The Zhuang of south China are the most numerous of the Chinese minority peoples. In Vietnam the Zhuang were identified historically as the Nung, and more recently as the combined Tay-Nung minority, the largest of Vietnam's 36 minority peoples. One of the most critical points in Zhuang history occurred in the Song era [960–1126 A.D.], when the expanding Han Chinese and the Vietnamese began to make a sustained impact in the Zhuang heartlands. Many Zhuang resisted foreign control, striving for continued independence. Their subsequent defeat meant that the Zhuang were never again to have an opportunity for autonomous development.

Most traditional accounts identify the Linebacker I and Linebacker II campaigns as the most effective and consequential uses of U.S. air power in the Vietnam War. They argue that deep interdiction in North Vietnam played a central role in the defeat of the Easter Offensive and that subsequent strategic attacks on Hanoi forced the North Vietnamese to accept the Paris accords. These conclusions are false. The Linebacker campaigns were rather ineffective in either stopping the Communist offensive or compelling concessions. The most effective and consequential use of U.S. air power came in the form of close air support and battlefield air interdiction directly attacking the North Vietnamese Army in South Vietnam. The success of these air strikes hinged on the presence of a U.S.-operated tactical air control system that incorporated small numbers of ground advisers, air liaison officers, and forward air controllers. This system, combined with abundant U.S. aircraft and a reasonably effective allied army, was the key to breaking the Easter Offensive and compelling Hanoi to agree to the Paris accords. The effectiveness of close air support and battlefield air interdiction and the failure of deep interdiction and strategic attack in the Vietnam War have important implications for the use of air power and advisers in contemporary conflicts in Iraq, Syria, and Afghanistan.

Over the course of the prolonged US war in Vietnam, the bloodiest one after World War II, it became obvious that there was no alternative to a negotiation process. Important reasons were the impossibility for Washington to win the battlefield and the rise of anti-war sentiment in the United States. The author tried to show how certain psychological characteristics of US leaders led to the war and then eventually to negotiations. When started negotiations were accompanied by military action. The course of the war and negotiations was influenced by Soviet military assistance to the DRV, as well as by relations in the triangle of the USSR - USA - China. The time of detente between the USSR and the USA coincided with war in Vietnam, which influenced the behavior of the Soviet leaders, as evidenced by the recollections of the USSR ambassador to the United States A. Dobrynin.The Politburo of the Central Committee had disagreements regarding Vietnam and detente with the United States. But the war weakened US international stance and contributed to the achievement of strategic agreements with the USSR.The main objectives of the DRV in the negotiations were to stop US bombings and then withdrawal of US troops. The United States sought to maintain the Saigon puppet regime for some time after the withdrawal of its troops from South Vietnam. Washington’s main goal was to “save its face”, declaring defeat a “victory”. To achieve this goal the war and negotiations dragged on for years, and on the eve of the signing of the agreements, the most fierce bombing of the DRV was carried out.Thanks to the powerful air defense created with the help of the USSR, the DRV won the “air Dien Bien Fu”.The United States was forced to sign a peace agreement, which provided for the complete cessation of all US military operations in Vietnam, the withdrawal of all American troops, but left the North Vietnamese forces in South Vietnam together with the armed forces of the National Liberation Front along with the decaying and doomed to death Saigon regime. In 1975 its army was defeated the regime capitulated, which ensured the subsequent reunification of South and North Vietnam.The Vietnamese people defeated the American colossus, having suffered terrible sacrifices themselves, but achieved the national goal - the withdrawal of the Americans and the unification of the country. The full support of Vietnam can be seen as a successes story of Soviet foreign policy.

This article concentrates on the North Vietnamese official who became the driving force within the Vietnamese Workers’ Party (VWP) and was crucial in shaping the Vietnamese Communists’ protracted war strategy. A great deal has been written about the personality and policies of Ho Chi Minh, but Le Duan's powerful influence on strategy has been largely overlooked. The article covers Le Duan's background and rise to power as the VWP First Secretary, as well as his strategic thinking about the United States from the 1950s through the deployment of U.S. ground troops in 1965. Although other VWP leaders influenced wartime strategy, Le Duan as First Secretary carried the greatest weight within the Politburo and exerted the strongest influence over the southern Communists, who were pivotal in fighting both U.S. and South Vietnamese forces. In his role as head of the southern Communists Le Duan developed strategies for defeating the United States and then implemented them as his power grew. The article spotlights several recurrent themes in his thinking: the nature of a protracted war, the role of casualties, and U.S. global standing. Each of these subjects influenced how the North Vietnamese intended to defeat the United States over the long term and offers insights into how Hanoi understood its enemy.

At the same time we felt that we just might be on the cusp of world revolution in our lifetimes. Vietnam's ability to stand up to and eventually defeat the most lethal military machine in world history was the spearhead. Dozens of revolutionary national liberation struggles were sweeping what was then called the "Third World," today referred to as the "global South." The article is devoted to the analysis of the strategic priorities of the DRV and the United States at the turning point and final stages of the Vietnam War. In the American army and historiography during the war and later an understanding of the origins of the Vietnamese strategy was not formed. First of all, the influence of Sun Tzu's treatise modernized by Ho Chi Minh was not taken into account. These approaches were creatively used by the Vietnamese command not only against the French, but also against the Americans during the war with the United States. Traditional Vietnamese strategic approaches created an effective counter-strategy against the American “search and destroy” strategy. Hanoi adopted a protracted war strategy for which the United States was unprepared. Accurate consideration of the advantages and disadvantages of both sides allowed Hanoi to seize the strategic initiative and implement a significant part of their schemes in an asymmetric war with a stronger enemy and finally achieve the withdrawal of American troops. In their struggle against the United States, the DRV skillfully and creatively used not only Soviet military equipment and the methods of its use in combat, but also the fundamental strategic principles of Sun Tzu, adapted to the conditions of modern warfare. After the Tet Offensive other strategic offensive operations followed again and again. From January 1968 to the spring of 1975, Hanoi carried out 5 major offensive operations in South Vietnam, which led to the defeat of the United States in the war.

