Resumen

The hopes created by the unexpected triumph of Mustafa Akıncı in the Turkish Cypriot parliamentary elections in 2015 opened once again the debate about Turkish Cypriot identity. Despite the various works on the issue since the opening of the borders in 2003, the issue of identity in the Turkish Cypriot community still remains under-researched. The hope of the Turkish Cypriots for reunification and an end to political isolation was replaced by skepticism after the rejection of the 2004 Annan Plan by the Greek Cypriots in a national referendum. Nevertheless the election of Mustafa Akιncı with an overwhelming sixty percent proves that the Turkish Cypriots should not be considered as loyal to the AKP-controlled Turkish political order as perhaps they were once thought to be. This article will attempt to examine the various aspects of Turkish Cypriot identity, as this has been formed by the Cyprus issue, their fifty-year-long isolation and the hope for an end of the present status quo that will open a window to the outside world forty-one years after the 1974 war and eleven years after the Annan Plan referenda.

Resumen

In this paper, we focus on the Cyprus problem, a thorny and multi-dimensional problem, and especially on the historic events in the years 1950-74 that led the island to the current stalemate and the status quo with two separate communities. Although the decision by the Turkish Cypriot side to open the borders in 2003 and the negotiations between the two sides for a settlement, the Cyprus problem remains unresolved. We will also deal with the Annan Plan which has been characterised by some observers as a unique opportunity for a settlement and attempt to explain the reasons why the Greek Cypriot side rejected it massively.

Resumen

Peace negotiations have traditionally aimed at reaching a negotiated settlement between political representatives in conflict settings. However, these settlements have seldom been rejected in referendums. This article uncovers whether the way peace negotiations are conducted influences peace settlement referendum outcomes in order to determine if and how they can better foster public support for peace settlements. It analyses and compares if and how specific characteristics of the Annan Plan and the Good Friday Agreement negotiations influenced the rejection of the former in 2004, and the acceptance of the latter in 1998, in their respective referendums in Cyprus and Northern Ireland. Through the qualitative analysis of elite interviews and documental data, it demonstrates that political inclusivity, civil society engagement and the public exposure of the negotiations shaped the opposing outcomes of the two cases, as well as differences in the support given by the local communities. It argues that peace settlement referendums require less secretive and more inclusive negotiation processes, which can better foster political support and civic mobilisation, and inform and engage the wider communities at earlier stages of the peace process.

AbstractObjectiveThe Ebola outbreak demonstrated the need for improved disaster response throughout West Africa. The West Africa Disaster Preparedness Initiative was a training and assessment effort led by US Africa Command and partners to strengthen capacities among 12 West African partner nations (PNs).MethodsSeries of 3-week training sessions with representatives from each PN were held from 13 July through 20 November 2015 at the Kofi Annan International Peacekeeping Training Centre in Accra, Ghana. A team conducted Disaster Management Capabilities Assessments (DMCAs) for each PN, including a review of key data, a survey for leaders, and in-person interviews of key informants.ResultsAll 12 PNs generated a national Ebola Preparedness and Response Plan and Emergency Operations Center standard operating procedures. DMCA metrics were generated for each PN. Top performers included Ghana, with a plan rated good/excellent, and Benin and Burkina Faso, which both achieved a satisfactory rating for their plans. More than 800 people from 12 nations were trained.ConclusionPNs have improved disaster management capabilities and awareness of their strengths and weaknesses. Resumen

Cyprus Dispute is one of the fundamental foreign policy issues in Turkish foreign policy since the 1950s. Cyprus Dispute has often been perceived as an issue above petty politics in Turkey, and almost all Turkish political parties supported the Turkish State’s involvement in Cyprus since the 1960s and Cyprus Peace Operation in 1974. However, after AK Party came to power in 2002, with the main motive of preventing a secular nationalist military coup, as well as with the aim of becoming a full member of the European Union (EU), the party adopted a proactive foreign policy favoring the solution in the island. That is why Turkey and Turkish Cypriots actively supported the Annan Plan referendum in 2004. However, upon the rejection of the settlement plan by Greek Cypriots and EU’s decision to accept Greek Cypriot government as an EU member and the only representative of the Cyprus Republic, Cyprus Dispute has transformed into a problem spoiling not only Turkish-Greek and Turkish-Cypriot relations but also Turkish-EU relations. In the 2010s, the Cyprus Dispute gained a new dimension with the gas discoveries and agreements made by the Greek Cypriot administration. So far, energy politics could not be used as a leverage to promote the solution on the island, and the dispute has transformed into a more complex problem with many layers.

