This thesis examines democratic transitions that occur in the context of international administration, where international actors not only provide assistance and guidance regarding domestic development, but also hold temporary executive authority over some or all of the functions of government. It argues that the process of regime change in the context of international administration is systematically different from more conventional settings, where such extensive international intervention is absent. The theoretical framework of the thesis suggests that the most significant impact of international administration derives from the fact that external actors assume roles conventionally held by domestic actors, and thus have available to them extensive mechanisms of influence at the domestic level. International agents can favour some local elites over others, structure the political environment through agenda-setting and veto powers, and ultimately bypass local actors if deemed necessary by drafting and imposing laws and institutions. As a result, the presence of international administrators heavily shapes the final mode of transition, and one of the most significant implications of the external influence is that purely non-democratic regime outcomes are unlikely to emerge. However, the influences of international administration are not always positive, and neither are they constant across contexts. The final impact on the transition process itself will depend in large part on the nature of the domestic political landscape, and in particular the balance of power and ideology among the domestic political parties. When domestic elites are favourable to democracy, international administrations can work with local actors to co-author a new democratic regime through a pacted transition. When dominant local parties are opposed to democratic development, however, the international and domestic interaction may contribute to a more conflicrual and contentious mode of transition entailing elements of international imposition. The nature of the transition mode will, in turn, have implications for post-transition regime consolidation. These findings are based on a structured, focused comparison of three cases, those of Bosnia, Kosovo and East Timor. In attempting to isolate the international influence, the case studies utilise the process tracing method to identify the causal mechanisms that connect international actions to democratic political outcomes, and the experiences in each case are compared to facilitate the generation of bounded generalisations about the impact of international administration on the processes of regime change.

Background: The world becomes more connected as technology advances and with the internet as a distribution channel more companies internationalises. However, there are still cultural differences around the world that marketers must take into consideration. The marketing industry faces difficult challenges in adaptation to international marketing, as collaboration between local marketing agencies could be a solution.   Purpose: The purpose of the study is to contribute with understanding of how local marketing agencies can work together for global clients, and how these agencies can adapt local marketing for these clients. In order to understand how marketing agencies can work together, this study will contribute with understanding of this collaboration between local marketing agencies and how they can help each other grow their businesses.   Method: This study uses a qualitative method with unstructured interviews of five people operational within a network of local marketing agencies.     Theory: The theoretical framework for this study consists of theories in international marketing, collaboration and learning.   Results and conclusions: By collaborating in a network, local marketing agencies get access to international markets and can support global clients. By having multiple local agencies working together for global clients, these agencies all provide local knowledge and create local communication. The collaboration in a network is most effective if the competition is eliminated, which can be done through shared ownership and personal connection within the network.

The primary intent of this degree paper is to provide an assessment of transportation approaches that are presently being utilized by human service agencies to meet and improve the mobility needs of their respective client groups. Also an attempt has been made to discuss"and recommend the option of coordinating or consol idating agency sponsored and public transit systems as a more cost effective and service efficient approach to the delivery of transportation services as provided hy human service agencies. In the past twenty years there has been substantial growth in both the number and percentage of elderly. children. mentally/physically disabled, and economically disadvantaged individual s in the United States. At the same time there has been a significant increase in the number of programs and the level of support aimed at addressing their health and welfare needs. Based on current population trends and greater life expectancy of the transportation disadvantaged group, its population will continue to grow over the next several decades. For the elderly, children, mentally/physically disabled and economically disadvantaged community, adequate means of transportation will continue to be a pressing concern. At the present time, there are a great many publ ic and private institutions and agencies dedicated to ensuring the mohil ity of these individuals. Public transit agencies are playing a lead role among these groups and the public transit industry, through the policies and services being implemented around the country, is reaffirming its continued strong commitment to providing the most effective and efficient means of meeting the mobility needs of the transit dependent. The main sources of information consisted of various federal, state, and-local level documents, reports, plans, manuals, and case studies containing relevant information on how human service agencies may provide and improve the specialized transportation services of their target clientele groups.

