Resumen
General aim of the article is to show city in Julian Tuwim’s poetry oppositely to older perspectives. Mostly critics write about his poems that they contain images of urban life and reflections of sociocultural change. I invert this traditional order and try to prove that city is created and seen by new ways of thinking – that the city is modified (not poetics first). I use Michele Certeau’s ideas, because they are similar to Tuwim’s literary praxis. Certau writes about “walking in the city” creating by language (rhetorical devices named synecdoche and asyndeton). Moreover, Certeau describes three types of “spatial requirements”: creating own space, non-time instead of tradition and appearing of new subject (common and anonymous). Reading Tuwim with Certeau’s theses gives a new look into modern city and his literary representations.

Este artigo é dedicado à análise de dois importantes conceitos de Michel de Certeau – Tempo e Lugar. Eles formam um fio condutor de suas teses quanto ao processo do fazer historiográfico, que segundo De Certeau, é uma construção realizada por um sujeito – o historiador. Esta construção implica em muitas influências no decorrer de suas etapas, o que Certeau nos explica através de sua linguagem carregada de metáforas e com grande erudição. A importância das teses de Michel de Certeau para a historiografia tem sido amplamente destacada, e neste texto busca-se destacar suas implicações nos estudos de religião. De Certeau refutou a fragmentação do discurso religioso em diferentes metodologias e saberes e privilegiou a compreensão de seus princípios organizadores, mas inovou ao indicar a necessidade de se reconhecer a existência de uma perda existencial e epistêmica que seria inerente à tradução da experiência religiosa pela linguagem.

O texto apresenta uma análise da expressão poética e identitária de elementos ligados à música popular brasileira, a partir de uma reflexão sobre as teorias do Modernismo e suas aproximações com as obras de pensadores como Michel De Certeau e Donald Winnicott. Tal esforço é direcionado a um objeto cultural, “A prosa impúrpura do Caicó”, de autoria de Chico César. A partir da análise de conteúdo, percebeu-se que o compositor utiliza a paródia e o antropofagismo como estratégia político-ideológica de apropriação da cultura dominante e de refuta ao cânone estabelecido, construindo elementos novos que se remetem à apropriação, à bricolagem e aos sentidos do brincar.Palavras-chaveMúsica Popular Brasileira. Resumen
In this article, the authors take a critical look at the challenges faced by librarians new to the profession. Using Michel de Certeau’s The Practice of Everyday Life, they examine how the coping tactics for new librarians described in the literature mirror the “tactics” de Certeau describes individuals using to “make do” within systems of power. This includes how individuals make do in their personal lives by coping with stress and how they succeed at work by developing networks and manoeuvering politically. This article will also discuss what de Certeau refers to as “strategies,” or moves undertaken by the system of power itself, within the context of onboarding and mentorship. Examining the literature on new librarians through the lens of de Certeau allows the authors to consider the ways in which the individual may choose to act tactically and integrate into a system of power, or may use the limited means available to them to quietly rebel. It also allows the critique of the use of tactics, which require individuals to take on additional work in order to adapt to the needs of the institution. Requiring new librarians to adapt to their institution is problematic, specifically in relation to precarious labour and to barriers to entry. These systematic issues require a collective response beyond what individuals can address. Using de Certeau’s work, the authors critically examine the literature that exists on new librarians and how individuals adapt and change to the needs of the academic library as a system of power.

O embasamento teórico encaminha-se através dos conceitos de apropriação, práticas de leitura e representação, propostos por Roger Chartier. A análise de dados é realizada a partir do conceito de táticas, proposto por Michel de Certeau, com o objetivo de compreender as maneiras de ler e de fazer, os usos e subversões que permeiam as relações de leitura escolares.<br>The aim of this research is to indicate the behaviors related to the tactical readings of six teenagers from 13 and 14 years old, students of the final years of Elementary School in a public school in the state of São Paulo, during the reading and discussion of the youth literary book “We three” (1987) by Lygia Bojunga. In order to formulate the principles of this qualitative research, in which the researcher is also a teacher and mediator of the intervention at school where the research takes place, a methodological theoretical resource was adopted: the semi-structured questionnaire (initially counting on the participation of 13 students from the school in question) with the intention of knowing the reading habits of the participant teenagers, at school and in the family context; the focus group for reading and discussion of the book and interviews on the historical and cultural context of the municipality.The theoretical basis is based on the concepts of appropriation, reading practices, and representation, proposed by Roger Chartier. The data analysis is carried out from the concept of tactics, proposed by Michel de Certeau, in order to understand the ways of reading and doing, the uses and subversions that permeate school reading relationships.