Based on a scrupulous review of a large body of documents from the Russian and some foreign archives, for the first time introduced into scholarly discourse, this article contemplates a period in the Soviet Union history, when the influence of the USSR in world affairs reached its maximum. It was a short by historical standards span, when the so-called “collective leadership” headed by Leonid I. Brezhnev, Alexei N. Kosygin and Nikolay V. Podgorny was at the helm of the Soviet state. The authors of the article show that it is unlikely that the transformation of the USSR into one of the superpowers would have been possible if not the US defeat in Indochina. With the aim of proving this premise, the authors have focused on the developments related to one of the turning points of the Cold War – the first half of 1965. In this context, the article closely analyses the course and results of the negotiations between Kosygin and the leaders of the DRV, PRC and DPRK. In fact, it was then, as evidenced by the researched documents, that the Soviet Union turned de facto from an observer into an actual participant in the Vietnam War (and, more broadly, the confrontation with the United States in the Far East) as part of the anti-American coalition of the USSR – PRC – DRV – DPRK. And although the authors are talking about a strategic plan in place – as it happens in real politics – and also in this case, it was born almost by accident, while the genuine masterminds of the geopolitical combination have remained in the shadow of history for many years.

<p>During the war of resistance against the US, to save the country 21 years of hardship for the Vietnamese people, the year 1972 held a particularly important position, creating a major turning point of the war with decisive victories in both South and North Vietnam, both military, political and diplomatic struggles. Due to the heavy defeat, the US imperialists were forced to return to the negotiating table, sign the Paris Agreement, end the war, and restore peace in Vietnam. In 1968, the world was changing. New nation-states were forming as former colonies revised relationships between Africa, Asia, and the “West.” Some fought hard for their liberation, and some were still fighting. From Vietnam to Zimbabwe, bloody struggles against racist settlers and western capital clarified the tenacity of white supremacy and imperialism. Other nations were “peacefully” exchanging white political leadership for parties and personalities rooted in local soil. All excited the US Black left who welcomed the changes as the ideal condition for Black liberation. Among them were activists who, beginning in March 1968, decided to pursue the creation of an independent Black nation-state that would occupy land in the Deep South. Considering Louisiana, Mississippi, Alabama, South Carolina, and Georgia as the rightful territory of their Republic of New Afrika, those who championed independence sought to replicate the apparent successes of Tanzania and other newly formed states, while contributing to the complete overthrow of western hegemony. This contribution explores the theory of the New Afrikan struggle for land and independence. It considers how New Afrikans negotiated their African ancestry and colonized status with their distinctly North American position within geopolitics. In asserting their right to self-determination, New Afrikans complicated the meanings of captivity and Third World solidarity in ways unique to the Black Power era. Even as they built on their predecessors from the African Blood Brotherhood, UNIA, and even the CPUSA, New Afrikans helped to frame their era’s political ideas in a manner that continues to guide projects of international liberation and solidarity.

Abstract The 2020 election raised fundamental questions about the future of American democracy. Although the Democratic presidential nominee Joseph Biden won a decisive victory in the Electoral College and the popular vote, President Donald Trump refused to accept defeat. For weeks after the election, Trump falsely claimed that Democrats had stolen the election. In an unprecedented step for a defeated incumbent president, he pressured Republican election officials and legislators to help him overturn the election results. Trump’s attacks on American democracy culminated on January 6, 2021, when a pro-Trump mob invaded the United States Capitol Building to disrupt the Electoral Vote Count. In the aftermath of the 2020 election controversy, national polls found that over 90% of Americans believe that American democracy is in danger. Since the election, experts on both ends of the political spectrum have warned of the possibility of a full-fledged democratic breakdown in the United States. This article places America’s political crisis in historical context by examining the only democratic breakdown in the nation’s history: the Civil War. Following Abraham Lincoln’s victory in the 1860 election, eleven southern states seceded from the Union. The conflict that ensued cost over half a million lives and left one-half of the United States in physical and economic ruin. This article makes three main points. First, a dispute over election rules did not cause the Civil War. Instead, the war resulted when the dominant political class in the South—slaveholders—rejected the principle of majority rule. American history thus demonstrates that even in the case of an election of unquestionable integrity, a disgruntled extremist minority might still break the country apart. Second, the slaveholders feared that if they put the issue of secession to a popular referendum, the non-slaveholding majorities in southern states might vote against it. To achieve their goal of destroying the Union, therefore, slaveholders dictated special rules for the secession votes in their states. After Lincoln’s election, southern state legislatures delegated the issue of secession to state conventions. Across the South, slaveholders manipulated the convention election rules to ensure the result they wanted: break-up of the federal union. Third, and finally, northerners viewed the war as a battle for the survival of democracy itself. They recognized that no democratically held election would ever be binding if losers could simply break free and form their own government. Northerners thus rallied around the Lincoln administration and supported the Union war effort through four bloody years of battle. The Union’s victory vindicated democracy as a form of government. The Confederacy’s crushing defeat in 1865 demonstrated that democracies could successfully navigate even the most extreme forms of civil disorder. Most important of all, the Civil War era gave rise to a dramatic expansion in the inclusiveness of American democracy. Ironically, therefore, the United States government emerged stronger in 1865 than it had been when the war began in 1861.

