Introduction The Canadian Longitudinal Study on Aging (CLSA) is a rich, nationally representative population-based resource that can be used for multiple purposes. Although municipalities may wish to use CLSA data to address local policy needs, how well localized CLSA cohorts reflect municipal populations is unknown. Because Calgary, Alberta, is home to one of 11 CLSA data collection sites, our objective was to explore how well the Calgary CLSA sample represented the general Calgary population on select sociodemographic variables. Methods Baseline characteristics (i.e. sex, marital status, ethnicity, education, retirement status, income, immigration, internal migration) of CLSA participants who visited the Calgary data collection site between 2011 and 2015 were compared to analogous profiles derived from the 2011 National Household Survey (NHS) and 2016 Census datasets, which spanned the years when data were collected on the CLSA participants. Results Calgary CLSA participants were representative of the Calgary population for age, sex and Indigenous identity. Discrepancies of over 5% with the NHS and/or 2016 Census were found for marital status, measures of ethnic diversity (i.e. immigrant status, place of birth, non-official language spoken at home), internal migration, income, retirement status and education. Conclusion Voluntary studies face challenges in recruiting fully representative cohorts. Communities opting to use CLSA data at a municipal level, including the 10 other CLSA data collection sites, should exercise caution when interpreting the results of these analyses, as CLSA participants may not be fully representative of the local population on select characteristics of interest.

In a world increasingly urbanized, management of cities and spatial planning take an important place in political and technical concerns, and it is in this perspective that the Municipal Ecological Structure (MES) arises in Portugal’s urban planning system. However, this instrument still struggles with some delimitation, regulation and management issues, that challenge its implementation. In order to overcome these problems, this article wants to explore the designing hypothesis of a Management Plan for the Municipal Ecological Structure (MPMES). To support the plan, this study explores the role of ecosystem services and their potential to provide a vision of the value of Municipal Ecological Structure to the territories, to the people, and as an impulse for local sustainable economic growth. In order to gather insights on the contribution of the management plan for the Municipal Ecological Structure implementation, an approach was made, based on interviews, confronting visions and discourses, by planning experts’ contrasts with the stakeholders. Therefore, it was possible to identify, characterize and value the functions performed by the Municipal Ecological Structure of Sesimbra. Ultimately, the objectives, contents, development, approval and articulation with other territorial management instruments were identified as requirements for the Management Plan for the Municipal Ecological Structure development.

En Perú existen programas dentro de las políticas públicas nacionales que permiten a los profesionales en las áreas agrícolas el desarrollo de actividades dentro de la agricultura urbana. Para ello, la Municipalidad de Ate mediante el programa municipal EDUCCA, promueve el proyecto piloto de agricultura urbana sostenible. identificar los lineamientos para la elaboración del Plan de Trabajo 2022 del Programa Municipal EDUCCA dentro de la Municipalidad de Ate en el marco de la agricultura urbana. Para ello, se realizó un estudio documental de corte transversal bajo el análisis descriptivo. Para la recolección de la información fueron considerado los lineamientos para elaborar el Plan de Trabajo 2022 del Programa Municipal EDUCCA, y el Programa Municipal de Educación, Cultura y Ciudadanía Ambiental (Programa Municipal EDUCCA). A través de este estudio se pudo identificar las políticas ambientales existentes dentro de la Municipalidad Distrital de Ate, algunos de los programas discutidos fueron la iniciativa de agricultura urbana, un plan pionero.

Cities are important sources of anthropogenic methane emissions. Municipal governments can play a role in reducing those emissions to support climate change mitigation, but they need information on the emission rate to contextualize mitigation actions and track progress. Herein, we examine the application of satellite data from the TROPOspheric Monitoring Instrument (TROPOMI) to estimate city-level methane emission rates in a case study of the City of Calgary, Alberta, Canada. Due to low and variable annual observational coverage, we integrated valid TROPOMI observations over three years (2020–2022) and used mass balance modeling to derive a long-term mean estimate of the emission rate. The resulting column-mean dry-air mole fraction (XCH4) enhancement over Calgary was small (4.7 ppb), but within the city boundaries, we identified local hot spots in the vicinity of known emission sources (wastewater treatment facilities and landfills). The city-level emission estimate from mass balance was 215.4 ± 132.8 t CH4/d. This estimate is approximately four times larger than estimates from Canada’s gridded National Inventory Report of anthropogenic CH4 emissions and six times larger than the Emissions Database for Global Atmospheric Research (EDGAR v8.0). We note that valid TROPOMI observations are more common in warmer months and occur during a narrow daily overpass time slot over Calgary. The limited valid observations in combination with the constrained temporal observational coverage may bias the emission estimate. Overall, the findings from this case study highlight an approach to derive a screening-level estimate of city-level methane emission rates using TROPOMI data in settings with low observational coverage.

Este artigo apresenta um recorte da análise da política de educação da Rede Municipal de Porto Alegre, no período de 2017 a 2019, considerando o cumprimento da meta nove do Plano Municipal de Educação, que visa a universalizar a alfabetização da população com quinze anos ou mais e reduzir a taxa de analfabetismo funcional. A metodologia de análise utilizada foi a abordagem do ciclo de políticas de Ball e Bowe, sendo identificados os principais grupos de interesse e sua atuação nos diferentes contextos da trajetória da política. No processo de investigação, foram utilizados dados quantitativos, como as estatísticas de órgãos oficiais, para precisar índices de matrículas e da demanda da EJA para alfabetização, anos iniciais e finais do Ensino Fundamental. Abstract This paper approaches conflicts and disputes in participatory spaces during the review of the Master Plan of the city of São José dos Campos, state of São Paulo, Brazil. In this context, we detected a municipal ideological view committed to the creation of territorial support for attracting capital, which should be legitimized during the review of the Master Plan. Therefore, we analyze the formation of the institutional participatory space, the discretionary action of the municipal government to approve the Master Plan in 2018, and the settings of resistance to the implemented order through actions of the organized civil society.