En 1978, Michel de Certeau publie pour la première fois dans la revue Projet de Paris un article qui fera date : « Lire: braconnage et poétique de consommateurs ». Il analyse là de manière inédite les enjeux de la pratique de lecture chez l' « homme sans qualités» à partir d'une conception historique et anthropologique qui se démarque des théories de la réception courantes à cette époque. Cet écrit pionnier sera pourtant réemployé par de Certeau à deux occasions : sous forme de conférence transcrite dans un« cahier» de l'Université de Genève (1979) et sous forme de chapitre dans le premier tome de L'Invention du quotidien intitulé Arts de faire (1980). Néanmoins, bien qu'il existe une base matérielle commune aux trois publications, il est question en fait de trois textes distincts, différenciés essentiellement par la pratique du réemploi de l'écriture et de la lecture : il s'agit de trois versions pour trois communautés interprétatives, composées en fin de compte par trois façonneurs des lecteurs différents<br>In 1978 Michel de Certeau published for the first time, in the Parisian journal Projet, a landmark article: 'Reading: poaching and consumer poetics’. In it he develops an original analysis of issues concerning the practice of reading in 'man without qualities' from a historical and anthropological conception that stands out among other reception theories current at the time. Historien, philosophe et anthropologue, Michel de Certeau (1925-1986) est une figure singulière dans le paysage intellectuel français. Son œuvre représente, par son étendue et sa profondeur, un tournant décisif dans les idées philosophiques contemporaines. Tout en conservant l’essentiel des enseignements concernant l’historiographie et la mystique, il introduit de nombreux thèmes philosophiques et sociologiques pour lire la tradition et le monde moderne. Notre travail consiste à examiner l’idée principale selon laquelle les pratiques sont des usages ou des opérations tributaires d’une situation. Pour cela, de Certeau emploie une panoplie de notions telles que la formalité des pratiques et la stratégie et la tactique ainsi que d’autres concepts connexes dans le but de rendre compte des pratiques sociales et ce que les individus font avec l’ordre qui leur est proposé ou imposé. L’objectif est d’étudier la manière, prudente et ingénieuse, par laquelle les individus contournent les impératifs de cet ordre dans les multiples façons de faire usage du lieu, du temps et de la mémoire. Ces usages indociles se manifestent en particulier dans les pratiques quotidiennes. Ceci nous amène à nous interroger sur l’actualité des analyses de Certeau et leur apport dans les réflexions d’aujourd’hui : sur quelle assise théorique se base-t-il pour étudier la nature et la fonction de ces pratiques? Ses réflexions ont-elles changé notre approche du social, du culturel, du politique?<br>The historian, philosopher and anthropologist Michel de Certeau (1925–1986) stands out as a singular figure in the French intellectual landscape. The scope and depth of his work represent a decisive turning-point in the contemporary philosophical ideas. Though he retained the bulk of the teachings relating to historiography and mysticism, he introduced many philosophical and sociological themes to read the traditional and the modern world. Our work consists in examining the main idea according to which practices are customs or operations dependent on a situation. In order to do that, de Certeau uses a full array of notions such as the formality of practices, the strategy and the tactics along with other closely related concepts aiming at explaining social practices and what people do with the order proposed to or imposed on them. The purpose is to study the cautious and clever manner in which people bypass this order’s requirements in their manifold uses of space, time and memory. These rebellious customs are particularly expressed in everyday practices. This leads us to wonder how topical Certeau’s analyses are and how much they can affect today's reflections: what theoritical foundation is he relying on to study nature and the function of these practices? Have his reflections changed our approach to the social, cultural and political issues?

