Resumen

The lessons learned during wars and armed conflicts indicate that the main factor influencing the aerial defence of air bases were directly related to the rapid development of the combat capabilities of aerial threats. Air bases have been lucrative targets for enemy air strikes since the first documented attack by a British aircraft on a German airfield in 1914 and have remained so for contemporary military air operations. The article discusses the evolution of concepts and lessons learned in the field of aerial defence of air bases that resulted from armed conflicts and local wars. The analysis includes armed conflicts, which, according to the author, have reflected the changes in the organisation of the aerial defence of air bases, including the repulsion of air strikes against aviation on the ground. Attention was paid to the conditions related to the aerial defence of aviation on the ground during the First World War. A more thorough analysis was made of the Second World War period, focused on the Western Front and the defence of Poland. Particular attention was paid to the Battle of Britain, noting the importance of the organisation of the radar air surveillance system in the context of the effectiveness of air defence. The focus of the analysis then shifts to the aerial defence of air bases during armed conflicts after the Second World War: the Vietnam War (1965-1973), the Yom Kippur War (1973), the defence of air bases in the Yom Kippur War (1973), and NATO operations from the air against air bases during the Deny Flight / Deliberate Force (1992-1995) and Allied Force (1999) operations. The article also makes a preliminary assessment of the aerial defence of air bases during the ongoing conflict in Syria.

Resumen

Manpower, personnel, training and safety (MPTS) analysis is currently inconsistent and incomplete in its application to Air Force acquisitions. While many problems are managerial, MPTS analysis also suffers from a lack of adequate tools and data bases to analyze weapon system design, project MPTS requirements and suggest trade-offs. These problems are particularly acute in the early phases of the weapon system acquisition process (WSAP), making it difficult to influence design during this critical period. To improve MPTS analysis, a study is being conducted by the Air Force to define a comprehensive and integrated MPTS analytic system for use in the WSAP. The study is identifying what MPTS decisions need to be made in the WSAP, when they need to be made, and how they are interrelated. Current capabilities are then being determined by analyzing the tools and data bases available to support each MPTS decision. The analysis will identify needed improvements to existing tools and data bases and whether new ones need to be developed. This paper discusses the requirement for an improved MPTS system and then describes a variety of managerial and technical initiatives being undertaken to satisfy the requirement. The last section identifies the desired characteristics of an effective MPTS system.

Resumen

Land-grant universities, through the 4-H program, have offered support and partnership to the military since World War I. More recently, the U. S. Army, Air Force, and 4-H have partnered to provide military installation youth programs involving over 7,000 youth in 4-H clubs in the United States and abroad. Military youth and families, not affiliated with Base or Post installations, were extended similar support as an aftermath of September 11, 2001. All youth involved through military outreach are enrolled as 4-H members through their respective counties integrating them into local, state, regional, and national 4-H activities and events. Authors share their experience developing relationships with their Air Force partner in implementing positive youth development programs, and explain how these actions resulted in successful funding for increased outreach.

Resumen

This paper presents how the Inspection Development Framework’s (IDF) novel maintenance scheduling technique increased aircraft utilization and availability in a sample of the United States Air Force’s (USAF) C-5M Super Galaxy fleet. The hypothesis tested was “Can we execute segmented maintenance requirements during ground time opportunities in order to optimize flying?” We applied IDF to decompose the C-5M’s five-day Home Station Check (HSC) inspection into smaller work packages that subordinate to operational requirements and maintenance resource availability. Ten HSCs at Dover and Travis Air Force Base (AFB) were modified using IDF and measured against a control group of traditional HSCs. While statistical significance was not achieved given the small sample size, anecdotal results demonstrate improvements in maintenance downtime, sortie count, and flight hours for the experimental group across the two bases. Specifically, the pathfinder’s observed results extrapolated to all HSCs at each base projected an additional 15 flying days per year at Dover AFB and 29 sorties per year at Travis AFB. These C-5M improvements serve as a proof-of-concept for the USAF adapting commercial best practices to address declining aircraft readiness. IDF’s more agile and dynamic scheduling techniques also enable easier adoption of Condition Based Maintenance through a more integrated approach to optimally schedule maintenance requirements.

