Nasce l’esigenza dell’azione sul territorio di una comunità educante interessata alla crescita e all’educazione dei minori, in contesti di maggiore fragilità. L’adesione da parte dell’Università di Foggia al Patto educativo di comunità in un contesto territoriale critico risponde alle strategie di terza missione e il suo impegno nel contesto dell’APS Sacro Cuore è quello di agire per rimuovere gli ostacoli che si frappongono alla massima espressione del potenziale educativo delle persone, indipendentemente dalle classi demografiche, sociali, economiche o geografiche.

L’articolo ripercorre il viaggio vissuto dalle allieve e dagli allievi di una sezione dell’ultimo anno della scuola dell’infanzia nel mondo della matematica: nel corso dell’intero anno scolastico i bambini, accompagnati dal personaggio mediatore Galileo Galilei, si sono cimentati in significative esperienze che hanno permesso loro di avvicinarsi a concetti matematici in modo profondo e allo stesso tempo ludico.Sono state sperimentate una varietà di proposte, nella convinzione che l’apprendimento, in età prescolare, debba avvenire per esperienza concreta attraverso il contatto diretto con gli oggetti, tramite il fare corporeo, il movimento e il gioco.Lo scopo del percorso è stato di avviare i bambini allo sviluppo di quei prerequisiti importanti per permettere loro di affrontare la scuola primaria1 con maggiore sicurezza, come la conoscenza dei concetti topologici e delle relazioni spaziali, il potenziamento delle funzioni esecutive, le capacità di enumerazione e di conteggio. ________ 1 La scuola primaria in Italia dura cinque anni e corrisponde alla scuola elementare nel Canton Ticino.

Gemeinhin gelten Landesparlamente im bundesdeutschen Föderalismus als quantité négligeable. Ihre Macht scheint, so die überwiegende Auffassung, eng beschränkt, weil im unitarischen Bundesstaat deutscher Prägung alle wichtigen Entscheidungen auf zentralstaatlicher Ebene getroffen werden und die Volksvertretungen in den Bundesländern nicht wirkmächtig an der Staatsleitung beteiligt sind. Die empirische Analyse zeigt allerdings, dass von einem kontinuierlichen Macht- und Einflussverlust der Landesparlamente nicht die Rede sein kann. Weder hat sich der „legislative Gestaltungsraum“ der Bundesländer stetig verkleinert noch kann davon gesprochen werden, dass Landesparlamente auf Gesetzgebung ohne Einfluss bleiben.

Resumen
Par une étude bibliographique sur les bandes de cisaillement dans les alliages Al-Mg en laminage, on définit les besoins d'un modèle prévisionnel par rapport à l'état de l'art thermo-mécanique (comportement des monocristaux et de l'agrégat, instabilité de ce comportement). On en déduit les demandes pour un nouveau type de modèle. On montre, en obtenant l'évolution de la texture dans un exemple a deux dimensions géométriques, qu'un modèle avec référentiel étendu, donné par le produit de l'espace des rotations des cristaux avec l'espace géométrique absolu usuel, peut répondre aux problèmes posés. On développe ensuite un modèle complet à trois dimensions géométriques tenant compte des déformations finies, de l'hétérogénéité, de l'anisotropie et de l'évolution de la texture suivant la déformation. Dans notre modèle l'apparition des bandes de cisaillement peut être détectée par une fraction critique de grains équi-orientés. On définit un passage micro-macro pour expliquer ce modèle: les grandeurs qui sont introduites sont des fonctionnelles de celles définies dans un polycristal microscopique classique. Cela résulte par une opération intégrale, dite de globalisation, donnant une image approchée de la microstructure du polycristal moyennant une mesure qui opère sur l'espace des orientations cristallines. On précise finalement les mathématiques à la base du modèle proposé, en reprenant les définitions classiques de la thermo-mécanique rationnelle de (W. Noll) et en y introduisant le concept primitif d'uniformité de deux points matériels et en discernant deux évènements simultanés et coïncident par leur phase dans un espace convenable. Cette thèse porte sur l'étude des propriétés structurales, mécaniques et magnétiques de tôles FeSi et FeSiAl soumises à des traitements thermiques conventionnels et des traitements thermochimiques de nitruration. La surface des échantillons nitrures révèle la présence d'une couche biphasée de nitrures de fer. Une microstructure en aiguilles, accompagnée d'une évolution de la taille des grains est également observée à l'intérieur de la matrice des échantillons nitrurés en lit fluidisé. Cette morphologie est fonction de la température, du temps de nitruration et du débit de gaz. Une analyse fine de la composition des couches de combinaison et de diffusion révèle la présence de fer et d'oxydes de fer en extrême surface. Par ailleurs, les mesures mécaniques locales montrent comment la microdureté évolue avec les paramètres de nitruration. Des mesures magnétiques (aimantation, cycle d'hystérésis) sur des échantillons nitrurés ont montré une augmentation du champ coercitif et des pertes par hystérésis en relation avec la présence des couches de nitrures de fer en surface. Ces couches de nitrures présentent des propriétés magnétiques semi-dures qui pourraient être exploitables en technologie de l'électrotechnique.

