taken up by states and in the international arena.

Safeguarding in the context of development and humanitarian assistance has received heightened international attention since 2018. Emerging literature has not yet investigated the extent to which responses are evolving in the best interests of the child, in line with the treaty-based rights of children. This article makes a unique contribution to scholarship by applying a child rights lens to safeguarding efforts in the aid sector with a focus on the least developed countries in Africa. The article first reviews the safeguarding landscape—providing a snapshot of self-regulatory and standard setting initiatives by non-government organisations (NGOs) and bilateral government donors. Next, the article examines the relevant standards in the Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child and respective Committee observations to enrich the safeguarding discussion. Finally, the article discusses key dilemmas and remaining challenges for safeguarding children in the developing world. The article suggests that a rights-based approach provides for a more nuanced and contextualised response, avoiding the temptation of ‘tick-box’ exercises driven by reputational management and ‘programming siloes’ imposed by humanitarian and development actors. To support sustained and consistent progress, efforts should go beyond intra-organisational policy and sectoral self-regulation. Child rights law monitoring mechanisms can be leveraged to encourage effective government oversight of NGOs in contact with children, as part of national frameworks for child protection. Donor governments should also consider and increase investment in national and local child protection systems to address risk factors to child abuse and ensure appropriate responses for any child that experiences harm.

For the umpteenth time various programs have been developed in response to the problems of street children in Indonesia. The government has officially attempted to address the problems through a number of avenues. However, the overall effort appears to be cursory at best. Only a small number of street children seem to benefit from the official programs, while the number of this population continues to climb.In spite of the failures of previous programs, the government seems to be reluctant to change its position and to undertake alternative approaches in addressing the problems of street children. Intervention programs for street children in Indonesia, in the provincial and regional levels, are uniformly developed in the form of national programs. Consequently, local culture and knowledge are not adequately reflected in the framework and approaches that the provincial and regional governments bring to the implementation of programs for street children. This severely reduces the value and impact of the programs.Drawing from an extensive case study on the intervention programs for street children in Yogyakarta Province, this study explores the major problems surrounding the national intervention programs for street children in Indonesia. It focuses on how national policy and programs are implemented at the provincial and regional levels. For this purpose, this study employed a qualitative approach and used a twofold research methodology, a combination of analyzing the pertinent documentation relating to policy and programs for street children along with serial interviews conducted with key informants from government offices and non-governmental institutions (NGOs).

To remove obstacles in the path of ‘Education for All’, the government of India launched several programs, Sarva Shiksha Abhiyan (SSA) being one of them. Despite several attempts, the government has failed to be successful in providing education to all students and the impact of such schemes has not been very good at the ground level. In India, children are not absent from school owing to a lack of demand; rather, low quality of government education delivery is a major cause for their absence. There is a need to redefine the Indian education system or policy to a new level as government schools are unable to fulfil the growing demand for high-quality education. Direct government funding to children or parents rather than schools can provide parents or children with the ability to select the school of their choice, whether it is a government or private school. This may be accomplished through the education voucher scheme. Governments do not need to spend any additional public funds on vouchers to implement this approach. The education voucher scheme deserves an effort among the several approaches that are being pursued to improve school education.

The Indonesian family planning program has been running for over five decades. Until the present, the implementation of this program still generates debate over important policy issues. On June 14th, 2019, the Balinese provincial government released a new pro-natalist family planning policy No.1545 (Keluarga Berencana Krama Bali) to respond to the concerns from the national family planning program two-child policy success. What are the implications for Balinese women's position in response to the political and cultural policies that impact their reproductive rights? This study analyzes the tensions between the national family planning program's two-child policy and the recent local Balinese Keluarga Berencana Krama model by focusing on Balinese women's perspectives. Ethnographic research was conducted from January to February 2020 in Bali. This study indicates that the women's fertility decisions were constrained by patrilineal structures, economic stresses, and government population policies. Krama Bali, which encourages a four children model according to the Balinese naming system, complicates the triple burden impacts on Balinese women's agency. The new pro-natalist provincial policy explicitly prioritizes cultural values and indirectly exacerbates the pressure to produce inheriting sons. Balinese women had to choose between cultural preservation and economic considerations, which intensified the tensions between their productive, reproductive, and customary (adat) obligations. Internal and external pressures imposed upon the Balinese women participants have forced them to navigate conflicting economic, political, and cultural demands with varying degrees of agency.

