Abstract:
Using qualifications as policy instruments to increase participation in education and training and to reduce unemployment, especially youth unemployment, appears to be growing in Organisation for Economic Cooperation and Development (OECD) countries. This paper considers the case of one authority, the Victorian Qualifications Authority (VQA), established by the Victorian Government in 2001 and responsible for determining and strengthening the range of post-compulsory qualifications for schools and vocational education and training. In establishing its cross-sectoral role, the VQA moved rapidly to introduce a new qualification directed towards those young people who seek applied and practical studies and who leave school before completing Year 12 or its equivalent. The paper outlines the nature of the changes proposed and the approaches taken to its development. These recognise that pedagogy is critical to increasing participation and that students who engage in learning at school are more likely to become lifelong learners.

AbstractA major challenge for researchers and urban planning practitioners is how to obtain meaningful and influential contributions on urban and environmental planning activities from children and young people within the constraints of adult policy and practice. The key elements of this challenge concern traditional methods of communication between ‘experts’ and children and young people in rationalist planning settings, versus emerging research in relation to children's and young people's views and agency around civic participation. This article will address the work of a number of researchers and practitioners who have grappled with the inherent tenions of making planning practice and urban design more inclusionary, while facilitating and respecting children and young people's civic participation. This article also advocates the advantages and strengths of their participation in planning and urban design processes.With a focus on two exploratory programs developed by the authors in the Australian states of New South Wales and Victoria, this article will demonstrate how the sharing of knowledge and skills between planning and design professionals and children and young people can lead to more meaningful and influential contributions from them. The programs examined were informed by leading practice both in Australia and internationally, and have assisted to develop children and young people's sense of spatial competence, and their confidence and efficacy in their local environment, contributing ultimately to their wellbeing. They have also supported the establishment of youth leadership groups with the confidence and skills to contribute to ongoing local government urban and environmental planning activities.

As one of seven projects funded by the Victorian Government Department of Human Services to investigate exemplary practice in adolescent health, a study was undertaken in the Department's office in the Northern Metropolitan Region that examined two existing primary health projects: the Keeping in Touch with Schools (KITS) Project, auspiced by the Eltham Community Health Centre and Diamond Valley Secondary College in the City of Nillumbik, and the Youth Counselling Awareness and Support (YCAS) Project, auspiced by Kildonan Family Services in the City of Whittlesea. Proiect features that were explored included elements and type of service, referral pathways and linkages, consumer satisfaction and other service outcomes, elements critical to success, obstacles, supervision and staff training, standards and guidelines, planning and evaluation, promotion of the service, and organisational structure. The study found that a combination of characteristics contributed to the success of the two projects that were examined. These pertain to skills and expertise of staff, flexibility of the service, cost, the type of service model, co-location with other services, linkages and partnerships, outputs and outcomes, feedback, management structure, standards and guidelines, planning processes, and evaluation.

Abstract:
The article analyzes students’ ideas about the sports environment of the city and their attitude to a healthy lifestyle. The author conducted a sociological study in which students of leading universities of Yaroslavl were interviewed. It was found that a significant number of young men and most girls from families who belong to highly resource groups regularly attend the gym (fitness, aerobics) and swimming pool. In addition, it was revealed that, in general, boys, regardless of the type of families, are more involved in sports than girls. It has been established that for students from families that belong to highly resource groups, the main reasons for which students observe the daily routine and are physically active are associated with the attitudes received from their parents. For male students from families that belong to medium and low resource groups, the main motive for going in for sports are sports victories, as one of the ways of self-affirmation. New acquaintances are more important for girls than for boys when playing sports. It was revealed that the more affluent the respondent's family, the more infrastructurally developed micro district he lives in, and the more he is satisfied with the conditions for physical culture and sports. It is also established that regardless of the material well-being of their families (parents), financial support from any level of government motivates them to play sports. The study is of interest to state and municipal authorities involved in culture, sports and youth policy, as the opinion of students is presented depending on the financial situation of the respondents' families, gender characteristics, age and taking into account the level of education of parents. The activities aimed at improving the sports infrastructure of the Yaroslavl city and promoting a healthy lifestyle among students is proposed.

