With this paper we introduce the Australian Journal of Taxonomy and outline its scope, rationale, workflow and governance. The journal is published by Taxonomy Australia, a national collaboration by the Australian taxonomic community. Australian Journal of Taxonomy is one of the world's first fully-online journals. Papers are born-digital and born-online: they are authored on the Australian Journal of Taxonomy online platform, and all subsequent steps (peer-review, editing, copy editing and publication) take place on that platform. At no stage does a paper in Australian Journal of Taxonomy need to exist as a document in a word-processing application. This fully-online processing substantially eases and accelerates workflows, and reduces the costs of production and publishing to a minimum. For these reasons, Australian Journal of Taxonomy is also diamond open access, with no access charges for either authors or readers. Australian Journal of Taxonomy is optimised for the rapid publication of new Australian taxa across all eukaryotic organismal groups (animals, fungi, plants etc.), and is part of the overarching strategy of Taxonomy Australia to substantially accelerate the discovery and taxonomic documentation of Australia's biodiversity.

Within the context of the Australian higher education sector and the organisational interactions facilitated by a university, the politics of Anglo-Australian identity continues to limit the ability of ‘whitefella’ Australians to engage with Indigenous people in a way that might be said to be truly ethical and self-transformative. Instead, the identity politics of Anglo-Australia, a politics that originates in the old colonial stories of the 19th century, continues to function in a way that marginalises those individuals who choose to engage in a way that goes beyond the organisational rhetoric of government and civil institutions in promoting causes such as reconciliation and ‘closing the gap’. The history of Australian colonialism teaches us that, when a deep and productive engagement between settler and native has occurred, the stability of Anglo-Australian identity is destabilised as the colonial establishment is reminded of Indigenous dispossession and the moral and legal legitimacy of the contemporary Australian state become subject to problematic questions that arise from this fact of Australian history. Framing the contemporary context of change and resistance, the authors discuss the importance of inclusive institutional practice, in the quest for a democratic modelling that points to a pathway for a truer recognition, acceptance and inclusion of Indigenous peoples in the ‘mainstream’ of Australian university life.

Purpose – The purpose of this paper is to examine the wage differentials along the entire distribution between immigrants and the Australian-born. Design/methodology/approach – Using the Household, Income and Labour Dynamics in Australia (HILDA) Survey, the authors apply a semi-parametric method (DiNardo et al., 1996) to decompose the distributional wage gap between immigrants and native-born Australians into composition effect and wage structure effect. The authors further apply the unconditional quantile regression (UQR) method (Firpo et al., 2007) to decompose the overall wage structure effect into contributions from individual wage covariates. Findings – Relative to the native-born, both effects favour immigrants from English-speaking countries. For male immigrants from non-English-speaking countries (NESC) the favourable composition effect is offset by disadvantage in the wage structure effect, leaving little overall wage difference. Female immigrants from NESC are disadvantaged at the lower part of the wage distribution. Practical implications – The increasingly skill-based immigration policy in Australia has increased skill levels of immigrants relative to the Australian-born. However, the playing field may yet to be equal for the recent NESC immigrants due to unfavourable rewards to their productivity factors. Also, immigrants are not homogeneous. Countries of origin and gender matter in affecting wage outcomes. Originality/value – The unique wage-setting system and the increasingly skill-based immigration policy have made Australia an interesting case. The authors examine the entire wage distribution between migrants and native-born rather than focus on the mean. The authors differentiate immigrants by their country of origin and gender; and apply the UQR decomposition to identify the contributions from individual wage covariates.

This article examines how moral rights are treated in Australian publishing contracts, and whether this approach is consistent with the expectations of authors, journalists and academics. Although, in theory, moral rights cannot be sold or assigned in Australia, the apparent wide scope for exceptions raises questions of whether there is any real protection afforded to creators under the Copyright Act 1968 (Cth), notably in circumstances that relate to pressure on creators to accept contractual terms in order to get published. Additionally, Australian case law reflects some uncertainty about the traditionally accepted non-economic nature of moral rights. The article examines recent case law in this field, found in Meskenas, Perez and Corby, and considers the literature associated with development of moral rights in Australia. It then presents the findings of a two-part study of moral rights in Australia; first through the results of interviews with 176 Australian authors, journalists and academics, followed by an analysis of 20 publishing contracts. It concludes that — in some, but not all, instances — a combination of the exceptions allowed under the Act and practical exigencies have diluted the unique character of authors’ moral rights and have created an environment of uncertainty.