Non-profit health agencies are examined from three perspectives: their contribution to medical research by region and subject area; changes in their revenue sources and fund-raising techniques between 1982 and 1987; and, correlates of fund-raising effectiveness. Data are obtained from a survey of 1,103 health charities and foundations, interviews with the executive directors of six hospital foundations across Canada and statistics in the public domain. Results indicate that in comparison with the distribution of Federal government research grants, health agency research funding is more highly concentrated in one province, Ontario, and two subject areas, cardiovascular disease and cancer. Agencies appear to be obtaining larger proportions of their total funding from donations or business activities and smaller proportions from government grants or transfers. Large-established agencies are shifting fund-raising resources from canvassing to direct mail. Two variables, public awareness of the agency and the proportion of agency funds derived from donations, appear to be important correlates of agency effectiveness as measured by donations per fund-raising dollar. Small, positive correlations are noted between two indicators of a marketing approach and fund-raising outcome. Implications for future research are discussed.

This paper digs deeper into the concept of attraction and what makes a marketing agency attractive. The authors focus on the very first stage of a business relationship before the project sets off, seeking to uncover what attraction is and which factors influence it. Through 6 semi structured interviews with companies which has been in a business relationship with marketing agencies the authors investigates what attracted them to that particular agency. As new information appeared in the interviews, the theoretical framework has been extended with more material. At the end of the paper the authors present a model which describes the components of attraction. The model is then discussed and explained.

Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

The last decade has witnessed the rise of a new movement called “community policing.” Basic philosophical principles, which focus on improved services to the public through decentralization, better communication and decision-making processes, and more police discretion highlight the community policing movement. Essentially, community policing is the quality movement in American policing. This thesis will explore the impact of community policing on the structure and administration of police agencies. Since this movement is centered in local police agencies, the focus will also be at that level. Considerable effort will be devoted to providing an accurate description of law enforcement in the United States; however, the crux of this treatise will be on the discussion of organizational problems developed at the local level as a result of implementing community policing concepts.

The September 11, 2001 terrorist attacks exposed considerable breakdowns in communications interoperability and information sharing among first responders. Multijurisdictional responses to the active-shooter incidents at the University of Texas in 2010; Sandy Hook Elementary of Newtown, Connecticut in 2012, and the Reynolds High School shooting of Multnomah County, Oregon in 2014 were replete with interoperability failures as well. Recent multijurisdictional response events continue to illuminate difficulties with first-responder interoperability and minimal research exists to promote understanding of the interoperability challenges of university police departments. The purpose of this study was to explore the barriers that impede communications of campus based law enforcement agencies during multiagency or multijurisdictional response. General systems theory and the unified theory of acceptance and use of technology model provided the conceptual framework for this qualitative case study. Face-to-face interviews were conducted with 10 leaders of university public safety agencies in California. Data were collected, inductively coded, and thematically analyzed. Key findings indicate that participants perceived barriers of funding, policy, inclusiveness, and training that affect communications interoperability performance. The positive social change implications from this study include recommendations of policy change for improved interoperability during multiagency or multijurisdictional response which can contribute to increased first-responder safety, more efficient multijurisdictional response, and improved safety of students and society at large.

This dissertation is an examination of the implications of the sudden increase in the use of agents in admission practices. For a variety of reasons, there has been an increased interest in globally educating students, both on the part of host institutions and on the part of sending countries. Reasons include worldwide visibility of universities, enrollment targets, diversity goals, full fee-paying “customers,” but also impact on local economies, not only because of revenue brought by these students but because of contributions to the labor force. This interest has fueled the admission profession’s gradual acceptance of agents and third parties working with international populations. With the emergence of China as a new “market” of able, fee-paying students, there has been explosive growth in agents and third-party vendors, often with little attention to regulation of the practice. This study examines in greater depth the forces which have contributed to the acceptance of agents, the resulting cynicism of students and educators, and the possible long-term effects of the growth of the industry.

Keywords: Influencer Marketing, Sustainability, Sustainable Marketing, Future of Influencer Marketing, Intermediaries Research question: “How do influencer marketing agencies work and promote sustainability to their influencers?”  Purpose: The authors aim to investigate how the agencies work with the influencers in terms of sustainability, whether the influencer marketing agency has a given strategy for the influencer to communicate sustainably or not. Method: The interpretivist research paradigm was chosen as the most suitable one in this                                           qualitative study. The interpretivist research philosophy tends to lead to an                                           Inductive approach and the research method is exploratory.  For this research, a                                           multiple case study has been chosen, carried by four semi-structured interviews                                           chosen by the purposive sampling method.  Conclusion: The results show thee main findings where none of the participating agencies for this research has a given strategy for promoting sustainability to their influencers even though they agree that it is of great importance to include in their work. Another finding is to be selective with the companies the agencies choose to work with and the fact that they can affect what is being communicated in terms of sustainability. A sustainability action plan has been created that illustrates how a new strategy can be brought in to create a sustainability strategy for intermediaries.