Resumen

Most military bases can be thought of as good-sized communities, containing all of the important resources that non-military communities contain including urban forests. These military urban forests have similarities and differences with urban forests in non-military communities, and their management is in some ways different. In this paper we describe the urban forest situation at Hill Air Force Base in northern Utah, an example of a military base still in the early stages of urban forest management, but with an improving and expanding urban forestry program. The base, in cooperation with Utah State University's Department of Forest Resources, began an assessment of its program and conducted a complete tree inventory in 1993. Inventory results and a qualitative assessment led to development of a plan with management goals and implementation strategies, which became part of an overall Natural Resources Management Plan for the Base. Besides increasing tree numbers and overall urban forest quality and tree management, the plan calls for increased emphasis on community participation as the key to a successful urban forestry program.

Abstract. Condensation removes water vapor molecules from the gas phase and reduces the weight of the air column. This disturbs hydrostatic equilibrium and makes air circulate under the action of the recently described evaporative force. Meesters, Dolman and Bruijnzeel (2009) criticized the physical bases of the new circulation driver with a major claim that the ascending air motions induced by the evaporative force should rapidly restore the hydrostatic equilibrium and become extinguished. Here we respond that in fact these air motions sustain the disequilibrium of air pressure through the reduction of the weight of the air column via condensation that continuously occurs as the ascending moist air cools. In the traditional meteorological paradigm condensation is primarily considered in terms of the effect it has, via latent heat release, on air density, while its immediate effect on the weight of air column is not accounted for. The critique of Meesters et al. is therefore informative in highlighting the traditional lines of thought that should be re-visited to incorporate the new physical knowledge. Such an effort is arguably worthy of undertaking as the evaporative force concept bears tangible potential for solving some of the key problems that are challenging modern atmospheric science.

The Meteorological (Met) Sections at IAF bases closely monitor a Tropical Cyclone formation, intensification and movement and issue storm warning to safeguard its valuable property that primarily includes Aircrafts. It also provides the weather services for all the helicopter/Aircraft Rescue Operations that are taken up after the fury of the cyclone experienced at a place. Generation of real time forecast from model studies is in the Research Stage in IAF. A meso-scale model (MM5) studies of super cyclone of Orissa were carried out by IAF Met to generate forecast tracks of the Cyclone using Grell and Kain-Fritsch 2 (with shallow convection) cumulus parameterization scheme. The Grell scheme indicated the track slightly close to the actual track of the storm. The KF2 scheme led to the generation of the track that indicated the re-curvature of the system in to West Bengal and adjoining regions.

This article examines a hitherto unexplored aspect of the Anglo-American “special relationship,” the development of arrangements to coordinate U.S. and British forces in a joint nuclear strike against the Soviet Union. During the early Cold War, British political leaders and military officers struggled for a closer relationship with the U.S. Air Force in the hope of gaining greater insight into U.S. war plans, predicated as they were on nuclear strikes launched from bases in England. U.S. willingness to supply nuclear (and later thermo-nuclear) bombs for delivery by British bombers prompted bilateral talks from 1956 about their deployment in a joint air offensive. This prospective partnership raised difficult issues for the UK Air Staff, which was committed to the maintenance of an independent nuclear deterrent and countervalue rather than counterforce targeting. Nevertheless, the advantages of joint strike planning were such that by 1962 Bomber Command's planning had become fully integrated with that of Strategic Air Command.

The United States Air Force has implemented a dispersed air base strategy to enhance mission effectiveness for near-peer conflicts. Asset dispersal places many smaller bases across a wide geographic area, which increases resupply requirements and logistical complexity. Hybrid energy systems reduce resupply requirements through sustainable, off-grid energy production. This paper presents a novel hybrid energy renewable delivery system (HERDS) model capable of (1) selecting the optimal hybrid energy system design that meets demand at the lowest net present cost and (2) optimizing the delivery of the selected system using existing Air Force cargo aircraft. The novelty of the model’s capabilities is displayed using Clark Air Base, Philippines as a case study. The HERDS model selected an optimal configuration consisting of a 676-kW photovoltaic array, an 1846-kWh battery system, and a 200-kW generator. This hybrid energy system predicts a 54% reduction in cost and an 88% reduction in fuel usage, as compared to the baseline Air Force system. The HERDS model is expected to support planners in their ongoing efforts to construct cost-effective sites that minimize the transport and logistic requirements associated with remote installations. Additionally, the results of this paper may be appropriate for broader civilian applications.