Can the honour of the dead be prejudiced? There is much philosophical debate about whether the dead can, or should, enjoy legal rights. Australia, like many jurisdictions, has apparently bypassed that debate and confers post-mortem moral rights on authors, which endure for at least 70 years after an author's death. The Australian moral right of integrity protects authors from certain conduct in relation to their copyright works, which is prejudicial to their honour or reputation. This deliberate conferral of a posthumous right ostensibly acknowledges that a deceased author's honour can be harmed. This article examines questions surrounding the apparent conundrum of posthumous prejudice to an author's honour. How can prejudice to the honour of the dead be established in the absence of the author, particularly if honour is interpreted subjectively? Do insuperable evidentiary hurdles render the posthumous honour limb of the moral right of integrity illusory? The article concentrates on Australian law, but engages in relevant comparative treatments, particularly with French, Canadian and United Kingdom law. Judicial consideration of moral rights under the common law is scant, particularly in Australia, and rarer still in a post-mortem context. However, the issues explored in the article are important, will inevitably arise for consideration and merit a comprehensive examination.

Since the 1980s, indigenous authors have had a high profile in Australia and their writing has made a significant impact on the Australian public. Given that poetry has attracted more indigenous Australians than any other mode of creative expression, this genre, too, has provided an important impetus for their cultural and political expression. Discussing the verse of Romaine Moreton, and taking up George Levine’s view (2000) that works of art are able to produce critical disruptions and generate alternative worlds, the article aims to show that Moreton’s mesmerising reflections on origin, dispossession, dislocation and identity of Australian indigenous peoples encouraged national self-reflection and helped create a meaningful existence for the deprived and the dispossessed. It also touches upon some other topics explored in Moreton’s poetry and provides evidence of its universal relevance.

The authors’ research attention is focused on the specifics of the Australian memorial practices dedicated to the World War I. The statement is substantiated that in the Australian context memorials and military monuments formed a special post-war and post-traumatic part of the visual memory of the first Australian global military conflict.
 The features of the Australian memorial concept are clarified, the social function of the monuments and their important role in the psychological overcoming of the trauma and bitter losses experienced are noted. The multifaceted aspects of visualization of the monumental memory of the World War I in Australia are analyzed. Monuments and memorials are an important part of Australia’s visual heritage.
 It is concluded that each Australian State has developed its own concept of memory, embodied in various types and nature of monuments. The main ones are analyzed in detail: Shrine of Remembrance in Melbourne (1928–1934); Australian War Memorial in Canberra (1941); Sydney Cenotaph (1927-1929) and Anzac Memorial in Sydney (1934); Desert Mounted Corps Memorial in Western Australia (1932); Victoria Memorials: Avenue of Honour and Victory Arch in Ballarat (1917-1919), Australian Ex-Prisoners of War Memorial (2004), Great Ocean Road – the longest nationwide memorial (1919-1932); Hobart War Memorial in the Australian State of Tasmania (1925), as well as Villers-Bretonneux Australian National Memorial in France dedicated to French-Australian cooperation during the World War I (1938).
 The authors demonstrate an inseparable connection between the commemorative practices of Australia and the politics of national identity, explore the trends in the creation and development of memorial practices. It is noted that the overwhelming majority of memorial sites are based on the clearly expressed function of a place of memory, a place of mourning and commemoration. It was found that the representation of the memorial policy of the memory of Australia in the first post-war years was implemented at the beginning at the local level and was partially influenced by British memorial practices, transforming over time into a nationwide cultural resource.

A sample of 1166 astronomy papers produced by Australian authors in recent years has been compiled, and from this statistics have been derived for the number of times authors’ institutions are referred to and also those journals which are most frequently used. In addition, an analysis has been made of the various subfields where Australian astronomy research is concentrated, how this compares with the rest of the world, and which institutions and journals figure most prominently in each particular subfield.

AbstractIn 2004, Natalie Lloyd and Jane Mulcock initiated the Australian Animals & Society Study Group, a network of social science, humanities and arts scholars that quickly grew to include more than 100 participants. In July 2005, about 50 participants attended the group's 4-day inaugural conference at the University of Western Australia, Perth. Papers in this issue emerged from the conference. They exemplify the Australian academy's work in the fields of History, Population Health, Sociology, Geography, and English and address strong themes: human-equine relationships; management of native and introduced animals; and relationships with other domestic, nonhuman animals—from cats and dogs to cattle. Human-Animal Studies is an expanding field in Australia. However, many scholars, due to funding and teaching concerns, focus their primary research in different domains. All authors in this issue—excepting one—are new scholars in their respective fields. The papers represent the diversity and innovation of recent Australian research on human-animal interactions. The authors look at both past and present, then anticipate future challenges in building an effective network to expand this field of study in Australia.

