Full textWAEMU area knew profound macroeconomic imbalance during decade 1980. To remedy it a Stability pact was adopted in December, 1999. Subsequently considerable progress was observed, however limitations of the credibility gap of the devices offenders, to the little incentive character of the pact as well as priority granted to the inflation control were told. So this research addresses the impact of policy mix on the economic growth in the WAEMU area. Results suggest on the one hand that the choice of the budgetary basic balance isn’t favorable and on the other hand that it would be necessary to revise the debt ceiling after debt repayment. They reveal that the budgetary policies are unsatisfactory and fiscal federalism is the best solution to deal with the asymmetric budgetary shocks affecting the area

Full textThe deepening crisis in public finances places public financial information at the heart of public policy management. As such, under the impetus of technical and financial partners, the West African Economic and Monetary Union (WAEMU) adopted a second harmonised public finance framework in 2009, after the 1997 one. A new public accounting system, close to that of the private sector, is promoted by a series of directives. The major innovation remains the promotion of accrual accounting for member states. It is based on international standards, notably the West African Accounting System (WAAS). The only limit lies in the specificity of the State. The nature of public accounting is fundamentally changing. It is captured as financial information system that must guarantee regular, sincere and faithful public accounts. In this respect, the study uses an analytical approach and applied to the national legal and accounting orders to demonstrate that the movement towards regionalization of WAEMU legal standards is indicative of the creation of an autonomous public accounting law based on a new conception of the production of financial information

Full textLegal studies on African Public Finance rarely address fiscal policy issues. The economic nature of this subject isprobably the reason. Yet the creation of economic integration space between states sharing the same currency led the law,including community law, to take a firm hold on fiscal policy issues. Any fiscal laxity from a state has repercussions on theothers and the stability of the monetary Union. The strengthening of economic integration, in west Africa, with the WAEMUTreaty of 1994 has been accompanied by the setting up of a converging measures of budgetary policies of states members. This consists in monitoring, through a community institutional framework, compliance by states with some criteria, mainlybudgetary. The convergence of budgetary policies thus refers to common budgetary discipline to be observed by the statesmembers of the WAEMU area. The establishment of such measures necessarily ends at the normative level by thetransformation of public finance law of states. The compliance with community budget discipline goes through self-discipline that states must self-impose in the management of their public finances. This new community power has an effect on national finance through their content, their public policy choices and management techniques. The aim of this study is to take an interest in one of the determining transformations factors of national public finance management systems in the states members of the WAEMU area

Full textThe objective of this thesis is to study the effects of internal mechanisms bank governance and those determinants managerial performance and financial risks for banks in the WAEMU zone since the advent of financial reforms. The analysis, based on both theoretical studies as empirical investigations, focused on a sample of fifty (50) of WAEMU banks over the period 1996 to 2007. Overall, the results indicate that banks in the WAEMU countries have benefited from the favorable effetcs of financial reforms to improve their performance. Foreign banks were more efficient and less risky than their domestic banks while great banks have taken advantage pf economies of scale to improve their performance and minimize their financial risk. The results also suggest that the directors representing the state and public institutions have a significant negative effect on the risk of onsolvency and credit risk of banks are the oldest face two types of risks. Moreover, unlike exogenous variables, managerial variables would be more in origin of differences in performance and financial risks of banks in the WAEMU zone. Finally, the internal mechanisms of governance are substitutable in this space

Full textThis thesis is a contribution to the reflection on the optimality of the exchange rate regime of WAEMU countries with a view to adapting this regime to the new vulnerabilities of the area. Indeed, the WAEMU is characterized by a significant evolution of its foreign trade to the relative detriment of the Euro area and in favour of China, which is now its second main trading partner. Chapter I, by assessing the effects of the terms of trade on the economic growth of the area before and after this diversification of the main trading partners for the periods 1981-2000 and 2001-2017, shows that this diversification leads to a deterioration in the terms of trade, accentuating the external economic vulnerability of WAEMU. Chapter II examines the effects of Yuan/FrancCFA fluctuations on export and import flows from WAEMU countries to China over the period 2000 to 2017. As a result, the depreciation of the CFA franc against the Yuan had a negative impact on imports and exports of WAEMU countries. Chapter III proposes a new monetary arrangement that takes into account the diversity of external economic vulnerabilities of WAEMU countries within the framework of a basket of currencies in order to approximate an optimal exchange rate regime

