Resumen
A presente pesquisa tem por escopo analisar os fundamentos dos direitos territoriais quilombolas na localidade de Palmas-PR: as dificuldades e expectativas quanto à sua efetivação. Assim, inicia-se o estudo com uma incursão à historiografia tradicional para buscar os principais elementos da formação social brasileira, ao mesmo tempo em que procura insular-se da noção idealizada de quilombo pautada em elementos históricoarqueológicos. Já com o advento da Constituição de 1988, previsão dos direitos territoriais quilombolas, ocorre a evolução do conceito de quilombo a partir de elementos antropológicos capazes de abranger a sua dinamicidade como fenômeno social. A partir da demonstração do que pode significar a concretização de tais direitos para o quilombo de Palmas-PR, emergem as diferentes dimensões assumidas pela relação dos quilombolas com o seu território e com o trabalho tradicional, além dos obstáculos encontrados. Assim, os direitos territoriais são frutos do campo das disputas políticas que ao buscar reparar as injustiças da escravidão e da excludente sociedade do trabalho livre; trazem visibilidade para os quilombolas, reforçam a sua luta e criam possibilidades, seja na arena de disputas jurídicas, seja na arena de disputas políticas.
This research has as the main scope to study the fundamentals Maroons territorial rights in Palmas-PR: their issues and their expectations. The study begins through traditional Brazilian historiography elements and the Brazilian social formation, to avoid using the idealized concept of “quilombo”, based in historical and archaeological elements. In the Brazilian National Constitution of 1988, there is an evolution of the concept of “quilombo” with anthropological elements, to become able to comprehend its dynamics as a social phenomenon. After the meanings demonstration of these rights for the Maroons from Palmas- PR, emerge the differents dimensions by the Maroons with its territory and its traditional work. However the structural formation of Brazilian society; the territorial maroons rights are answering to the slavery injustices and social exclusion from the free work society. Theses rights bring visibility to the Maroons, strengthen their cause and create possibilities rather in the legal issues, rather in the political issues.

Resumen
The theme of territorial development has attracted interests of different areas of knowledge. In this sense, it becomes necessary to think about the approach of territorial development in Brazil, which became wider at the beginning of the XXI century. This particular thesis aims to perform reflections on the process of preparing and implementing territorial actions to promote a development in rural areas; in this regard the discussion about the experience of Brazilian planning is recognized, and it is also aimed to understand the challenge of construction of mediation processes which are able to guide and operationalize territorial policies; it also aims to forward the interests for discussion that evidences the problematic of social management. The research has an exploratory and investigative character, performing an approach that ponders the territorial development through an analysis, from survey and literature review on the theme, and the analysis of data obtained through fieldwork, such as interviews with the main social actors bound to entities and members of social movements that contribute in the process of territorial development, taking as a parameter the main instance: the Rural Territorial Collegiate. It is acknowledged that the participation of civil society in the elaboration of public policies is significantly important, providing the transcendence of apparent contradictions of interests and visions inherent to public and private domain, particularly when referring to rural environments, in which an increasing on density of commitments and responses is aimed. It is to respond to the challenge of territorial development, in the face to the difficulty in forming government capacity of multiple commitments on strategic interplay of the actors. It refers to the recognition of the importance of the participation and interaction of different social actors in the attempt of delineating ways to territorial development. Also regarding to the discussion of territorial development, this job is linked to the references of the discussion about the rural environment in Portugal, especially the discussion of governance, through contact with Portugal Local Development Associations, although it is considered the significant and notable differences regarding to the territorial dimension and the socio-economic and environmental issues between these two countries. As a result of the research, it is evidenced that the Rural Development Policy in Brazil is a process in construction that still goes through difficulties regarding to its supporting pillars among which is called attention to social management; the data and conducted analysis reveal that there was a process of change in the manner and consequences of action planning in rural environment, and also reveal that there is an advance regarding to the innovation in the instruments of participation and valuing of local forces, from the point of view of the togetherness of different representations that are heterogeneous. And therefore, they try to find the ways to reduce social disparities in rural environment, through management, but still in a fragile way.
A temática do desenvolvimento territorial despertou interesses de diferentes áreas do conhecimento. Torna-se necessário uma análise sobre a abordagem do desenvolvimento territorial no Brasil, que ganhou maior expressão no início do século XXI. A tese em tela tem como objetivo realizar reflexões em torno do processo de elaboração e implementação das ações territoriais para a promoção do desenvolvimento em áreas rurais. Retoma-se a discussão sobre a experiência do planejamento brasileiro, no intuito de compreender a construção de processos de mediação capazes de orientar e operacionalizar as políticas territoriais, visa encaminhar os interesses para a discussão sobre a problemática da governança. A pesquisa é de caráter exploratório-investigativo, aborda e pondera o desenvolvimento territorial por meio da análise, parti do levantamento e revisão bibliográfica referente à temática, e da análise de dados obtidos por meio de trabalho de campo, como as entrevistas dos principais atores sociais vinculados a entidades e membros de movimentos sociais que contribuem no processo de desenvolvimento territorial, tomando como parâmetro a instância principal: os Colegiados Territoriais Rurais. Reconhece-se que a participação da sociedade civil na elaboração das políticas públicas é significativa e propicia a transcendência de aparentes contradições de interesses e visões inerentes ao domínio público e privado, especialmente, quando se refere aos meios rurais, onde se procura aumentar a densidade de compromissos e de respostas. Trata-se de responder ao desafio do desenvolvimento territorial, face à dificuldade para constituir capacidade governativa de compromissos múltiplos no entrosamento estratégico. Refere-se ao reconhecimento da importância da participação e interação de diferentes atores sociais na tentativa de delinear caminhos para o desenvolvimento territorial. No âmbito da discussão do desenvolvimento territorial, o trabalho faz vínculo com as referências do debate sobre o meio rural em Portugal, em especial o contato com as Associações de Desenvolvimento Local de Portugal, embora se considere as significativas e notórias diferenças sobre a dimensão territorial e aos aspectos sócio-econômicos e ambientais existentes entre os dois países. O resultado da pesquisa evidencia que a política de desenvolvimento territorial rural no Brasil é um processo em construção que passa por dificuldades nos pilares de implantação e sustentação, dentre os quais se destaca a gestão social. Dados e análises realizadas revelam que ocorreu um processo de mudança na forma e nos desdobramentos das ações no meio rural, e que há avanços no sentido de inovações nos instrumentos de participação e de valorização das forças locais, como o ajuntamento de diferentes representações que são heterogêneas, mas buscam encontrar meios de reduzir as disparidades sociais no meio rural por meio da gestão, entretanto, ainda de forma frágil.