This paper provides a broad discussion about voluntary assisted dying (VAD) in Australia. The discussion examines the history of the VAD debate in Australia and whether public support for VAD and the arguments that have provided the framework for the VAD debate have evolved over time. This seems a prudent time to have such a discussion, given the very recent rush by all Australian states to bring about or attempt to bring about VAD legislation. This rush, inexplicably perhaps, comes after decades of attempted but failed progress in the legalisation of VAD in Australia. The authors attempted to undertake a systematic literature review for this paper, but the paucity of academic research and the lack of consistent terminology in this area made such a search untenable. Instead, the authors examined parliamentary documentation and then widened the search via the sources found within this documentation. The examination of available data showed that VAD has enjoyed significant public support from Australians over time and that the arguments in the VAD debate in Australia have been consistent over time.

Purpose – The purpose of this paper is to provide a thought-provoking, attention-directing diegesis about the quality of the experience for those working as academic accounting scholars. Design/methodology/approach – Using storytelling by the authors as narrators and a literature review, this paper examines challenges to, and possibilities for, accounting academics. Findings – The study reveals a number of possibilities for the sustainability of the accounting academy in Australia, all of which rely on the symbiotic relations between the three elements of the profession – practitioners, policymakers and academics – to prepare accounting and business professionals for the future. Research limitations/implications – The study is limited to the Australian context of academic accountants and, therefore, the identified possibilities for accounting academics in other contexts may differ. Practical implications – This paper identifies the challenges for contemporary accounting academics in Australia and presents opportunities for sustainability of the Australian accounting academy. Originality/value – This paper uses a story to explore its overarching theme of the quality of the academic experience for accounting academics in Australia. The story is developed from the authors’ combined experiences of > 80 years as accounting academics who are also actively engaged with the profession.

In March 2002 the authors notified all the children living in the Woomera Detention Centre to South Australia's child protection system, in an effort to ensure that the well-being of those children was protected. An investigation was conducted; serious problems at Woomera were identified; and the relevant South Australian Minister asked the Federal Minister for Immigration for ‘new guidelines’ for the centre. Then silence descended.In this article, the authors detail the reasons for their notifications and outline the events which followed. The Federal Government criticised the report of the investigation by SA child protection workers, and there is no indication of any action taken on it. In explaining the ensuing silence the authors refer to their understanding of the contents of a Memorandum of Understanding between the Federal and South Australian Governments. This memorandum, it is believed, ensures no further information about Woomera will be revealed. Further, the memorandum appears to leave the Federal Government with total responsibility for follow-up action. The South Australian Government seems to have surrendered its responsibility in this regard. Given the lack of action, the authors question whether both levels of government could be in breach of South Australia's Children's Protection Act 1993.

The amendments provide Australian Secret Intelligence Service staff and agents with additional protection from Australian criminal prosecution when using force under certain circumstances in overseas jurisdictions. The authors assert that while well-intentioned, and despite new and existing oversight provisions, the amendments allow pre-emptive use of force that could potentially be used to justify carrying out extraterritorial killings of Australians and foreign nationals, thereby breaching the lawful boundaries of Australian Secret Intelligence Service’s functions.

It is argued that creation science education, because of its conservatism, has become accepted as a quiet presence in Australian education. The authors demonstrate, via an examination of the social studies and science components of a creation science education program, how these programs are at odds with widely accepted views on education in Australia and do not comply with requirements for registration of non-government schools, as set out by the Australian Education Council. Moreover the wider issue of creation science has been pushed aside as ‘too hard’ by Australian educators. It is argued that there is evidence to question seriously this narrow fundamentalist education operating in some Australian schools.

 In Black Words White Page (2004), his seminal study of Aboriginal cultural production in Australia, Adam Shoemaker notes that ‘when Oodgeroo Noonuccal’s first collection of poetry appeared in print in 1964, a new phase of cultural communication began in Australia’ (2004, p. 5). The ‘new phase’ to which Shoemaker refers pertains to the many plays, collections of poetry and novels by Aboriginal authors published between 1964 and 1988 and directed to Australian and international audiences. Flying under the radar of scholarly attention, Aboriginal authors and artists also produced significant numbers of children’s books during this time, including Wilf Reeves and Olga Miller’s The Legends of Moonie Jarl, published by Jacaranda Press in 1964 (see O’Conor 2007), Oodgeroo Noonuccal’s Stradbroke Dreamtime (1972), and the picture books of Dick Roughsey and many other Aboriginal authors and artists (see Bradford 2001, pp. 159-90).

