Resumen

This article explores the role of media in Freedom of Information (FOI) policy transfer, using a case study of Queensland’s 2009 FOI reforms. A multi-dimensional analysis was used to discover how newspapers reported changes in Queensland’s public sector information (PSI) policy to identify whether stories on PSI policy were reframed over time. At a quantitative level, the text analytics software Leximancer was used to identify key concepts, issues and trends in 786 relevant articles from national, metropolitan and regional newspapers. At a qualitative level, discourse analysis was used to identify key themes and patterns from the newspaper articles. Both qualitative and quantitative shifts in the media reporting of Right to Information (RTI) and FOI were revealed across three time periods representing the periods before, during and after the reform implementation. The findings offer insights into the role of newspapers in policy diffusion, revealing how Queensland media reports framed the shift in PSI policy from pull model FOI to push model RTI.

Abstract: The aim of this article was a study about scientometry on medicinal plants in Brasil. We found 187 indexed articles in SCOPUS between 1947 and 2012. In 2010, 22 articles were found and the Brazilian Journal of Medicinal Plants had the highest number of publications (40%). The major part of the articles was classified as research articles (79%). Boldo and aroeira were the most researched species. Keywords: Scientometrics. Medicinal plants. Este trabalho propõe um método para a identificação de Descobertas Significativas (DI) na área biomédica através da comparação das principais conclusões de artigos nesta área com o conteúdo de uma ontologia pública na Web. Dessa forma, torna-se possível reconhecer o DI relatado no artigo antes mesmo de ser referenciado pela literatura. 75 artigos foram analisados manualmente. Os resultados obtidos indicam que se o conteúdo da conclusão de um artigo estiver mal representado na ontologia, isso pode ser um indício de descoberta significativa. Um indício a favor dessa hipótese é o fato de o artigo que marca a descoberta da enzima telomerase ser de 1985, mas o termo “telomerase” só foi incluído no MeSH após 10 anos.