Currently, there seems to be a consensus that the efforts and resources destined to fight disasters require the articulation of different sectors and, as a result, of different public policies. This study aimed to evaluate the integration of policies (National Protection and Civil Defense Policy-PNPDEC, National Water Resources Policy -PNRH, and National Guidelines for Basic Sanitation -LDNSB) in the reduction of hydrological disasters. Considering studies that have already been developed on this subject, and as a way to continue the assessments at the municipal scale, this study referred to the instruments of Florianópolis as a way of materializing these policies (Municipal Risk Reduction Plan -PMRR, Municipal Contingency Plan -PMC, Master Plan -PD and Municipal Integrated Basic Sanitation Plan –PMISB). The PNPDEC served as a reference for actions to deal with disasters. Through the content analysis methodology, the topics covered in this policy were identified, which were related to each instrument PMRR and PMC, PD, PMISB, which enabled the identification of interfaces. The interfaces verified between the instruments were aligned with those identified between the policies, in line with what had already been pointed out in the studies that supported this research. Issues related to territorial management and the hydrographic basin as a planning unit proved to be important interfaces and possible paths to the integration of public policies

Objectives: To examine the capacity of Nablus city`s urban administration to reconfigure its urban space, by revealing the extent to which the structural plans are implemented on the land as intended and in a way that results in sustainable urban development. Methods: The comparative approach was used, the study was conducted on the structural plan approved in 1996 and 2013 and compared with aerial photographs taken in 2011 and 2018, and three sectors were used for analysis and comparison: infrastructure (roads), public services (schools), and tourism and recreation (parks and green spaces). Results: The results showed concluded that successive administrations of Nablus city have failed to remodel the urban space since 1996. Only 45.8% of the proposed road network was built for the years of the first structure plan 1996-2012 and that 58.1% of the area destined for parks and green areas had been converted to other use. The analysis revealed that 83.6% of schools were built outside public service spaces, according to the 1996 and 2013 plans, and the green area decreased between 2013 and 2018 by an amount of 64,047 m², which corresponds to 32.8% of the total area, according to the 2013 plan. Conclusions: The study recommends reconsidering the fundamentals of drafting structural plans and supervising their implementation, and the need for municipal authorities to act more forcefully on green degradation.

El Plan de Desarrollo y Ordenamiento Territorial del Municipio de Formosa, POT FOR 2040 fue llevado adelante mediante un Acuerdo de Trabajo entre la Facultad de Arquitectura y Urbanismo y la Municipalidad de la Ciudad de Formosa. El objetivo principal de este Acuerdo fue dotar a la Municipalidad de una herramienta de gestión imprescindible para lograr el desarrollo justo, sostenible y equilibrado del territorio municipal, con un horizonte temporal al año 2040. El Plan fue elaborado por un Equipo Técnico de la Facultad que contó con el aporte de un Equipo Técnico Municipal. La propuesta del Plan se expresa en siete Líneas Estratégicas y 37 Ideas-proyectos, y contempla, además, una propuesta para su implementación y posibles instrumentos de gestión. Este artículo contiene una síntesis del Informe Final y del Libro II del Plan presentado a la Municipalidad de la Ciudad de Formosa.

Background: Opioid overdoses have been an increasing public health problem in North America for several years. Supervised consumption sites (SCSs) – hygienic and medically supervised spaces to use illicit substances – are one harm reduction strategy intended to decrease morbidity and mortality, with literature suggesting they reduce emergency department (ED) visits, overdoses, and deaths. Calgary’s sole SCS opened in 2017 and received over 6000 monthly visits prior to the COVID-19 pandemic, but recent provincial policy has jeopardized its longevity. To our knowledge, there has not been an evaluation of its effectiveness, so we sought to investigate its impact on opioid-related ED visits. Methods: Calgary’s SCS was not implemented in our institution specifically. It was implemented for the Calgary region by Safeworks, an outreach program under the Alberta Health Services (AHS) umbrella, after obtaining a Health Canada exemption and funding from the provincial government. Implementation also required close collaboration with public services (e.g., Calgary Police Services) and the municipal government. The Safeworks SCS opened on October 30, 2017 and remains the only supervised consumption facility in the Calgary region. It is currently located in the Sheldon Chumir Health Centre in downtown Calgary. In addition to supervised consumption, the SCS also offers all clients harm reduction supplies (e.g., naloxone kits), health services (e.g., testing and counselling for sexually transmitted infections, referral to Calgary Opioid Dependency Program), education (e.g., vein care), and access to social services (e.g., housing supports). Evaluation Methods: This was a retrospective observational study examining the impact of the SCS on two markers of opioid related morbidity (EMS responses and ED visits). Calgary EMS responses, wherein the opioid overdose protocol was activated or naloxone was administered, were queried from the Alberta Health Services (AHS) information management database. ED visits due to opioid toxicity were queried from AHS using ICD-10 codes T40.0-T40.4 and T40.6. Data was collected from January 2014 to February 2020. The impact of Calgary’s SCS was analyzed with an interrupted time series using ordinary least squares regression with Newey-West standard errors. Results: Our data query yielded 9208 EMS responses and 8442 ED visits related to opioid use over the 74-month period. There were no months with missing data. Prior to the opening of Calgary’s SCS, monthly EMS responses and ED visits increased significantly by 3.69 [3.08, 4.30] and 7.09 [5.92, 8.26] visits/month, respectively (p<0.001). After the SCS’ opening, the trends in EMS responses and ED visits declined significantly, relative to the pre-intervention trends, by 7.14 [5.72, 8.56] (p<0.001) and 15.34 [12.21, 18.48] (p<0.001) visits/month, respectively. After the intervention, EMS responses declined at a rate of 3.45 visits per month (p <0.001) and ED visits declined at a rate of 8.25 visits per month (p< 0.001). Our interrupted time series suggest that Calgary’s SCS led to a significant change (and in fact, a reversal) in the trends of opioid-related EMS responses and ED visits. This evidence suggests that ongoing access to Calgary’s SCS has a favourable impact. Advice and Lessons Learned: 1) Similar studies in the future should consider partnering with their local SCSs (e.g., Safeworks) to conduct a multi-faceted program evaluation, including organization-driven outcomes. This could also facilitate respectful and ethical patient engagement. 2) Evaluating mortality data or other more direct markers of morbidity in addition to ED visits may be high yield in future research as it provides greater insight into the breadth of medical outcomes and further informs advocacy efforts. 3) Our study did not consider the impacts of other opioid-related interventions in Calgary/Alberta. This was a deliberate choice, however it is ultimately difficult to estimate the impact of an isolated intervention. One option would be to evaluate all relevant interventions as a group of interventions, given that substance misuse and associated harms is a multifaceted problem that requires a multidisciplinary approach

In this study, a two-dimensional, depth-averaged computational model (River2DMix) was used to predict the flow pattern and residence time distribution for flow through the Calgary Glenmore Water Treatment Plant northeast clearwell. Results are compared to those from flow visualization and tracer studies in a 1 : 19 scale model of the clearwell, as well as tracer studies conducted at the plant. Tests were carried out for three flow rates that ranged from minimum to maximum operating conditions. A key observation in the physical model was that it was necessary to let the flow fully develop before starting a tracer test to determine the residence time distribution. This flow development time to achieve steady-state results was approximately 10.5 h at the minimum flow rate tested. Results also show that it was unnecessary to model the structural columns either in the simulation or the scale model for developed flow in this clearwell, although for undeveloped or transient flow conditions the columns were important to consider.

