ABSTRACTTheory and research pertaining to relationships between oral and written communication offer support to seemingly contrary hypotheses regarding the development of informational adequacy in speech and in writing. Because the social cognitive demands of face-to-face interaction are less complex than those of prototypical written communication, younger children might be expected to display greater audience adaptation in speech. On the other hand, the process of encoding in writing facilitates certain cognitive operations, and, therefore, children might be expected to communicate more effectively in writing. Empirical studies warranting conflicting conclusions, however, have administered tasks that tap different communication functions, either explanatory or referential. The present study replicates and extends this previous research by administering referential and explanatory communication tasks in both speech and writing to children at three grade levels. In addition, an independent measure of social cognitive ability was administered. Results confirmed increasing differentiation with age between speech and writing, with fifth graders displaying greater informational adequacy in writing. Children's performance in written communication, rather than speech, revealed a dependency on social cognitive ability. Differences between referential and explanatory communication suggested by previous research were confirmed.

ABSTRACTThis study investigated the ability of high-functioning verbal adolescents with autism or Down's syndrome to perform a referential communication task. It was predicted that autistic subjects would require more specific prompting to convey needed information to a listener than would subjects with Down's syndrome of the same verbal level. Subjects, 13 with autism and 14 with Down's syndrome, matched on verbal mental age, learned a simple board game, and were asked to teach it to a listener who used varying levels of prompting to elicit target information. Most subjects in the autistic group required specific prompting to produce the target information, whereas most subjects with Down's syndrome did not. Response adequacy was significantly higher in the Down's syndrome group than in the autistic group at the most general prompt level. Subjects with Down's syndrome used more gesture at the most general prompt level and when producing high adequacy responses, whereas subjects with autism used more gesture when producing low adequacy responses.

With the advent of the collaboration tools based on ICT (Information and Communication Technology), the distances between the team members of a company spread around the world have shrunk, at least virtually. Using the most complete collaboration/communication technologies for project meetings, although beneficial at first glance, is not always the best choice when one considers the diverse cultural aspects of the team members of different nationalities. This article examines the adequacy of the communication tools for project communication in line with the cultural differences by comparing the views of American and Brazilian groups used to communicating through ICT on a daily basis for project related work. The results show significant differences between the perceptions and attitudes of the two groups regarding the adequacy of the communication tools in addressing usual project tasks.

A third-grade classroom participated in a communication skills unit (CSU) that was designed and implemented collaboratively by a teacher, speech-language pathologist, and student speech-language pathologist. The CSU was developed to increase the students' metapragmatic awareness of explanation adequacy. To assess the efficacy of the CSU, two third-grade classrooms were compared. One participated in the CSU, and the other did not. A pre- and post-test were administered to students in both classrooms, requiring them to view a videotape of two children helping each other with math problems, rate the explanations viewed on tape, and justify their ratings. The students' justifications were then coded on three levels by the researcher. Results indicated that only the students who participated in the CSU showed significant improvement in their ability to rate and justify the adequacy of an explanation. The teacher who participated in the CSU observed marked improvement in her students' abilities to ask questions and respond to requests for information solicited by peers.

This study explores how the dialogue—or lack thereof—between employees’ opinions and organization-wide communications relates to employees’ identification with the organization. Using survey data from a sample of 111 IT workers, we performed cross-level tests to explore how employee voice, the perceived adequacy of organization-wide downward communication, and job satisfaction related to employees’ organizational identification. The results of the hierarchical regression and mediation analyses revealed that higher levels of employee voice were associated with higher levels of organizational identification and fully mediated by job satisfaction. Similarly, higher levels of organization-wide communication adequacy were associated with higher levels of organizational identification and partially mediated by job satisfaction. The findings suggest that inclusive and participative organizational communication practices are most likely to foster organizational identification when they are viewed favorably by employees and positively impact their job experiences.

Abstract The main objective of the paper is to provide a conceptual apparatus of a general logical theory of language communication. The aim of the paper is to outline a formal-logical theory of language in which the concepts of the phenomenon of language communication and language communication in general are defined and some conditions for their adequacy are formulated. The theory explicates the key notions of contemporary syntax, semantics, and pragmatics. The theory is formalized on two levels: token-level and type-level. As such, it takes into account the dual – token and type – ontological character of linguistic entities. The basic notions of the theory: language communication, meaning and interpretation are introduced on the second, type-level of formalization, and their required prior formalization of some of the notions introduced on the first, token-level; among others, the notion of an act of communication. Owing to the theory, it is possible to address the problems of adequacy of both empirical acts of communication and of language communication in general. All the conditions of adequacy of communication discussed in the presented paper, are valid for one-way communication (sender-recipient); nevertheless, they can also apply to the reverse direction of language communication (recipient-sender). Therefore, they concern the problem of two-way understanding in language communication.

Les chercheurs en communication reconnaissent la nécessité d'élargir et d’approfondir les connaissances dans ce domaine, particulièrement dans les organisations. Une question reste d'actualité : comment la communication organisationnelle impacte-t-elle les attitudes et comportements de travail des salariés ? En plus de cette communication organisationnelle, les chercheurs ont peu exploré les mécanismes sous-jacents et les facteurs contextuels qui pourraient conduire à des comportements déviants. Cette thèse vise à répondre à ces questions. Elle comporte une étude qualitative et une étude quantitative d'employés travaillant dans les industries manufacturières du Pakistan. Pour ce faire, nous avons conclu notre recherche en deux parties. Dans un premier temps, nous avons interrogé des professionnels travaillant dans les industries manufacturières pour comprendre à quel point la communication est essentielle et affecte le comportement au travail des employés. Nous avons réussi à développer une base solide selon laquelle la communication organisationnelle a trois dimensions, à savoir l'adéquation de la communication, le canal de communication et la relation de communication, qui influencent à leur tour l'attitude au travail de l'employé, et plus particulièrement l'engagement et l'identification avec l'organisation. Cette relation est influencée par la culture d’un environnement de travail favorable au sein de l'organisation. S'il y a un déséquilibre dans ces relations, cela peut créer une attitude de travail hostile parmi les employés. Dans une deuxième étape, et dans le but de généraliser nos résultats issus de l’étude qualitative, nous avons développé un modèle de rechercheCommunication researchers increasingly recognize the need to expand the field of organizational communication. One question is still valid: how does organizational communication impact employees' working attitudes and behavior? In addition to that organizational communication, researchers have neglected the underlying mechanism and contextual factors that might lead to one’s deviant behavior. This dissertation aims to answer these questions with qualitative and quantitative studies of employees working in the manufacturing industries of Pakistan. To do so, we have concluded our research in two parts. First, we interviewed professionals working in manufacturing industries to understand how much communication is essential and affects employees' working behavior. We succeeded in developing a strong ground that organizational communication has three dimensions, i.e., Adequacy of communication, communication channel, and communication relationship, which are responsible for influencing the employee’s working attitude, i.e., commitment and identification with the organization. This relationship can be supported moderately by the supportive work environment culture in the organization. If there is a misbalance in these relationships, it can create a hostile working attitude among employees. In the second stage, to generalize our qualitative findings, we have developed a hypothesized research model to test the relationship between organizational communication and employees’ deviant behavior by mediating the role of organizational commitment and organizational identification. This thesis examines whether the approach to privacy protection under the English legal system is adequate given the distinct challenges raised by online communicating between individuals. In doing this, it aims to fulfil three objectives. Firstly, to show that privacy is, regardless of forum, deserving of appropriate legal protection; secondly, that the existing substantive and procedural basis of protection in England and Wales is flawed, since the altered landscape of privacy engendered by the widespread use of new communications media has been insufficiently assimilated into judicial understandings of privacy; and, thirdly, to analyse whether a revised legal structure would better regulate this area of law. The protection of privacy is an emotive topic, not least because the very nature of privacy itself is open to debate. This thesis plays a vital part in untangling what is, without doubt, a complex area of what may be described as the evolving law of privacy. By adopting its contemporary focus, the thesis is able to offer evaluation and critique of the existing law, highlighting where the English legal system is open to challenge and suggesting how an understanding of the metamorphosed notions of privacy engendered by new communications media might lead to its improved protection at law. Given both the importance of privacy protection and the growing prominence of social media platforms, this represents a crucial and timely research test which, it is hoped, will add to an understanding of these contemporary issues and their consequences. Accordingly, the overall contribution made to knowledge by this study is that, by exploring privacy protection against a backdrop of online communications media, it addresses a gap in the available literature. Within this thesis, the author develops a unique framework with which to better comprehend the increasingly novel ways in which privacy may be violated in a technological age and application of this model allows for the constituent parts of privacy violation to be conceptually broken down against the reality of online communications. This, in turn, allows the author to advance various inventive proposals for how privacy might be better safeguarded in the future.