In this paper, I examine how the federal Department of Western Economic Diversification has adapted and survived despite considerable odds. By employing variations of three survival strategies, the Department has been responsive to its stakeholders yet achieved autonomy. Furthermore, the impact of these results has been affected by a number of institutional arrangements. Western Economic Diversification Canada has survived by leveraging responsive competence and organizational autonomy with actors in the political process, including politicians, civil society, and other government officials. It has been aided by its comparative advantage as an advocate for western Canada and by its small size.

The Civil Rights Act was enacted more than 5 decades ago, and its provisions forbade discrimination on the basis of race in hiring, promoting, and firing. Yet some researchers argue that racial discrimination issues are still prevalent in the United States. They contend that modern racial discrimination is more covert and takes the form of racial microaggressions, which are subtle conscious or unconscious insults and derogatory attitudes directed towards minorities. Researchers have not fully addressed the prevalence of racial microaggressions in U.S. workplaces, however. The purpose of this qualitative phenomenological study was to explore the lived experiences of naturalized African-Americans regarding racial microaggressions in U.S. federal agencies. The research problem was examined through the lens of critical race theory. Ten participants from the Social Security Administration were selected using snowball sampling. Data were collected through semi structured phone interviews and then examined using thematic content analysis to identity key concepts and develop a coding structure, from which 9 themes emerged. Findings revealed that participants experienced racial microaggressions in the form of bias, prejudice, false assumptions, nepotism, favoritism, and unfair denial of opportunities for promotion and professional development while at work, which affected their morale and productivity. This study may contribute to positive social change by helping leaders of U.S. federal agencies to understand their multicultural and diverse workforce and work environment. U.S. government officials could also use this study as a basis for policy decisions that may improve racial relations in U.S. federal agencies.

Through this capstone, I explore the unique dynamics I encountered in the Delaware Department of Education during the department’s final year as a federal Race to the Top grant recipient. This document describes my intended work for the department, culminating in a two-year strategic plan. The goal of my theory of action was to ensure that the resources of the department were aligned to a focused set of priorities, reflecting a balance of accountability and support. Through the following sections I explore the rationale for my work, results achieved, and attempt an explanation of the results themselves. I close with implications for my own leadership, the site itself, and the sector as a whole. In the Review of Knowledge for Action, I explore the role of State Education Agencies (SEA) as both a support body and a monitoring and accountability agency, and develop a personal theory of action that guided my work within the department. The role of the SEA in the sector is a complex one where opportunity and tension exist simultaneously in the pursuit of creating conditions for improved academic outcomes for students. As I discuss, both the literature and the day-to-day operations of the department demonstrate challenges in this work. The Results and Analysis components of the capstone explain in greater detail the goals and outcomes of my strategic project, and expand on the complexities of the Delaware Department of Education leadership team. Through the use of the Note for Analyzing Workgroups (Harvard Business School, 1998) I explore both structures and embedded culture within the state and the department, and discuss how these impacted the strategic plan. In the Implications component I illuminate both tensions and opportunities for the department in light of the local and national turbulence around the balance of accountability and support. This capstone aims provide insights into the complex role of State Education Agencies as they seek to both fulfill their core function and take on an increasingly dynamic role influencing and impacting academic outcomes for students in their state.

Without adequate succession planning (SP) for executive directors, nonprofit organizations risk losing their mission and direction and their ability to sustain the quality of program and services and maintain superior leadership. The purpose of this study was to determine the degree to which SP was being developed and implemented in community action agencies (CAAs) in a southern state. This study also focused on the challenges that these organizations experienced from not implementing SP. This single case study design was based on the theoretical framework of organizational change, using Lewin's 3-stage model. Identified through purposive and snowball sampling, 17 participants from 5 CAAs in a southern state were interviewed using semi structured questions. Both primary interview data and secondary data were analyzed through constant comparison and the identification of themes and patterns, and verified through triangulation, member-checking, and pattern-matching. Secondary data consisted of succession plans, annual reports, bylaws, boards of directors' minutes, IRS 990s, and strategic plans. Findings revealed that 3 of the CAAs under study had a succession plan in place, while 2 did not. The challenges that these CAAs experienced from not implementing SP focused on 5 primary themes: organizational identity, sustainability, salaries, governance, and leadership development. The implications for social change include informing the southern state's CAA leaders, funders, and other stakeholders about the importance of developing written succession plans, integrating SP with leadership development and executive transitioning practices, and the long-term benefits of having these plans in place.