The twentieth was, from one perspective, the democratic century — a span of one hundred years which began with no fully functioning democracies in existence anywhere on the planet (if one defines democracy as a political system in which there is both universal suffrage and competitive elections), and ended with 120 countries out of 192 classified by the Freedom House think tank as ‘democratic’. There are of course still many societies where democracy is denied or effectively neutered — the remaining outposts of state socialism, such as China, Cuba, and North Korea; most if not all of the Islamic countries; exceptional states such as Singapore, unapologetically capitalist in its economic system but resolutely authoritarian in its political culture. Many self-proclaimed democracies, including those of the UK, Australia and the US, are procedurally or conceptually flawed. Countries emerging out of authoritarian systems and now in a state of democratic transition, such as Russia and the former Soviet republics, are immersed in constant, sometimes violent struggle between reformers and reactionaries. Russia’s recent parliamentary elections were accompanied by the intimidation of parties and politicians who opposed Vladimir Putin’s increasingly populist and authoritarian approach to leadership. The same Freedom House report which describes the rise of democracy in the twentieth century acknowledges that many self-styled democracies are, at best, only ‘partly free’ in their political cultures (for detailed figures on the rise of global democracy, see the Freedom House website Democracy’s Century). Let’s not for a moment downplay these important qualifications to what can nonetheless be fairly characterised as a century-long expansion and globalisation of democracy, and the acceptance of popular sovereignty, expressed through voting for the party or candidate of one’s choice, as a universally recognised human right. That such a process has occurred, and continues in these early years of the twenty-first century, is irrefutable. In the Gaza strip, Hamas appeals to the legitimacy of a democratic election victory in its campaign to be recognised as the voice of the Palestinian people. However one judges the messianic tendencies and Islamist ideology of Mahmoud Ahmadinejad, it must be acknowledged that the Iranian people elected him, and that they have the power to throw him out of government next time they vote. That was never true of the Shah. The democratic resurgence in Latin America, taking in Venezuela, Peru and Bolivia among others has been a much-noted feature of international politics in recent times (Alves), presenting a welcome contrast to the dictatorships and death squads of the 1980s, even as it creates some uncomfortable dilemmas for the Bush administration (which must champion democratic government at the same time as it resents some of the choices people may make when they have the opportunity to vote). Since 9/11 a kind of democracy has expanded even to Afghanistan and Iraq, albeit at the point of a gun, and with no guarantees of survival beyond the end of military occupation by the US and its coalition allies. As this essay was being written, Pakistan’s state of emergency was ending and democratic elections scheduled, albeit in the shadow cast by the assassination of Benazir Bhutto in December 2007. Democracy, then — imperfect and limited as it can be; grudgingly delivered though it is by political elites in many countries, and subject to attack and roll back at any time — has become a global universal to which all claim allegiance, or at least pay lip service. The scale of this transformation, which has occurred in little more than one quarter of the time elapsed since the Putney debates of 1647 and the English revolution first established the principle of the sovereignty of parliament, is truly remarkable. (Tristram Hunt quotes lawyer Geoffrey Robertson in the Guardian to the effect that the Putney debates, staged in St Mary’s church in south-west London towards the end of the English civil war, launched “the idea that government requires the consent of freely and fairly elected representatives of all adult citizens irrespective of class or caste or status or wealth” – “A Jewel of Democracy”, Guardian, 26 Oct. 2007) Can it be true that less than one hundred years ago, in even the most advanced capitalist societies, 50 per cent of the people — women — did not have the right to vote? Or that black populations, indigenous or migrant, in countries such as the United States and Australia were deprived of basic citizenship rights until the 1960s and even later? Will future generations wonder how on earth it could have been that the vast majority of the people of South Africa were unable to vote until 1994, and that they were routinely imprisoned, tortured and killed when they demanded basic democratic rights? Or will they shrug and take it for granted, as so many of us who live in settled democracies already do? (In so far as ‘we’ includes the community of media and cultural studies scholars, I would argue that where there is reluctance to concede the scale and significance of democratic change, this arises out of continuing ambivalence about what ‘democracy’ means, a continuing suspicion of globalisation (in particular the globalisation of democratic political culture, still associated in some quarters with ‘the west’), and of the notion of ‘progress’ with which democracy is routinely associated. The intellectual roots of that ambivalence were various. Marxist-leninist inspired authoritarianism gripped much of the world until the fall of the Berlin Wall and the end of the cold war. Until that moment, it was still possible for many marxians in the scholarly community to view the idea of democracy with disdain — if not quite a dirty word, then a deeply flawed, highly loaded concept which masked and preserved underlying social inequalities more than it helped resolve them. Until 1989 or thereabouts, it was possible for ‘bourgeois democracy’ to be regarded as just one kind of democratic polity by the liberal and anti-capitalist left, which often regarded the ‘proletarian’ or ‘people’s’ democracy prevailing in the Soviet Union, China, Cuba or Vietnam as legitimate alternatives to the emerging capitalist norm of one person, one vote, for constituent assemblies which had real power and accountability. In terms not very different from those used by Marx and Engels in The German Ideology, belief in the value of democracy was conceived by this materialist school as a kind of false consciousness. It still is, by Noam Chomsky and others who continue to view democracy as a ‘necessary illusion’ (1989) without which capitalism could not be reproduced. From these perspectives voting gave, and gives us merely the illusion of agency and power in societies where capital rules as it always did. For democracy read ‘the manufacture of consent’; its expansion read not as progressive social evolution, but the universalisation of the myth of popular sovereignty, mobilised and utilised by the media-industrial-military complex to maintain its grip.) There are those who dispute this reading of events. In the 1960s, Habermas’s hugely influential Structural Transformation of the Public Sphere critiqued the manner in which democracy, and the public sphere underpinning it, had been degraded by public relations, advertising, and the power of private interests. In the period since, critical scholarly research and writing on political culture has been dominated by the Habermasian discourse of democratic decline, and the pervasive pessimism of those who see democracy, and the media culture which supports it, as fatally flawed, corrupted by commercialisation