A new leading actor has been added to the Cyprus Conflict. The winner of the Presidential elections held on the morning of Sunday, 26 April 2015, in the Turkish Republic of Northern Cyprus (Kuzey Kıbrıs Türk Cumhuriyeti – TRNC) was the independent candidate Mustafa Akıncı. Both Nicos Anastasiades, who was elected President of the Republic of Cyprus in 2013, and Akıncı are rare leaders supporting the Fifth Annan Plan, which was rejected in a referendum by the Greek Cypriots in 2004. One of the most vital catalysts that could play a role in the resolution of the Cyprus Conflict is a charismatic leader who aims for the resolution of the conflict. Whether the current Presidents have this personality and can change the current balances that are monopolized by the conservatives-nationalists on the Island will be revealed as a result of the negotiations. This article briefly tackles the UN parameters relative to the Cyprus Conflict and addresses the problems awaiting Presidents Anastasiades and Akıncı during the peace negotiations that have started anew.

AbstractThe repeated failures of negotiation in ethno-national conflicts highlight the importance of studying the relationship between the pre-negotiation process and the results of the subsequent formal negotiations. This study examines various factors that contributed to a decision by adversaries to initiate official negotiations, and how these factors affected the prospects for a negotiated agreement. Furthermore, it suggests that certain elements in the pre-negotiation process portend the nature of the changes in the parties' political positions (tactical or strategic) and the parties' readiness to reach an agreement. An exploration is presented using a case study of the negotiations over the Cyprus conflict in 2004 which resulted in the ultimate rejection by the negotiating parties of the Annan Plan in late March of 2004. We examine the connection between the pre-negotiation process, from the end of 2003 until February 13, 2004, and the failure of the formal negotiations in March 2004. The analysis indicates that the deficient method and process of the pre-negotiations that took place regarding the Cyprus conflict determined the subsequent failure of the negotiations. The early detection of such factors in other negotiations over ethno-national conflicts may mitigate the causes that lead to failure, or perhaps assist in managing the process differently, so as to facilitate a more positive outcome.

“Salt” is an indispensable necessity in people’s livelihood. In Taiwan’s islands surrounded by the sea and the western coastal areas, salt was boil the sea for a long time in the early stages, and seawater was introduced into the depression in the later stages and evaporated in the sun. With the development of the times, different characteristics of the construction and building materials in the field of the salt industry have entered the era of the industrial revolution. With the development of technology, salt processing technology and the use of imported salt in foreign trade have forced salt fields to be abandoned along with historical development. The Yantian cultural relics still preserved today are actively preserved by government departments to continue to apply the Yantian culture. This study selected the Yantian community in Annan District of Tainan City as the focus of planning. It is hoped that through the development of design education, it will emphasize practical ability and practice-oriented research. The study combines design practice and practical theory, based on the original ecological culture of Yantian, through the reconstruction plan of Yantian’s cultural resources, the mobilization of residents in the Yantian community and the tourism planning of the Yantian Cultural Village, to find a transition direction suitable for the Yantian Cultural Village. Market needs with combining core values of the community with a patchwork of practical experience and action research to build participatory research theories will result in effective internal practice and learning. This research adopts the method of service research through service design, including: 1. diagnosing problems; 2. choosing solutions; 3. seeking cooperation; 4. implementation; and 5. assessing the response from a practical perspective, with the importance of action research, where “Yantian” combines with the local “salt-making” characteristic culture, develops cultural innovation experience, and guides students to truly enter the community to learn. The plan explores the possibility of long-term introduction of design education in the local community, discusses how to communicate and collaborate with community residents, and uses design tools to help solve the problem of community image promotion and application. The research results finally put forward the preliminary construction of the role of the Tainan Yantian community volunteers as a design education platform based on practical experience. It is hoped that it can be used as a local practice of design education and as an accumulation of reference experience.

Resumen

Aerodynamic performance and energetic savings for flight in ground effect are theoretically maximized during hovering, but have never been directly measured for flying animals. We evaluated flight kinematics, metabolic rates and induced flow velocities for Anna's hummingbirds hovering at heights (relative to wing length R = 5.5 cm) of 0.7 R , 0.9 R , 1.1 R , 1.7 R , 2.2 R and 8 R above a solid surface. Flight at heights less than or equal to 1.1 R resulted in significant reductions in the body angle, tail angle, anatomical stroke plane angle, wake-induced velocity, and mechanical and metabolic power expenditures when compared with flight at the control height of 8 R . By contrast, stroke plane angle relative to horizontal, wingbeat amplitude and wingbeat frequency were unexpectedly independent of height from ground. Qualitative smoke visualizations suggest that each wing generates a vortex ring during both down- and upstroke. These rings expand upon reaching the ground and present a complex turbulent interaction below the bird's body. Nonetheless, hovering near surfaces results in substantial energetic benefits for hummingbirds, and by inference for all volant taxa that either feed at flowers or otherwise fly close to plant or other surfaces.