Violence against children is a serious social problem, and the number of cases of violence against children changes every year. Cases of violence against children often occur in families, so the prevention of violence against children in families must be encouraged by everyone, including the government. The Surabaya City Government has made various efforts to prevent child violence in the family, one of which is through PUSPAGA. PUSPAGA Kota Surabaya is a service under the auspices of the DP3APPKB Surabaya City which focuses on strengthening families and preventing violence against children. This study uses a qualitative descriptive approach. The theory used is the theory of policy output evaluation with 7 (seven) indicators of Ripley's policy output, namely access, frequency, coverage, bias, service delivery (accuracy of service), accountability, and suitability of programs with needs. PUSPAGA Surabaya City has provided good service on each indicator. Even so, the Surabaya City Government still has to continue to introduce it to the public so they know more about PUSPAGA services in Surabaya City.

If disabled people are considered as the weak individuals in community, the handicapped children will be more vulnerable as they are lack of the ability to take care of themsselves. The disadvantage of these people is the dependence on others in many aspects of their lives. The Government has issued amble policies in order to help paralyzed people and children, specifically policies related to social security. According to the Children Law No. 102/2016/QH13, the disabled children are ranked in the top 14 of those who are having underprivileged lives. This law is really important in reducing the handicapped children's burdens in life by providing them with caring and sharing from others. Despite this attention of the Government, the policies for disabled children are given less prioritization than those for normal children and disabled adults. In fact, the policies for disabled children are the same as those for children under 6 years old as well as the disabled adults. However, there are a number of troubles from processing to implementing the policies, negatively affecting the opportunities of accessing to social security of disabled people in general and handicapped children in particular. As a result, those disadvantaged people still have many difficulties in life need to be shared from others.

<p><em>Policy of worthy children regency (KLA) is the government effort in order to fulfill and protect children rights by involving stakeholders: government, private, non-governmental organization (LSM) and society. Magelang regency has received several awards related to KLA at the Pratama level (2012), and Madya (2015, 2016, 2017, 2018). This is a little contradictory to the fact that there are still problems related to children’s rights such as malnutrition, children without birth certificates, and child labor at age 10-18 years old. The purpose of this study is to analyze implementation of KLA in Magelang regency using the Van Metter and Van Horn model with qualitative method. Number of informants as many as 10 people. The result of study show there are obstacles in implementing KLA policy: lack of human and financial resources, weak communication between stakeholders, negative influence of thick social conditions, and lack of socialization. Recommendation to stakeholders inlcude: strengthening human and financial resources, increase the intensity of socialization and communication, and noting the social and economic conditiouns of community. </em></p>

The policy problem of enforcing traffic violations by children during the Covid-19 pandemic is important to discuss based on the impact on the safety of children and the safety of others. The safety impacts are both caused by the threat of accidents and the threat to safety due to the spread of Covid-19. Specifically, this study will address the policy problems of enforcing traffic violations against children during the Covid-19 pandemic in three aspects, namely positive legal aspects, Islamic law and legal culture. This research was conducted at the Tulang Bawang Police Resort by interviewing the traffic department and studying traffic violation documents. Data analysis uses an analytical normative approach based on positive legal theory, Islamic law and legal culture. Legally, the enforcement of traffic violations by children during the Covid-19 pandemic is based on policy regulations. Legally, the policy is positive in accordance with the provisions of the Government Administration Act. According to Islamic law, the policy contains dharuriyat matters and culturally the law of children and their parents as well as law enforcement officers to put forward a culture of obeying the law.

The research method used is qualitative descriptive. Data sources are derived from primary and secondary data. Data collection techniques are obtained through observation, interviews, and documentation. Protection of children is an obligation of parents without discrimination because children need to live better wherever they are and must be guaranteed by all families and social environments, especially their parents. Children are vulnerable to violence, both from their age and from adult disorders. Violence against children, both women and men can occur in various environments, both in families, schools, and outside the home. Therefore, attention to child safety must be a priority carried out by parents, families and also the government, where it has been regulated or has official regulations in the form of law number 35 of 2014 so that no one can avoid criminal threats if there is violence against a child, it must be punished in accordance with applicable regulations. The results showed that the implementation of the Child decent District program policy in Gorontalo Regency has not been optimal due to low socialization carried out by the local government, lack of coordination between related agencies, and supervision of officers by agencies has not been effective, and efficient due to the lack of officers (HR), as well as inadequate facilities and infrastructure</em>.