and under constant threat. Those, myself included, who challenged that view with a more positive reading of the trends (McNair, Journalism and Democracy; Cultural Chaos) have been denounced as naïve optimists, panglossian, utopian and even, in my own case, a ‘neo-liberal apologist’. (See an unpublished paper by David Miller, “System Failure: It’s Not Just the Media, It’s the Whole Bloody System”, delivered at Goldsmith’s College in 2003.) Engaging as they have been, I venture to suggest that these are the discourses and debates of an era now passing into history. Not only is it increasingly obvious that democracy is expanding globally into places where it never previously reached; it is also extending inwards, within nation states, driven by demands for greater local autonomy. In the United Kingdom, for example, the citizen is now able to vote not just in Westminster parliamentary elections (which determine the political direction of the UK government), but for European elections, local elections, and elections for devolved assemblies in Scotland, Wales and Northern Ireland. The people of London can vote for their mayor. There would by now have been devolved assemblies in the regions of England, too, had the people of the North East not voted against it in a November 2004 referendum. Notwithstanding that result, which surprised many in the New Labour government who held it as axiomatic that the more democracy there was, the better for all of us, the importance of enhancing and expanding democratic institutions, of allowing people to vote more often (and also in more efficient ways — many of these expansions of democracy have been tied to the introduction of systems of proportional representation) has become consensual, from the Mid West of America to the Middle East. The Democratic Paradox And yet, as the wave of democratic transformation has rolled on through the late twentieth and into the early twenty first century it is notable that, in many of the oldest liberal democracies at least, fewer people have been voting. In the UK, for example, in the period between 1945 and 2001, turnout at general elections never fell below 70 per cent. In 1992, the last general election won by the Conservatives before the rise of Tony Blair and New Labour, turnout was 78 per cent, roughly where it had been in the 1950s. In 2001, however, as Blair’s government sought re-election, turnout fell to an historic low for the UK of 59.4 per cent, and rose only marginally to 61.4 per cent in the most recent general election of 2005. In the US presidential elections of 1996 and 2000 turnouts were at historic lows of 47.2 and 49.3 per cent respectively, rising just above 50 per cent again in 2004 (figures by International Institute for Democracy and Electoral Assistance). At local level things are even worse. In only the second election for a devolved parliament in Scotland (2003) turnout was a mere 48.5 per cent, rising to 50.5 in 2007. These trends are not universal. In countries with compulsory voting, they mean very little — in Australia, where voting in parliamentary elections is compulsory, turnout averages in the 90s per cent. In France, while turnouts for parliamentary elections show a similar downward trend to the UK and the UK, presidential contests achieve turnouts of 80-plus per cent. In the UK and US, as noted, the most recent elections show modest growth in turnout from those historic lows of the late 1990s and early Noughties. There has grown, nonetheless, the perception, commonplace amongst academic commentators as well as journalists and politicians themselves, that we are living through a ‘crisis’ of democratic participation, a dangerous decline in the tendency to vote in elections which undermines the legitimacy of democracy itself. In communication scholarship a significant body of research and publication has developed around this theme, from Blumler and Gurevitch’s Crisis of Public Communication (1996), through Barnett and Gaber’s Westminster Tales (2000), to more recent studies such as Lewis et al.’s Citizens or Consumers (2005). All presume a problem of some kind with the practice of democracy and the “old fashioned ritual” of voting, as Lewis et al. describe it (2). Most link alleged inadequacies in the performance of the political media to what is interpreted as popular apathy (or antipathy) towards democracy. The media are blamed for the lack of public engagement with democratic politics which declining turnouts are argued to signal. Political journalists are said to be too aggressive and hyper-adversarial (Lloyd), behaving like the “feral beast” spoken of by Tony Blair in his 2007 farewell speech to the British people as prime minister. They are corrosively cynical and a “disaster for democracy”, as Steven Barnett and others argued in the first years of the twenty first century. They are not aggressive or adversarial enough, as the propaganda modellists allege, citing what they interpret as supine media coverage of Coalition policy in Iraq. The media put people off, rather than turn them on to democracy by being, variously, too nice or too nasty to politicians. What then, is the solution to the apparent paradox represented by the fact that there is more democracy, but less voting in elections than ever before; and that after centuries of popular struggle democratic assemblies proliferate, but in some countries barely half of the eligible voters can be bothered to participate? And what role have the media played in this unexpected phenomenon? If the scholarly community has been largely critical on this question, and pessimistic in its analyses of the role of the media, it has become increasingly clear that the one arena where people do vote more than ever before is that presented by the media, and entertainment media in particular. There has been, since the appearance of Big Brother and the subsequent explosion of competitive reality TV formats across the world, evidence of a huge popular appetite for voting on such matters as which amateur contestant on Pop Idol, or X Factor, or Fame Academy, or Operatunity goes on to have a chance of a professional career, a shot at the big time. Millions of viewers of the most popular reality TV strands queue up to register their votes on premium phone lines, the revenue from which makes up a substantial and growing proportion of the income of commercial TV companies. This explosion of voting behaviour has been made possible by the technology-driven emergence of new forms of participatory, interactive, digitised media channels which allow millions to believe that they can have an impact on the outcome of what are, at essence, game and talent shows. At the height of anxiety around the ‘crisis of democratic participation’ in the UK, observers noted that nearly 6.5 million people had voted in the Big Brother UK final in 2004. More than eight million voted during the 2004 run of the BBC’s Fame Academy series. While these numbers do not, contrary to popular belief, exceed the numbers of British citizens who vote in a general election (27.2 million in 2005), they do indicate an enthusiasm for voting which seems to contradict declining rates of democratic participation. People who will never get out and vote for their local councillor often appear more than willing to pick up the telephone or the laptop and cast a vote for their favoured reality TV contestant, even if it costs them money. It would be absurd to suggest that voting for a contestant on Big Brother is directly comparable to the act of choosing a government or a president. The latter is recognised as an expression of citizenship, with potentially significant consequences for the lives of individuals within their society. Voting on