This research presents the results of general linear modeling (GLM) of 131 school divisions in Virginia. The purpose of this research is to answer the question: What is the relationship between teacher salaries and student achievement as measured by Adequate Yearly Progress (AYP)? Utilizing an equity theory and distributive justice perspective, data related to achievement in English and mathematics by high school students, as measured by the requirements of AYP, were culled from the Virginia Department of Education for every school division in Virginia in the subjects of reading, writing, algebra I, geometry, and algebra II. These data represent the dependent variables and are analyzed with teacher salary and principal salary data, which represent the independent variables. Intervening variables identified in the education, public policy and economic literature are also included in the modeling. An analysis of nine general linear models produced evidence that the relationship between teacher salaries and student achievement, as measured by AYP, is relatively weak. Though the results do not support a wide range of policy recommendations, one recommendation is for school divisions in the northern region of the state to consider a readjustment of their pay scales in order for teacher salaries in those Northern Virginia school divisions to be more competitive with other school divisions in the state when adjusted for cost-of-living.

L'objet de cette these est de developper une theorie generale du travail social, donc d'en definir le concept. Ce dernier se deploie a partir de l'idee que les sciences sociales et humaines, et specialement la sociologie, sont des disciplines constitutives du travail social, depuis l'ouvrage de dyrkheim sur la division du travail social. La premiere partie de la these s'intitule: "le travail social n'a pas pour enjeu de changer les conditions reelles d'existence". Elle situe le travail social par rapport et au sein d'un certain nombre d'autres pratiques (la production economique, la politique sociale, les pratiques juridiques et repressives d'etat), afin de montrer en quoi ce travail leur ressemble et surtout ne leur ressemble pas. La seconde partie s'intitule : "le travail social a pour enjeu l'intervention sur le rapport imaginaire aux conditions reelles d'existence". Elle montre que la dimension principale de l'intervention du travail social est ideologique et theorique. Il s'agit la de dimensions efficaces et consistantes ayant leurs propres lois, que les apports de la psychanalyse permettent notamment d'eclairer. C'est a partir du concept de "problematique sociale" qu'on demontre que travail social et sociologie forment deux variantes d'une meme facon de penser et de faire. . .
This thesis aims to define the scientific concept of "social work". The first part is called: "the aim of social work is not, to change the real conditions of life". Social work is put in relation with several other practices, as like economical production, social politics, and juridictionnal and repressif state activities. A comparative analysis shows in how far social work ressembles, and in how far it's different, from these other practices. The second part is called: "social work aims to intervene on the imaginary relationship to real life conditions". It shows that the principal dimensions of social work are ideological and theoretical. It develops a definition in which ideology is a material pratice, which has to be analysed also by psychoanalysis, to understend its inconscient dimension. The concept of "social problematic" serfs to develop the idea that social work and sociology are two activities of a same fundamental frame. Social work aims the singular renegocial of the social contract. The last part analysis the special place of methodologies, methods and technics in the practice of social workers, whitch develop new ways of acting and new theories. On s'interroge dans cette thèse sur la capacité de l'État bulgare à ordonner et à produire le territoire par les maillages administratifs. Trois champs problématiques sont explorés. Le premier concerne la crise de l'État, elle prend en Bulgarie une acuité particulière dans le contexte de transition post-socialiste. L'interaction entre l'Orient et l'Occident et l'importation du modèle de l'État-nation constituent le deuxième axe d'analyse. Enfin, la convergence avec le " modèle " européen de gestion territoriale, dans la perspective de l'adhésion à l'UE, permet d'explorer les rapports entre le politique et le territoire. Comment la logique territoriale de l'État moderne et de la politique européenne s'articule-t-elle avec le fonctionnement réticulaire balkanique ? Although there have been numerous studies of individual cities or groups of cities, there has never been a study of the urbanism of the Roman world as a whole, meaning that we have been poorly informed not only about the number of cities and how they were distributed and changed over time, but also about their sizes and populations, monumentality, and civic status. This thesis provides a new account of the urbanism of the Roman world between 100 B.C. and A.D. 300. To do so, it draws on a combination of textual sources and archaeological material to provide a new catalogue of cities, calculates new estimates of their areas and uses a range of population densities to estimate their populations, and brings together available information about their monumentality and civic status for the first time. This evidence demonstrates that, although there were relatively few cities, many had considerable sizes and populations, substantial amounts of monumentality, and held various kinds of civic status. This indicates that there was significant economic growth in this period, including both extensive and intensive economic growth, which resulted from an influx of wealth through conquest and the intrinsic changes that came with Roman rule (including the expansion of urbanism). This evidence also suggests that there was a system that was characterised by areas of intense urban demand, which were met through an efficient system for the extraction of necessity and luxury goods from immediate hinterlands and an effective system for bringing these items from further afield. The disruption of these links seems to have put this system under considerable strain towards the end of this period and may have been sufficient to cause its ultimate collapse. This appears to have been in marked contrast to the medieval and early modern periods, when urbanism was more able to respond to changes in supply and demand.

What is the relationship between ethnic heterogeneity and the ability of the poor to organize and influence democratic governments to improve their welfare? Political scientists and economists have argued that democracies are superior to non-democracies for improving poverty outcomes because they are advantaged with institutional mechanisms such as universal suffrage and majority rule. Yet, there are numerous cases where democracy has done little to help the poor. Through a series of essays, I examine the effects of ethnic heterogeneity of the poor on the effect of democracy and oil revenue on poverty. I argue that ethnic heterogeneity reduces the likelihood that poor citizens will organize and pressure political elites to provide public goods and services that improve their general welfare. As a result, democracy and oil revenue are less likely to improve poverty outcomes when the poor are ethnically heterogeneous compared to being homogeneous. The first chapter presents a cross-national study to help us understand the general effects of ethnic heterogeneity of the poor on the effects of democracy on poverty. The results are not statistically significant. It is not clear if the lack of significance is due to notable endogeneity issues or that the hypothesis is wrong. For that reason, the second chapter takes advantage of an institutional natural experiment in Indonesia to produce more reliable results. The results show that ethnic heterogeneity of the poor significantly affects the effect of elections on the majority of the dependent variables. In the third chapter, I test the effects of ethnic heterogeneity of the poor on the effect of oil revenue among Brazilian municipalities. The revenues local democratic governments depend upon increased significantly due to the sharp increase of offshore oil royalties and world oil prices from early 1990s to the early 2010s. This allows me to measure the effects of ethnic heterogeneity of the poor on the effect of oil revenue on poverty at the municipal level. Results suggest that ethnic heterogeneity of the poor does not significantly affect the effect of local oil revenue on poverty outcomes in Brazil.