Resumen
Une source de dispersion importante des resultats de mesure de la tenacite des aciers faiblement allies, utilises dans l'industrie electronucleaire, a ete recemment attribuee a la presence, a l'interieur de grosses structures, de petites regions qui presentent une resistance mecanique faible (veines sombres). Ces zones fragiles ont ete identifiees comme etant des regions fortement segregees dans lesquelles des decohesions intergranulaires pourraient amorcer la rupture par clivage de la structure entiere. Dans cette etude, la rupture fragile intergranulaire d'un acier faiblement allie (a533b ci1) a ete etudie. Un traitement thermique de fragilisation nous a permis de creer deux etats fragilises qui se rompent de facon intergranulaire a basse temperature. Ce mode de rupture est accompagne par un decalage notable de la temperature de transition (165c) et une diminution de la tenacite de l'acier. L'approche locale de la rupture, developpee pour le clivage, a ete appliquee a la rupture intergranulaire et, par la suite, des modifications ont ete proposees. Les hypotheses physiques a la base de ces criteres ont ete verifiees a l'aide des essais biaxiaux (traction-torsion). La tenacite statique et dynamique des aciers, susceptibles de rompre de facon intergranulaire, a ete prevue en utilisant les resultats de l'approche locale. Enfin, l'approche locale appliquee a un acier de construction, presentant des modes mixtes de rupture (clivage + intergranulaire), a montre que ce type de rupture semble etre controle par les decohesions intergranulaires

L’essai Charpy V est largement applique afin de caractériser la fragilité d'un matériau. Cependant, il n'existe pas de lien satisfaisant entre la résilience KCV (l'énergie à rupture normalisée par la section de l'éprouvette) et la ténacité KIc d'un matériau. Cette étude vise à établir une relation non-empirique entre la résilience et la ténacité, dans le bas et dans le début de la transition, pour un acier 16MND5. La méthodologie appliquée est basée sur l'approche locale. La rupture fragile par clivage est modélisée avec le modèle de Beremin base sur l'hypothèse du maillon le plus faible, tandis que l'avancée ductile de la fissure, qui éventuellement précède le clivage, est prise en compte avec le modèle de Gurson-Tvergaard-Needleman. Des essais mécaniques effectués à plusieurs taux de déformation ont permis d'établir la loi de comportement du matériau. Des essais de rupture sur différentes géométries d'éprouvette ont fourni un grand nombre de résultats, suffisant pour une évaluation statistique. Toutes les géométries d'éprouvette ont été modélisées par la méthode des éléments finis. La nature dynamique de l'essai Charpy nécessite une considération spéciale. L’origine des effets dynamiques a été étudiée, ainsi que leur implication sur l'interprétation des résultats et la modélisation. L’approche locale a été ensuite appliquée pour étudier la rupture. La prévision de la ténacité à partir de l'essai Charpy est possible, dans le bas de la transition. Vers des valeurs de ténacité plus élevées, les paramètres du modèle de Beremin changent. Des investigations fractographiques détaillées montrent que la nature des points faibles qui amorcent le clivage varie selon la température. La contrainte locale de clivage exercée sur ces points faibles apparait varier avec la température. On arrive à la conclusion que le modèle de Beremin doit être raffiné pour permettre son application dans le domaine de la transition ductile-fragile.