Big Brother, on the other hand, is unmistakeably entertainment, game-playing, a relatively risk-free exercise of choice — a bit of harmless fun, fuelled by office chat and relentless tabloid coverage of the contestants’ strengths and weaknesses. There is no evidence that readiness to participate in a telephone or online vote for entertainment TV translates into active citizenship, where ‘active’ means casting a vote in an election. The lesson delivered by the success of participatory media in recent years, however — first reality TV, and latterly a proliferation of online formats which encourage user participation and voting for one thing or another — is that people will vote, when they are able and motivated to do so. Voting is popular, in short, and never more so, irrespective of the level of popular participation recorded in recent elections. And if they will vote in their millions for a contestant on X Factor, or participate in competitions to determine the best movies or books on Facebook, they can presumably be persuaded to do so when an election for parliament comes around. This fact has been recognised by both media producers and politicians, and reflected in attempts to adapt the evermore sophisticated and efficient tools of participatory media to the democratic process, to engage media audiences as citizens by offering the kinds of voting opportunities in political debates, including election processes, which entertainment media have now made routinely available. ITV’s Vote for Me strand, broadcast in the run-up to the UK general election of 2005, used reality TV techniques to select a candidate who would actually take part in the forthcoming poll. The programme was broadcast in a late night, low audience slot, and failed to generate much interest, but it signalled a desire by media producers to harness the appeal of participatory media in a way which could directly impact on levels of democratic engagement. The honourable failure of Vote for Me (produced by the same team which made the much more successful live debate shows featuring prime minister Tony Blair — Ask Tony Blair, Ask the Prime Minister) might be viewed as evidence that readiness to vote in the context of a TV game show does not translate directly into voting for parties and politicians, and that the problem in this respect — the crisis of democratic participation, such that it exists — is located elsewhere. People can vote in democratic elections, but choose not to, perhaps because they feel that the act is meaningless (because parties are ideologically too similar), or ineffectual (because they see no impact of voting in their daily lives or in the state of the country), or irrelevant to their personal priorities and life styles. Voting rates have increased in the US and the UK since September 11 2001, suggesting perhaps that when the political stakes are raised, and the question of who is in government seems to matter more than it did, people act accordingly. Meantime, media producers continue to make money by developing formats and channels on the assumption that audiences wish to participate, to interact, and to vote. Whether this form of participatory media consumption for the purposes of play can be translated into enhanced levels of active citizenship, and whether the media can play a significant contributory role in that process, remains to be seen. The twentieth was, from one perspective, the democratic century — a span of one hundred years which began with no fully functioning democracies in existence anywhere on the planet (if one defines democracy as a political system in which there is both universal suffrage and competitive elections), and ended with 120 countries out of 192 classified by the Freedom House think tank as ‘democratic’. There are of course still many societies where democracy is denied or effectively neutered — the remaining outposts of state socialism, such as China, Cuba, and North Korea; most if not all of the Islamic countries; exceptional states such as Singapore, unapologetically capitalist in its economic system but resolutely authoritarian in its political culture. Many self-proclaimed democracies, including those of the UK, Australia and the US, are procedurally or conceptually flawed. Countries emerging out of authoritarian systems and now in a state of democratic transition, such as Russia and the former Soviet republics, are immersed in constant, sometimes violent struggle between reformers and reactionaries. Russia’s recent parliamentary elections were accompanied by the intimidation of parties and politicians who opposed Vladimir Putin’s increasingly populist and authoritarian approach to leadership. The same Freedom House report which describes the rise of democracy in the twentieth century acknowledges that many self-styled democracies are, at best, only ‘partly free’ in their political cultures (for detailed figures on the rise of global democracy, see the Freedom House website Democracy’s Century). Let’s not for a moment downplay these important qualifications to what can nonetheless be fairly characterised as a century-long expansion and globalisation of democracy, and the acceptance of popular sovereignty, expressed through voting for the party or candidate of one’s choice, as a universally recognised human right. That such a process has occurred, and continues in these early years of the twenty-first century, is irrefutable. In the Gaza strip, Hamas appeals to the legitimacy of a democratic election victory in its campaign to be recognised as the voice of the Palestinian people. However one judges the messianic tendencies and Islamist ideology of Mahmoud Ahmadinejad, it must be acknowledged that the Iranian people elected him, and that they have the power to throw him out of government next time they vote. That was never true of the Shah. The democratic resurgence in Latin America, taking in Venezuela, Peru and Bolivia among others has been a much-noted feature of international politics in recent times (Alves), presenting a welcome contrast to the dictatorships and death squads of the 1980s, even as it creates some uncomfortable dilemmas for the Bush administration (which must champion democratic government at the same time as it resents some of the choices people may make when they have the opportunity to vote). Since 9/11 a kind of democracy has expanded even to Afghanistan and Iraq, albeit at the point of a gun, and with no guarantees of survival beyond the end of military occupation by the US and its coalition allies. As this essay was being written, Pakistan’s state of emergency was ending and democratic elections scheduled, albeit in the shadow cast by the assassination of Benazir Bhutto in December 2007. Democracy, then — imperfect and limited as it can be; grudgingly delivered though it is by political elites in many countries, and subject to attack and roll back at any time — has become a global universal to which all claim allegiance, or at least pay lip service. The scale of this transformation, which has occurred in little more than one quarter of the time elapsed since the Putney debates of 1647 and the English revolution first established the principle of the sovereignty of parliament, is truly remarkable. (Tristram Hunt quotes lawyer Geoffrey Robertson in the Guardian to the effect that the Putney debates, staged in St Mary’s church in south-west London towards the end of the English civil war, launched “the idea that government requires the consent of freely and fairly elected representatives of all adult citizens irrespective of class or caste or status or wealth” – “A Jewel of Democracy”, Guardian, 26 Oct. 2007) Can it be true that less than one hundred years ago, in even the most advanced