La première partie de l’étude est consacrée à l’invocation, intra et extra muros, du droit à un procès équitable. Sont analysés ainsi, dans un premier temps, l’applicabilité directe de l’article 6 et la subsidiarité de la Convention par rapport au droit national et de la Cour Européenne des Droits de l’Homme par rapport aux juridictions nationales. Le droit à un procès équitable étant un droit jurisprudentiel, l’étude se focalise, dans un second temps, sur l’invocabilité des arrêts de la Cour Européenne et plus précisément sur l’invocabilité directe de l’arrêt qui constate une violation du droit à un procès équitable dans une affaire mettant en cause l’Etat et l’invocabilité de l’interprétation conforme à l’arrêt qui interprète l’article 6 dans une affaire mettant en cause un Etat tiers. L’introduction dans l’ordre juridique français et hellénique de la possibilité de réexamen de la décision pénale définitive rendue en violation de la Convention a fait naitre un nouveau droit d’accès à la Cour de cassation lequel trouve son terrain de prédilection aux violations de l’article 6 et constitue peut-être le pas le plus important pour le respect du droit à un procès équitable après l’acceptation (par la France et la Grèce) du droit de recours individuel. Quant au faible fondement de l’autorité de la chose interprétée par la Cour Européenne, qui est d’ailleurs un concept d’origine communautaire, cela explique pourquoi un dialogue indirect entre la Cour Européenne et la Cour de cassation est possible sans pour autant changer en rien l’invocabilité de l’interprétation conforme et le fait que l’existence d’un précédent oblige la Cour de cassation à motiver l’interprétation divergente qu’elle a adoptée.La seconde partie de l’étude, qui est plus volumineuse, est consacrée aux garanties de bonne administration de la justice (article 6§1), à la présomption d’innocence (article 6§2), aux droits qui trouvent leur fondement conventionnel dans l’article 6§1 mais leur fondement logique dans la présomption d’innocence et aux droits de la défense (article 6§3). Sont ainsi analysés le droit à un tribunal indépendant, impartial et établi par la loi, le délai raisonnable, le principe de l’égalité des armes, le droit à une procédure contradictoire, le droit de la défense d’avoir la parole en dernier, la publicité de l’audience et du prononcé des jugements et arrêts, l’obligation de motivation des décisions, la présomption d’innocence, dans sa dimension procédurale et personnelle, le « droit au mensonge », le droit de l’accusé de se taire et de ne pas contribuer à son auto-incrimination, son droit d’être informé de la nature et de la cause de l’accusation et de la requalification envisagée des faits, son droit au temps et aux facilités nécessaires à la préparation de la défense, y compris notamment la confidentialité de ses communications avec son avocat et le droit d’accès au dossier, son droit de comparaître en personne au procès, le droit de la défense avec ou sans l’assistance d’un avocat, le droit de l’accusé d’être représenté en son absence par son avocat, le droit à l’assistance gratuite d’un avocat lorsque la situation économique de l’accusé ne permet pas le recours à l’assistance d’un avocat mais les intérêts de la justice l’exigent, le droit d’interroger ou faire interroger les témoins à charge et d’obtenir la convocation et l’interrogation des témoins à décharge dans les mêmes conditions que les témoins à charge et le droit à l’interprétation et à la traduction des pièces essentielles du dossier. L’analyse est basée sur la jurisprudence strasbourgeoise et centrée sur la position qu’adoptent la Cour de cassation française et l’AréopageThe first party of the study is dedicated to the invocation of the right to a fair trial intra and extra muros and, on this basis, it focuses on the direct applicability of Article 6 and the subsidiarity of the Convention and of the European Court of Human Rights. Because of the fact that the right to a fair trial is a ‘‘judge-made law’’, the study also focuses on the invocability of the judgments of the European Court and more precisely on the direct invocability of the European Court’s judgment finding that there has been a violation of the Convention and on the request for an interpretation in accordance with the European Court’s decisions. The possibility of reviewing the criminal judgment made in violation of the Convention has generated a new right of access to the Court of cassation which particularly concerns the violations of the right to a fair trial and is probably the most important step for the respect of the right to a fair trial after enabling the right of individual petition. As for the weak conventional basis of the authority of res interpretata (“autorité de la chose interprétée”), this fact explains why an indirect dialogue between the ECHR and the Court of cassation is possible but doesn’t affect the applicant’s right to request an interpretation in accordance with the Court’s decisions and the duty of the Court of cassation to explain why it has decided to depart from the (non-binding) precedent.The second party of the study is bigger than the first one and is dedicated to the guarantees of the proper administration of justice (Article 6§1), the presumption of innocence (Article 6§2), the rights which find their conventional basis on the Article 6§1 but their logical explanation to the presumption of innocence and the rights of defence (Article 6§3). More precisely, the second party of the study is analyzing the right to an independent and impartial tribunal established by law, the right to a hearing within a reasonable time, the principle of equality of arms, the right to adversarial proceedings, the right of the defence to the last word, the right to a public hearing and a public pronouncement of the judgement, the judge’s duty to state the reasons for his decision, the presumption of innocence, in both its procedural and personal dimensions, the accused’s right to lie, his right to remain silent, his right against self-incrimination, his right to be informed of the nature and the cause of the accusation and the potential re-characterisation of the facts, his right to have adequate time and facilities for the preparation of the defence, including in particular the access to the case-file and the free and confidential communication with his lawyer, his right to appear in person at the trial, his right to defend either in person or through legal assistance, his right to be represented by his counsel, his right to free legal aid if he hasn’t sufficient means to pay for legal assistance but the interests of justice so require, his right to examine or have examined witnesses against him and to obtain the attendance and examination of witnesses on his behalf under the same conditions as witnesses against him and his right to the free assistance of an interpreter and to the translation of the key documents. The analysis is based on the decisions of the European Court of Human Rights and focuses on the position taken by the French and the Greek Court of Cassation (Areopagus) on each one of the above mentioned rights