Resumen

Anna Arkadievna Iskoz-Dolinina, a Russian and Soviet Arabist with a list of over 200 publications, passed away on 16 April 2017. She was born on 12 March 1923 in Petrograd (later Leningrad, now St. Petersburg, Russia). Her father was a Leningrad University professor, a specialist on Dostoyevsky. Anna's original plan was to study German literature, but during WWII the family were evacuated with parts of the University to Tashkent. There, she became fascinated by the Orient and developed an interest in Arabic literature. The choice of Arabic vs. other languages was made easier by the publication in 1945 of the book Among Arabic Manuscripts (“Nad arabskimi rukopisiami”) by the leading Russian Arabist of the time Ignatii Iulianovich Krachkovskii (Ignaty Krachkovsky, 1883–1951).

Abstract An earthquake with body wave magnitude 4.5 occurred in the Anna Ohio Seismogenic Zone near the town of St. Marys, Ohio on 12 July 1986. The St. Marys earthquake had a seismic moment of 4.5 × 1022 dyne-cm and a maximum intensity of VI in the epicentral area. It is the largest event to occur in the Anna, Ohio region since the events of 2 March 1937 (total felt area magnitude=4.7) and 9 March 1937 (total felt area magnitude=4.9). The focal mechanism for the St. Marys earthquake indicates a nearly pure strike-slip motion with one nodal plane approximately parallel to the proposed Anna-Champaign Fault and a nearly horizontal p-axis oriented east-northeast. Although the locations of the 1937 events are not well-determined, reports of maximum intensities for the 1937 events near Anna, Ohio indicate that they occurred in a distinctly different location from the St. Marys earthquake. The seismicity in the Anna Seismogenic Zone indicates that much of the seismic activity is concentrated in a northwest to southeast elongate region, extending from Anna, Ohio northwest past Celina, Ohio. This trend parallels the proposed Anna-Champaign Fault as well as lineaments which can be detected on Landsat images, which suggests that this fault may be controlling the seismic behavior in this region.

On 21 April 1836, members of the Texian army under the leadership of General Sam Houston overwhelmed and routed the pursuing forces of General Antonio Lopez de Santa Anna, President of Mexico, in a bloody, twenty-minute conflict on the plain of San Jacinto. The Texian army and terrified settlers, who had heard that Santa Anna promised death to all Americans still living in Texas, had been retreating towards the Sabine River and the relative safety of the United States, when they suddenly turned and attacked. The Mexican army, camping on an open plain surrounded by three rivers and in the middle of siesta, were taken completely by surprise. As Houston's forces stormed the camp, shouts went up from the men—the battle cry of retribution: “Remember the Alamo!! Remember Goliad!”

The primary goal of this paper is to study of the features of the linguistic representation of nature-related vocabulary in Anna Akhmatova’s lyric poems. The principles of compiling a frequency list of plant names are described, a classification of floristic vocabulary is given, and the lexical and semantic subgroup ‘trees’ is analyzed in detail. The specific features of the poet’s individual vision of floristic vocabulary are revealed, taking into account the author’s imagery explicating plant nominations in the literary text.

Severnaya Zemlya. The distinguished dyke belt has discordant relationships with the structural-tectonic plan of the region under consideration. The authors illustrate the manifestations of dyke magmatism in the marked tectonic elements in seismic sections, and conclude that the dyke belt relates to the formation of the structural system of the Arctic basin.