Some – particularly Australasian – authors who have published in Polar Record may be familiar with the debate around the acceptability of the word ‘expeditioner’. The term is regularly used by Australians and New Zealanders, in both casual and official contexts. In The Antarctic Dictionary, Bernadette Hince (herself Australian) classifies the word as particularly (although not solely) Australian, notes its regular use by the Australian national programme, which publishes an Expeditioner Handbook, and defines it as ‘A member of an [A]ntarctic expedition, including a government expedition’ (Hince 2000: 118–119). However, ‘expeditioner’ appears in the Oxford English Dictionary only as a rare and obsolete term. The sole example cited in the OED Online is from 1758, in a non-polar context; the definition provided is ‘One engaged in an expedition’. Neither The Australian Oxford Dictionary (2nd edition, 2004) nor The New Zealand Oxford Dictionary (2005) includes ‘expeditioner’, although the term is included in the Australian Macquarie Dictionary (5th edition, 2009) and the US-based Webster's Third New International Dictionary (1993). There is clearly significant national variation in the term's acceptability and its use in an academic publication can draw negative attention (Stone 2003: 172 – not coincidentally, a British review of a book by an Australian author). This note argues that ‘expeditioner’ should not be dismissed as an idiolectic ungrammatical term unsuitable for use in British publications. We make a case for the use of ‘expeditioner’ on three grounds: conceptual appropriateness, precedence and convenience of expression.

Purpose – The purpose of this study is to compare the information disclosed by leading Australian audit firms in their first-time audit firm transparency reports. Australia has mandated the preparation and release of transparency reports by audit firms in 2013 to provide better information to stakeholders about audit firms, their governance and their internal governance systems. These reports promote increased transparency regarding issues which are believed to contribute to audit quality. Design/methodology/approach – The paper takes the form of an archival analysis where the authors summarise the governance and other information for the 21 leading Australian audit firms as disclosed in their first-time 2013 transparency reports. Findings – The authors find that audit firms meet the minimum transparency report disclosure requirements, but have different approaches to governance in the areas which may impact audit quality. These areas include: the internal quality control systems, independence practices, continuing education and partners’ remuneration structures. The authors identify specific areas where transparency reports may give rise to future research opportunities. Originality/value – Australia is one of the first countries to require audit firms to publish transparency reports, and this is the first study to examine these reports. By summarising transparency report disclosures, we present a comprehensive picture of how Australian leading audit firms govern and oversee their business activities. This is useful to transparency report preparers, report users and regulators.

In his landmark revision of the Australian Dynastinae (Coleoptera: Scarabaeidae) Phil Carne (1957) described Novapus bifidus Carne, 1957 from males and females collected at Cape York and Thursday Island. The type series is in the Australian National Insect Collection, Canberra, Australia (ANIC); the Natural History Museum, London, United Kingdom; the South Australian Museum, Adelaide, Australia (SAM); and the Museum of Victoria, Melbourne, Australia. He noted “In the collections of the South Australian Museum there are specimens designated as types of bifidus Lea. No description of this species has been published, and it is now described under the same specific name”. One of his paratypes is a female in SAM identified as “Lea’s unpublished ♀ type” and two other paratypes are males in SAM. Cassis & Weir (1992) noted that one of the SAM specimens has the registration number I4268, although they knew of only two paratypes (one male, one female) in that collection. The name has been attributed to Carne by most subsequent authors (Endrődi 1974, 1985; Carne & Allsopp 1987; Cassis & Weir 1992; Dechambre 2005; Atlas of Living Australia 2018.). Krajcik (2005, 2012) listed it in his scarab checklists but as “bifidus? Carne 1957”.