Abstract. Expressions of youth citizenship are evident in young people’s actions, behaviours, and lived experiences. While youth citizenship literature has proliferated in the last two decades, the focus has often been on rights and responsibilities, rather than the differences in citizenship practices amongst youth themselves. Using a qualitative research design, our study explores how youth-with-care-experience practice citizenship. We conducted twenty semi-structured interviews with youth-with-care-experience between the ages of 14-24 in Greater Victoria, Canada. Analysis of participants’ narratives reveals three types of citizenship practices: self-responsible, dissenting and reluctant citizenship. We discuss our findings in the context of the literature on youth citizenship, focusing on the ways that it is contextualized by experiences with family, peers, institutions, and the government care system. Résumé. Les expressions de la citoyenneté des jeunes sont évidentes dans leurs actions, comportements et leurs expériences vécues. Alors que la littérature reliée à la citoyenneté des jeunes a proliféré dans les deux dernières décennies, l’emphase a souvent été mise sur les droits et les responsabilités, plutôt que sur les différences dans les pratiques de la citoyenneté chez les jeunes. En utilisant un modèle de recherche qualitatif, notre étude explore comment la citoyenneté est vécue par les jeunes qui ont été pris en charge. Nous avons effectué vingt entretiens semi-structurés avec des jeunes qui ont été pris en charge âgés entre 14 et 24 ans dans la région de Victoria, Canada. L’analyse des données révèle trois types de pratiques de la citoyenneté: auto-responsable, dissidente et réticente. Nous discutons de nos résultats dans le contexte de la littérature sur la citoyenneté des jeunes, en mettant l’accent sur les façons dont la citoyenneté des jeunes est contextualisée par des expériences avec la famille, les pairs, les institutions et le système de santé.

In early 2018, an Inquiry into Youth Justice Centres in Victoria (Inquiry) found that a combination of a punitive approach to youth justice, inadequate crime strategies, and a lack of appropriately trained and experienced staff at youth justice centres, greatly contributed to the hindrance of the rehabilitation of young persons in detention in Victoria, Australia. In addition to identifying these challenges, the Inquiry also determined that the way in which young offenders have been described by politicians and portrayed in the media in recent times, has had a significant impact on shaping youth justice policies and practices. This article specifically examines the role of the media in the adultification of the Victorian youth justice system. It begins with a historical examination of youth justice, drawing on the welfare model and the justice model. This is followed by a discussion of the perception and reality of youth offending in Victoria. Here, it is demonstrated that through framing, the media represents heightened levels of youth offending and suggests that only a ‘tough on crime’ approach can curb such offending; an approach that has been adopted by the Victorian State Government in recent years. Finally, the article considers how recent youth justice reforms are examples of adultification, and by not adequately distinguishing between a child and adult offender, these reforms are inconsistent with the best interests of the child.

AbstractYouth frustration was a front-running issue during Nepal's decade-long civil war (1996–2006) and democratic protests (2003–2006). Young activists were mobilized as foot soldiers in these political battles, but they also capitalized on their position to establish themselves politically. They earned public recognition for their direct action; however, they have struggled to stay relevant as their parties shifted from protesting against the government to running the government. In response, youth activists leveraged the public support they earned and general concern over youth disenfranchisement to demand an active role in state restructuring. The Maoist-majority Constituent Assembly government partially heeded them by handing over the task of drafting the National Youth Policy to their youth wings and other youth activists. This policy shaped the youth-focused agenda of the newly designed Ministry of Youth and Sports and other government bureaus. This article uses the National Youth Policy as the context for an examination of how youth activists are establishing public authority beyond (violent) protest. By focusing on the micro-politics of the committee appointed to draft the Policy, I analyse the techniques its members used to assert their political values and agendas through policymaking in order to secure their positions during politically turbulent times. This article elucidates how formalized governing practices and revolutionary politics blend to reconstitute state order in the aftermath of civil war.

