ENGLISH ABSTRACT: Since the advent of democracy in South Africa, the government has prioritized youth development in the country. The strides made by government include setting up institutional arrangements, developing policies and implementing programmes targeting young people in the country. However, despite the efforts made to develop young people, the youth transition to adulthood is still extremely difficult, more especially for unemployed black females who reside in rural areas. Youth unemployment is the biggest problem affecting the youth in South Africa and globally, and the majority of the unemployed youth have been categorised as ‘Not in Education, Employment or Training’ (NEET). Being unemployed and also not being in education or training to prepare for future employment, limits future employability of the NEETs. The Department of Social Development and Special Programmes in the Eastern Cape Province implemented the Masupa-Tsela Youth Pioneers Programme (MYPP) to intervene in the high rate of youth unemployment in the Province. The programme in the Province was never evaluated and as a result there is no evidence of the success or failure of this youth programme. This study evaluates the implementation of the MYPP with a particular focus in Mhlontlo Local Municipality within O.R. Tambo District Municipality in the Eastern Cape Province. Mhlontlo Local Municipality is a rural municipality characterized by high youth unemployment, high youth poverty, low levels of education among youth and low literacy levels among adults. The purpose of the study was to explore and discover whether the intended outcomes of the MYPP were achieved and what the specific challenges of the youth were. Evaluation research is used in this study to explore the MYPP. Evaluation research assesses the conceptualization, implementation, and impact of development programmes and projects. The data collected during this study through focus groups, interviews, questionnaires, and document review, revealed that the programme mostly achieved its intended outcomes, although there are areas that need to be improved in the future implementation of the programme. However, the goals and outcomes of the MYPP were not adequate to address the size of the challenge. On the basis of the findings of this study the researcher recommends that youth development programmes should be implemented in the context of sustainable development and young people must be placed at the centre of that development as agents of change in their communities. The researcher also recommends outcomes based planning in the Department, up-scaling of the programme, regular evaluation of the design, implementation and results of a youth programme as well as improved participation of the youth in the programmes designed to improve their lives.
AFRIKAANSE OPSOMMING: Die regering het sedert die koms van demokrasie in Suid-Afrika jeugontwikkeling in die land geprioritiseer. Die vooruitgang wat gemaak is, sluit in die opstel van institusionele reëlings , die ontwikkeling van beleid en die implementering van programme wat gerig is tot jong mense in die land. Maar ten spyte van die pogings om jong mense te ontwikkel, vind die jeug die oorgang na volwassenheid nog steeds baie moeilik, veral vir werklose swart vroue wat in landelike gebiede woon . Werkloosheid onder jeug is die grootste probleem wat die jeug in Suid -Afrika en in die wêreld ondervind, en die meerderheid van die werklose jeug word gekategoriseer as "Nie in onderwys, beroep of opleiding nie' (NOBOe). Om werkloos te wees en ook nie in onderwys of opleiding om voor te berei vir toekomstige indiensneming nie, beperk toekomstige indiensneembaarheid van die NOBOe . Die Departement van Maatskaplike Ontwikkeling en Spesiale Programme in die Oos-Kaap het die Masupa Tsela - Jeug Pioneers Programme (MJPP) geïmplementeer om in te gryp in die hoë werkloosheidskoers onder die jeug in die Provinsie. Die programme in die provinsie is nooit geëvalueer en as gevolg is daar geen bewyse van die sukses of mislukking van hierdie jeug programme nie. Hierdie studie evalueer die implementering van die MJPP met 'n spesifieke fokus op Mhlontlo Plaaslike Munisipaliteit in die Tambo -distriksmunisipaliteit in die Oos-Kaap. Mhlontlo Plaaslike Munisipaliteit is 'n landelike munisipaliteit wat gekenmerk word deur hoë werkloosheid onder die jeug, hoë jeug armoede, lae vlakke van onderwys onder die jeug en lae vlakke van geletterdheid onder volwassenes . Die doel van die studie was om te ondersoek en vas te stel of die beoogde uitkomste van die MYPP bereik is en wat die spesifieke uitdagings van die jeug was. Evaluering navorsing is in hierdie studie gebruik om die MJPP te verken. Evalueringsnavorsing evalueer die konseptualisering, implementering en die impak van die ontwikkeling van programme en projekte . Die data wat ingesamel is tydens hierdie studie deur middel van fokusgroepe, onderhoude, vraelyste , en dokument hersiening, het aan die lig gebring dat die programme meestal sy doel bereik het, maar daar is gebiede van die implementering van die programme wat in die toekoms verbeter sal moet word. Maar die doelwitte en uitkomste van die MYPP was nie voldoende om die grootte van die uitdaging aan te spreek nie. Op grond van die bevindinge van hierdie studie beveel die navorser uitkomsgebaseerse beplanning in die Departement voor, vergroting van die programme , gereëlde evaluering van die ontwerp, implementering en resultate van 'n jeug programme sowel as die verbeterde deelname van die jeug in die programme wat ontwerp word om hul lewens te verbeter.

Abstract:
The Employment Tax Incentive (ETI) is a first of its kind wage subsidy policy in South Africa. Designed to tackle the problem of youth unemployment, the ETI differs from previous policies as it aims to address unemployment through stimulating job creation. Youth unemployment has remained above 40 percent in the past ten years and is one of South Africa's key challenges. The policy was adopted in the face of this alarmingly high level of youth unemployment and at a time where the aggregate demand was low. This thesis is an important contribution to the academic literature on the demand for young workers by providing insights into this large active labour market policy intervention. The first substantive contribution is the preparation and development of a panel dataset based on payroll tax records. The tax data panel is then used to investigate the beneficiaries of the subsidy. Large firms in retail; manufacturing and financial services sectors are responsible for the highest number and largest value of subsidy claims. The subsidy is well targeted reaching younger workers in the eligible group. The subsidy is, however, only reaching half of all subsidy eligible workers. The second contribution is the investigation of job creation at the firm level. Using a matched difference-in-differences approach, a subset of ETI firms is found to have increased their employment of youth and these results are robust to various measures of youth employment. No evidence of displacement of ineligible workers if found. The third contribution explores the labour market outcomes of individuals eligible for the subsidy. Using both tax and survey data, I estimate the intention-to-treat impacts of the ETI using a triple differences method. There are very small positive effects on earnings and entry into employment and no evidence of change on overall employment and unemployment rates for young, low-wage workers. The thesis concludes by assessing the aggregate implications from these results for understanding youth unemployment in the South African labour market and the role of active labour market policy in overcoming this problem.

This is an analytical as well as evaluative study which uses qualitative methods. The focus of the study is the local government sphere and its subjects are district municipalities and metros as administrative entities. The study seeks to understand whether local government has succeeded in meeting the objective of gender parity in senior management positions. The study draws extensively on the literature covering the historical evolution of women’s movements and feminists theories. It reviews empirical evidence on the implementation of gender equality initiatives in South Africa. A data set on employment statistics of local government is utilised. As an analytical device, the data for local government is compared with national and provincial governments.

Abstract:
The thesis is concerned with the impact of population ageing on the future trends of male employment and unemployment in Japan, since it is thought that rising unemployment amongst older people will increase the dependency rate, leading to a reduction in capital accumulation and slower economic growth. The study is based on material and data obtained while researching in Japan for one year and draws heavily on Japanese-language sources. First, the role of rapidly falling fertility in stimulating economic growth in Japan is examined, followed by a detailed analysis of employment practices across different sizes of company in Japan that draws on surveys published by government and private institutions. It is found that existing analyses of Japanese employment practices ignore the importance of workforce age structure in internal labour markets. An efficiency age structure hypothesis that stresses labour demand rigidities is formulated: it is hypothesised that large firms with internal labour markets attempt to maintain a given internal age structure to maximise workforce efficiency. This behaviour implies that as the population ages, the unemployment rate of older men will rise. The implications of this hypothesis are examined at a micro level through an analysis of the adjustments firms have made to employment practices; and at the macro level through an analysis of the macro labour market. The absorptive capacity of small companies and self-employment for older men was examined using cohort analysis. Finally the impact of government policy on the labour market for older men is examined and assessed. Government policy is divided into two main categories: labour market intervention and public pension reform. The thesis indicates that raising the pension eligibility age will not reduce dependency unless employment practices that generate unemployment of older people are changed.

Abstract:
The dissertation has the goal of providing a better understanding on the effectiveness of specific active labour market policies that aim at integration of young and older workers. The first Chapter evaluates the effectiveness of the 2003 reform of the Italian apprenticeship regime is assessed. This reform raised the age-eligibility and revised the training component. The different timing of the implementation of the reform in the Italian regions and sectors is exploited. To estimate the ATT of the apprentices in the reformed regime (compared to the old regime), the Covariate Balancing Propensity Score estimator is implemented (CBPS - Imai and Ratkovic, 2014) employing a large set of covariates. The inflow sample of about 18,000 apprentices hired in 2007 is drawn from administrative data of the Social Security Institutions (INPS). Four years after hiring, the reform induced an increase in the transition rate to permanent jobs in the same firm and boosted the average wage of the apprentices. Finally, by a DiD estimator on the LFS, it is found that the higher diffusion of the apprenticeship among the youth becoming eligible is offset by a reduction of other temporary jobs. The research related to the second and the third Chapters assesses the effectiveness of Belgian federal policies to boost the employment rate of the older population. In this research we rely on an endogenous stratified sample of administrative data containing about 244,000 individuals (aged between 52 and 61 years old in 2002) with their employment history since 1957. The second Chapter assesses the impact of a Belgian employers’ Social Security Contributions reduction for workers older than 58. The analysis is performed on multiple repeated cross-sections even if panel data are available, to account for age-varying confounding factors. We use a CDiD estimator (Heckman et al., 1997) and when needed a trend-adjusted version of it (Wolfers, 2006). To facilitate the integration of endogenous sampling weights in this estimator, we implement it as an Inverse Probability Weighting (IPW) estimator, which we extend to allow for multiple cross-sections in the before and after periods. We find small positive short-run impacts on working time and larger ones on the employment rate, but only for employees at high risk of leaving to early retirement. The wage is not affected. In a Cost-Benefit-Analysis, we estimate that during the 1.25 years after its introduction the subsidy imposed a net monthly cost of 330€ per saved job to Society. Had the subsidy been targeted to sectors where early retirement schemes are widely used, Society would instead have gained 2,080€ per saved job. The third Chapter evaluates the impact of the Belgian part-time Time-Credit scheme for older workers. The policy measure allows older workers to reduce their working time by 20% (or 50%) with the goal of postponing their retirement decision and possibly improve their work-life balance. Workers receive a lump-sum in-work benefit of about € 215 (€ 385), granting an average income replacement of 90% (66%) of the full-time wage. We assess the ATT on the survival in employment and we control for selection on observable (IPW) by using their whole employment history. As control units can enter the treatment in later periods, we take into account the dynamic treatment selection (Vikström, 2014). Our estimates indicate a positive employment effect in the short-run followed by a negative impact after four years with insignificant health effects. The policy does not pass the Cost-Benefit-Analysis test.

