Texto completoThis thesis aims to analyse the attempts to reform land and resources management policies tha emanate from global environmental political regimes and concern the Upper Amazon region. It examines some of the coalitions, alliances, and negotiation strategies that have accompanied and shaped the process of climate change politics from the preparation of COP 15 in Copenhagen (2009) to the preparation of COP 21 in Paris (2015). Using a form of multi-sited ethnography, it compares and contrasts the involvement in REDD+ (reducing emissions from deforestation and forest degradation in developing countries) negotiations of, on the one hand, Peru and Bolivia, and, on the other hand, two transnational movements, the indigenous peoples movement and the forest conservation coallitions of NGOs. How do indigenous peoples of the Amazon region have occupied the political space created by climate change negotiations? Hav< they succeeded to gain recognition and to negotiate a better access to resources and services? Are they calling into question the assumptions of the regimes that govern the environmental transformation of these lands? Indigenous people's organizations have being targets and partners of environmental and development policies but they have being rarely recognized the capacity to express what is "true for all" in a community of interest. By following key mobilizatior processes of indigenous peoples during the period studied (2010-2014) in Bolivia and Peru as well as in the transnational level this thesis aims to enrich the understanding of indigenous social movements, including normative global orders as a key level of analysis and focusing on the way this political realm articulates the relationship between the "human" and "the environment. "

Texto completoClimate change is the paradigmatic example of modernisation’s side effects on contemporary societies. In addition to cause severe ecological impacts, climate change also entails a range of socio-political challenges whose nature and scope deserve special attention. While many sociological studies have already addressed these issues, urban climate governance has been quite neglected. This is rather curious if one considers that we now live in an urbanized global society, and that most significant and promising climate initiatives are being carried out by cities. This doctoral thesis thus explores this line of research. Adopting a constructivist approach, and in the light of ecological modernisation theory, it focuses on climate governance in Quebec City, Canada, and Genoa, Italy. The aim is to understand the way climate change becomes the subject of discourses and actions at the urban level, and to what extent it influences choices affecting urban development trajectories. Results show that both Quebec City and Genoa have undertaken efforts to deal with climate change, even if involved actors, modes of governance, planning instruments and implemented actions can differ substantially from one context to another. On the one hand, our results show that the fight against climate change is increasingly taken into consideration by cities, and that this seems to be associated with broader changes in how urban development is planned and how public action is practiced. On the other hand, our results suggest interpreting some forms of climate action in terms of ecological modernization; this, insofar as they are designed in a spirit that assigns a central role, although renewed, to modernity’s institutions. In addressing the growing phenomenon of cities involvement in climate action, this doctoral thesis helps to expand sociological knowledge about how and why contemporary societies and institutions transform in order to address environmental challenges.

The major ordealt hat is required was that of otherwise inhabit the Earth around another project : the fight against climate change. Many publications (Aykut, 2012 ; Dahan, 2015 ; Latour, 2015 ; Roques, 2013 ;Stengers, 2009) describe the inability of state institutions to build a common project to respond to climate challenges. In this situation, the "critical" studies note the important place that has taken the simulation at the expense of concrete and sustainable action. Climate modelling, political and economic simulations, sociological diagnoses, literary fiction, climate change is largely invested by the narrative. Our field immersions have shown that other scales of action are already actively seized ofthe climate deal. Cities and businesses are in fact more likely to take a position in the energy and climate challenge. It follows that some statements, by their position mediators had given way to concrete experiments. Taking a pragmatic approach, inspired by the l’Enquête sur les modes d’existence proposed by Latour, and enriched by the model of Économies de la Grandeur of Boltanski and Thevenot, this thesis attempts to describe the various modes of existence of the climate problem from territorial collectives. Texto completoThis thesis deals with three complementary economic approaches of the climate challenge. First, a critical analysis of integrated assessment models is carried out using the RESPONSE model. It concludes to their relative usefulness as a transparency tool for reasonings and hypotheses of the negociating parties in the climate diplomacy. A methodology to compare modelization structures is then proposed and tested. Finally the economic conditions for not trespassing the 2°C threshold are put into light, inside a cost-benefit framework, as well as their implications for the diplomatic agenda. Second, we analyze some obstacles and driving forces of a real economy in its interaction with the climate constraint. Three levels of viscosity of an economy are highlighted, having sufficiently different properties to justify a different analytical treatment. On the institutional level, we lower the importance of the pure time preference in the Stern/Nordhau controversy. On the infrastructure level, we show that the introduction of climate uncertainty can justify precautionary investment in the long-term sector and also define some properties of an infrastructure relevant to the climate question. On the technical change side, we build a critic of the AABH model and present some elements of an alternative research program on the subject of its redirection. Third, we introduce money in this description of a real economy, or more precisely the financial sector. We describe and modelize an innovative tool for the energy transition respecting the constraints highlighted in the two preceding parts