Background: A new generation of the sustainable landfill is designed to achieve sustainable Municipal Solid Waste (MSW) management. It is hybrid anaerobic/aerobic biodegradation landfill followed by landfill mining. However, there is limited information on landfill mining, especially the criteria and process for the practitioner to determine the end of the landfill biodegradation to commence landfill mining. Objective: Hence the overall objective of this research was to develop a comprehensive resource mining plan for bioreactor landfills. </P><P> Method: When waste decomposition becomes slower or stopped, the landfill can be mined to recover resources and utilize the recovered space. The amount of the gas generated, landfill temperature and landfill settlement are indirect measures of landfill activity. Also, the concentration of cellulose (C), hemicelluloses (H), and lignin (L) can describe the biodegradable fractions of waste. Hence the biodegradation in landfills can be monitored by recording the change in methane production, temperature, settlement and the (C+H)/L ratio of waste. Once methane recovery is minimal, landfill reaches a maximum settlement and, ambient temperature plus the (C+H)/L value reaches a stable value of 0.25 indicating end of biodegradation. At this point landfill resources including compost material, non-recoverable waste, and recyclables such as plastics, metal and glass can be mined and recovered. Compost and recyclables can be sold at market value and the non-recovered waste with high energy content can be used as refuse-derived fuel. Once the landfill has been mined space can be reused thus eliminating the need to allocate valuable land for new landfills. </P><P> Result: The landfill mining detailed in this manuscript utilizes principles from single stream type recycling facilities to ensure feasibility. The first landfill will be excavated and screened to separate the biodegraded soil and compost fraction from the recyclables. Then the screened recyclable materials are transported for further processing in a single stream type separation facility where they will be separated, bundled and sold. Conclusion: A cost calculation was performed for the resource mining of Calgary Biocell and if the mined resources are sold at market values, then the mining of Calgary Biocell would generate approximately $4M.

Com perspectiva materialista histórico dialética e revisão teórico-documental, o artigo ocupa-se da compreensão da concepção teórico-prática do Programa de Institucionalização e Gestão de Sistemas Municipais de Ensino/Educação: formação, acompanhamento, monitoramento e avaliação (PRISME), desenvolvido no Tocantins junto aos Municípios, a partir de agosto de 2022; assim como da discussão a respeito de desafios e possibilidades no enfrentamento do movimento de institucionalização efetiva dos sistemas municipais de ensino/educação no Estado. Assentando-se na concepção de educação entendida como prática social e da gestão democrática, a realidade educativa empírica dos Municípios é o ponto de partida e ponto de chegada, sendo problematizada, por meio da instrumentalização teórico-prática em busca da transformação. Da análise dos documentos, compreende-se que no PRISME objetiva-se assegurar formação continuada e constituir Ambiente Virtual de Natureza Educativa Interativa, para acompanhamento, monitoramento e avaliação do processo de institucionalização dos elementos constitutivos dos sistemas municipais de ensino/educação e a gestão da educação municipal, com a intenção de que os Municípios constituam autonomia e cumpram suas incumbências educacionais, integrando-se às políticas e planos da União e do Estado, tendo por eixos o Plano Municipal de Educação e o Plano de Ações Articuladas como articuladores do sistema. O PRISME apresenta-se construindo nas próprias condições históricas objetivas dos Municípios as possibilidades de sua superação. With a historical dialectical materialist perspective and a theoretical-documentary review, the article addresses the understanding of the theoretical-practical conception of the Program for Institutionalization and Management of Municipal Teaching/Education Systems: formation, follow-up, monitoring and evaluation (PRISME), developed in Tocantins with the Municipalities, from August 2022; as well as the discussion about the challenges and possibilities facing the movement of effective institutionalization of the municipal teaching/education systems in the State. From the conception of education understood as a social practice and democratic management, the empirical educational reality of the municipalities is the starting and ending point, being problematized through theoretical and practical instrumentalization in search of transformation. The purposes of this study were to compare and analyze Ministry of Education and municipal and provincial education offices in “Activation Plan for Art Education in School,” examine the current policies for art education in school at the government level and at the level of municipal and provincial education offices, and search for improvement directions for the plans propelled by Ministry of Education and municipal and provincial education offices. Based on the comparison and analysis results, the study proposed the following improvement directions: first, municipal and provincial education offices need to consult the plans of Ministry of education and reflect differentiated content to reflect the unique features of local areas when making their plans. It is especially important that their plans should contain specific plans to strengthen art education in school at the local level. Second, Ministry of Education needs to distinguish and differentiate the main projects that must be implemented by municipal and provincial education offices from the projects that can be implemented by them autonomously for the management purposes when making its plans. Third, Ministry of Education needs to consult the plans being pushed forward by municipal and provincial education offices for the year and reflect the actual state of municipal and provincial education offices when making plans for the next year. Finally, there is a need to recommend that Ministry of Education should advance the date of announcing its plans and that municipal and provincial education offices should consult them to make their own plans.

Metodologicamente, a pesquisa constitui-se bibliográfica e documental na medida em que se busca a compreensão da produção do conhecimento científico acerca de determinados recortes da realidade investigada. Cuando se habla de un Sistema de Información Geográfica -SIG- Municipal es básicamente el mismo principio de un SIG Corporativo, es decir, un sistema que se ha diseñado para cumplir múltiples objetivos de diversos departamentos de una misma organización. Para que un SIG Municipal sea exitoso es importante, que la organización planifique los alcances que tendrá con la implementación de dicha herramienta y los resultados esperados, a partir de objetivos reales. Este artículo muestra la situación en la que se encuentran los 31 municipios de la Gran Área Metropolitana de Costa Rica, en cuanto al desarrollo de los Sistemas de Información Territorial -SIT- para la gestión de los diferentes procesos municipales y de qué manera, se ha logrado o no vincular la información no solamente geográfica sino de diversa índole de interés institucional dentro del SIG Municipal, de acuerdo con el sondeo realizado entre los meses de mayo a octubre del 2018. Para este estudio, se considera la delimitación geográfica establecida por el Plan GAM 82, el cual a pesar de que cuenta con propuestas posteriores para su reforma, no han sido oficializadas. Dicho Plan, se mantiene como documento de consulta e incluso figura como instrumento de ordenamiento territorial en aquellos municipios, que no cuentan con plan regulador o cuentan con uno parcialmente aprobado.