The piston is a key moving-part of the reciprocating piston compressor with a high failure rate. Because of the difficult exact calculation of machinery dynamic, the traditional and common way to find the reason of fracture is based on metal-lographic phase of piston material. The C102B reciprocating piston compressor is an important equipment in methanol plant. In this paper, in connection with the piston fracture of the C102B fresh air compressor on service , besides a lot of analysis on metal-lographic phase, the 3-D model of piston and cylinder were built-up, and the two dangerous places where the piston suffered max-force were found. Bases on ANSYS and FEM technology, the value of max-force on piston at the two places were carried out. Finally, the reasons of piston fracture of the C102B fresh air compressor were found and some preventive suggestion was proposed.

Resumen

The article presents the safety issue bonded to the Polish Air Force F-16 multirole aircraft. The authors pointed out the issue of fuel used for emergency supply system of these aircrafts. The paper emphasized the fact that these aircrafts require special fuel with designation H-70, which is 70% aqueous solution of toxic hydrazine. For this reason, the rescue services of Polish Air Force bases where Polish F-16 are stationed had to be adjusted accordingly. Just as importantly authors noticed that in the event of an emergency landing of this aircraft at different airports can receive difficulties associated with the possible leakage of hydrazine, or its neutralization in the absence of specialized Hydrazine Response Team, which are part of the Airport Rescue Group.

Resumen

The purpose of this paper is to investigate principles of levitation and restitution of blowing nozzle prior to fabricating a prototype of air handling system. Since air force distributions streaming bottom surface of a flat panel display (FPD) highly dependent on operating as well as design condition and configuration of air handling system, influences of various parameters such as flow rate, supply air pressure, floating height and tilted angle are examined through a series of computational fluid dynamics (CFD) analyses. Moreover, dynamic finite element analyses of the FPD are carried out to assure that an oscillation effect caused by disturbances is not significant. Key findings from the both CFD and structural analysis results are presented and discussed, which can be utilized as technical bases for development of the practical air handling system.

For over four and a half decades Howard Erickson has been at the forefront of scientific discovery. As a veterinary cardiovascular specialist with the United States Air Force he made fundamental progress to developing a working artificial heart. Subsequently as a retired US Air Force Colonel and Professor at Kansas State University College of Veterinary Medicine Erickson detected the immensely high pulmonary vascular pressures in the horse during exercise. These observations were essential to resolving the mechanistic bases for exercise-induced arterial hypoxemia and pulmonary haemorrhage (EIPH) that afflict all racehorses. Subsequently, Erickson pioneered the scientific proof-of-concept of the equine Nasal Strip™ which reduces lung damage and epistaxis, and constitutes the only effective non-pharmaceutical treatment for EIPH available today. We owe much of our understanding of equine cardiorespiratory physiology to this remarkable scientist.