Nowadays, in connection with the pandemic, economic and cultural events in our country, the knowledge of psychological conditions that ensure the effectiveness of interaction between people becomes especially important. Interaction permeates all spheres of human life, acting as a necessary condition for change as the person and society as a whole. The specifics of interaction in the dyad "client-consultant" is that one party (consultant) is forced to interact regardless of their psychological state and follow certain rules of conduct, and the other party (client) is free to choose. In modern psychological science, some aspects of effective interaction in the dyad "client-consultant" have been studied. In the works of many psychologists it is noted that the consultant needs to provide qualified assistance to the client, help the client to make decisions, build interaction so that the interaction satisfies the purpose of the two subjects. The scientific novelty is that a psychological model of interaction in the dyad "client-consultant" was built and the conditions for optimizing this process were studied.

The thesis is focused on comparison of selected Czech translations of the novel by Russian writer Leo Tolstoy War and Peace. It is based on an extensive selected material to identify a degree and a quality of the overall approximation of the selected Czech translation to the original text of the novel, especially respecting the aesthetic values of the work, its lexical - semantic, syntactic and stylistic plane. The thesis assesses furthermore the adequacy of the translated texts relatively needs of their readers or pragmatic aspect. The conclusion summarizes the results of analysis, which lead to deepening our knowledge of these issues and their usage in the practice of translation. The Annex contents the interview with Mr. L. Dvorak who is the last translator of the novel. é essencial e imprescindível para a organização e qualidade dos mesmos.
No contexto do Mestrado em Cuidados Paliativos da Universidade Católica
Portuguesa, vertente profissionalizante, foi realizado um estágio de 300 horas
presenciais na Unidade de Cuidados Paliativos do Hospital da Luz e efectuado
respectivo relatório.
O objectivo geral do Estágio foi adquirir competência nas quatro áreas chave dos
Cuidados Paliativos: Trabalho em Equipa, Controlo Sintomático, Comunicação
Adequada e Apoio à Família. Como enfermeira com formação avançada em cuidados
paliativos, desenvolvi competências através do treino, análise e reflexão, com o
objectivo de alcançar resultados óptimos de assistência, realizando uma avaliação
contínua, global e holística da saúde do doente e família, resolvendo problemas
complexos baseando-me na evidência científica.
No que diz respeito ao Trabalho de Equipa, o meu objectivo foi integrar a equipa
interdisciplinar e apreender estratégias de trabalho em equipa; para tal, participei
activamente na prestação de cuidados e reuniões de equipa dando o meu contributo
como enfermeira com formação avançada em cuidados paliativos.
No Controlo Sintomático, utilizei as competências que adquiri através da
avaliação das necessidades, na monitorização de sintomas, na terapêutica farmacológica
e não farmacológica, reflectindo sobre o benefício para o doente.
As competências da Comunicação Adequada foram desenvolvidas através da
reflexão e análise de encontros de ajuda, cujo objectivo foi o estabelecimento da da relação
de ajuda para alívio do sofrimento.
Quanto ao Apoio à Família, salientei a importância da imprescindível inclusão
da família no plano de cuidados, abordando o apoio no luto. Evidenciei a conferência
familiar como instrumento fundamental no apoio à família, descrevendo e reflectindo sobre as conferências em que participei. Desenvolvi competências pedagógicas e
científicas realizando formação e investigação neste âmbito, uma vez que foi detectada
esta necessidade pela equipa, contribuindo para a melhoria contínua da qualidade.
O último capítulo compreende o Estudo de Caso, onde realizei um plano
individual de intervenção para os problemas identificados na avaliação, implementando
estratégias terapêuticas discutidas com o doente/família e equipa multidisciplinar, com
benefício para o próprio doente e sua família. Este estudo de caso possibilitou-me a
solidificação das competências nas quatro áreas chave.
Além de descrever as actividades para a concretização dos objectivos propostos,
explanei toda a panóplia de conhecimentos que alarguei através da observação, treino e
pesquisa na consecução deste relatório, tornando-o mais rico.
Sinto-me realmente competente em “melhorar a qualidade de vida dos doentes
que enfrentam problemas decorrentes de uma doença incurável com prognóstico
limitado, e/ou doença grave (que ameaça a vida), e suas famílias, através da prevenção e
alívio do sofrimento, com recurso à identificação precoce, avaliação adequada, e
tratamento rigoroso dos problemas não só físicos, como a dor, mas também,
psicossociais e espirituais” (1), ou seja, em prestar Cuidados Paliativos qualificados.Palliative Care are active and total care, provided by professionals with specific training and proper training, requiring technical preparation, theoretical and practical experience. A differentiated training in palliative care is essential and indispensable to the organization and quality of care. In the context of the Master in Palliative Care of Portuguese Catholic University, devocationalise, was realised an internship of 300 contact hours in Palliative Care Unit of the Hospital da Luz and made this report. The overall objective of the internship was to acquire expertise in 4 key areas of palliative care: Teamwork, Symptom Management, Adequate Communication and Family Support. As a nurse with advanced training in palliative care, developed skills through training, analysis and reflection, in order to achieve an optimum outcome for assistance, conducting an ongoing evaluation, global and holistic of the patient's health and family, resolving complex problems based on scientific evidence. With regard to Teamwork, my goal was to integrate the interdisciplinary team and learn strategies for team work. To do so, I participated actively in the care team meetings and gave my contribution as a nurse with advanced training in palliative care. In the Symptom Management, I used the skills I gained through the needs assessment, monitoring of symptoms, pharmacological therapy and nonpharmacological, reflecting on the benefit to the patient. Adequate Communication skills were developed through reflection and analysis meetings help, whose aim was the establishment of the help for the relief of suffering. As for Family Support, I emphasized the importance of family inclusion in care plan, approaching the support in bereavement. Highlight the family conference as a key instrument in supporting the family, describing and reflecting on the conference I attended. I developed pedagogic skills and scientific, by conducting training and research in this area, once this need was detected by the team, contributing to continuous quality improvement. The last chapter includes the Case Study, where I realized an individual plan of intervention to the problems identified in the assessment, by implementing therapeutic strategies discussed with the patient / family and team, with benefit to the patient himself and his family. This case study enabled me to solidify skills in the four key areas. In addition to describing the activities to achieve the proposed objectives, I explained the full range of knowledge acquired through observation, training and research in achieving this report, making it richer. I feel really competent "to improve quality of life of patients with problems arising from an incurable disease with limited prognosis, and / or serious illness (lifethreatening), and their families through prevention and relief of suffering, using the early identification, appropriate assessment and rigorous treatment of not only physical problems, such as pain, but also psychosocial and spiritual " (1), that is, in providing skilled palliative care.

