Resumen
È un fatto noto e consolidato, nelle organizzazioni federaliste e al di fuori di queste, il contributo fondamentale di Altiero Spinelli al processo di unificazione europea. Norberto Bobbio ha messo bene in luce il significato della svolta che ha avuto luogo con la stesura del Manifesto di Ventotene3. Con quest’ultimo, l’obiettivo della federazione europea non era più materia esclusiva di pensatori illuminati, ma diventava oggetto di una lotta politica. Il palazzo del Parlamento europeo dedicato ad Altiero Spinelli è il più evidente riconoscimento alla sua figura da parte delle istituzioni europee.

Resumen
The article discusses the process of the European Parliament’s empowerment and strengthening its role in the system of the European institutions. Introducing of direct universal suffrage to the European Parliament gave the strongest impetus to this process, guaranteeing its transformation into real democratic institution. The key role in the process of the Parliament’s strengthening played its member – Altiero Spinelli who drafted the Treaty establishing the European Union in 1984.

Resumen
This article explores the attitude of French diplomacy towards the European Parliament’s European Union project. In May 1984, François Mitterrand opened to a new treaty based on the «Spinelli project». The French President’s endorsement of the federalist initiative suggested a rethinking of the Gaullist paradigm, but did the support in principle coincide with an alignment of France with the federalist theses? Drawing from several French, Italian and EU archives, this article seeks to answer this question. To answer this question, the article draws on several French, Italian and EU archives. It is structured in three parts. In the first part, attention is focused on the reasons behind Mitterrand’s openness to the appeal of Altiero Spinelli; in the second part, we examine the reactions of the Ten to the Strasbourg speech; finally, we focus on the internal debate within French diplomacy in order to highlight its positioning on the federalist project and on the construction of a truly political Europe.

Resumen
La présente étude a pour objet d'évaluer d'une part l'influence réellement exercée par les mouvements pro-européens, et en particulier le Mouvement Fédéraliste Européen guidé par Altiero Spinelli, sur la classe politique dirigeante italienne dans la définition de la ligne de politique européenne de 1947 à 1957. D'autre part il s'agit d'envisager dans le détail les interférences diplomatiques américaines au moment où l'Italie tentait de préciser ses orientations de politique étrangère. En Italie les fédéralistes formaient un véritable groupe de pression, bénéficiant de nombreux appuis politiques, notamment au sein du Parlement, de subventions du Gouvernement italien et des Etats-Unis par le biais de l'American Committee on United Europe. Malgré l'existence de réseaux politico-économiques et le soutien ouvert de la classe politique dirigeante, notamment de De Gasperi et Sforza, le MFE ne parvint pas à orienter le processus décisionnel dans le sens de la promotion d'une Europe fédérale. Il joua davantage un rôle d'inspirateur théorique, proposant des initiatives politiques qui étaient appuyées ou reprises par la classe dirigeante. En Italie le recours à la thématique européenne par la classe politique au pouvoir fut certes dicté par la foi en l'Europe unie mais aussi par les circonstances politiques intérieures et internationales. En effet l'européisme constitua un instrument devant permettre de contrebalancer l'adhésion au Pacte atlantique, adhésion qui suscitait les critiques de la gauche, l'opposition de certains membres de la majorité gouvernementale et de donner au monde occidental des preuves de la bonne volonté démocratique italienne. La politique européenne de l'Italie fut donc défénie de façon autonome par rapport aux groupes de pression pro-européens mais également par rapport à la forte opposition communiste et de certains partis de gauche. En revanche les dirigeants italiens durent tenir compte des attentes et des conseils formulés par les Etats-Unis dont ils dépendaient pour des motifs politiques et économiques évidents.

Le Club du Crocodile et ses évolutions, de sa naissance en juillet 1980 à la mort de son fondateur, Altiero Spinelli, en mai 1986, sont au cœur de ce travail de recherche. L’étude de l’un des premiers exemples d’intergroupe au Parlement européen met en lumière le projet, les stratégies et les actions de ses membres. Le Club du Crocodile est à l’origine de la création de la commission institutionnelle au Parlement européen, que ses membres mettent au service de leur projet constituant. Il aboutit à l’adoption d’un projet de traité d’Union européenne en février 1984 par l’Assemblée. Ce projet n’entre toutefois jamais en vigueur. Cette thèse met en exergue les stratégies d’influence des membres du Club du Crocodile et les innovations institutionnelles qu’ils engendrent. Elle propose enfin d’en appréhender les filiations et les mémoires collectives dans le but de démontrer l’existence de lieux de mémoire de la construction européenne relatifs au Club du Crocodile
From its creation in July 1980 to the passing of its founder, Altiero Spinelli, the developments of the Crocodile Club are at the heart of this research. The study of one of the first examples of an intergroup in the European Parliament highlights the project, strategies and actions of its members. The Crocodile Club was behind the creation of the institutional committee in the European Parliament, which its members put to use in their constituent project. It resulted in the adoption of a draft Treaty on European Union by the Assembly in February 1984. However, the treaty never came into force. This thesis highlights the influence strategies of the members of the Crocodile Club and the institutional innovations they generated. Finally, it provides an analysis of the Crocodile Club’s lineages and collective memories with the aim of demonstrating the existence of lieux de mémoire (sites of memory) relating to the European construction

Rossi, the highest and most concrete theoretical and political expressions of the contemporary age. Europe means democracy, therefore freedom, social justice, solidarity among the peoples and within the peoples that make up the European Union. It means building and looking upwards towards peace.

This chapter examines a number of theories of European integration. It first considers the intellectual predecessors of the first attempts to theorize European integration, focusing in particular on the functionalism of David Mitrany, the federalism of Altiero Spinelli, and the ‘federal-functionalism’ of Jean Monnet. It then discusses neofunctionalism and intergovernmentalism, along with liberal intergovernmentalism and supranational governance. It also explores international relations theories of European integration. The chapter shows that the study of integration was dominated by the competing approaches of neofunctionalism and intergovernmentalism, and that the debate about whether the European Union is characterized by intergovernmentalism or supranationalism still informs much of the academic work on the subject.