This paper analyzes the employment policy of the current Peruvian government. We begin with some considerations on the economic and social context of the period 2011-2015 and specifically on the concept of precariousness in employment. Abstract:
Across the European Union (EU) persistently high levels of unemployment amongst young citizens risk the creation of a 'lost generation' of individuals. In response, the European Commission has launched a number of measures aimed at fostering strong levels of youth employment, including the Youth Employment Package (YEP) and the Young Employment Initiative (YEI). Their ultimate delivery however, depends heavily on the aspirations and capacity of the member states, both at the national-level, and crucially, at the local level. This thesis investigates the extent to which the concept of multi-level governance (MLG) can help us to understand policy-making and implementation in the field of EU youth employment policy. It focusses specifically on the distinct national and subnational experiences of two highly unitary EU member states, the UK (England) and France. Unitary states, often overlooked within the MLG scholarship in favour of decentralised and federal states, offer a valuable opportunity to identify the specific internal and external factors that serve to enable, support, hinder or block instances of multi-level governance- which may be missed in more conducive settings. Indeed, at first glance, this thesis finds that national state-executives dominate the policy-making and implementation processes around EU youth employment policy. Critically, however, a deeper investigation discovers that they are unable to monopolise these processes. Instead, the picture painted in this thesis is one of contestation, rivalry, and conflicting interests between the supranational, national and subnational tiers. The thesis consequently reveals important implications for the MLG literature.

Entering the labor force is noted as one of the most significant role transitions of young adulthood. Multiple studies find that a significant portion of the nation’s young adult population has not been able to make this critical role transition successfully. The purpose of this dissertation is to identify factors that help out-of-school youth make a successful transition to postsecondary education and employment. The study analyzes data collected from a cohort of out-of-school youth who participated in employment and training programs operated in the state under the Workforce Investment Act (WIA) in Southside Virginia. The primary research question is why are some out-of-school youth with barriers to education and employment able to succeed in the job market, while others who face similar barriers are unable to obtain occupational skills credentials and/or employment? The findings of this study suggest that out-of-school youth with barriers to education and employment are able to succeed in postsecondary education as well as the job market when they have access to social capital in the form of personal support and connections to individuals who the youth perceive to be willing to offer assistance in times of crisis. The findings convey the idea that out-of-school youth who do manage to obtain education and employment success are those who have a higher propensity to seek out and utilize the resources available in the communities they live in. Study findings also lead to the conclusion that out-of-school youth who make good use of resources available to them are able to do so as a result of enhanced levels of leadership skills and abilities.

Abstract:
Youth substance abuse in Oregon reached epidemic proportions in the early 1980s. A response to this social issue from the Governor's Office, the state legislature, and the Office of Alcohol and Drug Programs during 1983-1985 is the foundation of this case study. Oregon, a small state of three million, was faced with a growing problem of youth and adult substance abuse. Legislative leaders, agency staff, and Governor Atiyeh recognized an opportunity to create public policy to solve problems of substance abuse including crime. The focus on substance abuse included streamlining several budgets with substance abuse monies in various state agencies. The intent of this study was to recreate the development of public policy specifically in the area of youth substance abuse during the years 1983-1985. The final policy, Oregon House Bill 2124 (1985), represented the work budgets with alcohol and drug monies in various state agencies. The intent of this study is to recreate the development of public policy specifically in the area of youth substance abuse during the years 1983-1985. The final policy, Oregon House Bill 2124 (1985), represented the work of several political entities, and presented recommendations for substance abuse treatment, budget alignments among several agencies with alcohol and drug monies, and finally, prevention of youth substance abuse. This dissertation established that leadership and politics affected policy development more than the variables of economics, special interest groups, or research which were chosen from the literature in policy development. Research was the variable studied in depth to determine if policy developers utilized what was known about youth substance abuse to develop policy goals. Several barriers to the use of research and rational methods for policy development were uncovered. The study found that the use of research was regarded as important among policy developers, but their practice was not at all congruent with that belief. There were many studies on youth prevention and social competency training available to policy planners which may have supported more specific policy recommendations. No collaborations between researchers and policy developers occurred in this case study. The barriers to collaborative efforts with researchers and the use of policy analysis methods were uncovered in this study. The final policy document presented to the legislature lacked specific recommendations for well researched programs which appeared to be the result of political considerations rather than rational policy development. Finally, this case of policy development revealed a process that was inconsistent, politically driven, disregarded available research, and resulted in broad policy goals which have not been exceptionally successful in limiting or even addressing youth substance abuse over the nine years of implementation by the same administrator who significantly helped to develop them.

The objective of this research was to explore the roles and experiences of governments analysts. A consideration of this group was timely given the emphasis on the government's use of evidence in policy in recent years. Further, more needs to be known about the work of intermediaries in the evidence-policy relationship, a broad ranging group to which government analysts arguably belong. This exploratory qualitative research investigated how government analysts understood and managed the relationship between evidence and policy. In addition, the research examined the contributions of different analytical professions to schools and disability employment.