Запоріжжя : ЗНУ, 2021. 66 с.EN : This research is aimed at analyzing the Hnguistic features of EngHsh advertising slogans in order to identify the peculiarity and problems of their translation into Ukrainian. This research focuses on the linguistic, syntactic and stylistic features of the advertising slogans and suggests the classification and the definition of the term slogan according to these characteristics. Thus, we can say that slogan is a buzz word or a catch phrase that are combined in a special way to identify a product or a company. This analysis of English slogans proves that 60% of advertising slogans is a simple sentence which promotes pragmatical effect in communication between the company and consumers. This research also shows that advertising slogans in both languages are full of stylistically colored words and the whole range of stilistic devices is involved to create them. That is the main reason that causes the barrier for translators. According to our analysis, in most cases the translator has to use grammatical and lexical transformations to escape the calquing, to overcome the difficulties of cross-cultural communication. The examples applied in this research show that in most cases loss-free translation is hardly possible. There are cases when translator has to create a new slogan which would reflect the national peculiarities and ethnic flavor by means of the target language. This research proves that the main aim for the translator is to achieve the adequate translation and the pragmatic functions of the source text. This is the main principle applied to advertising texts when translating them.

Η διδακτορική αυτή διατριβή πραγματεύεται έναν επικοινωνιακό-κειμενοκεντρικό τρόπο διδασκαλίας της γραμματικής στο Δημοτικό Σχολείο της Κύπρου και, κατ’ επέκταση, της Ελλάδας. Περιλαμβάνει λεπτομερή περιγραφή μίας πρότασης πειραματικής εφαρμογής της επικοινωνιακής-κειμενοκεντρικής προσέγγισης στην Γ΄ Δημοτικού, στην Κύπρο, βασισμένης στο παιδαγωγικό μοντέλο συστημικής-λειτουργικής γραμματικής της Αυστραλιανής Σχολής (του Halliday και των συνεργατών του), το οποίο εστιάζει στο κείμενο, ως προϊόν και κοινωνική διαδικασία, στο συγκείμενο, στη γραμματική των κειμενικών ειδών, στη γλωσσική επάρκεια και, ευρύτερα, στο γραμματισμό.
Στο πλαίσιο της συγκεκριμένης πειραματικής εφαρμογής διεξήχθη ημιπειραματική έρευνα με προπειραματικό και μεταπειραματικό έλεγχο, με δύο φυσικώς ισοδύναμες ομάδες.
Σκοπός της έρευνας ήταν να εξετάσει την αποτελεσματικότητα ερευνητικού προγράμματος επικοινωνιακής-κειμενοκεντρικής προσέγγισης της διδασκαλίας της γραμματικής ως προς τη γλωσσική επάρκεια (και τις δύο συνιστώσες της, τη γλωσσική ικανότητα και την επικοινωνιακή ικανότητα) των παιδιών που συμμετείχαν σε αυτή και ως προς το επίπεδο γραμματισμού τους, εν γένει.
Η έρευνα ήταν ποσοτική. Μέσω ενός ειδικά καταρτισμένου δοκιμίου, που περιλάμβανε ποικιλία έργων και σχετικών ασκήσεων, μετρήθηκαν τόσο οι γλωσσικές όσο και οι επικοινωνιακές επιδόσεις των παιδιών των δύο ομάδων.
Οι υποθέσεις της έρευνας εστίασαν σε ορισμένα γλωσσικής και επικοινωνιακής φύσεως εννοιακά υποεπίπεδα, συναρτήσει του ευρύτερου εννοιακού επιπέδου «γλωσσική επάρκεια», και σχετίζονται με τα ακόλουθα ερωτήματα:
1. Ποια είναι η επίδραση της επικοινωνιακής-κειμενοκεντρικής διδασκαλίας της γραμματικής στη γλωσσική ικανότητα που αντιστοιχεί στην ορθογραφική γνώση του διδασκομένου;
2. Ποια είναι η επίδραση της επικοινωνιακής-κειμενοκεντρικής διδασκαλίας της γραμματικής στη γλωσσική ικανότητα που αντιστοιχεί στην «αμιγώς γραμματική» (μορφοσυντακτική) γνώση (ή γνώση γραμματικών κανόνων παραδοσιακού τύπου) του διδασκομένου;
3. Ποια είναι η επίδραση της επικοινωνιακής-κειμενοκεντρικής διδασκαλίας της γραμματικής στη γλωσσική ικανότητα που αντιστοιχεί στη γνώση του διδασκομένου σε σχέση με τη μεταγλώσσα (βασική γραμματική ορολογία);
4. Ποια είναι η επίδραση της επικοινωνιακής-κειμενοκεντρικής διδασκαλίας της γραμματικής στο γενικό επίπεδο της γλωσσικής ικανότητας (γλωσσικές επιδόσεις) του διδασκομένου;
5. Ποια είναι η επίδραση της επικοινωνιακής-κειμενοκεντρικής διδασκαλίας της γραμματικής στην επικοινωνιακή ικανότητα του διδασκόμενου που αντιστοιχεί στη γνώση δόμησης γραπτού λόγου (άρα και παραγωγής γραπτών κειμένων) εντός επικοινωνιακού πλαισίου (και αναλύεται βάσει επιμέρους σχετικών δεικτών];
6. Ποια είναι η επίδραση της επικοινωνιακής-κειμενοκεντρικής διδασκαλίας της γραμματικής στο γενικό επίπεδο της επικοινωνιακής ικανότητας (επικοινωνιακές επιδόσεις) του διδασκομένου;
7. Ποια είναι, εν τέλει, η επίδραση της επικοινωνιακής-κειμενοκεντρικής διδασκαλίας της γραμματικής στην καλλιέργεια της γλωσσικής επάρκειας του διδασκομένου;
Τα ευρήματα της έρευνας, αναφορικά με τα παραπάνω ερωτήματα και στη βάση των υποθέσεών της, ειδικότερα, κατέδειξαν ότι υπήρξε στατιστικά σημαντική διαφορά ως προς:
α. τις «γλωσσικές» και τις «επικοινωνιακές επιδόσεις» των παιδιών της Πειραματικής Ομάδας έναντι των αντίστοιχων επιδόσεων της Ομάδας Ελέγχου, κατά την τελική αξιολόγηση της γλωσσικής επάρκειάς τους (της γλωσσικής ικανότητας και της επικοινωνιακής ικανότητάς τους, αντίστοιχα)
β. τις «γλωσσικές επιδόσεις» και τις «επικοινωνιακές» επιδόσεις των παιδιών της Πειραματικής Ομάδας, ανάμεσα στην αρχική και την τελική αξιολόγηση της γλωσσικής επάρκειάς τους (της γλωσσικής ικανότητας και της επικοινωνιακής ικανότητά τους, αντίστοιχα)
γ. το τελικό γενικό επίπεδο γλωσσικής επάρκειας των παιδιών της Πειραματικής Ομάδας έναντι του αντίστοιχου επιπέδου της Ομάδας Ελέγχου
δ. το αρχικό και το τελικό γενικό επίπεδο της γλωσσικής επάρκειας των παιδιών της Πειραματικής Ομάδας.