Les études empiriques sur le coût social des paiements s'accordent à dire que les espèces sont l'instrument de paiement le plus coûteux pour la société. Les banques centrales et commerciales ont mis en œuvre diverses stratégies pour réduire à la fois la détention et l'usage du cash dans les paiements. Parmi celles-ci on retrouve une catégorie de stratégies dites non-tarifaires telles que l'amélioration du système de division monétaire (SDM) et le changement de la technologie de fabrication des espèces. Toutefois, l'efficacité réelle de ces stratégies est sujette à débat. Cette thèse contribue à ce champ d'étude à travers la détermination des divisions monétaires optimales et le rapport coût-efficacité des SDM. Elle permet de mieux comprendre les implications à la fois du comportement de paiement, de la technologie de fabrication et de la structure du SDM sur la distribution des transactions en espèces dans l'économie et sur le coût social des espèces. Tout d'abord, nous relâchons certaines hypothèses restrictives dans la comparaison de l'efficacité des SDM en se basant sur une distribution empirique des transactions en espèces réalisée en France. Ensuite, nous mettons en cause une pensée largement répandue selon laquelle les SDM efficaces réduisent le coût social des paiements et on établit par ailleurs aussi que les solutions de paiement efficaces en termes du principe de moindre effort peuvent être plus coûteuses pour la banque centrale. On propose un cadre original pour mesurer le bénéfice de l'adoption d'une nouvelle technologie de fabrication des espèces et, enfin, on compare le coût social de deux SDM en simulant une version aboutie des modèles de search.

La transmission intergénérationnelle des connaissances au sein de la banque tunisienne au moyen de la formation sur le tas fait traditionnellement partie de la culture de branche inhérente au secteur bancaire. Ce mode de formation archaïque n'a pas disparu, et la banque tunisienne a même intégré de nouveaux modes plus modernes. La comparaison avec la situation des banques allemandes, pionnières dans le domaine de la formation professionnelle et surtout de la formation duale permet d'une part de mettre en relief l'avènement d'une entrouverture au recrutement externe de jeunes diplômés issus de l'université. Mais, également et d'autre part de montrer que l'adoption par les banques tunisiennes de ce mode de formation censé créer davantage de synergies entre les salariés contribue au contraire à dégrader davantage le climat social aussi bien entre qu'avec la hiérarchie. En effet, dans un contexte de renouvellement des générations, couplé avec une ouverture à la concurrence internationale, le management introduit de nouvelles pratiques gestionnaires, et veut modifier rapidement la culture interne tout en gardant cette transmission à des fins de codification

This research is based on how an understanding of place can facilitate designing Product Service Systems (PSS) in an urban environment structured by complex social divisions. Predominantly grounded in Participatory Design (PD), the study investigates how certain methodologies within the field are appropriate, and to what level that they are effective when used in a majority-world context. PD has produced successful projects when used in minority-world contexts, however, if the basis of the field – that of co-designers and the synthesised work effort from all stakeholders – is brought into an environment that has extreme social divisions, there is a definitive abstraction of design-orientated social engagement. The project research began in Malmö, Sweden, with the first of three case studies. In this context, PSS and PD were used as a paradigm to engage businesses and people in a specific area in a project referred to as Linjen (‘The Line’). The main purpose of the project was to stimulate the public’s interest in the area and to investigate the potential for connecting local businesses in an effort to propagate constructive communication. This section serves as a baseline framework for minority-world PD projects. The second study of the project was conducted in Cape Town, South Africa, and from the resultant implications a revised approach emerged. This reappraised angle proved far more interesting and relevant: it now aimed to take the PD methodologies of a minority-world project and explore what challenges were encountered when PD approaches were implemented across a socially complex environment. The third and final case study involved prototyping a waste collection trolley as a participatory aid for engaging stakeholders as codesigners. The case studies are presented here to describe the dichotomy of PD practice between contexts or place. A recurring theme of this research area is that of ‘perceived’ distance and roles between co-designers, and specifically that of the researcher and the stakeholders. This thesis concludes by presenting a lens – an amalgamation of experiences, prototypes and research outcomes – through which designers could work when involved in PD projects. The conclusion includes the following research tools: planning casual encounters, valuebased interactions, design ownership and human proxy. These tools present useful and insightful ways in which designers can minimise the perceived distance between themselves and their co-designers, ultimately developing a reflective and mindful design practitioner and engaged participants.

Some years ago I completed an M. A. degree at Huddersfield University on 'The Fly Sheet Controversy and the Wesleyan Reform movement in Birstall and the Spen Valley 1849-1857'. The present study is wider in scope and includes all the divisions within Methodism and is centred on Bradford, but includes the Bingley and Shipley circuits and the Birstall and Cleckheaton circuits, the whole being referred to as 'the Bradford area'. Between 1796 and 1857 several groups of Methodists left their Wesleyan chapels to create new societies, still Methodist in doctrine and tradition, but with different styles of church government. The Independent Methodists, Primitive Methodists and Bible Christians were looking for greater freedom to organise their worship and evangelical outreach without the restrictions imposed by Conference and the ministers. In other cases secessions followed disputes over specific issues - the Methodist New Connexion sought greater democracy and more lay involvement, the Protestant Methodists resented the approval by Conference of an organ at Brunswick Chapel, the Wesleyan Methodist Association objected to arrangements for ministerial training and the Wesleyan Reformers complained of ministerial domination of Methodism. Each division was different, but behind them all lay a pattern of continuing conflict between ministers and lay members. This obliged many Methodists to make difficult and far-reaching choices between remaining within Wesleyan Methodism and making a new commitment to an uncertain future. In every dispute both sides claimed the moral high ground, and both were certain that they were right. Wesleyan ministers claimed authority in accordance with the principle of the Pastoral Office, but found themselves in a difficult situation, being obliged by Conference to rule as well as to lead. Lay members felt in a strong position among family and friends within their chapels, but many were unwilling to give unquestioning obedience to men who were little different in background from themselves, preferring instead a more open and more democratic style of Methodism. The national background of each dispute is outlined before its impact on the Methodists in the Bradford area is considered in detail, and the outcome of each confrontation is then examined. An attempt is then made to assess the significance of membership of the different Methodist denominations in terms of political activities and relationships with other churches, although it is suggested that little evidence is available to distinguish between members of the various Methodist groups. In summary, conflict between ministers supported by Conference and the lay members weakened local Methodism. The hardening of attitudes by both sides and their refusal to compromise, which led to the creation of new Methodist groups, destroyed the unity of Methodism in the Bradford area.