In industrialized economies such as the European countries unemployment rates are very responsive to the business cycle and significant shares stay unemployed for more than one year. To fight cyclical and long-term unemployment countries spend significant shares of their budget on Active Labor Market Policies (ALMP). To improve the allocation and design of ALMP it is essential for policy makers to have reliable evidence on the effectiveness of such programs available. Although the number of studies has been increased during the last decades, policy makers still lack evidence on innovative programs and for specific subgroups of the labor market. Using Germany as a case study, the dissertation aims at contributing in this way by providing new evidence on start-up subsidies, marginal employment and programs for youth unemployed. The idea behind start-up subsidies is to encourage unemployed individuals to exit unemployment by starting their own business. Those programs have compared to traditional programs of ALMP the advantage that not only the participant escapes unemployment but also might generate additional jobs for other individuals. Considering two distinct start-up subsidy programs, the dissertation adds three substantial aspects to the literature: First, the programs are effective in improving the employment and income situation of participants compared to non-participants in the long-run. Second, the analysis on effect heterogeneity reveals that the programs are particularly effective for disadvantaged groups in the labor market like low educated or low qualified individuals, and in regions with unfavorable economic conditions. Third, the analysis considers the effectiveness of start-up programs for women. Due to higher preferences for flexible working hours and limited part-time jobs, unemployed women often face more difficulties to integrate in dependent employment. It can be shown that start-up subsidy programs are very promising as unemployed women become self-employed which gives them more flexibility to reconcile work and family. Overall, the results suggest that the promotion of self-employment among the unemployed is a sensible strategy to fight unemployment by abolishing labor market barriers for disadvantaged groups and sustainably integrating those into the labor market. The next chapter of the dissertation considers the impact of marginal employment on labor market outcomes of the unemployed. Unemployed individuals in Germany are allowed to earn additional income during unemployment without suffering a reduction in their unemployment benefits. Those additional earnings are usually earned by taking up so-called marginal employment that is employment below a certain income level subject to reduced payroll taxes (also known as “mini-job”). The dissertation provides an empirical evaluation of the impact of marginal employment on unemployment duration and subsequent job quality. The results suggest that being marginal employed during unemployment has no significant effect on unemployment duration but extends employment duration. Moreover, it can be shown that taking up marginal employment is particularly effective for long-term unemployed, leading to higher job-finding probabilities and stronger job stability. It seems that mini-jobs can be an effective instrument to help long-term unemployed individuals to find (stable) jobs which is particularly interesting given the persistently high shares of long-term unemployed in European countries. Finally, the dissertation provides an empirical evaluation of the effectiveness of ALMP programs to improve labor market prospects of unemployed youth. Youth are generally considered a population at risk as they have lower search skills and little work experience compared to adults. This results in above-average turnover rates between jobs and unemployment for youth which is particularly sensitive to economic fluctuations. Therefore, countries spend significant resources on ALMP programs to fight youth unemployment. However, so far only little is known about the effectiveness of ALMP for unemployed youth and with respect to Germany no comprehensive quantitative analysis exists at all. Considering seven different ALMP programs, the results show an overall positive picture with respect to post-treatment employment probabilities for all measures under scrutiny except for job creation schemes. With respect to effect heterogeneity, it can be shown that almost all programs particularly improve the labor market prospects of youths with high levels of pretreatment schooling. Furthermore, youths who are assigned to the most successful employment measures have much better characteristics in terms of their pre-treatment employment chances compared to non-participants. Therefore, the program assignment process seems to favor individuals for whom the measures are most beneficial, indicating a lack of ALMP alternatives that could benefit low-educated youths.
Zur Verbesserung der Arbeitsmarktchancen arbeitsloser Personen und damit zur Bekämpfung von Arbeitslosigkeit werden innerhalb der Europäischen Union jedes Jahr beträchtliche Summen für Maßnahmen der aktiven Arbeitsmarktpolitik (AAP) aufgewendet. Vor diesem Hintergrund ergibt sich die Frage nach der Effektivität dieser Programme. Obwohl in den vergangenen Jahren zahlreiche empirische Evaluationsstudien durchgeführt und hierdurch wesentliche Erkenntnisse über die Wirksamkeit von AAP gewonnen wurden, bestehen noch stets unerforschte bzw. nur unzureichend erforschte Bereiche, wie zum Beispiel für innovative Programme oder für Untergruppen am Arbeitsmarkt. Hierin liegt der Beitrag der Dissertationsschrift. Am Beispiel von Deutschland werden neue Erkenntnisse zur Wirksamkeit der Existenzgründungsförderung, der geringfügigen Beschäftigung sowie der Programme für arbeitslose Jugendliche geliefert. Mit Einführung des Existenzgründungszuschusses (Ich-AG) im Rahmen der Hartz-Reformen, standen gründungswilligen Arbeitslosen, zusammen mit dem bereits seit Mitte der Achtziger Jahre bekannten Überbrückungsgeld, zwischen 2003 und 2006 zwei Förderprogramme zur Verfügung. Beide Programme umfassen eine monetäre Förderung während der Gründungsphase, um arbeitslosen Personen den Weg in die berufliche Selbständigkeit zu erleichtern. Die Analyse der beiden Programme zeigt deutlich, dass die intendierten Ziele, d.h. die Verbesserung der Beschäftigungschancen sowie der Einkommenssituation der Teilnehmer, erreicht wurden. Es zeigt sich weiter, dass beide Programme insbesondere effektiv für benachteiligte Gruppen am Arbeitsmarkt, wie z.B. Geringqualifizierte, sowie in Regionen mit eher schlechten ökonomischen Bedingungen sind. Aber auch die getrennte Analyse für Frauen zieht eine positive Bilanz. Hier erweist sich die Förderung als besonders wirksam, da die berufliche Selbständigkeit (im Gegensatz zur abh. Beschäftigung) anscheinend eine bessere Vereinbarkeit von Familie und Beruf ermöglicht. Abschließend lässt sich somit feststellen, dass die Förderung der beruflichen Selbständigkeit eine sinnvolle Strategie darstellt, da insbesondere bestehende Hürden für benachteiligte Gruppen am Arbeitsmarkt beseitigt und diese Personen langfristig in den Arbeitsmarkt integriert werden. Im nächsten Abschnitt der Dissertationsschrift wird die Aufnahme einer geringfügigen Beschäftigung während der Arbeitslosigkeit untersucht. In Deutschland können arbeitslose Personen bis zu 15 Stunden/Woche eine Beschäftigung aufnehmen, wobei ein Zuverdienst bis 165 Euro/Monat keine Auswirkung auf den Bezug von Arbeitslosengeld hat. Hierzu greifen arbeitslose Personen insbesondere auf die geringfügige Beschäftigung (genannt „Mini-Job“) zurück, da diese für die Arbeitslosen selbst abgabenfrei ist und Arbeitgeber nur einen reduzierten Beitrag zur Sozialversicherung sowie Einkommensteuer zahlen. Das erhöhte Einkommensniveau während der Arbeitslosigkeit sowie der enge Kontakt zum Arbeitsmarkt können unterschiedliche Wirkungen generieren. Es zeigt sich, dass die Aufnahme einer geringfügigen Beschäftigung grundsätzlich keinen signifikanten Einfluss auf die Arbeitslosigkeitsdauer hat, jedoch im Anschluss an die Arbeitslosigkeit zu längeren Beschäftigungsphasen führt. Die Untersuchung der Effektheterogenität zeigt, dass die geringfügige Beschäftigung während der Arbeitslosigkeit die Arbeitslosigkeitsdauer für Langzeitarbeitslose verkürzt und zu insgesamt stabileren Beschäftigungsphasen für diese Personengruppe führt. Das Ergebnis ist von hoher politischer Relevanz, da die Möglichkeit einer Zusatzbeschäftigung während der Arbeitslosigkeit anscheinend ein effektives Instrument zur Bekämpfung von Langzeitarbeitslosigkeit darstellt. Abschließend beschäftigt sich die Dissertationsschrift mit der Untersuchung der Effektivität von AAP zur Verbesserung der Arbeitsmarktchancen von arbeitslosen Jugendlichen. Jugendliche sind im Gegensatz zu Erwachsenen häufiger von Arbeitslosigkeit betroffen, da sie über geringere Such- bzw. Arbeitserfahrung verfügen. Die Bekämpfung von Jugendarbeitslosigkeit steht daher im Fokus der AAP. Vor diesem Hintergrund ist es erstaunlich, dass bisher nur wenig über die Wirksamkeit von AAP für arbeitslose Jugendliche bekannt ist bzw. für Deutschland hierzu noch überhaupt keine Erkenntnisse existieren. Die Dissertationsschrift liefert nun erstmalig Evidenz zur Wirksamkeit von AAP für arbeitslose Jugendliche in Deutschland. Die untersuchten Programme (außer Arbeitsbeschaffungsmaßnahmen) erhöhen die Beschäftigungswahrscheinlichkeit der Teilnehmer gegenüber den Nicht-Teilnehmern. Allerdings zeigt sich auch, dass arbeitslose Jugendliche ohne bzw. mit Hauptschulabschluss weniger von einer Programmteilnahme profitieren als Jugendliche mit einer höheren Schulbildung. Hier scheint noch Optimierungsbedarf zu bestehen, indem die Ausgestaltung der AAP stärker auf die Bedürfnisse von geringqualifizierten Jugendlichen eingehen sollte.

Economic growth and development are strategic for the overall development of a country. Micro, small and medium enterprises play a surmountable role in economic growth and development. Among other contributions, they provide jobs in an economy. Several developing countries, such as Eritrea, face limited private sector growth, yet also have the need to invest in the creation of enough and decent job for youths. Hence, this study intended to identify the prominent factors that deter the growth of micro, small and medium enterprises as well as the connection between their growth and youth employment, using a case study of Eritrea. The study used econometric research method. Through stratified sampling and a questionnaire, it collected data from 76 micro, small and medium enterprises. In the analysis, it used ordinal and binary logistic regressions, chi-square and correlation tests. The study concludes that there is no sufficient evidence that the growth of micro, small and medium enterprises influences youth employment. It finds that the growth of micro, small and medium enterprises is deterred by obstructive access to raw materials, obstructive banking regulations and obstructive general business regulations and policies. The study recommends improvement of the macro-economic conditions for pro-business sector growth, establishment of a policy on development of micro, small and medium enterprises, and a gradual liberalization of the private economy. Further, it proposes an impact investing based growth model of micro, small and medium enterprises to increase certainty on employment creation contribution. It suggests that an investment in micro, small and medium enterprises for youth employment creation that does not address the identified deterrents faces a significant impact risk.