Through in-depth interviews with all 10 youth representatives who worked in the Australian Youth Forum (AYF), Australia’s first online government youth forum, this article explains how online engagement was experienced and understood by those who managed its day-to-day operation. While the AYF was decommissioned in 2014, it was the first, and, till date, only online federal initiative that invited young people to run a government-funded youth public forum. Despite its relatively short existence, the AYF provokes questions about the influence of historically entrenched political values on online youth political participation and policy. Findings from this article have uncovered a series of challenges faced by youth in adjusting to government efforts to regulate consultation within the AYF. Building on Collin’s (2015, Young Citizens and Political Participation in a Digital Society: Addressing the Democratic Disconnect. London: Palgrave Macmillan.) observation of a ‘democratic disconnect’ in Australian youth policy, an incompatibility between government expectations of youth political involvement and how young people value participation, this article suggests that the AYF provided key insights into the centralized bureaucratic arrangements that have historically defined Australian youth participation and how they influence youth participatory experiences in online government initiatives.

Australian women faced the last two decades of the twentieth century, optimistic in their capacity to contribute positively to social change in the restructuring state. Encouraged by the relative euphoria of the late 1970s and early 1980s, women had a fleeting glimpse of the possibilities of woman-friendly legislation and feminist inspired government policy. What eventuated was the dismantling of supportive welfare structures, under the guise of economic rationalist state action, which undermined and eventually halted women’s economic and social advancement. This research project examines the impact of government policy on the welfare of Victorian women, through a feminist analysis of state and federal decision-making, framed in the context of case studies in the areas of employment, education and health. The promotion of ‘gender-neutral’ policy, by generally conservative bureaucracies, effectively exposes the mythical woman-friendly state. The implications do not auger well for Victorian women in the new millenium.

Youth substance abuse in Oregon reached epidemic proportions in the early 1980s. A response to this social issue from the Governor's Office, the state legislature, and the Office of Alcohol and Drug Programs during 1983-1985 is the foundation of this case study. Oregon, a small state of three million, was faced with a growing problem of youth and adult substance abuse. Legislative leaders, agency staff, and Governor Atiyeh recognized an opportunity to create public policy to solve problems of substance abuse including crime. The focus on substance abuse included streamlining several budgets with substance abuse monies in various state agencies. The intent of this study was to recreate the development of public policy specifically in the area of youth substance abuse during the years 1983-1985. The final policy, Oregon House Bill 2124 (1985), represented the work budgets with alcohol and drug monies in various state agencies. The intent of this study is to recreate the development of public policy specifically in the area of youth substance abuse during the years 1983-1985. The final policy, Oregon House Bill 2124 (1985), represented the work of several political entities, and presented recommendations for substance abuse treatment, budget alignments among several agencies with alcohol and drug monies, and finally, prevention of youth substance abuse. This dissertation established that leadership and politics affected policy development more than the variables of economics, special interest groups, or research which were chosen from the literature in policy development. Research was the variable studied in depth to determine if policy developers utilized what was known about youth substance abuse to develop policy goals. Several barriers to the use of research and rational methods for policy development were uncovered. The study found that the use of research was regarded as important among policy developers, but their practice was not at all congruent with that belief. There were many studies on youth prevention and social competency training available to policy planners which may have supported more specific policy recommendations. No collaborations between researchers and policy developers occurred in this case study. The barriers to collaborative efforts with researchers and the use of policy analysis methods were uncovered in this study. The final policy document presented to the legislature lacked specific recommendations for well researched programs which appeared to be the result of political considerations rather than rational policy development. Finally, this case of policy development revealed a process that was inconsistent, politically driven, disregarded available research, and resulted in broad policy goals which have not been exceptionally successful in limiting or even addressing youth substance abuse over the nine years of implementation by the same administrator who significantly helped to develop them.

AbstractHong Kong has a dual land regime in the urban and rural territories. The urban areas on both sides of Victoria Harbour (8.8% of land, excluding Country Parks on Hong Kong Island) and new towns (about 15.3% of land) house over 90% of the city’s population (about 7.5 million) with an extremely high population density of about 26,000 per km2. After deducting Country Parks and Special Areas (about 40% of land), the rest of the rural New Territories (traditional settlements leased by the British Government in 1898 for 99 years) constitutes about 35% of land, but houses 5.5% of all residents with a substantially lower population density of about 1,000 per km2. China’s Open Door Policy since 1978 has led to economic restructuring in Hong Kong, changing its occupational structure, intensifying income inequality, and leading to socio-economic and spatial segregation. Whilst the affluent classes continue to concentrate in traditionally central locations in urban areas, or in luxurious residential enclaves in rural New Territories, the less well-off tend to be marginalised and live in remote new towns or rural New Territories. The latter is also a result of a skewed power relationship between the government and the property sector in directing spatial development that breeds a hegemonic (dis)course and regime of urban-biased and property-dominant development, sustaining the government’s coffer through a high land price policy.