This thesis is based on a research study that examined aspects of the implementation of the Welsh Baccalaureate Advanced Diploma. Particular emphasis is given to the compulsory integration of Essential Skills Wales into the upper-secondary curriculum and the extent to which this contributes towards fulfilling the policy promise to offer a common learning Core to all students irrespective of their programmes of study and site of learning. By drawing insights from Bernstein’s sociology, I provide a principled analysis of the challenge of integrating these generic forms of everyday knowledge and make empirically visible their theoretically identified misrecognition and complexity. Based on a comparative twin case study (i.e. Communication and Application of Number) carried out across six considerably different educational sites, my findings uncover the peculiarities and challenges of pacing and evaluating the teaching and learning involved in Essential Skills Wales, and also point to administrative constraints, individual and institutional commitment to the demonstration of knowledge acquisition (i.e. certification). Students’ choices of subjects and qualifications (i.e. A level and BTECs), and the prioritisation of these, point to the power Higher Education institutions have to influence upper-secondary education. This is a separate strand of empirical work in the study, through which we see the possibility of a shift towards vocational qualifications under the overarching Welsh Baccalaureate Advanced Diploma. Based on this indication, I put forward the suggestion that, although the Welsh Baccalaureate is a notable attempt to change the relationship between specialised and everyday knowledge, and between academic (general) and vocational qualifications, it remains the latest form of the applied studies track in a tripartite upper-secondary system. To conclude, the Welsh Baccalaureate may contribute to the creation of a more subtle system of pedagogic differentiation, but upper-secondary education in Wales and the rest of the UK will most likely continue to be highly specialised, competitive and stratified.

La division politico-administrative des territoires des États est un outil de leur organisation. Dans le cas du Pérou, l'espace politico-administratif a été organisé durant chaque grande période historique (période pré-colombienne, colonie et république) en fonction des systèmes socio-politique et économique dominants. Ainsi, la division du territoire en circonscriptions politico-administratives et les délimitations de ces dernières se sont au fil du temps adaptées aux formes de l'État et à celles des relations sociales et productives dominantes. La réforme de la décentralisation engagée au Pérou contempaine en 2001 apparaît bien comme une réponse aux problèmes structurels qui bloquent le développement du pays. Parmi ceux-ci figurent les problèmes liés au centralisme politique, à la concentration économique, et aux déséquilibres de l'occupation du territoire. Ceux-ci mettent particulièrement bien en évidence les inadéquations des mailles politico-administratives du territoire péruvien manifeste au début du XXe siècle. Dans le cadre de cette problématique de la recherche d'une correspondance pertinente entre les divisions politico-administratives du territoire et les enjeux des politiques de décentralisation, et compte tenu de l'approche systémique revendiquée, la thèse propose à la fois une démarche d'ajustement de l'espace politico-administratif péruvien et des objectifs des politiques de décentralisation. Et les résultats de cette démarche. Une modélisation de l'identification et de la délimitation des circonscriptions districts. Provinces et régions est réalisée. Alliant théorie et pratique. Cette modélisation propose pour le Pérou un modèle de reforme de l'ensemble de la couverture territoriale. Ce modèle sélectionne des chefs-lieux (centres fonctionnels). Il délimite des districts et des provinces à l'échelon local et des régions et à l'échelon supra local. Définissant ainsi, avec l'espace régional, un nouveau niveau d'identification du territoire.

Since Woodrow Wilson’s seminal essay "The Study of Administration,” when he called for educating administrators in administration in hopes of making government more business-like, scholars have been investigating the differences and similarities between government and business. Largely ignored was the education for administration; should it likewise be more focused on business? Despite the development of specialized public administration degrees, the Master of Public Administration (MPA) and its equivalents, many managers trained in business schools are employed in federal government. This, alone, should make one question whether or not graduate education in public administration is truly any better or more appropriate for public sector management careers than other graduate degrees, notably the MBA. The present study addresses the issue of degree appropriateness by comparing federal sector managers who are MPA-trained with those who are MBA-trained on ten career success indices. Data to construct the indices were collected via a mailed survey questionnaire sent to the population of federal sector managers holding the MPA or MBA from selected universities. A variety of statistical procedures in SPSS were used to analyze the data. Analysis of the data indicates that few significant differences exist between MPA's and MBA's in career success, as measured in the short term. Possible explanations for these findings are explored. A cohort analysis and t-Test indicates that MBA's receive higher starting salaries than MPA's but MPA's surpass their MBA peers approximately twelve years after completing the master's degree. A hypothetical fourth (older) cohort of MPA's would be significantly higher paid now than MBA's. Implications for individuals, institutions, and society, based on the findings, were discussed, along with limitations to the study and future topics of research.

Nouvelle administration dans un nouveau cadre territorial et un nouveau régime, l'administration départementale qui se met en place dans le Jura en 1790 doit faire face localement aux imperfections du système établi par l'Assemblée nationale constituante. S'inspirant autant de l'Ancien Régime que des nouveautés révolutionnaires, les administrateurs élus et les hommes de bureaux réussissent à construire un cadre administratif et des relations avec les autres pouvoirs adaptés aux missions qui leur sont attribuées. Les premières années (1790-1792) sont l' occasion de confronter les textes parisiens et les principes aux réalités locales. Hommes modérés, ces administrateurs favorisent pragmatisme et conciliation pour assurer l'ordre public et la paix sociale, tout en développant une plus grande autonomie vis-à-vis des pouvoirs parisiens. Néanmoins, les influences complémentaires voire contradictoires des circonstances locales et des événements à commencer par l'établissement de la République et les rivalités personnelles, amènent une ouverture aux questions nationales autant que locales. C'est cette construction d'une conscience politique autour de la notion de service de l'Etat qui explique le passage des administrateurs jurassiens d'un strict cadre administratif à la révolte politique du mouvement " fédéraliste " (1792-1793). Individuellement et collectivement, les premiers administrateurs, issus de la haute bourgeoisie locale, profitent des opportunités liées à la Révolution pour s'acculturer et se former aux questions administratives et politiques au niveau départemental mais aussi conforter leur place politique locale, trait d'union évident entre l'ancien et le nouveau régime.

To do so, it seeks to explore some key assumptions and concepts of Henri Lefebvre's work, mostly those on which the original proposal of the right to the city was built, in order to match with the categories of analysis in the development of the research. In this attempt, outlines a systematic argumentative framework, that points to the redistribution of power in the urban space, the full exercise of multiterritoriality and multiple territories and the participationintervention in the production of environmental and legal-urban discourse, the latter through the legal pluralism. Also seeks to analyze the theoretical feasibility of the proposed meanings within the scope of Lefebvrian spatial theory.