ENGLISH ABSTRACT: Like in many developing countries, youth development in South Africa is advancing towards becoming the central focus of government. The population figures illustrate a demographic dividend, or youth bulge as others would want to call it. A more pragmatic and aggressive approach to youth development for South Africa has never been more urgent than now. Municipalities by design are at the grassroots and the gateway for providing direct development interventions to the masses of the peoples of South Africa. Most of the municipalities in the country have started to take up this responsibility. There is, however, evidence that success in implementing youth development programmes is limited, owing mainly to the lack of performance management application at the local government level. This study is intended to explore a research problem defined as follows: “The absence of a tailor-made performance management for youth development leads to limited or no achievement of the set targets for youth development.” The study is started by exploring the literature on both the underlying areas of the study: youth development and performance management. Though youth development is a fairly new area, there has been progress in defining and conceptualizing both performance management and youth development in South Africa. Youth and youth development are defined respectively as young people between 14 and 35 years of age, and deliberate interventions to enable the youth to participate in the socio-economic wellbeing of the country and the world. Performance management is further defined as the process towards ensuring there is a concerted effort in the implementation of the predetermined plans. The researcher opted for the case study approach, using Nkangala District Municipality (NDM) as the case to explore the extent to which municipalities apply the prescripts and principles of performance management to the youth development programmes. The study sought to establish whether municipalities have performance management frameworks and systems, whether youth development matters are included and whether there are specific youth development performance measures in place. The literature shows that there is extensive work done on the area of performance management in local government in South Africa. The legislation compels all municipalities to have performance management systems and frameworks in place and adopted by the councils. The document review shows that in Nkangala District Municipality there is still a need to trickle down the application of the systems and framework. There is a need to ensure that youth development is included in the performance management process. Evidence from the study shows that there are still gaps to be addressed in as far as the district is concerned. Their application of the performance management framework and systems still needs to be cascaded to all staff members; the application must still be applied to youth development programme and youth development units. There is a need to align municipal planning with youth development. Youth participation still remains a challenge throughout the process of planning, implementation and reporting. Municipalities are suffering from attitudes that suggest that youths are simply recipients of hand-out products and services. Finally, the study suggest a Youth Development Performance Management Framework which will also integrate youth participation, monitoring and evaluation.
AFRIKAANSE OPSOMMING: Soos in baie ontwikkelende lande neig jeugontwikkeling in Suid-Afrika daarna om die sentrale fokus van die regering te word. Die bevolkingsyfers illustreer 'n demografiese dividend of jeug uitstulping (“youth bulge”), soos wat daarna verwys word. `n Meer pragmatiese en aggresiewe benadering tot jeugontwikkeling was nog nooit meer dringend vir Suid-Afrika as juis tans nie. Munisipaliteite, deur ontwerp, is op voetsoolvlak en die poort vir die verskaffing van direkte ontwikkelingsingrypings vir die meerderheid van mense in Suid-Afrika. Meeste van die munisipaliteite in die land het begin om hierdie verantwoordelikheid op te neem. Daar is egter bewyse dat sukses in die implementering van jeugontwikkelingsprogramme beperk is, veral as gevolg van die gebrek aan die aanwending van prestasiebestuur op die vlak van plaaslike regering. Hierdie studie is bedoel om die navorsingsprobleem gedefinieer as: “die afwesigheid van 'n pasgemaakte prestasiebestuurstelsel vir jeugontwikkeling lei tot beperkte of gebrekkige bereiking van die gestelde teikens vir jeugontwikkeling” Te verken. Die studie begin deur die literatuur te ondersoek op beide die onderliggende gebiede van die studie, jeugontwikkeling en prestasiebestuur. Hoewel jeugontwikkeling `n redelik nuwe gebied is, is daar vordering in die definiëring en konseptualisering van beide prestasiebestuur en jeugontwikkeling in Suid-Afrika. Jeug en jeugontwikkeling word gedefinieer as jong mense tussen 14 en 35 jaar oud en doelbewuste intervensies om die jeug in staat te stel om deel te neem aan die sosio-ekonomiese welstand van die land en die wêreld. Prestasiebestuur word gedefinieer as die proses om te verseker dat daar `n gesamentlike poging is vir die implementering van die voorafbepaalde planne. Die navorser het besluit op `n gevallestudie benadering, deur gebruik te maak van die Nkangala Distriksmunisipaliteit (NDM) om die mate waarin munisipaliteite die voorskrifte en beginsels van prestasiebestuur op die jeugontwikkelingsprogramme toepas te verken. Die studie poog om vas te stel of munisipaliteite prestasiebestuursraamwerke en stelsels het, of jeugontwikkelingsaangeleenthede ingesluit is en of daar spesifieke jeugontwikkeling prestasiemaatreëls in plek is. Literatuur toon dat daar uitgebreide werk gedoen is op die gebied van prestasiebestuur in plaaslike regering in Suid-Afrika. Die wetgewing verplig alle munisipaliteite om prestasiebestuurstelsels en raamwerke in plek te hê en goedgekeur deur die rade. Die dokumentêre hersiening toon dat daar in die Nkangala Distriksmunisipaliteit steeds `n behoefte daaraan is om die toepassing van die stelsels en raamwerk te laat deursyfer. Daar is `n behoefte om te verseker dat jeugontwikkeling ingesluit word in die prestasiebestuursproses. Bewyse uit die studie toon dat daar steeds gapings is om aan te spreek met betrekking tot die distrik. Die aanwending van die prestasiebestuursraamwerk en stelsels moet nog afgewentel word na alle personeellede. Die aanwending moet nog van toepassing gemaak word op jeugontwikkeling en jeugontwikkelingseenhede. Daar is 'n behoefte om munisipale beplanning in lyn te bring met jeugontwikkeling. Jeug deelname dwarsdeur die proses van beplanning, implementering en rapportering bly steeds 'n uitdaging. Munisipaliteite ly onder gesindhede wat daarop dui dat die jeug eenvoudig ontvangers is van produkte en dienste. Die studie stel ten slotte `n jeugontwikkeling prestasiebestuursraamwerk voor wat ook jeug deelname, monitering en evaluering sal integreer.

Resumo: Escrever sobre a Juventude, especialmente na área de emprego, tornou-se um grande fenômeno para os acadêmicos e os formuladores de políticas; nesse trabalho é estudada a dinâmica das oportunidades de trabalho destinada à Juventude dentro do contexto econômico existente na Tanzânia. O país foi selecionado não só pelo conhecimento do autor, mas também por causa das mudanças econômicas que vem ocorrendo e da privilegiada dinâmica das oportunidades de trabalho para os jovens que mudou negativamente de acordo com o modelo econômico atual do país. Apesar da informação dada, esse trabalho passa por características demográficas, macroeconômicas e legais que dizem respeito dos aspectos relevantes para as Oportunidades de Emprego para a Juventude, a pesquisa se aprofunda na análise das conclusões que são diretamente usadas como base para os argumentos da questão que norteia esse trabalho. O assunto não diz respeito diretamente da situação atual do emprego para os jovens, mas sim faz um retrato das tendências e interações das oportunidades de emprego dentro da conjuntura econômica atual, para mostrar as mudanças que ocorreram com as Oportunidades de Emprego para a Juventude em relação com a atuação econômica, fazendo uma conexão com a posição da agenda do trabalho decente e o emprego dos jovens na Tanzânia, se é possível qualificar o trabalho dos jovens como decente, a questão da solução criada pela economia da Tanzânia para gerar mais oportunidades de emprego aos jovens, e ainda como se estende as mudanças que ocorreram nas oportunidades de trabalho aos jovens para a economia como um todo. A conclusão mostra que ocorreram questões significativas para a mudança da economia e da oportunidade de emprego para os jovens na Tanzânia, basicamente pelo foco dado pelo Governo nas intervenções que visavam a geração de investimento que podem levar a uma situação de pleno emprego e transformação social assim como uma melhora no bem-estar econômico do país
Abstract: Writing on Youth especially to the areas of employment become greater phenomena to the scholars and policy makers; in this work the dynamics of Youth employment opportunities were studied in respect to existing contexts of the economy in Tanzania. The country been selected not only based on the knowledge of the writer but also because of the ongoing economic changes and the prevailed dynamics on the Youth employment opportunities which changed negatively as today's model of economy in the country. Despite the stated information this work went through the demographic features, macro economics and legal aspects relevant for Youth Employments Opportunities that suites the case, it went further on the analysis of the findings which directly used as a basis for arguments on the answering research question that guide this work and the objective of the in general. The experience of recent decades convincingly proves that political and economic success is achieved by those states that pay more attention to young people; that sustainable development is demonstrated by those societies that have revised the system of traditional views on new generations, on the system of relations between generations and on their importance for political and socio- economic development. The main purpose of the work is to study the problems and prospects of ensuring the implementation of state youth policy in Ukraine, in particular in the Chernihiv region, and to study the impact of youth policy on the formation of personality. Research methods - the methodological basis of the work are general scientific research methods and special methods based on modern scientific principles of management, economics and related sciences. The following methods are used in the work: abstract-logical, system-analytical, functional-structural, comparative analysis, synergetic. The information base of the study was the current Laws of Ukraine, bylaws of the Cabinet of Ministers of Ukraine, state executive authorities and local governments, scientific papers, opinion polls.

The mandates were that they move from working in silos (educators, residential educators and support team) to working in teams; from rendering generic services to developing individualised plans for children and youth; from following a medical (deficit) approach in service delivery to following a strength based- and developmental approach. Whereas a punitive approach to discipline was followed in the past staff members now have to follow a restorative approach. In addition, the emphasis on children’s rights, in general, and the abolishment of corporal punishment, in particular, brought about changes in the nature of the adultchild relationship. It was required of the team members to learn to use alternatives to this form of punishment. The study explored how the members of the institutional level teams at the four YCECs in the Western Cape were experiencing the implementation of changed child and youth policies. A combined quantitative and qualitative research methodology was followed in obtaining the data from the residential educators, as well as the educators and the support team members comprising of psychologists, school social workers, occupational therapists, and school nurses. The points of departure were the organisational learning model and the phases of team development. Findings derived from the empirical study were that the difference between the way the participants embraced and implemented changed policies and legislation had much to do with the guidance that the principal and senior management provided for them. Where the principal set the tone and conveyed the message that the implementation of the policies were not negotiable and gave staff members the opportunity to thoroughly discuss these changes, they eventually shared the underlying principles of the changed policies. Where the principal provided direction, support and encouragement for the implementation of the changed policies the participants felt secure and empowered. Where this support was not present participants felt uncertain and to some extent let down. When a shared vision was articulated to them the participants were able to align their personal visions thereto, which further led to a greater understanding of their roles within the team. Where participants, however, were not clear on the shared vision they seemed to struggle with role division and status and power issues. When team members were left to their own devices a measure of personal mastery still took place due to the commitment of individuals but team learning was either limited or virtually nonexistent. Systems thinking remained a challenge due to the forming of subgroups within the YCEC and the limited or nonexistent services rendered by external social workers to the families of the children and youth. The most important recommendations resulting from the study indicate that provision must be made for frameworks for the implementation of changes in policy and guidelines for team processes. To ensure that new staff is informed about the policies that guide their services an orientation programme must be in place. Training for principals in effective introduction and implementation of change should also be provided. To ascertain what the staff complement should be to effectively implement changes in the policies, a work-study and a fast track pilot project should be conducted. From this, job descriptions should be developed that make provision for the incumbent’s role within the team. Consideration should also be given to the incentive system that currently only makes provision for individual performance and could hamper teamwork.
AFRIKAANSE OPSOMMING: Die veranderinge in kinder- en jeugsorgbeleide oor die laaste vyftien jaar het diepgaande gevolge ingehou vir personeel by Jeugsorg- en Onderwyssentrums (hierna verwys as JSOS). Hierdie veranderinge het sistemiese en filosofiese veranderings, asook verandering in die wyse waarop dienste gelewer word, aan kinders en jeug in hul sorg, meegebring. Dit word dus van die spanlede verwag om nie net hul gedrag nie, maar ook hul denkwyse te verander. Die mandate vervat in die beleide is dat personeel skuif van werk in silos (opvoeders, residensiële opvoeders en ondersteuningspan) na werk in spanne; van die lewer van generiese dienste tot die ontwikkeling van individuale planne vir kinders en jeug; van die volg van ‘n mediese benadering aangaande dienslewering tot ‘n sterkte-gebaseerde- en ontwikkelingsbenadering. Waar daar in die verlede ‘n strafgerigte benadering gevolg is moet daar nou beweeg word na ‘n helende benadering. Verder het die klem op kinderregte in die algemeen, en die afskaf van lyfstraf in besonder, veranderings meegebring in die aard van die volwasse-kind verhouding. Dit was verwag van die spanlede om te leer om alternatiewes tot die vorm van straf aan te leer. Die studie het ondersoek ingestel na hoe lede van die inrigtingsgebaseerde span by die vier JSOS in die Weskaap die implementering van veranderde kinder- en jeugbeleid ervaar. ‘n Gekombineerde kwantitatiewe en kwalitatiwe navorsing metodologie was gevolg in die insamel van data van die residensiële opvoeders, die opvoeders en die lede van die ondersteuningspan (sielkundiges, skool maatskaplike werkers, arbeidsterapeute en skool verpleegkundiges). Die vertrekpunt was the organisasieleer model en die fases van spanontwikkeling. Bevindings wat gemaak is uit die empiriese studie was dat die verskille tussen die wyse waarop die deelnemers die veranderde beleid aanvaar en implementeer het baie te doen gehad het met die mate van leiding wat die prinsipaal en senior bestuur vir hul gegee het. Waar die prinsipaal die toon aangegee het en die boodskap oorgedra het dat die implementering van die beleide nie onderhandelbaar was nie en personeellede die geleentheid gebied is om die veranderings deeglik te bespreek, het hul geleidelik ingekoop in die veranderde werkswyses. Waar die prinsipaal rigting en ondersteuning vir die implementering van die veranderde beleid gebied het, het die deelnemers veilig en bemagtig gevoel. Waar die ondersteuning egter ontbreek het, het die deelnemers onseker en, tot ’n mate, in die steek gelaat gevoel. Wanneer ‘n gedeelde visie oorgedra is aan hulle was die deelnemers in staat om hul persoonlike visies in lyn te bring daarmee. Dit het verder aanleiding gegee tot beter begrip vir hul rolle binne die span. Waar deelnemers egter nie duidelik was oor die gedeelde visie nie, het dit geblyk dat hulle probleme gehad het met rolverdeling, status en magaangeleenthede in die span. Wanneer spanlede oorgelaat is aan hul eie lot het ‘n mate van persoonlike bemeestering nog plaasgevind as gevolg van die persoonlike toewyding van individue, maar spanleer was óf beperk óf feitlik afwesig. Sisteem denke was steeds ‘n struikelblok as gevolg van die vorming van subgroepe binne die JSOS en die beperkte of afwesige dienslewering deur eksterne maatskaplike wekers aan gesinne van die kinders en jong mense. Die belangrikste aanbevelings, wat voortspruit uit die studie, dui aan dat voorsiening gemaak moet word vir raamwerke vir die implementering van beleidsveranderings en riglyne vir spanprosesse. Om te verseker dat nuwe personeel ingelig is omtrent die beleide wat hul dienslewering rig moet ‘n oriënteringsprogram in plek wees. Opleiding van prinsipale in die effektiewe bekendstelling en implementering van veranderings moet ook voorsien word. Om vas te stel wat die aanvulling vir personeel moet wees om die veranderings in die beleid te implementeer, behoort ‘n werkstudie en ‘n snel loodsprojek onderneem word. Hieruit kan pligstate opgestel word wat voorsiening maak vir die ampsdraer se rol in spanverband. Oorweging moet geskenk word aan die aansporingstelsel wat tans net voorsiening maak vir individuele werksverrigting en wat spanwerk kan strem.