La recherche porte sur la mise en considération de manuscrits magiques conservés à la bibliothèque de l’Alliance Israélite Universelle (Paris) dans la collection de la Genizah du Caire. Il s’agit de quatorze spécimens des amulettes et des prescriptions magiques touchant des rituels à déployer pour l’obtention de profits personnels. Les documents, en Hébreu et Araméen, sont gardés dans la boîte 130, cote VI C , et comprennent folios et bi-folios dont l’état de conservation est très inégal et qui datent entre le Moyen âge et l’Époque moderne. L’analyse, répartie en une introduction (comprenant histoire de la collection, méthode du travail, status quaestionis et caractéristiques des textes) et en deux sections consacrées à l’examen direct des manuscrits, conjugue l’étude paléographique et philologique à la recherche sur la fonction de la magie dans la culture hébraïque. Les descriptions des documents (conservation, format, support, mise en page, mise en texte et style de l’écriture) et leur déchiffrement sont complétés par des commentaires sur le contenu des textes et sur leur emploi rituel. Les manuscrits sont comparés avec des autres témoignages de l’antiquité tardive jusqu’à l’époque moderne afin de montrer les liens entre des typologies textuelles hétérogènes et d’entreprendre une enquête sur la littérature magique hébraïque dans une perspective à la fois synchronique et diachronique. A travers l’analyse de sources conservées dans une même collection, les textes sont situés dans leur contexte historique et religieux ; on réussit ainsi à préciser un profil des auteurs et des commettants provenant du milieu des communautés hébraïques méditerranées et proche-orientaux
This research deals with magical manuscripts from the Cairo Genizah that are currently held at the Alliance Israelite Universelle’s Library Genizah collection in Paris. The material concerns fourteen specimens including amulets and magical texts providing instructions in order to achieve individual purposes. Selected from the box 130, shelfmark VI C, most of the documents consists of one-folio or bi-folio’s Hebrew and Aramaic manuscripts which are heterogeneous with regard to preservation conditions and origins, mostly belonging from the Middle Ages or the Early Modern Period. The survey, including a general introduction (history of the collection, methodological instruments, status quaestionis and literary features) and two sections delving into the manuscripts through their direct examination, combines both the palaeographical and philological perspectives with historical and cultural approaches on Hebrew magic. Documents’ descriptions (giving information about conservation, formats, writing materials, mise en page, mise en texte and types of script) and deciphering are equipped with philological comments and annotations about their contents and ritual deployment. The manuscripts are here compared with other magical sources from Late Antiquity until Early Modern Period displaying different textual typologies, aiming to investigate Hebrew magical literature both from diachronic and synchronic viewpoints. By analyzing sources coming from a single collection, this study succeeds in setting the texts into their historical and religious context and in sketching a profile of their authors, scribes and purchasers who lived in Hebrew Mediterranean and Near Eastern society

La compression isostatique a chaud de poudres metalliques permet de fabriquer des pieces completement denses, pouvant comporter des geometries complexe impossible a realiser par usinage. Ceci permet alors de produire en une seule etape des pieces qui, habituellement, sont realisees par formage et assemblage. Dans cette optique, la forme du moule dans lequel est versee la poudre determine entierement la forme de la piece finale. La methode utilisee pour optimiser la forme du moule afin d'obtenir une piece ayant les cotes desirees, est basee sur la simulation numerique du cycle de mise en forme. La validite de ce procede est donc basee sur la valeur predictive de la simulation. L'etude presentee ici porte sur la simulation de la densification de poudre de superalliage base nickel, le sy625, dans un conteneur en acier doux, le xc18. La simulation demande la constitution d'une base de donnees importante, tant pour la poudre que pour le conteneur. Nous avons tout d'abord determine les proprietes mecaniques et thermiques dependant de la temperature pour les deux materiaux par une etude bibliographique et experimentale. Les lois de fluage du xc18 et du sy625 dense ont ete determinees entre 850\c et 1150\c par des essais de compression simple. L'identification des parametres rheologiques du modele viscoplastique de densification utilise, celui d'abouaf, a ete realisee sur une large gamme de densite relative, entre 75% et 100% (densite relative de remplissage : 73%). Deux pieces de validation ont ete fabriquees dans le cadre de cette etude afin d'evaluer les performances de la simulation. La simulation par elements finis de la densification est realisee grace au logiciel precad. Les resultats de calculs en deux ou trois dimensions montrent une bonne prevision des deformations. Le modele d'abouaf et le logiciel precad dans sa version actuelle semblent donc apte a simuler la densification de pieces industrielles a partir de poudre de sy625. Nous avons enfin observe une recristallisation des grains dans le sy625 pendant la densification. Un plan d'experiences nous permet de prevoir la fraction recristallisee du sy625 elabore par cic et d'en deduire ses proprietes en fluage.