capitalist societies, 50 per cent of the people — women — did not have the right to vote? Or that black populations, indigenous or migrant, in countries such as the United States and Australia were deprived of basic citizenship rights until the 1960s and even later? Will future generations wonder how on earth it could have been that the vast majority of the people of South Africa were unable to vote until 1994, and that they were routinely imprisoned, tortured and killed when they demanded basic democratic rights? Or will they shrug and take it for granted, as so many of us who live in settled democracies already do? (In so far as ‘we’ includes the community of media and cultural studies scholars, I would argue that where there is reluctance to concede the scale and significance of democratic change, this arises out of continuing ambivalence about what ‘democracy’ means, a continuing suspicion of globalisation (in particular the globalisation of democratic political culture, still associated in some quarters with ‘the west’), and of the notion of ‘progress’ with which democracy is routinely associated. The intellectual roots of that ambivalence were various. Marxist-leninist inspired authoritarianism gripped much of the world until the fall of the Berlin Wall and the end of the cold war. Until that moment, it was still possible for many marxians in the scholarly community to view the idea of democracy with disdain — if not quite a dirty word, then a deeply flawed, highly loaded concept which masked and preserved underlying social inequalities more than it helped resolve them. Until 1989 or thereabouts, it was possible for ‘bourgeois democracy’ to be regarded as just one kind of democratic polity by the liberal and anti-capitalist left, which often regarded the ‘proletarian’ or ‘people’s’ democracy prevailing in the Soviet Union, China, Cuba or Vietnam as legitimate alternatives to the emerging capitalist norm of one person, one vote, for constituent assemblies which had real power and accountability. In terms not very different from those used by Marx and Engels in The German Ideology, belief in the value of democracy was conceived by this materialist school as a kind of false consciousness. It still is, by Noam Chomsky and others who continue to view democracy as a ‘necessary illusion’ (1989) without which capitalism could not be reproduced. From these perspectives voting gave, and gives us merely the illusion of agency and power in societies where capital rules as it always did. For democracy read ‘the manufacture of consent’; its expansion read not as progressive social evolution, but the universalisation of the myth of popular sovereignty, mobilised and utilised by the media-industrial-military complex to maintain its grip.) There are those who dispute this reading of events. In the 1960s, Habermas’s hugely influential Structural Transformation of the Public Sphere critiqued the manner in which democracy, and the public sphere underpinning it, had been degraded by public relations, advertising, and the power of private interests. In the period since, critical scholarly research and writing on political culture has been dominated by the Habermasian discourse of democratic decline, and the pervasive pessimism of those who see democracy, and the media culture which supports it, as fatally flawed, corrupted by commercialisation and under constant threat. Those, myself included, who challenged that view with a more positive reading of the trends (McNair, Journalism and Democracy; Cultural Chaos) have been denounced as naïve optimists, panglossian, utopian and even, in my own case, a ‘neo-liberal apologist’. (See an unpublished paper by David Miller, “System Failure: It’s Not Just the Media, It’s the Whole Bloody System”, delivered at Goldsmith’s College in 2003.) Engaging as they have been, I venture to suggest that these are the discourses and debates of an era now passing into history. Resumen
2021 is the fiftieth anniversary year for Japanese live-action superhero franchise Kamen Rider. For half a century, heroes bearing the name Kamen Rider have battled rubber suited monsters and defended the smiles of children. Unlike many superheroes, however, the Kamen Riders are grotesque heroes, usually drawing their powers from the same source as the villains they battle. Grotesque human-machine-animal hybrids, they differ from their opponents only in the kindness of their hearts and the strength of their spirits. Although the Kamen Rider franchise includes a variety of texts including manga, novels, movies, and stage musicals, the central text is the Sunday morning children’s television program. This article focusses exclusively on the television series. Each season of the television program is comprised of around fifty twenty-five-minute episodes, and each season features an entirely new cast, title, and premise. Kamen Rider was originally created at a time of economic downturn and social unrest, and the unease of the zeitgeist is reflected in the figure of the no longer human hero. A little over thirty years later Japan was again facing a variety of crises and intense debate over what, if any, role it should play in the wars in Afghanistan and Iraq. The 2002 television season, Kamen Rider Ryūki, tackles difficult questions about what justice, heroism, and monstrosity mean, through the medium of a children’s martial arts and live action special effects hero television program. This article explores the blurred boundaries between monster and hero in Kamen Rider, in the context of social attitudes toward children. The First Kamen Rider The inaugural Kamen Rider (protagonist of the 1971 television season), Hongo Takeshi, is a university student who gains superpowers after being abducted and experimented on by Shocker, a terrorist organisation founded by Nazis. Their medical experiments are part of a plan to produce an army capable of world domination. Takeshi’s body was modified with grasshopper DNA and cybernetic enhancements, but he was able to escape before the mind control portion of the operation. Although he appears human, Takeshi transforms via a special belt into Kamen (masked) Rider in order to fight. His face is obscured by an insectoid helmet with red compound eyes and antennae. The transformation scene is a highlight of every episode, and the transformation belt is the most important of the (many) tie-in toys. The primary audience of Kamen Rider is children between two and seven, and as a media-mix (Steinberg) franchise the sale of toys and branded products to the primary audience is vital. Anne Allison (105) identifies the transformation and blending or crossing of bodily borders it entails as the “money shot” children anticipate and enjoy. There is also a substantial tertiary audience, however, which includes older children and adults. During the early 1970s, when the first few seasons of Kamen Rider were broadcast, ‘employment trains’ were transporting Japanese teenagers (immediately following their graduation from middle school) from rural areas to the large cities, where they worked in factories and construction far from their families (Alt 54). Kamen Rider’s creator, Ishinomori Shōtarō, had debuted as a manga artist while still in school himself, and his works were particularly popular among this disenfranchised demographic. The figure of a young man taken and changed against his will and left to forge his own path in the aftermath may have been particularly resonant with these teenagers. Kamen Rider’s creator, Ishinomori Shōtarō, was a member of the yakeato (burnt ruins) generation, who were children during the Second World War and experienced the fire- and nuclear bombings of Japan and grew up amidst the burned-out