This research seeks to analyze what is the tourist reality of the state of Nayarit and of each of the municipalities that make it up and in turn wants to know if municipal tourism is practiced correctly in the state. The main objective is to know the current state of tourist activity in the most important municipalities of said state to develop municipal tourism. A detailed investigation was carried out where various sources of consultation were used as a methodology, in which the use of the platform of the Institute of transparency and access to public information of the state of Nayarit stands out, and in turn a questionnaire was applied to the municipal tourism addresses. of said place. The information was processed and as a result it was obtained that in the state of Nayarit, municipal tourism has only been developed on the southern coast of the state, this is due to the polarization of tourism by the government and investors who have only focused on develop the Riviera Nayarit brand mainly in the municipality of Bahía de Banderas and in turn leaving aside the other municipalities of the state. As main findings it is obtained that in the state of Nayarit municipal tourism is not practiced correctly since there is a municipal administration focused on an optimal issue for tourism development, nor a plan on real development and no coordination against the different directions of the city council, to achieve advances in the matter of tourism; and the various municipalities do not have the trained personnel to direct the tourism directorates since they have little knowledge in tourism to prepare a good municipal tourism development plan.

The IDP serves as a comprehensive plan that outlines development priorities for a municipality’s jurisdiction. Its aim is to coordinate the efforts of all levels of government in order to improve the quality of life for residents in a particular area. The plan is developed based on the needs and priorities of the community, with opportunities for community involvement in identifying the most pressing needs. All stakeholders are invited to participate in the creation and execution of the plan. This study seeks to explore the significance of community participation in the IDP, using the Tzaneen municipal area as a case study. Despite various challenges, such as a lack of resources and protests, active participation in the IDP process can lead to improved service delivery, enhanced democracy, accountability, responsiveness, and community empowerment. This study adopted a convergent parallel mixed-method research approach. The study was conducted in the Tzaneen municipal area, South Africa, and four hundred and ten (410) participants were sampled in the area through probability and non-probability sampling techniques. The data were collected and analysed until saturation was reached. An online, closed-ended, structured questionnaire and face-to-face semi-structured interviews to collect empirical data were used in addition to a review of the existing literature. The study found a continuous lack of community participation in municipal affairs. The service delivery backlog is still a challenge despite the constitutional mandates and democratic principles. The participants indicated that they are unable to hold municipal officials accountable. Lastly, there is a lack of political willingness to partake in the IDP process. Thus, this study concludes by recommending that municipal policies ought to be influenced by community participation. The study found that democratic principles are still weakened. Thus, the study recommends that the Greater Tzaneen Municipality’s officials and politicians (Councillors/Ward Committee members) should always uphold democratic principles as stated in the Constitution of 1996 by ensuring active public participation, transparency, and accountable governance.

It is annually produced 400 thousand tons of solid waste in the city of Rostov-on-Don, which is taken for disposal to landfill at the Northwest industrial area of the city. Nearly 60 tons of waste enters Rostov Material Recovery Facility every year for the sorting, extracting commercially attractive factions, pressing, briquetting and subsequent transportation of residue tail to the landfill. However, the percentage of recycling in Rostov (10%) remains low, as a result of the shortcomings of the system. Recently, the Administration of Rostov-on-Don has produced a development strategy of integrated municipal solid waste management to create a new system of waste management in Rostov-on-Don. The strategy focuses mainly at Resource efficiency, which is a blend of good infrastructure, collection and design, with a dash of innovation and a strong policy framework to back it up. For the successful implementation of the strategy it is necessary to introduce an integrated system of municipal solid waste management using GIS. The methodology of integrated system with using GIS was developed by specialists of City Planning and Community Development Department of the Rostov State University of Civil Engineering. It includes implementation of collection and storage of waste and environmental data along with vehicles navigation system through ArcGIS ESRI software. It helps to facilitate collection operations, to analyze optimal locations for transfer stations, to plan routes for vehicles transporting waste from residential, commercial and industrial customers to transfer stations and from transfer stations to landfills, to calculate amount of waste collection sites in accordance with the population density and volume of bins, to locate new landfills and to monitor the landfill. GIS is a tool that also provides a digital data bank for optimization of waste collection sites allocation according with implementation of General City Plan. The territory of Rostov-on-Don has been chosen for case study. GIS allowed to make situational (operational) decisions for implementing the strategic approach to the municipal solid waste management plan of the city and supported innovative accompaniment of the process of development and implementation of priority national projects, targeted programs of ecological reconstruction and strategic plans of socio-economic development of municipalities.

Since 2003 in Poland, it has been obligatory to prepare forecasts of the financial impact of adopting local spatial development plans. Whether or not the forecasts are put to actual use and what their content and presentation form should feature, in addition to what role should the forecast play and who should be able to make use of it? This study presents the results of a series of interviews and a survey performed among a group of municipal officials. Legal documents and the literature were analysed as well. Studies have shown that financial impact forecasts are used by municipal governments only to a limited degree. Many have expressed doubts as to the feasibility of preparing and using these forecasts. Specifically, most municipal governments do not make use of these forecasts and they are prepared only because it is their legal obligation to include them as a document added to the local spatial development plan. Due to the significance of the impact of the financial implications of adopting a local spatial development plan on a municipality's budget, it is necessary to change the approach to preparing and presenting financial forecasts.