Il presente studio discute il concetto di “finzione teorica” di Michel de Certeau quale momento di raccordo tra letteratura e storiografia. La concezione dell’altro e dell’assente propria della mistica e il modello di temporalità della psicoanalisi sono riconosciute come matrici del suo pensiero.<br>In this essay I discuss Michel de Certeau’s concept of “theoretical fiction” as junction between literature and historiography. I show how the idea of the other, of the absent by mystics and the psychoanalytical model of temporality organize his reflection.

Cette thèse a pour but d’interroger l’historiographie contemporaine ; d’enquêter sur elle à partir de sa légitimation sociale et de son statut disciplinaire, suite à la diffusion de pratiques et d’éléments s’étant avérés susceptibles de mettre en doute sa fonction traditionnelle, à savoir signifier le passé, le représenter, lui donner un lieu hors du présent, le déplacer du présent sans pour cela le perdre. À ce propos, nous avons choisi de prendre en considération une partie de l’œuvre de Michel de Certeau. Cet historien jésuite, sans avoir directement interrogé les nœuds constituant la trame de notre présent historiographique, a questionné de manière radicale la pratique historiographique, poussant à la limite ses faiblesses et sa fragilité, de sorte que son œuvre ouvre un espace inédit où la réflexion historiographique s’exerce à parcourir les impasses et les contradictions du présent. Notre réflexion a croisé aussi l’historien allemand Reinhart Koselleck (qui, de sa part, a essayé de reconstruire les modalités possibles de construction de l’expérience historique) pour s’achever enfin sur la figure littéraire de Jacques Austerlitz, le protagoniste du roman homonyme de l’écrivain allemand W. G. Sebald. Suivre la marche de ce professeur constitue un moyen pour interroger de manière « oblique » l’historiographie contemporaine ; Austerlitz devient, dans le cadre de notre démarche, une image d’historien. Il s’agit d’une image d’historien vaincu, la seule image, pourtant, capable de redonner sens à la pratique historiographique, le vaincu étant une catégorie essentielle de la possibilité de l’expérience historique et de son écriture<br>The aim of this thesis is to call into question contemporary historiography; to inquire on it starting from its social legitimation and its essence as a discipline, now that some practices and elements have been capable of putting its traditional function in doubt. With traditional function I mean the ability to give meaning to the past, to represent it, giving it a place outside the present, putting it out of the present without loosing it. In this regard, I have taken in consideration a part of Michel de Certeau’s work. This Jesuit historian has not reflected in a direct way on the framework of present historiography, but has radically confronted its practice, pushing its weaknesses and frailties to the limit. His work throws new light on the discipline opening a field of research in which historiographical thought tries to inhabit the impasses and the contradictions of the present. I have discussed some essays of the German historian Reinhart Koselleck (who has tried to analyse the structure and the ways of construction of historical experience) finishing my analysis of the literary figure of Austerlitz, main figure of W. G. Sebald’s homonymic novel. Following the trail of this professor we try once again to call into question present historiography in an oblique way. Austerlitz becomes in our research, a figure of the historian. It is the figure of a defeated historian, but it is the only one still capable of giving meaning to the practice of historiography. The defeated is the essential and inescapable category of the possibility of experiencing and writing history

Resumen
