This study assessed the effects of multiple components of municipal administrations on the functions of urban planning agencies in Nigeria, using Osun State as the case study. It examined the profile of the professionals across the levels of planning agencies in the state, the key activity areas of the planning agencies, operational parameters of the planning agencies, and the relationship between the planning agencies. Data used for the study were sourced from questionnaire administered on the heads of all the 35 planning agencies in the state. The study revealed that the agencies experienced conflict of interest in their operations and the reason for that was mostly jurisdictional. Also, the agencies seldom related with one another. The study concluded that the structure of municipal administration in Nigerian is responsible for proliferation of planning agencies and, consequently, the duplication of planning functions in the state, nay, Nigeria. It recommended, among others, legislative reform for effective municipal administration in the state and Nigeria, as a whole.

Purpose – The purpose of this paper is to explore the phenomenon of innovation in the current Swedish governmental administration system. More specifically, the paper explores the current understanding within the system of what innovation is, as well as why and how it should be achieved. Innovation is currently at the top of many agendas worldwide: not only in the private sector but also when it comes to increasing quality, efficiency and effectiveness in public administration. In Sweden, this is reflected in the recent call from the Government for innovation in public management. However, innovation has not traditionally occurred to any significant extent on the strategic level of Swedish public management. Furthermore, governmental administration is a complex system in need of coordination and alignment for this new call to be effectively realized in practice. Design/methodology/approach – This paper has been based on a qualitative approach with a case consisting of three embedded units: the Government itself, a ministry and a Government agency. The data have been collected from documents and interviews. Findings – This paper shows that there is currently a notable disparity when it comes to how aspects of innovation are understood at different levels within the Swedish governmental administration system. Furthermore, the recent business development to increase the standardization of work processes is perceived as having created poorer preconditions for working with innovations. Practical implications – The results highlight critical areas of disparity and possibilities for improvement toward a shared understanding and aligned innovation actions within the system. Originality/value – This paper contributes knowledge about the current understanding of innovation in the Swedish governmental administration system.

Studies show that public administrations that practise merit-based recruitment of their personnel are significantly less marked by corruption than administrations that do not recruit in this manner. While we know a lot about how EU member states score with regard to the degree of merit-based recruitment within their administrations, and also how the European Commission administration performs in this respect, recruitment practices within the increasing number of European Union regulatory (decentralized) agencies seem to remain a white spot in the literature so far. In this article, we make a first step in mapping recruitment practices within the secretariats of such agencies. We also investigate if it matters whether a European Union agency is located in a country marked by a non-meritocratic administrative culture or not. The article shows that European Union agencies seem to overwhelmingly apply meritocratic instruments when hiring people, regardless of their location. Points for practitioners This article argues and shows that recruitment based on merit enhances good and non-corrupt governance. The case in point is European Union agencies. The data presented illuminate that these agencies generally apply meritocratic instruments when hiring administrative staff. The study also shows that recruitment practices are not affected by the geographical location of European Union agencies. These agencies tend to practise the common merit-based European Union standards regardless of their location since agencies are components of the European Union administration.

Bureaucratic reputation has been defined as a set of beliefs about a public organization’s capacities, roles, and obligations that are embedded in a network of multiple audiences (Carpenter, 2010). Although one of the most important audiences in a democracy is the citizenry, very little empirical investigation has looked at citizens’ beliefs about specific government agencies and what individual or contextual factors influence these beliefs. To examine this question, this study analyzes data from a unique 2013 Pew Political Survey that represents the responses of 1500 US citizens on the reputations of 12 federal agencies. Results demonstrate that citizens view the reputations of some agencies (such as the CDC and NASA) much more favorably than other agencies (such as the IRS and the Department of Education). In regression analyses, findings suggest that the reputation of federal agencies varies according to citizens’ general level of trust in government and their political ideology, but that demographic, socioeconomic and regional differences also shape reputation judgments. These findings provide some preliminary empirical understanding of the reputation of government agencies in the eyes of the citizenry and may have implications for agencies seeking to manage their relationship with the public.Points for practitionersBureaucratic reputation has important implications for public administrators because of its influence on a government agency’s autonomy, power, and legitimacy. Our study examines the reputations of 12 US federal government agencies and identifies individual and contextual determinants of citizens’ reputation ratings. We demonstrate that reputations differ between agencies and that certain factors – especially political ideology and trust in government – shape how the public views an agency’s reputation. These findings can help practitioners understand better how to strategically manage their agency’s reputation given an increasingly critical citizenry.