These dimensions, often neglected in existing analyses, have an ambiguous effect since they suggest both the risk of enhanced costs if carbon limitations reinforce the sub-optimalities caused by pre-existing constraints, but also, conversely, the possibility of co-benefits if the climate policy helps to correct some pre-existing imperfections of socio-economic trajectories. To investigate this issue, an innovative modeling framework of the energy-economy interactions is elaborated that embarks the specificities of the deployment of oil production capacities and the issues related to the spatial organization in urban areas. Texto completoThe revelation of anthropogenic climate changes and the unprecedented scale of this phenomenon led to the emergence of policy responses to deal with. Adaptation to Climate Change (ACC) is one of the responses promoted by the international community to solve the climate problem. If the anthropic climate changes are a global environmental problem, their effects occur from the overall scale to the very local level. In spite of irreducible uncertainties associated to the phenomenon, different forms of legislative and political injunction encourage local actors to incorporate the effects of climate changes in their territorial policies. However, the ways of elaborating local adaptation policy are still largely unknown. This thesis seeks to understand and point out the “territorialization” dynamics of local public action in the field of adaptation.Our two hypothesis deals with, on the one hand, the necessary regionalization of climate change adaptation, leading to differentiated formulations of local responses to adaptation. On the other hand, our research seeks to appreciate the consequences of the integration of climate change adaptation on ways of thinking planning policies. Texto completoThis thesis addresses the institutional and vernacular processes of adaptation to climate change in coastal areas. The purpose of this study is to challenge the generally accepted idea by the international community that the southern countries would be more vulnerable and able to cope with the negative impacts of the CC than the northern countries. Canada, a northern country considered developed and the Senegal a southern country perceived under development were selected as case studies. This thesis analyses the ways the problems of the climate and climatic vulnerability are perceived and managed by the Canadian and Senegalese societies and critically examines the actions taken at the title of adaptation. We chose to proceed within a constructivist perspective by establishing the framework of the analysis which concurrently combines the approaches multi-scalar, definitional, interactive and diachronic. From a methodological point of view, this thesis is based on a qualitative approach and privileges semi-directed interview and focus group. The results show that the climatic vulnerability is an international problem and the capacities to be adapted are equally weak in both countries. We have also observed that global warming and the problems it produces put under serious questions the methods of managing environmental issues and patterns of development in both sides north and south

Visando analisar como o Brasil e a França realizam a gestão da política de Ramsar para a conservação da biodiversidade das zonas úmidas frente os desafios impostos pelos impactos das mudanças climáticas, a presente tese utilizou um conjunto multitemático de indicadores ambientais organizados na matriz Pressão-Estado-Impacto-Respostas, adaptada de PNUMA (2004), e sustentados pela análise comparada. O trabalho foi dividido em três partes. Conclui-se que, no que concerne a triangulação das ações internacional-nacional-local para que as políticas nacionais possam estimular, nortear e respaldar legalmente as ações locais, a França apresenta maior maturidade política na gestão desses ecossistemas e consegue fazer chegar, em nível local, as recomendações e orientações internacionais

Texto completoThis research work aims at questioning the variety of narratives used to describe “environmental migration” and the shifting importance given to the matter. Building on a political sociology of ‘public action’ perspective, it undertakes a transnational comparison between international arenas and Malian politics and policies. This study shows that, in a context of multiple political and scientific uncertainties, “environmental migration” narratives are used to add dramatic tension to issues that go beyond the subject of environmentally linked migration, and to construct them as public problems.Three conflicting narratives have been elaborated in the international arenas: the “refugee” narrative, the “natural disaster induced displacement” narrative and the “migration as adaption” narrative. Their multiplication can be explained by their instrumental purpose and by the constant reformulation efforts undertaken by political entrepreneurs in order to include them in the prevailing cognitive and normative frames. As a result, these narratives appear to be out of step with academic findings that insist on the complex causal relationship linking environment to displacement. In Mali, the “refugee” narrative is the one predominantly used by ‘public action’ actors but it is part of a larger discourse focused on climate change, which is used to legitimise development aid flows. The narratives elaborated at the international level are thus selected and adapted to local cognitive and normative frames and agenda setting dynamics

The strategies they employ depends in part on the federal context and political dynamics of the Federation these units belong to. The cases of Quebec, Canada, and Wallonia, Belgium, offer a contrasted glimpse on how federated units can take part in the foreign policy of their federation and develop their own autonomous actions abroad. In Canada, the weak institutionalization of intergovernmental affairs and the gaps of the Canadian Constitution on the sharing of external policy responsibilities has effectively given Ottawa control of Canada’s foreign policy. In this context, Quebec has used paradiplomacy to develop its own actions abroad. In Belgium, by contrast, the responsibilities with regards to external affairs have been shared among the federal government and the federated units as the country moved from a unitary system to a federal organization. In accordance with the “in foro interno, in foro externo” principle, Belgian Communities and Regions enjoy a vast autonomy regarding external affairs and are deeply involved in the making of Belgium’s foreign policy. These elements help to understand the different strategies picked by Quebec and Wallonia to get involved in the international talks on climate change. Whereas Quebec primarily relied on paradiplomacy, the Walloons chose to focus on the Belgian internal cooperation to defend their interest through the voice of Belgium