In the modern era, the not at all new maxim that information rules the world is getting a new, this time “digital-platform” confirmation of its truth. With the emergence of global online platforms in the 1990s, the categories of “freedom of speech”, “freedom of mass information" and “freedom of self-expression”, while gradually changing the technological formats of their embodiment and implementation, keep their democratic essence and role in the processes of personal, public and state development unchanged.
 As humankind enters its next information cycle, roughly covering the first decades of the 21st century, institutional and regulatory potential of the historically “youngest” information and communication freedom — the freedom of web-based (online) information and communication — is gradually taking shape, gaining institutional and regulatory potential. Like its antecedents (freedom of speech, press, radio and television broadcasting), it requires a certain upgrade of its social regulatory mechanisms as it “matures” and enters into the life of global, national and regional societies.
 It is the context of the implementation of this kind of innovation on the example of a specific country — Australia — that determines the basic subject of this article, its main essential component. Specific and topical manifestations of this essence are analyzed by the authors of this article using examples of legal and other regulatory systems in the Australian media sphere. For example, one of the subjects of analysis is the question of how is Australia coping with the challenge of updating its social regulatory mechanisms in the media sphere. And, as a logical consequence of the former, is there any position in Australia's relevant experience that is worthy of reception in other legal and ethical orders?
 Focusing on these issues the authors review some of the most interesting decisions taken by the Australian government over the past decade. The authors also analyse the current law and other regulatory mechanisms and instruments in Australia aimed at regulating the mass media public relations in this country as well as the main trends of their development. In particular, such as pioneer (Australia is a recognised pioneer in this sphere of legal regulation!) changes in the regulation of digital media platforms on the example of Google and Facebook (from October 28, 2021 — Meta Platforms, Inc. in Russia, admitted as extremist organization by the Moscow Tverskoi Court), and quite specific modifications of Australian national defamation law.

Many countries have undergone a broad retreat from the use of indirect (supply) subsidies to meet low-income housing-affordability problems, shifting to direct subsidies often linked to means-tested income-maintenance systems. Although the reasons for this change of direction are well documented, the efficacy of direct housing subsidies in terms of tackling affordability remains in question. The authors examine in detail one such system, Australia's Rent Assistance (RA) programme, making use of a microsimulation model of the Australian housing market linked to a model of the social security system. It is found that there is considerable targeting error because many low-income renters are ineligible for direct subsidies. It is also found that RA is relatively ineffective in overcoming affordability problems in high housing cost areas of Australia. Although RA does not of itself contribute much to poverty-trap problems, it may deter unemployed households from moving to areas where job vacancies exist. The authors conclude that future comparative work could usefully analyse the distributional and behavioural impacts of different forms of housing allowances. Moreover, alternative policies could be recalibrated within the microsimulation model in order to examine the first-round impacts of policy design change.

The reality of major capital projects With almost $1 trillion of investor capital being committed to major capital projects across Australia, the competition to secure adequate skills, machinery, materials, operating licenses, contractor support, and associated infrastructure has increased significantly, putting pressure on supply and yielding unique delivery risks. Furthermore, the sheer magnitude and complexity of these projects, combined with market conditions and the high value of the Australian dollar, has increased risk profiles to the point where such projects may threaten the financial security of owners and investors. The reality is that major capital projects can significantly enhance or erode shareholder value, depending on how well they are executed. Considering their high-impact nature, levels of governance, risk management, and assurance need to be strengthened. Risk intelligence in major capital projects As part of Deloitte's ongoing relationship with some of the most prominent major capital project entities in Australia, the authors have assessed a number of mega projects to determine what commonalities exist in light of risk management better practice. The authors have consolidated their observations into their latest contribution to Australian industry: Nine Principles to Establishing a Risk Intelligent, Major Capital Project. This extended abstract outlines what the authors believe the top Australian major capital projects are doing to control risk, while pursuing their delivery objectives. Purpose The purpose of this paper is to address gaps in the knowledge about human resource (HR) professional involvement in strategic decision-making in China compared with that in Australia. Design/methodology/approach First, the authors compare the strategic involvement of Chinese and Australian HR professionals. Second, based on the upper echelon theory, the authors compare the impact of chief executive officer (CEO) and top management team (TMT) between both countries on HR involvement in strategic decision-making. Data were collected from matched pairs of HR and TMT executives in China (n = 168) and in Australia (n = 102). Findings Results indicate a difference, despite of no statistical significance, in HR involvement in strategic decision-making between Chinese and Australian samples. TMT behavioural integration was positively related to HR involvement in strategic decision-making in a collectivistic culture (i.e. in China), but not in an individualistic culture (i.e. in Australia). However, CEO support for HRM was positively related to HR involvement in strategic decision-making in Australia, whereas it is not related in China. Originality/value The paper conducts a comparative study and practical, and research implications are discussed at the end.