Abstract Chemical Highs looks at how young people themselves develop and share with their peers a multitude of ways to maximize the pleasures and minimize the risks involved in getting high, an empowering practice that we refer to as “harm reduction from below.” Ethnographies from the Amsterdam festival and afterparty scene illuminate two patterns: young people’s efforts to creatively self-regulate to achieve “hassle-free highs,” and the potentially positive role of government policy. This context is contrasted with that of youth in Indonesia, who also seek out hassle-free highs with their peers, but live under a government that is waging a deadly war against drugs, where they have little access to harm reduction information and tools. Our team discovered that Indonesian youth are turning to psychoactive prescription drugs (PPDs) to get high, which they consider safer than illicit drugs that can lead to the death penalty, but which are also highly addictive.

AbstractThree illustrative case studies are provided of non-profit organisations’ data projects conducted by the authors, with partner non-profits, during 2017–2021. The case studies all use a collaborative data action methodology, but differ in the nature of datasets analysed, visualisations and data products generated. Case Study 1 included government departments and agencies and used datasets from public consultation, social media and news media. It generated timeline and topic visualisations about changes in the public conversation about family violence following a new policy. Case Study 2 engaged staff across several departments of three non-profits of different sizes and used operational data plus open public data to show the impact of mental health and youth employment programmes and to inform staff retention policy. Case Study 3 describes a data collaborative involving six non-profits and a bank that united to geospatially analyse internal data of organisations and open public data to examine community resilience. Overall, project participants benefitted from new learning about working with data and built relationships within and across organisations.

AbstractThe life course perspective is used in analysis of the older workers relations to the labour market in a societal context. Transition to the market economy of Albania has increased the vulnerability especially for two categories: the youngest, as the new entries into the labour market, and the oldest workers, who found it difficult to be adjusted to the labour market demand, after the failure of state enterprises, changes in working environments, social services, family, etc. The investigation of older workers in the labour market is focused on five dimensions: (1) the labour market structure and employment status of older workers; (2) the employment & VET policies; (3) the work-life balance with ageing; (4) health and (5) retirement.In the beginning of 1990s, the early retirement was the first policy intervention to cope with massive unemployment of older workers. Then, the parametric reforms of PAYG social insurance for increasing the retirement ages and the insurance period have had an impact on extending the working life of older workers of 10 years until 2018. However, the replacement rate was lowering from 74.2% in 1990, to 56% in 1993 when reform started, to further 41% in 2018 which impose pensioners to continue working or delaying the retirement. The increased youth unemployment, atypical and informal employment, has been new challenges for older workers to be adjusted to the labour market demand and only 10% of them can continue working after the retirement age. The development of employment services, VET, health care and social protection have been inadequate to promote social inclusion of older workers.In the framework of the EU integration, Albania has pursued a process of harmonization the legal framework with EU standards. National strategies have been enacted to guarantee human rights, gender equality, and an inclusive society. The social inclusion of older workers into the labour market is a complex issue that depended not only of the Government interventions, but also by the active engagement of other stakeholders. In the Albanian tradition family continues to be a strong supporting institution for older people and children, very likely to the Abbado’s idea in Italy.This chapter is based on an analysis of policy documents, research and statistics from INSTAT, Eurostat, World Bank, etc. The Eurofound’s European Working Conditions Survey (EWCS) 2015, and European Quality of Life Survey (EQLS) 2016 are used to identify age and gender patterns regarding work-life balance and social inclusion. The analysis suggests that to fully address the complexity of the inclusion of older workers in the labour market, an integrated approach should involve all relevant policy areas such as education, health, employment, and social protection, as well as engagement of all community stakeholders.