Texto completoSea level rise accelerated by climate change is of major concern at international scale since the 1990’s. From now on, climate change adaptation is institutionalized from global to local scales. I analyze policy making processes related to climate change adaptation in French coastal areas. Two qualitative case studies are at the heart of the thesis: Aquitaine coastline and Martinique Island (French West Indies). They are contrasted in their history, their coastal planning policy and their social dynamics, though they share common processes of attractiveness and vulnerability to submersion and coastal erosion. I analyze discourses, actors and policy instruments in the legitimization of anticipation and preparation as guiding principles to cope with coastal risks and threats. The theoretical framework builds on political sociology of science and policy, as well as insights from pragmatic sociology. Direct observation of local, regional and national consultation and steering committees, semi-structured interviews and documentation analysis are the key methodological approaches. A questionnaire survey has been conducted in the coastal town of Lacanau, on Aquitaine coastline, in order to analyze the way in which residents and users experiment coastal retreat. The main line of argumentation advanced in this thesis is that coastal adaptation to climate change proceeds with performative governance, by which policy devices and narratives are geared towards building adaptation policies upon their interpretive effects. I demonstrate how climate adaptation mainstreaming and planning (adaptation and coastal risks prevention plans…) is combined with experimentalist forms to govern new adaptation options (like planned retreat) and with a new public risk management in which political and institutional risks are as important to prevent as socio-ecological vulnerabilities. The concept of “public action strategy” is built to better capture these forms of managerial policy instruments used for framing, rationalizing and performing a governance of preparedness and adaptation, by means of expert knowledge, collaborative procedures and concertation to render local actors accountable for their own security. State steering practices and decentralization policies are key processes shaping coastal adaptation and risk regulation. This new public risk management strengthens expert configurations for defining and operationalizing coastal risks policy strategies

Texto completoMost countries recognize that a coordinated worldwide action to limit greenhouse gas (GHG) emissions has to be implemented. However, the countries inability to coordinate their efforts led to the failure of the top-down climate architecture. Today, the international climate governance adopts a different direction, which based on bottom-up approach. This approach promotes polycentric and multi-level governances, that induce several independent policy-makers in different administrative scales (province, state and region). Therefore, the actual implemented Emission Trading Systems (ETS), as well as the emerging ones, grow in a domestic context. This context, in terms of economic development, political commitment and geographical coverage, determine the ETS design. Then, there is no harmonized design among ETS, no universal diffusion of these mechanisms in the world and a lack of integral inclusion of all sectors in these carbon markets. While researchers and policy-makers discuss the optimal features of such systems, this thesis examines different configuration options and coverage areas for the tradable permit schemes.Using a world energy-economy partial equilibrium simulation model (POLES) and drawing on experiences with real-world ETSs (based on empirical literature), we recommend two types of adjustments: the restrictions on trade permits between sectors, in one hand, and the control of international permit exchange between ETS, in the second hand. Indeed, we demonstrate firstly the necessity to separate ETS by sector and adapt them considering the specificities of each sector. This kind of policy will stimulate innovation in each sector. Also, it will limit the impacts on the international competitiveness and it will lead climate policy to other economic policies. Secondly, we develop a model to describe the effects of exchange permits emissions considering international linking among emissions trading systems. We prove that restriction exchange mechanisms are necessary to insure the redistribution of exchange gain compared to full linking. At the same time, these trade restriction mechanisms minimize the total cost and increase GHG emissions reductions compared to a segmented market.Considering the diversity of national political objectives and the bottom-up context of world climate framework, we concluded that the coexistence of several carbon prices is unavoidable and necessary. Encouraging the development of several carbon prices can promote political acceptability, strengthen environmental efficiency and improve economic efficiency

Texto completoThe object of the study is a comparative examination of two regions' adaptation to the new political, legal and financial context that results from the development and extension of the EU integration in the field of energy and climate change – or decarbonisation agenda. The ‘usages’ refer to stakeholders’ ability and willingness to take advantage of the European opportunities and constraints provided to them to shape national (and in this case regional) policies. In addition to the intentional dimensions ‘usages’ also cover the actual practices observed in each region. We search to determine to what extent the ability of the regional executives to mobilise EU resources for the purpose of pursuing their strategies in the field of decarbonisation depends on whether they are situated in an ‘old’ or a ‘new’ member state of the EU. We attempt to assess to what extent their ability to innovate and to organise a territorial resilience is related to the East/West divide.The analysis is conduced on two case studies: two European regions that are today major CO2 emitters, because they are still industrialized, densely populated, they host energy production sites, and their housing requires deep and extensive thermal renovation. Two regions in Europe appeared particularly fitting that description, and cumulate all disadvantages (as regards the importance of CO2 emissions). Upper Silesia in Poland and Nord-Pas-de-Calais in France can still be considered as industrialized territories that can be compared in a “new/old” member state of the EU perspective. The present research looks at differences in usages in the two case studies. We search for pertinent explanatory variables for those divergences to be found in each region’s past, deconstructed in institutional, interest-related and ideational components. We place our model in a path-dependence perspective and we look at how it is relevant in a regional setting