Purpose This paper aims to investigate financial statement comparability in the extractive industry. This paper focuses on the extractive industry because International Financial Reporting Standards (IFRS) contain limited guidance on the accounting treatment for exploration and evaluation (E&E) costs and IFRS 6 – Exploration for and Evaluation of Mineral Resources allowed firms to continue with existing divergent accounting treatment of E&E costs. Design/methodology/approach The authors use data from Australia, a country that adopted IFRS in 2005 with a large extractive industry. They also compare changes in cross-country comparability around the IFRS adoption date between Australian firms and adopters relative to Australian firms and non-adopters to better isolate changes in comparability that are attributable to the adoption of IFRS from other sources that are not related to the adoption of IFRS. The authors measure comparability consistent with De Franco et al. (2011) where financial statements are comparable when two firms produce similar accounting amounts for similar economic events. Findings For non-extractive industry firms, the authors find the comparability of financial statements of Australian firms increased with other adopters and that this increase was relatively greater than the increase with non-adopter firms. This evidence is consistent with comparability benefits associated with the adoption of IFRS. However, for extractive industry firms, the authors do not find a significantly greater increase in the comparability of financial statements of Australian firms with adopters relative to the increase with non-adopters, suggesting that the increase is likely not associated with the adoption of IFRS. In additional analysis, they find that following IFRS adoption non-extractive Australian firms have greater within-country comparability relative to extractive Australian firms, while there was no difference in the pre-adoption period. Originality/value The evidence suggests that the divergent practices for E&E costs under IFRS 6 and the lack of an accounting standard that deals with matters relating to the extractive industry hinder the comparability of financial statements in this industry.

Abstract Geoffrey Kaye, M.B.B.S. (1903 to 1986), was a prominent Australian anesthetist, researcher, and educator who envisioned that anesthesia practice in Australia would be comparable to European and American anesthesia practice during the 1940s and 1950s. Kaye’s close relationship with Francis Hoeffer McMechan, M.D., F.I.C.A. (1879 to 1939), which began when Kaye left a favorable impression on McMechan at a meeting of the Australasian Medical Congress in 1929, eventually led Kaye to establish an educational center for the Australian Society of Anaesthetists at 49 Mathoura Road, Toorak, Melbourne, Australia, in 1951. The center served as the “Scientific Headquarters” and the Australian Society of Anaesthetists’ official headquarters from 1951 to 1955. Although anesthesia’s recognition as a specialty was at the heart of the center, Kaye hoped that this “experiment in medical education”—equipped with a library, museum, laboratory, workshop, darkroom, and meeting space—would “bring anaesthetists of all lands together” in Australia. The lack of member participation in Kaye’s center, however, led Kaye to dissolve the center by 1955. Previous research has documented the history of Kaye’s center from correspondence between Kaye and influential American anesthesiologist Paul M. Wood, M.D. (1894 to 1953), from 1939 to 1955. Through letters Kaye sent to American anesthesiologist Paul M. Wood, M.D. (1894 to 1963), the authors see Kaye’s detailed plans, design, and intent for the center at 49 Mathoura Road. Comparisons of Kaye’s letters to Wood during the 1950s with his letters to Gwenifer Wilson, M.D., M.B.B.S. (1916 to 1988), during the 1980s illustrate a change in Kaye’s perceptions regarding the failure of the center.

The article analyses the current state of agriculture industry in the Australian Union. It examines the impact of miscellaneous factors, such as natural disasters, climate conditions, the economic consequences of the COVID-19 pandemic, the establishment of regional free trade regimes, as well as the degree of their implementation. The paper reveals the specificity of the entry of Australian agriculture products into the markets of China, South Korea and Japan along with the development of agriculture in Australia and the efforts made by the Australian government and business community to overcome the troubles the industry suffered from in 2018-2020. In the authors’ opinion, the growing tensions in trade and economic relations between the Australian Union and the PRC affect the overall situation of Australian agriculture. In its turn, this incentivizes Canberra to explore new sources of agriculture product sales and expand cooperation with other partners.

In this article, the authors explore the concept of judicial activism and its application in the Australian domestic cases of Australian Capital Television Pty Ltd v Commonwealth and Love v Commonwealth, and in the US case of Obergefell v Hodges. The article highlights the devastating effects of judicial activism on legal interpretation, arguing that such activism compromises the doctrine of separation of powers and affects the realisation of the rule of law, resulting in a method ofinterpretation that incorporates personal biases and political opinion, thus ignoring the original intent of the framers of the Australian Constitution. Moreover, the article highlights that implementing a federal Bill of Rights might further exacerbate these ongoing problems concerning judicial activism in Australia.

Background: Physical activity health promotion coalitions are uncommon but important for beneficial collective impact on public health. The authors sought to obtain the viewpoints of member organizations of an Australian physical activity alliance, the National Physical Activity Alliance. Methods: The authors conducted an online survey regarding member agenda, commitment, and vision for the alliance. Questions were mostly open ended (eg, “What are the 3 areas of priority related to physical activity that you would like The Alliance to focus on?”). A total of 11 Australian organizations involved in physical activity public health (eg, the nongovernment organization Alzheimer’s Australia and the professional fitness association Fitness Australia). Results: 82% of members responded to the survey. Member programs and goals were diverse and overlapping. There was agreement among members that the main priority area for alliance focus was a national exercise referral scheme. Barriers for members achieving their own goals as well as alliance goals focused on governmental issues, including inadequate government funding for physical activity public health. Conclusions: This novel survey highlights the promise and difficulties of a physical activity coalition, with the difficulties, namely lack of governmental funding, resulting in a stagnation of the alliance’s activities since the study was carried out.