This thesis draws on the voices of the young people who will be affected by the government’s proposal to increase the age of participation in education and training to 18 by 2015, voices which are otherwise overlooked in policy formulation and much research. The young people most affected are those who currently do not participate in education or training after the age of 16. The thesis takes a phenomenological approach, building understanding from the young people’s perspectives of their life-worlds and their reasons for not participating and exploring their response to their particular circumstances as perceived by them. The thesis explores their understanding through focus groups held in one local authority in South East England, comprising urban and rural settings. The thesis highlights factors that impede young people’s participation from their own perspectives, which fall into three categories: physical factors; social factors; and emotional factors. Nationally, the government has confirmed its commitment to raising the participation age by 2015, yet many of the government’s policies are exacerbating the challenges that young people face. This study concludes that the barriers highlighted by young people in relation to physical factors; social factors; and emotional factors are neglected in the current policy drive to full participation to age 18 and this needs urgent attention if the policy is to succeed. The thesis proposes a model which is offered for future policy and practice development to give greater weight to the perspectives of young people in relation to participation as expressed in this research. There is a risk if their concerns are not addressed that young people who have experienced a failure by the system and associated damaged self esteem, are now further pathologised, and potentially criminalised, for failing to fulfil their duty to participate. Yet, a more holistic approach that addresses the broader issues highlighted by this research, could realise pathways into further education and training that redress some of the previous negative experience and restore their confidence for the future.

This study is a contribution to the ongoing debate concerning the future of South Africa’s macro-economic policy known as the Growth, Employment and Redistribution (GEAR) strategy. The study attempts to draw parallels between the GEAR macro-economic policy framework and structural adjustment programmes in the South. By making use of this comparison, the study argues that the outcome of the GEAR will be no different from structural adjustment programmes in that it will fail to reduce poverty and cause government to meet the basic needs of the people. These conclusions are drawn from the fact that the GEAR policy is premised on the faith that the market is capable of redistributing income and wealth, and providing people with their basic needs.

This doctoral thesis talks about the importance of the analysis and evaluation of public policies. The case of Mexico is used to illustrate this importance of this stage during the policy making process. The first policy to be analyzed is the implementation of the bus rapid transit (BRT) network in Mexico City. This policy was introduced to reduce congestion, increase city transport efficiency and cut air polluting emissions. In June 2005, the first BRT line in the metropolitan area began service. I use the differences-in-differences technique to make the first quantitative assessment of the policy impact of a BRT system on air polluting emissions. Results show that BRT constitutes an effective environmental policy, reducing emissions of CO, NOX, and PM10. The second policy analyzed here was implemented during the administration of Mexican President Felipe Calderón, who took office in December 2006. From the outset, his government deployed an aggressive security policy to fight drug trafficking organizations, in what became known as the ‘Mexican Drug War’. In this article, I study the effects of the rise in the homicide rate and changes in the military budget on economic growth. Using dynamic panel data econometrics, I find that while the growth in the number of homicides had negative and significant effects on state GDP growth, state military expenditure aimed at fighting drug trafficking had a positive and significant effect on the per capita economic growth rate. The third policy that is evaluated here is from 2012. The Mexican government reformed its minimum wage territorial policy and reduced the previous three minimum wage areas to only two. The minimum wage in the area that disappeared was increased to be on a par with that fixed for the area with the highest minimum wage. The results from this natural experiment show that the increase of minimum wages in these territories resulted in a reduction in employment, above all among male workers employed in the formal labor market. Finally, public policy recommendations are made and future research lines are proposed as logical next steps given the results of the evaluations made throughout this thesis.

ENGLISH ABSTRACT: This case study examines the implications of globalisation for business-government relations in South Africa since 1990. The study proposes that business, bolstered by globalisation, is increasingly gaining influence in the policy process of South Africa. The unfolding era of neo-liberalism has ushered in an enormous surge in the power of capital and a decline in the organization and influence of labour. This surge in relative power has allowed the South African business community, to impose its own discipline on government and to narrow the sphere of public decisions. Fear ofloss of competitiveness, in attracting capital, both domestic and international, has forced government to make their policies increasingly capital-friendly rather than responding to popular will or broad social interest. The study establishes the features of globalisation and South Africa's position within this process through an analysis of the relationship between the ANC and business that developed in South Africa between 1990 and 1994, and later facilitated the ANC's acceptance of a neo-liberal macroeconomic strategy in 1996. By analysing; firstly, the influence of business within the policy-making process since 1996, and secondly, the influence of business in the outcomes of government's black economic empowerment strategy, the study shows that business has attempted to optimise its position vis-a-vis the currents of globalisation. The study concludes that the working partnership between business and government, established in terms of the BEE strategy is based on the mutual need of each other, as both government and business face the brutal capriciousness of foreign investment, the major challenge posed by globalisation. The South African business community is however in a unique position with respect to South Africa's ongoing transformation. Within the post-apartheid context, and South Africa's reconfigured power equation between government and business, globalisation would appear to give corporate South Africa added leverage over its rival social partners in the tug-of-war over the terms of development.
AFRIKAANSE OPSOMMING: Hierdie gevalle-studie bestudeer die implikasies van globalisasie vir besigheidregering verhoudings in Suid-Afrika vanaf 1990. Die studie stel voor dat besigheid, aangehelp deur globalisasie, toenemend invloed verkry in die beleidsproses in Suid- Afrika. Die nuwe era van neo-liberalisme het 'n groot toevloei in die mag van kapitaal binne gesien en 'n afname in die organisasie en invloed van arbeid. Die beweging van relatiewe mag het die Suid-Afrikaanse besigheids-gemeenskap toegelaat om sy eie dissipline op die regering op te lê, en om die sfeer van openbare besluite te vernou. Even though the post-apartheid democratic government introduced a “social model” approach to address disability, there is still low employment rate of People with Disabilities. Government has enacted different legislation aimed at the inclusion of people with disabilities into the mainstream of society; however, the majority of people with disabilities are unemployed and often denied employment opportunities. The study seeks to evaluate employment of people with disabilities, identify challenges facing the government departments and local municipalities in employing people with disabilities, and to determine what measures can be taken to improve the employment of this group. A purposive sampling was used to select the government departments and the municipalities. A total of seven organisations, participated in the study consisting of four government departments and three local municipalities of the Joe Gabi District. During the interviews, a semi-structured interview guide was used to generate in-depth interpretation from the participants. The data was then analysed using quantitative methods such as graphs and tables and qualitative methods such as data coding through Tech's (1990) framework as described in (Creswell, 2003). The findings of the research revealed that government departments and municipalities still experience challenges in recruiting and providing employment opportunities to people with disabilities. There are a number of factors perceived by participants as challenges to low recruitment and employment of people with disabilities. These include: A lack of clear internal policies and guidelines at district levels of the government departments; Tendency by the government departments and municipalities to use the Employment Equity Plans only as a tool for compliance with legislation; A lack of effective recruitment strategies especially for people with disabilities. The participants also suggested a number of ways to improve employment and recruitment of people with disabilities, which include partnering with relevant organisations that could help in providing work-seekers who are persons with disability, developing effective internal recruitment strategies, HR managers to be trained in disability management and all relevant legislation and finally departments to fund posts specifically for people with disabilities.