The purpose of this multiple case study was to identify strategies that owners of small to medium-sized managed care businesses used to address the financial effects of healthcare regulations on their businesses. The conceptual framework for this study was profit maximization and adaptation in changing contexts. Data were gathered from company documents, observations, and semistructured interviews with 5 home healthcare business owners in Los Angeles County, California. Data were coded to identify themes from the narrative segments. Key themes that emerged from the data analysis include home health strategic management, application of business strategies, healthcare reform, and strategic business processes. The implications of this study for social change include the potential to catalyze economic, intellectual, and social developments that improve community health and wellness programs and related activities in home health.

The purpose of this study was to examine the factors involved in successful second-generation legacy perpetuation in independent insurance agencies. This study examined the role of parent and child throughout the process in an effort to thwart the current high failure rates. This research aims to promote healthy business activity, improve success and sustainability, and add positive social stewardship in communities. Education and preparation of successor, timing of transition, financial considerations, and processes of succession were addressed. Two frameworks guided this study: Bertalanffy's systems theory and Bandura's theory of self-efficacy. Nonrandom, purposeful samples of 3 profitable, second-generation agency owners of 10 years or more in Pennsylvania provided information rich, in-depth interviews. Interviews were transcribed for patterns and cross-case analysis helped reveal commonalities. Themes identified suggested that successful agencies hired professional consultants. A key finding was having a written plans detailing payoff considerations. The primary recommendation from the study is to hire a professional to guide the process. This study has implications for positive social change as it contributes to the education of legacy-perpetuated transition and prevention of failure. Helping to keep family businesses thriving can, in turn, promote positive social change within communities.

The Thesis deals with the question of competitive advantage of the public relations agencies in Lithuania. The aim of the study is to find the factors that influence competitive advantage of the PR agencies in Lithuania. The other major objective of the work is try to identify the reasons of long term successful or unsuccessful performance of participants of analyzed industry. The analysis of literature on subject of CA and personal professional experience of the author of this work influenced a choice of theoretical Resource based view (J. Barney) model as dominating theoretical background of research model. Though the academic thrust of Industrial Organization (I/O) literature is not rejected, but complements the empirical research with analyses of the strategies (generic strategies of M. Porter) of CA within the industry of PR in Lithuania. The public relations industry in Lithuania is relatively very young – less than 2 decades of age. The actual size of public relations industry cannot be estimated as not all of the PR agencies provide their financial results, still, the official size of the industry is of 23 agencies, making overall yearly turnover of around 100 m. Magistriniame darbe nagrinėjamas Lietuvos viešųjų ryšių agentūrų konkurencinio pranašumo klausimas. Kitas svarbus darbo tikslas yra pabandyti nustatyti ilguoju laikotarpiu sėkmingo ar nesėkmingo agentūros darbo priežastis. Konkurencinio pranašumo dalyko literatūros analizė ir darbo autoriaus asmeninė profesinė patirtis lėmė Ištekliais paremto požiūrio (Resource based view (J. Barney) naudojimą, kaip tyrimo modelio pagrindą. Tačiau akademinė Industrinės organizacijos (Indutrial Organization (M. Porter) kryptis nėra atmetama, o papildo tyrimo modelį bendrųjų konkurencinio pranašumo strategijų (Generic strategies) analize Lietuvos viešųjų ryšių rinkoje. Apibūdinant Lietuvos ryšių su visuomenę industriją, reikia paminėti, kad ji yra santykinai labai jauna – jaunesnė nei 20 metų. There is a lack of knowledge regarding how public safety organizations communicate threat-related information at the local level. The purpose of this qualitative exploratory case study was to explore the benefits and challenges of sharing threat-related information between public safety agencies (law enforcement, fire services, emergency medical services, and public health) in Honolulu, Hawaii. The conceptual framework for the study was general systems theory. The sample for this study was a subset of 13 individuals from the larger population of approximately 50 subject matter experts who worked within four public safety agencies and had extensive experience analyzing and sharing threat-related information. Purposeful sampling was utilized for the study. Data were collected through in-depth interviews. The findings of this study clearly identified several important themes related to sharing threat-related information between local public safety organizations: information flow, collaboration, participation with the state fusion center, and the complexity of sharing confidential information. I found that Honolulu public safety agencies are currently communicating through information flow within and between organizations; however, this flow of information is intermittent. I also found that threat-related information often contains highly protected, or law enforcement sensitive information, and is difficult to share between agencies. Inadequate threat-related information sharing and poor collaboration among local public safety agencies may put the public at increased risk from violent attacks. The results of this study contribute to positive social change by identifying the benefits and challenges of sharing threat-related information between local public safety agencies.