Student athletes and first-generation college students have a unique collegiate experience. A case study approach was used to identify the social and academic experiences of first-generation college student-athletes at a Division III postsecondary institution in Pennsylvania. Interviews, participant observations, and documents were employed in this study to provide a rich description of the experiences of Division III first-generation student-athletes and lead to a deeper understanding of their social and academic experiences. Interview responses from six current Division III first-generation student-athletes were analyzed to identify seven themes in this study. This study’s exploration of the challenges and supports of Division III first-generation student-athletes’ academic and social experience provided valuable insight to understanding their unique collegiate experiences.

Relational demographers and dissimilarity researchers contend that group members who are dissimilar (vs. similar) to their peers in terms of a given diversity attribute (e.g. demographics, attitudes, values or traits) feel less attached to their work group, experience less satisfying and more conflicted relationships with their colleagues, and consequently are less effective. However, qualitative reviews suggest empirical findings tend to be weak and inconsistent (Chattopadhyay, Tluchowska and George, 2004; Riordan, 2000; Tsui and Gutek, 1999), and that it remains unclear when, how and to what extent such differences (i.e. relational diversity) affect group members social integration (i.e. attachment with their work group, satisfaction and conflicted relationships with their peers) and effectiveness (Riordan, 2000). This absence of meta-analytically derived effect size estimates and the lack of an integrative theoretical framework leave practitioners with inconclusive advice regarding whether the effects elicited by relational diversity are practically relevant, and if so how these should be managed. The current research develops an integrative theoretical framework, which it tests by using meta-analysis techniques and adding two further empirical studies to the literature. The first study reports a meta-analytic integration of the results of 129 tests of the relationship between relational diversity with social integration and individual effectiveness. Using meta-analytic and structural equation modelling techniques, it shows different effects of surface- and deep-level relational diversity on social integration Specifically, low levels of interdependence accentuated the negative effects of surface-level relational diversity on social integration, while high levels of interdependence accentuated the negative effects of deep-level relational diversity on social integration. The second study builds on a social self-regulation framework (Abrams, 1994) and suggests that under high levels of interdependence relational diversity is not one but two things: visibility and separation. Using ethnicity as a prominent example it was proposed that separation has a negative effect on group members effectiveness leading for those high in visibility and low in separation to overall positive additive effects, while to overall negative additive effects for those low in visibility and high in separation. These propositions were sustained in a sample of 621 business students working in 135 ethnically diverse work groups in a business simulation course over a period of 24 weeks. The third study suggests visibility has a positive effect on group members self-monitoring, while separation has a negative effect. The study proposed that high levels of visibility and low levels of separation lead to overall positive additive effects on self-monitoring but overall negative additive effects for those low in visibility and high in separation. Results from four waves of data on 261 business students working in 69 ethnically diverse work groups in a business simulation course held over a period of 24 weeks support these propositions.

The problems of retention among CWWs in Fulton County have caused a subsequent problem in terms of the continued provision of quality services to foster children and families. This phenomenological study used McGregor's conceptualization of theory X-Y as the foundation for the exploration of the experiences of former Fulton County DFCS CWW workers related to their reasons for voluntary separation. Data were acquired through interviews with 10 CWWs who voluntarily separated from their positions with Fulton County between the years of 2013 and 2015. These interview data were transcribed and then coded and analyzed using a modified van Kaam procedure. Findings revealed that workers experienced what they perceived as a lack of administrative empathy, devaluation of workers, disrespect, and burnout, as well as the differences in knowledge between child welfare workers and management about the depth of CWW job duties. Two additional themes emerged regarding longevity that included motivation from peers and children safety. The positive social change implications of this study include recommendations to DFCS to engage CWWs in organizational decision making regarding child welfare policy and to seek opportunities to enhance feelings of value and inclusiveness among CWWs in strategic planning and policy making.

This study is about the role and operation of ‘third sector’ organisations (TSOs) within the Taiwanese social welfare context. TSOs have increased dramatically and become actively involved in social service provision. This phenomenon has not only had significant impact on the development and operation of TSOs in Taiwan but it is also of increasing interest to public policy academics. The latter are especially interested in the implications for the government-third sector relationship. This research examines the reasons why TSOs have been established, why they actively participate in social service provision, and their role and operation within the social welfare context of Taiwan. The study has both quantitative and qualitative data. It sampled ‘social service’ and ‘charitable’ organisations (SSCOs), which are the main type of TSOs in Taiwan, to examine their role, operation and interaction with government. Questionnaires were mailed to collect quantitative data first. After the quantitative data were collected and analysed, semi-structured interviews were undertaken to collect qualitative data. The study found that TSOs in Taiwan exist in a highly institutionalised environment, which is affected by traditional Confucian ideas and contemporary Western ideas such as social justice and civil rights. The rapid growth of TSOs has a strong connection with the desire to fill social service gaps left by government and family. TSOs mainly play the role of service provider rather than that of advocate. They cooperate with government in social service provision and have developed different types of symbiotic relationships with government. A ‘resonance effect’ between government and TSOs was also found as they implement social policy.