Τα παραπάνω ευρήματα, όπως φαίνεται και από τη θεματική ανάλυση περιεχομένου των ποιοτικών δεδομένων που συλλέχθηκαν μέσω, κυρίως, της συμμετοχικής παρατήρησης και της συνέντευξης, η οποία ενισχύει σε μεγάλο βαθμό την εσωτερική εγκυρότητα της έρευνας, σχετίζονται, δυνητικά, με το όλο ερευνητικό πρόγραμμα και την πειραματική παρέμβαση καθαυτή.
Γενικά, τα ποσοτικά και ποιοτικά ευρήματα της έρευνας επικυρώνουν την ανάγκη για στροφή από την επικοινωνιακή προσέγγιση στην κειμενοκεντρική προσέγγιση, με έμφαση στη ρητή διδασκαλία των κειμενικών ειδών και της γραμματικής τους, γεγονός το οποίο μπορεί να συμβάλει θετικά στην καλλιέργεια της γλωσσικής επάρκειας, και εν γένει του γραμματισμού. Μία τέτοια αλλαγή αναμένεται ότι θα επιτρέψει τον απεγκλωβισμό από το "πώς" της γραμματικής διδασκαλίας και θα δώσει απαντήσεις σε ερωτήματα όπως: "ποια είδη κειμένου πρέπει να διδάσκονται, σε ποια τάξη και με ποια σειρά".
Η διατριβή εστιάζει συστηματικά στον προβληματισμό αυτό και καταθέτει τη δική της ολοκληρωμένη πρόταση για κειμενοκεντρική προσέγγιση της γραμματικής στην Γ΄ Δημοτικού, τάξη η οποία συνιστά ένα κομβικό σημείο στη γλωσσική αγωγή, αναγνωρίζοντας το ρόλο της γραμματικής διδασκαλίας στο γραμματισμό των παιδιών του δημοτικού σχολείου.Στην τελική αυτή πρόταση κυρίαρχη θέση έχει όχι απλώς η "παιδαγωγική του γραμματισμού" αλλά η "παιδαγωγική της γραμματικής του γραμματισμού", η οποία και θεμελιώνεται σε συγκεκριμένα κειμενολογικά κριτήρια.This PhD thesis deals with a communicative-genre based way of grammar teaching in the Primary School of Cyprus and, additionally, of Greece. It describes in detail an experimental programme, which is based on the Hallidayian systemic-functional model of grammar and the relative Sydney School Theory, from a pedagogic perspective. For the application of the particular programme, which took place in Grade 3, a quasi experimental research was carried out. The design for this research was a pre test - post test, control group-experimental group design. The aim of the research was to examine the effectiveness of the particular experimental programme, regarding the student’s linguistic adequacy (and its two components, the linguistic competence and the communicative competence) and their literacy, in general. The research was quantitative. Via an appropriate test, that included various linguistic and communicative exercises, the linguistic competence and the communicative competence of all the students, who participated in the programme, were tested at the outset of the research. After the Experimental Group received an instruction which placed a strong emphasis on text, as a product and as a social process, context and grammar, for a three month period, both experimental and control group students were re-tested, in order to examine their literacy outcomes in various linguistic and communicative areas and subjects of linguistic adequacy, such as the orthographic knowledge, the grammatical knowledge, the metalinguistic knowledge and the knowledge for effective written text production. The main null hypothesis for the research stated that no change would take place, between the Experimental Group and the Control Group, in the competencies related to “knowledge about language” and “knowledge of the language use”, as a result of the Experimental Group's exposure to explicit grammar teaching and, specifically, to communicative and genre based strategies and activities. After the data were analysed, the main null hypothesis was rejected and the alternative hypothesis, positing that a significant positive change would take place in the Experimental Group’s literacy outcomes was affirmed. The results of the quantitative research were accompanied by the results of a parallel qualitative research. The thematic content analysis of the qualitative data, which were collected via a series of participative observations and interviews, increased the internal validity of the research and strengthened the possible relationship between the instruction, being described above, and the quantitative research results. Generally speaking, the quantitative and qualitative results of the research underline the possible effectiveness of the communicative and, especially, of the genre based grammar approach, regarding the linguistic adequacy of primary school students and their literacy. So, the most important conclusion of this PhD thesis is that, within the frame of a genre based grammar education, students can acquire the knowledge and skills to both write effectively and to deal knowingly with grammatical as well as textual forms. As genre based grammar education is related to a new way of grammar teaching, which aims to the social construction of language, it becomes equal to literacy based education. This new way allows the movement from the “how” of grammar teaching to the “how” of genres' teaching, during the primary years of schooling. The final proposal of the thesis refers to the “how” of genres' teaching in Grade 3, which is supposed to be a crucial point regarding language education and, obviously, regarding literacy itself.

In the textbook, in section I, the norms and standards of the official business style, genre templates, rules for preparing documents, and the basics of business ethics are set out in a simple, accessible form. It highlights aspects of business communication that, despite their importance, are not reflected in manuals on similar topics. This is information about the problems of adequate understanding of information, working with business terminology, and also gives an assessment of business jargon. Special attention is paid to the forms of information compression in the business text. The theoretical positions are illustrated by relevant examples from various areas of institutional communication.