Plataforma internacional iberoamericana de co-investigación en arte tecnológico, propone la articulación entre Geopoética, prácticas artísticas, memoria y nuevos medios. Se configura como organismo vivo, distribuido, en permanente co-elaboración, actuando en el campo de las narrativas artísticas contemporáneas a partir de las experiencias performativas, interactivas y multisensoriales entre territorios. El proyecto HolosCi(u)dad(e) es el resultado del proceso de investigación y creación poética, emerge de un hacer co-autoral, y opera con base en concepciones deleuzeanas de devenir y multiplicidad, y de autopoiesis propuestas por Maturana y Varela (1994). HolosCi(u)dad(e) está coordenado por la artista y investigadora Lilian Amaral (Media Lab UFG) resultado de la propuesta de curaduría de Residencia Artística Ecosistemas Transversales y Conectividad - Holos, celebrada en el V Simposio Internacional de Innovación en Medios Interactivos, Media Lab/UFG, Brasil. HolosCi[u]dad[e] reúne elementos audiovisuales que emergen de cartografías sonoras y visuales urbanas, estableciendo conexión entre los diversos núcleos de investigación actuantes en contexto iberoamericano. Se apropia de la estructura “Paredão” automotriz como "dispositivo intensificador de experiencias", investigación realizada por la artista e investigadora Laurita Salles (UFRN / Media Lab UFG). La obra performativa utilizó la estructura de una camioneta automotriz sonorizada, presentada en área externa del Museo Nacional de la Ciudad de Brasilia. En la apertura del Simposio Internacional # 17ART y de la exposición En Medio # 10, integrando registros visuales y sonoros creados y proyectados durante el desempeño de apertura, con la participación de la Orquesta de Laptops, UnB. Al apropiarse de sonidos oriundos de los territorios donde están ubicados los núcleos de investigación - Brasil, Uruguay, Colombia, España e China, HolosCi(u)dad(e) - http://holos.espai214.org/ - adquiere una dimensión golcal (ANJOS, 2005), en que una nueva orden mundial altera las formas de representación de identidades y cultura, a partir del espacio practicado (CERTEAU, 1994; SANTOS, 2000), cargado de memoria (MARTIN-BARBERO,2017), configurando un lugar utópico, convergente. Se refiere al pasaje del modelo de "posesión y custodia" al de "acceso y compartir".

Extended Abstract and [has] the potential to stimulate local and regional economies” (p.3). A city centre or town centre has been recognised as the beating heart and public legacy of an urban fabric either in a small town, medium-sized city, metropolis or megalopolis. Within this spectrum of scales, city centres’ scopes significantly vary in the global context while considering the physical as well as the intangible and the spiritual features. Concerns such as the overall dimensions, skyline, density and compactness, variety of functions and their distribution, comfort, safety, accessibility, resilience, inclusiveness, vibrancy and conviviality, and the dialectics of modernity and traditionalism are only some examples that elucidate the existing complexities of city centres in a city of any scale (overall dimension) (for further details see for instance Behzadfar, 2007; Gehl, 20210; Gehl and Svarre, 2013; Hambleton, 2015; Lacey et al., 2013; Madanipour, 2010; Roberts, 2013). Regardless of the issue of the context, Gehl (2010) define city centres as interconnected with new concepts such as “better city space, more city life” and “lively and attractive hub for the inhabitants” (pp. 13–15). Roberts (2006) explains the notion of a city centre or town centre as a space “in which human interaction and therefore creativity could flourish”. According to her, the point can realise by creating or revitalising 24-hour city policies that can omit the “‘lagerlout’ phenomenon, whereby drunken youths dominated largely empty town centres after dark” (pp. 333–334). De Certeau (1984) explains that a city and subsequently a city centre is where “the ordinary man, a common hero [is] a ubiquitous character, walking in countless thousands on the streets” (p. V). Paumier (2004) depicts a city centre particularly a successful and a vibrant one as “the focus of business, culture, entertainment … to seek and discover… to see and be seen, to meet, learn and enjoy [which] facilitates a wonderful human chemistry … for entertainment and tourism These few examples represent a wide range of physical, mental and spiritual concerns that need to be applied in the current and future design and planning of city centres. The term ‘concern’, here, refers to the opportunities and potentials as well as the problems and challenges. On the one hand, we —the academics and professionals in the fields associated with urbanism— are dealing with theoretical works and planning documents such as short-to-long term masterplans, development plans and agendas. On the other hand, we are facing complicated tangible issues such as financial matters of economic