Public agencies contract out to pursue a variety of goals. But, these goals cannot be realized if the performance of contractors is not assessed and monitored. This study examines the state of performance measurement and contract monitoring in the U.S. transit agencies. We focus on three research questions: (1) What monitoring capacity exists within transit agencies? (2) What monitoring methods are used by transit agencies? (3) What performance measures are tracked by transit agencies? We find monitoring units are common in a third of agencies in the study. Service and customer complaints are the most common performance measures, while penalties and liquidated damages are the most frequent form of penalties. Finally, we find that transit agencies utilize a variety of output and outcome measures to monitor contractors.

This thesis examines democratic transitions that occur in the context of international administration, where international actors not only provide assistance and guidance regarding domestic development, but also hold temporary executive authority over some or all of the functions of government. It argues that the process of regime change in the context of international administration is systematically different from more conventional settings, where such extensive international intervention is absent. The theoretical framework of the thesis suggests that the most significant impact of international administration derives from the fact that external actors assume roles conventionally held by domestic actors, and thus have available to them extensive mechanisms of influence at the domestic level. International agents can favour some local elites over others, structure the political environment through agenda-setting and veto powers, and ultimately bypass local actors if deemed necessary by drafting and imposing laws and institutions. As a result, the presence of international administrators heavily shapes the final mode of transition, and one of the most significant implications of the external influence is that purely non-democratic regime outcomes are unlikely to emerge. However, the influences of international administration are not always positive, and neither are they constant across contexts. The final impact on the transition process itself will depend in large part on the nature of the domestic political landscape, and in particular the balance of power and ideology among the domestic political parties. When domestic elites are favourable to democracy, international administrations can work with local actors to co-author a new democratic regime through a pacted transition. When dominant local parties are opposed to democratic development, however, the international and domestic interaction may contribute to a more conflicrual and contentious mode of transition entailing elements of international imposition. The nature of the transition mode will, in turn, have implications for post-transition regime consolidation. These findings are based on a structured, focused comparison of three cases, those of Bosnia, Kosovo and East Timor. In attempting to isolate the international influence, the case studies utilise the process tracing method to identify the causal mechanisms that connect international actions to democratic political outcomes, and the experiences in each case are compared to facilitate the generation of bounded generalisations about the impact of international administration on the processes of regime change.

Background: The world becomes more connected as technology advances and with the internet as a distribution channel more companies internationalises. However, there are still cultural differences around the world that marketers must take into consideration. The marketing industry faces difficult challenges in adaptation to international marketing, as collaboration between local marketing agencies could be a solution.   Purpose: The purpose of the study is to contribute with understanding of how local marketing agencies can work together for global clients, and how these agencies can adapt local marketing for these clients. In order to understand how marketing agencies can work together, this study will contribute with understanding of this collaboration between local marketing agencies and how they can help each other grow their businesses.   Method: This study uses a qualitative method with unstructured interviews of five people operational within a network of local marketing agencies.     Theory: The theoretical framework for this study consists of theories in international marketing, collaboration and learning.   Results and conclusions: By collaborating in a network, local marketing agencies get access to international markets and can support global clients. By having multiple local agencies working together for global clients, these agencies all provide local knowledge and create local communication. The collaboration in a network is most effective if the competition is eliminated, which can be done through shared ownership and personal connection within the network.