Resumen
The National Health Planning and Resources Development Act. Public Law 93-641, the last major step in the regulation of the health care system, created a network of health system agencies and state level health planning agencies. Subsequent legislation, the Health Planning and Resources Development Amendment 1929, Public Law 96-79, amended 1974 Law and changed the role and function of health systems agencies to include more regulatory activities. By 1981, the activities of Health System Agencies were being curtained by the action of the Reagan administration. The Health promotion/wellness movement which seeks to improve health has been developing as a compliment to medical medicine for several years. Previous research has determined that health systems agencies were active in health promotion and identified several planning and implementation activities related to this involvement. This is a survey of health systems agencies to determine their efforts in healthy promotions. Resources allocated to these activities, and opinions of the director relevant to agency involvement in health promotion. All active healthy system agencies listed in the 1980. Directory of Health System Agencies (DHSH) were surveyed by a mailed questionnaire. Reponses were receive from 112 agencies (57%) and the respondents were found to be representative of the population. The results revealed health systems agencies to be involved in health promotion. More than 90 percent of the responders listed some type of health promotion activity in their Healthy System Plans for the 1979-1980 planning year. Approximately half of the responders reported some community activity in health promotion. The majority of executive directors saw health systems agencies as being only moderately effective in controlling health care costs: considered healthy promotion as a viable means of controlling health care cost: and believed that modifications of individual life-styles had the greatest potential for improving health status. The survey revealed that Healthy System Agencies did not restrict the wellness/health promotion activities to traditional health facilities, but were defining health broadly and working with a variety of agencies to develop services.

The purpose of this quantitative survey research study was to test the ability of the Full Range Leadership Theory to explain a relationship between Transformational and Transactional Leadership Styles (independent variables) and Organizational Performance (dependent variable), when Transformational and Transactional Leadership Styles were moderated by Employee Job Satisfaction (moderating variable) for 119 full-time employees in government agencies within the United States (U.S.). Leadership styles have been positively linked to employee job satisfaction and various organizational outcomes; however, most studies on leadership styles, employee job satisfaction, and organizational performance had been focused on the private sector, with little focus on the public sector. The present study focused on public sector (government) agencies. The sample was made up of full-time, non-supervisory U.S. government employees who worked in agencies within the U.S. Qualtrics, Inc. was hired to draw the sample and three survey questionnaire instruments were used to collect the data. A linear multiple regression model was applied to the study and the data were analyzed using hierarchical multiple linear regression. Results of the study were statistically significant (p < .05). Overall, the results lent support to theories that posit leadership styles and employee job satisfaction play a role in determining organizational performance. The results support arguments for adopting the transformational leadership style, and each of its dimensions, to reverse the decline of job satisfaction and enhance levels of organizational performance for U.S. government employees. Limitations of the study were discussed, as well as implications of the findings. Finally, recommendations for future research were offered.

Research on ways to improve police effectiveness, as well as how to successfully implement new policing models, has been going on for a number of years, and has shown limited success at implementing new initiatives. The problem this study addressed is the poor understanding of the impact internal organizational barriers have on law enforcement agencies considering the implementation of change. The purpose of this qualitative, phenomenological study was to explore the influence of path dependence within the police culture of law enforcement agencies considering new policing initiatives. The population for this study was the 380 law enforcement organizations in the state of Florida. A semi-structured in-depth interview process was used to collect data from a nonrandom, purposive sample of executive law enforcement officers. Dedoose software was used to compile and analyze data. Data collection sought to gather information about the culture of the organization, how successful the organization has been at implementing change, and how the participants deal with change. Two primary themes emerged that related to all three research questions, (a) implementation strategy, and (b) organizational culture. Three major themes, (a) leadership, (b) organizational history, and (c) communication, and two minor themes, (a) resistance behavior, and (b) organizational buy-in emerged for research question 1. Two major themes emerged for research question 2, (a) lock-in, and (b) ingraining. For research question 3 there was one theme that emerged, (a) effective measurement tool. The results contributed to Sydow, Schreyogg, and Koch’s (2009) path dependence theory, finding that identification and controlling of ingraining activities would improve change implementation in highly structured, ridged organizations. Recommendations for practice suggested law enforcement organizations should develop effective implementation management strategies that improve initiative success, develop leadership to improve understanding the barriers of change implementation, improve agency wide communication, address resistance behavior and ensure organizational buy-in, and specifically identify lock-in within the organization. Recommendations for future research included expanding the study to a larger population, conduct the study in an organizational setting other than law enforcement, and conduct a qualitative phenomenological study, to further explore major theme 2 findings for research question 1, organizational history.