A socio-economic problem presently facing South Africa is the rate of youth unemployment, which is among the highest in the world. The South African Government has been involved in a number of initiatives, together with the advancement of a labour-intensive Expanded Public Works Programme (EPWP) in order to reduce unemployment and poverty. The EPWP was initiated in 2004 with the aim to place the jobless into productive work in the public sector social services where these EPWP beneficiaries are provided with relevant training and transfer of appropriate skills. However, the EPWP only creates temporary work opportunities that have limited influence on the lives of the beneficiaries. The main objective of the study was to examine the performance of the Youth Work Project (YWP) as an EPWP in a selected department of the Western Cape Provincial Government in order to determine its sustainability of job creation. The secondary aims of the study were to explain the process of the YWP as implemented through the EPWP by a selected department of the Western Cape Provincial Government. A third objective was to examine whether the Public Works employment opportunities enhance subsequent employability of participants once they exit this programme. Fourthly, recommendations was forwarded as to how best the EPWP can be used as a tool for helping unemployed youth with a permanent work opportunity. The sample frame computed of thirteen (13) individuals, therefore purposive sampling was considered the most suitable technique to use in this study. The semistructured interviews were conducted with five (5) management officials responsible for the EPWP and unstructured questionnaires were administered to eight (8) available EPWP beneficiaries placed at a selected department of the Western Cape Provincial Government.

ENGLISH ABSTRACT: A major societal challenge in post-1994 South Africa is that of questionable public leadership and the scarcity of ethical and effective leadership. Coupled with this are high expectations from the public directed at government institutions, which need to respond to the basic needs of citizens, and private business institutions, which need to create and sustain economic activity in an often uncertain environment. These transitional challenges call for outstanding leadership in public and private institutions. However, one can make a justified and evidence-based argument that the state of leadership in South Africa, particularly in the public sector, is not living up to these expectations. Added to this challenge of poor leadership is a youthful population that faces numerous challenges. However, from the youth of today the leaders of tomorrow are to emerge. South Africa and Africa as a whole are experiencing a youth population boom; a phenomenon that has been classified as having the potential to either be a demographic dividend or a ticking time bomb. In order to promote the development of youths, the South African government has attempted to respond to the multiplicity of challenges facing the youth by instituting the National Youth Act; a National Youth policy; the National Youth Service and a National Youth Development Agency (NYDA). This research submits evidence that the effectiveness of these interventions has not been satisfactory and that they do not include the intentional development of emerging South African leaders. The question, therefore, arises as to whether intentional development of future emerging leaders should not be taking place on a greater scale and in such a manner so as to ensure an improved leadership landscape in the future. This question necessitates exploratory inquiry into the phenomenon of youth leadership development in South Africa and represents the central theme of this research. Non-governmental organizations and university-based institutions have created leadership development programmes that target an emerging leaders' cadre in South Africa. These programmes are structured in different ways, but all have a leadership curriculum with theoretical and practical elements in common. The goal of this research will be to conduct an exploratory analysis of this emerging South African youth leadership development practice and to provide a theoretical and programmatic perspective on it based on an analysis of two case studies. The research is divided into four sequential phases. The first phase consists of a theoretical review of the concepts of leadership and youth leadership development. The second phase analyzes the context and challenges of South Africa’s youth and youth leadership development. The third and fourth phases transpose the theoretical and contextual analysis with youth leadership development practice in South Africa. This is done by means of the analysis of two case studies and the responses gathered from a semi-structured questionnaire answered by a sample population of emerging South African leaders. The cases analyzed are the South Africa Washington International Programme, a non-governmental organization specialising in developing emerging South African leaders, and the Frederik van Zyl Slabbert Institute for Student Leadership Development of Stellenbosch University. The research showed that the concept of youth leadership development is theoretically underdeveloped, and limited information could be derived from the American literature on college student development. The research also indicated that the scale of youth leadership development in South Africa is relatively small. However, programmes developed and implemented by non-government organizations and tertiary-based institutions suggest an emerging practice of youth leadership development in the country. This emerging practice is not well researched in the South African context. In response, this study succeeds in highlighting a number of knowledge gaps that could address this lack. The research concludes with evidence that suggests that an investment in the professionalization of youth leadership development programmes will result in a future generation of ethical and effective South African leaders that will bring about positive transformational change in the Republic.

Bykomend tot hierdie uitdaging van swak leierskap is ’n jong bevolking wat talle uitdagings in die gesig staar. Die jeug van vandag is egter die groepering waaruit toekomstige leiers te voorskyn kom. Suid-Afrika en Afrika in geheel beleef ’n oplewing van jeug populasie en hierdie verskynsel word deur sommige geklassifiseer as ’n moontlike demografiese dividend of ’n tydbom met negatiewe implikasies vir sosio-ekonomiese stabiliteit. Ten einde die jeug te bevorder wend die Suid-Afrikaanse regering pogings aan om te reageer op die verskeidenheid van jeug uitdagings deur die instelling van die Nasionale Jeug Wet, Nasionale Jeug beleid, die Nasionale Jeugdiens en ’n Nasionale Jeugontwikkelingsagentskap. Hierdie navorsing lê bewyse dat die doeltreffendheid van hierdie intervensies nie bevredigend is nie en fokus nie op doelgerigte ontwikkeling van opkomende Suid-Afrikaanse leiers nie. Die vraag ontstaan dus of doelgerigte ontwikkeling van toekomstige opkomende leiers nie op ’n groter skaal en op so ’n wyse moet plaasvind om ’n beter leierskapslandskap in die toekoms te verseker nie? Hierdie vraag skep ’n geleentheid vir ’n verkennende ondersoek na die verskynsel van jeugleierskapsontwikkeling in Suid-Afrika en verteenwoordig die sentrale tema van hierdie navorsing. ’n Beperkte aantal nie-regeringsorganisasies en universiteit-gebaseerde organisasies is geskep om jeugleierskapsontwikkeling programme te bestuur wat gemik is op die ontwikkeling van ’n opkomende leierskader in Suid-Afrika. Hierdie programme is gestruktureer in verskillende maniere, maar het elk ’n leierskapskurrikulum met teoretiese en praktiese elemente in gemeen. Die doel van hierdie navorsing is om ’n verkennende analise te doen oor hierdie opkomende Suid-Afrikaanse jeugleierskapsontwikkeling praktyk en om ’n teoretiese en programmatiese perspektief hiervoor te verskaf, gebaseer op ’n ontleding van twee gevallestudies. Die navorsing is verdeel in vier opeenvolgende fases. Die eerste fase bestaan uit ’n teoretiese oorsig van die konsep van leierskap en jeugleierskapsontwikkeling. Die tweede fase ontleed die konteks en uitdagings van Suid-Afrika se jeug en jeugleierskapsontwikkeling. Die derde en vierde fases integreer die teoretiese en kontekstuele analise met jeugleierskapsontwikkeling praktyk in Suid-Afrika. Dit word gedoen deur middel van ontleding van twee gevallestudies en ontleding van terugvoer verkry deur ’n semi-gestruktureerde vraelys wat beantwoord is deur ’n steekproef bevolking van opkomende Suid-Afrikaanse leiers. Die gevalle ontleed is die Suid-Afrikaanse Washington Internasionale Program (SAWIP), ’n nie-regeringsorganisasie wat spesialiseer in die ontwikkeling van opkomende Suid-Afrikaanse leiers, en die Frederik van Zyl Slabbert Instituut vir Studente Leierskapsontwikkeling van die Universiteit Stellenbosch. Die navorsing het getoon dat die konsep van jeugleierskapsontwikkeling teoreties onderontwikkeld is met beperkte studies wat in die Amerikaanse literatuur oor studente-ontwikkeling gevind is. Die navorsing het ook aangedui dat die skaal van jeugleierskapsontwikkeling in Suid-Afrika relatief klein is, hoewel programme wat ontwikkel en geïmplementeer word deur nie-regeringsorganisasies en tersiêr-gebaseerde instellings dui op ’n opkomende praktyk van die jeugleierskapsontwikkeling in die land. Hierdie opkomende praktyk is nie goed bestudeer in die Suid-Afrikaanse konteks nie. In reaksie slaag die studie daarin om ’n aantal kennisgapings in hierdie verband te beklemtoon. Die navorsing sluit af met bewyse wat daarop dui dat ’n belegging in die professionalisering en formalisering van jeugleierskapsontwikkeling as ’n praktyk sal lei tot ’n toekomstige generasie van etiese en effektiewe Suid-Afrikaanse leiers wat positiewe transformasie in die Republiek teweeg sal bring.