Drawing upon a probability sample of 928 US Air Force married men from 24 bases worldwide, the present study examined the extent to which variation in sex-role orientation is age-related. INTRODUCTION: Aerial ports are being modernized with automated technologies, but the impact on musculoskeletal injury (MSKI) is unknown.METHODS: In this retrospective cohort study of U.S. Air Force aerial port technicians and traffic management technicians, we compared reported injury rates from January 2006–December 2016 and Veterans Benefits Administration disability compensation claims awarded from January 2001–March 2017. Ton-adjusted injury rates, associated lost/affected duty time, and percent risk attributable to lack of automation were compared at Dover Air Force Base (which features base-specific automation), Travis Air Force Base, Ramstein Air Base, and Yokota Air Base.RESULTS: Injuries most often occurred during aircraft/flight line activities and were typically sprains/strains, with extremities being most affected. Among aerial port technicians there were 8.0 injury reports per 1000 person-years compared to 5.2 per 1000 among traffic management technicians (incidence rate ratio = 1.5; 95% CI: 0.9, 3.0). Of the aerial port technicians with a compensation award, 70.7% included an MSKI component, whereas 75.7% of traffic management awards included an MSKI component. Aerial port technicians at Dover AFB experienced 1.4 injury reports per 1000 personnel per 1000 cargo-tons per year, lower than the other ports: 3.2 (Travis); 3.7 (Ramstein); and 7.6 (Yokota). Overall, 56% of injuries at Travis, 62% at Ramstein, and 82% at Yokota could be attributed to absence of Dover-like automation. However, mean lost/affected duty days at Dover (12.4) far exceeded those at the other bases (range: 4.5–8.6).DISCUSSION: Automating aerial ports may reduce injury rates, but the impact on lost/affected duty time requires further investigation.Bylsma VFH, Webber BJ, Erich RA, Voss JD. BACKGROUND: While Fairbanks, AK, USA, is a remote location with significant constraints on medical resources and specialty care, a small U.S. Air Force clinic was able to provide a pilot with definitive care for neurological decompression sickness.CASE REPORT: A 31-yr-old female patient presented to her flight surgeon in Anchorage, AK, USA, with migrating polyarthropathy and headaches 48 h after a flight which included planned aircraft decompression for high altitude low opening (HALO) jump operations. In order to get definitive treatment in a hyperbaric chamber, the patient typically would have to be flown to Seattle, WA, USA. This transfer of care would cost the Air Force approximately 150,000 and may have led to more complicated disease. Fortunately, Eielson Air Force Base (AFB) in Fairbanks had previously procured a Hyperlite hyperbaric chamber specifically for this situation. After consultation with a hyperbaric specialist, the team decided that the most appropriate course of action was to transfer her by car 6 h north from Anchorage to Fairbanks. On initiation of the Hart treatment table, she experienced immediate reduction in joint pain with a reversal of neurological symptoms.DISCUSSION: This patients care could not have been done without the procurement of a hyperbaric chamber. This case demonstrates the utility and necessity for these capabilities at more facilities that manage significant flying operations. Drawing upon a stratified random sample of 928 US Air Force couples (1,856 spouses) from 24 bases worldwide, the present study examined the relationship between wives' employment status and the marital adjustment of military member husbands and their civilian wives. The influence of wives' employment on the self-reported marital adjustment of sample husbands and wives varied by the combined influence of base location and the rank of the husband. Interpretations of the findings are offered for consideration, and recommendations are presented for further research.

The 2-DOF linkage mechanism system is investigated in this paper. Based on the air-gap field of non-uniform airspace of motor caused by the vibration eccentricity of rotor, the electro- mechanical coupling relation in the real running state of motor is analyzed. And the electro- mechanical coupling nonlinear dynamic model of the system is established by the finite element method. The dynamic equation is the bases on which the subharmonic resonance properties of the system caused by self-excited inertial force effected by the actual operating frequency of the rotor of the controllable motor are analyzed by the multiple scales method. The first-order stationary solution is obtained under that condition. The work presented in the paper is benefit for further studies on the inner connections between dynamic characteristics and motors electromagnetism parameters of such mechanism system, a numerical example is presented.