Texto completoClimate change is now considered as one of the biggest challenge of our century. If the reduction of emissions remains primordial, climatologists' projections prove that adaptation to its impacts has already become unavoidable. This imperative has expanded at all scales since the early 2000s, from the global arenas of negotiations (COPs) to the populations considered as the most vulnerable. Through a multidisciplinary approach including science studies (STS), political sciences and socio-anthropology, this thesis analyses the political, institutional, epistemic and practical construction of adaptation. It highlights multiple interactions between science and policy, as well as the framing of different actors that contributed to this construction. A particular emphasis is placed ori Bangladesh, which became a "hot spot" of adaptation, and on NGOs. As multiscalar actors, NGOs mobilized their expertise to participate and set adaptation on the agenda of COPs and to implement community-based adaptation programmes

Texto completoThis thesis looks at reallocation of resources in the aftermath of natural disasters. The first part investigates the patterns of voluntary redistribution in small Vietnamese villages affected by a wave of tropical typhoons. The influence of needy families affects the reallocation process. In particular, the degree of redistribution is smaller when the distribution of losses is skewed in favour of spared families. When affected households are in the minority, they do not put enough pressure on the rest of the community and cannot extract a large compensation from them. The second part of this thesis analyzes the macroeconomic distortions induced by natural disasters. Capital losses of the order of 1 € generates economic slack of 40 cents. A temporary decrease of productivity is responsible for at least 2/3 of this production slowdown. This part also illustrates the importance of financial frictions in the immediate recovery after a shock. Affected entrepreneurs may lose access to credit as a result of their capital losses. Differential responses of economies following catastrophes are greatly explained by this dimension

Texto completoOur thesis relates to the history of climate modelling from the end of the nineteen sixties to the beginning of this century, focusing on the modelling practices in the two centres developing a climate model in France: the Laboratoire de Météorologie Dynamique (LMD) from the CNRS (and the Institut Pierre Simon Laplace, a fédération of laboratories in and around Paris) and the national organism for vveather forecast, Météo-France. Starting with the first numerical climate models, we trace the évolution of modelling at LMD and Météo-France, and compare the institutions, the carecrs of the researchers and the very différent ways of working in thèse two organisms, determined by their institutional cultures. We describe several modelling practices, in particular the parametrization and validation of models by data, and we analyse the specificities of the scientific practices related to the use of computer. Returning to a critical transitional period in the history of modelling in France, the beginning of the nineties, whcn institutional and scientific reconfigurations allowed coupling of models and simulations of future climate, we analyse the way French modellers confronted the problem of climate change, especially the contribution to IPCC climate prévisions. Finally, we address the expansion of climate modelling to « Earth System », integrating other environments, cycles and interactions, and we discuss the mutations that thèse changes are generating in the working practices of modellisers

Texto completoThe object of the study is a comparative examination of two regions' adaptation to the new political, legal and financial context that results from the development and extension of the EU integration in the field of energy and climate change – or decarbonisation agenda. The ‘usages’ refer to stakeholders’ ability and willingness to take advantage of the European opportunities and constraints provided to them to shape national (and in this case regional) policies. In addition to the intentional dimensions ‘usages’ also cover the actual practices observed in each region. We search to determine to what extent the ability of the regional executives to mobilise EU resources for the purpose of pursuing their strategies in the field of decarbonisation depends on whether they are situated in an ‘old’ or a ‘new’ member state of the EU. We attempt to assess to what extent their ability to innovate and to organise a territorial resilience is related to the East/West divide.The analysis is conduced on two case studies: two European regions that are today major CO2 emitters, because they are still industrialized, densely populated, they host energy production sites, and their housing requires deep and extensive thermal renovation. Two regions in Europe appeared particularly fitting that description, and cumulate all disadvantages (as regards the importance of CO2 emissions). Upper Silesia in Poland and Nord-Pas-de-Calais in France can still be considered as industrialized territories that can be compared in a “new/old” member state of the EU perspective. The present research looks at differences in usages in the two case studies. We search for pertinent explanatory variables for those divergences to be found in each region’s past, deconstructed in institutional, interest-related and ideational components. We place our model in a path-dependence perspective and we look at how it is relevant in a regional setting