AbstractThe transition from an urban brownfield to a sustainable neighbourhood is a complex operation. To help decision-makers reach sustainability objectives through measurement, follow-up, and communication about performance indicators, we introduce in this chapter a tailor-made operational monitoring tool. Such a tool should satisfy three general requirements: a search for overall quality, adequacy with the specificities of urban brownfield regeneration projects, and integration into the project dynamics. Accordingly, the multi-criteria evaluation system SIPRIUS and the quality management monitoring software OKpilot are hybridized to create SIPRIUS+. In the first section, we explain the functioning of the two existing methodologies and the adaptions we made to help meet the general requirements and to create the hybrid tool. A complex process requires relevant information on the crucial nodes of the process itself to make more effective decisions. This is the case for large complex surveys where among the several causes of wrong or inappropriate interviewers’ behaviors only the crucial ones have to be identified and corrected to avoid a knock-on effect. An example of such a survey is the Non-Profit Institutions Census (NPIC), for which fieldwork monitoring is improved using a paradata-driven approach based on the use of quality control tools. The complexity of NPIC is not only due to the large amount of units it involves but also to the great variety of unit-typologies: from large and structured institutions to very small associations. Complexity depends also on the different data collection modes and on the wide variety of communication channels. Besides, two questionnaires with different research aims – to assess the quality of statistical registers (short questionnaire) and to collect information (long questionnaire) – contribute to boosting complexity. The use of computer-assisted survey instruments offers the opportunity to automatically record paradata, making it possible to apply statistical procedures that allow for near real-time monitoring. To this end, a set of performance indicators is defined to assess the adequacy and observance of the survey protocols and to uncover any problematic situations that need to be addressed quickly. Once indicators are defined, control charts can be used to display them. Control charts help balance cost and thoroughness of monitoring activities by using statistical principles to differentiate potentially problematic cases from those that vary naturally around a process average. In this way, survey managers can make targeted interventions, without spending time exploring false alarms. The work will describe the experience made with the NPIC and how it can be applied to other Censuses or to any other interviewer-based survey.

The design of Open EDEN was driven by the desire to use only portable techniques (mainly portable interceptors) to integrate the EDEN framework within a CORBA platform. The present paper deals with the importance of communication and translation as a means of communication between cultures. It also highlights the intra and extra linguistic factors that are significant for translator works and thus, effective communication. In this respect the paper is an attempt to represent the equivalents of Georgian polysemic words within the frame of paradigms and syntactical functions on the basis of two English versions of Georgian hagiographic text, of the V century AD, The Martyrdom of the Blessed Queen Shushanik by Iakob Tsurtaveli. The Paper deals with the problem of reference between the notions and subjects, the process of decoding and the reasons for possible simultaneous misconceptions or misunderstanding. It also outlines the formation of a concept word through the linguistic-stylistic studies of the information by both translators which in turn provides the correct perception of the hagiographic text for the English speaking reader. According to the portal Math-Net.Ru a graph of journal citation is constructed. To increase the reliability of the model, the citation time interval was chosen from 2010 to 2021, when the distribution of citation articles stabilized at the level of 3500-4500 citations per year. The structure of link aging is studied and it is shown that their half-life is equal to 8 years. Therefore, the publication date of the cited articles was limited to 2002. For the constructed citation graph, the main properties, such as a small diameter and a high density, are obtained, indicating a high level of scientific communication in the Math-Net.Ru. Adequacy of the journal citation graph Math-Net.Ru as a model of scientific communication confirmed by comparing the ranking of journals in the citation graph with their SCIENCE INDEX rating in eLIBRARY.RU. A direct moderate relationship between the two rankings is shown. A number of meaningful conclusions are drawn from the analysis of the citation graph.

Finite State Machine (FSM) is one of the most used techniques for the specification of the Reactive Systems behavioral aspect, for instance, communication protocols. The validation of these specifications, in the case of protocols, conformance testing, is a relevant topic and the aim of many researches. A tendency to characterize an error model to conduct the validation activity is identified. Recently, the adequacy of the use of Mutation Analysis Criterion (MA), traditionaly used in program testing, has been studied in the context of FSM validation. This paper presents the results of an experiment that was conducted aiming at contributing to evaluate the application cost of Mutation Analysis and, in this direction, an essential mutant operators set for FSM is invetigated, aiming at the cost reduction without compromissing the quality of testing and validation activities. The results presented contribute for establishement of a knowledge body on the perspective of defining an incremental, low-cost testing and validation strategy in the context of FSM.

The media coverage of climate change in South Africa is on the increase, although several issue requiring attention have been identified. These include i) the fact that media coverage ismostly influenced by events such as climate conferences and disasters; ii) a tendency toapproach climate change as a beat, instead of incorporating it in other beats since the climatecrisis impacts various issues, such as economics, health, politics, food security, agriculture, etc.This has often resulted in a scenario where some of the impacts of climate change are underreported;iii) most of the reporting is found in online media and sometimes behind paywalls;and iv) although showing some improvements, there is a reliance on stories from foreign newsnetworks, something that might suggest that the climate crisis is not of local concern. Overallclimate communication by key stakeholders such as the government and the business sector isparticularly inadequate. Having conducted a mapping of media coverage by 11 publicationsand interviewed 42 key stakeholders, this study has made several recommendations whichinclude the training of climate journalists and the conscientization of media houses to improvereporting on the crisis. Government, in particular, has been implored to engage in climatechange communication to catapult societal discourse on the subject and improve mediareporting.