Disengaged employees adversely affect organizational strategies to promote higher standards of care and quality of life for long-term residential patients. The purpose of this single case study was to explore strategies healthcare leaders use to engage employees. The targeted population for this study was the senior leaders of a long-term residential care agency located in South Carolina who had initiated strategies and practices to engage employees. Kahn's theory of personal engagement and disengagement was the conceptual framework for this study. Data collection included semistructured face-to-face interviews with open-ended questions, and the long-term residential agency's employee handbook, training agenda, and incentive program. Data were transcribed, coded, and then validated through member checking and triangulation, resulting in the development of 6 themes: leadership attentiveness to promote workplace meaningfulness, incorporation of robust communication policies and procedures, organizational support for engagement, fostering interpersonal relationships for increased employee value, meaningful rewards and recognition, and training and development for personal and professional growth. Leaders have a significant role in the development of conditions within the work environment that foster employee engagement. The implications for positive social change include the improvement of physical and social qualities of life for long-term residential patients and their families, the ease of financial burdens for healthcare professionals, and a reduction in the amount of tax revenue needed to support the needs of aging U.S. citizens.

Tras la difusión del video Kouri-Montesinos el 14 de septiembre del año 2000, el gobierno de Fujimori entró en crisis. Una de las principales acciones tras aquel evento fue la desactivación del Servicio de Inteligencia Nacional SIN (aún durante el gobierno de Fujimori), y luego la reforma del sistema, durante el gobierno de transición de Paniagua en el año 2001. Por diversas presiones y perspectivas políticas, en ese periodo fueron despedidos, cesados, desactivados o reasignados un gran contingente de analistas, operativos, agentes e informantes: cerca de 2 mil personas terminaron su relación con el Sistema de Inteligencia Nacional. Como parte de una investigación sobre la transformación de la inteligencia peruana, este artículo tiene tres objetivos: a) describir el contexto de la desactivación y la reforma para entender los objetivos y causas del despido y desactivación de este contingente de agentes y analistas; b) determinar el rango numérico de agentes y analistas que fueron despedidos, cesados o desactivados entre la desactivación del año 2000 y la reforma del año 2001; c) determinar el destino y funciones de los agentes y analistas despedidos y desactivados en los años posteriores a 2001, lo que muestra una relación con el desarrollo de empresas de seguridad, sistemas privados de inteligencia, inte- ligencia empresarial y un mercado de compra-venta de interceptaciones telefónicas durante los últimos catorce años. Este estudio se sostiene en el cruce de tres tipos de datos: fuente abierta provista por la normativa, informantes clave que participaron en el proceso de los años 2000 y 2001, y datos primarios de actores que actualmente son miembros de empresas de seguridad e inteligencia privada.

Small business managers often lack the leadership skills necessary to sustain their businesses beyond 5 years. The United States Small Business Administration reported that more than 65% of small business owners, including home health care agency managers, fail within the first 5 years of operation. Guided by Burns and Bass's transformational leadership theory, this multiple case study explored leadership skills that managers in home health care agencies need to sustain their new businesses beyond 5 years. The purposeful sample comprised of 3 managers from 3 different home health care agencies within a 75-mile radius of Baltimore, Maryland, that had demonstrated success in surviving past 5 years. Semistructured interviews, agencies' quality assurance plans and policies were reviewed, and procedural documents related to leadership skills were gathered as data. Yin's 5-step data analysis technique was used to identify key themes. Member checking enhanced the credibility of data interpretation. Themes that emerged from data analysis were business management, knowledge and performance, and transformational leadership. Study findings may contribute to positive social change by providing practical guidance to home health care managers, which may improve their agencies' viability and delivery of patient care. Business implications include the provision of long-term employment to workers and safety assurance to patients' families.