Clinical Relevance Mechanical surface roughening of the titanium-abutment base is necessary to increase the pull-off bond strength of the lithium disilicate abutment material. Additional chemical surface treatment may further increase the bond strength, but the effects are product specific. SUMMARY Objective: The titanium-cement interface of a Ti-Base implant crown must be able to resist intraoral pull-off forces. The purpose of this study was to evaluate the effect of mechanical and chemical surface treatments of a titanium-abutment base (Ti-Base, Dentsply/Sirona) on the pull-off bond strength of a lithium disilicate abutment coping. Methods and Materials: Ti-Bases were divided into nine groups of 10 copings each that varied in both mechanical surface treatment (none; Al2O3 air abrasion; CoJet silicoating, 3M ESPE) and chemical treatments (none; Monobond Plus, Ivoclar Vivadent; Alloy Primer, Kuraray). Lithium disilicate abutment copings (IPS e.max CAD, Ivoclar Vivadent) were designed and milled. After crystallization, the copings were cemented onto the Ti-Bases with a resin cement (MultiLink Hybrid-Abutment Cement, Ivoclar Vivadent) according to the manufacturer's recommendations. The copings were torqued to a mounted implant, and the access channel was sealed with composite. After 24-hour storage and 2000 thermal-cycles in distilled water, the copings were subjected to a removal force parallel to the long axis of the interface until fracture. Data were analyzed with multiple one-way analyses of variance and Tukey post hoc tests (α=0.05). Results: Significant differences were found between groups based on type of surface treatment (p<0.05). Conclusions: Chemical surface treatment with Monobond Plus and mechanical surface treatment with CoJet silicoating or Al2O3 air abrasion resulted in the greatest pull-off bond strength. Alloy Primer did not provide a statistically significant increased pull-off bond strength when the surfaces were mechanically treated with Al2O3 air abrasion or CoJet silicoating. The lack of any mechanical surface treatment resulted in the lowest pull-off bond strength regardless of the type of chemical surface treatment.

In Benin, the "Republican Police" is defined as a single internal security force, resulting from the merger of the former national police and the former national gendarmerie of Benin in accordance with law N ° 2017-41 of December 29, 2017. Article 2 of Decree No. 2018-314 of July 11, 2018 stipulates that the Republican Police is a paramilitary force established to ensure public security, the maintenance of order and the execution of laws. It has jurisdiction over the entire territory, including paramilitary and military personnel as well as military barracks, air bases and naval force buildings. The police officer is therefore invested with missions that can put him in “situation” with all the components of society, including his own colleagues. This state of affairs generates a host of opinions related to the police in the execution of their sovereign missions. This research aims to analyze the perceptions of the Republican policeman in the town of Abomey-Calavi. To achieve this, recourse is made to a methodological approach based on documentary research, field investigation and observation. The interviews carried out with 32 respondents composed of citizens, municipal elected officials, road users, prisoners, market women, but also agents of public security and defense forces were approached. It emerges from the analysis of the data carried out under the prism of the symbolic interactionism of H. Blumer, that the Republican police officer is much more concerned with something other than the security and the free movement of people and their goods. Some people surveyed think that the police officer is often misunderstood and is the object of contempt. For still others, the police officer must be more professional to avoid prejudices that are detrimental to the institution.

IntroductionActive duty military personnel have higher cigarette and smokeless tobacco use rates than civilian populations. Although US Airmen (called Airmen regardless of gender or rank) are required to be tobacco-free during initial training, many resume use once this period ends, perhaps as a result of easy access to cheap tobacco products.MethodsBetween July and September 2016, we collected tobacco product, price and promotion information by visiting on-base (n=28) and off-base (n=80) tobacco retailers near the eight technical training bases where approximately 99% of Airmen attend training. We conducted mixed linear effects models to examine on-base versus off-base differences.ResultsCigarette packs were 11%–12% cheaper at on-base retailers compared with off-base retailers. Newport Menthol and Marlboro Red cigarette packs were $0.87 and $0.80 lower on-base (p<0.001) while the cheapest pack available was $0.54 lower on-base (p<0.01). Copenhagen smokeless tobacco was also significantly cheaper on-base (B=−0.65, p<0.01). Interior price promotions were more common on-base.ConclusionsRetail stores located on Air Force bases sell cigarettes and smokeless tobacco products at prices well below those in nearby off-base retailers: the vast majority of these retailers feature interior price promotions for these products. Federal policies regulating prices of on-base tobacco sales, if implemented more effectively, have the potential to protect the health of Airmen by helping them remain tobacco-free after technical training.

There is a fine balance between civil liberties and protection of the public’s health.Legislators, especially those in the western United States, are concerned about selling the Model State Act (“Act”) because of the loss of civil liberties. State constitutions give governors broad powers, such as declaring martial law and giving public health leaders the authority to act. State laws should consider issues such as property rights; taking of businesses and supplies; quarantine and isolation; due process; coordination among states, counties and cities; communication systems; conscription of doctors and nurses; and compensation. When two mock emergency response drills were held in New Mexico, concerns arose regarding opening records associated with dams, national laboratories, waste repositories, and three air force bases.