growth or crisis, tourism, and adding or removing business districts/sections. Beyond all ‘on-paper’ or ‘on-desk’ schemes and economic status, a city centre is experienced and explored by many citizens and tourists on an everyday basis. This research aims to understand the city centre from the eyes of an ordinary user —or as explained by De Certeau (1984), from the visions of a “common hero”. In a comparative study and considering the scale indicator, the size of one city centre might even exceed the whole size of another city. However, within all these varieties and differences, some principal functions perform as the in-common formative core of city centres worldwide. This investigation has selected eight similar categories of these functions to simultaneously investigate two different case study cities of Tehran and Belfast. This mainly includes: 1) an identity-based historical element; 2) shopping; 3) religious buildings; 4) residential area; 5) network of squares and streets; 6) connection with natural structures; 7) administrative and official Buildings; and 8) recreational and non-reactional retail units. This would thus elaborate on if/how the dissimilarities of contexts manifest themselves in similarities and differences of in-common functions in the current city centres. With a focus on the age-gender indicator, this investigation studies the sociocultural aspect of inclusiveness and how it could be reflected in future design and planning programmes of the case study cities. In short, the aim is to explore the design and planning guidelines and strategies —both identical and divergent— for Tehran and Belfast to move towards sociocultural inclusiveness and sustainability. In this research, due to the COVID-19 Pandemic, the studies of the current situation of inclusiveness in Belfast city centre have remained as incomplete. Thus, this presentation would like to perform either as an opening of a platform for potential investigations about Belfast case study city or as an invitation for future collaborations with the researcher for comparative studies about age-gender inclusiveness in city centres worldwide. In short, this research tries to investigate the current situation by identifying unrecognised opportunities and how they can be applied in future short-to-long plans as well as by appreciating the neglected problems and proposing design-planning solutions to achieve age-gender inclusiveness. The applied methodology mainly includes the direct appraisal within a 1-year timespan of September 2019 – September 2020 to cover all seasonal and festive effects. Later, however, in order to consider the role of the COVID-19 Pandemic, the direct appraisal was extended until January 2021. The complementary method to the direct appraisal is the photography to fast freeze the moments of the ordinary scenes of the life of the case study city centres (John Paul and Caponigro Arts, 2014; Langmann and Pick, 2018). The simultaneous study of the captured images would thus contribute to better analyse the age-gender inclusiveness in the non-interfered status of Tehran and Belfast. Resumen
Máquinas de lavar roupas são eletrodomésticos que vibram e emitem ruido durante o seu funcionamento. O tambor da máquina é acionado por meio de um motor elétrico e os maiores níveis de ruído são observados no processo de centrifugação. Este trabalho foi desenvolvido com o objetivo de identificar os principais caminhos de propagação de energia vibroacústica em uma máquina de lavar do tipo front-load de uso doméstico por meio de procedimentos experimentais. Diante de problemas de ruído reportados para certas faixas de rotação do processo de centrifugação, a análise do comportamento vibroacústico da máquina é desenvolvida com o auxílio da análise de ordem, permitindo conclusões diretas sobre as condições de funcionamento que resultam no aumento dos níveis de ruído. Nesse sentido, a contribuição das fontes de ruído de uma máquina de lavar típica para diversas velocidades rotacionais do motor elétrico é analisada experimentalmente. Com base na análise dos resultados obtidos, os autores confirmam a hipótese preliminar de que o motor elétrico é a principal fonte de ruído da lavadora. Este trabalho também indica que reduções significativas nos níveis globais de ruído radiado poderiam ser alcançadas com a melhoria do isolamento acústico do gabinete da máquina.