The primary intent of this degree paper is to provide an assessment of transportation approaches that are presently being utilized by human service agencies to meet and improve the mobility needs of their respective client groups. Also an attempt has been made to discuss"and recommend the option of coordinating or consol idating agency sponsored and public transit systems as a more cost effective and service efficient approach to the delivery of transportation services as provided hy human service agencies. In the past twenty years there has been substantial growth in both the number and percentage of elderly. children. mentally/physically disabled, and economically disadvantaged individual s in the United States. At the same time there has been a significant increase in the number of programs and the level of support aimed at addressing their health and welfare needs. Based on current population trends and greater life expectancy of the transportation disadvantaged group, its population will continue to grow over the next several decades. For the elderly, children, mentally/physically disabled and economically disadvantaged community, adequate means of transportation will continue to be a pressing concern. At the present time, there are a great many publ ic and private institutions and agencies dedicated to ensuring the mohil ity of these individuals. Public transit agencies are playing a lead role among these groups and the public transit industry, through the policies and services being implemented around the country, is reaffirming its continued strong commitment to providing the most effective and efficient means of meeting the mobility needs of the transit dependent. The main sources of information consisted of various federal, state, and-local level documents, reports, plans, manuals, and case studies containing relevant information on how human service agencies may provide and improve the specialized transportation services of their target clientele groups.

Non-profit health agencies are examined from three perspectives: their contribution to medical research by region and subject area; changes in their revenue sources and fund-raising techniques between 1982 and 1987; and, correlates of fund-raising effectiveness. Data are obtained from a survey of 1,103 health charities and foundations, interviews with the executive directors of six hospital foundations across Canada and statistics in the public domain. Results indicate that in comparison with the distribution of Federal government research grants, health agency research funding is more highly concentrated in one province, Ontario, and two subject areas, cardiovascular disease and cancer. Agencies appear to be obtaining larger proportions of their total funding from donations or business activities and smaller proportions from government grants or transfers. Large-established agencies are shifting fund-raising resources from canvassing to direct mail. Two variables, public awareness of the agency and the proportion of agency funds derived from donations, appear to be important correlates of agency effectiveness as measured by donations per fund-raising dollar. Small, positive correlations are noted between two indicators of a marketing approach and fund-raising outcome. Implications for future research are discussed.

This paper digs deeper into the concept of attraction and what makes a marketing agency attractive. The authors focus on the very first stage of a business relationship before the project sets off, seeking to uncover what attraction is and which factors influence it. Through 6 semi structured interviews with companies which has been in a business relationship with marketing agencies the authors investigates what attracted them to that particular agency. As new information appeared in the interviews, the theoretical framework has been extended with more material. At the end of the paper the authors present a model which describes the components of attraction. The model is then discussed and explained.

Resumen
Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

The last decade has witnessed the rise of a new movement called “community policing.” Basic philosophical principles, which focus on improved services to the public through decentralization, better communication and decision-making processes, and more police discretion highlight the community policing movement. Essentially, community policing is the quality movement in American policing. This thesis will explore the impact of community policing on the structure and administration of police agencies. Since this movement is centered in local police agencies, the focus will also be at that level. Considerable effort will be devoted to providing an accurate description of law enforcement in the United States; however, the crux of this treatise will be on the discussion of organizational problems developed at the local level as a result of implementing community policing concepts.

AbstractThe federal administration is significantly small (around 10 percent of all public employees). This speciality of the German administrative system is based on the division of responsibilities: the central (federal) level drafts and adopts most of the laws and public programmes, and the state level (together with the municipal level) implements them. The administration of the federal level comprises the ministries, subordinated agencies for special and selected operational tasks (e.g. the authorisation of drugs, information security and registration of refugees) in distinct administrative sectors (e.g. foreign service, armed forces and federal police). The capacity for preparing and monitoring government bills and statutory instruments is well developed. Moreover, the instruments and tools of coordination are exemplary compared with other countries, although the recent digital turn has been adopted less advanced than elsewhere.

AbstractThe chapter analyses recent reforms in the multilevel system of the Länder, specifically territorial, functional and structural reforms, which represent three of the most crucial and closely interconnected reform trajectories at the subnational level. It sheds light on the variety of reform approaches pursued in the different Länder and also highlights some factors that account for these differences. The transfer of state functions to local governments is addressed as well as the restructuring of Länder administrations (e.g. abolishment of the meso level of the Länder administration and of single-purpose state agencies) and the rescaling of territorial boundaries at county and municipal levels, including a brief review of the recently failed (territorial) reforms in Eastern Germany.