Cette these aborde le probleme de la propagation des fissures de clivage et leur arret dans les aciers. Dans une premiere partie bibliographique, nous presentons les principaux resultats theoriques et experimentaux reportes dans la litterature. L'acier de construction e-36 a ensuite ete caracterise a differentes temperatures a l'aide d'essais de traction, de compression dynamique et de mesures de tenacite. Un des principaux acquis de ce travail est la mise au point d'une experience originale d'arret de fissure, basee sur un chargement thermique. Parallelement des essais isothermes suivant une procedure preconisee par l'astm ont ete realises. Ils ont ete instrumentes de facon a mesurer notamment les vitesses de fissures. Celles-ci sont comprises entre 450 et 800 m/s. Les valeurs de tenacite a l'arret mesurees, d'une part, sur l'experience de choc thermique et, d'autre part, a l'aide d'essais isothermes sont comparables. En ce qui concerne les mecanismes de rupture, nous avons mis en evidence qu'a la pointe d'une fissure en propagation, la rupture pouvait se produire par clivage 80c au-dela de la temperature de transition de la tenacite statique a l'amorcage. La necessite ou non d'une analyse dynamique pour interpreter des experiences d'arret de fissure etait au centre d'un vaste debat. Pour aborder cette question des simulations numeriques par la methode des elements finis en elastodynamique ont ete realises. Nous avons montre que l'approche qui consistait a mesurer la tenacite statique a l'arret sur eprouvettes de type astm allait dans le sens de la securite en sous-estimant le facteur d'intensite de contrainte reel d'environ 15%

The War of the Spanish Succession saw the culmination in the development of European warfare during the “Military Revolution” period, which saw European states fielding larger armies with geographically more ambitious strategies under the umbrella of the nascent eighteenth‐century phenomenon of the “Fiscal‐Military State.” By investigating the Austro‐British alliance at the diplomatic, strategic, logistical, and operational levels during the war, greater insight can be gained into the mechanics of alliance warfare and how two allies reconcile independent war strategies in order to achieve a common goal. This is done in particular by exploring British attempts to influence Austrian war strategy through the tools of diplomacy and logistics in order to bring it more in line with British war strategy, particularly in the region of southern Europe. The chronological approach adopted by this thesis will demonstrate how the course of a war can influence strategy and, in turn, facilitate or impede allied collaboration. The early years of the war saw unsuccessful attempts at Austro‐British collaboration due to the distance between the two allies and the limited contact between them. The 1703 crisis of the Austrian monarchy following financial collapse, rebellion, and a hostile Bavaria forced a dramatic revision of British strategy, culminating the Blenheim campaign of 1704. The expansion of the war into Iberia saw a broadening of Austro‐British military contacts, and the strategic situation in Italy was the source of greater collaboration. However, this expanded collaboration could prove diplomatically damaging when strategic or operational goals diverged. The later years of the war saw Austro‐British collaboration reach its peak, but Austria had to sacrifice much of the direction of its own war effort in the Mediterranean to Britain as the price for British support. The final years of the war saw British and Austrian war strategies diverge in light of the death of Joseph I.

Objectives. The aim of this study was to gain service users’ perspectives on whether therapeutic alliance, if at all, featured as part of their experience of the Systems Training for Emotional Predictability and Problem Solving (STEPPS) group programme. Design. A qualitative, semi-structured interview-based study to explore service users experiences of therapeutic alliance within their treatment. Methods. Seven individuals diagnosed with Borderline Personality Disorder (BPD), who were attending STEPPS groups, were interviewed as part of the study. Results. Three themes were identified from the data using thematic analysis: ‘A process of identification and feeling understood, ‘Building camaraderie’ and ‘Recognising positive change’, processes that map directly onto the concept of therapeutic alliance. Group members sought out opportunities to relate to one another, a process which was facilitated by the content and structure of the treatment. Therapeutic bonds were built within the group, and these positive relationships appeared to increase mutual engagement and commitment to see the treatment through. As part of this experience, participants noticed positive changes within themselves, which they attributed to attending the STEPPS programme. Conclusion. Service users experiences outlined within this study suggest that therapeutic alliance featured in the STEPPS treatment. Whilst STEPPS focuses on being a skills based programme, the relationships formed between all group members emerged as an important mechanism from which change was made possible. Further research is required to build on these findings and investigate the extent to which therapeutic alliance affects treatment outcome and drop out within this treatment package for individuals with BPD.