Purpose – The purpose of this paper is to understand, more deeply, what the field of citizenship education stands for, in both theory and practice, historically and currently, and especially, in relation to the new Australian Curriculum: Civics and Citizenship. The authors have drawn on the backgrounds in social studies/social education, multicultural education, democracy education and Indigenous studies, in order to more deeply and profoundly understand “civics and citizenship education” and what it represents today in Australia. Design/methodology/approach – Methodologically, the authors see epistemological spaces as discursive productions from post-structural/post-modern and critical perspectives. These positions draw upon the notion of discourse as an absent power that can validate/legitimize vs negate/de-legitimize. The authors employ a meta-level analysis that historicizes the spaces made possible/impossible for those in deviant subject positions through a critique of the current literature juxtaposed with a presentation and analysis of “citizenship snapshots” of the authors. In this way, the authors attempt to move beyond conceptions of deviant citizenship based on curricular content and instructional method, and explore the realms of epistemology through the study of exclusion/inclusion. Findings – Reflecting the highly personal and individualized nature of the type of research required to be conducted in this aspect of national and personal identity, each of the authors draws here on personal experiences with aspects of citizenship that are not noticeably present in the current national curriculum. Specifically, the three “citizenship snapshots” at the heart of this paper’s discussion and analysis – snapshots constructed by academics who both understand and resist the racialised/classed privilege bestowed upon them by nation states – are: “The boomerang citizen”, “privileged and non-privileged citizen immigrants”, and “Indigenous citizenship, sovereignty & colonialism”. Originality/value – Drawing both on the current international scholarship on citizenship, power and social changes and the critical/post-structuralist qualitative methodology set forth by the authors, this work describes and problematizes the evolving “citizenship identities” in an attempt to critically assess the new civics and citizenship component of the Australian curriculum; understand the ongoing development of national, regional and global “trans/international” citizenship youth identities; and make connections between citizenship education, identity development and the global youth “occupy”/liberation movements.

Walker described Darala lineosa in the family Liparidae (now Erebidae, subfamily Lymantriinae) on a single female (he stated that it is a male but see Swinhoe 1892: 209) from Australia (Walker 1862: 269). The genus Darala is now considered a synonym of the large genus Anthela which belongs to the Anthelidae, a family entirely confined to the Australian region with representatives in Australia and New Guinea (Edwards & Fairey 1996: 258). These authors mention 61 Anthela species with about the same amount of synonymic species-group names, but they do not cite Darala lineosa, already indicating that this species does not belong to the Australian fauna and hence that the indication of “Australia” in the original description, and repeated in Walker (1865: 369), is erroneous.

The Australian White Ibis (Ibis) ( Threskiornis molucca) is one of three endemic Ibis species in Australia. In a short time frame beginning in the 1970s, this species has moved from inland waterways to urban centres along the eastern and southeastern seaboards, Darwin and the Western Australian southwest. Today Ibis are at home in cities across the country, where they thrive on the food waste, water resources and nesting sites supplied by humans. In this article, the authors focus on Sydney to argue that the physical and cultural inroads of Ibis, and the birds’ urban homeliness, are resignifying urban surfaces and the multispecies ecologies in which contemporary Australians operate. They explore how the very physical and sensory presence of Ibis disrupts the assumptions of many urban Australians, and visitors from overseas, that cities are human-centric or human-dominant, non-hybrid assemblages. They also introduce to this discussion of disrupted human expectations a cultural parallel, namely, the recent rise of Ibis in popular culture as an icon-in-the-making of the nation and as a totem of the modern Australian city itself. This trend exemplifies an avian-led revisualization of urban spaces, and is notable for its visual appeals to Ibis kitsch, and to working class or ‘bogan’ sensibilities that assert their place alongside cosmopolitan visions of being Australian. Sometimes kitsch Ibis imagery erupts across the urban landscape, as occurs with many Ibis murals. At other times it infiltrates daily life on clothing, on football club, university and business logos, as tattoos on people’s skin, and as words in daily idiom, confirmed by terms such as ‘picnic pirates’, ‘tip turkeys’ and ‘bin chickens’. The article uses a visual vignette methodology to chart Ibis moves into Sydney and the realms of representation alike, and thus to reveal how new zoöpolitical entanglements are being made in the 21st century.