Resumen

The present work proposes to study the role of propaganda in the audiovisual media, TV and cinema, by the Dictatorship in Brazil. The time cut for the production is the 1970s and 1980s. The choice of this period is due to the double context that involved the dictatorial government in Brazil: the defeat of the armed opposition in the military field, reinforcing the modernizing role of the government in social and economic relations, and the need to recompose the bases of support in Brazilian society after the Economic Miracle crisis. Theoretically, what we seek to demonstrate is propaganda as an instrument of persuasion at a time when the use of coercion is wearing thin. Building and reinforcing ties between the government and Brazilian society was one of the objectives of the government's TV and cinema advertisements. For this work, besides articles and books that discuss the theme, the propaganda films of the period will be analyzed. The selection of the films will be made according to previously defined themes. The films are in the National Archive, which has made them available on the YouTube website. The links of each film analyzed will be indicated. Analyzing the discourse that permeates each film allows an understanding of the objectives and proposals contained in the filming. Besides, since its creation at the end of the 19th century we have seen the intersection between cinema and history. We can see that the visual analysis of the propaganda pieces will allow us to dive into the historical context of the time, perceiving the nuances that marked Brazil in the period. Our conclusion will be to demonstrate how the action of propaganda was inserted in the context of the advance of the industrialization of consumer goods, reaching, however, the urban middle segments and failing to broaden the bases of support of the dictatorial government. Abstract: The studies on artificial dyes and their harmful effects on health are still being produced in small quantities, and this lack of theoretical background can cause the contradiction existent among them. The goal of this work was to characterize the scientific production about genetic damages associated with the use of food colorings. In this study a survey was carried out in the Scopus database with the following keywords: food dyes, mutatios and câncer, in the title, summary or keywords of the article, from the period of 2006 to 2015, in the areas of Health and life sciences. After data collection and tabulation, a descriptive statistics analysis was performed. The year with the greatest number of publications was 2013, but the number of articles have not increased over the years (p = 0.0632). Only one author stood out, Shibutani, M. with 5 publications and medicine was the area of knowledge that most published about the subject, with 30.63%. A greater number of original articles were observed (72%) and the journal Food and Chemical Toxicology published more articles in the period studied. Only eleven institutions published three or more articles and the United States was the country with the largest number of publications (62), and the most used language in the studies was English (93%), the indocyanine green dye appeared in a greater number in the studies (20%), followed by curcuminoids (17%). The low number of publications on food colorings associated with cancer demonstrates that more studies should be developed in the area, given the importance to human health, since there is an overuse of these additives in food in general. Mutagenesis. ------------------------------------------------------------------------------ Tendências na Produção Científica sobre Corantes Alimentares e Danos Genéticos nos Últimos 10 Anos Resumo: Os estudos sobre os corantes artificiais e seus efeitos nocivos à saúde são ainda produzidos em pequenas quantidades e essa falta de embasamento teórico pode causar a contradição da compreensão dos danos causados por eles. O objetivo deste trabalho foi caracterizar a produção científica sobre danos genéticos associados ao uso de corantes alimentares. Neste estudo foi feito um levantamento na base de dados Scopus com as seguintes palavras-chave: food dyes, mutations and câncer, no título, resumo ou palavras-chave do artigo, no período de 2006 a 2015, nas áreas de ciências da saúde e ciências da vida. Após o levantamento e tabulação dos dados foi realizada uma análise de estatística descritiva e análise de correlação de Spearman. O ano com maior número de publicações foi 2013, mas o número de artigos não aumentou ao longo dos anos (p= 0,0632). Apenas um autor se destacou, Shibutani, M. com 5 publicações e medicina foi a área do conhecimento que mais publicou sobre o assunto, com 30,63%. Observou-se um maior número de artigos originais (72%) e o periódico Food and Chemical Toxicology publicou mais artigos no período estudado. Apenas onze instituições publicaram três ou mais artigos e os Estados Unidos foi o país com o maior número de publicações (62), sendo que o idioma mais utilizado nos estudos foi o inglês (93%), o corante verde de indocyanina apareceu em maior número nos estudos (20%), seguido pelos curcuminóides (17%). O baixo número de publicações sobre corantes alimentares associados a câncer demonstra que mais estudos deveriam ser desenvolvidos na área, dada a importância para a saúde humana, uma vez que há um uso excessivo desses aditivos nos alimentos em geral. Este artigo visa apresentar, por meio da elaboração de um infográfico, importante ferramenta que o design da informação pode utilizar no processo de síntese, organização e apresentação de dados complexos e diversos, os resultados de um levantamento realizado em dez artigos publicados entre 2012 e 2015 em revistas científicas (Infodesign e Estudos em Design) e congressos (CIDI e PD) que possuem ligação com o campo do Design da Informação, com o intuito de verificar as definições utilizadas para esse campo existentes neste universo amostral. Para tal foi realizada um estudo de dados quantificáveis utilizando o princípio de escolha e contagem de palavras-chave, fundamentado na exposição das expressões que mais se repetiam nos conceitos encontrados, foi possível assim visualizar também as similaridades conceituais entre os principais autores citados.__________Through the production of an infographic, an important tool used in information design to synthesize, organize and present various complex data, this article aims to present the results of a survey conducted on ten articles published between 2012 and 2015 in scientific journals (Infodesign and Design Articles) and at congresses (CIDI and PD), all connected to the field of information design, in order to verify the definitions being used in this field within this sample universe. For this, a quantitative data study was conducted using the choice and counting principle of keywords, based on the frequency usage of expressions encountered within the concepts, and it was thus made possible to visualize the conceptual similarities between the main authors cited.