The foundation and facilities at AU is priceless. AU created the framework for Industrial Biotechnology, a truly inter curriculum with an optimal blend of Engineering and Science (Biology especially Agriculture and Healthcare through organic chemistry). The place was positioned just perfect in the world for wonders to come true. The Raman auditorium (in reverence to the Nobel Laureate Sir CV Raman) reassured rational research with reasonable respect in many minds at the ACTECH. High temperature stress is a major environmental factor that affects crop growth, development and yield, it especially limits rice yield. Hence, an experiment was conducted to study the impact of high temperature on morpho-physiological parameters and yield of rice genotypes. Ten rice genotypes were used in this study viz., N22, ADT 36, ADT 37, ADT 43, ADT 45, CO 51, ASD 16, MDU 6, TPS 5 and Anna (R) 4. The study was carried out at OTC (Open Top Chamber) with the treatments of ambient, ambient +2O C and ambient +4O C. Stress was imposed from anthesis to early grain filling period. Observations on plant height, the number of tillers, leaf area, SPAD (Chlorophyll index) and chlorophyll stability index (CSI) were done after the stress imposement and grain yield was calculated after harvest. Results revealed that, the significant changes were observed in morpho-physiological traits and grain yield of rice genotypes among the treatments and with the genotypes. N22 (10% and 19%) and Anna (R) 4 (12% and 22%) recorded less reduction of grain yield in ambient +2O C and ambient +4O C compared with ambient, due to less reduction of total chlorophyll content, SPAD values, leaf area and increased plant height. These parameters resulted in higher biomass which indirectly contributed to higher grain yield in N22 and Anna (R) 4 under high temperature

IntroductionManagement of chronic migraine includes correcting analgesic rebound headache and implementing suitable medication for prevention and acute episodes. However, in many cases this management paradigm oversimplifies the complexity of chronic migraine, particularly the entrenched central pathways that perpetuate chronic migraine. Intravenous lignocaine can curtail chronic migraine and analgesic rebound headache (1). Further, ketamine provides short-term analgesia and enables reduction in central sensitisation of pain pathways, particularly in the setting of codeine/opiod overuse (2). This paper describes use of subcutaneous lignocaine and ketamine infusion in chronic migraine.MethodsA prospective observational cohort study was undertaken in patients with chronic migraine. Patients received a prolonged subcutaneous lignocaine and ketamine infusion (mean duration 11 days) and underwent evaluation at four-time points over six months. The effects on the excitability of motor axons in the median nerve were documented using standard procedures.ResultsFourteen patients were recruited. The infusion was well tolerated; no major side effects were seen. There were no significant long-term changes in the excitability of motor axons. At six months, 13/14 patients had sustained benefit. Three of 4 patients remained free of analgesic rebound headache. One patient remained headache-free. Conversion to episodic migraine occurred in 6/14. Improvement in chronic migraine was reported by 6/14. Three of six were able to return to work, with 1 returning to studies. Benefit was greater in those with depression and history of opiod/codeine use.ConclusionSubcutaneous lignocaine and ketamine can help break entrenchment in chronic migraine as part of a structured management plan.

Abstract Accumulating over time, spatial transformations in Kraków have been changing the city’s structure. The contemporary image of the city is creating a new model of life and has a major effect on the functional and spatial conditions for its residents. Life in the city is dictated by the rhythm of daily routines, and the time of leisure has been reduced to a minimum. Less and less frequently are public and semi-private urban spaces used in the traditional manner and their number is decreasing. A considerable role in the decrease in the space for relaxation in the city is played by the purchasing power of money which is winning for itself the space for new residential estates. The disappearance of green areas can be best illustrated by the example of the green areas between Kraków and Nowa Huta. Historically, Nowa Huta was set up as an organism separate from Kraków. In 1956, Anna Ptaszycka presented a new plan for Kraków spatial development which curbed industrialisation and promoted Howard’s ideas of garden cities. In 1966, the largest park in that area was established, its basic function was to isolate Kraków from Nowa Huta and the steel plant there. As a result of the projects developed in recent years, the compact greenery is smaller, and more and more areas are being taken over for various projects. Spontaneous development of Kraków, without any master plans, for some small parts of city structure, is a huge threat to the preservation of existing leisure areas. Because of this, precise guidelines are needed for the intended use of areas neighbouring environmentally sensitive grounds, defining their type, scale and impact, in order to protect the landscape attractions which are amongst the desired recreational characteristics.

Paul de Mayo was born in London, the only son of Nissim and Anna de Mayo, who were originally members of the Sephardic Jewish community of Salonika (now Thessalonike). They emigrated to England in 1919 with their three-year-old daughter, Flora, to escape the civil disturbances that preceded the cession of Salonika from Turkey to Greece. Anna de Mayo's grandfather had been born in Gibraltar, and this British connection inclined the family to seek permanent refuge in England rather than in France, where other parts of the family had gone. Once settled in London, Nissim established a business as an importer of plant materials, especially of those reputed to have medicinal properties.