La investigación es una tarea orientada a brindar certezas para comprender mejor un fenómeno cultural, social, económico, científico y/o tecnológico. A raíz del desarrollo y evolución de las tecnologías de la información y la comunicación (TIC), se ha visto que el mundo que nos rodea no solo es físico, sino también digital. Existen herramientas y aplicaciones digitales que facilitan las tareas de investigación; a su vez, se conforman espacios virtuales donde acontecen fenómenos susceptibles de ser estudiados por sí mismos. Dicho de otra manera, la investigación y el conocimiento científico se han transformado. Este trabajo expone algunos de los cambios que se han producido en el terreno de la investigación, la difusión y la transferencia del conocimiento en la era digital. Se presenta en tres secciones. La primera revisa el concepto de conocimiento, su generación y los nuevos paradigmas que existen sobre su creación. La segunda aborda la investigación como una tarea de construcción de conocimiento científico y da cuenta de los métodos concretos que se emplean en los entornos digitales. A partir de lo anterior, la tercera sección se centra en la transferencia del conocimiento, en su relación con la gestión del mismo y en los modelos de transferencia. Por último, se hace un ejercicio de reflexión de conjunto, en los contextos de pandemia y pospandemia.

Les cryptoactifs se développent de façon exponentielle au sein de l’économie mondiale. Les cryptomonnaies représentent la principale composante des cryptoactifs dont la plus connue est le Bitcoin. Les cryptoactifs partagent bon nombre des caractéristiques des cryptomonnaies mais il y a généralement une deuxième couche de fonctionnalités comme les contrats intelligents. La technologie liée aux cryptoactifs présente certes de nouvelles opportunités mais également des risques. Dans ce contexte, il est important, pour un régulateur de mieux comprendre le niveau d’adoption des cryptomonnaies de la population afin d’orienter les campagnes d’information et les messages de mise en garde. Dans ce projet de recherche exploratoire plusieurs méthodes d’acquisition de données ont été utilisées. Une revue des enquêtes de différentes organisations sur le niveau de connaissance et le profil des utilisateurs de cryptoactifs dans plusieurs pays a été mené. Pour le Québec, des questions spécifiques sur la connaissance et l’adoption des cryptomonnaies ont été ajoutées aux enquêtes 2021 et 2022 du Baromètre CIRANO qui sonde la population du Québec sur des enjeux de société. Afin d’affiner l’analyse, un échantillon d’investisseurs possédant ou ayant possédé des cryptomonnaies, membres de groupes de discussion sur les cryptomonnaies a été sondé. Enfin, une revue algorithmique a montré très nettement une augmentation du nombre de publications académiques sur le sujet, notamment associées à la technologie. De plus, le sujet des cryptomonnaies a été de plus en plus couvert par les médias grand public, ce qui a suscité l'attention et la sensibilisation de la population et notamment sur les réseaux sociaux. L’analyse des conversations sur Twitter a montré que le nombre de gazouillis, qui était stable jusqu’en décembre 2020, a augmenté de façon importante et a porté sur la variation du prix des cryptomonnaies et souvent avec des recommandations d’achat et de vente.

Resumen
Este informe presenta y describe una nueva base de datos generada en torno a cuarenta indicadores que caracterizan los regímenes migratorios de los 26 países de América Latina y el Caribe que son miembros prestatarios del BID. Los indicadores permiten realizar una comparación multidimensional de dichos regímenes, identificar patrones subregionales, y observar tendencias en la evolución reciente de estas políticas. Los indicadores se agrupan en seis áreas: instrumentos internacionales que cubren la participación de cada país en tratados y acuerdos multilaterales; instrumentos regionales que analizan la participación de los países en acuerdos a nivel de las Américas y sus subregiones; derecho a la entrada con exención de visado que mide la exigencia de visados para entrar al país; acceso a la residencia que abarca preferencias en el otorgamiento de permisos de residencia y procesos de regularización de migrantes en situación irregular; derechos durante la residencia que investigan el acceso de migrantes a servicios de salud y educación, al mercado laboral, al sufragio, así como a la residencia permanente; y nacionalidad que miden como se obtiene la nacionalidad de un país en el momento del nacimiento o, posteriormente, mediante la naturalización, así como la posibilidad de ostentar