In a truly worrying context according to current scientific data, it questions the international community’s ability to act upon the current environment crisis. Many studies and policies about climate change are focusing on the ability to adapt to climate change; but it is important to know how policies that mitigate the climate change still remain legitimate and gather interest. Based on a large number of research publications and national or international public reports, this bibliographic study produces a review of the international management of the current environment crisis; an evaluation of the most important issues it reveals for the next decades about our society’s models (political, economic, social, ethical...); an assessment of the difficulties it creates for international negotiations (threats to national sovereignties, protection of specific interests, roles sharing between various stakeholders, organization and logistics of complicated means...); and finally an analysis of the different outlooks for the next decades depending on the international community’s level of action in the near term (magnitude of temperature warming and its consequences, associated political and economic models, form and extent of international cooperation...). First, this study addresses the climate change process itself and its context within the evolution of our contemporary society (Part I). Second, it exposes the great difficulties facing today’s politicians to tackle the environmental crisis (Part II). Then, it analyses the systematic inability of the global economic model to assume by itself the full responsibility of climate change mitigation (Part III). Texto completoLes grands défis environnementaux, particulièrement celui des changements climatiques, sont beaucoup plus sociaux que techniques, car c’est principalement notre mode de vie qui est en cause. Pouvons-nous effectuer les changements qui s’imposent ? Quelles sont les principales difficultés à vaincre ? Comment les gouvernements doivent-ils agir ? Pour contribuer à répondre à ces questions, nous avons choisi d’interviewer douze anciens ministres responsables des questions environnementales afin de comprendre les raisons de leur action, ainsi que les représentations qui les sous-tendent. Tant en France qu’au Québec, un ministre doit prendre en compte autant les perceptions et les représentations des citoyens que celles des différents groupes avec lesquels il est en contact (groupes de pression, lobbies, médias, élus locaux, etc.), de même que les objectifs du gouvernement et de son parti politique. Sa marge de manoeuvre est étroite, ce qui explique en bonne partie pouquoi les ministres que nous avons interrogés ont tous agi un peu de la même manière. Ils ont tous tenté de faire au mieux pour la protection de l’environnement et le bien-être de leurs concitoyens, mais sans trop bousculer leur mode de vie ni l’ordre établi, tout en étant généralement très conscients que les défis à relever vont demander très bientôt des décisions beaucoup plus difficiles. La sociologie politique explique que les décisions politiques dans nos sociétés démocratiques sont des constructions collectives d’acteurs en interaction, et confirme donc globalement les résultats de notre analyse. Les actions politiques des anciens ministres peuvent également être interprétés à la lumière des trois logiques de l’action décrites par François Dubet. Par ailleurs, dans une vision interactionniste, où la signification des objets est créée par l’interaction, l’action est difficile lorsque cette signification n’est pas la même pour les différents acteurs, et c’est ce que nos avons constaté pour les enjeux environnementaux à long terme qui sont perçus très différemment par les citoyens et les ministres.
The most important environmental challenges, particularly climate change, are much more social than technical, because it is mainly our way of life that is at the heart of the question. Can we make the necessary changes? What are the main difficulties to overcome? How should governments act? Texto completoSince the 2000s, adaptation to climate change has been a new consideration for local territories in France, but its implementation is complex. Adaptation is not only a new issue for public policies but also a concept tinted with a semantic blur. At the same time, it is presented as a very technical issue. It is often highlighted as a state to reach. Decision-makers can "operationalize" adaptation by simply applying a specific methodology. However, adaptation is not only a mechanism but it is also a process that implies economic, social and ecological trade-offs for socio-ecological systems. These political dimensions are often implicit. Our work focuses on adaptation process and public policies. We studied local public policies implemented and discussed for the coastlines on the eastern coastal area of Languedoc Roussillon in the south of France that is facing global changes. We combine vulnerability and resilience approaches with sociology/political science in order to investigate adaptation pathways and local public policies and instruments. We conducted an empirical analysis of local actions and strategic plans related to climate but also to urban planning, flooding and water management. In order to provide a vehicle to clarify this concept of adaptation and its political dimensions, we propose a typology of adaptation measures. We found four logics that associate different political instruments and reflect different degrees of transformation. Secondly, we show that the issue of adaptation is framed differently by the different stakeholders. We show the gap between the national frame of standards and multiple local frames. Those frames can limit the panel of solutions that are discussed locally and can allow for compromises. The different types of actions constitute the ‘repertoire’ of adaptation but its implementation is constrained by local configurations of actors, power relationships. Throughout our work, we have highlighted the political dimensions of adaptation actions, power relationships and governance issues. We shed a light on trade-offs inherent in adaptation choices