Organizational development is a central purpose of evaluation. Disasters and other emergency situations carry with them significant implications for evaluation, given that they are often unanticipated and involve multiple relief efforts on the part of INGOs, governments and international organizations. Two particularly common reasons for INGOs to evaluate disaster relief efforts are 1) accountability to donors and 2) desire to enhance the organization s response capacity. This thesis endeavors briefly to review the state of the evaluation field for disaster relief so as to reflect on how it needs to go forward. The conclusion is that evaluation of disaster relief efforts is alive and well. Though evaluation for accountability seems fairly straightforward, determining just how the evaluation influences the organization and beyond is not. Evaluation use has long been a central thread of discussion in evaluation theory, with the richer idea of evaluation influence only recently taking the stage. Evaluation influence takes the notion of evaluation use a few steps further by offering more complex, subtle, and sometimes unintentional ways that an evaluation might positively better a situation. This study contributes to the very few empirical studies of evaluation influence by looking at one organization in depth and concluding that evaluation does influence in useful ways.

In recent years public sector organisations in New South Wales have been subjected to changes in their operating environments. Changes have included micro-economic reforms by Government and changes in stakeholders' expectations of how public sector organisations manage their affairs. The need to deal with the increasing number and diversity of issues arising, has motivated public sector managers to become increasingly involved in strategic management. The focus of this research was to study how strategic issues were processed within the context of their approach to strategic management. Strategic issue management has been proposed as an appropriate management system for use in conditions of moderate to high levels of environmental turbulence as a means to providing a mechanism for real time response to emerging issues. Three of the four organisations in the study indicated a progressive increase in perceptions of environmental turbulence over a six year period to points mid way between the 'Changing' and 'Discontinuous' levels on the Ansoff and McDonnell (1990) environmental turbulence scale. Research findings indicted that all four public sector organisations undertake a form of strategic issue management which is separate to the periodic strategic planning cycle. In answer to the criticism of the theoretical void which is seen to exist in linking organisational response to changes in the environment, theoretical models were developed for the Sensing, Deciding and Executing functions of the processing dimension of Ansoff's (1987) proposed paradigm of emerging strategic behaviour. The models provide the framework for tracking how eight strategic issues were processed in four public sector organisations. Field research-was conducted over a fifteen month period collecting both secondary and primary data. A case study research methodology was developed for the project following a review of the relevant literature. There were clear indications that the Sensing, Deciding and Executing functions were performed and that the issues under study passed through numerous phases during their processing cycles. The interconnected and iterative nature of issue processing across the Sensing, Deciding and Executing phases were demonstrated in the research findings.

The research presented in this thesis is about recordkeeping in the public sector, focusing especially on the relationship between the public administration and its archives, and selected aspects affecting the way this relationship is developing in the digital era. Two research questions are addressed: RQ1: What are ‘archives’ and ‘recordkeeping’ in the digital context and the developing e-government? RQ2: What are the indications of current and future challenges regarding the cooperation between public administration and archives? Six studies resulting in six papers form the basis of the thesis. Each study explores a unique aspect of how current developments, discussions, and decisions affect contemporary understanding and practices regarding archives and recordkeeping. Public records are authoritative information resources, crucial in the everyday lives of citizens. Public recordkeeping develops continuously alongside administrative practices, technological achievements, and political goals. Examples include the development of shared services within the public sector and the involvement of the private sector in public infrastructure projects through outsourcing. These processes are currently affected both by digital technologies, which offer new possibilities to create, use, and preserve records, and by e-government, characterized by the combination of information and communication technologies with organizational change to improve public services and democratic participation. In these processes, existing practices are reviewed and revised, and the concepts of ‘archives’ and ‘recordkeeping’ redefined. The research was pursued using an interpretive approach. The research methods used were concept analysis; discourse analysis; literary warrant analysis; phenomenography; critical theory; and the records continuum model as a theoretical structure. The results shows that common usage of the terms ‘archive’ and ‘recordkeeping’ is fluid and changing, which can make decision-making challenging and affect the relationship between archives and administration. Efforts to develop recordkeeping strategies may be hampered by factors related to the different ways in which the nature and role of archives and recordkeeping are perceived, including differing understandings of related concepts; varying discourses on what an archive (or e-archive) is or should be, and different ways of interpreting legal frameworks and their significance.