Refugees can experience problems accessing and utilising Australian primary health care services, resulting in suboptimal health outcomes. Little is known about the impact of their pre-migration health care experiences. This paper demonstrates how the Afghan pre-migration experiences of primary health care can affect engagement with Australian primary care services. It considers the implications for Australian primary health care policy, planning and delivery. This paper is based on the international experiences, insights and expert opinions of the authors, and is underpinned by literature on Afghan health-seeking behaviour. Importantly, Afghanistan and Australia have different primary health care strategies. In Afghanistan, health care is predominantly provided through a community-based outreach approach, namely through community health workers residing in the local community. In contrast, the Australian health care system requires client attendance at formal health service facilities. This difference contributes to service access and utilisation problems. Community engagement is essential to bridge the gap between the Afghan community and Australian primary health care services. This can be achieved through the health sector working to strengthen partnerships between Afghan individuals, communities and health services. Enhanced community engagement has the potential to improve the delivery of primary health care to the Afghan community in Australia.

The goal of this study is to examine the colonial concerns depicted in the futuristic Australian fictions Terra Nullius and The Swan Book. The Swan Book, a 2013 Australian novel by Alexis Wright, digs deeply into subjects like climate catastrophes and the repressive condition of the natives in a future Australia. Claire G. Coleman's fantasy novel Terra Nullius, on the other hand, presents a futuristic Australia in which many colonial themes are subtly and implicitly depicted. This research article aims to emphasize the aftermath effects of colonization and to put together how they are thinking about Australia’s problems in the future by analyzing the two novels of these indigenous authors using important psychoanalytic theories. This study also highlights the impact of magic realism in these texts.

This paper examines current issues and availability of employer-sponsored child care in Australia and compares two international perspectives on the issue of child care and responsibility with the present Australian perspective. The historical emergence of employer-sponsored child care in Australia is traced over the past two decades and is supported by three examples of companies having successfully used such arrangements. Implications for early childhood professionals and the changing roles practitioners face in terms of ensuring quality and equity in services for young children and their families are discussed. The authors propose employer-sponsored child care as a viable option for Australian families, and argue for the establishment of a central body responsible for supporting and monitoring quality, with equity being an essential component.

The number of Australians seeking food aid has increased in recent years; however, the current variability in the measurement of food insecurity means that the prevalence and severity of food insecurity in Australia is likely underreported. This is compounded by infrequent national health surveys that measure food insecurity, resulting in outdated population-level food insecurity data. This review sought to investigate the breadth of food insecurity research conducted in Australia to evaluate how this construct is being measured. A systematic review was conducted to collate the available Australian research. Fifty-seven publications were reviewed. Twenty-two used a single-item measure to examine food security status; 11 used the United States Department of Agriculture (USDA) Household Food Security Survey Module (HFSSM); two used the Radimer/Cornell instrument; one used the Household Food and Nutrition Security Survey (HFNSS); while the remainder used a less rigorous or unidentified method. A wide range in prevalence and severity of food insecurity in the community was reported; food insecurity ranged from 2% to 90%, depending on the measurement tool and population under investigation. Based on the findings of this review, the authors suggest that there needs to be greater consistency in measuring food insecurity, and that work is needed to create a measure of food insecurity tailored for the Australian context. Such a tool will allow researchers to gain a clear understanding of the prevalence of food insecurity in Australia to create better policy and practice responses.

This article examines recent European jurisprudence on the rights of transsexuals to privacy and marriage. The authors argue that Australia’ s obligations under the ICCPR should be understood in light of this jurisprudence. On this basis, Australia is obliged to ensure that its authorities: (a) legally recognise the changed gender of post-operative transsexuals; and (b) permit the marriage of post-operative trans- sexuals to persons of the opposite gender to their re-assigned gender. The authors note the continuing uncertainty around the extension of these rights to transsexuals who have not had ‘surgery’ but argue in favour of extending ICCPR rights in this way. The authors also consider the legal situation regarding privacy and marriage for transsexuals in Australia. Like the international jurisprudence, Australian laws have not dealt with the situation of transsexuals who have not had surgery. The authors argue that legal distinctions based on the surgical model are more about providing certainty than they are about ensuring the rights and dignity of the people affected. Given Australia’s human rights obligations, it would be more appropriate for consideration to be given to the full range of social and cultural factors that affect whether a person is considered to be a man or a woman.