ResumoA Educação a Distância (EaD), nos últimos anos, vem despontando no cenário mundial e provocando profundas transformações no processo de globalização das relações sociais e econômicas. E o fomento da EAD, no Brasil, tem nas políticas o seu crescimento. Nesse sentido, o objetivo deste artigo foi apresentar, identificar, descrever e analisar artigos científicos sobre Educação a Distância, Universidade Aberta do Brasil e políticas públicas em educação. E para isso, foi realizada uma revisão sistemática nas bases de dados do portal dos Periódicos Capes e da Scielo, no período de 1979 a 2020, sem levar em consideração ao idioma dos artigos pesquisados. Conclui-se que ainda há poucos estudos no que se relaciona a Universidade Aberta do Brasil, e uma quantidade considerável quanto à educação a distância e políticas públicas, porém uma enorme possibilidade para que se façam outras pesquisas naquelas áreas, já que seus assuntos não estão esgotados. AbstractThe purpose of this article was to present, identify, describe and analyze scientific articles on Distance Education, Open University of Brazil and public policies in education. Therefore, a systematic review was carried out in the of portal of Periódicos Capes and Scielo databases, from 1979 to 2014, without considering the researched articles language. It is concluded that there are still few studies regarding the Open University of Brazil, and a considerable amount regarding distance education and public policies, but a huge possibility for further research in those areas, since their subjects are not depleted . Inserida em uma sociedade em contínua evolução, a escola tem sido desafiada a também pensar constantemente em novas formas de ensinar e de aprender. E, nesse contexto, o objetivo deste estudo foi realizar uma revisão sistemática dos artigos científicos publicados entre 2015 e 2022, cuja temática central fosse as metodologias para ensino de Língua Portuguesa (LP) em escolas de ensino fundamental no Brasil. Para tanto, foi realizada busca em sete bases de dado, a saber: Google Acadêmico, Scielo, SCOPUS, Web of Science, Scielo Preprints, ResearchGate e ResearchSquare. Após a aplicação dos critérios de inclusão e exclusão, foi feita a análise dos materiais, seleção do rol final de artigos incluídos, fichamento dos textos, extração dos dados, análise de qualidade metodológica e escrita da revisão. Dos 391 materiais inicialmente encontrados, 18 artigos foram incluídos, sendo os principais temas abordados o ensino de LP a partir dos gêneros textuais, LP como segunda língua para alunos surdos, uso de recursos digitais, ensino por meio de metodologias ativas e o ensino de LP de forma interdisciplinar a outros componentes curriculares. Em uma escala de 1 a 10, a média de qualidade metodológica dos artigos foi de 4,9 pontos, considerada baixa. Dessa forma, fica evidente que, apesar da relevância do tema, pesquisas nessa área ainda são escassas e frequentemente com erros metodológicos significativos. Portanto, o incentivo e preparo para desenvolver pesquisas na área da educação se fazem cada vez mais necessários. Palavras-chave: Língua Portuguesa. Ensino. Revisão Sistemática. AbstractThe school is inserted in a society in continuous evolution and has been challenged to constantly think about new ways of teaching and learning. And in this context, the objective of this study was to carry out a systematic review of scientific articles published between 2015 and 2022, whose central theme was methodologies for teaching the Portuguese Language (PL) in elementary schools in Brazil. For this purpose, we searched seven databases: Google Scholar, Scielo, SCOPUS, Web of Science, Scielo Preprints, ResearchGate, and ResearchSquare. After applying the inclusion and exclusion criteria, and analyzed the materials, the authors selected the final list of included articles, filed the texts, performed data extraction, analyzed methodological quality, and wrote the review. Of the 391 materials initially found, 18 articles were included, with the main topics addressed being the teaching of PL from textual genres, PL as a second language for deaf students, use of digital resources, teaching through active methodologies, and teaching PL in an interdisciplinary way to other curricular components. On a scale of 1 to 10, the average methodological quality of the articles was 4.9 points, considered low. Thus, it is evident that, despite the topic's relevance, research in this area is still scarce and often has significant methodological errors. O presente artigo tem como objetivo descrever como os intelectuais da libertação atuaram entre os anos de 1972 a 1986, descritos na Revista Eclesiástica Brasileira. Na Revista foi detectada a forma como estes intelectuais atuaram frente ao aparelho do Estado, especialmente no regime militar e com relação à Igreja “oficial”. Foi feita a chamada análise Bibliométrica com a finalidade de mensurar a revista, para levantar dados referentes à atuação de alguns autores no período mencionado. Foram levantados os seguintes itens: ano, mês, artigos/comunicação, título do artigo, formação acadêmica, vínculo institucional, titulação e categorização.Abstract: The present article aims to describe how the liberation intellectuals acted between the years 1972 to 1986, described in the Brazilian Ecclesiastical Magazine. In the magazine was detected how these intellectuals acted in front of the state apparatus, especially in the military regime and in relation to the “official” church. The so called Bibliometric analysis was done with the purpose of measuring the journal, in order to gather data referring to the performance of some authors in the aforementioned period. Cette thèse se fonde sur une relecture des sermons de François Le Picart, qui fut le grand prédicateur du Paris du premier XVIe siècle, et qui a laissé, grâce à des impressions savantes, un corpus riche de ses prises de parole, permettant d'examiner la genèse de l’imaginaire d’une violence ainsi véhiculée et promue oralement. Le Picart est en effet au cœur de l’histoire de la prédication combattante qui se met en place dès les années 1520-1550 avant d’envahir la sphère publique à partir de 1560. Il est un précurseur qui donne les codes autorisant la progressive maturation d’une tension de violence théophanique dont les hommes devaient être les outils. Par son truchement ; le lecteur peut saisir la puissance des mots qui émanait de la prédication, une autre éloquence de la Renaissance qui visait à mettre en fonctionnement une stratégie d’endoctrinement du peuple catholique à partir du principe d’une mise en défense panique des consciences opérant sur les bases d’une actualisation de la doctrine de l’Église. Dans cette optique, Le Picart accorda une place déterminante à une technique de mise en scène de l’imaginaire de la violence qui reposait sur le recours à des peintures mentales qu’il cherchait à projeter dans la psyché de ses auditeurs. Cette stratégie était un dispositif rhétorique susceptible de susciter, par effet de pathos, une angoisse qui était eschatologique dans la tension inhérente aux sermons opposant dramatiquement l’amour zélé pour Dieu au péché toujours plus croissant de l’homme. Le Picart fut un prophète, qui non seulement parlait pour Dieu et par Dieu mais aussi travaillait l’imaginaire des fidèles en infusant en eux un « parler Dieu », les mettant en condition, après 1560, de devenir des guerriers de Dieu. L’enfer qu’il décrivait comme attendant les hérétiques dans le temps de leur mort allait alors venir sur terre
This thesis is based on a rereading of the sermons of François Le Picart, who was the great preacher of Paris in the first sixteenth century, and who left, thanks to learned impressions, a rich body of his speeches, allowing to examine the genesis of the imagination of a violence conveyed and promoted orally. Le Picart is in fact at the heart of the history of preaching combat from the years 1520-1550 before its invading to the public sphere from 1560. He was a precursor who gave the codes which would authorize in the next years the gradual maturation of a tension of theophanic violence of which men were to be the tools. Through it, the reader can grasp the power of the words which emanated from the preaching, another eloquence of the Renaissance which aimed to put into operation a strategy of indoctrination of the Catholic people, based on the principle of a panic defense of the consciences operating on the bases of updating the doctrine of the Church. From this perspective, Le Picart gave a decisive place to a technique of staging the imaginary of violence that relied on the use of mental paintings that he sought to project into the psyche of his listeners. This strategy was a rhetorical device capable of arousing, through pathos, an anguish that was eschatological in the tension inherent in sermons dramatically pitting zealous love for God against the ever-increasing sin of man. Picart was a prophet, who not only spoke for God and through God but also worked the imagination of the faithful by infusing in them a "speaking of God", putting them in a condition, after 1560, to become warriors of God. The hell that he described which awaiting heretics at the time of their death would then come to earth