Stylistics can be considered as a field of study that crosses text theory, linguistics, and journalism. Although different schools create different approaches to stylistics, each stylistic approach will include in its paradigm some basic factors, such as the reader and the author. This article shows how these factors interact with each other and, ultimately, create the basis for the emergence of a new field in Ukrainian journalism – interactive stylistics. The study is devoted to interactive stylistics, which is considering as a field based on the text’s own pragmatic potential in the context of modern humanities methodology. This discipline acquires a new function: to observe and interpretively explain, firstly, the meaning of interactions between agents (author and recipient) in communication, mediated by the media text, and, secondly, the effect that this interaction brings. At the center of interactive stylistics is the author (journalist), who through the text discusses the content of interactions in relation to his own interests, as well as cultural, social and historical contracts with the reader. The meaning of the expressions used and the general meaning of such interactions arises in the context of communication events, based on the perception of the subjects of communication with the surrounding reality through the assimilation and adequate interpretation of new information. In modern Ukrainian science of communication, the study of interactive stylistics acquires significant potential. It profiles itself in the context of interdisciplinarity and aims to explore interactivity, interpretability, as well as intertextuality (in specific media texts or interdiscourse dialogue). Interactive stylistics is able to meet the needs of communicators as a useful source of instructions on how communication subjects interact and has a chance to achieve success both at the domestic and international scientific level. Due to its scientific perspective of applying the above-mentioned methodology, it is harmoniously integrated among the tendentious linguistic and broader social science and humanitarian disciplines in Ukrainian scientific research or in the wider international context. Objectives. To assess the use, effectiveness, and implementation of telehealth-supported provider-to-provider communication and collaboration for the provision of healthcare services to rural populations and to inform a scientific workshop convened by the National Institutes of Health Office of Disease Prevention on October 12–14, 2021. Data sources. We conducted a comprehensive literature search of Ovid MEDLINE®, CINAHL®, Embase®, and Cochrane CENTRAL. We searched for articles published from January 1, 2015, to October 12, 2021, to identify data on use of rural provider-to-provider telehealth (Key Question 1) and the same databases for articles published January 1, 2010, to October 12, 2021, for studies of effectiveness and implementation (Key Questions 2 and 3) and to identify methodological weaknesses in the research (Key Question 4). Additional sources were identified through reference lists, stakeholder suggestions, and responses to a Federal Register notice. Review methods. Our methods followed the Agency for Healthcare Research and Quality Methods Guide (available at https://effectivehealthcare.ahrq.gov/topics/cer-methods-guide/overview) and the PRISMA reporting guidelines. We used predefined criteria and dual review of abstracts and full-text articles to identify research results on (1) regional or national use, (2) effectiveness, (3) barriers and facilitators to implementation, and (4) methodological weakness in studies of provider-to-provider telehealth for rural populations. We assessed the risk of bias of the effectiveness studies using criteria specific to the different study designs and evaluated strength of evidence (SOE) for studies of similar telehealth interventions with similar outcomes. We categorized barriers and facilitators to implementation using the Consolidated Framework for Implementation Research (CFIR) and summarized methodological weaknesses of studies. Results. We included 166 studies reported in 179 publications. Studies on the degree of uptake of provider-to-provider telehealth were limited to specific clinical uses (pharmacy, psychiatry, emergency care, and stroke management) in seven studies using national or regional surveys and claims data. They reported variability across States and regions, but increasing uptake over time. Ninety-seven studies (20 trials and 77 observational studies) evaluated the effectiveness of provider-to-provider telehealth in rural settings, finding that there may be similar rates of transfers and lengths of stay with telehealth for inpatient consultations; similar mortality rates for remote intensive care unit care; similar clinical outcomes and transfer rates for neonates; improvements in medication adherence and treatment response in outpatient care for depression; improvements in some clinical monitoring measures for diabetes with endocrinology or pharmacy outpatient consultations; similar mortality or time to treatment when used to support emergency assessment and management of stroke, heart attack, or chest pain at rural hospitals; and similar rates of appropriate versus inappropriate transfers of critical care and trauma patients with specialist telehealth consultations for rural emergency departments (SOE: low). Studies of telehealth for education and mentoring of rural healthcare providers may result in intended changes in provider behavior and increases in provider knowledge, confidence, and self-efficacy (SOE: low). Patient outcomes were not frequently reported for telehealth provider education, but two studies reported improvement (SOE: low). Evidence for telehealth interventions for other clinical uses and outcomes was insufficient. We identified 67 program evaluations and qualitative studies that identified barriers and facilitators to rural provider-to-provider telehealth. Success was linked to well-functioning technology; sufficient resources, including time, staff, leadership, and equipment; and adequate payment or reimbursement. Some considerations may be unique to implementation of provider-to-provider telehealth in rural areas. These include the need for consultants to better understand the rural context; regional initiatives that pool resources among rural organizations that may not be able to support telehealth individually; and programs that can support care for infrequent as well as frequent clinical situations in rural practices. An assessment of methodological weaknesses found that studies were limited by less rigorous study designs, small sample sizes, and lack of analyses that address risks for bias. A key weakness was that studies did not assess or attempt to adjust for the risk that temporal changes may impact the results in studies that compared outcomes before and after telehealth implementation. Conclusions. While the evidence base is limited, what is available suggests that telehealth supporting provider-to-provider communications and collaboration may be beneficial. Telehealth studies report better patient outcomes in some clinical scenarios (e.g., outpatient care for depression or diabetes, education/mentoring) where telehealth interventions increase access to expertise and high-quality care. In other applications (e.g., inpatient care, emergency care), telehealth results in patient outcomes that are similar to usual care, which may be interpreted as a benefit when the purpose of telehealth is to make equivalent services available locally to rural residents. Most barriers to implementation are common to practice change efforts. Methodological weaknesses stem from weaker study designs, such as before-after studies, and small numbers of participants. The rapid increase in the use of telehealth in response to the Coronavirus disease 2019 (COVID-19) pandemic is likely to produce more data and offer opportunities for more rigorous studies.

Millions of people around the world do not have access to adequate sanitation facilities, undermining progress towards Sustainable Development Goal 6.2 that calls for adequate and equitable sanitation for all. Efforts to improve sanitation outcomes have been rapidly accelerated in the past decade alongside an expansion of different financial incentives or subsidies to promote access to services and motivate sanitation behaviour. In parallel, social protection has become part and parcel of development policy, with many low- and middle-income countries now offering some form of cash transfers to those most vulnerable. Comprehensive interventions that couple financial transfers with complementary support such as behaviour change communication, training, or coaching have also grown increasingly popular. Despite similarities between water, sanitation, and hygiene (WASH) subsidy schemes and social protection interventions, these policy areas have largely developed in silos and limited cross-sectoral learning has taken place. This paper begins to fill this knowledge gap by assessing the potential for comprehensive social protection in addressing sanitation outcomes and drawing out policy implications for the social protection and WASH communities. It does so by focusing on a social protection programme in the context of extreme poverty in rural Haiti.

This paper explores how different levels of knowledge correlate with desirable preventive and curative practices against malaria in Honduras. The paper additionally analyzes information externalities associated with non-specific malaria health services, communicational campaigns and organized community networks. Using the 2004 ENSEMAH survey, the analysis tests for statistical differences in the means of behavioral variables and an index of household malaria knowledge, finding that the adoption of desirable prevention and treatment behaviors correlates with proficient levels of knowledge. Differences in behavior across groups with distinctive levels of proficiency were found statistically significant. Also, while information externalities exist, they nonetheless do not deliver adequate levels of knowledge proficiency to induce desirable anti-malaria behavior.

Most of Higher Education Institutions (HEIs) in Ethiopia and Uganda are adopting e-learning to increased demand for, and to widen access to higher education. However, e-learning has not yet been fully embraced. Adoption of e-learning technologies in many universities in Ethiopia and Uganda is still ad hoc; and efforts towards full utilization of e-learning in HEIs are still undermined by many factors. This study has been conducted to explore institutional policy challenges, strategies, and reforms required to embrace all-inclusive online academic programmes. Guided by explanatory-sequential mixed design, data were collected from 765 participants using key informant interviews(KII), survey questionnaire, and documentary review methods. The study findings revealed that glitches from policy agents, mandate, purpose, publics, effectiveness, fairness, desirability, and affordability of the eLearning policies; as well as responsiveness and policy sustainability were the most critical institutional challenges to implementation of online academic programmes at Gondar and Makerere University. The study also revealed that provision of appropriate student support services, setting realistic assignments, emphasizing staff self-direction, having effective attendance policy, sharing of learning/information materials, professional development, technological, and maintenance of effective communication with students, and maintaining social presence were the key eLearning policy strategies used in implementation of online academic programmes at Makerere University. The study results further revealed that widening access to online programmes, mobilisation of adequate financial resources, engaging in national wide policy reforms, organisational restructuring, employment of adequate qualified staff, curriculum reform and entrenching online courses in the university system are key policy reforms required to embrace implementation of all-inclusive online academic programmes. Hence, it was recommended that something had to be done to: overcome institutional policy challenges; improve eLearning policy strategies used; and to effect inevitable policy reforms required to embrace implementation of all-inclusive online academic programmes at Gondar and Makerere University.