AbstractWe cannot live well without food. However, a significant number of children experience medical issues that impact their feeding, in some cases requiring feeding via a tube. The SUCCEED Child Feeding Alliance recognises the challenges that tube-feeding presents, and collaborates with parents, healthcare providers, and others to take steps towards a world in which all children who tube-feed thrive, experiencing the full joys of childhood, and agentically pursuing the futures of their own making. This chapter is inspired by Henry, who despite an ongoing need to tube-feed, has a passion for cooking, and wants to be a chef when he is older. We explore the challenges and praxis of tube-feeding, and different responsibilities and opportunities we have as adults in promoting positive change—from perspectives as parent, clinician, artist, and researcher. This dialogue is infused with theoretical insights from the theory of practice architectures, and Stetsenko’s transformative activist stance, which draws our attention to ways in which we contribute individually and collectively to the future that ought to be. We conclude by presenting one of Chef Henry’s own recipes.

AbstractAfter the Cold War, the Atlantic Alliance played various roles, which were unthinkable in the first decades of its history. NATO performed crisis management, peacekeeping, humanitarian intervention, fight against international terrorism; all these operations took place out-of-area. Since the Ukrainian crisis in 2014, NATO re-discovered its ancient enemy, Russia, and has re-focused mainly on its traditional task, the defence of the member states’ territory. Adaptation is a constant feature of the Atlantic Alliance’s history and became more imperative and frequent in the post-Cold War. A perusal of the North Atlantic Treaty’s text helps to understand how the Alliance worked in different periods. However, large parts of the public opinion in the member states have no clear idea of the Alliance’s purpose and roles. Hence the necessity of a full and scholarly assessment of NATO’s performance during and particularly after the Cold War.

The Battle of the Atlantic, already two years old when the United States entered the war, was a contest for supremacy on the ocean highway across which all American supplies and troops must fiow to Europe. Everything depended on keeping that highway open. Dwight D. Eisen hower, newly promoted to brigadier general and freshly installed as chief of the army’s War Plans Division, submitted a penetrating assessment of the importance of the North Atlantic sea lanes to George Marshall on February 28, 1942. “Maximum safety of these lines of communication is a ‘must’ in our military effort, no matter what else we attempt to do,” Eisenhower emphasized. Shipping, he presciently added, “will remain the bottleneck of our effective effort,” a statement that echoed repeated pronouncements by both Churchill and Roosevelt that the struggle with Hitler would be won or lost at sea.

Soon after Viktor Orbán returned to power in 2010, Vladimir Putin’s Russia became a strategic ally for Hungary. This was a somewhat surprising development for a country with a history of mass movements for political freedom crushed with the assistance of Russian troops. Yet, unlike virtually all his European allies on the radical and populist Right, Orbán has supported Putin even during his campaign against Ukraine. As this has not been without political and economic costs for Hungary, the question emerges as to why Orbán has been so loyal to Putin. The report presents three complementary explanations: (1) the traditional animosity Hungarian governments have shown toward Kyiv in the past three decades; (2) blaming the European Union and the pro-Ukraine Western alliance for economic hardship in Hungary; (3) endorsing Putin’s totalitarian turn in Russia to suggest that a similar course of political developments in Hungary is not excluded either. Worryingly, considerable institutional measures in the latter direction in the form of states of danger, continuously implemented since March 2020, have already been taken.

Background. As negotiations continue in relation to the UK’s departure from the European Union, considerable uncertainty remains around the final structure of any deal and the implications across all policy areas. Maritime issues are of key concern in Scotland and numerous reports and opinions are accumulating, highlighting significant areas of concern, ranging from fisheries to decommissioning, and some potential opportunities. There is a critical need for knowledge and capacity to support and influence the on-going negotiation process, at both the Scottish and UK level. Expertise regarding the broad range of marine research, operations and commerce is in demand to support discussion, promote interests and secure advances where possible. Such discussion must be based on the best available science but taking into account the socio-economic and historical context. The Marine Alliance for Science and Technology for Scotland1 (MASTS) is supporting this discussion, providing scientific expertise and promoting the development of emerging policy and progress towards sustainable marine management, during the transition period and for the post-departure UK organisation. This workshop, supported by MASTS, brought government and academia together to consider the legal, governmental and research framework under which Brexit is taking place and to identify priority areas and activities where information can be shared and options considered for enhancing scientific support for the Brexit process. The objectives were to: • Understand current status of Brexit with respect to marine systems and research capacity, including the legislative framework • Identify the priority gaps in knowledge • Develop ways to enhance communication pathways for the best scientific advice required to support the Brexit process.