Slums are often associated with negativities in society including social vices, thievery and arm robbery due to the unsightly nature of the settlements, characterized with filth and insanitary conditions. However, slums provide accommodation for rural-urban migrants who are unable to afford the high cost of rent due to several factors including poor housing policy by government, high rental cost, financial difficulties, unemployment and poverty. This study aims at ascertaining the functional activities and survival strategies of slum dwellers in Ashaiman Municipality in Ghana. Ashaiman is a sprawling urban settlement, parts of which exhibit characteristics of a slum. It is a home to people from many ethnic groups within and outside Ghana who are all there to eke out a living. It also provides space for well organised and recognised professional, trade, ethnic, welfare and youth associations with formal structures and support systems to ensure good governance, compliance and reward systems. This study deployed a mixed method approach to collect quantitative and qualitative data from 490 respondents and 13 key informants in two slum communities; namely; Manmomo and Tulaku within Ashaiman Municipality. Interview schedule, interview guides and focus group discussion guides were used to collect data. Appropriate techniques were used to process and analyse the data. The results showed that the slum dwellers presented varied economic potentials as they contributed to the bustling 24/7 economy. The local economy was characterised by small and micro-scale activities in the informal sector. The municipal authority generated revenue through taxation in whatever form while the slum dwellers provided a strong voting block for politicians. However, the slums also provided the opacity needed for illegal activities. The slum residents operated in an under-served location with deficits in security, infrastructure, health and environmental sanitation. The survival strategies included social safety in terms of perception of historical and traditional ties, social acceptability, social network, security and business opportunities. The diverse characteristics, capacities, tenacity arising from survival experiences, adaptability, social capital, political clout in numbers, and youthful population contribute to make the slum communities in Ashaiman a place of survival. The main argument of the study is that slum dwellers demonstrate resourcefulness, thereby debunking their association with low levels of access to productive sources. It is therefore, recommended that the central government, local government, technocrats, the private sector and civil society groups should collaborate to enhance the potentials of the slum dwellers for local level development.

"Service-learning is traditionally used as a pedagogical tool in pre-service teacher education programs to connect theory to practice and to provide future teachers with experiences that support school needs and offer early opportunities to engage with children and youth. While the assumption is that pre-service teachers will benefit from service-learning by ultimately becoming more effective educators, the reality is that pre-service teachers often encounter entrenched power structures and deficit models of teaching and learning while participating in traditional service-learning activities. The research presented here examined one college’s critical service learning initiative designed to support pre-service teachers as they interrogated existing power structures impacting both teaching and children’s learning and lived experiences. The College’s rationale for this pedagogical shift was to support pre-service teachers’ understanding of equity and social justice and to help them develop an anti-oppressive professional advocacy voice that can be useful when attempting to reduce the systemic barriers they may encounter when working in U.S. schools. The researcher followed 94 pre-service teachers over the course of 10 weeks as they engaged in one of two self-selected critical service-learning projects: (1) Educational policy involvement during a government legislative session (n=51) or (2) Production of podcasts on educational equity issues for the local community (n=43). Survey data and analysis of student reflections were examined. 91% of pre-service teachers indicated that involvement enhanced their ability to implement anti-oppressive practices, and 96% reported that the experience helped them determine who they want to become in a movement for educational and social justice."