Michael Genovese's summer 1985 article, “Politics and Science Fiction Films,” is an excellent introduction to the broader topic of futurism and forecasting as methods of public policy analysis. These methods can be an interesting and challenging aspect of a graduate public administration course in public policy analysis.“The future does not simply happen. We create it. We can choose our future.” Accepting this assumption, I have integrated futures studies and forecasting into the Troy State University European Region graduate public administration course, “Policy and Decision Making in Government.” The course is a required component of a master's degree program offered under contract with the U.S. Air Force European Command. I have taught the course seven times, at bases in England, Turkey, Spain, Germany, and the Netherlands.

Abstract Many of the books written about Midway focus on the battle itself, specifically the naval battle between the US and Japanese fleets. Most of the emphasis is placed on understanding and critiquing the decision-making of the leaders of the US and Japanese fleets and aircraft carriers. Aside from discussing the contributions of the air forces flying from Midway itself, many overlook the preparedness and contributions of the Marine defenders stationed there. Other than the occasional shelling by Japanese naval vessels, Midway was only ever attacked a single time on the morning of 4 June 1942 and never faced the invasion force the Japanese sent to take the atoll. The lack of information on the actual defenders on Midway has left unanswered the question of how prepared the Marine forces were to defend Midway from the Japanese. War Plan Orange and US leadership placed significant importance on Midway and directed the Marines to defend it. Advanced Base Defense doctrine of the time had seen significant development in the interwar years and was used when the Marines fashioned the defense of Midway. This article will examine the development of Midway as a base and the doctrine for the defense of advanced bases in effort to determine if the Marines were properly prepared to defend Midway from the Japanese.

‘Aerostat’ system is a part of the air defence radar network, adopted by the Indian Air Force. Many meteorological instruments have been integrated with this system, including Doppler Weather Radar (DWR). The ground-based DWR has a maximum range of 300 NM, however, it generally uses 150 NM range on scan mode. The scan mode images are provided at half an hour interval, which are being utilised very effectively for nowcasting of thunderstorms at various IAF bases. In the present study, utilisation of DWR images for nowcasting of thunderstorms / dust storms is discussed over NW India with the help of a few case studies during pre-monsoon and SW monsoon seasons of 2008. Further, products generated through operational meso-scale NWP model runs have been studied in order to obtain indications / guidance for expected convective activity over the area at least 24-36 hours in advance. Thus, short-range weather forecasts through NWP models can be used as an advance indication for careful monitoring of DWR images in near real time. It has been found that the DWR is a very good tool to track the movement of significant weather echoes around the airfields, which can be very helpful in issuing appropriate warnings / advisories with sufficient lead time. Meso-scale NWP models are capable of generating reliable indications for expected convective activity at least 24-36 hours in advance. The integration of both the inputs can increase the accuracy and reliability of location and time specific prediction of convective activity.

Since 1945 the South China Sea and the western Pacific has functioned as an uncontested global common patrolled by overwhelming U.S. naval and air power projected from a series of peripheral and over the horizon bases. The dramatic rise of China alters this situation and has transformed the South China Sea into a frontier of control as China seeks to morph this maritime theater into a landward extension of the Chinese coast where it can deploy land-based tactics into an arena previously dominated by maritime power and tactics to secure the South China Sea as a de facto territorial water that serves multiple Chinese strategic interests. Hence, the attempt by a land-based Eurasian power (China) to carve a permanent bridgehead into Spykman’s Eurasian maritime periphery. Against, this trend the United States has countered with President Obama’s Asian Pivot. However, the implementation of the Asian Pivot is limited by several post Cold War developments and certain constraints inherent in the geographic setting of the South China Sea. Beyond the South China Sea, the geographic setting favors the U.S. and its allies. Consequently, American options acting singly or in coalition with other nations, most notably Japan and Australia, remain more flexible and able to serve as a long term counterweight to Chinese force projection capabilities into the western Pacific proper.