This paper presents a Cybersecurity maturity model for the agencies of the Brazilian Federal Public Administration. Qualitative research was conducted to analyze Cybersecurity maturity models found in the literature, which served as ground to develop the proposed model. To analyze, understand and construe the qualitative material, we used content analysis and an online questionnaire as technical procedures. The content analysis was divided into pre-analysis, material exploration and handling of results which allowed setting the domains of the proposed model. The model was applied through an online questionnaire to some agencies of the Brazilian Federal Public Administration. The results evidenced that, in general, the agencies surveyed have low maturity in Cybersecurity.

"The administration performs a great task in the life of modern societies, through its intervention to satisfy public needs through the establishment and management of public utilities that aim to achieve the public interest and respond to the requirements and necessities of daily life, as well as protecting public order, and regulating the relationship between them and individuals with constitutional and legal texts, as well as The organizational rules that lay down the general framework for public liberties and individual rights, all to prevent them from practicing any activity outside the framework of legality. Originally, the administration is not obligated to issue its decisions in a specific form, as it is free to choose the external form of these decisions, unless the law requires it otherwise. This requires that the decision be embodied in an external form in order for individuals to know the will of the administration and to adjust their behavior according to its requirements. However, the implementation of this rule on its launch, may negatively affect the rights of individuals, because the administration may sometimes deliberately remain silent about deciding the requests submitted to it, or it may neglect at other times to respond to these requests. The importance of the study lies in the implications of the subject of requests submitted to the administration, the delay in their completion, the silence of the administration, and the consequent effects and exposure to the rights of individuals. And that it will show how to confront this silence, neglect and intransigence of the administration. The idea of ​​implicit administrative decisions, resulting from the administration’s silence on the requests submitted to it, is an effective means, which makes the administration more positive and enables individuals to confront the administration’s silence, and prevents its intransigence, arbitrariness or neglect. The problem of the research is that can silence be an expression of the will? The US Government has mandated the production and usage of biofuels to help reduce dependence on foreign petroleum and to help improve air quality. Partnerships between the Pipeline and Hazardous Materials Safety Administration, the pipeline industry, other Federal and State agencies and the emergency first responder community are rapidly addressing infrastructure challenges and removing the technical and regulatory barriers for transporting biofuels. These initiatives are critical for enabling biofuel usage to grow nationwide and reach government production targets. This paper will summarize recent biofuel activities and discuss the progress seen in removing challenges for safely moving biofuels in the pipeline infrastructure.

In recent years, many rapid mass transit agencies have chosen Communication Based Train Control (CBTC) technology to refurbish their signaling system or to equip a new line. CBTC technology is a type of Automatic Train Control (ATC) that allows transit agencies to increase nominal throughput and to improve safety. The main functions of CBTC are described in [1.] and [2.]. This technology can operate without fixed wayside track detectors such as track circuits. However, track circuit equipment continues to be implemented on the tracks and in the equipment rooms. For authorities under the Federal Railroad Administration, current regulations require use of track circuit but the main functional reason is to have a backup system in case of CBTC failure. Most transit agencies decide to include track circuit occupied and vacant status into the CBTC system in order to enhance safety. How to enhance safety and keep train operation efficient during track circuit failure is a challenge for CBTC projects. This paper discusses the relationship between the CBTC and the conventional interlocking system when track circuit failure occurs. The analysis in this paper applies to both relay and solid state interlocking systems as both technologies have to deal with the same impact under this scenario. The method of detection of track circuit failure by the CBTC system and the possible restrictions on CBTC train operation are not presented. The paper focuses on the interface between the CBTC and the signaling system. It begins by introducing the different types of track circuit failures and their consequences on conventional signaling system to address and compare multiple scenarios. Then, the paper discusses how the CBTC system can affect the conventional signaling system equipment, such as signals and train stops, once it has detected a track circuit failure. Transit agencies’ different possible approaches to manage track circuits failures within the context of an operating CBTC system are explained.