Texto completoLa myriade d’approches de mesure de la résilience des ménages agricoles face aux aléas climatiques montre le manque de consensus des chercheurs tant au niveau de la définition du concept que dans les méthodes de mesure. Néanmoins deux tendances se dégagent dans les études empiriques à savoir i) la réduction du nombre de dimensions de la résilience à trois ou quatre au maximum, ii) l’utilisation de deux approches empiriques que sont les mesures objective et subjective de la résilience. Notre étude ayant pour but de mesurer la résilience des agriculteurs face à la sècheresse et aux inondations dans deux régions du Burkina Faso, ainsi que son impact sur deux indicateurs du bien-être, a adopté l’approche objective. La résilience est mesurée à travers les capacités d’anticipation d’adaptation et d’absorption. Dans un premier temps, la méthode d’équations structurelles a permis d’estimer les scores pour les trois dimensions / capacités de la résilience. Lesdits scores ont été utilisés pour construire un indice de résilience par la méthode d’analyse en composantes principales (ACP). Enfin, une régression logistique a été utilisée pour estimer l’impact de la résilience sur la sécurité alimentaire et le profil de pauvreté des ménages. Il ressort des résultats de l’étude qu’il existe des corrélations positives entre les capacités d’anticipation, d’adaptation et d’absorption et la résilience (la capacité d’anticipation ayant la plus faible contribution dans le renforcement de la résilience). Les régressions logistiques indiquent que l’amélioration de la résilience conduit à une amélioration considérable de la sécurité alimentaire et à une augmentation relativement faible du statut socioéconomique des ménages.

Texto completoIn a climate change context, the implementation of adaptive strategies appears as one of the greatest challenges for our societies. At the beginning of the 21st century, the scientific community proposed an adaptation option to limit climate change impacts on biodiversity, the assisted migration (AM). Despite a good theoretical justification, the AM application raises several questions about ecological, economical, ethical and political issues. Along this thesis, I was interested in the adaptive capacity of society actors concerning the changing climate, through the implementation of new practices as AM. Given the slow migration capacity of tree species, forests represent a relevant ecosystem for AM application, especially in France which has more than 29% of its surface as forest areas that are highly fragmented. In the first part of this thesis, I concentrated on the AM debate and I analyzed the actual barriers in its conception and its implementation. On the basis of a comparative analysis between France and Canada, I highlighted that different acceptations of adaptation and AM between policy and scientific actors represent a barrier for the implementation of adaptive strategies, as AM. Hence, I proposed a new concept of AM at the ecosystem scale, allowing limiting the focus on economic issues of AM programs. Moreover, I demonstrated that the AM actions are not constrained in a precautionary approach but could be applied in a prevention context. These results unties the deadlock about the “when to act?” question. After an empirical and theoretical analysis of AM and its context, in the second part of this thesis, I was interested on the real application of AM in the field. Therefore, I evaluated the capacity of forest actors to change their practices in a climate change context, with an original method based on the estimation of local capitals. Sadly, this analysis showed that for the moment, foresters implement more easily strategies for increasing robustness than resilient or transformative strategies, increasing the fragility of socio-ecosystems and risking a violent collapse of them

Texto completoOur research focuses on the cooperation and climate governance in the post-Copenhagen era. Its main purpose is to observe and define the evolution of the climate regime, based on the positions of the European Union, China and the United States. These three countries can be considered as big emitters, major economies, as well as great powers. Two main drivers are taken into account in our analysis: mitigation and adaptation costs to climate change. The starting point for our research is to be found in the polarized evolution of the climate regime. The most illustrative aspect of this “metamorphosis” is the shift, in 2009, from the top-down to the bottom-up architecture of the climate regime.Thus, we resort to a hybrid theoretical background, which consists of both international political economy and climate change economy. The joint contribution of the two approaches allows us to analyze international political economy with climate economy as an input, as well as the impact of international relations on the main economic framework of climate change. Our research is based on a specific cooperation model, known as the “k-group” theory, as developed by Duncan Snidal (1985).Within this framework of minilateral cooperation, the thesis that we defend is that it is possible to have a climate k-group which may have a trigger effect in order to obtain an ambitious regime. The starting point for our argument is that this group can be considered as a “club of the relevant”, and that what it needs to achieve in order to constitute a k-group is to establish a “coalition of the willing”. The capacity and the willingness to act are mainly influenced by the costs they have to bear, that is the costs to mitigate their emissions and to adapt to the climate change consequences. Meanwhile, the group's collective commitment depends on other countries' actions. More precisely, the incentive mechanism is built on the idea that cooperation is meant to widen, in order to eventually prevent free riding.Our main results are to be regarded in the light of the COP 21 outcome. If the k-group works, it is because our three countries decide to move forward and accept to bear mitigation costs that are higher than those of other countries'. Their collective commitment should trigger a virtuous dynamic which would impose on climate regime a collective leadership of these three countries, thus leaving the others with no other way than to follow. If the k-group does not work, it is because our three actors consider upfront costs too high with respect to their own interests, as well as to the risk of free riding (if the others do not go along). Given our three actors' economic and political context, this scenario seems likely.Finally, we rather favor in our work the Europe-China tandem. We argue that the k-group should be built on this joint cooperation, since, unlike the United States, Europe appears to be more willing to endorse an ambitious regime, whereas China seems an unavoidable actor. Thus, China, which faces a major impact of climate change, should play along with Europe if it wishes to obtain an agreement that is not solely based on minimal (national) contributions