Field crews recently collected more than 10 years of classification and mapping data in support of the North Coast and Cascades Inventory and Monitoring Network (NCCN) vegetation maps of Mount Rainier (MORA), Olympic (OLYM), and North Cascades (NOCA) National Parks. Synthesis and analysis of these 6000+ plots by Washington Natural Heritage Program (WNHP) and Institute for Natural Resources (INR) staff built on the foundation provided by the earlier classification work of Crawford et al. (2009). These analyses provided support for most of the provisional plant associations in Crawford et al. (2009), while also revealing previously undescribed vegetation types that were not represented in the United States National Vegetation Classification (USNVC). Both provisional and undescribed types have since been submitted to the USNVC by WNHP staff through a peer-reviewed process. NCCN plots were combined with statewide forest and wetland plot data from the US Forest Service (USFS) and other sources to create a comprehensive data set for Washington. Analyses incorporated Cluster Analysis, Nonmetric Multidimensional Scaling (NMS), Multi-Response Permutation Procedure (MRPP), and Indicator Species Analysis (ISA) to identify, vet, and describe USNVC group, alliance, and association distinctions. The resulting revised classification contains 321 plant associations in 99 alliances. A total of 54 upland associations were moved through the peer review process and are now part of the USNVC. Of those, 45 were provisional or preliminary types from Crawford et al. (2009), with 9 additional new associations that were originally identified by INR. WNHP also revised the concepts of 34 associations, wrote descriptions for 2 existing associations, eliminated/archived 2 associations, and created 4 new upland alliances. Finally, WNHP created 27 new wetland alliances and revised or clarified an additional 21 as part of this project (not all of those occur in the parks). This report and accompanying vegetation descriptions, keys and synoptic and environmental tables (all products available from the NPS Data Store project reference: https://irma.nps.gov/DataStore/Reference/Profile/2279907) present the fruit of these combined efforts: a comprehensive, up-to-date vegetation classification for the three major national parks of Washington State.

The clinical application of Computed Tomography Angiography (CTA) is widely available as a technique to optimize the therapeutic approach to treating vascular disease. Evaluation of atherosclerotic arterial plaque characteristics is currently based on qualitative biomarkers. However, the reproducibility of such findings has historically been limited even among experts (1). Quantitative imaging biomarkers have been shown to have additive value above traditional qualitative imaging metrics and clinical risk scores regarding patient outcomes (2). However, many definitions and cut-offs are present in the current literature; therefore, standardization of quantitative evaluation of CTA datasets is needed before becoming a valuable tool in daily clinical practice. To establish these biomarkers in clinical practice, techniques are required to standardize quantitative imaging across different manufacturers with cross-calibration. Moreover, the post-processing of atherosclerotic plaque segmentation needs to be optimized and standardized. The goal of a Quantitative Imaging Biomarker Alliance (QIBA) Profile is to provide an implementation guide to generate a biomarker with an effective level of performance, mostly by reducing variability and bias in the measurement. The performance claims represent expert consensus and will be empirically demonstrated at a subsequent stage. The World Summit on Sustainable Development in Johannesburg in 2002 set the goal of minimising the adverse impacts of chemicals and waste by 2020. This goal has not been achieved yet. Therefore, other approaches are needed to prevent, minimise, or replace harmful substances. One possible approach is this master thesis which deals with the challenges that the textile importer DELTEX is facing with regard to a transparent communication of chemicals used and contained in the product in its supply chain. DELTEX is bound by legal regulations and requirements of its customer and must ensure that there are no harmful substances in the garments. For each order, the customer requires a chemical inventory from DELTEX which contains the chemical substances and formulations used (so-called "order-wise chemical inventory"). Currently, the suppliers are not willing to pass this on to DELTEX. As a result, DELTEX is faced with the problem of having no knowledge of the materials used in the garments and is thus taking a high risk. The structure of this study is based on the transdisciplinary "delta analysis" of the Society for Institutional Analysis at the University of Applied Sciences Darmstadt. This compares the target state with the actual state and derives a delta from the difference. Based on this, suitable design options are to be developed to close the delta. The study defines the target state on the basis of normative requirements and derives three criteria from this, which can be used to measure design options. By means of guideline-based interviews with experts, an online survey and literature research, it examines the current state. The analysis shows that the relevant actors are in an unfavourable incentive and barrier situation. The textile supply chain can be seen as a complex construct in which a whole series of production sites (often in developing and emerging countries where corruption and low environmental standards exist) carry out many processing steps. Chemicals are used at almost all stages of processing, some of which have harmful effects on people and the environment. At the same time, factory workers in the production countries are under enormous price and time pressure and often have insufficient know-how about chemical processes. DELTEX is dependent on its main customer and therefore has little room for price negotiations. To close this delta, the study formulates design options on macro, meso and micro levels and measures them against the developed criteria. None of the measures completely meets all the criteria, which is why a residual delta remains. The study concludes that not one, but rather a combination of several design options at all levels can achieve the target state. For DELTEX, an alliance with other textile importers, membership in the Fair Wear Foundation, strengthening the relationship with its suppliers and cooperation with another customer are recommended. Furthermore, the use of material data tools that support proactive reporting approaches such as a Full Material Declaration is recommended. The study is carried out from the perspective of the textile importer DELTEX. The results can therefore only be applied to the entire textile supply chain to a limited extent.