Purpose of the study: The aim of the paper is to assess the degree of implementation of sewage investments in Poland, resulting from the National Plan for Municipal Wastewater Treatment. NPMWT defined the most important investments that were to bring sewage management to the standards resulting from the Urban Wastewater Directive within the deadline negotiated by Poland in the Accession Treaty. Methodology: The assessment of the implementation of the discussed investments was made on the basis of an analysis of the NPMWT, its last update from 2022 and data from the Central Statistical Office on the condition of sewage infrastructure in Poland. The analysis covered the years 2002-2022 and was of a comparative nature. Main findings: Despite many investments, Poland still does not comply with the EU law. At the end of 2020 in 675 agglomerations with Equivalent Number of Residents ≥ 2000 (44,3% agglomeration in total) the sewage infrastructure was insufficient or the existing collective sewage systems and sewage treatment plants still did not meet the requirements of the Directive. This does not apply to the entire agglomeration, but only means that the assumed indicators of sewage treatment or sewage system have not been achieved in them. Application of the study: The analysis contained in the article may be useful for central and local authorities responsible for investments in local infrastructure and students of faculties related to environmental protection and administration. Originality/Novelty of the study: The subject discussed in the paper concerns important, current issues related to the fulfilment by Poland of the European Union law concerning the standards of urban wastewater treatment. The analysis of the sewage infrastructure was carried out from the point of view of equipping agglomerations measured by the size of the ENR, as well as nationwide – on the basis of data from the Central Statistical Office.

This empirical study was conducted to assess community participation in the development of the IDP as a management planning tool for effectively improving service delivery in the Greater Taung Local Municipality. A qualitative research method and case study design were used in this study with the objective of obtaining the views and understanding of community members (ward committees) and municipal officials regarding their participation in the Integrated Development Planning of the Greater Taung Local Municipality. Non-probability sampling, such as purposive sampling, structured interviews, and focus group interviews, were utilised to get perceptions from community members (ward committees) as well as the municipal officials of the Greater Taung Local Municipality regarding community participation. A key finding is that people at the grassroots level have little understanding of how government structures work, making it difficult for them to participate in meaningful and effective ways. Due to a lack of consultation on important municipal activities such as the IDP draft that affect the daily lives of community members, this has resulted in too many service delivery protests in the Greater Taung Local Municipality. We recommend that a management planning tool such as the Integrated Development Plan (IDP) be adopted to improve service delivery in municipalities and conclude that the IDP must be a requirement for successful municipal governance and service delivery as expected.

By 2050, two-thirds of all humanity will live in urban areas; as a result, sustainable development will become fundamental for the management of cities. Making cities sustainable means creating opportunities, safe and affordable housing, and building economic and resilient societies. To achieve sustainable development, it is crucial to harmonize three core elements: economic growth, social inclusion, and environmental protection. These components are intertwined and fundamental to the well-being of individuals and societies. This research portrays the Municipal Goals Plan as a strategy foreseen in the Sustainable Cities Program, in view of the United Nations Conference on Sustainable Development, held in Brazil in 2012 and known as Rio +20. The study has a descriptive exploratory character, the use of a case study of the municipality of Antônio Prado, located in southern Brazil, was chosen as a technical procedure testing, and describes how a small municipality could develop and apply the Municipal Goals Plan, based on the objectives of sustainable development(SDG). The results displayed in 42 months of Management (2017-2020) were very satisfactory and actually reached 90% of the 97 actions foreseen by the work teams and this mostly due to three factors: 1) the engagement of those responsible for Administrative Management; 2) the importance of planning, at both strategic and operational levels; and 3) the commitment of the teams in the execution of the actions. These three key factors for the success of the plan triggered an effective collaborative construction work, which may be called collaborative governance.

This article is the second in a line of research entitled "Instruments for territorial management", which seeks to analyse the use and valuation, by municipalities, of instruments such as the Municipal Master Plan (MP), the Educational Charter (EC), the Municipal Civil Protection Plans and also the identification of existing participation instruments in the different municipalities. In the present case, we seek to know practices and perceptions about the Educational Charter through the analysis of 44 Educational Charters and by conducting interviews with municipal representatives about this instrument for territorial management. The data collected indicate that, despite the explanation about the importance of this document, it is, in many municipalities, completely out of date and, probably, of no use. There seems to be, currently, a perspective that it should contemplate other educational dynamics than those of formal education and that it is essential to contemplate its connection to other territorial management instruments in the sense of an effective implementation of municipal educational policies considering an integrated territorial vision.

The end of the COVID-19 pandemic resulted in the total return of students and employees in Ifugao State University Potia Campus, a higher education institution located in Potia, Alfonso Lista, Ifugao, Philippines. However, the return of the pre-pandemic operations on campus caused problems in managing the generated municipal solid wastes. Hence, an analysis and characterization of the generated municipal solid wastes was conducted to determine important data that can be used for future waste management planning. The generated municipal solid wastes were gathered from the various waste generators within the campus for five consecutive days. The total generated municipal solid waste on the campus was about 140.10 kg.day-1, most of which was contributed by the canteens (20.86%). The generated municipal solid wastes were dominated by biodegradable waste (48.65%) and recyclable waste (37.26%). In addition, most of the generated municipal solid wastes were related to people’s food and beverage consumption behavior. The total volume of the MSW generated daily was about 5.647 m3. It is recommended that the campus create and enforce its waste management plan to specifically address the aforementioned characteristics of the generated municipal solid wastes.

The Sustainable Development Goals (SDGs), which were adopted in September 2015 represent a challenging worldwide action plan that aims to end poverty, achieve gender equality, in diverse dimensions, promote decent work among others. Global realization of the SDGs by 2030 is highly dependent on the localization and effective implementation of the goals, yet little is known about diverse perspective of SDG localization and challenges involved. It is in response to this that the study examines the magnitude to which SDGs have been integrated into local development planning using Adentan municipal as a case study. A qualitative method with an in-depth interview of 20 key informants was adopted. The study developed a conceptual framework which was used to examine Adentan municipal Assembly on SDG mainstreaming. The study also did a critical analysis of the medium-term development plan of the municipal assembly to identify how the Assembly has effectively mainstreamed the SDGs at the local level. The findings from the study revealed that the authorities are aware of the SDGs. Majority of the targets in SDGs (1,2,3,4,5,6,8,9,10,11,13,14,16 and 17) have been integrated into the local development plan of the Assembly. However, SDG 7 and 15 were of no interest to the municipal. The findings further indicated that financing, low awareness of the relevance of the SDGs among the citizens in the municipality and bureaucracy are the major challenges of SDG mainstreaming at the local level. The study proposed a framework which extends the theory of change on effective SDG mainstreaming and can be added to other existing framework on SDG mainstreaming at the local level to address the challenges and needs of SDG mainstreaming for development initiative and may inform future research in mainstreaming and planning.