Social protection schemes are designed to address the vulnerability of all the citizens through policy and programmes. As one of the integral agenda of the Government of Nepal, social protection programmes have covered a wide range of citizens through various schemes including cash, in-kind, and food transfers among others. Children, as the most vulnerable citizens needing support for growth, empowerment and sustenance, are the core recipients of the social protection programmes. Analysis of the current contribution of social protection programmes in child protection through the review of policy, programmes and budget allocated by the federal as well as provincial governments shows lack of compliance between the annual policy, programme and budget to shield children under social protection schemes. In addition, all the policy provisions haven’t been exclusively supported by budgetary provisions. Though significant benefits and social security allowances have been placed for children covering education, health, protection, nutrition, and development, this study shows further need of investment on children focused programmes. Similarly, it reveals that though Dalits, girls, conflict-affected, martyr’s children, children with disabilities and other most marginalised and disadvantaged are covered by the social protection programmes, a large part of the sexual and gender minority children have been excluded from these supports due to lack of awareness and accessibility to such schemes.

Since 2006, the Indonesian government published its policy of Children-Friendly City (KLA-Kota Layak Anak) to expedite the effort to protect the children. The implementation of this policy is supported by the government institution, companies, society, and academics. Companies playa significant role in creating Children-Friendly City using the CSR program from, among others, PT. Telkom and XL with the internet from which the children can get information they need, despite its positive and negative impacts on their behavior. This is a descriptive qualitative research using focus group discussion (FGD) and interviews to collect the data. Telkom and XL through CSR exerts both positive and negative impacts. The positive impact is that it is easier for the children to get information they need, while the negative is that the children spend most of their time at the computer accessing information which is inappropriate for their age. It is family, the government, and the companies that have responsibility to guide and supervise the children to use IT safely.

This paper will discuss the Forced Removal Policy of Aborigine children in Australia from 1912 to 1962. The Forced Removal Policy is a Government sponsored policy to forcibly removed Aborigine children from their parent’s homes and get them educated in white people households and institutions. There was a people’s movement in Sydney, Australia, and London, Englandin 1998to bring about “Sorry Books.” Australia’s “Sorry Books” was a movement initiated by the advocacy organization Australian for Native Title (ANT) to address the failure of The Australian government in making proper apologies toward the Aboriginal and Torres Strait Islander population. The objective of this paper is to examine the extent of cultural genocide imposed by the Australian government towards its Aborigine population in the past and its modern-day implication. This paper is the result of qualitative research using literature reviews of relevant materials. The effect of the study is in highlighting mainly two things. First, the debate on the genocidal intention of the policy itself is still ongoing. Secondly, to discuss the effect of past government policies in forming the shape of national identities, in this case, the relations between the Australian government and its Aborigine population.

The standard account of policy feedback holds that social policy can be self-reinforcing: policies provide resources that promote economic security and well-being, and they also encourage beneficiaries to engage with government. Criminal justice policies have typically had the opposite effect: they embolden those with interests in a punitive policy agenda, while disempowering those most affected by the policies. This is of particular concern for children and adolescents in race-class subjugated communities (RCS), whose first encounters with government beyond public schooling often come through police contact and carry adverse social and political consequences at a critical developmental stage. In this article, we reimagine youth engagement with the state, arguing for substantial reductions in police surveillance of young people and for the promotion of youth attachment to civic life. We call for an investment in institutions, both state-based and community-based, that reinforce political inclusion and civic belonging.

Abstract This article is a study of the implementation of passport service policies for children with dual citizenship in Indonesia. The implementation of this policy is the implementation of Permenkumham Number 18 of 2022, one of the points of which regulates the application of passport validity periods for children with dual citizenship. Regulations regarding the validity period of passports for children with dual citizenship are a form of policy that is in direct contact with Government Regulation Number 21 of 2022, although in its application to passport services at the Immigration Office, sometimes there is still no continuity between the two regulations. This then results in an analysis of the implementation of the passport service policy for children with dual citizenship which boils down to 3 decisions, namely first, namely providing a passport with a validity period up to the age limit for choosing the nationality of the passport applicant, postponing the passport application until the passport applicant completes the process of filing his/her citizenship selection, or refusing passport application because the passport applicant cannot complete the documents verifying the validity of his or her citizenship status by the previously determined time limit. The analysis used in this research uses Public Policy theory with the concept of Open Government and Public Policy Implementation in government institutions in Indonesia. It is hoped that this research will be able to provide an overview of the implementation of passport services for children with dual citizenship and provide the best solution for implementing this policy in the future.

This study aims to describe the policy of the Palangka Raya city government towards the legal protection of women and children in the midst of the covid-19 pandemic. The type of research used is a qualitative research method. Sources of data in this study consisted of primary data and secondary data. The primary data are PPKBPPPAPM Office of Palangka Raya City, Head of Women and Children Empowerment Office of PPKBPPPAPM Office of Palangka Raya City and Manager of Posbakum Aisyiah City of Palangka Raya, while secondary data sources are instructions and policies of the City Government. Based on the results of the study, it can be explained that the Palangkaraya city government's policy towards legal protection of women and children in the midst of the covid-19 pandemic is very good. The city government through the PPKBPPPAPM Office of Palangka Raya City, in providing protection and empowerment of women, conducts counseling on family resilience as well as holding skills training for mothers in order to improve the community's economy in the midst of the Covid-19 pandemic, so that women in the household become independent, not dependent on their husbands, increase family welfare and better maintain health, so that physical and non-physical violence can be avoided.