Resumen

Retrieving relevant scientific papers in a scalable way is increasingly important, as more and more studies are published. PubMed’s relevant article recommendation is based on MeSH assignments by indexers, which requires significant human resources and can become a limitation in making papers searchable. Many recommendation systems use singular value decomposition (SVD) to pre-compute related products. In this study, we look at using latent semantic analysis (LSA), an application of SVD to determine relationships in a set of documents and terms, to find related biomedical papers. We focused on determining the best parameters for SVD in retrieving relevant biomedical articles given a paper of interest. Using PubMed's recommendations as guidance, we found that using cosine distance to measure document similarity leads to better results than using Euclidean distance. We re-evaluated other parameters, including the weighting scheme and the number of singular values and using a larger abstract corpus. Finally, we asked people to compare the relevant abstract retrieved with our method against those retrieved by PubMed. Our method retrieved sensible articles that were chosen over PubMed's relevant papers one-third of the time. We looked into the abstracts retrieved by either method and discuss possible areas for experimentation and improvement.

As companies gather more data every day, the possibility to extractinformation to make smarter business decisions increases. Machine learning and data mining has been instrumental in this trend: partlybecause of the increasing availability of powerful hardware, and partly because of wider availability of software tools as well as relevant data sources. This thesis uses methods of machine learning and pattern recognition to address a specific case study in the consumer business. Specifically, together with the company CASPECO weaim to find unique items in unprecise textual representations of those. A solution based on clustering is designed and evaluated. The core is to work with an appropriate distance metric between different representations. For this, two metrics are assessed: the Levenshtein and NYSIIS distance metric. The classical K-means clustering algorithmis contrasted to an adaptive clustering method, with the latter presenting a clear advantage in the given setting.