The city of Dakar is one of the only cities in Africa to come close to taking a municipal bond to market. The US$40 million bond, set to launch in 2014, was designed to fund a new market hall for informal traders in the city. The market would relocate more than 4,000 street vendors, with the aim of moving them from side streets into a safe and central place to sell their goods, with access to credit agencies and other market services. Development partners, including the Bill and Melinda Gates Foundation, the World Bank’s Public-Private Infrastructure Advisory Facility (PPIAF), Cities Alliance, and USAID, played a crucial role in making the bond terms viable – both in shouldering the financial burden of developing internal creditworthiness, and in providing expertise and guarantees to reduce the risk. Although the bond’s launch was ultimately stopped by national government decree, the process of preparing for the bond has greatly improved the financial management capabilities and creditworthiness of the city. As a result, Dakar’s bond journey is still paying dividends to the city today, with a number of successful concessional and commercial loans. The process also deepened the city’s connection with its residents – with small bond denominations, informal traders were one of the key investors. The motivation for the bond was in part due to the city’s lack of control over its financial resources. While the most recent decentralisation law amendment, Acte III de la Décentralisation of 2013, has seen many responsibilities devolved to the local level, finances to deliver on this new mandate have not followed. In fact, all revenue and expenditure for local governments in Senegal are processed at the national level, leaving little room or incentive for financial reform. Surprisingly, despite this, the law gives local governments relative independence in taking on debt. This meant that when Mayor Sall came into office with a vision for change, the only viable financing opportunity within the city of Dakar’s control was via the latter. This legislated independence is also the reason why the halting of the bond was so heavily contested. The city of Dakar provides an example of the importance of the political landscape in effecting any innovative reforms, as well as the need for the national government to buy-in to the fact that successful cities are in their interest as well. This is particularly critical in Dakar’s case, given the city’s finances are managed at the national level. Fortuitously, the national government is now beginning to focus on improving local revenues, primarily through property taxes, as well as better coordination amongst different stakeholders through a dedicated department and the ‘Local Fiscality Commissions’ described below.