Pero no aparece en el callejero ni en la cartografía histórica que manejamos. El ayuntamiento lo contempla como prioridad desde la aprobación del Plan Especial de Protección y Revitalización del Patrimonio Arquitectónico de 1990, incorporándolo al Plan General Municipal de 2010. A partir del trazado grafico se establecen propuestas para la apertura de este paso, con beneficios para todas las partes implicadas.

La investigación tuvo como objetivo general establecer una propuesta de un plan de incentivo integral para contribuir a la gestión municipal distrital de San Cristóbal, provincia de Picota, 2022. El tipo de estudio fue básico, enfoque mixto, diseño no experimental. La población se vio conformado por 1873, la muestra por tan solo 319. Las técnicas de recolección de datos fueron la encuesta y entrevista. Los resultados demostraron que la variable plan de incentivo y la gestión municipal se encontraron en un nivel deficiente 46.6% y 38%, esto implica que existe un bajo cumplimiento de las metas y que no beneficia a la población en general. Llegando a concluir que el diseño de la propuesta orientado al plan de incentivo integral contribuye a la mejora de la gestión municipal del Distrito de San Cristóbal, provincia de Picota, esto implica poseer procedimiento totalmente definidos que faciliten organizarse, siendo ello la programación de acciones, seguimiento continuo de las metas físicas, evaluaciones independientes del presupuesto e incentivo de gestión; donde se permita proveer productos para el logro de resultados específicos en la población y desarrollo de toda la localidad; cumplir con las metas previamente establecidos a través de una eficiente gestión estratégica, operativa y participativa.

The construction of municipal road engineering is a complex system engineering, and its internal components are interconnected and mutually restricted, and the relationship is intricate. The quality of its construction plan directly affects the realization of the project's quality, safety, environment, progress, cost, and other goals, and the project construction plan occupies an important position in the construction of the project. The selection of construction plans for municipal road projects involves a wide range of areas. According to the characteristics of specific municipal road engineering projects, it is very important to establish a scientific construction scheme intelligent generation model and select the optimal construction scheme suitable for the project from many feasible construction schemes, which has very important theoretical research value and practical application value. After analyzing the knowledge characteristics of road construction technology and the content of road construction schemes, this study decomposes the knowledge of road construction schemes into two parts: case characteristics and solutions. Then, according to the needs of case retrieval technology, the data storage form of each subdivision index is proposed and the value range is explained, and a complete structure form of the road construction scheme case database is formed. Combined with actual engineering cases, the feasibility and applicability of the intelligent generation method of the road construction scheme based on the KNN algorithm is confirmed, which provides a new idea for the automation of road construction scheme preparation and the improvement of the scheme application effect.

Abstract This article aims to understand the dispute between different worldviews through the analysis of proposals for the socioenvironmental reordering of a mega-metropolis. Ecocentric and anthropocentric moralities coexist in the structure of the political instrument developed to face the climate crisis: the Municipal Plan for the Urban Afforestation of the City of São Paulo – PMAU (2019). The theory of contemporary convivialism was used to polish categories emerging from the field of climate ethics: decision-making pluralism, planned naturalness, and temporal benefit. The result indicates that the structural content of the PMAU is still fragile to face the climate crisis. However, we highlight the importance of including the climate ethics dimension for the evaluation and effective formulation of public instruments to mitigate climate change in cosmopolitan regions.

Esta pesquisa analisa as políticas educacionais desenvolvidas por parte do governo municipal de Augustinópolis para a efetivação parcial da meta 9, do Plano Municipal de Educação (PME - 2015-2025), que trata sobre o analfabetismo de jovens e adultos. Os relatórios de monitoramento e avaliação do PME (2015-2025) foram analisados junto com a comparação entre os dados absolutos de analfabetos do Censo de 2010, e a quantidade de matrícula no primeiro segmento da educação de jovens e adultos (EJA), disponibilizados pelo Censo Escolar dos anos de 2011 a 2021, do município pesquisado. Os resultados demonstram os limites e ausências do governo municipal com as políticas de educação de jovens e adultos. The article analyzes the project activities of utility companies in Khmelnitsky in the following areas: Strategic plan for the development of utilities for 2018 – 2021 and its implementation, Investment program of utilities for 2018 – 2021 and its implementation, planned involvement of enterprises in activities / projects in 2021 – 2025 according to the Strategy of development of the city of Khmelnitsky for 2021-2025 and the Strategic plan of development of the Khmelnitsky city territorial community for 2021-2025. Problems in the implementation of project activities were identified and the reasons for non-implementation of the Strategic Development Plans of utility companies were identified. One of the most important is the need to attract and train staff, which should be consistent with the overall strategy of enterprise development. Improving the efficiency of utilities requires significant changes in business process management. In order to manage the effectiveness of business processes it is necessary to develop staff competence, staff incentives, the formation of an effective team. It is also necessary to manage communications, information and maintain customer orientation of enterprises. These problematic aspects can be solved by implementing a knowledge management system of a project-oriented enterprise. This system should contain a set of economic and mathematical models of knowledge management of operational and design activities of the enterprise. As a result of successful project implementation, the level of knowledge of project team members increases and the level of organizational knowledge of the enterprise increases, which leads to increased competitive advantages of enterprises and strengthens its position in the market of works and services. El estudio plantea como objetivo general diseñar un plan con participación ciudadana para orientar el presupuesto participativo en la gestión del municipio de Canchaque - Huancabamba. Se aplicó una metodología básica, descriptiva no experimental. Los resultados obtenidos permitieron concluir que, a partir del análisis y relación de ambas variables, se estableció, la necesidad de establecer un conjunto de estrategias tales como realizar seguimientos a los proyectos de obras públicas, organizar reuniones periódicas, diseñar el reglamento, crear un canal de comunicación móvil, un plan de trabajo, aplicar auditorías y la creación de comités de seguimiento. Para ello. Se plantea un conjunto de medios de verificación tales como las actas de reuniones, grabación audiovisual, informes de auditoría, resoluciones municipales e informes de monitoreo. De igual manera se plantea un cronograma acorde al planteamiento de las estrategias del plan las mismas que van desde una, dos meses, durante un mes, cada dos meses y durante todo un periodo de gobierno edil. Finalmente, se establece que recursos deben tomarse en cuenta entre ellos los libros de actas, el registro de asistencia, las fichas de verificación, el libro de auditorías y las fichas de registro.