This study examines the early efforts and consequences of one effort at "reinventing government:" building collaborative partnerships at the county level. It looks at the early implementation of the Georgia Policy Council for Children and Families Act, an act designed to return decision-making to the local level. The study assesses the potential of this program for improving policy concerning children and families and finds that the devolution of authority to local communities, called for in this act, is working. The study concludes with insights gained concerning what does and does not work in implementing governmental reform.

There is no doubt that the evaluation system should be an integral part of the management of any sphere. However, in the context of this study, the actuality is exacerbated by the fact that children are one of the most vulnerable strata of Ukrainian society. Insufficient attention to problematic issues in this area entails consequences for each child as well as for society as a whole. evidence of the priority of this direction of state policy is the participation of the state in a number of international documents in this area, which include the UN Convention on the Rights of the Child, the agreements within the framework of the Council of Europe and the Hague Conference on Private International Law, the Convention on Civil Aspects of International Child Abduction, European Convention on the Exercise of Children’s Rights, Convention on contact with children, etc. Despite the declared principles and high level of financing, there are no noticeable changes. Consequently, it is considered necessary to introduce into the management the evaluation system, which will answer a number of questions: Have the planned results been achieved? How positive were the assumptions about the results of the policy / program / project? How effective, productive and sustainable are the changes? Evaluating the results of the policy / program / project gives feedback on the achievement of the policy / program / project objectives and objectives. In the context of the research it is impossible not to take into account the features of the service sphere, which include the following: the object of evaluation is the activities of the organization providing the service; the complexity of the numerical expression of the quality of services; the consumer of the service itself acts as a participant in the process of rendering the service; therefore, the quality must meet its expectations; services are not stored, they are realized in the process of contact with the consumer.On the other hand, the peculiarities of the sphere of children’s rights protection should also be taken into account, as it is impossible to assess the degree of satisfaction of needs, which is one of the important indicators in assessing the effectiveness of public services. This is due to the fact that children do not represent real consumers, that is, those who decide for themselves, need help or not, should be arranged in the residential institution or not, what requirements for the services provided to them and t. The National Strategy for the Reform of the Institutional Care and the Rearing of Children for 2017-2026 is intended to promote the development of a system for protecting children’s rights under the new principles. Among other things, the document provides the basis for applying evaluation as one of the key points in achieving the goals set in the Strategy. First, the Strategy contains elements of the preliminary assessment, which is carried out before the implementation of the program documents, and creates the preconditions for conducting qualitative evaluation at subsequent stages. In particular, the document discloses existing problems, describes the institutional structure, identifies the indicators, including the number of children in institutions of institutional care and upbringing of children, the percentage of children who have orphan status or a child deprived of parental care, the number of children, who have a disability, etc.Secondly, the Strategy contains a basis for evaluating the effectiveness. In particular, the Action Plan for the implementation of Stage I of the Strategy defines the measures responsible for implementation, terms of implementation and indicators. Indicators include: the number of children covered by inclusive education; the number of orphans provided with housing, children deprived of parental care; the number of children who are raised in institutions of institutional care and upbringing of children, etc.Thirdly, the Strategy contains data on the expected results, which include: the suspension of placement by the year 2020 of children up to three years of age prior to institutional care and upbringing; the termination by 2026 of activity of all types of institutional care institutions and the upbringing of children in which more than 15 pupils live; providing children and families with children with access to services according to their needs in each territorial community, etc.To date, the establishment of a regional Register of children of institutional care and education institutions (electronic database) has been started, which will provide an opportunity to receive updated data on the number of pupils in institutions and their needs in terms of settlements and to plan content and volume support services for children returning from institutional institutions to the community and their families.

The rise of sexual violence against children in Indonesia requires strict legal rules and a deterrent effect on perpetrators. So the government in the latest child protection law includes punishment for castration. The issues raised are how the application of criminal law against perpetrators of sexual violence against children (pedophilia) in Indonesia and how the additional criminal regulation of castration as a criminal law policy in the child protection law. The type of research used is normative research, which is research that focuses on a positive direction in the form of statutory regulations. Criminal application for perpetrators of sexual violence against children is regulated in the Criminal Code and the Child Protection Act.