ruins. Roman Rosenbaum (Redacting 97-98) argues that this generation (or perhaps more accurately, micro-generation), “later subconsciously released the bent-up trauma of their early childhood experiences throughout their adult lives in their body of work”. Ishinomori was not alone in this experience, of course; other members of the early Kamen Rider creative team were also motivated by childhood trauma. Hirayama Tōru, who helped Ishinomori bring the Rider concept to television as a producer, was sixteen when his hometown of Nagoya was firebombed. He and other schoolboys were dispatched to dispose of the bodies of civilians who had died while trying to escape the flames only to die in the river (Oda and Muraeda 41-2). Members of the yakeato generation were prominent in anti-war activism during the 1970s, opposing Japan’s entanglement in the Vietnam War (Rosenbaum Generation 284). Violence and the meaning of justice were urgent issues for this generation. This first season of Kamen Rider, along with many of the subsequent seasons, is classifiable as a horror text, with numerous Gothic elements (Staite). Many of the monsters Takeshi battles are “designed to elicit a specific reaction: that of abject horror” (Kim 28). While some of the prosthetic suits are quite silly-looking by contemporary standards, many remain compellingly disturbing in their fusion of animal-human-machine. Although he proceeds up the chain of command to eventually battle the leaders of Shocker, Takeshi is always aware when battling other victims of Shocker experimentation that the only difference between himself and them is that he was able to escape before losing his will. He, like them, is no longer entirely human, and has become as grotesque as the unfortunate monsters he must defeat. As Miura Shion (180) puts it (translation mine), “Kamen Rider was originally an entity created by evil. The reality is that the enemy in front of you and you are actually the same. The fate of Kamen Rider is to fight while struggling with this”. Noting that Kamen Rider was created during a time of social, economic, and political upheaval in Japan, Hirofumi Katsuno (37-38) links the rise of the ambiguous hero to the decline of the ‘grand narrative’ of modernity and the belief in the kind of absolute justice represented by more traditional superheroes. Kamen Rider instead inhabits “an ambiguous space between human and nonhuman, good and evil” (Katsuno 44). In the early years of the franchise the ambiguity remained largely centred on the figure of the hero. Members of the opposing Shocker organisation – who were responsible for the rise of the first two Kamen Riders – are unambiguously evil and unsympathetic. For ordinary people who have been subjected to mind control and experimentation there is compassion, but in terms of the central conflict there is no question that destroying Shocker is correct and moral. The villains battled by Kamen Riders remained predominantly fascists and cultists bent on world domination until the late 1980s, with the primary antagonist of 1987 season Kamen Rider Black the protagonist’s beloved brother. The following season, Kamen Rider Black RX, had environmental themes. The villains trying to take over the world in this season are doing so because their own planet has become too polluted to sustain life. They argue, somewhat persuasively, that since humans are on the path to global environmental destruction they are justified in taking over the planet before it is ruined. This gradual shift toward more sympathetic monsters became explicit in 2002 with Kamen Rider Ryūki’s ambivalent response to the Bush administration’s so-called War on Terror. Justice Is a Thing with Teeth and Claws Kamen Rider Ryūki (hereafter Ryūki) was in the planning stages when the 9/11 terrorist attacks occurred, destroying the twin towers. TV Asahi, the station that airs Kamen Rider, immediately sent a directive to producer Shirakura Shinichiro stating that “now more than ever we must teach children about justice” (Salas). Seemingly uncomfortable with the implications of this idea of “justice” in light of the Bush administration's subsequent actions, Shirakura says: in that mood I wondered if I could repeat the sort of hero story we had made so far, where the ‘good person’ beats the ‘bad person’ that appears one after another and finally hits the headquarters of evil. It is very dangerous to plant the mentality of the Cold War era in children at this time. ‘Ryuuki’ was created in the hope that children will have an eye for what justice means. (Cited in Uno 261-2, translation mine) Since its creation in the 1970s, Kamen Rider had been forging a new path for Japanese heroes in opposition to what Jonathan Abel identifies as an external attitude to justice in the hero programs of the 1950s and 1960s. In these programs, he argues, justice was represented as something imposed into Japan from outside (by alien superheroes, for example, or the Allied Occupation forces). American superheroes and their various approaches to questions of justice and vigilantism were also well known in Japan, as Timothy Peters has highlighted. In its depiction of a hero so closely resembling the monsters he battles, Kamen Rider rejected notions of an absolute distinction between the categories of hero and monster. As Katsuno (46) argues, “in this postmodern, liquid society, superheroes lack a unified, self-evident justice, but must navigate multiple conceptions of justice … . As embodiments of relativized justice, these grotesque heroes were the seeds for what have become enduring trends in Japanese popular culture”. 2002 season Ryūki takes the idea of relativised justice to its extreme, questioning the very existence of a ‘justice’ that exists independently from the people it impacts. It is impossible to summarise the plot of Ryūki both briefly and accurately; this attempt prioritises the former over the latter. Ryūki features thirteen Kamen Riders in a battle royale, competing for the granting of a single wish. The Riders gain their powers through forming a contract with a mirror monster, who they must feed by defeating other Riders or less powerful mirror monsters (who are themselves feeding on helpless humans). If a Rider is defeated and can no longer feed his contract monster, the creature will consume them. Mirror monsters are so called because they come from mirror world, a parallel dimension connected to ours by reflective surfaces including mirrors and, significantly, gleaming skyscrapers. The battle is controlled by antagonist Kanzaki Shiro, who is trying to save the life of his younger sister Yui. Protagonist Kido Shinji tries to stop the Riders from fighting one another, which delays Shiro’s plans and leads to Yui’s death. Shiro repeatedly loops time to restart the battle and save Yui, but Shinji disrupts each new timeline. There are multiple alternate endings to the story, including both televisual and print versions. Because the endings each involve uncovering the reason Shiro has created the battle as part of their resolution of the story, there are also multiple explanations for why and how the battle began. In some versions the origin of the mirror monsters lies in Shiro and Yui’s childhood experience of abuse at the hands of their parents, while in another Shinji inadvertently sets events in motion after breaking a childhood promise to Yui. Which origin, ending, or time-loop is ‘true’ is never resolved. Viewers were invited to vote on the ending of the television special by telephone; alternate endings had been prepared with the winning option inserted at the end of the broadcast (Uno 271). This moral ambiguity and confusion over what is ‘true’ is an intentional critique of simplistic