The American Administration is at present confronted with a set of apparently contradictory problems: how to close the unneeded military bases in its territory and how to retain its important military facilities and installations in the Republic of the Philippines, including the well-known Subic Naval Base and Clark Air Force Base. Studies undertaken by various United States’ Government agencies have estimated that the Defence Department could save from $ 1 billion to $ 5 billion annually by closing some of the unneeded bases out of a total of 3,800 located in various parts of the United States.1 And thus important Pentagon officials and key members of the US Congress are reportedly moving to stamp “surplus” on some of these bases with a view to closing them down.2 On the other hand, policy-makers in Washington still consider the US bases in the Philippines as “the irreducible minimum of American security and interests in the Pacific and the Far East.” And as part of the plan to retain the bases in the Philippines the United States Government recently approved a mini-Marshall Plan for the Philippine Republic. Negotiations to review the Military Bases Agreement (MBA) of 1947 began in April between the officials of the United States and the Philippines. The MBA has undergone more than forty amendments in the past four decades. But the current negotiations are significant because it involves extension of the term of the agreement that expires in 1991. Presence of foreign military bases and troops in a sovereign country has always remained a sensitive issue in international relations. After more than three decades since the signing of the MBA the Filipinos got their sovereignty formally extended over the US military bases in the Islands and the Filipino flags began to fly in US base areas since 1979. Yet the nationalist Fitipinos still continue to ask: Is national sovereignty compatible with American military presence on their soil? Are not these bases likely to invite attacks from America's adversaries? Is Philippines interest being served by US maintenance of bases on the Islands? Some Filipinos raised similar questions way back in the 1940s. But they did enter into a Military Bases Agreement with the Americans by virtue of which the US military presence is still continuing in the Philippine Islands. Why did they sign the agreement? What were the compulsions? How did it all happen? When similar sets of questions, among others of course, are being raised after four decades of changes in the national, regional as well as global power configuration, a journey to the past is perhaps called for, for clearer comprehension of the current situation. The present paper is based on archival materials and other primary source materials available in the United States. Secondary source materials available in India and the United States have been used in appropriate places.

This paper reports and discusses the results of an effort to develop disaggregate behavioral mode choice models of intercity travel in Canada. Currently available data bases of intercity travel in Canada are reviewed. The feasibility of using data from national travel surveys to develop statistically reliable intercity mode choice models is examined, and directions for future disaggregate data collection efforts are offered. The models developed are of the multinomial logit (MNL) type which included all intercity passenger travel modes: auto, air, bus, and rail. For purposes of estimation, the travel market was segmented by trip length (short, long); trip purpose (business, recreational); and geographical location of the trip (east, west). Then, a separate model was estimated in each sector. The models were estimated using the data collected by Statistics Canada as a part of the Labor Force Survey (The Canadian Travel Survey, CTS). The quality of the calibrated models varied from one region to another and from one travel sector to another. Overall, the models were reasonably accurate in predicting modal shares of the most frequently used modes (auto and air). The underrepresentation of the bus and rail modes in the data sets led to a deterioration in the performance of the models in predicting market shares of these two modes. More specifically, the predictive ability of the models measured by the likelihood ratio index varied from a low of 0.58 in the short travel sector to a high of 0.94 in the long travel sector. The transferability of the models described in this study was recently examined by Abdelwahab (1991). Key words: mode choice, disaggregate, travel behavior, multinomial logit, intercity, data base.

Resumen

The paper attempts to address Joseph Heller in his novel, Catch-22 (1961). An examination of the content of the novel in relation to antimilitaristic concepts is a major focus of the paper. The paper depicts various characters in the novel and tries to show how they reflect antimilitarism. The effects of particular behaviors and the major events that take place in the Air Force are discussed in the paper. The story mainly revolves around some airmen who were combatants in World War II. The events discussed in the paper clearly highlight the sentiments held by antimilitarists on war issues. The plot of the novel is sequential and the description of events is comic. The characters represent various characteristics that can be used to develop a plot on antimilitarism. The paper bases its literature of the aspects of the military that necessitate and justify the rise and development of antimilitarism. Socialism is a notable aspect of antimilitarism while militarism seems to conform to capitalism. From an antimilitaristic perspective, capitalism is characterized by a type of bureaucracy that demoralizes soldiers and promotes individuality within the military. Catch-22 deals with all the militaristic and antimilitaristic factors and events that lead to the same aspects.