Vegetation inventory and mapping is a process to document the composition, distribution and abundance of vegetation types across the landscape. The National Park Service’s (NPS) Inventory and Monitoring (I&M) program has determined vegetation inventory and mapping to be an important resource for parks; it is one of 12 baseline inventories of natural resources to be completed for all 270 national parks within the NPS I&M program. The Mojave Desert Network Inventory & Monitoring (MOJN I&M) began its process of vegetation inventory in 2009 for four park units as follows: Lake Mead National Recreation Area (LAKE), Mojave National Preserve (MOJA), Castle Mountains National Monument (CAMO), and Death Valley National Park (DEVA). Mapping is a multi-step and multi-year process involving skills and interactions of several parties, including NPS, with a field ecology team, a classification team, and a mapping team. This process allows for compiling existing vegetation data, collecting new data to fill in gaps, and analyzing the data to develop a classification that then informs the mapping. The final products of this process include a vegetation classification, ecological descriptions and field keys of the vegetation types, and geospatial vegetation maps based on the classification. In this report, we present the narrative and results of the sampling and classification effort. In three other associated reports (Evens et al. 2020a, 2020b, 2020c) are the ecological descriptions and field keys. The resulting products of the vegetation mapping efforts are, or will be, presented in separate reports: mapping at LAKE was completed in 2016, mapping at MOJA and CAMO will be completed in 2020, and mapping at DEVA will occur in 2021. The California Native Plant Society (CNPS) and NatureServe, the classification team, have completed the vegetation classification for these four park units, with field keys and descriptions of the vegetation types developed at the alliance level per the U.S. National Vegetation Classification (USNVC). We have compiled approximately 9,000 existing and new vegetation data records into digital databases in Microsoft Access. The resulting classification and descriptions include approximately 105 alliances and landform types, and over 240 associations. CNPS also has assisted the mapping teams during map reconnaissance visits, follow-up on interpreting vegetation patterns, and general support for the geospatial vegetation maps being produced. A variety of alliances and associations occur in the four park units. Per park, the classification represents approximately 50 alliances at LAKE, 65 at MOJA and CAMO, and 85 at DEVA. Several riparian alliances or associations that are somewhat rare (ranked globally as G3) include shrublands of Pluchea sericea, meadow associations with Distichlis spicata and Juncus cooperi, and woodland associations of Salix laevigata and Prosopis pubescens along playas, streams, and springs. Other rare to somewhat rare types (G2 to G3) include shrubland stands with Eriogonum heermannii, Buddleja utahensis, Mortonia utahensis, and Salvia funerea on rocky calcareous slopes that occur sporadically in LAKE to MOJA and DEVA. Types that are globally rare (G1) include the associations of Swallenia alexandrae on sand dunes and Hecastocleis shockleyi on rocky calcareous slopes in DEVA. Two USNVC vegetation groups hold the highest number of alliances: 1) Warm Semi-Desert Shrub & Herb Dry Wash & Colluvial Slope Group (G541) has nine alliances, and 2) Mojave Mid-Elevation Mixed Desert Scrub Group (G296) has thirteen alliances. These two groups contribute significantly to the diversity of vegetation along alluvial washes and mid-elevation transition zones.

Satellite monitoring offers unique advantages to the industry in meeting the objectives of managing third party encroachment to mitigate the potential of mechanical damage. Satellite monitoring of third party encroachment involves persistent acquisition satellite imagery over a pipeline right-of-way (ROW), combined with computerized change detection and to identify potentially hazardous activities. Monitoring using satellite synthetic aperture radar (SAR) provides all-weather day or night monitoring of a specific geographic location. The service can be improved by including the detection of environmental disturbances (as opposed to simple vehicle detection) and improving the detection and false alarm rates of vehicle targets. These objectives were achieved by optimization techniques using a set of satellite data collected for Alliance Pipeline around Blue Earth, Minnesota.

This report sets out to present some of the highlights from a more in depth study carried out on social entrepreneurship and innovation ecosystems in Chile, Colombia, Costa Rica, Mexico and Peru as part of a wider comparative study between the Latin American Pacific Alliance countries and sixcountries in Asia (Japan, South Korea, China, Singapore, Thailand and the Philippines). This study comprises a global, regional and country level perspectives as well as a detailed analysis of 25 examples of social enterprise within the two regions. In this report we begin by providing the context of the Pacific Alliance agenda and observe the opportunity this regional integration effort may have for social enterprise across the region. Secondly we outline some of the different ways each countries ecosystem has evolved over the last few years in terms of public policies, intermediaries, financial support mechanisms and Universities. There are different stages of evolution to be observed depending on the sector. For example Chile and Colombia have followed similar processes to develop public policies for social innovation (building on the maturity of their existing entrepreneurship and innovation support systems), whereas Costa Rica has leap-frogged this process with the creation of its new Social Innovation Council. Mexico and Colombia are leading the way in terms of social impact investment and Peru, with a far more incipient ecosystem although has seen rapid growth in the last two years, which above all has stimulated social entrepreneurship activity within the University sector. Thirdly we consider the different degrees of social and financial motivations of social enterprises and how these are made to fit within the existing legal frameworks and also explore the profile of the social entrepreneur in the region. Finally observe the emerging phenomena of social innovation labs as new ways of responding to social problems using diverse systemic perspectives, new ways of experimentation and learning and unique participatory design approaches.