The article considers both the history of the creation of translations of the writer Balis Sruoga, who translated poems by Anna Akhmatova, and the translations themselves. Three verses translated by Sruoga were intended for the creative evening of the Lithuanian author in Moscow and are the first transcriptions of the Russian poet into Lithuanian. Akhmatova’s poems were part of the creative interests of the Lithuanian translator as the work of a representative of Russian modernism, not so much as a post-Symbolic plan, but rather a symbolic one. For the first time, taking into account the fact that Sruoga relied on the verbal texts of Akhmatova and their musical adaptation’s by the composer Sergei Prokofiev when translating, the analysis of the equirhythmic correspondence of the translations to the original is proposed.

IntroductionNatalizumab, approved for 300 mg intravenous every-4-weeks dosing, is associated with PML risk. Prior studies have been inconclusive regarding EID’s impact on PML risk. The US REMS program (TOUCH) offers the largest data source that can inform on PML risk in patients on EID. This analysis aimed to determine whether natalizumab EID is associated with reduced PML risk compared with SID.MethodsInvestigators developed SID and EID definitions and finalised the statistical analysis plan while blinded to PML events. Average dosing intervals (ADIs) were ≥3 to<5 weeks for SID and >5 to≤12 weeks for EID. The primary analysis assessed ADI in the last 18 months of infusion history. The secondary analysis identified any prolonged period of EID at any time in the infusion history. The tertiary analysis assessed ADI over the full infusion history. Only anti-JC virus antibody positive (JCV Ab+) patients with dosing intervals≥3 to≤12 weeks were included. PML hazard ratios (HRs) were compared using adjusted Cox regression models and Kaplan-Meier estimates.ResultsAnalyses included 13,132 SID and 1988 EID patients (primary), 15,424 SID and 3331 EID patients (secondary), and 23,168 SID and 815 EID patients (tertiary). In primary analyses, ADI (days) was 30 for SID and 37 for EID; median exposure (months) was 44 for SID and 59 for EID. Most EID patients received >2 years SID prior to EID. The PML HR (95% CI) was 0.06 (0.01–0.22; p<0.001) for primary analysis and 0.12 (0.05–0.29; p<0.001) for secondary analysis (both in favour of EID); no EID PML cases were observed in tertiary analyses (Kaplan-Meier log-rank test p=0.02).ConclusionIn JCV Ab +patients, natalizumab EID is associated with a clinically and statistically significant reduction in PML risk as compared with SID. As TOUCH does not collect effectiveness data, further studies are needed.Study supportBiogen

In Tairia, at a distance of about 10 km from Monemvasia, is a small complex of two Byzantine churches, dedicated to the Assumption of the Virgin and Ag. Anna. Each has a simple one-aisled plan covered by a barrel vault with an intermediate arch. Wall paintings exist in both churches dating from the twelfth, the thirteenth century, and later. The church of the Assumption, or Theotokos, is older and could be dated to the tenth century and thus identified with the church mentioned in a contemporary source, the Life of St. Theodore of Kythira. Ag. Anna imitates the plan of the older church and seems to have occupied the place of earlier service buildings. Built in, on the top of the altar table in the church of the Assumption, is a marble slab with a completely preserved Greek inscription of the Roman period, consisting of five lines which cover the whole surface of the slab and commemorate the dedication to the deities of the Imperial cult (Θεοί Σεστοί) and to a πόλις, the name of which is not known, of a makellon by three Roman citizens out of their own funds. The most probable date for the inscription seems to be the second century AD, but, even though makella existed in few Peloponnesian cities, neither the polis where the establishment was erected is known, nor can the dedicators be safely identified.

In the late nineteenth century, the distance from Qui Nhon to Kontum – a trip of about two hundred kilometers – was nearly insurmountable. The route most travellers took led from the port town in southern Annam out across a narrow coastal plain of cultivated fields before crossing rivers and gorges, and ascending rocky mountains. Then the path leveled out on a high plateau of extreme weather and dense forests where fever, tigers, and unwelcoming local communities intimidated even the hardiest of travellers. Though well within the borders of French-controlled Annam, there was little Vietnamese – and even less French – about these highlands. The region was inhabited almost exclusively by a variety of indigenous groups like the Sedang, the Bahnar, and thejarai, who were both ethnically distinct from the majority Vietnamese population of Annam, and politically independent from the emperor in Hué as well as the French colonial administration. The region was so isolated from the rest of the colony that Frenchmen invoked the Vietnamese name for the area, calling it the Pays Moï– ‘savages' country’ – and even the missionaries, the only Europeans to live in the region until the early 1900s, referred to their headquarters in Kontum as the ‘Mission des Sauvages’. It was an unlikely focal point for one of the most divisive controversies in the French empire.