Resumen

It is proved that even despite economic problems, Russia is trying to demonstrate the status of a strategic partner for the African and Latin American countries through the conclusion of various types of partnership agreements. Therefore, since 2000, Russia has sought to reestablish its influence in these regions, which were the traditional sphere of the USSR’s presence during the Cold War. The Russian Federation also tries to win favor among the circle of African countries through the abolition of former Soviet debts and the establishment of economic ties, mainly of a commercial nature. Participation in peacekeeping missions in African countries is also considered by Russia as a demonstration of presence in the region. However, Russia risks to be pushed out of the region by China, which as a more powerful rival considers Africa as a landfill for the implementation of the geo-economic "conquest" strategy. The key countries for implementing the strategy of restoring Russia’s presence in the region are Cuba, Venezuela, Nicaragua and partially Brazil. On the background of the individual maneuvers of Russian Air Force and Navy, Moscow makes periodic declarations on the restoration of former Soviet military bases in the Latin American countries. However, such rhetoric of the Russian Federation can be considered more to a degree as geopolitical PR in order to represent Russia’s virtual grandeur.

Статья посвящена проблеме анализа материально-технического обеспечения в годы Великой Отечественной войны партизан и подпольщиков Крыма, которая недостаточно изучена в отечественной историографии. На основе вводимых в научный оборот неопубликованных материалов из фондов Государственного архива Республики Крым автор исследует причины, побудившие Совет Народных Комиссаров Крымской АССР и военное командование Северо-Кавказского фронта организовать помощь «народным мстителям». В статье рассмотрены основные мероприятия Крымского обкома ВКП(б) по оказанию помощи антифашистскому сопротивлению: подготовка баз снабжения, авиационной техники, летного состава, подвоз продовольствия, организация аэродромов. Акцентируется внимание на факторе содействия советских ВВС в перевозке участников разведывательно-диверсионных и подпольных организаций с баз Северного Кавказа на территорию оккупированного Крыма и в передаче секретной информации в расположение советского командования. Автор приходит к выводу, что благодаря проводимым советским руководством мероприятиям был организован мощный воздушный мост между Северным Кавказом и партизанскими базами Крыма. Это позволило обеспечить партизан и подпольщиков Крыма необходимыми запасами продовольствия, медикаментов, оружия, боеприпасов в переломный момент Великой Отечественной войны. The paper is devoted to the problem of analyzing the material support during the Great Patriotic War of the partisans and underground fighters of the Crimea, which has not been sufficiently studied in Russian historiography. On the basis of unpublished materials from the funds of the State Archives of the Republic of Crimea introduced into scientific circulation, the author examines the reasons that prompted the Council of People’s Commissars of the Crimean Autonomous Soviet Socialist Republic and the military command of the North Caucasian Front to organize the help for the “people’s avengers”. The publication discusses the main activities of the Crimean Regional Committee of the All-Union Communist Party of Bolsheviks to provide assistance to the anti-fascist Resistance: the preparation of supply bases, aircraft, flight personnel, the supply of food, the organization of airfields. Attention is focused on the factor of assistance of the Soviet Air Force in the transportation of members of reconnaissance, sabotage and underground organizations from the bases of the North Caucasus to the territory of the occupied Crimea, and in the transfer of classified information to the location of the Soviet command. The author arrives at the conclusion that thanks to the measures carried out by the Soviet leadership, a powerful air bridge was organized between the North Caucasus and the partisan airfields of the Crimea. This made it possible to provide the partisans and underground fighters of the Crimea with the necessary supplies of food, medicines, weapons, ammunition at the turning point of the Great Patriotic War.

Resumen

The paper presents the results of the simulation of the air flow around the gyroplane without the influence of the rotor and pusher propellers. Three-dimensional calculations were performed using ANSYS Fluent software. Based on the calculations, the values of the drag force and the lift force on each component of the rotorcraft were determined. Based on the results obtained, the effect of angle of attack on the aerodynamic forces was obtained.