Texto completoClimate change represents what science says and what politics is increasingly taking into account (Ouranos, 2015). The purpose of this thesis aims to document the implementation of the two last action plans against global warming, prepared by the Governement of Québec, namely Le Québec et les changements climatiques : un défi pour l’avenir. Plan d’action 2006-2012, and Le Québec en action. Vert 2020. Plan d’action 2013-2020 sur les changements climatiques. At the junction between the analysis of public action (Matland, 1995 ; Kübler et Maillard, 2009) and the theoretical framework of the ecological modernization and its tradition of the public policies sociology (Béal, 2016), this thesis tries to answer two questions : how is the implementation carried out and why are there successes and difficulties to this adoption? Québec gets its foot in a low-carbon society, through the wind and hydroelectric energy tandem. However, fighting against climate change represents a major challenge, which Québec has accepted with an ambitious target. The PACC 2006-2012 got some basis implemented, but there remains a lot to do and outcomes remain unknown : will the PACC 2013-2020 achieve its greenhouse gas emissions reduction target of 20 % below the line of 1990 (Gouvernement du Québec, 2012a, p. I) ? At march 31, 2016, one notes the under-implementation of the PACC 2013-2020, since 22 % only of the planned budget had already been spent (MDDELCC, 2017a, p. 46). Greenhouse gas emissions reduction and climate change adaptation are lagging behind projections. The thesis fits into the theoretical framework of the ecological modernization (Huber, 1982 ; Spaargaren et Mol, 1992 ; Hajer, 1995 ; Jänicke, 1995 ; Mol, 2003 ; Christoff, 2009 ; Spaargaren et al., 2009 ; Toke, 2011), which many people present as the sociological version of the sustainable development project, focused on state and industrial actors, then the civil society (Buttel, 2003). Moreover, source of analytical and comprehensive wealth, which escapes from quantitative studies, the preferred method is semi-directive interviews (Fortin, 2013) with the supervisors of the two PACC, public authorities for the greater part, as well as content analysis (Leray, 2008) for data treatment. But the obvious limitations of the indicators and the qualitative method involve a partial validation of the hypotheses. Otherwise, the ecological modernization thesis takes place in a long-term perspective and requires time for an empirical testing (Guay, 2018)...

Texto completoTo respond to social issues of adaptation to the effects of climate change, this thesis contributes to the understanding of adaptation capacity development processes. The main subject is the spontaneous transitional citizens dynamics. It is about a group of citizens wishing act locally for the development of their territory in a coherent way around shared values.This thesis helps to demonstrate the emergence and the development of innovative social practices. This is comparable to social innovations in transition arenas who reproduce characteristics of niches: protected and restricted space encouraging incubation. These social innovations, fostered by networking, cohesion and the sharing of values, contribute to the development of adaptability through a desire for transmission and a global dynamic of inclusion.Concretely, this study focuses on two transition initiatives similar in their intentions and different in their history. They participate in considering a new dynamic of society that is both spontaneous, autonomous and inclusive.By positioning itself neither "against" the territory and its institutions, nor "without" them, these transition initiatives represent remarkable alternatives to lead to more cooperative societies and more able to adapt to the effects of climate change

Texto completoThis PhD thesis addresses the issue of assessing the impacts of various climate policies on the French forest sector. It starts from the observation that, in France, most climate policies are based upon the stimulation of additional fuelwood consumption through bottom-up processes. Besides assessing the economic and environmental impacts of these fuelwood policies, we also analyze the impacts of two alternatives climate policies : a policy based upon carbon sequestration in forest and a policy to stimulate the forest sector through a top-down carbon tax policy. In order to test these policies, we develop a bio-economic model of the French sector called French forest sector model (FFSM). It contains two interconnected modules: the economic module represents the economy of the national forest sector in a partial equilibrium framework while the biological module represents the French forest resources dynamics. FFSM takes into account the consumption of 6 final products, the production of 3 primary products and represents tradesbetween the 22 French administrative regions and between France and the rest of the world. From FFSM, we assess the economic effectiveness of policies by interpreting policies costs and by measuring the impacts on the sector through economic variables. We also assess the environmental effectiveness by comparing their carbon balances and their impacts on the forest resource dynamics