This thesis offers a detailed exploration of a course, the students and myself as one of their tutors. In that sense it deals with a world which is familiar to those who work and learn in university teacher training contexts - the world of continuous professional development for teachers linked to courses which can be loosely described as practitioner research, reflective practice and/or as action research. Within this context the thesis is about considering the ways that relationships between teachers and pupils are articulated. Constructions of practices and the identities that inhabit them are discussed in the thesis reflecting the processes that operate during sessions of the MA in Teaching, a professional development course particularly concerned with facilitating experienced teachers to explore their own practice. The thesis is therefore primarily about a course, about teacher talk and about my continuous attempts to offer insights into these areas of social construction whilst acknowledging my continued presence both in the accounts of the course and this writing. At one level the thesis is concerned with analysing teachers as learners interactions and the way that their talk is accessed and shared and insights developed. At another level however, the research and methodological paradigms that have been developed are significantly different from a classic ethnographic approach in several respects. First the study is concerned with the ways that language impacts and constructs identities relating the constructions directly to the talk that teachers, as students, are engaged in on the course. The thesis also examines the ways that power dynamics are represented in teacher's talk considering their operations through relations of social difference (understood as a complex interweaving of various social categories) and the ways that this may impact on a broader spectrum of identities to be found within educational contexts. The thesis considers that, whilst often representing a supposed and somewhat superficial, homogeneity, MA students and their tutors are also represented by social differences of one kind or another, sometimes in common and sometimes at odds with those that they teach. At yet another level the thesis is concerned with the narratives shared by teachers as students involved in a process of professional development and how they are able to be challenging whilst at the same time supportive. The thesis therefore considers the ways that teacher narratives offer accounts that reflect both professional and personal ways of behaving. The thesis focuses on what are best described as narratives of practice as represented by teachers on the course. These narratives of practice therefore constitute one of several key ideas that permeate the thesis. The narratives shared on the course are dynamic and involved in constant reconstruction through the impact of course processes which promote critical questioning. The narrative is important as a vehicle for the continuing construction and development of discourse(s) that reflect and develop connections to cultural perspectives for teachers experiencing the course. The student narratives are concerned with the constructions of their daily practices not only as a set of developmental and historical reflections but also as a cyclical discourse where students might anticipate future practices. In this regard the course offers not simply a reflective model to students but also a reflexive one where students are involved in actively considering themselves and their actions as constructions/constructors of practice influenced by factors such as experience, situation and context and the language that connects these positions. The thesis discusses practice as constituted through a discourse that is partly historical, experiential, speculative, expressive and textual. This discourse is explored in the thesis as preparing students for the participation in a model of reflexive practice that is concerned with their intellectual, academic and practical involvement in a process of actively exploring their sense of 'becoming'. In this form of continuing analysis the student is constantly engaged in appreciating the complexity present within any construction from practice as part of a process that privileges a continuing engagement with detailed concerns with the intention of developing and improving future professional practices. The thesis constructs a paradigm that sways rather like a rope bridge between general modem concerns and more specific post-modem ones. This 'bridging' strategy promotes a flexible solution to constructing identities and promotes representations of both commonality and difference. This approach attempts to be both distinctive and creative by developing a theoretical investigation that strives to recognise the complexities present within practice narratives and develop insights into both individualities and commonalties represented there. The research considers the influence of social, institutional and interactional relationships constructed through narratives and treated as data that reflect the practices of teachers in their roles as students on the course. The research raises important questions about the discourses that constitute those in education and the impact that they may have on them.It identifies power concerns and applies an analytical framework to the data to reveal a complex model of shifting discourses and practices. The thesis therefore is concerned with the ways that teachers socially construct their relationships with themselves and others from both inside and outside the institutional context. Inevitably the thesis is therefore itself a construction which brings to bear my personal and professional interests to attempt to understand narrative practices of M.A students. Traditional PhD claims to 'originally contributing to knowledge' maybe more difficult to sustain in these critical times, but it is clear that the thesis does help to develop insights into what is the professional experience of many teachers and their tutors - that of being engaged in the courses which purport to be experientially based. What this thesis achieves therefore is to cast light on to what is taking place within such experience based discourses. The outcomes include epistemological and ontological understandings but also and by no means least, some indications of how teacher education courses might be further developed.

Since the management of experiences is an essential activity in the military context, this study aimed to conduct an analysis on the lessons learned process carried out by air combat units of the Swedish Air Force, based on the organizational knowledge creation theory. Through an action research approach, a quantitative investigation evaluated and categorized a set of 36 indicators for monitoring modes related to the creation of new knowledge within the air fighter divisions. These indicators were measured in a survey in which the findings, obtained from 87 officers and civilian employees of the six JAS39 divisions, showed an elevated perception of the dimensions based on the individual and the tasks oriented to the sharing of implicit knowledge. Conversely, the dimensions grounded on the exchange of explicit knowledge at the organizational level and on the use of technology disclosed the lower scores in the survey.  In addition, the study found similarities in the perception of the respondents when the empirical material was analyzed in four hypotheses outlined in the investigation. These propositions were designed to provide comparisons among the six JAS39 divisions, as well as seek for correspondences between the length of service in the SwAF of the respondents of the survey and their perception of the lessons learned process.

Laws of December 22th 1789 and « 28 pluviôse an VIII », genesis of the ongoing territory’s administrative distribution, symbolize the central power’s will in terms of planning locally it’s authority. From one to the other, the centralizing objective keeps being claimed. On the other hand, it evolves functions of ideological and political variables that define it’s outlines. If local administrations’ organisation and duties obviously express this evolution, it appears it is by the intermediate rung that it’s expression is the the most apparent. Paradoxically, it is also the administration level whom is the less considered by historiography. One reason lasts : what is placed in-between is essentially meant to not give rise to interest. A linear and globalizing reading of the intermediate quality that must be reviewed in the aftermath of the studied period. This thesis explores, in a team context, using the Michigan Model, the relationship between social support, stress and well-being outcomes. The studies reported were carried out in Post Office Ltd. Study one examines differences in social support source and type for employees working in teams and quasi teams. Analysis was carried out at the individual level. The results supported previous work on well-being in teams: individuals working in teams report significantly higher levels of well-being, job satisfaction and organisational commitment than those individuals in quasi teams. Members of teams reported greater satisfaction with support from their manager and colleagues, and all types of support compared to members of quasi teams. Manager support and specific types of support mediated the relationship between team working and well-being outcomes. In terms of stressors, satisfaction with manager support and emotional challenge predicted greater influence which was positively related to the well-being outcomes. Study two conducted at the team level builds on relationships established in study one. Stage one explored teamness, the extent to which, along a continuum the team was well-defined. Stage two explored teamness agreement, the extent to which the team agreed on their teamness. The extent to which the Branch Office were a well-defined team had a positive effect on team functioning; participation, innovation and commitment to task excellence. Team functioning was associated with higher levels of satisfaction with manager and team support and all types of support. Working in a well-defined team was associated with job satisfaction, mediated by positive team functioning and social support. Teamness agreement predicted team well-being, clarity of objectives, work demands and satisfaction with reality check. Working in a team was not associated with performance.

The aim of this study was to explore prerequisites for collaboration between Swedish authorities in their work with women exposed to trafficking with sexual purpose. A qualitative research method was used. Three over-phone semi-structured interviews and one face-to-face semi-structured interview were conducted with professionals from the County Administrative Board, the Social Services and the Swedish Migration Agency. The results were analysed thematically through three themes with relating subthemes. The results showed that the professionals perceived collaborative work as important in order to treat each aspect of the diverse issue that is human trafficking, as well as to exchange knowledge and experiences with the involved authorities. Moreover, the professionals described that prerequisites for a functioning collaborative work are; clear assignation of roles, sufficient time and budget, and that each agency is aware of the importance of collaboration. Some difficulties within collaborative work highlighted by the participants were; different opinions and agendas between the agencies and lack of knowledge. Finally, some implications for future research were noticed, for example a lack of research regarding collaborative work between agencies against human trafficking for sexual purposes.

