Resumen
This article focuses on co-development technology transfer models. It offers an empirical analysis of a pioneer model applied in Italy: the proof-of-concept network (PoCN) applied by AREA Science Park in Trieste. Starting with a review of the literature, the authors identify the drivers that facilitate collaboration between the industrial and research systems in the embryonic phase of technology development. Then, discussing the PoCN model, the article analyzes and explores an emerging phenomenon that is as yet poorly understood. The application of a model for co-development, in fact, highlights many advantages for both firms and the research system and improves the efficiency of matching between these distant and heterogeneous sectors. The authors report a single case study which, while appearing to be a limitation of the article, offers elements of originality because it concerns the first applied co-development model in Italy. There are many practical implications, not only for firms and research institutions but also for policymakers who seek to implement public policies to support innovation and technology transfer.

Resumen
Several philosophers of technology have argued that technology mediates human actions. For example, in the branch of post-phenomenology, authors such as Don Ihde and Peter-Paul Verbeek have described the mediating aspects of technology in terms of morality of technology (more prominent in Verbeek) as well as in the sense that technology changes our perception of ourselves and the world (more prominent in Ihde). In this article, different existing types of mediation are presented, critiqued, and enriched. The four types are illustrated by referring to military high-tech environments with a focus on visual data and imaging technologies. These technologies can mediate actions (1) by inviting certain behavior, (2) through amplification and reduction, (3) through built-in norms, and (4) through interpretation. The four types of mediation mainly focus on the technology or technological artifact itself. What these approaches fail to grasp, however, is the specific user practices in which most technologies function. In this article, it is argued that to understand the mediating aspects of technology more fully, attention should be paid to the specific user context in which the technology functions. Therefore, an enriched understanding of the four types of mediation of technology is proposed by taking the lens of normative practices and analyzing the different types of mediation through this lens. The Kunduz airstrike incident, which took place in 2009 in Afghanistan, is a case in which a visual data sharing device called Rover played a prominent role. This case is used in this article to illustrate how technology mediates human actions in military practice.

The real-time communication and collaboration of the internet of things, the internet of services and cyber-physical systems with each other and with people has started a new era in industrial production. This era called Industry 4.0, brought about revolutionary changes in many areas of life, including education. In order to fully exploit the potential of smart products, services and business opportunities that are expected to be widely used in all sectors in the near future, education systems need to be overhauled to meet the qualified manpower required by this dynamic process. The ability of companies and institutions with strong information and technology infrastructure to reflect advanced digital technologies to innovation and production processes requires some certain skills, described as 21st century skills. Education 4.0, a reflection of the era of Industry 4.0, refers to a period in which education paradigms, approaches and technologies have been changed. In this study, major technology trends and their reflections on learning and teaching processes are examined within the framework of changing educational paradigms and teaching approaches. Blockchain (BC), the technology behind the Bitcoin crypto-currency system, is considered to be both alluring and critical for ensuring enhanced security and (in some implementations, non-traceable) privacy for diverse applications in many other domains - including in the Internet of Things (IoT) eco-system. Intensive research is currently being conducted in both academia and industry applying the Blockchain technology in multifarious applications. Proof-of-Work (PoW), a cryptographic puzzle, plays a vital rôle in ensuring BC security by maintaining a digital ledger of transactions, which is considered to be incorruptible. Furthermore, BC uses a changeable Public Key (PK) to record the users’ identity, which provides an extra layer of privacy. Not only in cryptocurrency has the successful adoption of BC been implemented but also in multifaceted non-monetary systems such as in: distributed storage systems, proof-of-location, healthcare, decentralized voting and so forth. Recent research articles and projects/applications were surveyed to assess the implementation of BC for enhanced security, to identify associated challenges and to propose solutions for BC enabled enhanced security systems.

Resumen
This paper examines the challenges in reforming agricultural extension in India to meet the complex and heterogeneous demands of agricultural and rural development. While extension can and should play a much wider role in engaging with these issues, its performance remains restricted to the traditional one of technology dissemination. Fresh theoretical perspectives on the nature of innovation and appropriate institutional reform are opening up new vistas for extension. But the implementation of many of these necessary changes is hampered by outmoded understanding of its role and function, lack of partnerships among the different actors, limited expertise and lack of an explicit agenda on institutional learning.

In the aftermath of the 2008 financial crisis, Bitcoin emerged as an alternative monetary system that could circumvent political and financial authorities. A practice in libertarian prefigurative politics, Bitcoin demonstrates the capacity for online subgroups to creatively appropriate internet-based technologies to enact alternative futures. Andrew Feenberg’s critical theory of technology clarifies this capacity and outlines the significance of agency in technical action. As technology mediates many social relations, it has a significant role in the reproduction of social power. Technological agency is therefore a crucial site of resistance in which users can form alternative, democratic rationalizations of technology. Yet are such instances of agency intrinsically democratic? In analysing this aspect of Feenberg’s theory, this article argues that Bitcoin represents a ‘popular rationalization’ of technology – a creative appropriation of technology that empowers some groups while lacking the ethical justification necessary to be considered democratic.

Resumen
We wonder whether theory alone can solve problems and answer questions faced by practitioners working on the front lines of assessment innovation. Stated another way, to what degree can current theories influence the application of our work to new technology when it comes available? We are speaking as practitioners working in selection, the area in which technology has been studied most commonly in industrial-organizational (I-O) psychology (e.g., King, Ryan, Kantrowitz, Grelle, & Dainis, 2015). More specifically, we focus on the impact of mobile technology on our selection systems. We are excited for the focal article (Morelli, Potosky, Arthur, & Tippins, 2017) on theory development relative to technological advancement because much of the work we do in this area has not been discussed significantly in the literature. Our goal in this commentary is to review what we have learned about the implications of technology from our experience building and validating innovative prehire assessments.