Texto completoCette recherche s’intéresse essentiellement à l’aspect pragmatique du concept d’adaptation aux changements climatiques, questionnant la réalité de l’adaptation – ou de la non adaptation – des populations à l’échelle locale. Pour ce faire, nous avons axé l’étude autour d’enquêtes de terrain menées dans le sud du Bénin, au sein de communautés rurales agricoles. Nous avons analysé la vulnérabilité climatique des populations à des aléas relevant de la variabilité du climat, qui semble s’être accentuée récemment. L’analyse repose sur le recours à un cadre d’analyse s’inspirant des approches contextuelles et top-down utilisées, dans la littérature récente, pour étudier la vulnérabilité aux changements climatiques. Ces approchent complémentaires permettent d’étudier la vulnérabilité initiale d’une société, fragilisée alors par de nouveaux stress qui émergent dans le contexte du réchauffement global.
Au final de cette recherche, nous avons mis en évidence les causes de la vulnérabilité climatique de populations sud-béninoises, causes situées à différentes échelles (locales à internationales), ainsi que les facteurs favorisant l’émergence de stratégies d’adaptation au climat :l’étude de ces facteurs inclut l’impact des politiques internationales de soutien à l’adaptation aux changements climatiques sur des populations locales du Bénin. Il ressort, en conclusions, que la vulnérabilité des sociétés doit s’étudier en regard de facteurs situés aux échelles locales, nationales et internationales, influençant les conditions de vie au sein de villages et favorisant la vulnérabilité des populations aux stress climatiques pouvant relever du réchauffement global. Dans nos cas d’étude, les populations sont vulnérables de par certains facteurs socio-économiques influençant les conditions de vie dans les villages, et, sur le plan de l’encadrement institutionnel, de par la faiblesse des structures de l’Etat, décentralisées :celles-ci se sont révélées peu présentes dans les villages étudiés, n’assurant pas le développement socio-économique et agricole à l’échelle locale. La vulnérabilité des populations qui en résulte est alors amplifiée par certains aléas climatiques spécifiques, accentuant la variabilité climatique et provoquant une certaine imprévisibilité au niveau de la pluviométrie. Réduire la vulnérabilité climatique des populations, y compris à des aléas qui pourront s’amplifier au cours des prochaines années, implique dès lors des actions se situant à différentes échelles – l’échelle locale, mais également visant certains aspects du fonctionnement de l’Etat béninois – et relevant à la fois, spécifiquement, de l’adaptation aux changements climatiques et, plus généralement, du développement socio-économique et institutionnel.

Texto completoThis research aims to understand the conditions that emerged and caused the stabilization and destabilization of the organizational structure of the wine industry, which had first been established in France in the first half of the twentieth century. During this initial period, the State granted to certain wines the “controlled designation of origin” or Appellations d'Origine Contrôlée (AOC) – established as a singular model of excellence – the power to control their own regulations, while also placing other categories of wine under its guidance due to the public interest issue of chronic overproduction. However, with the deepening of European integration as of the 1970s, a rescaling of regulatory changes began, including new sectoral policy regulations. Since then, and against all expectations, AOC wines gradually began to compete in price and reputation against those which had once been valued the least. This thesis reveals, on the one hand, the historically strong independence of AOC wines and, on the other hand, the dependence of the others wines vis-à-vis public authorities, set the terms of this upheaval. Gironde and the Languedoc-Roussillon, while administratively different territories, but both structurally dominant on a national level, have been the two most relevant fields of observation. The two conceptions of wine emblematically developed in those two regions have divided the national wine industry. The unions who spearheaded each of the two types of wine also developed asymetrical relations with the authorities. Moreover, the implementation of European Community legislation affected them differently, thus creating a price ‘scissors’ phenomenon. By examining the tensions this caused, this thesis tackles a wider problem. The case of the wine industry thus enable analysis to examine the long term impact of scaled changes with regards to the political regulation of the economy. Through the application of analytical frameworks and tools provided by political science and economic sociology, this example allows to focus on the conditions under which public policy (national and communautaire”) came to destabilize economic behaviour without the results that occurred having been aimed for, or even anticipated

Texto completoThe water framework directive (WFD) establishes a framework for protecting and managing the waterbodies and quickened the development of multimetric indices. The ecological status is assessed by comparing the observed communities to communities expected in absence of pressures. The first European fish index was developed within the European fame project. Several hypotheses underlying the development of a multimetric index were not addressed in the fame project. The first part of this thesis tested some of these hypotheses and developed new metrics specific to low-species rivers. The assemblage's functional structure was shown to vary along river's physical and thermal gradients. Three metrics combining species traits and body size were successfully developed. All these investigations served to develop the new European fish index conceived within the European efi+ project. The second part proposes solutions to estimate the uncertainty related to metric and index scores. Two approaches were proposed to estimate the prediction interval associated with expected metric values. The third part consists in evaluating the potential effect of global climate change on the assessment of the stream's ecological status. It was shown that temperature plays a major role on brown trout young of the year and species distribution. These results suggest long-term consequences on how streams are currently assessed, especially on the reference states