The focus of this paper is on the complementary mechanisms and interventions likely to increase the effectiveness and impact of conditional cash transfer (CCT) schemes in South Asia that aim to reduce female infanticide and child marriage and promote girls’ education. The literature on the institutional aspects of these particular schemes is limited, but from this and from the wider literature on CCT programmes in similar contexts, the following institutional mechanisms are likely to enhance success: a strong information and communication strategy that enhances programme reach and coverage and ensures stakeholder awareness; advance agreements with financial institutions; a simple and flexible registration process; appropriate use of technology to strengthen access, disbursement, and oversight; adequate implementation capacity to support processes of outreach, enrolment, and monitoring; monitoring and accountability mechanisms embedded in programme design; coordination mechanisms across government across social protection schemes; an effective management information system; and the provision of quality services in the sectors for which conditions are required. There is a very limited body of evidence that explores these institutional issues as they apply to the specific CCT programmes that are the focus of this report, however, there is more available evidence of the potential impact of ‘cash-plus’ programmes, which complement the transfers with other interventions designed to enhance their results or address the structural barriers to well-being

African governments are spending over 1US$bn per year on digital surveillance technologies which are being used without adequate legal protections in ways that regularly violate citizens’ fundamental human rights. This report documents which companies, from which countries, are supplying which types of surveillance technology to African governments. Without this missing detail, it is impossible to adequately design measures to mitigate and overcome illegal surveillance and violations of human rights. Since the turn of the century, we have witnessed a digitalisation of surveillance that has enabled the algorithmic automation of surveillance at a scale not previously imaginable. Surveillance of citizens was once a labour and time-intensive process. This provided a practical limit to the scope and depth of state surveillance. The digitalisation of telephony has made it possible to automate the search for keywords across all mobile and internet communications. For the first time, state surveillance agencies can do two things: (a) conduct mass surveillance of all citizens’ communications, and (b) micro-target individuals for in-depth surveillance that draws together in real-time data from mobile calls, short message service (SMS), internet messaging, global positioning system (GPS) location, and financial transactions. This report was produced by qualitative analysis of open-source data in the public domain. The information presented is drawn from a diverse range of sources, including open government data sets, export licence portals, procurement notices, civil society databases of surveillance contracts, press releases from surveillance companies, academic articles, reports, and media coverage. The research is organised using a typology of five categories of surveillance technology. We did not set out to detail every technology available, every company, or every supply contract. Instead, we document the main companies and countries selling digital surveillance technologies to African governments. Rather than focus on the technical functionality distinguishing each product offering, we highlight five of the most important types of surveillance technology: internet interception, mobile interception, social media surveillance, ‘safe city’ technologies for the surveillance of public spaces, and biometric identification technologies.

The article deals with the mental-existential relationship between ethnoculture, national identity and media culture as a necessary factor for their preservation, transformation, on the example of national original algorithms, matrix models, taking into account global tendencies and Ukrainian archetypal-specific features in Ukraine. the media actively serve the domestic oligarchs in their information-virtual and real wars among themselves and the same expansive alien humanitarian acts by curtailing ethno-cultural programs-projects on national radio, on television, in the press, or offering the recipient instead of a pop pointer, without even communicating to the audience the information stipulated in the media laws − information support-protection-development of ethno-culture national product in the domestic and foreign/diaspora mass media, the support of ethnoculture by NGOs and the state institutions themselves. In the context of the study of the cultural national socio-humanitarian space, the article diagnoses and predicts the model of creating and preserving in it the dynamic equilibrium of the ethno-cultural space, in which the nation must remember the struggle for access to information and its primary sources both as an individual and the state as a whole, culture the transfer of information, which in the process of globalization is becoming a paramount commodity, an egregore, and in the post-traumatic, interrupted-compensatory cultural-information space close rehabilitation mechanisms for national identity to become a real factor in strengthening the state − and vice versa in the context of adequate laws («Law about press and other mass media», Law «About printed media (press) in Ukraine», Law «About Information», «Law about Languages», etc.) and their actual effect in creating motivational mechanisms for preserving/protecting the Ukrainian language, as one of the main identifiers of national identity, information support for its expansion as labels cultural and geostrategic areas.

Following up on the IDB-9 commitments, the Inter-American Development Bank (IDB, or Bank) established a new Access to Information Policy that took effect on January 1, 2011. The new policy was expected to match international best practices and to increase the overall transparency of the Bank, strengthening its governance and development effectiveness. This review assesses the extent to which the access to information reform has been fully and effectively implemented. The review finds that the new policy largely matches best practices in comparator institutions, with, however, one provision that is unique to the IDB policy and inconsistent with the core principle of transparency: a broadly written exception to disclosure of country-specific information to which a country objects. As evidence of country use of this exception already suggests, this exception could completely undermine the access to information reform endeavor. The policy cannot be implemented effectively unless the country-specific exception is narrowed. Overall, the Bank is in the process of fully implementing the Access to Information Policy. Implementation progress has been substantial in the key areas of designing a regulatory framework, training staff, upgrading the Bank's document management system, and establishing governance structures and processes; and issues are being addressed as they become evident. Still, key steps to full and effective implementation remain under way. As a consequence, the effectiveness of the new policy has been significant in relation to the disclosure of key documents (such as Board-related information) but remains limited overall. Important revisions to the Implementation Guidelines have taken much longer than planned, and remain a work in progress. Timely disclosure and improved online access remain challenges. The share of documents made public under the new policy has decreased marginally, and staff and external stakeholders report limited awareness of the new policy. These findings reflect a need to improve IT monitoring systems to ensure policy compliance, expand staff training, broaden the communications strategy, and improve the online accessibility of information. This review offers six suggestions for further actions to advance effective implementation of the Access to Information Policy: (i) revise the policy to clarify that redaction is the remedy for country objections to disclosure of country-specific information, and make explicit that the final decision on the handling of information lies with the Bank, after consultation in cases of country concern; (ii) to be consistent with IDB-9 commitments to disclose project results, include Expanded Project Supervision Reports (XPSRs) in the list of disclosed information for non-sovereign-guaranteed operations; (iii) to effectively monitor policy compliance, establish a mechanism to spot-check the accuracy of document classification; (iv) enhance and launch the planned tracking system for timely disclosure of public information; (v) improve the IDB's website and better integrate the different repository systems to ensure easy and adequate accessibility to the Bank's information; and (vi) identify and track indicators of transparency.