ENGLISH ABSTRACT: The welfare challenge that faces South Africa in the post-apartheid period is, at its core, defined by the high levels of poverty and inequality in the society. The labour market, as a provider of wages to individuals and ultimately households, remains the key transmitter of these poverty and inequality outcomes in the society. This specific line of reasoning is the underlying intellectual thrust of this thesis: namely that the state of poverty and inequality in a society is mirrored by, and perhaps more strongly - determined and shaped - by the state of its labour market. The thesis therefore focuses in the first instance on employment trends in South Africa since 1970, across two discrete time periods. The intention is to sketch the changing patterns of labour demand in South Africa, with a particular focus on how these patterns have yielded differential gains for different occupation, race, gender and education cohorts. Ultimately, these uneven employment patterns remain one of the most significant factors shaping South Africa's poverty and inequality challenges. The inequality challenge, so often thought of in terms of households only, is analysed here purely in terms of the employed. The starting point once again, is that it is precisely these earnings that contribute to the extraordinarily high inequality levels in South Africa. This analysis imparts information about the manner in which intra-employed wage inequality is structured and furthermore, how South Africa compares in the international context. A major contribution of the thesis is to, through more formal measures of poverty, apply these to labour market-defined individuals, rather than households, which is the norm in the literature. The point of departure is of course that poverty, or vulnerability, expresses itself through individuals in the labour market, and is thereby transmitted at the household level. Hence a significant component of the dissertation attempts a formal measurement and modelling of the degree of poverty and vulnerability in the South African labour market. These welfare challenges for a society though, should not only be analysed, but rather solved as well. Hence the final two chapters of the dissertation attempts to examine two very recent policy options mooted in South Africa, and through using simulation techniques, attempts to estimate both the costs and benefits of instituting these two alternatives which are explicitly aimed at reducing poverty, vulnerability and inequality in the society.
AFRIKAANSE OPSOMMING: Suid-Afrika se welvaartsvraagstuk in die na-apartheidsperiode word deur die hoë vlakke van armoede en ongelykheid in die samelewing bepaal. Die arbeidsmark, as voorsiener van lone aan individue en uiteindelik ook huishoudings, is die belangrikste bepaler van die oordrag van armoede- en ongelykheidsuitkomste in die samelewing. Die sleuteluitgangspunt van hierdie proefskrif is dat die stand van armoede en ongelykheid in 'n samelewing in sy arbeidsmark weerspieël en selfs daardeur bepaal en gevorm word. Die proefskrif fokus daarom veralop Suid- Afrikaanse indiensnemingstendense sedert die sewentigerjare, in twee diskrete periodes. Die doel is om die veranderende Suid-Afrikaanse arbeidsvraagpatroon te skets, veral die ongelyke voordele wat hierdie patrone vir verskillende beroeps-, rasse-, gestags- en opvoedkundige groepe meegebring het. Abstract:
This dissertation is the first study of state feminism in a non-western nation state, focusing on the activities and roles of the Women's Bureau of the Ministry of Labor in post-World War II Japan. While state feminism theory possesses a strong capability to examine state-society relationships in terms of feminist policymaking, it tends to neglect a state's activity in improving women's status and rights in non-western nations where the feminist movements are apathetic or antagonistic to the state and where the state also creates a vertical relationship with feminist groups. To apply the state feminism theory to examine activities of a state institute for women in non-Western nations, I created new analytical factors, domestic and international master frames, which show how policymakers and activists collaborate on policymaking at a domestic level and how policymakers utilize international standards to create the domestic master frame. Using the two-level-analysis of domestic and international politics in terms of creation of master frames together with the existing institutional and mobilizing structural variables, this dissertation presents a detailed study of the activities and roles of the Japanese women's bureau as an initiator and facilitator of gender equality in the process of agenda setting for the equal opportunity laws by utilizing international influence to persuade the opposition and as an interest mediator in the process of decision-making for them. The empirical evidence presented also demonstrates that the change of roles arose from the lack of the following factors: 1) limited resources and institutional capability caused by the marginalization of the women's bureau within the government, 2) the lack of a domestic master frame on the issue of gender equality between the women's bureau and women activists, and 3) the lack of mobilizing structures that provide women's groups the access to political decision-making to reflect their opinions. The combination of these factors hindered policymaking on gender equality and created a gradual and incremental progress toward gender equality in Japan. The way to gender equality in Japan is different from the western nations. Yet, this is a way that other non-western nations have also advanced and will follow in.

ENGLISH ABSTRACT: The research report investigates the theoretical foundation of the understanding of decision-makers at local government level of the term "development", with specific reference to local government as development agent and Local Economic Development. The choice of theoretical model by these decision-makers to conceptualise their understanding has historical and analytical antecedents, and secondly, the decision-maker is faced with a basic dualism in developmental thinking, ie. the emphasis on universalism (global competitiveness) on the one hand and the need for specificity (local economic development) on the other. The theoretical principles and assumptions on which the neoliberal and market-orientated approach to development is based are incorporated in the macroeconomic policy approach 'Growth, Employment and Redistribution' in South Africa. This approach has recently overshadowed the social welfarist developmental approach represented by the 'Reconstruction and Development Program' or Sustainable Human Development. The basis for specific policy formulation and intervention strategies are found in the theoretical assumptions, goals and objectives in each of these alternate approaches to development. The research design for the study is primarily qualitative. A semi-structured interview schedule is applied in directing in-depth interviews with identified central decisionmakers in metropolitan and larger "B" municipalities. The research design and process is constructed around three themes based on current and historic analysis of development thinking as a means to address poverty and inequality: theme 1 - theoretical understanding of the term development, Economic Growth in the formal sector versus Sustainable Human Development; theme 2 - the nature and relevance of participation by civil society in the Local Economic Development (LEO) process; and theme 3- Local Economic Development and the role of infrastructure investment, land use planning and zoning as intervention strategy. A benchmark position is developed on local government as development agent and LEO, using various sources, for example, interview with Director-General in the Department of Provincial and Local Government dealing with Local Economic Development, the Constitution of the Republic of South Africa and legislative acts and policy papers relevant to LED. This position is compared with the position held by local government decision-makers dealing with LED. The analysis of the information collected suggests that the theoretical perspective and policy framework on development, participation and strategies to address inequality and poverty, ie Sustainable Human Development (researchers title) held by the Department of Provincial and Local Government (DPLG) is not compatible with the definition and understanding of the majority of the decision-makers at local government level dealing directly with LED. The notion of participative development with anti-poverty strategies focussed on poor urban citizenry at the local level is not seen as the relevant theoretical or applied focus by developmental decision-makers at municipal level. In addition, limited knowledge is available to local government decision-makers on both formal and informal economic activity. In this regard, de facto leadership has already been handed over to formal-economy organisations and institutions. The idea of using land-use planning and zoning regulations to reorientate economic activity to low- and informal housing settlements and the reconstitution of low-and informal housing as sites of manufacture utilising flexible specialisation principles was positively received. However, the respondents were either not knowledgeable about these principles, for example; Globalisation of production and flexible production processes, or had not considered them in relation to their planning, land use or zoning and development functions. In the light of the above, the notion of local government as development agent with specific reference to addressing poverty and inequality utilising the Local Economic Development process as envisaged by the Department of Provincial and Local Government does not have the majority support of decision-makers at city and metro level. The majority of respondents defined the process of consultation as limited to formal economic sectors that were/could be competitive in the new global economy. The majority of decision-makers hold the view that the redefinition and location of sites of economic activity could be delegated to these formal sector organisations and institutions. Their common understanding of development and the related intervention strategies was based on formal sector growth and related job creation strategies, as well as the "trickle-down" of resources and opportunities to the informal sector. If they wish to remain relevant in this context the Department of Provincial and Local Government has to develop intervention strategies to reorientate and redefine the theoretical and applied definition of development held by the decision-makers especially with regard to Local Economic Development. If these issues are not addressed the form and shape of South Africa cities and metros will be based on the entrenchment and escalation of economic dualism and exclusion of the poor from any developmental decision-making and strategies. This has serious implications for the development of local democracies and developmental institutions based on the formulation and understanding of local conditions and circumstances of poverty and inequality and holds serious implications for social stability in the South African metros and municipalities in the future.
AFRIKAANSE OPSOMMING: Die navorsingsverslag ondersoek die teoretiese begronding van die begrip wat besluitnemers op plaaslike regeringsvlak het van die term "ontwikkeling "met spesifieke verwysing na plaaslike regering as ontwikkelingsagent en Plaaslike Ekonomiese Ontwikkeling. Die keuse van teoretiese modelle deur hierdie besluitnemers het historiese en analitiese voorlopers en tweedens, word die besluitnemer in die gesig gestaar deur 'n basiese dualisme in ontwikkelingsdenke, die klem op universalisme (globale kompeterendheid) aan die een kant en die behoefte aan spesifiekheid (plaaslike ekonomiese ontwikkeling) aan die ander kant. Die respondente was egter nie ingelig oor hierdie beginsels, of hulle het weggelaat om hierdie beginsels in berekening te bring by hul beplanning, grondgebruik of sonering en ontwikkelingsfunksies. In die lig van bogenoemde het die idee van plaaslike regering as ontwikkelingsagent met spesifieke verwysing tot die aanspreek van armoede en ongelykheid, deur gebruik te maak van die Plaaslike Ekonomiese Ontwikkelingsproses, soos in die vooruitsig gestel deur die Departement van Provinsiale en Plaaslike Regering, nie die meerderheidsteun van besluitnemers op staats- en metrovlak nie. Die meerderheid van die respondente het die proses van beraadslaging gedefinieer as beperk tot die formele ekonomiese sektore wat kompeterend was of kan wees in die nuwe globale ekonomie. Die meerderheid van hierdie besluitnemers is van mening dat die herdefiniering en plasing van plekke van ekonomiese aktiwiteite gedelegeer kan word aan hierdie formele sektororganisasies en instellings. Indien hierdie aangeleenthede nie aangespreek word nie sal die vorm en fatsoen van Suid-Afrikaanse stede en metros gebaseer wees op die verskansing en uitbreiding van ekonomiese dualisme en die uitsluiting van die armes van enige ontwikkelingsbesluitneming en strategie. Abstract:
In 2016, women represented 16.6% of all Chief Administrative Officers (CAOs) in local governments across the United States. Previous studies have investigated gender disparities in managerial representation, which is explained by the glass ceiling phenomenon; however, little is known about whether the women that occupy these male dominated positions have the similar levels of responsibilities as their male counterparts. Thus, the purpose of this dissertation is to understand if gender disparities in levels of work authority manifest as a new form of the glass ceiling. Work authority in this study is operationalized as CAOs’ sanctioning authority (control over personnel operations) and decision-making authority (control over formal operations). Using a mixed methods research design, this investigation is implemented in two phases. The first phase employs Ordinary Least Square (OLS) regression to explore the relationship between CAOs’ gender and CAOs’ level of work authority as well as the relationship between CAOs’ levels of work authority and annual pay. In the second phase, using a qualitative research method, I conduct an in-depth investigation of similarities and differences in the career paths of CAOs and the factors that shape their career-related decisions. This research has five main findings. First, female CAOs do not have similar level of sanctioning authority as their male counterparts. Second, disparities in level of sanctioning authority yield economic inequality among CAOs. Third, male and female CAOs take different career paths. Last, female CAOs perform dual roles—professional and personal—whereas most male CAOs are less burdened with household responsibilities in their personal lives. Last, for female CAOs with family responsibilities, their career paths are significantly fashioned by the presence of institutional and social support networks. Findings inform policy makers and public management practices. It informs that gender-based disparities in the workforce continually manifest in new forms, creating unequal employment opportunities for men and women in the workforce. Such disparities also continue perpetuating economic inequalities among men and women in the workforce. Also, it informs public management practices of the critical impact that institutional support has on leveling the playing field women to participate in male-dominated careers.