Ionising radiation hazards are perhaps the most documented and regulated occupational and environmental hazard. In the radiological protection field a single expert advisory organisation has had an unusually large influence on the international standard setting process. This is the International Commission on Radiological Protection (ICRP). Two common, and opposing views, exist over the formulation of protection recommendations by the ICRP. The first, and most widely accepted, is that its recommendations are scientifically determined. The second view, is that its recommendations are politically or socially determined. Neither of these analyses adequately accounts for the complex process in which protection recommendations are formulated. A third view, provided by studies of the origins of scientific controversy, suggests that both science and social factors are important in the assessment and limitation of risk. The aim of this thesis is not simply to examine the origin of controversy. Issues of equal, if not more, importance are the resolution of controversy, the formation of consensus and the maintenance of expert authority and influence. These issues form the central focus of this thesis. The aim is to assess the process through which the ICRP formulates its radiological protection recommendations and comment on the extent that these are influenced by the affiliations of its members. This thesis concludes that the ICRP's recommendations have been shaped by a complex relationship of scientific and social considerations, in which a socio-technical commitment to nuclear energy has played a key role. The Commission has responded to new scientific data by making complex changes to its philosophy and methods of describing risk. It has reduced the value of its dose limits less frequently. Reductions in its dose limits have been accompanied by practical measures designed to limit the impact of the change by providing greater flexibility in their application. The Commission's aim has been to provide stability and continuity in its successive recommendations.

The introduction of administrative litigation in the People's Republic of China in October 1990 initiated a new era in the Chinese ruled-rulers relationship. It broke through the entrenched ruled-rulers dichotomy and established a formal legal channel for ordinary citizens to defend their personal and property rights against any infringement by government officials' unlawful specific administrative acts. This thesis is the first empirical analysis of administrative litigation in the People's Republic of China to use a cultural approach. A microanalysis was conducted through interviews with 738 individual household proprietors and 152 government officials from the Hai Dian, Xi Cheng, and Xuan Wu districts of the Beijing municipality between mid-1996 and early 1997, with a four-page questionnaire to assess their administrative litigation cultures. Complemented by a macro analysis, the survey also examined the structure and problems of the PRC's administrative litigation through comprehensive literature reviews, in-depth personal interviews, and attendance in court hearings. The PRC's administrative litigation is a top-down contrivance of the rulers to uphold their rule. As such, it has never been a fully-fledged redress mechanism, but only a confined concession with restricted jurisdiction bound by a narrowly but cautiously construed Administrative Litigation Law. Implementation of the PRe's administrative litigation has been difficult and problematic. The resulting consequences are confined and biased towards the rulers. The overall usefulness of the mechanism is restricted. And its prospect is worrying. The empirical survey generates extraordinarily interesting findings. The affective orientation of both sample groups on the need for administrative litigation was found highly positive and supportive. Their evaluational orientation on the consequences of administrative litigation in the country was highly affirmative. And their expectational orientation towards the future of the PRC's administrative litigation was equally optimistic. The surveyed rulers were clearly better informed in their cognitive orientation, but more reserved in their jurisdictional orientation. Meanwhile, the majority of the surveyed ruled were clearly dismayed in their appraisal orientation regarding the usefulness of the PRC's administrative litigation. The latter is obviously below the acceptable threshold, and substantial improvement is needed if it is to help ameliorate the Chinese ruled-rulers relationship.

This dissertation contributes to the definition of an analytical framework for the study of optimal jurisdictional size for local service delivery. We argue that the standard economics framework for the analysis of optimal jurisdictional size importantly neglects individual preferences for political accountability. Our theoretical model shows that once we take into account such preferences, the optimal jurisdictional size for the provision of local public goods is smaller than in the standard model. We obtain empirical evidence to support our hypothesis from a sample of 197 countries. Our results show that, in fact, demand for political accountability leads to higher jurisdictional fragmentation both in terms of greater number of jurisdictions and smaller average population per jurisdiction. In addition, a meta-analysis of the empirical contributions to the study of economies of scale in the provision of local services shows that the economies of scale expected from service provision to larger jurisdictional sizes may not be present except for a handful of local services, and limited to relatively small population sizes. The results of the meta-analysis signal moderately increasing to constant returns to scale in the provision of traditional local services. In light of these results, we argue that forced jurisdictional consolidation programs across the world justified by perceptions of excessive jurisdictional fragmentation, or by the expectation of large expenditure savings due to economies of scale may have been, thus, erroneously designed. From a policy perspective, multi-layered institutional frameworks for service delivery (including cooperation and privatization among other options) may allow targeting available efficiency gains more efficiently than consolidation.

L’étude des politiques du logement et des évolutions résidentielles des minorités ethniques dans deux villes britanniques, Leicester et Bradford, nous amène à proposer les deux constats suivants :le premier est de souligner le lien entre la privatisation du logement social et l’ethnicisation des politiques du logement. En effet, la gestion et la construction du logement public se sont affaiblies depuis le début des années 1980 au profit d’associations de logements, parmi lesquelles les Black Housing Associations. Gestionnaires et productrices de logement social « adapté » aux besoins des minorités de couleur, elles doivent obéir, en même temps, à des impératifs managériaux et financiers, ce qui contribue à leur propre affaiblissement. Le second constat de notre recherche s’inscrit contre le discours du New Labour depuis les émeutes urbaines de 2001 : malgré les propos sur la sécession résidentielle des minorités qui mettrait en péril l’unité de la Nation, on constate une baisse de la ségrégation entre 1991 et 2001, à Leicester, réputée comme le modèle de gestion multiculturelle, comme à Bradford, théâtre des émeutes urbaines de 2001. Or cette évolution s’explique par une double mobilité résidentielle des minorités ethniques et religieuses : d’une part, la déconcentration des minorités des inner cities vers les quartiers plus aisés est une conséquence de l’ascension sociale puissante d’un grand nombre de ménages. D’autre part, les politiques ethniques du logement contribuent, dans une moindre mesure, à la diversification des parcours résidentiels des ménages de couleur et à leur relocalisation en dehors des inner cities des deux villes étudiées