dos nacionalidades. El valor asignado a cada indicador para cada país está sustentado por una referencia a los instrumentos jurídicos que definen la política en cuestión y, en la mayoría de los indicadores, se acompaña de un texto con información adicional que explica el caso en concreto. Esta es una base de datos única para la región y se encuentra incluida en el Anexo II de este informe. También se puede acceder a la misma a través de la página web de la Unidad de Migraciones del BID. Los principales hallazgos del análisis de la base de datos son: Se observa un emergente régimen jurídico migratorio latinoamericano del siglo XXI. Este se caracteriza por la adopción de nuevas leyes de migración, generalmente acompañadas por esquemas subregionales de movilidad como el Acuerdo de Residencia Mercosur, Bolivia y Chile, y más recientemente el Estatuto Andino. Este nuevo modelo del siglo XXI incluye generalmente mecanismos permanentes de regularización de migrantes, el derecho de acceso al mercado laboral, los sistemas de salud pública, la educación pública, así como el derecho de reunificación familiar. Esto se ve complementado con un mayor acceso al derecho al voto, al menos en elecciones locales. Si bien hasta la fecha no se observa que este modelo latinoamericano haya tenido influencia en el Caribe, el mismo está claramente arraigado en las otras tres subregiones. La regularización de migrantes en situación irregular, tanto a través de mecanismos permanentes establecidos en las leyes, como a través de programas extraordinarios de regularización, es absolutamente común en América Latina, aunque no así en el Caribe. Los países de la región han llevado a cabo más de 90 regularizaciones extraordinarias desde el año 2000. Muchos de los países ofrecen acceso preferencial a la residencia permanente para migrantes de ciertos países de la región que cumplan criterios básicos, y, en algunos casos, trato preferencial para la nacionalización. Los únicos países que no permiten la residencia de manera casi automática para nacionales de al menos otro país de la región son Bahamas y Haití en el Caribe, así como Costa Rica, Guatemala, Honduras, Nicaragua, Panamá, República Dominicana y México en Mesoamérica. El porcentaje de ratificación de los instrumentos internacionales, al igual que los instrumentos regionales, es muy alto en Latinoamérica, pero mucho menor a nivel subregional en el Caribe. Los acuerdos de libre residencia y movilidad regional se han convertido es un instrumento absolutamente común en el panorama legislativo de la región, e influyen sobre muchos aspectos de la política migratoria, tales como acceso al mercado laboral o reunificación familiar. El país que requiere visas a los nacionales de más estados en la región es Venezuela con 11, seguido de México con nueve. El caso venezolano puede explicarse por su aplicación del principio de reciprocidad con los estados que solicitan visa a sus nacionales. El hecho de ser un país de tránsito hacia los Estados Unidos para algunos migrantes puede explicar el caso mexicano. El estado cuyos nacionales requieren visa en más países de la región es Haití, seguido de Venezuela y República Dominicana. En el desarrollo de la base de datos a través de los 40 indicadores se han analizado más de 435 instrumentos jurídicos de los 26 países, los cuales definen su política migratoria. El análisis de este compendio de leyes, reglamentos, decretos, ordenes administrativas, y demás instrumentos demuestra que: La edad promedio de los instrumentos jurídicos vigentes en países andinos y del Cono Sur es de 8-15 años, lo cual se compara con los 25-30 años en Mesoamérica y el Caribe. Esto demuestra una mayor labor legislativa sobre la materia en dichas dos subregiones en los últimos años. En algunas áreas, tales como la regulación del régimen de visas o los procesos extraordinarios de regularización de migrantes en situación irregular, la actividad legislativa se apoya principalmente en decretos y ordenes administrativas adoptadas por el poder ejecutivo sin intervención de los parlamentos. Esto genera reglas con menor estabilidad y certeza jurídica para todos los actores involucrados: migrantes, administración, poder judicial y otros. Esta base de datos de indicadores e instrumentos jurídicos es parte de un esfuerzo de la Unidad de Migraciones del BID de contar con información y evaluación comparada de los regímenes de política migratoria en los países de la región entre otros insumos jurídicos e institucionales. La Unidad mantendrá la base de datos actualizada con el objetivo de que se convierta en un punto de referencia fundamental para la región.