Background:We surveyed North Carolina (NC) municipalities to document the presence of municipal walking- and bicycling-related projects, programs, and policies; to describe whether prevalence of these elements differed if recommended in a plan; and to characterize differences between urban and rural municipalities.Methods:We surveyed all municipalities with ≥ 5000 persons (n = 121) and sampled municipalities with < 5000 persons (216/420), with a response rate of 54% (183/337). Responses were weighted to account for the sampling design.Results:From a list provided, staff reported on their municipality’s use of walking- and bicycling-related elements (8 infrastructure projects, 9 programs, and 14 policies). The most commonly reported were projects on sidewalks (53%), streetscape improvements (51%), bicycle/walking paths (40%); programs for cultural/recreational/health (25%), general promotional activities (24%), Safe Routes to School (24%), and law enforcement (24%); and policies on maintenance (64%), new facility construction (57%), and restricted automobile speed or access (45%). Nearly all projects, programs, or policies reported were more likely if included in a plan and more prevalent in urban than rural municipalities.Conclusion:These results provide cross-sectional support that plans facilitate the implementation of walking and bicycling elements, and that rural municipalities plan and implement these elements less often than urban municipalities.

The South African Municipal Systems Act of 2003 and the 1996 Constitution encourage community-based organisations (CBOs) and communities to actively participate in the municipal planning process. It is significant for CBOs and communities to be engaged in drafting the Integrated Development Plan (hereafter IDP) to guarantee that the municipality considers their expectations and needs in the final IDP document. Thus, this article intends to determine the impact of the IDP process on increasing community participation using the Tzaneen municipal areas under the jurisdiction of GTM as a case study. It is argued that the design and implementation of the IDP process are confronted with many contemporary challenges. To comprehend the challenges, the study has adopted a mixed-method research approach. Using probability and non-probability selection approaches, 410 participants were selected from the Tzaneen municipal areas in South Africa. The data was collected and analysed until saturation was reached. The researchers used an online structured questionnaire and face-to-face semi-structured interviews to collect empirical data and review the existing literature. The study found a continuous lack of community participation in municipal affairs. The service delivery backlog is still challenging despite constitutional mandates and democratic principles. The participants indicated that they are unable to hold municipal officials accountable. Lastly, there needs to be more political will to partake in the IDP process. Based on the above, this study recommends that municipal policies should be influenced by community involvement. The study also recommends that the Greater Tzaneen Municipality's officials and politicians should at all times uphold democratic principles by ensuring active public participation, transparency, and accountable governance.

Practice variation and trends in the management of incomplete and missed spontaneous abortion: Informing a multisite quality improvement project. Megg Wylie, Amelia Srajer, Kevin Lonergan, Philippa Brain, Eddy Lang Background: Practice variation in the management of spontaneous abortion exists in the Emergency Department (ED). We developed a multisite retrospective study to assess how the management of spontaneous abortion has changed over 2014-2019 across four Calgary EDs, with emphasis on assessing variation and trends between non-operative (medical/expectant) and operative (dilatation and curettage) management. Medical management has been increasingly indicated as effective, yet a knowledge gap exists regarding its use. Knowledge of that proportion and physician-level practice variation will facilitate educational and audit and feedback style initiatives. Results provide justification and supporting data for said initiatives, which may be extrapolated to elsewhere. Implementation: Two medical students are heading the day to day work of this project, with support from a principal investigator with the Department of Emergency Medicine in Calgary. We also have the support of a data manager and the head of pregnancy loss in the region. This study was implemented as a quality improvement project. Therefore, the Conjoint Health Research Ethics Board at the University of Calgary was consulted to ensure the project qualified as a quality improvement and that our privacy protections were appropriate. With approval from the ethics board, we needed the data to analyze and assess. To do so, we utilized Sunrise Clinical Manager (SCM) to retrospectively collect data. Sunrise Clinical Manager, a system utilized in Calgary EDs to track patient and department information, was accessed to collect administrative data. Sustaining this work will involve the continued efforts of the described team, largely in writing up the results and disseminating them via audit and feedback procedures. Evaluation Methods: Using SCM, data were retrospectively collected for patients coded with International Classification of Disease (ICD-10) codes O03.4 (incomplete spontaneous abortion without complication) or O02.1 (missed abortion) who presented to an ED in Calgary (Foothills Medical Centre, Peter Lougheed Centre, South Calgary Hospital, and Rockyview General Hospital) over 2014-2019. We collected patient and environmental factors to allow for the examination of unintended associations. Hemoglobin, HCG level, CTAS code, PIA (time to MD), and U/S result (to confirm diagnosis) were collected. Variables regarding length of stay, procedures received (D&Cs, or other), and returns to care (within 72 hours, and 7 days) were collected. Return to care for future D&C was considered a proxy for failed non-operative management. Demographic and practice data were collected on ED physicians who saw a minimum of 15 patients from our cohort, to gain understanding of trends in practice. Data were analyzed using Chi-square and Mann-Whitney U tests. Results: Within our cohort, 1110 (28.9%) patients received a D&C. The remaining 2735 (71.1%) patients were managed non-operatively. Variation and trends were present between sites, with rates of D&Cs ranging from 15.8% to 33.5% (p <0.001). The rate of D&Cs decreased from 34.2% in 2014 to 22.6% in 2019 across all sites (p <0.001), and 11.6% absolute and 33.9% relative reduction; yet there was minimal variation over time in rates of ED returns and returns resulting in D&Cs. 78.6% of physicians who saw ≥ 15 patients were female, with female physicians responding to 81.8% of our cohort Advice and Lessons Learned:1) Our first suggested lesson is to have a clear plan regarding deadlines and timelines, but toalso have room for flexibility. At some times the work on this project was slowed to alloweffective collaboration with the obstetrics and gyneocology department, or to allow for therefinement of data management. By setting realistic timelines, team members wereencouraged to progress the work in a timely fashion. However, by having flexibility the teamwas able to adapt to roadblocks along the way. 2) A second lesson would be the importance of meaningful collaboration between departments.Though the setting of the project was within Calgary EDs, the topic and content have clearrelevance to obstetics and gynaecology. Abstract Public spaces affect urban dynamics, with implications for environmental and cultural management, the population’s well-being, and local sustainability. Thus, the correct regulation and management of urban spaces has potential for promoting the democratic place. This article analyzes the Municipal Complementary Law n. 5.481/2019 – the new Master Plan of Teresina (acronym in Portuguese: PDOT) –, mapping the approach to and the treatment of the issue of urban space. It also surveys the state-of-the-art in urban open spaces. The conclusion is that the PDOT presents protective devices for urban spaces but does not use effective tools to identify, manage and preserve urban open spaces within the scope of the municipality of Teresina.