The purpose of this exploratory qualitative study was to examine student-athlete perceptions of the role of summer pre-enrollment in their adjustment and transition to college. The study focused on student-athletes who received athletically-related financial aid at a National Collegiate Athletic Association (NCAA) Division I-AAA institution. The Academic Progress Rate (APR), which measures academic eligibility and retention while incorporating a penalty structure for underperforming teams and athletic departments, has emerged as the fundamental measure of academic success for intercollegiate athletics programs. Educators have responded with a broad spectrum of support programs for student-athletes in order to meet APR benchmarks and avoid costly penalties. The NCAA first permitted the awarding of athletic aid to incoming student-athletes for summer pre-enrollment during the early part of the last decade. However, relatively little research has examined the concept of summer pre-enrollment and the role it may play in a student-athlete's adjustment and transition to college. The researcher conducted retrospective in-depth interviews with seven men's and women's basketball student-athletes who had completed one year of full-time enrollment at the selected institution and who received athletic aid for their summer pre-enrollment. Data was analyzed in a manner consistent with Boeije's Constant Comparative Analysis. This study drew upon Schlossberg's Transition Theory, and the participants described their experience in relation to their situation, self, support, and strategies. Collectively, the findings suggested that the participants perceived at least some benefit to their academic adjustment and social integration to college from the summer pre-enrollment. Though the summer pre-enrollment may not have provided identical academic, athletic, and social demands as the academic year, most of the participants indicated they were able to gain a better understanding of what college classes and college life were like as a result of their summer pre-enrollment participation. The findings further suggested that the participants were well prepared and well equipped for the demands of college prior to their summer pre-enrollment experience. Future research is needed to examine the role of summer pre-enrollment in the college adjustment and transition of student-athletes who are less prepared for the demands of college.

By use of focus groups, in-depth interviews and diary keeping amongst a small range of teams and managers, the Researcher develops a basic conceptual framework of stress within a Social Services context. In addition a small scale personality inventory was administered to participants.(b) Phase 2. This consisted of three key elements: 6 case studies in which the Researcher implements and appraises the impact of a range of intervention strategies designed to assist teams and their managers in dealing more effectively with stress; the administration of a large scale survey to all the field social work teams within the Social Services Department; an analysis of the user role within the stress process by way of two focus groups.(iv) THEORETICAL DEVELOPMENT.

This thesis explores how men with mild to moderate learning disabilities perceive and experience how disability, relative poverty and gender impact on their health. Its theoretical framework grounded in analysis of these social divisions, and informed by the men’s own accounts - previously neglected in research, reveals complex challenges affecting their health on a daily basis. Consistent with the thesis’ overarching perspective, key elements of a participatory approach were adopted in the fieldwork to ensure men with learning disabilities’ active research involvement. They comprised the steering group, and twenty men participated in qualitative interviews facilitated by accessible materials and detailed preliminary preparations. The findings showed the men were aware of health issues, but were grappling with the adverse health effects of impairment, including disabilist health care and victimisation. Low income associated with limited employment confined most men to relative poverty with negative effects on health. The findings demonstrated a sharp appreciation of masculinity. Marginalised by other men, they experienced health threatening abuse, but their resistance to conventional male disregard for health care, had positive implications for their health. The thesis provides a more informed, nuanced understanding of the adverse impact of different dimensions of social disadvantage on the health of men with mild to moderate learning disabilities. In doing so, it demonstrates the value of developing knowledge grounded in their perspectives and experience.

Colonialism had tremendous effects on the lives, geography, and institutions of the colonized peoples. The colonizers rejected indigenous institutions and practices and adopted or imposed Western and Eurocentric policies in the processes of administration and conflict resolution. Not surprisingly, the differences in cultures between the colonialists and the indigenous populations were bound to cause challenges both to the colonizers and the indigenes. Despite the challenges encountered by the respective colonial administrations, most post-colonial governments replicated their policies. The consequences have been poor governance, confusion, and conflicts in the post-colonial era. To address the situation, calls are being made for the integration of indigenous institutions into the formal institutions of respective post-colonial administrations.The mixed method case study used in this study highlights the Ekpe process of conflict resolution as practiced by the indigenes of Manyu Division in the South West Region of Cameroon and explores the possibility of using Ekpe to resolve chieftaincy, land, and succession to property disputes in Manyu Division. Through observation and qualitative interviews, the Ekpe process of conflict resolution is described and the participants expressed their preference of Ekpe in resolving disputes. Logistic regression is also utilized to find out if there is a correlation between administrative involvement and chieftaincy conflicts, administrative involvement and land conflicts, the courts and succession to property disputes as well as a correlation between the Ekpe model and disputes. The outcome of the study reveals that the indigenes prefer the Ekpe model to resolve chieftaincy and land disputes, and the courts to resolve succession to property disputes in Manyu Division.

The subject of the thesis is that of the transformation of the Roman empire in the third and fourth centuries. The starting date in the title reflects a belief that the impetus for this change was generated by the decree of the emperor M. Aurelius Antoninus (Caracalla), whereby all free subjects were made citizens in AD 212. This laid the foundations for the transformation of the Roman empire, centred on the city of Rome, into a Roman nation-state, with a government dissociated from that of the City. The study is divided into three parts. Part One is an examination of the impact of the Constitutio Antoniniana. It is argued that both the extent and nature of this impact can be measured by an examination of the changes that Roman naming practices underwent in the subsequent period, and that the new naming practices of the later third century onwards reflect the creation of a new basis for the social hierarchy. Part two analyses the development of the praetorian prefecture, an office which is recognised to be one of the key institutions of the late Roman state. It traces the change in the nature of the office from one of personal service to the emperor to its later fourth-century incarnation as virtual viceroy for civil affairs over discreet portions of the empire. This is followed by a prosopographical catalogue of the prefects from 284-344, and appendices laying out the documentary evidence for the analysis. In Part Three an analysis of the holders of the ordinary consulship from 260 to 360 is undertaken. This begins with a prosopographical catalogue, in which the consuls are classified as to social origin and occupation. These results are analysed statistically in order to elucidate the relationship between the magistrates of the city of Rome and the imperial administration, concluding that there was a symbolic divorce between the two during the reign of Constantine. Appendix 3 provides revised fasti for the consulship 260-360. The Conclusion draws together the findings of these three studies to show their implications for our interpretation of the nature of the late Roman state.

This study examines former U.S. Supreme Court Justice William Brennan, Jr.'s opinions on the following administrative law topics: civil rights, civil liberties, human resource management, due process, and privacy. The purpose of this examination is (1) to apply Rohr's regime values framework to Brennan's case law, (2) to determine the usefulness of Brennan's regime values to discretionary decision making, and (3) to consider the effectiveness of these regime values as a pedagogical approach to ethics. A purposive sample of 25 cases was selected for the study. Case briefing and discourse analysis were the primary research methods used. I found eight regime values in Brennan's opinions: freedom, accountability, flexibility, equity and equality, unconstitutional conditions, property, and social justice. Social justice was his dominant regime value and is the basis for all of his jurisprudence. Brennan's regime values reconcile two approaches to ethics, the low road and the high road, by emphasizing a Constitutional basis for the latter. Brennan's values may help administrators learn how to think through the important decisions they make daily by providing both a foundation and justification for their choices. Public administrators can be taught how to use the regime values method to extract additional values.