O estudo está voltado para o Brasil pós 1990, além da análise de duas políticas públicas que objetivam ingressar os jovens no mercado de trabalho: CIEE, organização não governamental desenvolvida para integrar empresas e escolas, e o PNPE, programa estatal que visa estimular a geração de empregos para os jovens. Abstract: The dissertation deals with the problem of unemployment of Young people, and the public policies supposed to combat it. Focusing on Brazil from 1990 onwards, the research takes two cases of public policy whose objective is to include these young workers in the labor market: CIEE (a non governmental organization developed to the integration between school and firms) and PNPE (the state program to stimulate the supply of employment for young people). While the first chapter of the dissertation discusses the problem of youth unemployment, the second and the third analyze respectively the CIEE and the PNPE

Abstract:
Sport has been increasingly recognized in social policy as a means of steering social change and as a method for responding to diverse social problems. The present study examines how rationales of social change are formed through ‘sport as a means of responding to social problems’. Four research questions are posed: (1) How is it that sport can be thought of and articulated as a means of responding to social problems? (2) How are sport practices assumed to operate as a means of responding to social problems? (3) How are social problems represented when sport is promoted as a means of response? (4) What conduct, subjectivity and citizen competences are shaped within this regime of practice? The study focuses on the government of subjects’ conduct, the formation of community and delineation of domains subjected to social change. The gradual shifts in the governmental rationality of the Swedish welfare state provide a framework for the study. Two kinds of empirical material are investigated. Initially, scientific knowledge is analysed; after this, a sport-based intervention, conducted in cooperation between a social entrepreneur, municipality and local sport clubs, is examined. In relation to scientific discourse, research on sport for social objectives would benefit from more theoretically driven constructionist perspectives related to welfare state transformations. In scientific discourse, rationales of social change in sport are conceived of as individual attainment of skills, competences and powers that are presumably transferable to other social spheres. Such discourse represents problems as individual problems. With respect to the sport-based intervention, individual change is promoted by representatives of the social entrepreneur in terms of providing subjects with motivational powers, which are shaped by role models and applied in “choosing the right track”. By representing problems as risks, avoidance is formed as an individual opportunity. This positions subjects as being responsible for their own welfare and inclusion. Municipal policy makers view the intervention as a way to form community and social cohesion in response to tensions in society. They present sport (and the social entrepreneur) as a way to mobilize and activate civil society – which is associated with the potency of voluntarism, authentic leadership and personal relations based on common identity. Consequently, responsibility for responding to social problems is spread and elements of de-professionalized social work are imposed. To conclude, sport is conceptualized as a means of responding to social problems because sport practices are associated with individual agency and with an active civil society and moral community. The technologies and rationality of social change point out ‘the self’, ‘the community’ and ‘the place’ as locations where social change is possible, rather than the whole of society. For instance, the technologies of social change are based on activation and responsibilization of ‘the self’ and of ‘the community’. These rationales of social change are based on a critique of welfarist governmentality and of the idea of governing from ‘the social’ point of view. Arguably, such discourse obscures more profound social reform. The study provides some empirical explorations illustrating how a range of tendencies and mutations in the governmental rationality of the welfare state and of social work are  manifested in ‘sport as a means of responding to social problems’.
De senaste åren har idrott alltmer kommit att betraktas som ett socialpolitiskt verktyg med förväntningar om att åstadkomma social förändring och bidra till att lösa sociala problem. I den här avhandlingen undersöks hur den sociala förändringens rationalitet formas i relation till idén om ’idrott som en lösning på sociala problem’. Detta görs genom fyra frågeställningar: (1) Hur har idrott blivit möjligt att betrakta som en lösning på sociala problem? (2) Hur förmodas idrott i praktiken fungera som en lösning på sociala problem? (3) Hur representeras sociala problem när idrott lyfts fram som en lösning? (4) Vilken typ av uppförande, subjektivitet och medborgerliga färdigheter fostras genom att använda idrott som en lösning på social problem? Särskilt fokuseras på styrning av individers uppförande, skapande av gemenskap och sammanhållning samt gränsskapande kring vilka domäner som kan utsättas för förändring. Undersökningarna relateras till mer övergripande förändringar i den svenska välfärdsstatens styrningsrationalitet. Två empiriska material har undersökts: dels den vetenskapliga diskursen, dels olika företrädares beskrivningar av en idrottsbaserad välfärdsintervention för unga i risk för problem och exkludering, en verksamhet som sker i samverkan mellan en social entreprenör, kommun och föreningsliv. Avhandlingen pekar på vikten av teoretiskt driven forskning med konstruktionistiska perspektiv relaterade till välfärdsstatens och socialpolitikens förändring. I den vetenskapliga diskursen lyfts social förändring fram med avseende på individuell förändring genom tillägnande av färdigheter som antas kunna användas även i andra sociala sammanhang. Denna förståelse iscensätter de adresserade problemen som individuella problem. I idrottsledarnas beskrivningar av den sociala interventionen kan ungdomar motiveras individuellt, bygga självförtroende och självkänsla, genom att identifiera sig med positiva förebilder och ledare. Detta blir viktigt för att kunna ”välja rätt väg i livet”. Genom att framställa problem som risker blir de möjliga för individen att undvika. Detta positionerar ungdomarna som själva ansvariga för sin välfärd och inkludering. I politikernas beskrivningar lyfts idrotten fram som ett sätt att skapa gemenskap och sammanhållning som ett svar på spänningar och oro. Genom idrotten (och den sociala entreprenören) kan man mobilisera civilsamhällets föreningsliv vilket associeras med frivillighet, autentiskt ledarskap samt personliga och moraliska band baserade på gemensam identitet. Därmed kan ansvaret för att hantera sociala problem spridas mellan olika aktörer, något som även kan bidra till informalisering och de-professionalisering av det sociala  arbetet. Sammanfattningsvis kan idrott konceptualiseras som en lösning på sociala problem därför att dess praktiker associeras med individuell aktivering samt med ett aktivt civilsamhälle som bygger på moralisk fostran och gemenskap. Den sociala förändringens teknologier och rationalitet pekar ut ‘självet’, ‘gemenskapen’ och ‘platsen’ som de domäner där förändring bedöms vara möjlig. Den sociala förändringens rationalitet bygger på aktivering och ansvarsgörande av ‘självet’ och ‘gemenskapen’. Styrningsrationaliteten bygger på en långtgående kritik av välfärdsstatens sätt att styra där samhället i sin helhet betraktas som målpunkt. Genom sådan diskurs skyms mer genomgående samhällsförändringar. Avhandlingen utforskar empiriskt och illustrerar hur en rad tendenser och mutationer i välfärdsstatens styrningsrationalitet och i det sociala arbetet kommer till uttryck genom ‘idrott som en lösning på sociala problem’.

Abstract:
The youth transition is not just a critical time for an individual but also to one’s family, the greater society and economy. The category “youth” in simple terms can be regarded as the transition in the life cycle from childhood and schooling into adulthood and work. Employment is one of the key factors that guide the youth transition into adulthood – from dependency upon family and community to greater independence and ability to secure one’s own livelihood. If a young person is unable to gain access into the labour market within the first 10 to 12 years, statistically, she will be less likely to have long-term employment throughout her lifetime. These are crucial years to providing mechanisms that actively engage youth in job preparation and employment opportunities. This research explores relevant youth-employment policy and its implementation in a South African local municipality of eThekwini. Research questions were developed to analyse the vertical and horizontal impact of policies at the local level and ask: What measures within national youth policies and strategies have been instituted to address barriers to youth employability in South Africa? Are national youth policies reaching the local level? What approaches have been taken to encourage youth employment at the local level, and what challenges exist in these approaches? The literature review, analysis of policy documents, and semi-structured in-depth interviews with government officials provide a guided yet flexible exploration of information within the context of local implementation of national and local policies for youth employment. Findings reveal an obvious gap between national youth programmes and their connection to municipality departments and programmes. The research process found that in spite of the lack of national services at a local level, the eThekwini Municipality has created its own youth policy and developed its own ways of providing youth services. While the research does unveil a lack of coordination concurrent to the local youth policy outcomes, it can be seen to be taking innovative steps of empowering individuals towards employment opportunities. The study concludes by acknowledging the recent changes in national strategies for youth. It questions whether these national changes will impact youth at the local level or just continue to provide policy that lacks implementation.