In 2012, there was a 70% increase in online travel booking, resulting in small traditional brick-and-mortar travel agencies having serious difficulties with obtaining and retaining customers. The purpose of this case study was to explore online marketing strategies that leaders of small traditional travel agencies have used to successfully obtain and retain customers. Technology disruption theory was the conceptual framework of this study. Using criterion sampling, the population for this study consisted of 3 leaders of small traditional travel agencies located in the state of Maryland. Data collection consisted of interviews, observations, and review of documentation, such as displays, websites, business cards, and email campaigns. Data were analyzed using methodological triangulation through inductive coding of phrases and words. The following 4 themes emerged: company threats, online marketing strategies, various marketing strategies for improvement, and ways to compete with Internet-based travel agencies. Results indicated that 66% of participants believed that Internet-based travel agencies were threats. All of the participants used a form of online marketing and believed that customer loyalty helped to compete with Internet-based travel agencies. Reacting to the Great Depression, Texans abandoned the philosophy of rugged individualism and turned to their state and federal governments for leadership. Texas's Governor Miriam Ferguson resultantly created the state's first relief agency, which administered all programs including those federally funded. Because the Roosevelt administration ordered state participation in and immediate implementation of the CCC, a multi-governmental, multi-departmental administrative alliance involving state and federal efforts resulted, which, because of scholars' preferences for research at the federal level, often is mistakenly described as a decentralized administration riddled with bureaucratic shortcomings. CCC operations within Texas, however, revealed that this complicated administrative structure embodied the reasons for the CCC's well-documented success.

The related services component of P.L. 94-142 has been one of the most difficult features in providing a Free Appropriate Public Education (FAPE) for eligible handicapped students and it continues to be a persistent challenge. Related services have been a fertile area of disagreements between school personnel and parents because of the high cost of providing some services, and because of parents' requests for a variety of services, not necessarily within the intent of the law, to be provided at public expense. Issues involving related services have primarily focused on availability, service delivery models ensuring fiscal efficiency, compliance and legality. One area which has yet to be examined is the availability of criteria to guide school personnel in determining whether special education students are eligible for specific related services.;The purpose of this study is to investigate the availability of criteria for providing related services to special education students by surveying all state educational agencies and the District of Columbia. Directors of special education were requested to complete a survey instrument and provide a copy of their state eligibility criteria for related services.;The analysis of survey responses and the examination of selected eligibility criteria resulted in the following findings: (a) only one state has developed eligibility criteria for all related services as defined under P.L. 94-142; available criteria were most prevalent for speech therapy, occupational therapy, and physical therapy, (b) variations exist among states in the practice of providing related services and (c) available eligibility criteria differ from state to state in terms of specificity. Recommendations for consideration by educational agencies on the issue of eligibility criteria are also provided.

The problem addressed in this study was the lack of understanding about failures of government leadership in accomplishing complex information technology (IT) projects and the ways such failures can negatively affect organizational performance. The purpose was to query subject matter experts and leaders with the intent to identify methods to reduce complex IT project failure rates in government organizations. This qualitative study drew on the technology acceptance model and the capability maturity model integration framework to evaluate organizations' abilities to manage complex IT projects. The research questions focused on exploring senior managers' experiences, the tacit knowledge of project management methodologies, and IT governance frameworks. The Delphi method was suitable for collecting and analyzing opinions of subject matter experts to help reach group consensus. Qualitative data analysis was used to identify themes, categories, and subcategories for thematic analysis. The result of the study was the identification of critical success factors and leadership attributes to increase the success rate of complex IT projects in federal agencies. This research may be beneficial to federal government program leaders who, as the result of increased insights and knowledge, can more effectively provide online government services using technology-enabled end-users' computing devices in a cost-effective and secure method.

Previous studies have suggested that health care workers may differ with respect to universal precautions knowledge, compliance, practice setting barriers, or exposure to patient body fluids in rural and urban areas. The purpose of this study was to determine whether or not there are rural/urban differences in the degree of precaution taken by health care workers to prevent the spread of blood borne pathogens, specifically human immunodefiency virus (HIV) and hepatitis B virus (HBV). A random sample of rural and urban registered and licensed practical nurses in Tennessee was surveyed. The respondents completed two instruments that assessed self‐reported universal precautions knowledge, precautions, and practice barriers. No measurable differences in universal precautions knowledge, compliance, or barrier scores between the two groups were found; yet rural nurses were 2.7 times as likely to be exposed to patient body fluids than urban nurses (P<0.005). The conclusion was that rural nurses were as experienced and as knowledgeable about universal precaution techniques as their urban peers, but their knowledge was not translated into practice to the same degree. Two possible explanations offered are (1) rural nurses are more likely to be acquainted with, and thus trusting of, their patients, and (2) the lower seroprevalence of human immunodefiency virus and hepatitis B virus in rural areas may lead to complacency.