In 1997, the United States set a national goal to reduce the fatal accident rate for aviation by 80% within ten years based on the recommendations by the Presidential Commission on Aviation Safety and Security. Achieving this goal will require the combined efforts of government, industry, and academia in the areas of technology research and development, implementation, and operations. To respond to the national goal, the National Aeronautics and Space Administration (NASA) has developed a program that will focus resources over a five year period on performing research and developing technologies that will enable improvements in many areas of aviation safety. The NASA Aviation Safety Program (AvSP) is organized into six research areas: Aviation System Modeling and Monitoring, System Wide Accident Prevention, Single Aircraft Accident Prevention, Weather Accident Prevention, Accident Mitigation, and Synthetic Vision. Specific project areas include Turbulence Detection and Mitigation, Aviation Weather Information, Weather Information Communications, Propulsion Systems Health Management, Control Upset Management, Human Error Modeling, Maintenance Human Factors, Fire Prevention, and Synthetic Vision Systems for Commercial, Business, and General Aviation aircraft. Research will be performed at all four NASA aeronautics centers and will be closely coordinated with Federal Aviation Administration (FAA) and other government agencies, industry, academia, as well as the aviation user community. This paper provides an overview of the NASA Aviation Safety Program goals, structure, and integration with the rest of the aviation community.

The Lancaster County Resource Recovery Facility (RRF) is a 1,200 ton per day mass burn waste-to-energy plant that has been in operation since 1991. The plant is owned by the Lancaster County Solid Waste Management Authority (LCSWMA), but is operated for the Authority by Covanta Lancaster. During the initial years of operation, only municipal solid wastes (MSW) were combusted. The picture has changed dramatically, however, since those early days. The RRF has successfully processed hundreds of different residual waste streams since 1994. The list of residuals processed at the RRF is impressive: over-the-counter and bulk pharmaceuticals; off-spec toothpaste in cubic-yard totes; virgin oily debris; ink waste in fiber and steel drums; industrial waste waters; and confidential documents and controlled substances from local law enforcement agencies, pharmaceutical manufacturers, and the Drug Enforcement Administration. This paper describes how residual wastes are managed at the facility, including a discussion of waste inspection activities on the tipping floor, and a description of the various methods by which these materials are fed to the boilers.

The Federal Railroad Administration grade crossing accident database contains numerous interrelated variables. Understanding of how the variables are interrelated can be enhanced using modern visualization techniques. These techniques can allow managers from railroads and government agencies to find complex variables relationships not usually provided by routine statistical analyses. For this research we have developed several dashboards of linked visualizations using the Weave data visualization software [5]. Our visualizations explore various accident types of concern to the railroad industry including trespassing and pedestrian accidents, passenger train accidents, actions of highway users involved in accidents, and the effect of different types of warning devices on grade crossing accidents. In addition, we are currently developing an advanced visualization system that views the accident data as time varying events occurring over a fixed grade crossings topology. This view allows the application of a recent network data abstraction termed “Graph Cards.” We present initial examples of the advanced system that provides a variety of filtering mechanisms to view statistical distributions and their time varying behavior over the grade crossings topology.

Abstract In order for students to enhance their understanding of engineering concepts, hands-on experience proves to be essential. Incorporating the design component in undergraduate engineering education has been an immediate and pressing concern for educators, professional societies, industrial employers and agencies concerned with national productivity and competitiveness. It is crucial to enhance undergraduate design and research experiences to meet both societal needs and the growing job-market demands. The University of the District of Columbia (UDC), the District of Columbia’s only public institution of higher education, and a historically black college and university (HBCU), had recently modernized its undergraduate curricula in engineering to meet that need. This paper presents a case study of recent implementation of student experiential learning approach through undergraduate research experience course (MECH 302). This student group participated in the 2019 US National Aeronautics and Space Administration Revolutionary Aerospace Systems Concepts – Academic Linkages (RASC-AL) Challenge, in which they will develop concepts that may provide full or partial solutions to specific design problems and challenges currently facing human space exploration.

The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. The purpose of this paper is to identify the best practices and gaps that may inform California and other states in their future rail service plan development. This paper is grounded in the realization that, while the general outline of FRA requirements is uniform for all states, the actual content and inclusion of these requirements in the myriad state plans varies greatly. For example, California was granted an exception to help update FRA Rail Plan Guidance for its 2018 Rail Plan, other states have complained that FRA guidance and requirements on rail service planning have put state rail agencies in the position of constantly writing plans with little or no time to implement them. Throughout this research, the authors identify all the elements of FRA guidelines as reflected in the CSRP and rail plans of other states. This report also identifies the best features and planning strategies that may inform and improve the state rail planning process going forward, steps that will positively contribute to the public benefit of enhanced rail systems.