UKAEA’s mission at its Dounreay establishment in the north of Scotland is to restore the site so that it can be used for other purposes, with a minimal effect on the environment and requiring minimal attention by future generations. A Dounreay Site Restoration Plan (DSRP) has been produced. It sets out the decommissioning and radioactive waste management activities to restore the site within the next 60 years. Management of solid low level radioactive waste (LLW) that already exists, and that which will be produced as the DSRP progresses is an essential site restoration activity. Altogether around 150,000m3 (5.3Mft3) of untreated LLW could arise. This will then need to be treated, packaged and managed, the resulting volume being around 200,000m3 (7Mft3). A project to develop a long term strategy for managing all Dounreay’s existing and future LLW was initiated in 1999. The identification of complete solutions for management of LLW arising from the site restoration of Dounreay, an integrated reactor and reprocessing site, is novel in the UK. The full range of LLW will be encountered. UKAEA is progressing this specific project during a period when both responsibility and policy for UK decommissioning and radioactive waste management are evolving in the UK. At present, for most UK nuclear operators, there are no recognised routes for disposing of significant volumes of decommissioning LLW that has either lower or higher radioactivity than the levels set by BNFL for disposal at the UK national LLW disposal site at Drigg. A large project such as this has the potential to affect the environmental and social conditions that prevail in the area where it is implemented. Local society therefore has an interest in a project of this scale and scope, particularly as there could be a number of feasible solutions. UKAEA is progressing the project by following UK established practice of undertaking a Best Practicable Environmental Option (BPEO) study. UKAEA has no preconceptions of the outcome and is diligently not prejudging issues prematurely. The BPEO process draws experts and non-experts alike into the discussions and facilitates a structured analysis of the options. However to permit meaningful debate those options have to be at first generated, and secondly investigated. This has taken UKAEA two and a half years in technical assessment of options at a cost of around £23/4M. The options and issues have been investigated to the depth necessary for comparisons and valid judgements to be made within the context of the BPEO study. Further technical evaluation will be required on those options that eventually emerge as the BPEO. UKAEA corporate strategy for stakeholder participation in BPEO studies is laid out in “Restoring our Environment”, published in October 2002. This was developed by a joint approach between project managers, Corporate Communications, and discussion with the regulators, government departments and Scottish Executive. An Internal Stakeholder Panel was held in March 2003. The Panel was independently facilitated and recorded. Eight Panel members attended who provided a representative cross-section of people working on site. Two External Stakeholder Panels were held in Thurso at the end of May 2003. A Youth Stakeholder Panel was held at which three sixth form students from local High Schools gave their views on the options for managing Dounreay’s LLW. The agenda was arranged to maximise interactive discussion on those options and issues that the young people themselves considered important. The second External Stakeholder Panel was based on the Dounreay Local Liaison Committee. Additional participants were invited in acknowledgement of the wider issues involved. As the use of Drigg is an option two representatives from the Cumbrian local district committee attended. From all the knowledge and information acquired from both the technical and stakeholder programmes UKAEA will build up the objective line of argument that leads to the BPEO emerging. This will be the completion of this first stage of the project and is planned for achievement in March 2004. Once the BPEO has been identified the next stage will be to work up the applications for the authorisations that will be necessary to allow implementation of the BPEO. Any facilities needed will require planning permission from the appropriate planning authority. The planning application could be called in by a Minister of State or a planning inquiry convened. During this next stage attention will be paid to ensure all reports and submissions are consistent and compliant with regulations and possible future legal processes. Stakeholder dialogue will continue throughout this next stage moving on from disussion of options to the actual developments. The objective will be to resolve as many issues stakeholders might raise prior to the submissions of applications and prior to the regulators’ formal consultation procedures. This will allow early attention to those areas of concern. Beyond the submission of applications for authorisations it is unwise to speculate as nuclear decommissioning will be then organised in the UK in a different way. The Nuclear Decommissioning Authority will most probably be in overall control and, particularly for Dounreay, the Scottish Executive may have developed its policy for radioactive waste management in Scotland.

This Handbook has been created for development partners and civil society actors that design and implement youth employment interventions, particularly in contexts marked by fragility and political-economic crises. Youth employment programmes usually strengthen young people’s business and entrepreneurship skills. They fail to consider the civic and political competencies needed by young people in order to negotiate fair, safe, and decent working conditions and influence the wider policy environment for decent work. The Handbook offers suggestions for integrating youth active citizenship strategies into youth employment interventions, thus building young people’s civic and political skills. Adopting these strategies will strengthen the capacities of young people to engage both private sector and government actors, foster inclusion, and strengthen coalitions that can influence a enabling environment for decent jobs for youth. Recognising that many young people start their trade and businesses in theinformal economy, the Handbook takes their experiences as the point of departure. It is widely recognised that political economy matters for development and development interventions. This also applies to youth employment programming. Ideas in this Handbook recognise that politics influence youth employment opportunities. This is particularly the case in contexts commonly referred to as fragile, conflict-affected and violent settings (FCVS). Approaches to youth employment interventions need to respond to these dynamics to avoid that powerful actors capture them to serve their interests and avoid increasing risks to conflict. Moreover, the Covid-19 pandemic has proved that fragility is multidimensional and manifests in many countries across the globe. Early on in the pandemic, it quickly became clear that the informal economy would be hard hit. In addition, the challenging politics of FCVS influence opportunities for both formal and informal employment.