Self-compatibility in 18 European plum cultivars was examined using the method of fluorescence microscopy. According to selfcompatibility, cultivars were divided into two groups: self-compatible and self-incompatible. In self-compatible cultivars the number of pistils, where pollen tubes reached the base of the style varied from 32.00% (Anna Sp?th) to 91.18% (Wangenheims Fr?hzwetsche). Mean number of pollen tubes at the base of style in these cultivars ranged from 0.52 to 3.97. Cultivars were considered self-incompatible if pollen tubes stopped their growth in the style along with forming characteristic swellings at their tips. Of the studied cultivars, 13 were found to be self-compatible: Wangenheims Fr?hzwetsche, Cacanska Lepotica, Valjevka, California Blue, Cacanska Rodna, Italian Prune, Stanley, Pozegaca, Herman, Bluefre, Jelica, Ruth Gerstetter and Anna Sp?th, while 5 were found to be self-incompatible: Cacanska Rana, Zimmers Fr?hzwetsche, Cacanska Najbolja, Pacific and President.

IntroductionCompression of the optic chiasm gives rise to bitemporal hemianopia. The reason for this is unclear, but one hypothesis suggests it relates to the fact that nasal retinal fibres cross each other while temporal fibres do not. This ‘crossing’ hypothesis has been investigated using finite element modelling but this requires accurate anatomical data. The precise shape of the chiasm is not clear: nasal fibres may not decussate centrally (as if the chiasm were ‘X’-shaped) but, instead, decussate paracentrally and run parallel to each other in the central arm of an ‘H’. This study aimed to determine the population variance in chiasmal shape.Methods68 MRI scans of healthy individuals without visual abnormality were randomly selected. A 2D image was created and images were analysed using AutoCAD software to determine the offset between lines drawn down the centres of the optic nerves and contralateral optic tracts. A positive offset would suggest an ‘H’ shape while an ‘X’-shaped chiasm would have a offset of 0.ResultsThe mean width of the chiasm was 12.0 mm, and the mean offset was 4.7 mm generating a mean offset:width ratio of 0.38. No chiasm had an offset of zero. Fibre crossings occurred approximately 2.35 mm lateral to the midline, and nasal (crossing) fibres travelled an average of 4.7 mm in the mediolateral plane before entering the contralateral optic tract.ConclusionsThe human optic chiasm is H-shaped, not X-shaped. This information will inform future models of chiasmal compression.

IntroductionThe REGIONS Care study assesses stroke care throughout New Zealand. It includes a national audit and here we present organisational survey results assessing current availability of interventions and management approaches in each hospital.MethodsAll 20 District Health Boards were invited to complete a survey about patients managed per annum, care setting, and service provision. Results were grouped into rural and urban groups to assess for geographic differences.ResultsAll NZ hospitals managing stroke patients completed the survey. Results found that of these hospitals 92% have an acute stroke unit, 85% have a TIA pathway, but only 58% offer rapid access specialist TIA services. 100% offer thrombolysis, 92% use pre-hospital notification and rapid ED triage system, and 73% an in-hospital ‘code stroke’ alert. 50% have access to thrombectomy. Only 32% offer a dedicated inpatient stroke rehabilitation unit. While 92% provide community rehabilitation, only 11% offer early supported discharge programmes. 87% routinely provide stroke patient education, but only 54% provide individualised stroke care plans at discharge. Only 28% have access to a psychologist. In-hospital stroke alerts (p=0.014), access to thrombectomy (p=0.016), access to stroke unit care (p=0.027), and routine referral to stroke foundation (p=0.049) were more common in urban areas.ConclusionThe results of this organisational survey indicates that stroke care provision has improved since the last audit in 2009, but important gaps remain. These results will help services focus on specific areas for improvement, some of which such as pre-hospital alerts should be relatively easy to address.

This issue features four articles and a book review section. The first article in the issue is by Stefan Engström (Stockholm School of Economics) and Anna Westerberg (National Social Insurance Board) and examines “Which Individuals Make Active Decisions in the New Swedish Pension System?” The vast majority of empirical evidence on how individuals make decisions in defined contribution plans has been based on US experience and the unique choices available within 401(k) plans. Therefore, the paper by Engström and Westerberg, which examines the situation in Sweden where the institutional details and investment choices are somewhat different, is a most welcome contribution to the literature.