Background Opioid analgesia has become the mainstay for acute pain management in the postoperative setting. However, the use of opioid medications comes with significant risks and side effects. Due to increasing numbers of prescriptions to those with chronic pain, opioid medications have become more expensive while becoming less effective due to the buildup of patient tolerance. The idea of opioid-free analgesic techniques has rarely been breached in many hospitals. Emerging research has shown that opioid-sparing approaches have resulted in lower reported pain scores across the board, as well as significant cost reductions to hospitals and insurance agencies. In addition to providing adequate pain relief, the predicted cost burden of an opioid-free or opioid-sparing approach is significantly less than traditional methods. Methods The following groups were considered in our inclusion criteria: those who speak the English language, all races and ethnicities, male or female, home medications, those who are at least 18 years of age and able to provide written informed consent, those undergoing inpatient or same-day surgical procedures. In addition, our scoping review includes the following exclusion criteria: those who are non-English speaking, those who are less than 18 years of age, those who are not undergoing surgical procedures while admitted, those who are unable to provide numeric pain score due to clinical status, those who are unable to provide written informed consent, and those who decline participation in the study. Data was extracted by one reviewer and verified by the remaining two group members. Extraction was divided as equally as possible among the 11 listed references. Discrepancies in data extraction were discussed between the article reviewer, project editor, and group leader. Results We identified nine primary sources addressing the use of ketamine as an alternative to opioid analgesia and post-operative pain control. Our findings indicate a positive correlation between perioperative ketamine administration and postoperative pain control. While this information provides insight on opioid-free analgesia, it also revealed the limited amount of research conducted in this area of practice. The strategies for several of the clinical trials limited ketamine administration to a small niche of patients. The included studies provided evidence for lower pain scores, reductions in opioid consumption, and better patient outcomes. Implications for Nursing Practice Based on the results of the studies’ randomized controlled trials and meta-analyses, the effects of ketamine are shown as an adequate analgesic alternative to opioids postoperatively. The cited resources showed that ketamine can be used as a sole agent, or combined effectively with reduced doses of opioids for multimodal therapy. There were noted limitations in some of the research articles. Not all of the cited studies were able to include definitive evidence of proper blinding techniques or randomization methods. Small sample sizes and the inclusion of specific patient populations identified within several of the studies can skew data in one direction or another; therefore, significant clinical results cannot be generalized to patient populations across the board.

The Smart Energy Design Assistance Center assessed the administrative, technical, and economic aspects of feasibility related to the procurement and installation of photovoltaic solar systems on IDOT-owned buildings and lands. To address administrative feasibility, we explored three main ways in which IDOT could procure solar projects: power purchase agreement (PPA), direct purchase, and land lease development. Of the three methods, PPA and direct purchase are most applicable for IDOT. While solar development is not free of obstacles for IDOT, it is administratively feasible, and regulatory hurdles can be adequately met given suitable planning and implementation. To evaluate IDOT assets for solar feasibility, more than 1,000 IDOT sites were screened and narrowed using spatial analytic tools. A stakeholder feedback process was used to select five case study sites that allowed for a range of solar development types, from large utility-scale projects to small rooftop systems. To evaluate financial feasibility, discussions with developers and datapoints from the literature were used to create financial models. A large solar project request by IDOT can be expected to generate considerable attention from developers and potentially attractive PPA pricing that would generate immediate cash flow savings for IDOT. Procurement partnerships with other state agencies will create opportunities for even larger projects with better pricing. However, in the near term, it may be difficult for IDOT to identify small rooftop or other small on-site solar projects that are financially feasible. This project identified two especially promising solar sites so that IDOT can evaluate other solar site development opportunities in the future. This project also developed a web-based decision-support tool so IDOT can identify potential sites and develop preliminary indications of feasibility. We recommend that IDOT begin the process of developing at least one of their large sites to support solar electric power generation.