Rice is Tanzania’s third most important staple crop after maize and cassava, and produced by more than 1 million households who are mostly small-scale farmers. Meanwhile sunflower is the most important edible oil crop in Tanzania, also grown mostly by small-scale farmers. Over the last two decades, rice and sunflower have increasingly become important sources of income. This can be attributed to efforts by the government, in collaboration with development agencies, to commercialise rice and sunflower production to improve livelihoods and reduce poverty among actors in both value chains. There have also been efforts aimed at ensuring sustainable commercialisation and involvement of women and youth in the commercialisation process. Despite these initiatives, women and youth involvement in the rice and sunflower commercialisation process is likely to be constrained by their limited access to land and financial capital. Looking at government policy to promote commercial rice and sunflower production for poverty reduction, this brief examines the extent to which households headed by women and youth have been able to participate in the commercialisation process of the two value chains.

In the spring of 2008, WIFO, KMU Forschung Austria, Prognos AG in Germany and convelop were jointly commissioned by the Austrian Federal Ministry for Transport, Innovation and Technology and the Austrian Federal Ministry of Economy, Family and Youth to perform a systems evaluation of the country's research promotion and funding activities. Based on their findings, six recommendations were developed for a change in Austrian RTDI policy as outlined below: 1. to move from a narrow to a broader approach in RTDI policy (links to education policy, consideration of the framework for innovation such as competition, international perspectives and mobility); 2. to move from an imitation to a frontrunner strategy (striving for excellence and market leadership in niche and high-quality segments, increasing market shares in advanced sectors and technology fields, and operating in segments of relevance for society); 3. to move from a fragmented approach to public intervention to a more coordinated and consistent approach(explicit economic goals, internal and external challenges and reasoning for public intervention); 4. to move from a multiplicity of narrowly defined funding programmes to a flexible, dynamic policy that uses a broader definition of its tasks and priorities (key technology and research segments as priority-action fields, adequate financing of clusters and centres of excellence); 5. to move from an unclear to a precisely defined allocation of responsibilities between ministries and other players in the field (high-ranking steering group at government level, monitoring by a Science, Research and Innovation Council); 6. to move from red-tape-bound to a modern management of public intervention (institutional separation between ministries formulating policies and agencies executing them, e.g., by "progressive autonomy").

Although Bhutan made significant economic strides since 2000, there were still obstacles to overcome. The country’s dependence on hydropower and tourism made its economy vulnerable to climate change and the effects of COVID-19. As the rate of educational attainment increased and more people sought employment in the public sector, youth unemployment became a serious problem. To diversify its revenue sources, create more jobs, reduce poverty, and improve the welfare of its people, Bhutan introduced policies to support its cottage and small industries (CSIs). Based on the 2019 CSI Policy and the 2019–2023 CSI Action Plan, we describe the challenges faced by entrepreneurs in the renewable and natural resources sector and draw on the perspectives of government officials.

In this 2021 Nulungu Reconciliation lecture, Dr Robert Isaacs AM OAM will explore the meaning of reconciliation and the lessons of his personal journey in two worlds. As part of the Stolen Generation, and born at the dawn of the formal Aboriginal Rights Movement, this lecture outlines the changing social attitudes through the eyes of the lived experience and the evolving national policy framework that has sought to manage, then heal, the wounds that divided a nation. Aspirations of self-determination, assimilation and reconciliation are investigated to unpack the intent versus the outcome, and why the deep challenges not only still exist, but in some locations the divide is growing. The Kimberley is an Aboriginal rights location of global relevance with Noonkanbah at the beating heart. The Kimberley now has 93 percent of the land determined through Native Title yet the Kimberley is home to extreme disadvantage, abuse and hopelessness. Our government agencies are working “nine-to-five” but our youth, by their own declaration, are committing suicide out of official government hours. The theme of the Kimberley underpins this lecture. This is the journey of a man that was of two worlds but now walks with the story of five - the child of the Bibilmum Noongar language group and the boy that was stolen. The man that became a policy leader and the father of a Yawuru-Bibilmum-Noongar family and the proud great-grandson that finally saw the recognition of the courageous act of saving fifty shipwrecked survivors in 1876.