ideas about justice. In Ryūki each of the Riders participates in the battle because they believe that their wish is important enough to justify the means employed to obtain it. The program problematises the idea that there is an objective division between good and evil by focusing on the subjective righteousness of the individual characters’ motivations, including the irony of Shinji’s battles for the sake of stopping the war. Although these feel like quite adult themes, Shirakura couches them firmly within his interpretation of teaching children about justice, explaining that children sometimes envision themselves as the heroes and think they might also be justice. There is also the idea that people often don’t accept themselves as being wrong, because in one’s mind ‘I am myself, so I’m not wrong’ is the prevailing thought process. These thoughts lead to selfish patterns because kids might not see themselves as themselves but as the heroes. (Salas) Uno Tsunehiro (263-4) argues that there is in fact no villain and no justice in Ryūki, simply competing desires. Ryūki does not make judgements about which desires are more or less worthy, he writes, but displays all of the Riders’ motivations equally, just like Google search results of products displayed on Amazon. Just like Capitalism, Uno (263-4) suggests, Ryūki treats every story (justice / evil) equally as a desire (as a product). The mirror monsters are quite frightening; using a combination of Godzilla-style rubber suits and CGI they are all based on animals including spiders, crabs, and cobras, combined with cyborg elements such as guns embedded in various body parts. However, their behaviour is straightforwardly animalistic. They are hungry; they kill to feed. The truly monstrous characters in Ryūki are clearly the Kamen Riders themselves, who use the mirror monsters to lend power to human motivations that are far more complex and twisted. Although many of the Riders have sympathetic motivations such as saving the life of a loved one, Kamen Rider Ōja simply enjoys violence. Uno points out that this character is essentially the same as The Joker in 2008’s The Dark Knight; like The Joker, Ōja tells a variety of stories explaining the origins of his psychopathy in past traumas only to mock the credulity of those so eager to believe these explanations (Uno 274). Crucially, Ōja is still a Kamen Rider, and appears alongside more sympathetic Kamen Riders in ensemble-cast films and games. The line between hero and monster has become blurred beyond comprehension. Monsters for Children, Children as Monsters Shirakura’s comment about the danger of children uncritically viewing their own actions as being just draws attention to an important shift taking place at the turn of the millennium. Monsters were no longer something to protect children from, but increasingly children themselves were becoming viewed as potentially monstrous. Five years before Ryūki’s release Japan had been rocked by the discovery that the murderer of two elementary school children was a fourteen-year-old child dubbed ‘Youth A’, who had described his behaviour as a game, taunting the police and media before his capture (Arai 370-1). Although violent crimes perpetrated by children are always shocking, what stands out from this particular incident is the response from other school children. Youth A had sent a manifesto to a local newspaper lambasting the education system that had created him. In a survey conducted by the Ministry of Education more than fifty percent of the students surveyed sympathised and identified with at Youth A (cited in Arai 371). Lindsay Nelson (4) notes the prevalence of child-monsters in Japanese horror films in the late 1990s and early 2000s, writing that “the many monstrous children of contemporary Japanese cinema stand at a crossroads of Japan’s past, present, and future, crying out for compassion even as they drag those around them into death” (Nelson 13). There is of course a world of difference between depictions of monstrous children in adult media, and depictions of monsters in children’s media. I do not mean to conflate or confuse the two. Both kinds of monsters are, however, influenced and in turn influence wider social discourses and anxieties. Kamen Rider is also a text characterised by dual address, a narrative mode which addresses both adults and children simultaneously (in contradistinction to double address, in which the adults talk over the heads of children in an exclusionary way (Wall). Although Kamen Rider Ryūki featured adult actors (teenagers began to appear in leading roles with increasing frequency from the mid-2000s), it foreshadows the shifting of social attitudes toward children through intertextual references to the film Battle Royale (2000), also distributed by Kamen Rider’s producer Toei. Battle Royale centres on a school class who have (without their prior knowledge) been selected by lottery to participate in a ‘survival game’ on an isolated island. They must kill one another until only one survives; they have all been fitted with explosive collars, and any child refusing to participate will have their collar remotely detonated, killing them. Director Fukasaku Kinji comments that he felt a connection to the thematic linking of violence and children in Battle Royale because of his own experiences as a member of the yakeato generation. He had worked in a munitions factory during the war that was frequently targeted by bombs, and he describes hiding under and later having to dispose of the bodies of his friends (Rose). The story is a biting commentary of the relationship between economic collapse, school-based violence, and failures of governance. In Andrea Arai’s (368) analysis, “the tropes of battle, survival, and the figure of the schoolchild, reflect and refract social anxieties about the Japanese future in an era of globalisation and neoliberal reform, and the enduring historical conundrums of Japan’s twentieth-century past”. The battle between Kamen Riders in Ryūki is also a battle royale; although the core audience of very young children would probably not have made the intertextual link to the film (or the 1999 novel the film was based on), the association would have been strengthened for older viewers by the use of "those who don't fight won't survive!" as a catchphrase for Kamen Rider Ryūki. Conclusion In the early 1970s, Kamen Rider stood out as a text rejecting externally imposed, objective ideas of justice enforced by unassailable virtue, in favour of a grotesque hero struggling to find a path to justice through a metaphorical forest of misadventure and victimisation. The first Kamen Rider was a grotesque, damaged hero who fought monsters to whom he was more alike than different. In the early 2000s this blurring of the heroic and monstrous was taken even further, questioning the very concepts of justice and monstrosity. Much as the original season of Kamen Rider responded to economic and social upheavals with its reassessment of the role and figure of the hero, Kamen Rider Ryūki draws attention to fears of and for its child audience in response to both domestic economic disaster and global events. In Kamen Rider Ryūki the trope of an unwitting victim being turned into a Kamen Rider through biomechanical enhancements is discarded entirely; anyone can become a Kamen Rider simply by entering into a contract with a mirror monster. No longer grotesque because of powers beyond their control, the new generation of Kamen Riders choose grotesquery and risk their lives to obtain their desire. Anyone can become a hero, Ryūki tells its viewers, and anyone can become a monster. And, perhaps, anyone can be both at the same time. References Abel, Jonathan E.