A bilevel programming model is established to determine the emergency storage centers location and the resource supply plan of the provincial and municipal levels by the collaborative mode of the vertical supply and lateral transfer for the emergency logistics system in the unusual emergencies. And the optimal solution is obtained by the hybrid genetic algorithm. Finally, the case shows the effectiveness of the proposed model and its algorithm.

En la última década, se ha dado una tendencia en el desarrollo urbano, y ha conducido a la creación de nuevas clases de subcentros urbanos, propiciando una reestructuración macroeconómica, lo cual ha influido en los precios de la tierra. Todo este movimiento ha afectado profundamente la ciudad de Xalapa, la naturaleza y escala de la pobreza urbana, así como los proyectos de rehabilitación a gran escala de áreas abandonadas o en malas condiciones, hasta los nuevos proyectos inmobiliarios de uso mixto en las áreas que limitan el centro poblacional. Los intentos por organizar los espacios y dotarlos de servicios básicos que ofrezcan las condiciones adecuadas de bienestar para la mayoría de la sociedad, se han ido rezagando en gran medida por la falta de una planeación que evita el crecimiento sin control. El presente artículo tiene como objetivo el análisis del Plan Municipal de Desarrollo y observar cómo afecta el valor de la tierra, por su naturaleza es un estudio cuantitativo, la metodología específica es una encuesta, misma que permite dar respuesta a la hipótesis de esta investigación, la cual es la siguiente: la Influencia del Plan Municipal de Desarrollo (2018-2021), ocasiona un castigo en el valor de la Tierra en el Municipio de Xalapa.

- The plan for the Ring in Vienna is one of the most significant examples of urban transformation of a European capital in the nineteenth century. The plan was chosen from entries in a competition published in the Wiener Zeitung in 1858. It raised a number of issues that completely upset the existing balances between various opposing power centers: military authority vs. civilian society, municipal vs. state power, public vs. private property, and financial management tools vs. building codes. As opposed to the model plan in Paris, Vienna's plan was successful because the land involved was public and thus the government was not forced to use the politically dangerous means of expropriation by eminent domain. The financial crisis of 1873 that followed the collapse of the stock exchange did not leave any immediate effect on the city. The Christian Social Party won the 1885 elections and pushed for the creation of Greater Vien- na (GroB Wien) and for the public management of urban transportation, including the construction of a subway system. This was a turning point for urban development.

The article studies the issues of state formation of the Republic of Latvia after gaining independence. The authors note that Latvia has retained the features of the normative legal regulation of the period of its independence as it was in 1918 and until the country became a part of the USSR. Today, as a member of the European Union, Latvia is oriented towards modern European standards of state-building. The ongoing administrative reforms are aimed at observing the rights and freedoms of citizens, achieving openness and sustainable development, and introducing digital technologies into state and municipal administration. The authors also note the low involvement of citizens in the processes of state and municipal administration, while municipal authorities maintain a fairly high level of trust among citizens. Analysis and optimization of processes, elimination of duplication of actions among state institutions, as well as reduction of the administrative burden have become an important part of the work of public administration. Also, according to the plan for reforming public administration, the quality and availability of public services for the population are constantly improving.

El dribling es considerado como la técnica más importante del baloncesto, puesto que permite desplazar al jugador por el campo con el balón. Es primordial que todos los jugadores manejen con la mayor soltura posible el bote, en especial con ambas manos y por ambos lados. De esta perspectiva se levanta la necesidad de conocer: ¿cómo mejorar el dribling en los niños de la escuela Municipal de Baloncesto del Cantón Sucre? El presente proyecto se lo desarrolla con la finalidad de incorporar a los niños en la práctica del baloncesto mediante un programa de enseñanza y aprendizaje. El objetivo general consiste en comprobar la efectividad de un programa de ejercicios para la enseñanza del dribling en niños 8 a 12 años en el Basquetbol de la escuela Municipal del Cantón Sucre. La metodología propuesta corresponde a una investigación de campo y corte longitudinal. Además, utiliza un enfoque cuantitativo en el análisis de los resultados. La población está compuesta por 50 niños de los cuales a través del sistema muestral aleatorio simple se seleccionó una muestra de 25 niños. Los deportistas en el pre-test, demostraron falencias en el dominio de la técnica del dribling, con valores que alcanzaron deficiencia, escasa motricidad, pérdida de balón. Con la aplicación del plan de ejercicios propuestos, en el pos-test se visualizaron mínimas mejorías, pero considerables dentro del tiempo de ejecución del programa de ejercicios. The effectiveness of an exercise program for teaching dribbling in children ABSTRACT Dribbling is considered the most important technique in basketball, since it allows the player to move around the field with the ball. It is essential that all players handle the pot as freely as possible, especially with both hands and on both sides. From this perspective arises the need to know: how to improve dribbling in the children of the Municipal School of Basketball of the Sucre Canton? This project is developed with the purpose of incorporating children into the practice of basketball through a teaching and learning program through. The general objective consists of verifying th.e effectiveness of an exercise program for the teaching of dribbling in children 8 to 12 years old in the Basketball of the Municipal School of the Sucre Canton. The proposed methodology corresponds to a field investigation and longitudinal section. In addition, it uses a quantitative approach in the analysis of the results. The population is made up of 50 children from which a sample of 25 children was selected through the simple random sampling system. The athletes in the pre-test, demonstrated deficiencies in the mastery of the dribbling technique, with values that reached deficiency, poor motor skills, and loss of the ball. With the application of the proposed exercise plan, in the post-test minimal improvements were seen, but considerable within the execution time of the exercise program. Much of North America’s critical municipal right-of-way (ROW) infrastructure is facing a severe deficit in planned maintenance, rehabilitation, and renewal spending. An optimized holistic approach for capital improvement planning allows for the consideration of contiguity savings and efficiencies through the synchronization of rehabilitation and renewal projects for collocated segments from different ROW infrastructure component systems. This paper presents the results of the application of a holistic methodology to a small ROW network made up of segments of varying condition and criticality. This methodology was developed utilizing an evolutionary genetic algorithm to optimize a five-year capital improvement plan. The results from the application of the holistic model to an existing ROW network indicate that it is successful in achieving savings through synchronization and in providing superior maintenance, rehabilitation, and renewal plans when compared to the traditional paradigm where independent plans are created for road, sewer, and water utilities.