Full textWith the main focus of interest on the role given to production within the countries of the west african economic and monetary union, three kinds of specialisation are examined to which correspond different types of monetary power. In the first period, the means of finance, placed in the context of accumulation that characterised the french colonial empire (the french productive system) are decisive factor in the initial structuring of the productive system in the concerned countries. The crisis under gone by the frenchproductive system revealed, among other factors, by the malfunctioning of financial mechanisms and destabilization of the price system in the franc area paved the way for the transition from "specialisation for the french productive system" to "specialisation for development" which in turn led to "specialisation conditionned by indebtedness". While the first kind of specialisation belongs to the colonial period, the second (from the seventies to the beginning of the eighties) is marked by measures towards development financed through external debt and encouraged by a favourable trend for primaryproducts. The third type of specialisation concerns the eighties and the nineties. Dictated by the repayment obligations that mark structural adjustment programmes, it is seen as an entrenchment of the concerned countries within a system of specialisation regressive in nature, i. E. Concerning primary products only, because of the unfavourable long-termtrend of relative prices for such commodities

Full textFor a number of years, WAEMU member states have been engaged in a major project of economic liberalization followed by an ambition for an economic integration. This makes consumerist national legislative projects difficult. This study questions whether these ambitions for economic integration take into account the interests of consumers and whether we need an effective consumer protection in the common market. How could this economic liberalism be reconciled with an effective consumer protection within the common market? In other words, would a divergence between the various provisions of the Member States be harmful to consumers? Finally, can we actually speak about a real West-African consumer protection law? Throughout this study it will be demonstrated that community consumer protection exists, but it is sectoral. However, the areas left “vacant” by Community Law are implicitly governed by different national embryonic and mostly identical provisions. Hence the risk of legal uncertainty and the need for the OHADA project on contract law as a perspective within the framework of consumer protection in WAEMU and within the common market

Full textThe impact of economic growth on poverty is a major political issue in developing countries. Since inter-national institutions have recognized the importance of economic growth in improving the well being of individuals, it has become a fundamental element of strategies that aim at reducing poverty. In this context, attention given to economic growth in the fight against poverty is much debated in the economic research. This thesis conducts an empirical analysis of the impact of economic growth on poverty, in the case of Central African Economic and Monetary Community (CAEMC) for the period 1981-2005. In a first section, we build a key theoretical assessment on poverty and on the links between economic growth and poverty. We present strategies for poverty reduction and the stylized facts of monetary and non-monetary poverty in the CAEMC countries. In a second part, we empirically test the impact of economic growth on poverty in the CAEMC by including the West African Economic and Monetary Union (WAEMU) for a comparison. We evaluate empirically the role of income inequality, corruption, and political stability in the impact of economic growth on poverty in CAEMC and WAEMU zone.The results suggest that economic growth is necessary to reduce poverty in CAEMC and WAEMU zone. The study reveals that the impact of economic growth on poverty is a decreasing function of inequality. The investigation also shows the positive impact of improving the quality of institutions on poverty re-duction. The policies aimed for poverty reduction through the stimulation of economic growth should be accompanied by simultaneous efforts to reduce inequality, corruption and a sound policy framework

Full textIf the literature of the inflationary bias of the New Classical School, through the concepts of credibilityand transparency, led to the independence of Central Banks, its review by the New Keynesian Schoolreduced it to an instrumental independence and has highlight the role of its governance, of theimportance of its relationship with politicians for the legitimacy of its action and the essential role of theCouncils of monetary policy.In theory and in practice, this institutional framework that reflects governance shows a Central Bank(MPC) not separated from politics but rather in connection therewith. Insofar the monetary policydecisions, the governance, and procedures for the preparation of the decision are taken by a CPM.The objective of this thesis is to analyze in the light of recent developments, governance at theBCEAO and the BEAC which are the central banks covering two monetary unions from franc zonenamely WAEMU and CAEMC. This thesis also aims to show that the sustainability of these twomonetary unions through the benefits might enjoy better governance and the need for fiscal federalismwithin them thus implying a stronger political union. However, we highlight the barriers embarrassingthis final stage of integration