Resumen

This thesis investigates the prediction of possible stock price changes immediately after news article publications, by automatic analysis of these news articles. Some background information about financial trading theory and text mining is given in addition to an overview of earlier related research in the field of automatic analyzes of news articles for predicting future stock prices. In this thesis a system is designed and implemented to predict stock price trends for the time immediately after the publication of news articles. This system consists mainly of four components. The first component gathers news articles and stock prices automatically from internet. The second component prepares the news articles by sending them to some document preprocessing steps and finding relevant features before they are sent to a document representation process. The third component categorizes the news articles into predefined categories, and finally the fourth component applies appropriate trading strategies depending on the category of the news article. This system requires a labeled data set to train the categorization component. This data set is labeled automatically on the basis of the price trends directly after the news article publication. An additional label refining step using clustering is added in an attempt to improve the labels given by the basic method of labeling by price trends.The findings indicate that a categorization of news articles provides additional information that can be used to forecast stock price trends. Experiments showed that the label refining method greatly improves the performance of the system. It was also shown that the timing of when to start the price trends used to label the data sets had a significant impact on the results. Trading simulations performed with the systems managed to gain positive returns (profits) on most of its trades. Some of the methods also managed to give better results than what trades performed with the manually labeled data set did.

Resumen

Wikipedia is a free, web-based, collaborative, multilingual encyclopedia project supported by the non-profit Wikimedia Foundation. Due to the free nature of Wikipedia and allowing open access to everyone to edit articles the quality of articles may be affected. As all people don’t have equal level of knowledge and also different people have different opinions about a topic so there may be difference between the contributions made by different authors. To overcome this situation it is very important to classify the articles so that the articles of good quality can be separated from the poor quality articles and should be removed from the database. The aim of this study is to classify the articles of Wikipedia into two classes class 0 (poor quality) and class 1(good quality) using the Adaptive Neuro Fuzzy Inference System (ANFIS) and data mining techniques. Two ANFIS are built using the Fuzzy Logic Toolbox [1] available in Matlab. The first ANFIS is based on the rules obtained from J48 classifier in WEKA while the other one was built by using the expert’s knowledge. The data used for this research work contains 226 article’s records taken from the German version of Wikipedia. The dataset consists of 19 inputs and one output. The data was preprocessed to remove any similar attributes. The input variables are related to the editors, contributors, length of articles and the lifecycle of articles. In the end analysis of different methods implemented in this research is made to analyze the performance of each classification method used.

The personnel potential of the population is a significant factor affecting the successful development of the economy of the region and the country as a whole. The outflow of personnel, the imbalance in the human system, the low level of employment of graduates of vocational education, youth unemployment – all this is a serious problem, particularly due to lack of demand and the low prestige of the profession in a given place and time. Resumen

The constitutions of many States set out the obligation of the government to guarantee a well-functioning and reliable system of protection against industrial injuries. Whether the government provides workers ' compensation insurance directly, or when it is delegated to a third party (special authorities or insurance companies), the government is still responsible for the operation of the system. The latter is of particular importance, since the settlement of claims for workers ' compensation insurance is of a long-term nature. An effective system of protection against industrial injuries and occupational diseases should be considered not only as a type of insurance but as an absolute need of the productive sector and as one of the foundations of social peace and economic stability.

Resumen

These are the draft articles of the Multilateral Carbon Tax Treaty (MCTT). It is the product of the many comments received from the commentators invited to provide inputs to the MCTT. The MCTT comprises 31 articles that together establish an obligation on contracting states to tax carbon contained in fossil fuel ore or one of its byproducts, at the level of extraction. If the country entitled to tax at the level of extraction chooses not to exercise its right to tax, it allows first the country of refining or processing, and second, the country of consumption, under a secondary and tertiary allocation of rights. The MCTT identifies a minimum carbon tax, but not a ceiling. It provides for different tax rate schedules according to the country’s level of development and following the principle of common but differentiated responsibilities. This is an environmental agreement that uses a tax instrument (a carbon tax) to assist countries in meeting the mitigation objective contained in the nationally determined contributions, as set forth in the Paris Agreement. In other words, it is an environmental agreement that enables countries to use a tax instrument to quantify and reduce carbon dioxide emissions in furtherance of the climate commitments assumed under the Paris Agreement.

China’s "Science and Technology Daily," a state-run newspaper, published a revealing series of articles in 2018 on 35 different Chinese technological import dependencies. The articles, accessible here in English for the first time, express concern that strategic Chinese industries are vulnerable to any disruption to their supply of specific U.S., Japanese, and European “chokepoint” technologies. This issue brief summarizes the article series and analyzes the Chinese perspective on these import dependencies and their causes.
